I will start with data and updates the dash boards presented are linked and rabble in hsh data hub on our website. I will start with out reach. Out roach in june had 1, 980 engagements due to staffing challenges it was lower than it has been. Butt homeless out reach team ended at 42, 590 encounters over their contracted goal of 35,000 for the year. Cord nayedent row assessments they stayed consistent in june with 962. Assessments total. Closed out with more then and there 2,000 more completed than the last year showing increase capacity. And then moving on with cord nayed entry. Developed and updated defy nigsz of homelessness policy. This includes definitions for population, living situations and connections to San Francisco. The local homeless board will be reviewing this document at their upcoming meeting the team that connects shelter guests to service went to the pier thirtyfour site and made progress including connecting households to rehouse and 8 in home supportive service. The next multidevelopary team be in august at the sanctuary shelter. We now have full Demographic Data from 2223 engaged with cord nayedent row and steps of the house being process. We are referring black Indigenous People of color to housing moving them in a similar rate. We are not losing people long the way in the housing process. And moving on to problem solving. This past fiscal year we served double the number of households through problem solving. Helped 920 house resolve homelessness. Compared to 500 last year. In 202223 dispursed 2. 8 million in Financial Assistance to households responsibling homelessness. With 2. 2 million to move in assist analysis. 159,000 to furniture linked to housing resolution. 142,000 to rental assistance and 133,000 going to travel and relocation support outside of san frap to a safe housing connection. 84 that resolved with problem solving over 24. 10 families and 6 youth under 24. We are look forward to seeing the investments grow with the addition of 75 slots of problem solving. [speak fast]. And for housing place ams our placements rose in june. 191 placements. 70 of place ams were adults. 10 families and 19 were young adults. Between 18 and 24 years of age. We increase our housing place am in fiscal 22 23. With 2, 600 over the year. The 12 increase in place ams from left year. Showing the impact of the housing we brought online through the homelessness recovery plan. We have a new housing dash board n. Total we have 13, 237 units of Supportive Housing with 16, 732 beds. Housing for adults over 18 and specific to youth, makes up 10, 891 of the units or 82 of the portfolio. Housing for families with minor children makes up 2, 346 of the units. Or 18 . With 5, 730 beds of the beds 2, 080 for people who are unhoused in 1, 072 for veterans. 830 for youth between 18 and 24 including parenting youth. Can you see the data on the website. So for housing vacancies we increased accomplice ams and inventory we are seeing vacancies tick down to 7 . This month you see in the chart on the bottom right vacancies of continues to decrease down to 8 opinion 7 with 759 vacancies. We talked before why we have vacancies in the system. Well have some because of the turn and because of units off line for maintenance and for hold for example transfers. We want to be down with the number that is more like 3 huh human we need to act on quicker. And then in terms of housing accomplice am continuing housing accomplice am updates. The decreased vacancy show the housing accomplice am team usa work. In several strategy its reduce the vacancies unit refuse at and participation protocol to prioritize clients engaged and not refused. Expanding the roll of case managers document readiness. Completing the inventory tracking all housing in the one system. For transparency. Sorry. And better work floechl conducting i direct accomplice am pilot with healthy Street Center this summer. Through the pilot we move 12 people from the streets to permanent Supportive Housing. In the Evaluation Phase with that really want to make sure we focus on equity in that system and had it is successful and we are move being people in who are ready to stay in their units. And we will be relunching that as an on Going Program the middle of the month. And some of the recent accomplice ams where the lack of the hotel guests pending move ins. We stopped tracking shelter in accomplice hotel guest out come the end of 2223. And in totally quarters left to stable housing locations. 1, 835 people including 2 thirds of eligible for the housing process moved into housing. And then in terms of the emergency housing vouch are roll out. Move ins are continuing through the voucher system. We are getting close on issuing all of our ehvs. With over 1,000 referrals. We are continuing to refer newhouse holds based on original referral source to reissue expired vouchers. Late july nan 38 vouchers issued. Some reissued and 675 households move in the to units. Families and adults the largest move nothing housing with 216 families housed. And turning to updates from housing a focus group with permanent Housing Residents and providers for equity on ph s cites hsh and the majors office of housing and community development, developed a new San Francisco Emergency Rental Assistance Program policy that supports psh residentses to use this program. To access the program tenants work with providers to develop a payment plan for back rent and payments for 3 months once that is done the provide are helps with an e rap application to pave back rent. They are under way at city garden family permanent Supportive Housing and expect full lease up to happen by october of 23. Moving on to shelter. We rolled out the newark did you tell reservation system last month to make referrals to cites. We have preliminary data from the wait list. July 5 and 24 there were 18 sign ups on average. 3 quarters of sign ups online and 25 over the phone. During the weekdays when reservations happened, there were average 23 shelter reservations made daily. As a snapshot of july 25th, 250 on the wait list and 3 people gone on shelter. And then in terms of the over all shelter inventory. I reminder or public dash board is live showing shelter capacity and occupancy. July 28 we had 90 rate with systems capacity of 3, 136 beds. And moving on for additional updates. I will start with local legislative update. We got approval for piece of legislation through the board process before the august recess. And this included 3 shelter booking arrangements. Agreement with providence foundation. This agreement allows to continue the oasis and support. A revenue agreement with San Francisco house to use 50 project based vouchers at city gardens. Acquisition of 1174 foalom and approval to apply for funning for 42 otis street. All 2325 budget legislation including the our city our home trailing legislation. And before recess, we introduced Grant Agreement amendments this would be heard in september to extend services for 4 programs. And the sum and are pull we have additional legislation on the horizon that will be taken to the board. Including 5 Service Agreement amendments. 3 lose or lose extensions. And the proposed acquisition of 42 otis. We have legislation to update the starnsd of care for city shelters. A new mo you cans going to the port for extended term at safe Navigation Centerful legislation requesting authorization to apply for the 20 tea hud annual grant. And we participate in several hearings including the hsh plan. A hearing on city contracts and a hearing on the Housing First model. This summer we are working on responses to the civil grand jury report titled hitting the performance bulls eye. Better out come in Homeless Service 3 finings and 4 recommendations i gallon through the first is that inconsistent metrics in our agreements imparris the ability tom evaluate the contractual performance. We agree. This is long a need in the department. Now we have the Data Infrastructure we focussed on for the last several years zoechl all the client level data in the one system and focus on standard iegz the metrics the civil grand injury recommended. This will be done drawing on the forth coming Performance Measurement plan from our strategic plan. The second recommendation is include measures in all agreements to track out for subpopulations. I was told to we should not use subpopulation we will find another word. When we mean is all of the populations we focus on whether older, transgender people, people color, et cetera. We will be looking to track those out come pacific low so this people can see how we are thinking about that and how we are thinking about the interventions we need to provide. Since all agreements include requirements about data, this has been completed. So, and then moving on the second finding called out insufficient Program Monitoring imparris ability to evaluate providers. This is true. We partially disagreeful we have policies to improve Program Monitoring. Per the recommendation to fiscal monitoring we are in the process of rolling out the policies to all programs, teams in fiscal 2324. The third noted that the city Performance Scorecards the control are manages dont report on the 11 population in our plan. We disagree with this a Performance Scorecards are not the place to provide this did thea. We will develop reporting about the strategy plans subpopulations not the greatest word based on the Performance Measurement plan not on the performance scorecard. Updates from the other bodies. The local homeless cordinating board is starting the work on the continuum of care application in full force this summer. The application is due on september 28. And the leads on this will present on the care application to the commission. There are 2 open seats the Commission Must consider apointing the shelter are monitor staffing is moving over to hsh. And we are introducing the stoornsd of care legislation in the fall there are 4 vacant seatos this committee. The shelter Grievance Committee is conducting all meeting in personal with the next on september 12. And on that committee there are 6 vacant seats well is a lot of work the next month or 2. And an update from Equity Office we launched the bipoc lead funds in july 17th. Mrksz are open until august 14 and issue intent to award in september. This fund is tindzed for organization hos have at least 70 black Indigenous People color to use for Capacity Building, official or technical acest asbestos. There is 900,000 available in total and recommend organizations apply between am 25,000 and 100,000. More information and stepos how to apply is on the hsh website. May i addon that be helpful to see what the vacancies are. My understanding 98 percent are in the tenderloin. Got t. We have that information and we are happy to share. Thank you. Director. First, i just want to commend you. On this excellent report. Clearly a lot of work went in it and so thank you and thank you to your staff. For putting all this together. I want to commend you on just an instructor ing amount of progress made on different fronts. And it is visible. It is nice to see a lot of progress on issues that have been difficult to find progress o. I appreciate you. And appreciate your staff and the work you are doing. I think showing in the results. Couple quick questions. One, you talked about refusal rate being a criteria for yes. On page 11. That you have a refusal and participation profit cal to prioritize clients engaged and not refused. 3 questions about that. One, do we happen to know or can we finds out what our current refusal rate is . And may be i should ask one at a time . Yes. We can. Second, how many refusals would trigger a lower priority. Im thinking what if somebody got accomplice in the manage that was unsuitable for them. Does this trigger lower priority or does it take a succession of refusals to yea i will ask Deputy Director to answer that question she is our director of programs. Great. Hi, commissioners. So a refusal happens, there is you know there are alternatives this can be offered but you are speaking to refuse what will unsuccessful or someone in the apartment or unit . I think when im talking about specific low is there is just reading the sentence there is a protocol to prioritize clients enengage exclude not refused they are higher priority for housing. So i wonder, what how many refusals does it taker tell me more about how refusals trigger somebody to not be prioritized. I understand. So right now we are giving an, giving a choice of 3 units. When folks are placed. Right . If there is a refusal of the 3 units then they would be moved in the queue again or moved back in the queue again. Will so they can come up. I think im understanding or if im not understanding. Yes. May be this is helpful. Per of the reason we do that to make sure we are really lowering the vacancy rate and not waiting long for somebody to make a decision but want to bring them become in. To the queue so they still have a chance to move in housing. But we want to we want to get this vacancy rate down and the 300 i mentioned this were focusing of and so we instituted that policy. You know i think if we dont know the answer for how we determine the refusal length or how long it takes to come become and tell us we get this information for you. You can get back later. To clarify you mentioned 3 shelters i thought this was. System ouied 3 units. 3 offers. Placement. I misunderstood. I can come up with more information on that. Thats i think what i needed to do. The next question you may have information on as well. With the shelter placement waiting list. I than this is done at 3 cites. Thats correct. New Online Program when is the over all capacity at the 3 cites . I would have to get numbers for you okay. I would be interested because it is you know it does electric like there are a lot of people. We are managing 3 reservations. One3 a day. But it sounds like there are 300 people on the waiting limps im wondering what the over all capacity of the 3 units are. How many vacancies. None since people on the waiting limps but get a sense how much of a backlog in capacity there is. Right. What i can do is go become exit will look at the total number of units or beds we have available. And compare that to the list as well and get a time in regards how that movement will happen. For folks off the waiting list. And ensour we have enough beds. Im trying to get a sense the log jam. Thats right. And what is our through pump you know how are we dealing with the turn . And how could we add to that capacity. Am im excited seat program reinstituted. I think it is helpful. Appreciate all the work that you and your staff are doing to get this up and going. And it is challenging and it is grit to see progress. Thank you. Just 2 other quick questions. One, i think it is a different topic area. One is thank you for again letting people know there are open positions at hsh k. We get a progress update on how many vacancies are at hsh and what is full staffing might be look like if we had them filled. Yes. We can do this. I dont have it. We have been hiring but get what for and you may be that is something we can include in my report each month. It might be helpful. Yea. And helps get the word out there is capacity to be built. Last question. Easy one. Ful Shelter Grievance Advisory Committee 6 vacancies. How many seats are there . Total . I will ask our Commission Secretary. To answer that question. Okay. Has to do with civil grand jury findings. And question about how the department is considering the develop the of consistent metrics. Appreciate the work done in terms of creating i Data Infrastructure to evaluate promise. I know the city departments have done this work in creating consistency across Community Based organizations. And many years and departments. And i have a question as to what the departments approach will be. Will you engage Community Based organizations in that evaluation update process or will you. How is the process . How will it work . We will engage our Community Based organizations. I dont think we can without them. We have to have their buy in. We also. You we are done work to make sure we are collecting consistent data. We are now working on really making sure our staff are using consistent processes. When they are monitoring oerzs. And so we are still developing that and building this out. To me, we cant do it without a participation process it does not work. So, and i think it is important to remind awful our us our staff that this is a partnership. Wont cant do this work without the Community Based organizations and we need to hold them accountable to out come. One thing we are really trying to do with the 5 year plan is move from just the widget counting we did before to out come based and to making sure we are tracking them and we really know you know now that we have the unit level data and the client data, we really know that we are housing people and we know we are moving people through the system. Whether it means off the street, which is the most important thing. But out of shelter. And in housing whether it is in our system or outside of our system. How we think about diversity across the city. A question about how much is in the tenderloin. We are trying to think. Outside of this. So there are things to consider but we are moving from saying. Okay we had x number of service which was confusing. Not only to us but the public. To what does that mean . What does it 19somebodys life. We have done work to get moving on that and we will continue dhoun path until we have the data that shows our system is making strides. Thank you. I participated in the performance based contracting with Human Service agency many years ago and it is an effective process. So that might be a model for you to consider in terms of how yea. Departments developing. And thats another thing that director cohen and i in a meeting yesterday to talk about that. I think you know, that can be an effective tool. Thats another place and specific accomplice we have to engage our provide and ares bring them along in the conversation and make sure they are with us. Because, otherwise it does in the work temperature is an effective tool and really does show and tell the story different low from when we currently have. We are interested this that. Thank you. And then for sure you are talking about like Program Monitoring and evaluation. And so i appreciate you bouncing the partnership aspect because what happens is if we look at it lodge ~ically too quickly. Push forward with place ams. So people are not waiting we lose the quality of care if not assessing are the cites under staffed. Do they have capacities. When is the impact on the staffing if we put them over capacity or too much pressure on them. Are we focusing on the quality of the service there receive figure they enter in the site . So, i just appreciate the few points want to say the strategy and specifically you know the finding recommendations here i appreciate i think it could take things a step the a time so we are not getting ahead and grating more problems down the line. This will be a strong piece. And i appreciate commissioner albrights suggestions, too. Yes. Am did you have a response . No. Well, i want to say that there is a lot of progress that has been made and that needs to be upliftd and highlighted. I think that there is a saying well is always one room never fill third degree is room near improvement. A need for that. But i do think this twhoing we can say what hsh with the limited staff has made strides to leading in the direction the right direction. I want to commendsow this. And there is a lot of pilots that im hearing that is helping i wonder photocopy we could have a slide that looks at the pilots and where they are going. I was curious how did this number change how do we know not. Was data clean up . Yea. Commissioner, thank you for the question. Emlow cohen, so the end of the wind down there were several people who had not completed the housing process but in press. We moved them to shelter and continued to work with them we track that data over time and now that the population of folks in sip hotels are rehoused or we completed that process. We have been able to clean up the data and make sure we are counting the accomplice ams made a while after. Terrific y. Thats great news. I had a quick question on the out reach you said it was due to staffing changes the out reach like in our poke and december we had done 5,000 out roach encounters and think it dropped to under 2,000. More then and there half decline and so i then and there you mentioned in the left meeting there was a expectation that the contract would be potential low changed with provider can you talk about the timing of that change over, is this the source of the impact and when would we expect the numbers might improve. Why i did not say dmrn there would be a different provide are more this we were procuring that contract. Where thank you. We notoriety process of finalizing that. I dont think thiss med a difference. Staffing is challenge pregnant continues to be in role is tough. And i know gone out and met with the members and talked with them i know they are approximationate about th work and their enfwajment. Like tefrg has been hard for our contractor to maintain full staffing. In addition people if they wanted were interested with the hot team they would not go to the city website. Where would than i go to apply to become an out roach worker joovm to the health website. I can coloneling tact them that way. Thank you. I also excited see that the shelter client wait list is in prescription and no personnel people added themselves to the wait list and got in this way. This is wonderful to see this improve am. I think and the left mote you go mentioned, you also agreed that 90 of vacancy was not our goal should be higher. I want to reiterate the goal to get to 95 . Occupancy . It is in the a firm target. We 9095 would be ideal. We need a bit of flexibility. But we want to get it honed as much as we can and get to 92 or 93. Thank you. Il get this log in the my brain. If we add it to the slide that would be better. I also i wanted to ask about safety transfer process within shelters. I reason encountered a situation somebody requested a safety transfer this process was oshg pang. Especially when people are having issues with staffment and not with other residents. I wanted find out more about what is safety transfer and shelter what does this look like. And ensurety person does in the result in become to the street. Why director chan . Wee have our transfer request office and transfer team. And they electric at requests come in individual low. We have a team of about 45 that case managers this look at the h transfer and we work with the individual in order to accommodate that how would the individual request a safety transfer . Do they have to go through staff . Is there a way for them to request it directly with the 45 case managers. Why yes, well is a form done. Most come through the Property Management or the individual themselves. Into our transfer request office. Specific low like how did the read get in touch a 311 call. No. It is a form and i believe the form is on our website i have to check that im not sure upon dont how do people know about the form . Yes. How do we tell people in shelter this is tr right. Partners know they can they can happen in the property itself. So within what portfolio of the properties we are working with, one of our providers and they are asking for units we can they can transfer that. Sorry shelter. Thats right. Thats one piece the shelter piece itself if there is a safety piece. It goes to the rto or informed they know that transfers can help and know how to inform machine than i can request. I do think that i know of 2 people this fell from shelter without understanding this process. So. May be we can reriterate the process there could be a way. If people are afraid to go to staff. That is manage we can post or we can get the information to people in shelter. Why absolutely. And the individual is still needing a transferil be happy to help. Things like that come up the directors med it clear i can direct the issues to her. Thank you. I guess the last question i had you had listed in the legislative agenda all of the contracts this are going to be heard for approval by the board. And i then and there one point we talked about the body doing those contract reviews. I assume a prestep to their approval of those contracts. I wanted confirm had the time line is to enengage in this work. Do you when we will start that process . Will we start in september or october. I believe it is october. November. Soon. And we are plan to bring every contract that is 5 upon hub thousand dollars or more. To this body. And i personal low think tell be a good way to make transparents what the work of the doesnt and what the different interventions are. And because in my experience, it hen helpful to have the staff give an over view of a contract and it is helpful sometimes to have the contractors in the room and they do come for those. So, i think that will be extreme low helpful im looking forward to this process. One of the things that i think the public probably knows some level may be not fully, is this other departments work through employees. The Police Department most of the staff are City Employees. Fire department most the staff are City Employees. The department of Public Health, much upon is City Employees the d. Public works much of this is City Employees in the case of hsh you are working through 80 some contracts with different. Providers with in with multifull contracts. I think it would be helpful to e illuminate the complexity listing all providers that are have condition recollect and how many there are. So we get a sense of the scale and magnitude of the management prospect. Thank you. Quickly. Thank you. The transfer piece. I want to second this creating more access to the information within the provider community. I think would be helpful. You know i was an ambassador at 5 key in 2020 and lost [inaudible]. We did not have enough information at this time. We remember in crisis and other ways. But for example if machine is being targeted as a youth boy a sexual predator in a shelter we want people ton and the staff and not front line staff know if they hear this information from someone in the shelter this they can help that person transfer to another site. And alternateively may be a strategy on or abouted if there is one person who is receiving a lot of you know the staff receiving feedback about a person and acting Violence Toward people inside of the shelter. When is the strategy in which the department can support the staff and the site and you know not putting that person become on the street but moving them to in a place more appropriate if they are causing harm to the people because it it is heard to navigate Living Spaces like that if one persons trauma is making uninhabitable for 10 people of im glad we are talking. And i believe you know the rest of my narrative but if we are collecting data i irrelevantment to highlight this a lot of that data modes to be collected around the staff themselves also. And not saying to silence and i have received disciplinary action because of political protest im not a City Employee. I want to use this opportunity to really advocate for i know that am the in the longterm this this will be done in the fall. Will be over there will be an over site but that currently, people are suffering and that there needs to be a short form way to get to the top for the people at the b. Becauseir have been trying for a year and a half and many, many people have not been heard. Mo who need to be heard. There is so much knowledge to be gained. If we just step past our fear. I realliment to encourage that when you go in to collecting all of this information. Next is james from texas who came here because he says the city is soft on crime and gentleman assistance is easy to get. He said he gets 620 in cash and 200 in food stamps a month and took one phone call to get that. The next one is josh. I 20 year old kid from idaho. Who came here because it make its easy to get drugs and went from smoking meth to shooting up. And then the final one parker twentyfour from tennessee has been here a few mont and drug of choice is fentanyl. When we are seeing on streets are a serious human tragedy. Two people a day are dying from drug over dose my neighbor work in the a hotel in the tenderloin. And he said that last year hay had 3 people die of over dose in their hotel and all 3 were kids in 20s. We have children coming to our city getting benefits that they should not be getting. Getting addicted to drugs. Over doze and dying. This is a terrible human tragedy and i hope the commission will begin to address this more effective. And one of the most effective things i think can be done is to tighten up on who they are giving benefits to. San francisco has a reputation as a site you go to set up a tent get paid to live on the streets and do drugs all day. Thank you. This needs to stop. Thank you for sharing your comments. Since 2018 and this in 3 year 25 of evictions came from some 75sro funded by the city. And many the city paid for the e vision prosecution special the defense. Money spent on both sides. And most often with the rust machine homeless and disaccomplice friday so called permanent Supportive Housing not so permanent. The process a very defy nifgz self defeating. It was rekosovoed many of the evictions could have been, voidd and i part behalf today is hearing to give you the opportunity to hear from people with livid experience permanent, spicht housing tenants threatened with eviction or have been evicted. So people do not have a case manager to go to. She is always busy. Doors are always shut. The manager always refers people back to the case manager who is absent. Well is lack services, of course, but she is never there. When people need help or something come up, such as evictions. Physical mental. Things that happen in the residentful they have no one. That leads many times in violence, eviction. Abuse. Also i wanted say that there is a ratio of 8 women to 30 men in the sro building this is are being abused. Abused. I have been physically abused several times. And asked for a transfer. For my safety and i was offered to move to the fifth floor. Because of the category that im inform it was all about category and policy. When it came to saving my life and it is not about policies not happen when it come to Case Management. Navigation centers and shelters. It has been denied and at the Sunshine Ordinance Task force for 3 years and will not be answered. Gave me an incomplete limps i have 300 correspondence. I want something didnt kwk okay that is a serious violation to state ratios. And killing people. In 20 upon antibiotic19 worked with the examiner on throw unsupported in sros. I was rescued by permanent Supportive Housing. And lived for 13 years as a resident in permanent spicht housing and learned how the system works inside and out. I became a city commissioner myself ash pointed by supervisor breed to the citys Mental Health board. So, i sat on both sides. Had i wanted to say is there are solutions to help with this problem. One of them is to try prevent evictions from going to court. If an eviction goes to court and goes to judgment in 60 days that will be a mark on that individuals record for the rest of tr lives. When they try to rent again from a lan lord this can be looked up and denied housing they once had a successful eviction. Okay. It does not the case did not go to adjudication and resolution. Still, it is a traumatic experience, courts are bias third degree is my own experience going to court in an eviction case. They are biassed toward the landlord the laws are biassed. It is intimidating and expensive and traumatic you want it out of the courts. So our proposal is require precourt filing arbitration. Obviously the arbitration fails or the tenant refuses to participate it gallon to court. Give an opportunity to plead their case nuisance or nonpayment whatever the issue before a biening arbitrator that can resolve the case. This all done before unlawful detainer is filed. May be this can resolve the case and save everybody trauma, a lot of money and it is just a fair process that could have helped save my tenants when i was housed. Im grateful the housing home rise was Community Housing that housed me. But not everyone enjoys the same protections and not every provide are requires arbitration. Come do, ecs does require arbitration. But not all. I believe a home rise will do this, too much not all do. And so please require that. Please require preeviction arbitration. What im demanding today is this oconnor house and along with other sros that have been abusive of residents that minimaly to have a program review. Or how about an investigation as far as the corrupt policies. And defunds management of hunter house for incomp tins tense i have been homeings for 10 years i have depression a gay man who lived throughout aids crisis and unfortunately i have gotten 270 deaths that say reason for being depressed. I lived in oconnor house in a shared flat and the sro hotel. I have been, buzed boy trivial inspections blamed for fire hazards and pest infestation in the building. And [inaudible] that has been a continuing problem before i moved in and still going on now probably. It was absurd for them to use this against neechl others suffered the similar abuse i have. When i move in the the flat i shared with 3 others there was a common property. I brought my possessions out of storage and within an insure period of time the manager was harassing me because he felt that it was too much stuff and that he had a problem but the other house meats with items i had in the apartment not a problem. Holing and apartment managers accused of health and safety violations that are trivial. And all gas light us saying things are fine in inspections and we are making progress a week later we get letters quoting the lease violations and evictions. Managers are aware of our Mental Health challenges and do not help us. Just for those that dont know when you live in an sro you are live nothing a room this is your bathroom, kitchen, living room with possession there is is snot a lot of space but we get accused of violations for that. I would like to direct the commission to looking in conner house and others and basically resume the programs and seriously investigation, investigating violations and taking away funding recommending city funding for some of the organizations this are not doing what they claim they are doing and helping the homeless. Im here to peek on the Visitor Policy as far as our concern everconcerned. I missed getting now where i live a womens only building for survivors of violence and not in a relationship but from through the experience, experienced violence. And the other day i was what i felt was attacked by member they staffed the building with. Who has battering and this is our Security Guard who has battery and sexual assault. And demand to take the elevator down to dot rounds and i dont know how many up to the second floor and you do your rounds and it was like one of the situations grab me and thats how i felt. And i had a reason accommendation to move to a building where i can have visitors and guests. Due to the restrictions in my building now. I missed getting deliveries of asbestos. Missed getting deliveries. You know when you are sick and cant come to the door and take the elevator down. I im been dont have anything clean to wear. We dont have laundry facilities it is all women. Somewhere elderly. Some are disabled. And you know for the most part im fit but suffering do you to the policy. So i cant believe im here now because the questions before the commission are have been answered with. The lus we have on the bok constitution at rights and civil rights so it is incredible to me. Creating choice is equity issue. People whop privileged to participate in the market rate exercise choice to resolve. Low income people are stuck. I could not get in an environment to my heel figure i had not had disables hiv the victim of stabbing in the face and very much violent and homo phobic threats. I had to chose between homelessness and a new job. I came from texas buzz of my hiv heck and housing i got housing but struggle with health and poverty and found myself homeless. I was housed e victd and dying on the streets. Stabd and houses next to a homo phobic i have 11 person before i got a stable situation. My Mental Health keeps me stuck the system keeps others, too, stuck. Open up more sight and solutions outside the box. Thank you. Thank you. Good morning im ora. Im the director of litigation and policy the eviction defense collaborative. I will thank the commissioners for your time today and for the ph s tenants when shared stories of experiences. The edc is lead agency in tenant right to Council Program and we have a first hand experience of when you are hearing today. I would under escort iron net introduction we are using city funds itspate housers to e vict people paying attorneys and paying for our Eviction Team to keep the people housed that money can be better spent. I want to say that that can be avoided by the 10 items you are hearing addressed low hanging fruit and fix a lot of problems and i want to under score the request for notice. We have right for attentives but our rights are only as strong as we stand up. If we dont have rights we cant acert them. No brainer we notice tenants about the rights and procedures they exercising. I want to emphasize the right to council. We than attentive represented have a better outcome and remain housed than those without. If is unacceptable that we are evicting folks from psh housing because of defaults. They were served legal paper and does not responded in the quick time performed sometimes they are not responding because of simple toms of the very situation that caused them to qualify for Supportive Housing the electric. Support is e victing them. It would be appropriate it notify our right to council preliminary when there are court papers fileed make sure that person as the right to council. And it makes sense if somebody has defaulted got judgment and are able to access attorneys that the council for the provideers stip lay to setting aside defaults so they have rights to have their day in court. Bring her home after in a coma. And when we called the Inspection Department they said that she should move the furniture sick inches ash way from the walls so that is the procedures this inspektdors are trained to follow. I think we need to do manage about that. That is unacceptable for off the compromised elderly citizens in these situations. You know in the process i saw that there was only one case manager working for the entire building. I have spoken to the case manager. Ful when it is heard to hire more staff when the position they are about to be hired for is unsustainable. Has to be capacity build figure than i hire staff they need a bunch of staff at the same time so that they dont bring one person in at a time over capacity and they quit. Think of a strategy but i greet with the account act needs to go to the contract holders the nonprofits. I heard and hope tht in in the strategy of the monitor and evaluation. As the Department Pulse back and says you know we have dhn and weep want to do dh better. Lets say, how we will integrate the point and thats when the director was saying this cant happen without buy in from the partners and community. I want to acknowledge you and i hear your pain. And you are not alone. And also you know i was brought to rii have 18 to study. They are were the best notes in the world and some of the things than i are doing there are tieed what you are putting forth. Which is making a lot more difficult to e vict folk for nuisances. Things this seem to be petty. And then there are other things we need to bolster expansion on services that are conflict resolution and mediation skills. You know we dont want people to be e victd and we know how hard it is to live next to someone you feel unsafe living or if you cant sleep because of noise. Needs to be as the things go forward. These responses this are intgrit in the how the changes will create a backlash and other issues. And another thing could be making more doyle have evictions or slowing down this process could lead to more housing and people may landlords be biassed in there who they rent to or you know. May be thinking about vacancies. Struck by comment you receiving some time violation from land lord about the blue hair dye on the tub. And i wonder if you could elaborate how is this happening that you are having an inspection of your room how often does this help. Have there be other thing you put in the tryst yell category. Im in a stack up unit they are still doing it. What often happens the inspections not done for like what they do is hay use sometimes use this as an excuse to bring people in violations i have been a prom nanlt critic of my land lord and a lot of that stuff. I gotten retaliation. But like this is just reasonable happening where like sometimes i gift hair dye like on the bathtub and they claim it is a fire hazzard. This supposed to be health and safety, not about you know this type of this type of stuff and they are going beyond this they are using that to e vict people like it is like going after al capone for tax e vision when he has done this other stuff temperature is makes mow feel horrible and makes me feel im on egg shells and i know like others had this experience as well where they will pick up they have climbed well was an increase in roaches. Well roaches are endemic and try to keep them down this is like you know there are blindses when the inspections and needs to be in moreover sight. Why are we subject to the ridiculous inspections when people in private market or other low income are not. This is just what i think there. If you have other questions let mow know. Thank you. Sir. I think a point worth exploring for this commission is looking at what the turn over rate is in government provided services versus nun profit. Provided service. Earlier Public Commenter pointed out that the had many case manager and unable to achieve a level of care because of the constant iteration of people. I think we should look. May be worth our time to look at that systemic issue. How do we maintain a relationship a positive relationship number one. Number 2, i agree inefficient we spends money trying to get people in housing and we spends a lot getting them out of housing and more money getting the same people back in housing. So. We should i think, be open to whatever solutions there may be. To resolving those inefficiency. With an eye toward when is sustainable. For maintaining the Housing Providers and making sure the facilities can condition. If we lose facilities it is a net negative am i think that commissioner albright. Your point is said and im very curious myself as to determine what is the right and appropriate place for the commission to weigh in so we are being efficient with our time. And efficient with the department and efficient with all of the people struggling with the sxshs how do we help move community to a healthy place. I was wanted to say that, that is why we have had the public come to lead us to points like this. Ways we can. There is so much the commission can do but we can help in finds a solutions. And go ahead. It is all about finding solutions. And i think we are there at that page and so appreciate the community bringing the problems and the solutions forward. When they are doing the job being house sdptd need to go become to the street is to highlight the narrative that people are not choose to being be home will they are forced to be homeless. Especially the folks who are living through the importances and make time to the come and really share what is painful and im sure exhausting to come and sort of have to say that is help nothing real time and hope this we are able to do something i wanted to feel like we are at the department of listening we learn something from all the folks who are speak to us the people who have lived experiences and guiding our work are making a lot of use issues cent tropical when we want to prioritize. I encourage and say thank you for all of the experiences you are sharing and you know as much as you can lift up voices and we it does help center when we should focus on. We cant if i can everything at once when thing we will talk about prioritizing the activity this is need to happen and been when is going to make an impact what people are currently so much suffering going on and a lot of work happening how do we make an impact and electronic that and when are real priority. That is when im here to talk about today. I thank the commissioners for interested in data. And interested in the data that is meaningful. And makes an impact. We near a good place to start really being able to build more of that in our reporting. I will talk to folks about this is your plan i dont have a ton of time i will talk about the 5 year goals example make sure you are all oriented when our approaches the next year and where well be reporting more. Monthly and making sure the public sees where we are headed. It is g not all built but we are getting there. Forecasting those preview of our action plan what will be reported end of year 1 and able to do reports on data point and make sure we are clear about activities that may shift we have upon good ideas. This is again we think an education. What are we trying to measure when is most meaningful has to do with the core responsibles of our programs. So in our entire homeless system. I said this left month exit will repoe it again to frame this. We are building a system that must opinion to the health, safety and shelter needs. House people and Responsive Services and stabilize people. Keep things fanatic out when we need to track and well be coming back with more robust reports about that. One key thing our system is tracking will show and this is the most the biggest shift we are making is from tracking system out come from program out come out put program out put to system out come. Combh making sure this we are looking at the picture together. When you electric at individual programs a program that looks like it is well but impacting in i different part of the system. We have to look at that picture together and system flow is really moving people through that. They move through not one path way. People move from the street to housing. We want to make sure the path ways are happening and not just we made a refer that will is where we stopped we have to look at pieces and as a department is a big priority and how we shift the way we talk about the data and that is the reflect this in our service delivery. This will be manage that feels seamless as a system we are in the a perfect system we want to make sure it feels like people are clear what the goal is. I left this terms. We are looking at the lens of Equity Focus Group and talking to people who have left and what that looks like staffing wise looking at 11s of equity to see where we are novelty see nothing data we can hear from peoples experience. And then the commission. Where we are going to be having a kin level of reporting this building over time and starting with when we know and when is solxid build over time. The new plan focuses on the system out come. That will take time. I have been in other community we made that the first couple of years are tricky. We have to figure it in i picture to make sense so we are not starting from scratch. Person purchase we are able to community it. So i want to talk about the public reporting but mainly the annual action plan a preview of that. These are other poses were reporting and building out. We will have more comprehensive homeless measurement upon plan. That will is 80 measures this will look at our system and the interventions. Mech sure they maches sense but tht more comprehensive of all of the data measures looking what we collect, when we say to the majors office to the Controllers Office and a lot of places are reporting weep dont want three that out. What is meaningful and consistent expect present here that brings all of this together so we are not having to create Different Levels of did thea for different groups and that confuseings people it is different jors. One set of measures the most meaningful. Implementation for cbos is a critical part. I will not talk about this at this time buzz of time the piece of the innovation that is really where our providers have expertise to hair with us. We are not had capacity to dot engagement. Now we comprehend were building that and our intention but data work groups trainings, Capacity Building and culture Data Literacy is manage we want to do more intentionally and people when are doing this work can access that data and use it to make their own programs does not all from hsh we want people are emg powered do this. You are familiar with the 5 goals. Upon the 5 goals chosen because of when we saw most impactful. Had am tell the story of whether or not all of the funding and activity is making a difference in terms of decrease the amount of people home and wills advancing equity. Than i are core of the system measures and the measures used in other community. We adapted them. Worked on language to make sure people understand. We tried the mrvenlg of i p. M. Ing the number one goal we had can people understand the goal is it self explain tory when they look at t. These other expansion goals. Inventory expansion. In the plan and again these were expansions that came from mossing out our system the next 5 years. When do we need in each category to make sure we will get to the 50 in unsheltered homelessness and advance the way wont and these are tide together upon the out come would change would not tie it to the 50 but can do now or in the middle of now is w out targets. We are trying to the inputs went in the model were assumptions there. We are trying to make sure to understand. Remodel, to come back next month and say, here are targets we set and here sorry where we are. For expansions. If we do this much and open the program this is is where we will get on in terms of the other big system measures. We are doing the conciliation and discrepancy and trying to understand when the time line is for opening things. This is a bit moving another and trying to be tloufl about when those are. The right side is grayed out i will come back to talk about those things today is about the action plan and forecasting that is specific to america the progress of the 5 year goals. That is the action plan will do and annual and break them down in know annual goal for each of the 5 that is when well come back with then of the year and say, this is when we did. Im very happy at Fire Prevention because not only am i able to enforce the code and make changes to help the citizen of San Francisco be safe in their homes or place of business, but i think my work also make sure that my fellow firefighters and First Responders, when they respond to a fire, the building is also safe for them. Hi, im chris manners and you are watchs San Francisco rising, the show about restarting rebuilding and reimagining our city. Ourguest San Francisco District Attorney Brooke Jenkins here to talk about theopeioid crisis, criminal justice and more. Thank you so much for having me. Thank you for being here. Lets start with organized restale threft. Some jurisdictions across the country imposed most of the punishment against people shop lifting in groups but that may be applied disproportionately to epipooal and doesnt address the Organization Behind it all. How can we make sure both prosecute the ring leaders behind the crimes and make sure justice is handed out eveningly . Making sure we get to the higher level of organizations in the organized retail threrft area so that is something myophilus is very much focused on working the Police Department on. Looking at organized retail threat ringzsx but we have to make sure people are being caught who have stealing and that is a big challenge in the sit a so we have worked with retailers and Small Business owners to insure the necessary protocols and procedures are in place to at the very laest catch people who are stealing because they have been running out of the stores and therefore facing no consequence so we have to start there and trying to do more with intervention with the youth who are some of the population doing some of the threfts. Many stores have turned to not detaining employees stealing oertrying to stop them and that change in procedure lead to making it very difficult for the Police Department to capture these people stealing. We have been working with them on a change in their protocol going back to the way it used to be done so we can actually have the opportunity to have people face consequences. Right. So, lets move to the Opioid Crisis which had a devastating impact across the community and across the country, including San Francisco. How can your office help address the issue . The main thing is going back to where people feel there is a consequence dealing drugs in the city. We cant treat drug steel dealing as a victimless crime. We have ooverage 2 people dying a day from overdose. There are victims of this offense so quha what is did is say no longer the case we decriminalizing drug sales in San Francisco as the da office. We have to put consequence on the table and insure the most agregiouss sellers so massive quantityties of fentanyl, some enough to kill all most half the city. Sometimes with people with wep ens and guns are multiple of cases with fentanyl are treated differently then thoges with small contties so i ask those people detain in custody. We cant have them on the street hours later, but also trying to work with the Police Department and our city making sure our laws are enforced. It is the only people people suffering from addiction will have a opportunity at recovry. Imagine if you are trying to get clean and every 10 steps doin the block you are offered the drug you have been addicted to. It is impossible. That is one way we are dealing with the supply side and we are taking a different approach on the demand side, which is to say, if people are publicly using drugs over and over again, that we believe we need to intervene in those situations and so the police are citing them and when somebody reaches 3 of the citations, we then file a complaint, but route them into a Treatment Court to try to help them get help. They have a option take treatment or face charges . Correct. Essentially. We of course encourage treatment because that is what these folks need. Absolutely, absolutely. San francisco is known for being forfront of criminal Justice Reform with initiatives such as Community Justice center and restoreative justice, how do you plan to build on the efforts and push for aggressive policies insuring we have a fair system that holds people accountable . I have been clear accountability comes in many different forms. Historically, da office used one form and that is incarceration. The way i functioned as a prosecutor over the years is make sure we are finding the appropriate form of accountability for each and every person for their specific circumstance, and so for some people it may be incarceration, others it is treatment and going through Behavioral Health to stabilize Mental Health issue. Some it is say ing we toopt see you get a job so we require that you go through a trade program so you can get a skill that allows you to take care of yourself in a different way. For me it is investing in those opportunities which requires us to be partnering with Community Based organizations to identify what programs we can send people to, but im very much invested in seeing our collaborative courts, which is what Community Justice center, drug court, Young Adult Court seeing those courts thrive and encouraging the lawyers to explore those opportunities. Right. What role do you think the da office can play addressing the issue of Police Misconduct and promoting accountability . Our job is to prosecute Police Officers when they commit such misconduct and use Excessive Force in a way that is illegal so well continue to maintain that is our job and our position. We prosecute all crime in San Francisco, it is not about what your statue is, what your position is or what office you hold. The law will always be our standard. We cant treat differently where they come from, whether they wear a uniform or not, our standard is the law. For me, as a black latino woman it is issue very personal to me. We had a death in Police Custody in my family that i heard about my entire life. Im raising two black children including a black son who you know, i will have to talk about these type of issues as he grows up. I was out raged long before george floyd. The list goes on and on, but as a prosecutor i have to maintain one standard and it is whether somebody according to the law has committed a crime and so thats what we always look at. Absolutely. Finally, what message do you have for the people of San Francisco and what you hope to accomplish during your tenure . I want the people of San Francisco to know im committed serving the function the da office was designed to serve which is make sure we promote Public Safety across San Francisco. Like i said, we have to have accountability in our city. What we see going on in our streets is the result of people feeling as though there was none. They didnt fear even the Police Walking by as they were committing a crime because there was a belief that even if you arrest me, the da office isnt going to do anything that im afraid of experiencing, and so we want people to have a healthy fear of what a consequence will be, but i also want San Francisco to know we are a da office that stands by the val aoos we have here in San Francisco which is second chances, compassion, responsible alternative to incourseeration bought the end of the day accountability has to be what people said back on the street or community in a fashion where they can succeed. Every time somebody cycles into the system we are thoughtful what the person needs to get back on their feet and not create another victim in the future. Quite right. Thank you.
