We we just think that there could be a lot Better ProcessBetter Process. More accountability for all 3 of them. But we understand that just where they are at t this moment. We end up voting it out. I will be in support ever all these 3 items today. It just that i thank you we can all do better in terms of construction contract managements. While also contract management. In general. So. This at the end of the day is important work. They are upgrading our infrastructure system it is important for the delivery of the safe, clean water system. I wanted under score and i appreciate the chair highlighting why it went without recommendation and i will support this today but we will be working with the puc on crafting program terse around which management and investigations will take place. Who is here from the puc withhold like to have an opportunity to address what the budget and lithe Analyst Report says and why this came out without committee and why 5 years this adjustment is necessary . We described how this contract evolved over time over 10 years xenling up for 5 years now we look at Different Things that changed including the pandemic and increased safety work. And really. It was initialled the work and authorized bayis we had an increased need that is rethinking what the next work would look like and a new contract that might be difference. Some may be in house and im asking this budget and increased time to allow you to rethink this and make sure we are doing the right thing i twoyear period for sick million would give us time to low think on boarding staff and new rfp to replace it. Supervisor chan thank you, president supervisor peskin. Clothes. Basically what we are looking at is 2 additional two year term. With a totality of a toast 12 Million Dollars for the next 2 years. Noted tht 90 of the budget bench was that is including about 53 of the local business earnprize contracts. With this and i think that there is a lot to really think about and to be evaluated. I think that mr. Robinson from puc is during the committee articulated the plan for the next 2 year system to reevaluate this service. Both including in house training for staff. But also tong about moving forward the what that looks like. Do note that while for a 10 Year Contract time is supposed to end 2028 and we are only going to be if approved only approving 2 years. Out of the 5. And then for 12 millions there is no money budgeted. Or approved today for the rest of the 3 years out of that 5. Gives us time and room to come become at budget and finance to think about that the remaining of the contract should electric like or service i should say. Mr. Robinson can you talk about the actual project itself. When we are expecting the plans are going to be finished this is a construction notice and professional Service Contract for 2020. That timing in line with the completion of our largest capitol project this many folks are aware. It is the key project and the most of phase one of the Improvement Program increased budget like you have out of southeast as limp these other Major Construction projects this dominate a majority of pucs plan and had is Construction Management support make being sour they are integrated together. Why when it the expected completion of the project . The contract is the acronyms [inaudible] 2028. Will be a need for on going services. After the 2 years on the contract. And to give an option of additional 2 Million Dollars again for total 2 million and 1 million each am for the options to extend and thats what the next 2 years for a total of 4 Million Dollars for both contract total. Now. If you look at the whole you know contact about roughly a 2 billion dollars project to close out is close out the design and really the last items like fence happening. Lighting, water mitigations what the contracts will do. We i am not going to nicole and dime sfmta which is what i said at the committee is the reason why i will support it. But the problem also is that even though this only roughly between 24 Million Dollars the problem is that it really are thing this is design work that should have done up front and completed within the existing contract and in the have to come become for extension. Not to have to spend additional dollars. As you know i do believe every dollar counts and every mission does count. Here we and are we are closing it out and some of you miremember this is part of a problem when we open central subway we have a red solo cup as a way to mitigate water at the subway this. Patrick was a bike messenger in the selling books at harsher books on powell street through a friend and continued at codeys books when returning to uc berkeley for school. After a short departure from San Francisco to new york. Patrick returned for another 20 years until itself closing and that is when the green arcade began its journey. In 2008. Patrick opened the green arcade on market at goth hopefully everyone has been there multiple times. In this right smack in the area we discuss when it come to policy make and land use as the hub. This inspect book store became a place where green ideas and progressive spirit converges with patricks books on environmentism. Activism. Politics and San Franciscos and californias history. Patrick an active contributor to the community in so many ways deeply caring and compassionate person. He is known not just for creating space for regulars of the green arcade. Enter in reed. But also for remembering every visitors reading preferences and offerings curated recommendations for folks regulars there or not. Patrick expertise extended to everyone. He spent time conversing with everyone in the store. And really cultivating an atmosphere of welcome and comfort in a truly unique and special place in our city. Affordable housing and advanced tenant protections over the last 4 years she has brought her deck the half of Community Importance to the Arts Commission she steward the commission through 3 Leadership Transitions and staff turn over. Carried the commission throughout pandemic serving on mayors task force. Develop happening the Artist Organization relief funds and implementing the dream keep are grant program. No merit when she does whether over seeing the grant making and art vend are program. Manage the art recollection and coordinating with departments over civic Design Review my staff and i are struck about her professionalism integrity and he sense of social justice for our communities. This is a lsz for city im excited that she is coming back close to china town the rising leader for the hyphena town media arts collaborative during the height of the pandemic. Elevate china town arts to veterans welfare of the communities. Edge on the square, the flagship project is in the heart of china town and serves as the catalyst for revital wragz through program and exhibitions that are already drawing resident and tourists to china touvenl her skill set and community in real development. And arts and culture with her love of china town is the perfect combination to lead and edge on the square and thank you to the Ethics Commission for giving thank you waiver and i cannot envision anymore more fitting if the position. I think that these proposals are i major policy shift for the city significantly rugs inclusionary housing requirements. And Development Impact fees. And that includes funds that support our muni bus. That help essential workers afford housing in the city they serve and that make our city more liveable by creating open space and green space in the city. I welcome a conversation around what changes are upon appropriate to make to encourage equipment i want to be clear there are an initial factors and everyone agrees that there are a number of external factors the cost of raising capitol. Investor expectations often unrealistic. Supply chain constraints. Things that we all know are the primary drivers limiting new Housing Development. And what i expressed at committee and will repeat here that there is no showing the proposals here will lead to any additional development. In our city. And the controllers report suggest this is it will not. So that said had is clear the ordinances will reduce Affordable Housing. Required on site and reduce crucial dpees also that this will immediately increase lands costs. Will which will make Affordable Housing acquisitions more expensive. When it come to reducing Affordable Housing requirement and rusing impact fees tools that Community Members fought for dkdzs to include that includes a lot of leaders and recognize president supervisor peskin and others who fought over the years it make sure we have those de feos and tools. I view what those reductions as a last resort that need to be done in a limited way with reason to believe will lead to development and accompanied by a plan for replacing those lost units and lost revenue the Affordable Housing revenue. I have not seen showing or such plan. In connection with what is before us today to achieve those goals im sure our discussions will continue on how to meet our how doing and our Affordable Housing goals. As we land a consensus bond measure for Affordable House and efforts. But im not prepares to support the items today. As i believe they will reduce Affordable Housing reduce fees for Public Transit and parks. Raise land costs. All without a showing will boost housing develop enemy our city supervisor walton. And these areas projects where they are treed go and because there is a time limit associated with the decreases this are directly related Economic Impact overnight next couple years. I do want to note i will always fight for higher levels of affordability regardless of what is in this legislation i will fight for commune benefits regard will of which is the legislation states. And primary lowil support it because i think the group lead by president supervisor peskin that brought forward this legislation of a really represent group of people who leaders in Affordable Housing not exclusively but many. And i they are people including president supervisor peskin i very much respected in the forever fight to get enough Affordable House nothing our city for the workforce this needs it. But i do you know in my discussions with you know members of the hack they dont believe that this reduction and inclusionary and other fees will produce the housing. That is frozen we have tense of thousands of units that are entitled but have not been built. For the reasons that supervisor preston mentioned. And i also just continue to think that we dont talk near low enough about this mandate from the state to build tense of thousands of units of affordable with not a dollar attached to it. This entire goal exercise is a farce. Thousand andzs are vaccance and usedar rentals we dont talk about the housing built here the condos are purchased by foreign investors. And never meant to be renldzed residents of San Francisco. It feels like we give in the rhetoric that we dont have enough housing in california or in San Francisco. And that it is because of our efforts to balance and does ascii that return on investment by Big Developers is a boom to everyone. And and so there my reluctance i think the entire discussion about the need for house nothing San Francisco. It is wanting to say the least. And that the housing that we need in the city is housing for working families, housing for low income individuals and the homeless and mentally ill. Housing for restaurant workers. And that housing has to be subsidized our system is broken. And they expected returns for those investments. In i just wish we you know get back to having realistic conversations. And real conversations about what is possible and when is preventing us from building the housing that we need. And the whole thing is frustrate to me. Having said that, you know have all the you know the people say the way to build this is to00 address is to build, build, with no regulation. Dont let them blame the board. Incorrect low the board of supervisors that when we realize housing is stalled we will not low are temp rarely our requirements to pick thumb housing being built again of we are doing it now. I think that i already talked about the fact that i am in support of this because i agree that we should remain open minds today is a debate. See had it does if lower the inclusionary percentage. It is recommended by the task force that partly was appointed by the board. So, we ought to 39 our own advice and see what happens and moving forward. It is my strong belief this when you are in difficult times in budget deficits when the role of gentleman is is to invest in infrastructure and create jobs to get us out of the hole we are in. If we are going to do that put our money where our mouth is and invest in Affordable Housing development. Inclusionary fees should not be the only source of Affordable Housing development subsidy. I agree with supervisor ronen the states needs to step up the feds need to step up. Thats true we are looking at a bond in march and november. And we can do more, colleagues i hope this we do. I think that you know perhaps d 7 and the west side is in a different situation. Than d9. Supervisor ronen i do thank you we need more housing. And also market rate house and Affordable Housing. Weave have mismatch of a lot of folk who ares seniors and living in Single Family homes who do want top down size. There are few apartments available in our neighborhoods. And you know we do need to make progress on the way we use the land on our side of town. I dont know if it will do the whole thing we are dealing with Construction Costs and supply chain issue and this is out of our control. I will support this. I do wish this in return we got more. This was a law advent i think circa 2 where are 01 by supervisor leno. Who was the author of our first inclusionary law for and on site, off site and in lieu, which was then 10 . Of the 10 unit buildinger larger when i left in a good in 2008, receding an economy that number had grown to 15 . I think it was always ment to be a dynamic number in 2012. There was a reduction from 15 to 12 . Which likely was quite well warranted coming out of the Great Recession and i dont agree. What i do disagree with that number was stuck in the chart and frozen. And in good times you could not raise it and in bad times you could not lower it. And in 2016 then supervisor jane kim and the board supervisors went become to the voters. They voted take it out of the charter. And we came up with an ordinance that mandate third degree process to inspectly evaluate what was the maximum economically feasible rate this we could have. We went through that supervisor safai was an actor in what became the inclusionary rates that we have today. That process under the tax legislation would have happened 3 years later but we ran into a bit of a covid emergency. And we were public about that. Controller rosenfield let everybody know that was not the top of our list. And this fall the board of supervisors seated the members of Technical Committee the mayors her member were learningly the same members that presided over the technical process in 2017. I want to thank them for their w as well as controller rosenfield ask our city economist. The results of the century urban study show exactly had we know, which is that the cost construction, enter rates and supply chain, made development more difficult. Those are as supervisor melgar said outside of our control. Dialing the inclusionary rate is in our control this is a significant haircut and move projects not all of them in the pipeline or yet to be proposed. We went on to go beyond what the tax process envisioned to also move in the realm of fee reductions which are significant and are designed to be a temp rare stimulus. This process will happen again in 3 years. And i think we have landed on the right spot. Did not do it arbitrary. I have to say that and i with high respect for supervisor leno pen was what they would bear in 2001. 15 the political market bear in 2007. Today im introducing a resolution recognizing august 31 at international over dose awareness day a reminder of the over dose crisis in cities around the world. And the need for bold action to save lives and turn tide. In San Francisco between january and june the office of the chief m e reported there have been 406 accident drug deaths. 101 accidental over dose deaths more than 30 five in the first half of 2022. As we know from the Media Coverage what is often called the doom spill roll there are schools of thought how to address this epidemic. We bombard by stories, mrauding Homeless Individuals suffering from disorders on streets. And other articles shameless low scapegoating populations to divert tension from failed policy fuelling the drug epidemic. The their tifs do nothing to explain life for the suffering from Substance Use in streets. Nor show the full picture of the impacts that the criminalization only straj has on individual suffering from Substance Use disorder. In this years budget cycle mayor breed had 3 wellness hubs but they are not open and no rfp released to open the cites while we wait i hear from nonprofits as a director result of the increase of criminalization against individuals suffering from the disordon the street there has been a massive increase in the traffic and the ability to receive Harm Reduction service the existing centers. Has not had a captain in either one of the stations. There have been promotions to the command staff. There will be in august promotions to captains and Central Station and northern station will have captains. I find this all to be troubling and you know i have been public i said in the chronicle the day before yesterday. That we can muster 100 officers to deal with the hill bomb but i said earlier in my roll call this we have not been able to muster and comprehensively arrest and charge the liege yons of drug dealers down the street. And hoped for the city and that tong where well head next fiscal year i said tough road ahead. So you know while that everybody is wishing us to go on vacation i can guarantee the public that we may be on recess i know i myself and actually colleagues i cant peek for all i believe many of you will be working during recess we know especially the budget and finance and budget and Appropriation Committee will be stick around. We will be think about this budget ahead. It says a lot of work to do. And with that said, i again i appreciate and we had the conversations about when we could shift the resources so we can have rank and file. You know more beat officers and when we do. And is this the way to go . I think that you when we have an agreement and in this case like as a budget chair i had an agreement and feel like the mayor. And her team and city departments we went through a process and vet today. We come to an agreement. And i will stand boy that agreement. There are few that are mauler and larger we are where we need to be that is what the consultant upon this board brought to the city. 3 years ago that is when they said in the property and when they said when they met before the Police Commission our staff is where it needs to be with what is in front of us. When we have to do is create process and good infrastructure and then training the people to be ready for additional responsibility when we have the retirements and that goes from this position im sitting in. This last 3 years more turn over at the across the board and the executive level of the Police Departments across the country we have seen in my career. There has been more turn over than any of us could imagine mag and i dont think this will change in the best bet to guard against that is put together a solit infrastructure when we are able when we have to make changes we can make them exit will say this. People you mentioned they were ready because we have done that. It etch created the training the opportunity come we can plug people in the next phase are captains promotions coming up and done a lot in the department to get people ready because of the reason you mentioned it will not go, way the trend we are seeing. And not just us. We this is all overnight country and daily we are people are retiring and the executive positions so the next best thing is prepared and have the infrastructure to absorb it when it happens. All i know car break ins in the Northeast Corner of the city every tourist come in are novelty up 10 or 15 . Theyre 300 . I mean if you hear a frustrated supervisor thats what im experiencing and when yesterday a neighbor of mine sent me a photo by his house of all of their worldly possessions scattered in the street this. 374 incidents on the same corn are im like. Its a working, living, breathing place. And its a great place to visit and theres a lot of history. Im a Third Generation italian fisherman. Were one of the oldest fishing families at fishermens wharf. My familys been working here since 1908. My boats called the lovely martha. Sport fishing means when you come out and catch your own fish on the boat. Commercial fishermen come out, catch fish, it gets processed and they sell it to a store. Theyre selling crab off the boat. Theres nothing more fresh than a crab. Our crab are sweeter and better tasting. The meat is firmer. More crab. We love crab. We love the people out on the boats. Theyre awesome. What a good meal tonight. We just barely got down here in time. We would have come earlier if we knew how much fun it was. This is the place to get crab if youre looking for it. Some of these boats have salmon permits. So every boat kind of does a different thing. You can come down here and have wild caught salmon that was just caught that morning or the night before and theres nothing fresher than that. Thats the whole thing of coming out on a party boat. You can catch your own crab, lock cod, halibut, salmon, you cant get that kind of fish. Now the consumer can just buy here if they want to and take it home which is great. Or they can buy it here and take it to one of the restaurants and they can have a glass of wine and enjoy the crab we just brought in for them. Come on over. Its great. Nice and beautiful here in San Francisco and the port. Definitely come. Our fishermen are super excited. Its great to have the public come down here and interact. Its a whole experience for the family, where they bring the kids and interact and say wow, the crabs alive. Its going to claw me and everything.
