Item 2, president s report. Thank you very much. This is somewhat a bittersweet moment, but i would like to say a few words about our departing commissioner, tom harrison, and then welcome other comments from commissioners and staff. After 16 years of Exemplary Service to the recreation and Park Commission and department, we are saying gooed bye to tom harrison. I will be brief. But i will tell you that first and foremost, tom harrison is a good man. He has enormous character and he cares deeply after a lifetime of service to the department as an employee, he cares deeply about the parts. Additionally, tom was always willing, whenever asked, to step in and help with the commission at events public and otherwise and i fully extend my gratitude to him for willing that on short notice and always doing a fine job. In addition, tom initiated many important projecteds in the system by suggesting and implementing improvements. He will be missed and i conclude by saying i consider him a good friend and honourable soul. Ashley . You brought the voice of the park users to keep the parks open for all of us to enjoy i personally think you brought a lot of class to the commission and its a tall order for our president to maintain that class. [laughter] and you are a good friend and i hope to see you walking along Marina Boulevard soon and please be come back and continue to be a friended of our parks and the commission. Thank you. Thank you. I think youre on maoutz, ashley. Commissioner anderson . Hi, tom. I cant sea you, but i think youre there with ashley. I second what commissioner lowe says about your class and all things outwardly and inwardly. I always looked forward to seeing what you were wearing in the events that we attended and know that you are the prince of the pocket square this is a really nice appointment and also gave me such a great sense of security and continuity and even love. The love that you offer to San Francisco residents is evident in everything this you did and i also consider you a brother in arms because you and i both have union backgrounds and we understand how important it has been particularly for young people with the apprenticeship programmes. It is amazing to see the great pride in the graduates that we have celebrated every year. Ill be missing you at those evens and i just want to thank you for your long service and volunteerism and just being, you know, a fellow liker and lover of San Francisco and were neighbours so lets keep in touch. Ok . Ok. Thank you. Once i was appointed, the very first phone call i made was to tom harrison. I wanted to get the benefit of his 16 years of experience. We met at masconi playground the second week of september and we chatted for over an hour. We talked about everything from his youth, growing up in the richmond and going to Washington High School to the state of City Politics today after a few moments, he just showed that it was like you were talking to someone you knew your whole life. And i think everyone on this commission has had that experience with tom. So, tom, thank you for the time. You are a true gentleman. One of the great people of this city and im going to be using you as a resource for many years to come. Thank you, tom. I wantinged to express my gratitude for your many years of service for this community that we love so much. Thank you so much. Thank you. Commissioner mozzola. Tom, ive known you many years. I was lucky to get to work with you on this commission and i all you did for the commission and the city. In that capacity. But more importantly, you are a voice for the workers out there and always have been on this board and that is an important factor because those are the people on the ground doing all the work. And you handled that gracefully and took their took their their grievances or accoladess to the board and let us all know what they were feeling. You came from those ranks and worked out there for years in a bunch of different capacities including shaw steward and supervisor, but your your knowledge and commitment is second to none. So i praoernlts everything youve done for the Labour Movement and all the workers out in the maintenance yard at rec and park. So, thank you. Commissioner mcdonald. I was taught by an amazing woman some year ago about the word mens and you more than qualify, you embody. There are a few that i know that love perhaps even more than i the city of San Francisco. Side note, i forgive you for going to washington. Its ok. My wife went to washington, but hey. I guess you have to go somewhere. But in all seriousness, tom, thank you so much for being what what the chamber called leadership San Francisco and the point is to create what we Call Community trustees. Folks who hold the city dearly and are concerned and invested in its wellbeing for all citizens of our city. You have embodied that. Both in your time serving the city, in your time certainly here on the commission and so thank you. On behalf of all of us who call San Francisco home and love the city. Appreciate all that youve done. And certainly wish you all the best. Thank you so much. Thank you very much. President buell, would you like me to read [inaudible]. Yeah. Lets let mr. Ginsberg weigh in on all this. Ok. Sure. Thank you. So, tom, a little surprise. Im down the hall from you right now. One of the very few that stepped into my office the last six or seven months which has been remarkable in and of itself. But wanted to be here because youre here. Commissioners all do such wonderful things. I thought id share a little bit more actually for the public and for our new commissioners about your history. While 16 years a long time to be a commissioner and its not easy to work for, i think it was four different mayors. The 10year connection to this department goes well beyond that. If i have my math correct, this is your 56th year. With the recreation and Park Department in one role or another. And to highlight, you started your career in 1964 with the department, brief aside, i wasnt born until 66, tom. But i needed to say it. Youve stayed connected to this department longer than ive been alive. Thats pretty amazing. And whats also amazing is that your first job with the department was as an assistant gardener and well come back to that because that was a class that may have existed then and didnt for a long, long time. And, you know, in the final chapter of your career with this department, youve basically resuscitated that class and what i think is one of your greatest accomplishments and biggest legacies with the departments. After being assistant gardener for a few years, you actually then did your first tour of duty with local 261, if i am correct as a shop steward for about five years. And then you promoted from assistant gardener to gardener where you worked until 1984 and then you had the great job and great pleasure of being an insecticide Spray Operator from 84 to 88. During your time in the feel, in addition to whatever you did or didnt do to disruptive bugs and crediters, you were responsible for stewarding some of this departmentss most historical and contextually important assets. You were a big wreck. You worked at all five of our golf courses. You had a profound impact, this department has been around for the system has been around for 150 years and when you think about, you know, your tenure as both an employee and beyond, you walk among the greats in terms of history of this department. A. You finish your work in the field, you decided to return to the union where you were a business rep again and then you became assistant Business Manager where you worked up until 2002 and then in 2004, you became a commission kerr. I donten what kind of trouble you were causing in those years between 2002 and 2004, but im sure you were doing something. But 56 years. When i think about the last almost 12 that you and i have worked together and i think about some of the places and spaces where youve had your most impact as a commissioner, i return to your first role here as assistant gardener, which is your leadership in creating the first more Cultural Apprenticeship Programme in the state of california. That is a legacy, i many , my friend, that will be around for a long, long, long time and has done so much to add to the Workforce Development opportunity and to the con instruct of equity and construct of professional development and professional standards by creating this programme that offers new pathways and access to people interested in the field that dont have prior experience. It is really remarkable thing youve done. That is not all. One of the commissioners talked about how much you care about staff. I know commissioner mozzola commend about that. But that was the theme amongst all the comments. Your leadership where we were actually for a while recognizing gardeners and recognizing all park recreation and maintenance staff and has lead to doing something for our staff and celebrate their accomplishments and its, you know, a fun party. When we used to have those. And then i want to thank you for your leadership on some tough votes. You helped make sure you did your part for the legacy of Golden Gate Park by voting to support the reenvisioning of the recycling centre into Community Garden which still exists today. You took up you made a courageous vote to bring on a new more professional vendor at the boathouse and, you know, you stuck up for kids and supported the soccer field. Youve also been a champion of the open space fund of investing more in deferred maintenance in camp mather and in your attire, your professional dress, which is a place i feel i have not quite been able to live up to. But that is why we have denny. [laughter] i want to read a few things very quickly from some of my colleagues. Im not sure if theyre on the call or not. But im going to just read three quotes and if you are on this call and preparing to say it, my apologies, guys. We asked some staff have been around for a long time for some thoughts about you and so lisa ling who runs our Natural Resources division, she said its always been such a pleasure to have commissioner harrison on the commission because he has such an understanding of the inner workings of the departments. Hes been a stalwart supporter of the local men and women of 261 and fully respects how challenging their jobs r. I also appreciate how humbling and approachable he is. I was eight months pregnant when i presented the departments Resource Management plan to the commission. I remember commissioner harrison looking sympathetickly at me at the podium. Over the last 14 years, when our paths would cross, he never asked me an opportunity to ask me about his son and i never missed an tounls ask him about his stylish eye wear. From roeshts watkins. I was here when tom was a gardener. He was our union representive at the time. He was assigned to the crocker complex and on his first day there he had to work with one of those gardeners that no one wants to work with. He got to know about some of the gardeners that the union had to represent and gave him a new perspective on the unions role. Hoe has always been knowledgeable and able to answer the questions. He is a classy guy and ill miss him. And then lastly from steve. His tenure on the commission has been unparalleled. His intimate knowledge of critical maintenance practices required to sustain the projects and policies approved by the commission guided his decisions, saving the city countless tax dollars. His thoughtful probing and perspective helped ensure projects Meeting Commission approval were conscientious, able and most of all sustainable. His calm, no nonsense approach has been appreciated by literally thousands of r. P. D. Employees over the years. He start as advisor, counselor and sometimes con confidant during the challenging days. His legacy with r. P. D. And the commission will live on in the commitments and dedication employees today share for the realization of San Franciscos park system stream. Thank you for your service, dedication and friendship. And we didnt have time to read a thousand comments but i think that there are a thousand people in this organization that would say the same things about you, tom. Again, 56 years of service and an organization that is only 150 years old. You walk among giants in the creation of this park system and ill stop and then join you and ashley by concluding with the theme that mark and commissioner buell and commissioner mcdonald started which said you are a kind and decent guy and commissioner mcdonald took it one step further. Thank you, commissioner. And said you are a mench. You are one of biggest menches there is. Well miss you on the commission. But your legacy and contributions, the seeds you planted will be around for a long, long, long, long time. Do you want me to say the nice stuff at the end . Say a lot of nice stuff at tend because phil did cover whats in the resolution and give who the resolution is from and concluding remarks. Before i do, ill say thank you to commissioner harrison for welcoming me into a role that had been filled by the same person for 23 years. With open arms and also who, after i had a child recently, called me to see how i was doing. And that was really appreciated. Ok. So, toward the end of the resolution, which is from the commission and ill be bringing it to him. He is about 20 feet away from me in just a moment. Whereas with the additional time he will now have, the commission wishes him relaxing and joyful times with his children heather and matthew, along with their spouses car low and ruby his four grandchildren, julia, evan, charlie and maya and he will be deeply missed his by former commissioners and colleagues to whom he has remained a faithful Public Servant and cherished friend. Now be it resolved that the members of the recreation and Park Commission on behalf of the employees and citizens on the city of San Francisco do hereby greatfully recognize commissioner tom harrisons contributions to the city and do express to him great appreciation for his decades of dedication and hard work as a city employee, Union Representative and commissioner for the Road Commission riation and Park Commission. And president buell, additionally, ill be wacking over over and bringing you a proclamation from mayor breed which declares november 19, 2020 as tom harrison day in San Francisco. Whew good job. I got a day. [applause] im going to stand behind him. From the department, we have a few gifts as well. Of course, we talk about your role in shaping the park system. Today we call commissioner harrison the commissioner harrison department. This is for you. [applause] great. And then in honour of your tenure on the Capital Committee, and the good work you did that has enabled us to pass [inaudible], a tshirt all right. And then finally because this is so much about your legacy, this is christopher pollacks book published on the 150th anniversary of [inaudible] park and all the places that you stewarded. Well, thank you. Thank you very much. I will give you an elbow bump and then go back to my cave. And the Commission Resolution and the won from mayor breed. Thank you. President buell, ill be brief as you were. I prepared a few paints here. Good morning commissioner and general manager ginsberg. I want to thank you for this honour. For me there is only one word to express how i feel gratitude. Grats tuesdayed to mayor newsom for appointing me twice, to mayor lee for reapointing me twice. And for the city and to the city for hiring me in the first place. Gratitude for help and support and especially to Margaret Mcarthur who, from day one on the commission, kept me on track. And Phil Ginsberg for making rec and park the most favoured department in the city. It has been an honour and a pleasure to serve with you. Thank you for this honour. Anyway, it has been a great trip. Believe me. Eni enjoyed every minute of it from march, i think it was march 3, 1964. Theres been shaky moments. But i made it. Thank you all very much for this honour. Its really touching. Touching. And im now apt to go google mench. [laughter] menche with an e. I want to encourage you when this covid event is over and we once again meet in person, that there is a Public Comment part of the agenda and we expect to see you there telling us what we should be doing and how we should be doing it. God bless and take care. I do hope at some point will come by but i dont think i will soon because you guy dos a pretty good job of it. It has been a real pleasure. Congratulationss to our new commissioners. Good luck. All right. God bless. Bye now. Byebye, john. [applause] one moment. Main men yaoufm press starstar to access the help menu. Well give ashley a minute to reassemble thing here and move on to, i think probably the general managers report. Ok. It is not often you get a person in real life so i wanted to say goodbye in real life. Thank you, ash. Yes. Do you have anything else for the president s report . I do not. [inaudible]. What was that . That concludes my report. Paul, do we have anyone on the line for Public Comment on the president s report . There are no hands raised. Ok. Thank you. That concludes Public Comment. We are now on item three, general managers report. Thank you, ashley. Good morning, commissioners. I have a few items for you today and ill try to move through them. First, a little bit of good news. This is the first time weve been together since election day and propa passed with more than 71 of the vote. San franciscans have approved proposition a which includes 487. 5 million in bonds for transitional Supportive Housing facilities, streets and parks. 239 million for park improvements, including over 101 million for neighbourhood parks. 18 million for some of our citywide parks. 86 million for something we call recovery parks. 14 million for sustainability projects and 6 million for the Community Opportunity fund which, by the way, was another one of toms legacies. He always sat on the he was the commissioner representative and there may have been others. But he was on two rounds of grant reviews for the Community Opportunity fund in the 2008 and 2012 bond. He loved that role and took it very seriously. One million for trails and 600,000 for urban agriculture. The bond will benefit projects that this commission and a lot of our staff have been working on for some time, including india basin, the rec centre, hertz playground, the Cannon Street mall, the japan town peace plaza, and will also allow for projects like portsmouth square, jackson park, Sunset Playground and some work in Golden Gate Park. Im very grateful to the commission for all of your guidance and leadership. It helped get this thing on the ballot and special shoutout to my incredible staff. These things passed because, you know, voters trust us. And voters trust us because our work is thorough and diligent and thoughtful. So to the entire capital and Planning Team to the Public Affairs division and sarah mad lynns team that did an incredible amount of work, our operations division, right . These projects dont get designed in a vacuum or planned in a vacuum. Our gardeners, our structural maintenance team, our park rangers and rec staff, they are involved in the planning of these projects every step of the way. So just a Great Team Effort in what has been a cruzed did week and awful year, this was particularly rewarding. This creates so much opportunity and really invests in communitis that are high needs, that are deserving. Their equity runs through every step of the way. Some of these projects are really important and transformational for communities wait ago long time. Were super excited about it. Recently completed an open renovation project include the ale lis Chalmers Playground in the Alice Crocker neighbourhood at 3. 7 million renovation. Sergeants John Mccauley played in the tenderloin, a 2. 9 million renovation. West portal playground, a 3. 4 million renovation. [inaudible] playground in the o. M. I. , which weve opened up phase one of that project and are in the planning phase for planning process for the second half which will improve that space even more. A new, incredible playground in mclaren park called redwood grove, one that i hoo ily, highly recommend you try to go out and visit. All these projects are great. This one is just off the hook. Off the hook. From inch to inch. The new clubhouse, the ball fields, renovated Basketball Courts. Just the circulation layout, accessability of the space. It is thoughtful contemplation of how we maintain it. Our partnership with the department of emergency management, which is our neighbour. Really amazing, thoughtful project. And then most recently, thank you commissioner for joining me out at stanyan edge where we celebrated really a new vision for the eastern edge of Golden Gate Park with pathways that celebrate our oak woodlands that renovated the lake. We have new lighting. We converted that old shed that was once a restroom and then became a gardener shed and maybe commissioner harrison may have kept a few things there and its falling into disrepair on the eastern edge of the park and we completely renovated it and it is now public restrooms. It is in the park selling coffee and pastris with a couple of bocce parks right there and the plaza space is just fantastic. Many of projects all of these projects, whether theyre bond projects, a lot of them were, but a lot of them also were because of partnership and philanthropiy and i want to acknowledge our team from the San Francisco Parks Alliance working on the initiative, lisa bramson, dru becker, which prioritizes 13 improvements from around the city. Commissioner mcdonald, you were on the task force that helps select those projects. Thank you very much for that. And were almost home. We have a small amount of money left to raise and just a few more playgrounds to complete our renovations on that project and that programme will come to fruition just in time to tackle a new batch of playgrounds from the 2020 parks fund. Other projects which were finishing and plan to reopen soon, we have an amazing new [inaudible] course in mclaren park that will serve the Valley Community and middle school. It is a partnership with outward bound. It is right at the manzell and Visitation Centre of mclaren park. The garfield clubhouse, which is another project that will knock your sox off. Woo woo the dog training area, woof woof, another golden gate 150 promise and, of course, the Golden Gate Park Tennis Centre which i walked past on my way to Mclaren Lodge this morning and it is looking fantastic. More good stuff to come and despite the did year, our park system is continuing to evolve and rejuvenate. Covid hasnt stopped us from fuguer out how to celebrate from virtual concerts and contents to the newly opened observation wheel. Weve been grateful to have the opportunity to highlight such an important milestone if our parks history and citys history. Were going to conclude our 150th celebration with a festival of light that is very covidappropriate. We wont do any big parties. But throughout the park from Mclaren Lodge to the conservatory down into the music concourse, youll see a bunch of light elements during the holiday that you can socially distance where you can visit and enjoy and absorb some inspiration. One of those features entwined. Which is whimsical art installationistly charles gattican. It will transform peacock meadow into an Enchanted Forest of other worldly shapes and ever changing life beginning december 10. Lit run through february 2021 and if it is a big hit, we have an opportunity to extend the exhibits until june. The entwined installation creates a colourful, lighted wonderland where visitors can explore paths and sit under a grove of three entwined sculptural trees while practicing social distancing. The trees freezing raining 12 to 20 feet tall with illuminated canopies. Sculpt. Chures comprised of 2,000 l. E. D. Lights and filling them of peaks and valleys. Were really excited about this. Again, we made lemonade out of electromagnetic ons, but we fell like this is a nice way to wrap up our Golden Gate Park 150 celebration. I want to give everybody back to the covid update. As you know, most of our parks, including trails, restrooms and other amenities have been able to be open throughout the pandemic response. Stacey bradley, our Deputy Director ofen mraiing and our Planning Section cochief of our Department Operations centre, provided an overview of our Adaptation Plan to you in july. Since enthis, weve continued to make progress. Most notably are playgrounds which are opening finally on october 14 which can be based on all tiers based on state guidance. And as part of our 150 celebration, we have an observation wheel open. There are 120something children of Health Care Workers and other employees, and 11 Community Hubs for 260 children in partnership with dcyf and many nonprofit partners. Some of them are using our sights for additional Community Hubs. Were running 11 ourselves and then we have a bunch of nonprofits are staffing on our property. We have adapted recreation programming to offer virtual recreation with 39 virtual programmes offered for 2,000 participants. Many of these are for our senior community. In partnership with the random museum, friends and friends of the shared arts studio were providing 23 out of school time options for another 125 participants and provided over 300 permits for almost 100 unique permitees with 750 time slots for 400 cohortses and 60r. P. D. Facilities. All of these are subject to our public work orders. Special shout out for you know a remarkable amount of work flow. I also want to note that we opened outdoor lap swimming at mission approximately and provided six hours of swim time daily serving about swimmers a week. In addition, many of our destinations have opened, such as the conservatory of flowers, tea garden, museums and zoos. Starting september 14, there are closed Fitness Studios to provide alternative spaces for fitness classes outdoors. Additional permits were provided for oneonone Health Care Training in parks and Outdoor Dining including the japan peace plaza and work on something for union square. And launched a process for freedom of exchange activities. Weve been managing a number of slow streets which have been continued and expanded through the weer half to travel car free from embarcadero. Of course, this is very fluid n. 10 days, our city has moved from the yellow tier through orange to red and in all likelihood by next week, it is expected that we will be at purple. If Current Trends continue and that means a lot of the things that i just talked about will change. Nos give you a sense of the very dynamic operation were running. Our open spaces where people are able to be of sounder and saner mind and body and our parks will remain open. But things like our Community Hubs will obviously remain open. But museums or observation wheel, the zoo, some of these things are very fluid. So well keep you posted as best we can and we all need to continue to do the right thing ill ask the general manager if you have any comment on this. We are essentially a low bid city. There is a bid process. The City Attorneys Office has looked into the contractor and for we are very close to being finished with this contract. Its not really new money per se. Its part of the contingency budget. Like any construction project we have change orders and modifications. This is within budget. Thank you, any other comments . This was at the Capital Committee. We were given assurances that moving forward they wouldnt be allowed to bid on projects. The problems and allegations against this contractor doesnt relate to this contract. There was a determination in order to complete the project, basically we had to finish the project. The allocation as it general manager noted doesnt require new money to finish the project but the conclusion was while we understand the allegations and the problems with the contractor. We just had to finish the project but moving forward, the commissioner, we respect and hear your comments and assured the contractor wouldnt be allowed to bid. I believe general manager for five years. I, my understanding is they have been banned for bidding on City Projects for five years. This is you know, i totally understand and share the commissioners concern. This didnt involve this particular project. You know, we engaged them because the allegations surfaced and they made clear they wont be able to bid on future work. Thank you, thank you commissioner lowe. Commissioner mcdonald. Thank you. Am i hearing correctly that we have no alternative or that we have determined because this particular contractor, the issue of concern for the project it was determined it was able to move forward on the project. Commissioner, there are a host of issues im not sure im prepared to fully respond to. Some of them are actually leader in nature and part of the agreement or work that went on through the City Attorneys Office and board of supervisors that allowed them to finish work thats been started. It would put the project in jeopardy and cause us conflict they are legally permitted to finish the peace of work. Ill conclude with a quick statement. I appreciate again the cost but if an organization is guilty in one park they are gitty in all parks. Thank you, commissioner. If they were to low bid and probably right. Thats how they get these jobs. I just am uncomfortable rewarding a contractor thats committing the system and workers. Thats what they are doing. Id love to see him thrown off the job. Its the principal for me. Obviously, ill vote against this. Are there any other jobs that he works on right now besides this job . This is it. I dont believe there are any other job they are on. Again, they are almost done. Id like to say again, id like to remind everyone we are not directly involved in the selection of contractors. Yes, you ultimately approve the contracts but how they are selected is not something parks and rec. Is involved in. Again, we hear your anger and feel similarly to you. The City Attorney and board are looking into this city wide. Its not a plan for contingencies. We get them off the job site as quickly as possible. Commissioner mcdonald. What is our thinking forward, i appreciate your last point around the department doesnt run the process. What is the path or recourse when the process yielded entity a and we have other concerns that should negate that process. Correct me if im wrong these contractors are evaluated in conduct there are consequences with their respect to bid on future work. This is through, i think. Can you give us a summery on work. Yes, good morning, commissioners. Im the director of capital and planning. Thats correct. That evaluation of any sort of misdeeds is evaluated by Contract Administration thats over seen by the City Attorneys Office. They have say that again. From the city administrators from the City Attorneys Office 6789 in this particular case and this particular contractor. Its unrelated to this project and made the determination this contractor cant bid on any project for the next five years. Under that same agreement they are allowed to finish ongoing projects because they understand to unraviolile unravel a project would be detrimental. They are allowed to finish any projects not just with rec. Park but puck lick works. With that, i dont see any other hands up. I concur with commissioner mazzola. We dont want to do business with people that lie and committee and undercut the system. Its that simple. It seems we are in between a rock and hard place between this contract and i share the view of the general manager but we must finish the contract and we wont see this contractor for at least five years. Seeing no other hands up the chair will entertain a motion to approve this. Chair. Commissioner. Id like to make a motion not to improve the increase in contract amount. There was a motion to not increase the contract. Is there a second . Hearing no second the chair will entertain a motion to approve this item. Move. Second. Moved abdomen second. All in favor, say aye. Aye. All opposed. Opposed. Thats mazzola and commissioner mcdonnell. Motion passes. Thank you. Thank you. We are on item 5e. 5e . Yeah. To the chair . Please. 5e is for a similar issue although not in the ballpark as that. This is another contractor, that was recently fined over 15,000 for underbidding workers on the playground. So, this contractor has had many chances to do the right thing and has not. They have been fined by the office and had to pay back pay to the workers. Im not sure if they have gotten that yet and pay a penalty for the wrongdoing. Im not sure if they received the fine either. Id like staff to make sure they made the payments. This contractor continues to misassign craft work in pulmobeing, electrical, sheet metal, everything to a different trade so they can get a lower bid into you guys and committee the workers that should make a higher wage. This is a similar situation to what was discussed earlier. Its not as bad but these people are still cheating. There is a law they continue to break on our park and rec. Jobs. Im not sure why we reward contractors to come in with a low number and get the jobs. They were taken because of the low bidder. They are a low bidder because they are putting in a low rate and cheating the workers against the law. Ill vote again on e not to give them the extra money not to do the change order. Thank you, commissioner. Any other comments . I dont. I agree with commissioner mazzola that contractors should pay workers what they deserve to be paid. Again, let me remind the office of Contract Administration has jurisdiction of the administration of the contracts and wages. I suspect, commissioner that legislation that pasted and agreed to implement moving forward with contracts over a certain threshold to help prevent this in the future. Im unaware of the fine personally. Any way, the project is done. Im not sure about this. Did you want to make a motion to reject the item. Please. Is there a second. Failing to see a second the chair would entertain a motion to approve the item. Actually, this did not come up at the Capital Committee when we approved this item to move it to the consent calendar. Im troubled by the claim that the contractor has not paid, what is it 15,000 in fines . Its 11,000 in back wages and 3,200 in fines. Im not sure if they paid or not but they got a fine levied against them. The chair, i was wondering if we can condition this final payment of the fine and back wages. There are two thing id like to say. Its not uncommon to be fined during the duration of the project. They are given the opportunity to respond to the fine and in most cases. In this particular case this is the first time i heard about this. My understanding is that this will be adjudicated fully. We do owe funds back for this fine. They wont be paid for that money way. They are not paid for it. Its something i can look at. Just to clarify, is this funds that we are awaring as additional allocation under this motion or a general retention that we have for completion. This is separate funds we are allocating that is coming out of our contingency. This is not a request for additional funds. This is funds to address this. If you look at the details of this particular request most of them are coming from dm as a result for the work we are doing for them. So, the funds we are approving is coming from a contingency line item. Not our overall retention. Thats correct. I guess, again, can we actually condition the subpoena of the reallocation of contingency funds to the settlement and payment of back wages. Payment of back wages really troubles me. Commissioner, i certainly take the commissioner at his word. Im not sure of where we are with respect to due processor investigation or adjudication or appeal. I would just ask everyone to be mindful of that. This is the first time anybody in the department is hearing about this. As a matter of practice, city wide. Any disputed amounts or fines or penalties are with held from final settlement pending the resolution. Commissioner, id be happy to make a call. We will look into this and find out and give you an undate. Yeah, to answer commissioner lowes question, yes, we can. Why cant we make it contingent. It sounds like its contingent because we wouldnt pay it until the issue was adjudicated. Thats correct. If they fail to make the payment we fail to give them that amount of money. Okay. All right. The chair would entertain a motion to approve. Move with the condition that the resolution of the claim for penalties and back wages are resolved. Is there a second to that. Second. All in favor, say aye. Aye. Any opposed, nay. No. One no and six ayes. Thank you very much. We are now on item sixes the San Francisco zoo. If anyone from the zoo is on i cantulary you. Tonya. Anyone there . Do you want to come back until after we do number 7. Yeah, we can put it at the end of the agenda if someone would like to show up. Lets move on. Okay. We are now on item 72030 pope street. Thank you commissioners. Commissioner buell. Before we hear this matter i i do have to disclose a client provides construction for the project sponsor. The City Attorney has determined that would put me in a conflict of interest or demonstrate impropriety. Id like to be removed from the matter. Do we need a motion to reduce the commissioner are ask him to signoff . Ashley, do you have an answer to that . I believe someone needs to make a motion. Yes. Chair will entertain a motion to reduce commissioner lowe from this item. I move we kick him off the line. Is there a second . Second. Its been moved and seconded to remove commissioner lowe off the line. Aye. Goodbye. So kicked off. Lets now proceed. So, chris, if you would, thank you. Thank you. Hello, commissioners. Im chris townes. Im with the parks and recreation department. My presentation will provide you with a summery. This is for 2030 polk street 1580 pacific avenue. Bein 1. 2. The plan to straighten the parks and facilities. Next slide please. Prop k. The ordnance. It was a proved in 1984. Subsequent to that. 295 was adopted that prohibited issuing building purr mitts for structures under 40 feet in height. Unless the Planning Commission finds that the shadow wouldnt have an adverse impact on the use of the park property. The commission aadopted the 1989 memo. There was quantitative criteria that i will detail later for shadows and parks under the jurisdiction. At this time id like to pass it to andrew perithat will provide a brief overview and Public Comments received and Public Benefits of the project. Next slide, please. Andrew, if you are there. Thank you, chris. Good morning, colt commissioners. The property is located at 2030 polk street at the Northeast Corner of polk and pacific avenue. More recently they met with several Community Organizes including the lower polk neighbors, the Neighborhood Coalition and discover polk. Letters up support have been received from the first three. Staff received three emails including construction noise, dust, and street access. It will impact the traffic visibility with additional density and overall height. This is for development of a lot of 2300 feet. As well as those requested state bonus project. That concludes my presentation. Im available for questions. Thank you. Thank you. If i could have the next slide please. On the right is a plan of where its located as described in relationship to park it depicted in green. The photo on the left provides a digital of existing conditions. It is located its occupied by the one Story Building including two businesses as well as ppg paints. Next slide. 83 acheture under the jurisdiction of the Park Department located within the neighborhood. We are located at the Southwest Corner of larken and broadway. The rectangular shaped park is boarded on its interior block edges with residential buildings. The entrance is on the broadway and larken intersection. Its divided into three main sections. You can see the western portions. One for toddlers and other for children five to 12 or older. Also the clubhouse building. The eastern portion is where the Baseball Court and multiuse court is located. Due to the sloping broadway upsloping from west to east. Its is sunken level. Next slide. There is a 41. 33 shadow. They would add an additional 0. 61 . This is what we call the theoretical and sunlight as its identified the skid marker blue with more frequent shadows. As you can see, the more frequently that occur towards the northwest this is for four separate directions. The farther away from the project site. It expands towards the Northeast Corner. Quantitatively, they generally spend summer through spring there is an average did your asian of two hours an average of 586 care feet it would fall across the south herb area of the tennis court the elevated walkway and portions of the court. Next slide, please. As you can see the project in blue occurs when its covered in existing shadow. It covers portion of the playground towards the corner intersection. The data occurred on november 1h and january 26th. It will gradually peak at 3 45 p. M. It would cover 4,150 square feet. The chart on the right shows the criteria previously mentioned as you can see they are more pronounced in the afternoon during the fall appeared winter. Next slide. In closing id like to reiterate the memo has quantitative and quantitative criteria. The 1989 memo provides guidance parks less than 2 acres in size with 20 existing shading thats the case with this park. There shouldnt be anymore shadows. Qualitatively it includes the time of day of the shadow, time of year, shadow size, shadow duration, shadow location and Public Benefits of the project. Next slide please. So, there these are site photos of the park. The first set shows two to three sorry three to four story massing along the interior block mass masking. This group of photos just focused on the various areas within the park itself. Including the essential play area. The toddler play area. Tennis court. Clubhouse building, and Basketball Court. That concludes my presentation. Also consultants are available. Thank you, as a reminder. If you would like to comment on this item you should press star three to be added. Paul. If you have anyone in line. Okay, so, caller state your name and you have two minutes. Do they know to hit star three. You might be on mute but we cant hear you if you are trying to speak. They are unmuted. Id hate to miss a comment. Lets answer any of the commissioners questions and keep it open to ask at the end of the questions. Okay, caller if you can hear us we couldnt hear you well come back after the commissioners discuss. I see you have a hand up mr. Ginsburg. That was an error. That was an error. Thank you very much. The general manager was in error. Are there any commissioner comments or questions. Commissioner mcdonnell. I just have a quick question from what i heard and read. The additional new net shadow is on is it between november 15th through the 25th and am i correct its at 3 45 p. M. Thank you for the question. The date of november 15th and january 25th are highlighting the maximum shaw days. Again, on that maximum it begins at 11 45 a. M. It will peak to what the graph is showing. If you could put it back on slide 7 please. Are we able to see the slide. Not yet. Not on my side yet. Its going if they could put it on slide seven. This is useful because it shows the maximum day and shows the graph of the project shadow that, as mentioned it expand nine months of the year touching summer through spring. As you can see the project shadow pronounced in fall and winter. Its in the afternoon and Late Afternoon time frames. Okay, thank you very much. Commissioner hallisy, do you have a question . I got a briefing about two weeks ago. Make it was a mistake raising their hand. Let me ask chris, did the department receive letters regarding the shadow issue to include in the file . Other than the comments about the traffic and height. Just the three letters. The Planning Department received i did be the receive any Public Comment. Well, let me say my observation is when there is an absence of Community Comment and a little controversy surrounding a project providing housing and units at an affordable rate, we are included, particularly when there is a small instringment on what i understand a park thats 32 shadowed the little shadow it does have is usable space. We are not the End Authority on this. This will go to the Planning Commission on this. Ill try to put that in context without giving strong direction on it. You know, with so must shadow on the park we are taking away usable sunlight in usable spaces. I wish we could invite the Planning Commission if they were so included if there were modifications that would minimize that and serve the purpose of the park. With that id like to find that there is an impact and memo could reflect comments made by the commission we would love modifications. So moved. Is there a second . Second. I move and second that the Department Finds no impact and comments about redesign if possible. With that all in favor, say aye. Aye. Opposed. Hearing none its unanimous. Thank you. Okay, thank you. I was advised Tonya Pierson is here for the San Francisco zoo report. Tonya, if you could press star three . You might advice commissioner lowe we will welcome him back. Okay, yes. Did it go through . Yes, we can hear you. Okay, sorry. Im tonya with the San Francisco zoo. I have a few slides and will try to go through them quickly. If not i can still go through my report. I wanted to point out our air angles. These are the big blue machines our visitors will encounter. The first slide takes them to the front of the zoo. It measures air quality. We are fortunate to be on the coast and ocean. During fire season we must keep visitors safe during that time we were in hazardous conditions. We moved them. In my next slide well move these to the pinguin exhibit. Air quality is not an issue but congestion of visitors. We use circle pods to try to enforce 6 feet social distancing. The air angles are recording the space and otherwise. We discovered which were achieving 86 on adequate social distancing. We moved some of our items and safety ambassadors to achieve 99 effectiveness. In the same token we were using it safety ambassadors to audit face coverings and our audit showed 99 adherent to face coverings. This is well above my zoo callings. The Sacramento Zoo is only getting 60 respect. I thank my staff and the community for this. My next slide will give us highlights from the fall and in october. We try to use this to connect visitors to our. Events were limited. We were able to properly honor our lee measures on world leamer day. We had the mayor come out they were there to see our rescued lemur. We awarded this young man a lifetime membership since hes only 5 he will live beyond most of us. We tried to put it in all databases that he will forever have a lifetime membership and we thank him and his church for his recovery. As we go into winter and holidays, of course, we are aware that we might be more limited in attendance. We just opened the train. I understand if we change to purple we will have to close again. We wont invest in lights this holiday season. We will have holiday deck decor around the zoo. The last slide is a creative Online Auction to keep the lights on. We invite members to paraties bate. One of the highlights is the naming of our baby. I thank you for patients and i must not have hit star three and ill finish my report. Thank you, tonya. So, everyone knows it looks like we are having some technical difficulty with screen sharing at the moment which is why we were unable to share the powerpoint. I will share this so you can see what we were discussing. Are there any Public Commenters on item number 6. Press star three to be added to queue. Seeing no Public Comment its low. Now we are 20 to 24. Ashley. Im sorry we are on eight. There is a Microsoft Team sharing issue at this point. I could pint it out and hold it up to the screen if that would help . Actually, i, i guess i can continue. I have a second computer that has it up. I wouldnt be as fluid acetone i cant. Let me quickly try. One moment. You look at your Second Screen and i can hold it up for the public. Okay, thank you, ashley. Very resourceful remedy. Is the presentation being presented was that in our packet . Is it in our no, just the staff report was in your packet. Is it possible for you to email what you were about to print. Ill email it right now. Smart. Ongoing adaptation and resilience. Here we are. Commissioners this is my fifth year in bringing to you these. The tool we have developed to quantify and measure equity as part of proposition b back in 2016. I like to read the short reference in the charter. This is the department shall develop metrics to establish a baseline of resources and low income neighborhoods and disadvantaged communities. Compare the services and Resources Available as a whole. Thats what we did and continue to do. We will use this tool still based on the data provided by screen 3. 0. I will note, this data has not been updated since 2017. There it is, thank you, ash. Its a combination of population indicators and Health Indicators as you can see there. This includes a factor for nonlight and social i cant economics. The ten characteristics are equally weighted and accumulative they are ranked, they are compared to other track in the city based on the total accumulation of the ten factors. When we look at that on the map. This is what ashley is holding now. We have disadvantaged as it highest 20 of the characteristics. Next one, ashley. When we put the those to the highest 20 of talks on a map with our parks. This is what it looks like. Begin, this is the highest 20 compared to the city as a whole. The two colors are irrelevant. Its the whole of purplish pink block is the equity zone. The lighter part is a buffer around the track. Once we have them on the map we are able to identify the parks in equity zones and take a look at what is offered there. Okay, next. Will be impossible to see for the camera. Well, there you go the number of parks has not changed for the last few years. Nor has park acreagement the numbers have changed but the percentage is almost identical as its been the last few years. Maintenance, i dont need to go through all of these. I will highlight that despite the conditions of covid19 we have maintained our parks at the highest level ever. This is as evidence spread park evaluations scores continue to go up. Okay, ashley move it up just a scooch. There you go. Our Capital Investment is huge. Part of this is the effect of new developments playing out. We put these to use put the it up a scooch. Yeah, good. The percentage is now double 40 what 40 of all of what we provide is provided at facilities that are in equity zones. We have two new metrics this year this is probably the most requested additions and expansions of the metrics which is access to play areas. 46 of all of them are in equitify zones. When you talk about kids 22 are in equitify sobs collarships this revealed how much and efficient our marketing and outreach and education. If you come in and qualify you get it we see we are hoping to educate those likely to qualify with 69 of our scholarships going to those who livein equity zones the kids in nature went up 1 this year. We had quiet a bit of programming this year. In years past it was closer to 4,000 slots. This year almost 7,000. We have our slightly above proportion of participants. Thats what the charter requires we are far beyond the charter now. I must highlight other things the department is doing. Next slide. We are doing a lot of internal training. I dont want to call it training but learning. We have done equity workshops. We have renamed them race conscious workshops. We have all come to understand there is no such thing is color blindness. To make any progress from where we are we need to understand how we got here and acknowledge where we are. We have had over 400 people that participated in the one way of conscious workshop. This is the commercial lead by our own commissioner mcdonald. We are expanding the concept. The staff has embraced the lbgtq equity for use. We also look at, we have developed a powerful data dash board for all of our Human Resources staffing evaluations and analysis. It allows us to look at age, gender, and race for any slice and dice of the department. You can look at our whole staff in this is the staff compared to the market. One point of interest is, while the labor market is 48 white. 36 of our work force is white creating room for a more diverse staff. We have a lot of work to do to make our staff reflect the public we serve this helps us have the capacity to do that work. Next slide. We have also, you know, activated part of development and coming attractions we have done a lot of great activation including the tech hub i got to last week. They, shea really show it. Get a device and sitin the grass and do your work. There were people working when i was there even though it was pretty cold. It was exciting to see. To access the help menu. Slack. One of our great achievements from the terrible year is we got funding and we were able to implement this is focused on bringing, you know, providing access to recreation to those most disadvantaged, most isolated people in our community. This includes those that livein shelters. Public housing or support of Public Housing through the mayors office. Its free. We bring recreation on sight or hype local down the block kind of thing. We bring a lot of outreach. Okay. Next slide. Its important to acknowledge that the the charter mandate that was written in 2016 does not reference race. I would call our equity work per the charter economic equity, but a lot has changed since 2016 in our commitments and our focus, and theres now an office of Racial Equity embedded in the Human Rights Commission that is focused entirely on supporting the liberation of black, indigenous, and colored people in San Francisco. Theres a website there, and i encourage you all to go visit it. They issued a framework, kind of a template, the end of june for every department to follow to submit a Racial Equity action plan, and those are due back to the office of Racial Equity at the end of december, which means we will be bringing ours to you at next months commission meeting. Theyre going to give us a grade, a report card, and then, that equity that Racial Equity plan is to be updated annually. So we can look forward to that kind of focus on Racial Equity, and that concludes my presentation. Im happy to answer questions. I went a little fast on the methodology because i know most of the commissioners have now heard it five times, but im happy to talk more about any part of it. Thank you, taylor, and actually, you did a very good job very good. At educating the commission and putting those signs up. Sometimes i get to use my brain, and sometimes i get to use my arms. And youre a great manicurist, as well. All right. Just as a reminder, please press star, three, if youd like to comment, and first caller, please state your name. Hello. Clerk hello, we can hear you. Yes, hi. Am i on . You are. Yes, thank you very much. Hello, commissioners. My name is john goldsmith. Im a resident of the castro, and im contacting you all regarding a rec and park issue. I really appreciated this last presentation about equity and recwity. Im concerned about the greenbelt at 2100 market street. This is the castromarket metro muni station. In there are two parks slated for demolition being pushed by senator scott wiener, and he has used a rec and park state grant of 1 million to continue with this demolition of our precious greenbelt, an lgbtq cultural site. Im concerned that this site that was designed in 1973 and completed in 1976 provides access to nature, it is a route to a playground as well as a dog park within the five minutes that you just addressed. And in 2018, i personally submitted, along with Property Owners and renters adjoining this site at 2300 market street, two applications to mohamed nuru as well as s. F. Parks alliance. Ive collected over 1700 signatures supporting this initiative to support the nations first lgbtq Veterans Grove which was approved by city hall in 2012 and the lgbtq veterans who served in our military. And the Second Street park application is called harveys garden, a watershed garden. Currently, public works manages that space, but it is basically an ongoing garbage dump, and honestly, last the last 6. 5 weeks, ive been calling and calling and sending in 311 requests to cleanup garbage and graffiti. Its really terrible. We want to encourage people to come to the castro during this pandemic thank you. Your time has expired, sir, but i believe this is not rec and park property, but i appreciate your comments, and well take them into account. Thank you very much. Byebye. Clerk thank you. Next caller, please state your name. The other caller lowered their hand, ashley. Clerk okay, thanks. So theres no other callers. Okay. Clerk seeing none, Public Comment is closed. Commissioners . Im looking, and i dont see any comments or questions, so i think we need a motion to m mr. Ginsberg . I just wanted to share a little news with which we can all feel proud, this model for which well worked to build which weve worked to build, and a lot of credit goes to taylor showing how we can use state equity to shape zones is actually being adopted citywide by the Capital Cities Capital Planning committee. This model has been in effect in rec and park, and different departments have defined equity in their neighborhood and equity zones slightly differently, and this is just the data capturing piece of it. This is just a small piece of our programatic commitment to equity, but im proud to note how our model is now being used citywide, and ill taylor deserves a lot of credit for that. Thank you. Thank you. Commissioner mcdonald . Thank you so much. As taylor knows, this is one of my favorite reports of the year, so again, thank you so very much for doing such a fantastic job of not only simply the report, but this space and supporting the departments work around it. Secondly what would in few enter iterations, what i would love to have us do, in addition to all that youve done, is to highlight the one or two issues and or areas around which we arndt seeing the kind of progress that wed like to see, and so whether it is a discussion around strategies were contemplating or, say, work that is underway, and, you know, well see, so that we continue to expand our both learning as well as engagement in the space, and, in addition to celebrating the good work that were doing, which it is, period, were also highlighting we are we want to continue to intentionally focus and grow, so thank you. Thank you, commissioner. Mr. Ginsberg, is your hand still up . I dont know how to get it done, but i would just this is a serious problem. Hold on. There it goes. I really dont know how to how to take it down. The same way you put it up. Actually, if you click on the hand again, it should go down. Hey thank you, commissioner mcdonald. Learning curve. To your point, commissioner mcdonald, i want to acknowledge that you have raised this, and actually, taylor and i have had some conversations about that. Ul see a a little bit more about this in our Strategic Plan, and i think but more specifically, i think that this is an important element to talk about in the in the context of our commitment to equity specifically, so i just really wanted to acknowledge it and say point absorbed, and were going to well do that in the future. Thank you very much. Before i call for a motion, i do want to thank commissioner mcdonald for his participation in this in representing the commission, and with that, the chair will entertain a motion. Move to approve. Seconded. Moved and seconded. All those in favor . Unanimously approved. Thank you very much. On that note, i need to announce that i have a time problem and need to leave the meeting, and ive asked commissioner low if he would inherit the mantle and take charge for the last item, and with that, wish you all the very best of holidays under the most extraordinary circumstances. Enjoy your thanksgiving. And you, too. Clerk we are now on item 9, Strategic Plan update 2020 through 2024. I will go to the printer to get your legend. And ashley, if you could send them around like you did the last, that would be helpful. Yes, please. Thank you so much. Okay, commissioners. Hello. Taylor emerson from the finance and Administration Division here to talk about the update to our Strategic Plan. Because there are no changes to the goals and plans, this does not have to be an action plan, but we need to report to you the changes over the last year, the status of our performance indicators, and wed like to give you a sneak peek of the report as its shaping up for the next next five years. The Strategic Plan and the overall planning process required by the charter changes in 2016 have been a huge boom in focus and alignment, and i would also say workforce connection because we just share a vision and a language and values around our work that has, i know, helped me and my colleagues. Next slide. The best laid plans have turned inside out and upside down in approximate the last year, and this is kind of what my report is going to look like, the chart on the right. We also brought some unexpected positive surprises, including what has essentially become expanded park space in a number of locations due to slow streets and closed streets, including twin peaks, areas of Golden Gate Park, the photo on the right, and, of course, the great highway, great walkway, great play area along the beach. In Golden Gate Park alone, weve seen more than a 600 increase in people who are, you know, biking or walking or everything in between scooters, escooters, skateboards, skating. By having the road closed to traffic, not only is there more space and open space for playing, there is just more opportunity because its safe from traffic to play. So there has been some excitement internally and externally around these new park areas and new opportunities. Next slide. The first thing the charter asked me to do is to report on our achievement of Key Performance indicators. The the the proxies weve set forth for are we moving toward our vision, are we moving toward our Mission Statement . And while it was on a, you know, slow but steady upward tick in the first few years, a newspaper of the metrics do have, you know, a component that is about quantity, how many people are registered in that. So it has fallen in fy 20 and will be an asterisk like so many others in fy 20. One thing that has not changed, a metric that i always like to point out, this curve did go up. Our gardeners and custodians have been out working, and it shows in the park scores, and were, you know, really proud of this. I remember when i first started, denny kern told me the score could not go up unless we got more people, and its just turned out that we can work harder and more efficient and focused, and the squares have continued to go up, so were proud of that particular metric. Taylor, if i could interrupt for a second just in time to sort of thank the commission, as well, because of your investment. Yes. And focus on things like deferred maintenance. Yes. Both through the annual allocation of 50 of the open space reserve that goes to different maintenance and through your approval of our annual budget, which includes dedicated funds in prior years as much as 15 million for specific demands. And that, combined with our incredible hard working staff, both gardeners and custodians and our structural maintenance staff, our spaces have really been there for san franciscans in the last seven months, and theyve held up beautifully. Okay. Next slide. So as all the initiatives in the last Strategic Plan, the charter requires me to report how many have been commenced or completed, and while in past years, we approached the 70 line, this year, we are reporting 31 that meet that, that standard. Theyre fairly evenly spread across the strategies, and, you know, we had these plans are intended to be fiveyear plans, so i feel like were on track despite a lower than expected performance for the first year. Okay. Next . Just some quick highlights of what we were able to accomplish . We did host the p. G. A. Tournament, and late is definitely better than never, and in this case, it was a great event . One of the initiatives was to establish a visitor a temporary visitor popup center in Golden Gate Park, which has really proven to be kind of a gathering spot. I mean that in the safest way, with an anchor for visitors, and its great fun to shop in, also. Internally, you may not know, but we have a rec park intranet with Resources Available to staff, and up until this year, it was a pretty neglected area. It was kind of messy and hard to find what you needed, and a culmination of staff from across the agency, but particularly my colleagues in finance and admin and i. T. Have a new intranet, and it is fantastic. Its just got all the forms and tools and resources for staff. Its really great, and thats where you link to our p. D. U. , also, which is our learning portal. So again, its been and i think the timing has been perfect to have this much deeper, broader form of communicating with our disbursed and diverse staff, which are even more disbursed this year. The intranet has been an important tool to use. Okay. Next . In the pending column, these are some things we did not get to or did not get to do like we had planned . Of course, the biggest heart break of this year for the recreation and Parks Department was all the fun we had planned for tgp150 that did not happen. We did our best, and intertwined is just the latest invitation to celebrate in the park, but a lot of the big day on april 4 was lost, and theres some sadness around that still. We have, you know, anything related to schools was hush word but i having most of the spring, including all of the great programming we had planned and staffed up to do at herons head center, so were sad to have lost those opportunities, but its also ready when school comes back someday for this onsite outdoor Science Education opportunities. In the the higher team strategy, we have not yet developed the new park evaluation software. You know, this is an example of Staff Resources just evaporated. The controller got very busy, working on our staff Central Command for covid. All of our resources have been redirected, which means we have been redirected and will continue in a state of not doing park evaluations. Thats something that we look forward it is a pending accomplishment. We did do this, but its just uncertain, as so much else. Okay. Next . I also need to report on the equityrelated initiatives, which are a subset of the whole group, so there are 24 equity relates initiatives . Four of these were completed, and 17 are pending. Next slide. Couple of quick highlights about equity whether or not they were in the plan or not . You know, we converted, transformed a number of sites into popup food pantries that are still operating . Testing sites, i think thats a picture of garfields, so these have been serving disadvantaged residents, although not in a way as envisioned by the Strategic Plan. Next slide. Bayview united continues to be a force, and i always love pictures of growth, so im glad to see that one. I just want to notice that one, too that had to adapt and change based on Health Officer rules. Yeah. We were on a long hiatus, and now, we have some afterschool play. Yeah. Obviously, that picture is precovid because that kid is not wearing a mask while playing tennis. And then, the last item is Community Hubs, which have been a vital stopgap measure for students not getting into classrooms and getting handson support. And i think just a coordination, a successful coordination by the city and county, which is a point of pride by me, which doesnt always happen, so the community has been great. Next slide. Oh, and this slide, the general managers comments kind of stole the thunder on this, but all three of these all five projects that opened this year are all in equity zones. Theyre so fantastic. Theres the growth playground in mclaren park, which i havent been to, but i am looking forward to going. All right. Thats the first part of the Strategic Plan, and this is our next five year look, and we have a plan, and were going to follow that road and, you know, continuing to adapt and be resilient is sustained. Next slide. You know, were able to open the wheel . I dont know how long its going to stay open. When i made this presentation, we were still in orange, so the last two days have brought dramatic change, so we are adapting, and we are finding ways to still celebrate, as i said, given the current condition. Next slide, for aspiring play, i like this picture because it looks so uncomfortable to do yoga on a Basketball Court, but look at that. Theres a number of people that are in that class. Zumba has taken over a Basketball Court at delores and mission, and we are proving our strength and resilience. The next slide just shows, you know, course, in the coming five years, a huge part is going to be implementing the projects included in the health and recovery bond, 239 million, the highest bond ever, including projects in india basin and buchanan mall i mean, a number of exciting projects. Inspire stewardship, you know, typically means, you know, taking care of our parks but has come to mean taking care of the people and each other in our parks, and the signage allowed. This is going to be a real project, continue to be in the coming year, and indefinite future, i guess. All right. Next slide. This is us. I love this. This is us, and were all maintaining, you know, implementing the Health Orders and maintaining safety for themselves and our visitors, and this is our work. This is this is our work right here. Id also note that in the lower lefthand corner, theres a handsome gentleman faithfully keeping his attention. Yep, we were rapt on that call. So that concludes my presentation. There are just a few new initiatives, mostly around the bond and some things that are involved around the team in this Strategic Plan, but a lot of it just keep on keeping on with our amazing adaptation and resill yen resilience. With that, im happy to take questions. Thank you, ashley, demonstrating resilience right there. Clerk any Public Comment . If you are waiting, please press star, three to raise your hand. Okay. It would be helpful in my view if we could get, you know, as things are shifting so quickly in all kind of elements some cadence of just updates, and ill leave it to i dont have a preferred way of getting that, but, for example, if we go red, obviously, you and the team will begin to operationalize these things, so if theres just a cadence of update, that would be really helpful.
