I will touch on the 20 year Financial Plan. The operating and capitol projection and then to alfonso to go further on the dtx cost xhat. The funding plan and incremental operating costs and funding approach. Prosecute i mentioned alfonso go over the plan for tjpa and caltrain. The capitol plan describes the funding for tjpa and caltrain and demonstrates the prop to funding and deliver the programs and the dtx and demonstrates commitment of 30 of the nonstate Grant Funding the prescription and Maintenance Plant 20 year financial forecast costs for funding. Also the approach of both to fund the costs and of expanded system and facilities and presents reasonableness plans for Fund Operation updated and system. In terms of operating revenue and assumptions allocations projected continue 3. 5 increase year over year. Our allocation projected reach 5 million per year with no escalation in fiscal 26 and 27. The financial forecast assumes the Community Benefit district is renewed the initial june 30 of 2030 term and covered 79. 18 of the sales force park costs. Retail and advertising revenue, affected with delays in slow downtown recovery and rents we reject full recovery by fiscal 2930. Operating reserve includes emergency reserve funded at the policy level of 500,000. Operating reserve reach policy level 25 by fiscal 2425 with transfer fist reimbursements. The transfer its replacement includes uncent contributions and additional anticipated rm3 reimbursements to the capitol reserve. Ac transit contribution assumes 500,000 per year. Community benefit district is assumes that is renewed beyond june 30 of 2030 and covers 29. 18 of capitol maintenance costs. Net tex increment. For the retaining of financing for the upon available additional funding of the [inaudible]. Reserve. And capitol replacement reserve is mentioned increases over time based on the transfers of the net tax increment and rm3 reimbursements to reserve. After we committed the engineer nothing february we participated in Risk Assessment w shop that was conduct in the mid bay and thank the mtc for hosting that 3 day event. The pmo brought with them the subject Matter Experts for the workshop. We did the same. Had our team of our general engineering and our subject Matter Experts. And so together we were able to engage in some detailed effective technical discussion over specific elements of the project. This have the and terrible for the highest impact to cost and schedule. Now these areas we discussed represents our highest areas of risk. Risk register we came in with scores the areas the risk and during the workship we rescored risks based on the discussions and observations. After the workshop it permitted the project management to complete the view of cost and schedule using fta risk guidelines and applied changes to contingencies. The findings were adjustment to our fiscal 2425 forecasted cost escalation rated from 3 and a half to 5 . They also determined an additional 6 mont in over all schedule is appropriate. Used to elemented lead to cost adjustment of 407 Million Dollars. From the change to escalation and the added schedule duration and the project risk in that feeds in their guidelines they do a top down Risk Assessment and using a p65 percentile lead to the additional for you 07 Million Dollars. By the time we know we are in construction. Can you talk about that tension with when is enough and too much . When you apply for a funding grant. Jot good news the fortunate news well is experience delivering megatransit projects they have a history. Than i have a guideline that establishes cost that leads to contingance and he increased the amount and requesting sponsors to set aside. They have t. Is the result of the projects come pleaed. The contingency slide showed 3 buckets the designer. The engineers developed the design set aside an amount freshman 1030 of this line item leadership. Based on the level develop we are at 30 design. Plan on increasing that to 60 and then full design with our construction partners. At this stage the designer estimated. The second those are when we call known unknowns the designer knows but dont know the magnitude. The construction contingency applied to the construction value. That is the unknownful you are in the construction. And you dont know when will happen. Thing dos happen we need an amount at the ready to address. Tjpa has a policy we established a program reserve. Them is also a hefty amount this is there only in the event this we exhaust the first 2 buckets. We hope never to spend t. It is our state net. City and county of San Francisco the Transportation Authority and executed the peninsula rail program mo u we have been working under this structure established in that mou to bring the project mentioned to the procurement ready state. Those included defining the fundable deliverable initial phase. Project delivery strategy and the blueprint governors recommendations today. This task is the key tasks from the current work plan. That was the work in september now to what is before you today. The blueprint in your packet, as in the prior recommendations the recommendations developed closely in cooperation with the typa and Partner Agencies and unanimously recommended in july by the Steering Committee to move forward for your consideration today. Blueprint is guiding the preparation of the new successor mou among the 6 agencies. As a current set to expire the end of the year. We have talked about this mo u the successor is focused on the process from procurement through conduction and commissioning. Within that same contruck which can sometimes be hard to balance the perspectives each are bringing and commitment to the commission we intends to serve and that complexity is throughout the project. Because of the way we organize ourselves in this region. So i would encourage you to have a practice and perhaps an expectation that as we move through this structure we take time to reflect on what is working and when we might need to adjust to understands while we have done really strong thinking. In putting this together thatity ritting based on practical reality is welcomed. Because tell make the project strong and for each us who are participating in this process to remember as much as we can to be transparent about which hat we wear in the process. Am being helpful. And so what come to mind is as this becomes refined, i would be interested in Service Level commitment. In the process. Is this a 3 mont go throughout ladder or is it 3 weeks. And depending on the nature is there i path to deal with emnanlt emergencies . Reminds me when i did University Work i go to people in charge you say go to the committee and here i am in the middle of summer during construction that does in the work we dont want to get caught where a decision needs to be made but cant schedule a committee or whatever. And also we are stuck with a stop work and no decision. So escalation path and Service Level components are important to me. With regard to delegation i support of delegation. I think to further the transparency, should be a radification process. Public and the board can see it. And again food for thought. There is more work to be done. They provide the bulk of employment in the city and employing a Million People in San Francisco. And roughly 90 of the businesses are defined as small businesses. So, they contribute to the economy but also just the quality of life. Small businesses are more then and there a place of transaction it is a community center. A play where people gather. Know each other and form memories about the city. At the office of mall business i run a team this helps report all mall businesses in San Francisco whether they are looking to stfrt a new business or expand or perhaps they are feeling with issues. Our office is here as a point of information for anyone with a business that has 100 or nower employees. I was growing up i had many ideas of when i wanted to do. I wanted to being an olympic swimmer. And i wanted to men be an architect, you name it i had many ideas for what i wanted do when i grew up. And i never anticipated entering in politics. This opportunity came along wh started working for former supervisor carmen chu and she became the district 4 sunset district supervisor. That was my firstent row in politics and government in a different level. And so when i was finishing up my time working for legislative aid i thought, i will go off and do something else. May be explore opportunity outside of City Government what was then approached by this opportunity to also serve as a district 4 supervisor. If not the traditional route that many people think of when you enter in politics. A lot know that is manage than i want to do and run for office. That was not part of my culture and upbringing with manage my parents were wondering why i wanted to go in that role this legislation and important because so many women when have it return to work after having a child feel embarrassed or dont feel comfortable asking their supervisor for will any lactation accommodations. I saw it as an opportunity you could use the position where you have tools creating legislation and pass laws and where people listen to to you help the community and pass cause catharsis important to the city and individuals. My family immigrated to the United States from taiwan. And they came here in pronl probably late 20s almost 30. And so, they came also in the knowing english limp barely read or write but had to quickly understand english to i cant haveigate services and find a job in america. I grew up in the San Francisco sunset district i spent most of my childed hoo up until i went off to college. So when i started working in City Government, i think i had mixed reactions about my involvement working government because for some of our parents generation, there is i bit of distrust in government. I think there are questions about why i was entering in this field of work. I think you know when i went in City Government i thought about my parents like so many other who is have to navigate City Services and resources english first language and help the individuals both navigate, intercept that is on an application approximate signage. It is fulfilling to mow to help people like my parent and feel like government is there to support them and not to harm them. My parents are happy that i retired early from politics and being a district 4 supervisor i could have continued on for a couple more years approximate decided to leave early. I think that over all they were able to see some of my work appear in the chinese newspaper. Through that they were able to see i was able to help communities in a tangible way. The member of the board of supervisors. Transportation authority. For the city and county of San Francisco. Congratulations. I think about one importance when i was worn in as district 4 supervisor. Years ago, and someone actually came up to me during the swear nothing ceremony and said, wow, im traveling here from canada, and i just i could not believe i saw an asian female worn in in this role a leadership role this meant so much that someone would say that and felt they were inspired by the scene. So i hope that as more people see people that look like them and more women coming in positions of leadership than i feel they can doing the same. Person this inpyred me is carmen chu who is our city add administrator but also was district 4 supervisor when i worked with her as a legislative aid. At this point, i too, was skeptical of going in politics. I saw someone who had herself never seen herself in politics. Got thrown into it and put her heart and soul and dedication to serve people. And it gave me the confidence to pursue that same job and i honestly would not have either chosen or accepted or considered serving on the board of supervisors were not for carmen. If you want to make your business accessible. In my role in City Government where i have seen the most challenge is people who dont know you and you are here to serve and help them that they classify you as our City Government and here to hurt you. So, people will talk to you and and just you know treat you disrespectfully. And sometimes i noticed that they might do more to me as a female compared to my male colleagues. But you know i try to be empathetic. One of the most significant barriers to female empowerment we feel like we have to be 100 meeting all of the qualifications before we think that we are qualified to do a job. If we look at a Job Description or an opportunity to come your way well is self doubt about whether you can fulfill the obligations of that role. I think that the confidence is huge and sometimes i think we make up for it by trying to gain more experience. More and more and more in whatever we can put under our belts well feel better. That may not be the case. We might be qualified with when we have already accomplished. I started rock climbing indoors a couple years ago as an activity to try to spends time with my husband and also to try something new and i finds that rock climbing there are so many parallels to life. You know when im on the wall im concentrating and trying to make it to the next piece without falling. There are daying you think im not making progress. You come back and wow, i hit another level. And so i feel like in our daily lives and w we think we are not making enough of i change in the city. And sometimes we have to take out time to reflect every day as long as you try and give it your all and you look back you will have made a significant contribution there is no limit to where you go in terms of rock climbing. I want to reminds myself of that in terms of daily life. Follow what it is you are interested in, what makes you feel excited about wake up every day. You never know and be open to all the possibilities and opportunity. [music] dev missions goal is aiming to train young adults, youth so we can be a wealth and disparity in underserved communities like where we are today. My name is leo sosa. Im the founder and executive director for devmission. Were sitting inside a computer lab where residents come and get support when they give help about how to set up an email account. How to order prescriptions online. Create a resume. We are also now paying attention to provide tech support. We have collaborated with the San FranciscoMayors Office and the department of technology to implement a broad band network for the residents here so they can have Free Internet access. We have partnered with Community Technology networks to provide computer classes to the seniors and the residents. So this computer lab becomes a hub for the community to learn how to use technology, but thats the parents and the adults. We have been able to identify what we call a stem date. The acronym is Science Technology engineering and math. Kids should be exposed no matter what type of background or ethnicity or income status. Thats where we actually create magic. Something that the kids are really excited about is science and so the way that we execute that is through making slime. And as fun as it is, its still a Chemical Reaction and you start to understand that with the materials that you need to make the slime. They love adding their little twists to everything. Its just a place for them to experiment and thats really what we want. I see. Really what the excitement behind that is that youre making something. Logs, legos, sumo box, art, drawing, computers, mine craft, and really its just awaking opportunity. Keeping their attention is like one of the Biggest Challenges that we do have because, you know, theyre kids. They always want to be doing something, be helping with something. So we just let them be themselves. We have our set of rules in place that we have that we want them to follow and live up to. And we also have our set of expectations that we want them to achieve. This is like my first year officially working with kids. And definitely ive had moments where theyre not getting something. They dont really understand it and youre trying to just talk to them in a way that they can make it work teaching them in different ways how they can get the light bulb to go off and ive seen it firsthand and it makes me so happy when it does go off because its like, wow, i helped them understand this concept. I love playing games and i love having fun with my friends playing dodge ball and a lot of things that i like. Its really cool. They dont give you a lot of cheese to put on there, do they . Youve got like a little bit left. We learn programming to make them work. We do computers and programming. At the bottom here, we talk to them and we press these buttons to make it go. And this is to turn it off. And this is to make it control on its own. If you press this twice, it can do any type of tricks. Like you can move it like this and it moves. It actually can go like this. Like, wow, theyre just absorbing everything. So it definitely is a wholehearted moment that i love experiencing. The realities right now, 5. 3 latinos working in tech and about 6. 7 African Americans working in tech. And, of course, those Tech Companies are funders. So i continue to work really hard with them to close that gap and work with the San FranciscoUnified School District so juniors and seniors come to our program, so kids come to our stem hub and be exposed to all those things. Its a big challenge. We have a couple of other providers here on site, but weve all just been trying to Work Together and let the kids move around from each department. Some kids are comfortable with their admission, but if they want to jump in with city of dreams or Hunters Point, we just try to collaborate to provide the best opportunity in the community. Devmission has provided services on westbrook. They teach you how to code. How to build their own mini robot to providing access for the youth to partnerships with adobe and sony and google and twitter. And so devmission has definitely brought access for our families to resources that our residents may or may not have been able to access in the past. The San Francisco house and Development Corporation gave us the grant to implement this program. It hasnt been easy, but we have been able to see now some of the Success Stories of some of those kids that have been able to take the opportunity and continue to grow within their education and eventually become a very successful citizen. So the computer lab, theyre doing the backpacks. I dont know if youre going to be able to do the class. You still want to try . Yeah. Go for it. We have a young man by the name of ivan mello. He came here two and a half years ago to be part of our digital arts music lab. Graduating with natural, fruity loops, rhymes. All of our music lyrics are clean. He came as an intern, and now hes running the program. That just tells you, we are only creating opportunities and theres a young man by the name of eduardo ramirez. He tells the barber, whats that flyer . And he says its a program that teaches you computers and art. And i still remember the day he walked in there with a baseball cap, full of tattoos. Nice clean hair cut. I want to learn how to use computers. Graduated from the program and he wanted to work in i. T. Well, eduardo is a dreamer. Right. So trying to find him a job in the Tech Industry was very challenging, but that didnt stop him. Through the effort of the office of economic work force and the grant i reached out to a few folks i know. Post mates decided to bring him on board regardless of his legal status. He ended his internship at post mates and now is at hudacity. That is the power of what technology does for young people that want to become part of the Tech Industry. What weve been doing, its very innovative. Helping kids k12, transitional age youth, families, parents, communities, understand and to be exposed to stem subjects. Imagine if that mission one day can be in every Affordable Housing community. The opportunities that we would create and thats what im trying to do with this [music] Digital Literacy is something severely lacking in our world today and it takes a lot to understand that. Food water and shelter have basic necessities so long we forget about wifi and connection to the interenet and when you go into communities and realize peep ople are not able to load homework and talk to teachers and out of touch with the world. By providing the network and system we are able to allow them to keep up in the modern age. Folks still were not served by internet throughout the city and tended to be low income people, people in Affordable Housing. People of color and limited english and seniors, all those are high concentrations in Affordable Housing, so we thought given that we had a Fiber Network that stretched throughout the city reaching deep into neighborhoods that would be a perfect opportunity to address it in San Francisco. The infrastructure the city and star help us run are dejtle programs. It played a Critical Role from the time we opened during covid till now so we were able to collaborate with Online Services that offer tutoring and school support. It also helped us be able to log the kids on for Online School during covid, in addition to like, now that everybody has switched most of their curriculum online we can log kids on to the online homework, check grades in addition to helping parent learn how to use the School System portm the office of Digital Equity our goal fiber to housing is insure we have all three legs of the 3 legged stool. The first leg is high quality Internet Connection. We liken the high quality Internet Connection to the highway. The second leg is high quality devices. This is the car. You want to make sure the specks on the car is up to speed and lastly, it is important to get kind of that drivers education to learn how to navigate the road, to know the signs to watch out for in terms of making sure you are school while you are surfing the internet it is private so that is the Digital Literacy piece. My daily life i need the internet just to do pretty much everything. The internet has taken so much control over peoples daily lives including myself that i just need it to get certain jobs done, i need it for my life. I need it. The program really seeks to where ever possible provide a service thats equivalent or higher speed and quality as the best commercial service. We serve all of San Francisco, but we definitely have to be equitable in our distribution of services. That means everybody gets what they need to be successful. Actually one of the most gratifying part of my work here at department of technology, it is really bringing city resources to address problems faced with our communities with the highest need. I think it is important because i grew up in a low Income Community without Internet Access and it is hard. I think it is important for everyone to have Internet Access no matter their income and maybe one day their kid will have Internet Access for us and help the school and with their skills. [music] art withelders exhibiting senior art work across the bay for 30 years as part of our traveling exhibits program. For this exhibits we partnered with the San FranciscoArts Commission galleries and excited show case the array of artist in historic San Francisco city hall. [inaudible]. Call me temperature is unique when we get to do we, meaning myself and the 20 other professional instructors we are working with elders we create longterm reps i cant think of another situation academically where we learn about each other. And the art part i believe is a launching pad for the Relationship Building see myself well. And if i dont try when my mom again. She may beat the hell out of mow if i dont try seniors, the population encounters the problem of loneliness and isolation even in a Residential Community there hen a loss of a spouse. Leaving their original home. May be not driving anymore and so for us to be ail to bring the classes and art to those people where hay are and we work with people in all walks of life and circumstances but want to finds the people that are isolated and you know bring the warmth there as much as art skill its personal connection. Men their family cant be well for them. I can be their fell and feel it. I dont have nobody. People say, hi, hi. Hello but i dont know who they are. But i come here like on a wednesday, thursday and friday. And i enjoy. We do annual surveys asking students what our program does for them. 90 plus say they feel less alone, they feel more engaged. They feel more socially connected the things you hope for in general as we age. Right . And see when i do this. I am very quiet. I dont have anybody here talking to me or telling me something because im concentrating on had im doing and im not talking to them. Not just one, many students were saying the program had absolutely transformational for them. In said it had saved their lives. I think it is person to support the program. Because i think ida elder communities dont get a lot of space in disability. We want to support this program that is doing incredible work and giving disability and making this program what supports the art and health in different way bunkham art as a way of expression. A way of like socializing and giving artists the opportunity also to make art for the first time, sometimes and we are excited that we can support this stories and honor their stories through art. We hope the people will feel inspired by the variety and the quality of the creative expressions here and that viewers come, way with a greater appreciation of the richness what elders have to share with us. It was super cool i got to learn about the dry standing pipe correction. It is actually called, dry sand piper just stand pipe. Tomato. You know. Yea. You have seen the had doors open like a space ship from out of nowhere. I close my eye its is like im there right now wow whoa. Watch out, man. What is that for . What is this . These are fire engines they might look alike they are both red. White top and red lights on top. This is a new 2021 fire engine and this is an older 2014 fire engine. If you cant tell, this one is shorter and narrower than our older fire engines. They have cool things like recessed lights. Roll up doors. 360 degree cam ares and more that is important as the city is moving toward slower and safer streets adding parklets and bulb outs and bike lanes we need to decrease our footprint to keep us and the Community Safer on emergency scenes. Whats back there . When is not guilty fire engine. Great question. I want to see, sure. Lets go back and look at the equipment and the fire pump on the fire engine. This is a fire pump. It is cool all the colors and all that. This fire pump and this engine holds 500 gallons of water that is a lot. A lot of water. It is push out 1500 gallons a minute of water. We can lose our 500 gammons quickly. Why we use hoses like this to connect to a fire hydrant and that gives us unlimited amount of water to help put a fire out temperature is important we have enough fire engine in San Francisco to put fires out. Built between 1958 to 1960, it was located in the bayview Hunters Point where it was home to the San Francisco giants and 49ers. The last event held was a concert in late 2014. It was demolished in 2015. Mlb team the San Francisco giants played at candlestick from 19601999. Fans came to see players such a willie mays and barry bonds, over 38 seasons in the open ballpark. An upper deck expansion was added in the 1970s. There are two world series played at the stick in 1962 and in 198 9. During the 1989 world series against the oakland as they were shook by an earthquake. Candlesticks enclosure had minor damages from the quake but its design saved thousands of lives. Nfl team the San Francisco 49ers played at candlestick from feign 712013. It was home to fivetime super bowl champion teams and hall of fame players by joe montana, jerry rice and steve jones. In 1982, the gamewinning touchdown pass from joe montana to dwight clark was known as the catch. Leading the niners to their first super bowl. The 49ers hosted eight n. F. C. Championship games including the 2001 season that ended with a loss to the new york giants. In 201, the last event held at Candlestick Park was a concert by Paul Mccartney who played with the beatles in 1966, the stadiums first concert. Demolition of the stick began in late 2014 and it was completed in september 2015. The giants had moved to pacific rail park in 2000 while the 49ers moved to santa clara in 2014. With structural claims and numerous name changes, many have passed through and will remember Candlestick Park as home to the legendary athletes and entertainment.
