I will start with data and updates the dash boards presented are linked and rabble in hsh data hub on our website. I will start with out reach. Out roach in june had 1, 980 engagements due to staffing challenges it was lower than it has been. Butt homeless out reach team ended at 42, 590 encounters over their contracted goal of 35,000 for the year. Cord nayedent row assessments they stayed consistent in june with 962. Assessments total. Closed out with more then and there 2,000 more completed than the last year showing increase capacity. And then moving on with cord nayed entry. Developed and updated defy nigsz of homelessness policy. This includes definitions for population, living situations and connections to San Francisco. The local homeless board will be reviewing this document at their upcoming meeting the team that connects shelter guests to service went to the pier thirtyfour site and made progress including connecting households to rehouse and 8 in home supportive service. The next multidevelopary team be in august at the sanctuary shelter. We now have full Demographic Data from 2223 engaged with cord nayedent row and steps of the house being process. We are referring black Indigenous People of color to housing moving them in a similar rate. We are not losing people long the way in the housing process. And moving on to problem solving. This past fiscal year we served double the number of households through problem solving. Helped 920 house resolve homelessness. Compared to 500 last year. In 202223 dispursed 2. 8 million in Financial Assistance to households responsibling homelessness. With 2. 2 million to move in assist analysis. 159,000 to furniture linked to housing resolution. 142,000 to rental assistance and 133,000 going to travel and relocation support outside of san frap to a safe housing connection. 84 that resolved with problem solving over 24. 10 families and 6 youth under 24. We are look forward to seeing the investments grow with the addition of 75 slots of problem solving. [speak fast]. And for housing place ams our placements rose in june. 191 placements. 70 of place ams were adults. 10 families and 19 were young adults. Between 18 and 24 years of age. We increase our housing place am in fiscal 22 23. With 2, 600 over the year. The 12 increase in place ams from left year. Showing the impact of the housing we brought online through the homelessness recovery plan. We have a new housing dash board n. Total we have 13, 237 units of Supportive Housing with 16, 732 beds. Housing for adults over 18 and specific to youth, makes up 10, 891 of the units or 82 of the portfolio. Housing for families with minor children makes up 2, 346 of the units. Or 18 . With 5, 730 beds of the beds 2, 080 for people who are unhoused in 1, 072 for veterans. 830 for youth between 18 and 24 including parenting youth. Can you see the data on the website. This is an improvement from the inventory project to add units. We are glad to have this public to help people understands our system better. Do you mind reading that again. Did i cut out. It is just i could not see it on the slide. The numbers. So, in total we have 13, 237. Units of Supportive Housing 16, 702 beds. Housing for adults over 18 including housing specific to youth, makes up 10, 891 or 82 of the total portfolio. Housing for families with minor children makes up 2, 346 of the units. Or 18 of the portfolio with 5, 730 beds. And of these beds 2, 080 for people who are chronically unhoused. 1, 072 for vet reasons and 830 for youth. Well make sure that is on our website so you have the details. Can i request a question. You may not know the answer. I would not expect you to. Out of curiosity. What percentage of in single occupancy hotel . Commissioner, can i have you poke in the mic. Sorry. When percentage of well, 13,000 in single occupancy holing. I dont know. We can get this, we will put together a charter this shows exactly what type buildings the houses units are in or whether they are subsidies. That is included in this number. Great. Thank you. So for housing vacancies we increased accomplice ams and inventory we are seeing vacancies tick down to 7 . This month you see in the chart on the bottom right vacancies of continues to decrease down to 8 opinion 7 with 759 vacancies. We talked before why we have vacancies in the system. Well have some because of the turn and because of units off line for maintenance and for hold for example transfers. We want to be down with the number that is more like 3 huh human we need to act on quicker. And then in terms of housing accomplice am continuing housing accomplice am updates. The decreased vacancy show the housing accomplice am team usa work. In several strategy its reduce the vacancies unit refuse at and participation protocol to prioritize clients engaged and not refused. Expanding the roll of case managers document readiness. Completing the inventory tracking all housing in the one system. For transparency. Sorry. And better work floechl conducting i direct accomplice am pilot with healthy Street Center this summer. Through the pilot we move 12 people from the streets to permanent Supportive Housing. In the Evaluation Phase with that really want to make sure we focus on equity in that system and had it is successful and we are move being people in who are ready to stay in their units. And we will be relunching that as an on Going Program the middle of the month. And some of the recent accomplice ams where the lack of the hotel guests pending move ins. We stopped tracking shelter in accomplice hotel guest out come the end of 2223. And in totally quarters left to stable housing locations. 1, 835 people including 2 thirds of eligible for the housing process moved into housing. And then in terms of the emergency housing vouch are roll out. Move ins are continuing through the voucher system. We are getting close on issuing all of our ehvs. With over 1,000 referrals. We are continuing to refer newhouse holds based on original referral source to reissue expired vouchers. Late july nan 38 vouchers issued. Some reissued and 675 households move in the to units. Families and adults the largest move nothing housing with 216 families housed. And turning to updates from housing a focus group with permanent Housing Residents and providers for equity on ph s cites hsh and the majors office of housing and community development, developed a new San Francisco Emergency Rental Assistance Program policy that supports psh residentses to use this program. To access the program tenants work with providers to develop a payment plan for back rent and payments for 3 months once that is done the provide are helps with an e rap application to pave back rent. They are under way at city garden family permanent Supportive Housing and expect full lease up to happen by october of 23. Moving on to shelter. We rolled out the newark did you tell reservation system last month to make referrals to cites. We have preliminary data from the wait list. July 5 and 24 there were 18 sign ups on average. 3 quarters of sign ups online and 25 over the phone. During the weekdays when reservations happened, there were average 23 shelter reservations made daily. As a snapshot of july 25th, 250 on the wait list and 3 people gone on shelter. And then in terms of the over all shelter inventory. I reminder or public dash board is live showing shelter capacity and occupancy. July 28 we had 90 rate with systems capacity of 3, 136 beds. And moving on for additional updates. I will start with local legislative update. We got approval for piece of legislation through the board process before the august recess. And this included 3 shelter booking arrangements. Agreement with providence foundation. This agreement allows to continue the oasis and support. A revenue agreement with San Francisco house to use 50 project based vouchers at city gardens. Acquisition of 1174 foalom and approval to apply for funning for 42 otis street. All 2325 budget legislation including the our city our home trailing legislation. And before recess, we introduced Grant Agreement amendments this would be heard in september to extend services for 4 programs. And the sum and are pull we have additional legislation on the horizon that will be taken to the board. Including 5 Service Agreement amendments. 3 lose or lose extensions. And the proposed acquisition of 42 otis. We have legislation to update the starnsd of care for city shelters. A new mo you cans going to the port for extended term at safe Navigation Centerful legislation requesting authorization to apply for the 20 tea hud annual grant. And we participate in several hearings including the hsh plan. A hearing on city contracts and a hearing on the Housing First model. This summer we are working on responses to the civil grand jury report titled hitting the performance bulls eye. Better out come in Homeless Service 3 finings and 4 recommendations i gallon through the first is that inconsistent metrics in our agreements imparris the ability tom evaluate the contractual performance. We agree. This is long a need in the department. Now we have the Data Infrastructure we focussed on for the last several years zoechl all the client level data in the one system and focus on standard iegz the metrics the civil grand injury recommended. This will be done drawing on the forth coming Performance Measurement plan from our strategic plan. The second recommendation is include measures in all agreements to track out for subpopulations. I was told to we should not use subpopulation we will find another word. When we mean is all of the populations we focus on whether older, transgender people, people color, et cetera. We will be looking to track those out come pacific low so this people can see how we are thinking about that and how we are thinking about the interventions we need to provide. Since all agreements include requirements about data, this has been completed. So, and then moving on the second finding called out insufficient Program Monitoring imparris ability to evaluate providers. This is true. We partially disagreeful we have policies to improve Program Monitoring. Per the recommendation to fiscal monitoring we are in the process of rolling out the policies to all programs, teams in fiscal 2324. The third noted that the city Performance Scorecards the control are manages dont report on the 11 population in our plan. We disagree with this a Performance Scorecards are not the place to provide this did thea. We will develop reporting about the strategy plans subpopulations not the greatest word based on the Performance Measurement plan not on the performance scorecard. Updates from the other bodies. The local homeless cordinating board is starting the work on the continuum of care application in full force this summer. The application is due on september 28. And the leads on this will present on the care application to the commission. There are 2 open seats the Commission Must consider apointing the shelter are monitor staffing is moving over to hsh. And we are introducing the stoornsd of care legislation in the fall there are 4 vacant seatos this committee. The shelter Grievance Committee is conducting all meeting in personal with the next on september 12. And on that committee there are 6 vacant seats well is a lot of work the next month or 2. And an update from Equity Office we launched the bipoc lead funds in july 17th. Mrksz are open until august 14 and issue intent to award in september. This fund is tindzed for organization hos have at least 70 black Indigenous People color to use for Capacity Building, official or technical acest asbestos. There is 900,000 available in total and recommend organizations apply between am 25,000 and 100,000. More information and stepos how to apply is on the hsh website. Please share this with your net works. Also appropriating the third serious of Racial Equity staff train nothing september and october. And as i always end hsh is hiring. We appreciate your support to director candidates to our departmentful positions are posted on the dhr website. I got my staff here who can help answer questions. Thank you for your presentation today. Are there questions or comments from the commission . Commissioners . The graphs are helpful. And i think that you know thinking about accessibility how people can tune to better understanding where the system is at and developmentment it is irrelevant in like gears are moving. You know. From this presentation thats what i take away. And so i thought is there politic to have a visual map of the Housing Stock . So, just an idea. Thank you. Thats a good suggestion and we can do that. May i addon that be helpful to see what the vacancies are. My understanding 98 percent are in the tenderloin. Got t. We have that information and we are happy to share. Thank you. Director. First, i just want to commend you. On this excellent report. Clearly a lot of work went in it and so thank you and thank you to your staff. For putting all this together. I want to commend you on just an instructor ing amount of progress made on different fronts. And it is visible. It is nice to see a lot of progress on issues that have been difficult to find progress o. I appreciate you. And appreciate your staff and the work you are doing. I think showing in the results. Couple quick questions. One, you talked about refusal rate being a criteria for yes. On page 11. That you have a refusal and participation profit cal to prioritize clients engaged and not refused. 3 questions about that. One, do we happen to know or can we finds out what our current refusal rate is . And may be i should ask one at a time . Yes. We can. Second, how many refusals would trigger a lower priority. Im thinking what if somebody got accomplice in the manage that was unsuitable for them. Does this trigger lower priority or does it take a succession of refusals to yea i will ask Deputy Director to answer that question she is our director of programs. Great. Hi, commissioners. So a refusal happens, there is you know there are alternatives this can be offered but you are speaking to refuse what will unsuccessful or someone in the apartment or unit . I think when im talking about specific low is there is just reading the sentence there is a protocol to prioritize clients enengage exclude not refused they are higher priority for housing. So i wonder, what how many refusals does it taker tell me more about how refusals trigger somebody to not be prioritized. I understand. So right now we are giving an, giving a choice of 3 units. When folks are placed. Right . If there is a refusal of the 3 units then they would be moved in the queue again or moved back in the queue again. Will so they can come up. I think im understanding or if im not understanding. Yes. May be this is helpful. Per of the reason we do that to make sure we are really lowering the vacancy rate and not waiting long for somebody to make a decision but want to bring them become in. To the queue so they still have a chance to move in housing. But we want to we want to get this vacancy rate down and the 300 i mentioned this were focusing of and so we instituted that policy. You know i think if we dont know the answer for how we determine the refusal length or how long it takes to come become and tell us we get this information for you. You can get back later. To clarify you mentioned 3 shelters i thought this was. System ouied 3 units. 3 offers. Placement. I misunderstood. I can come up with more information on that. Thats i think what i needed to do. The next question you may have information on as well. With the shelter placement waiting list. I than this is done at 3 cites. Thats correct. New Online Program when is the over all capacity at the 3 cites . I would have to get numbers for you okay. I would be interested because it is you know it does electric like there are a lot of people. We are managing 3 reservations. One3 a day. But it sounds like there are 300 people on the waiting limps im wondering what the over all capacity of the 3 units are. How many vacancies. None since people on the waiting limps but get a sense how much of a backlog in capacity there is. Right. What i can do is go become exit will look at the total number of units or beds we have available. And compare that to the list as well and get a time in regards how that movement will happen. For folks off the waiting list. And ensour we have enough beds. Im trying to get a sense the log jam. Thats right. And what is our through pump you know how are we dealing with the turn . And how could we add to that capacity. Am im excited seat program reinstituted. I think it is helpful. Appreciate all the work that you and your staff are doing to get this up and going. And it is challenging and it is grit to see progress. Thank you. Just 2 other quick questions. One, i think it is a different topic area. One is thank you for again letting people know there are open positions at hsh k. We get a progress update on how many vacancies are at hsh and what is full staffing might be look like if we had them filled. Yes. We can do this. I dont have it. We have been hiring but get what for and you may be that is something we can include in my report each month. It might be helpful. Yea. And helps get the word out there is capacity to be built. Last question. Easy one. Ful Shelter Grievance Advisory Committee 6 vacancies. How many seats are there . Total . I will ask our Commission Secretary. To answer that question. Okay. You guys can look that up later and let others answer. Gi believe well is 11. Okay. We are more than 50 vacant. Okay. Great. Commissioner. Vick have one question, director and on page 20. Has to do with civil grand jury findings. And question about how the department is considering the develop the of consistent metrics. Appreciate the work done in terms of creating i Data Infrastructure to evaluate promise. I know the city departments have done this work in creating consistency across Community Based organizations. And many years and departments. And i have a question as to what the departments approach will be. Will you engage Community Based organizations in that evaluation update process or will you. How is the process . How will it work . We will engage our Community Based organizations. I dont think we can without them. We have to have their buy in. We also. You we are done work to make sure we are collecting consistent data. We are now working on really making sure our staff are using consistent processes. When they are monitoring oerzs. And so we are still developing that and building this out. To me, we cant do it without a participation process it does not work. So, and i think it is important to remind awful our us our staff that this is a partnership. Wont cant do this work without the Community Based organizations and we need to hold them accountable to out come. One thing we are really trying to do with the 5 year plan is move from just the widget counting we did before to out come based and to making sure we are tracking them and we really know you know now that we have the unit level data and the client data, we really know that we are housing people and we know we are moving people through the system. Whether it means off the street, which is the most important thing. But out of shelter. And in housing whether it is in our system or outside of our system. How we think about diversity across the city. A question about how much is in the tenderloin. We are trying to think. Outside of this. So there are things to consider but we are moving from saying. Okay we had x number of service which was confusing. Not only to us but the public. To what does that mean . What does it 19somebodys life. We have done work to get moving on that and we will continue dhoun path until we have the data that shows our system is making strides. Thank you. I participated in the performance based contracting with Human Service agency many years ago and it is an effective process. So that might be a model for you to consider in terms of how yea. Departments developing. And thats another thing that director cohen and i in a meeting yesterday to talk about that. I think you know, that can be an effective tool. Thats another place and specific accomplice we have to engage our provide and ares bring them along in the conversation and make sure they are with us. Because, otherwise it does in the work temperature is an effective tool and really does show and tell the story different low from when we currently have. We are interested this that. Thank you. I want to tight 2 points together. It is bring up a lot. So commissioner you brought up how we look at the data from the vacancies to the wait list and where is the turn . And then for sure you are talking about like Program Monitoring and evaluation. And having work at a few shelters i can tell you we talked baptisting to depoliticize housing and that sounds like the reality is im grateful for the Culture Shift t. Is about being human first. And so i appreciate you bouncing the partnership aspect because what happens is if we look at it lodge ~ically too quickly. Push forward with place ams. So people are not waiting we lose the quality of care if not assessing are the cites under staffed. Do they have capacities. When is the impact on the staffing if we put them over capacity or too much pressure on them. Are we focusing on the quality of the service there receive figure they enter in the site . So, i just appreciate the few points want to say the strategy and specifically you know the finding recommendations here i appreciate i think it could take things a step the a time so we are not getting ahead and grating more problems down the line. This will be a strong piece. And i appreciate commissioner albrights suggestions, too. Yes. Am did you have a response . No. Well, i want to say that there is a lot of progress that has been made and that needs to be upliftd and highlighted. I think that there is a saying well is always one room never fill third degree is room near improvement. A need for that. But i do think this twhoing we can say what hsh with the limited staff has made strides to leading in the direction the right direction. I want to commendsow this. And there is a lot of pilots that im hearing that is helping i wonder photocopy we could have a slide that looks at the pilots and where they are going. I was curious how did this number change how do we know not. Was data clean up . Yea. Commissioner, thank you for the question. Emlow cohen, so the end of the wind down there were several people who had not completed the housing process but in press. We moved them to shelter and continued to work with them we track that data over time and now that the population of folks in sip hotels are rehoused or we completed that process. We have been able to clean up the data and make sure we are counting the accomplice ams made a while after. Terrific y. Thats great news. I had a quick question on the out reach you said it was due to staffing changes the out reach like in our poke and december we had done 5,000 out roach encounters and think it dropped to under 2,000. More then and there half decline and so i then and there you mentioned in the left meeting there was a expectation that the contract would be potential low changed with provider can you talk about the timing of that change over, is this the source of the impact and when would we expect the numbers might improve. Why i did not say dmrn there would be a different provide are more this we were procuring that contract. Where thank you. We notoriety process of finalizing that. I dont think thiss med a difference. Staffing is challenge pregnant continues to be in role is tough. And i know gone out and met with the members and talked with them i know they are approximationate about th work and their enfwajment. Like tefrg has been hard for our contractor to maintain full staffing. In addition people if they wanted were interested with the hot team they would not go to the city website. Where would than i go to apply to become an out roach worker joovm to the health website. I can coloneling tact them that way. Thank you. I also excited see that the shelter client wait list is in prescription and no personnel people added themselves to the wait list and got in this way. This is wonderful to see this improve am. I think and the left mote you go mentioned, you also agreed that 90 of vacancy was not our goal should be higher. I want to reiterate the goal to get to 95 . Occupancy . It is in the a firm target. We 9095 would be ideal. We need a bit of flexibility. But we want to get it honed as much as we can and get to 92 or 93. Thank you. Il get this log in the my brain. If we add it to the slide that would be better. I also i wanted to ask about safety transfer process within shelters. I reason encountered a situation somebody requested a safety transfer this process was oshg pang. Especially when people are having issues with staffment and not with other residents. I wanted find out more about what is safety transfer and shelter what does this look like. And ensurety person does in the result in become to the street. Why director chan . Wee have our transfer request office and transfer team. And they electric at requests come in individual low. We have a team of about 45 that case managers this look at the h transfer and we work with the individual in order to accommodate that how would the individual request a safety transfer . Do they have to go through staff . Is there a way for them to request it directly with the 45 case managers. Why yes, well is a form done. Most come through the Property Management or the individual themselves. Into our transfer request office. Specific low like how did the read get in touch a 311 call. No. It is a form and i believe the form is on our website i have to check that im not sure upon dont how do people know about the form . Yes. How do we tell people in shelter this is tr right. Partners know they can they can happen in the property itself. So within what portfolio of the properties we are working with, one of our providers and they are asking for units we can they can transfer that. Sorry shelter. Thats right. Thats one piece the shelter piece itself if there is a safety piece. It goes to the rto or informed they know that transfers can help and know how to inform machine than i can request. I do think that i know of 2 people this fell from shelter without understanding this process. So. May be we can reriterate the process there could be a way. If people are afraid to go to staff. That is manage we can post or we can get the information to people in shelter. Why absolutely. And the individual is still needing a transferil be happy to help. Things like that come up the directors med it clear i can direct the issues to her. Thank you. I guess the last question i had you had listed in the legislative agenda all of the contracts this are going to be heard for approval by the board. And i then and there one point we talked about the body doing those contract reviews. I assume a prestep to their approval of those contracts. I wanted confirm had the time line is to enengage in this work. Do you when we will start that process . Will we start in september or october. I believe it is october. November. Soon. And we are plan to bring every contract that is 5 upon hub thousand dollars or more. To this body. And i personal low think tell be a good way to make transparents what the work of the doesnt and what the different interventions are. And because in my experience, it hen helpful to have the staff give an over view of a contract and it is helpful sometimes to have the contractors in the room and they do come for those. So, i think that will be extreme low helpful im looking forward to this process. One of the things that i think the public probably knows some level may be not fully, is this other departments work through employees. The Police Department most of the staff are City Employees. Fire department most the staff are City Employees. The department of Public Health, much upon is City Employees the d. Public works much of this is City Employees in the case of hsh you are working through 80 some contracts with different. Providers with in with multifull contracts. I think it would be helpful to e illuminate the complexity listing all providers that are have condition recollect and how many there are. So we get a sense of the scale and magnitude of the management prospect. Thank you. Quickly. Thank you. The transfer piece. I want to second this creating more access to the information within the provider community. I think would be helpful. You know i was an ambassador at 5 key in 2020 and lost [inaudible]. We did not have enough information at this time. We remember in crisis and other ways. But for example if machine is being targeted as a youth boy a sexual predator in a shelter we want people ton and the staff and not front line staff know if they hear this information from someone in the shelter this they can help that person transfer to another site. And alternateively may be a strategy on or abouted if there is one person who is receiving a lot of you know the staff receiving feedback about a person and acting Violence Toward people inside of the shelter. When is the strategy in which the department can support the staff and the site and you know not putting that person become on the street but moving them to in a place more appropriate if they are causing harm to the people because it it is heard to navigate Living Spaces like that if one persons trauma is making uninhabitable for 10 people of im glad we are talking. Thank you thank you. Commissioners. Id like to open on this discussion to the public. If there are members of public who wish to make a comment on item 6 you may do so at this time. Hi. That was irrelevant [inaudible] im starting to learn more about the process. And thank you so much sharing that presentation. It brought up a few questions. Both collectively staffing and the Decision Making that goes around what metrics you will use to represent you know a broad are demographic. And im wonder figure there will be public over site over what the metrics are. You did mention you are utilizing the one system but you know going back to staffing when we are dealing with community that is serving community specific low in the transgender nonconforming community; holding on to staff is is a lodgist cal issue on parwith supporting community. A lot of traumas are shared with the community we are serving. A lot of obstacles to actually stay housed. I got so many Staff Members that are living in sros. Our connection to the staff or to the community we serve is we are so close to being homeless ourselves. And to hold on to staff is really difficult. When there is not, lot of oversight over who holds the contract. And how they are managing or mismanaging the site specific. And i believe you know the rest of my narrative but if we are collecting data i irrelevantment to highlight this a lot of that data modes to be collected around the staff themselves also. And how we will retain being Community Based. Thank you. Thank you. Im here on she, her, they issue them and speaking for myself im here on another item the directors report caught my attention. And jump out at me o. Refusals and vacancy things say that after the broken home series in the chronicle im not surprised the tenants are refusing based on the conditions some need to be demobilized with Just Transition for the tenants to better housing when i was at the 16th and Mission Navigation center i was offered the most challenging of buildings including the mission. And i ended up in another building after like the third try. These are large buildings with serious issues not built for us and you cant expect us to dot heavy lifting. On Grant Agreement with the tenderloin claim them is an example why big cert not better. The Service Provide and contracts. Multiple. This is a very good suggestion. Thank you. Thank you for your comment. I want to reiterate what this gentlemen said than i were great comments and when im i did not hear in the presentation was the idea of best practice and in every strep there is a best practice and i think the people have great ideas for what can be put in best practice. From the community. So that can move forward with the best way to do this, right . But commissioner evans thank you also for talking about who the City Employee and who is in the. I did not know that. And im wondering if why not, i dont think the City Government runs anything well but why not make them City Employees why dont get stream lined under our governments so we dont have a billion dollar industry in the helping anyone. Move out of homelessness. Im wondering why had is not something this could be happening so you dont have a squeam attic of 80 organizations you are trying to manage and figure out where that money is going. Thank you. Thank you. Would you like to make a comment . It is not general Public Comment. Im brad mc milan. Im concern body an issue around homelessness. Mr. This is Public Comment on the directors report. Our next item is on yes or no Public Comment. Okay. Sorry thank you. Hi. Im tony call me anything you like i work at the Navigation Center listed on hsh home page. And as serving the transgender, gender nonconforming or homelessness. I found out this we are listed by name and number for referrals and i found out the other day months of referrals were not process in the our system we have a separate system. I have been at the Navigation Center since it opened in various positions on various shifts and it is entirely mismanaged by paraphernalia organization. Many human right and worker right violations reported to our hsh Program Manager patrick. And not saying to silence and i have received disciplinary action because of political protest im not a City Employee. I want to use this opportunity to really advocate for i know that am the in the longterm this this will be done in the fall. Will be over there will be an over site but that currently, people are suffering and that there needs to be a short form way to get to the top for the people at the b. Becauseir have been trying for a year and a half and many, many people have not been heard. Mo who need to be heard. There is so much knowledge to be gained. If we just step past our fear. I realliment to encourage that when you go in to collecting all of this information. You talk to the guests and talk to the program and talk to every Single Person you will get a different story and you will have the picture. Right now. I like to advocate for my center. It is unique we receive all people from all over the states in the new way against transpeople we need to take that responsibility seriously and hold the peoples lives seriously. I have 40 seconds but i think im done. Thank you. Thank you for your comment. Im cj ross. Im a native to San Francisco. And i have been experiencing chronic homelessness due to tragic circumstances with my life. Lack of support my loss of support systems and loss of health. I have been concernically homeless since 2018. As a sickthieneration San Francisco native is challenging to comprehend how this is possible. I have been on the street. In the shelters in Navigation Centers and in sip hotels overnight course of these years and still not received housing. And this has driven mow to want to understand the upon one system. The system that holds together this central sort nayedent row accomplice. That is supposed to get mow through homelessness and out of the street. So. As a citizen, i have investigate in the it. Gone in the hsh website and i looked at your notes. Thank you for your work. What an amazing under taking must have been to not just take overnight data but understands it. Yourself. As a private citizen, i say i have a lot of trouble understanding the data and the system. And part of what i like to see happen is a consolidation of verbiage and the format of the data i am i have a learning disability i have a hard time understanding numbers. For me when i look at the data, im confused by the numbers. And having to switch my understands to percentages. When im looking at the information it make its impossible for mow to retain of picture how the system is work. I see it presented as a year and presented in montes and for me as a citizen with a learning disability and homeless it is like my minds explodes and i have a hard time of i like to see the formatting of the data more consistent. And also i like to see a narrative. Presented on hsh the website and on the dash board words to help me understand and help my fellow citizen understand. Thank you. Sir. Thank you. May i follow up question. Yea. May she. Sure. I would like to know in your left cord nayedent row assessment did they tell you you were housing or referral or problem solving status. I was like 2 points under housing referral status after years. I will tell you how traumatic it was for mow to answer the questions. And to have my Life Experience turned in points. That prevented mow from having housing. Was heart breaking. And thank you for asking. It hen a challenge and i look forward to seeing changes made. Thank you for being brave and coming here to tell your story. Thank you. Are there other, thank you for your comment. Anyone who wish to make upon comment. Do so. Good morning, commission. Thank you for having this meeting. I want to say one thing is when you dot studies to make sure to include the First Respond are community myself i work as a firefighter in San Francisco done so for 9 years. And a lot of us have close contact with the Homeless Community on several times throughout the day. Specific low the ems division and there is a program called ems6. Which was created about 10 or 12 years ago by a captain. Can you repeat the program again. Ems6. And he might be upset for dropping his name. Neil who is a rescue captain with the entirety created an Effective Program this helped many homeless get out of homelessness. For some reason the program was stopped and then reformed again. I dont think he was involved but a watered down version whf we created and not as effective as his program. There is a lot of answers out there i would suggest if you consult fire sxeshgs ms community. Thank you. Thank you. Other members who wish to make comment . Yes , sir. Good morning. Im jake hunter ortega im a former low homeless person grew up in a shelter year list and years live nothing a mogul and traveling. Had i want to ask on page 7 of the problem solving resolution, there was 2 point this is jumped out at me. It was a top 5 Financial Assistance. It is move in assistance for housing outside of San Francisco. And travel and relocation support outside of San Francisco. And my question or concern is are we track being the individuals receiving funds outside San Francisco when cities they are in . If they are back on the street and the second point are we receiving information if these are repeat individuals. Thank you. Upon if i can say chair that is manage we can add in our slide deck. It is a good question. Good morning. Im richard. Resident of d 3. I wanted to comment on some one deficiency. In the contract system. Deal width homelessness. I have been advocating for over 2 years for a homeless individual that is my age im 77. And he has been at the shelter at fifth and bryant for 5 years. He cant get traction. With the different caseworkers this he gets assigned to. They go, way. They there are assigned somewhere else. Moves to the bottom of the list. He does not have addiction problems. He is not an alcoholic. He is just poor. He has been there for 5 years. He has not got supportive house thanksgiving indicates what some of the deficiency in the contract system is. If that individual was assigned somebody that worked for the city, you know looking for their pension 20 years out. I bet he would have housing by now. Thats one situation. Thank you. Thank you for your comment. Any other member when is wish to make comments regarding the directory report do so. If not we go to remote comment. What i suggest is holding that until our general Public Comment we will give you an opportunity to have 3 minutes. Well is one caller in the queue. Chair. Go ahead we hear you. Upon seems like. Thank you. Okay. Move on to our first of all i want to make mention of the data issue. I hear the public in terms of reading the numbers as a data scientist. It takes mow a lot of time to understand the numbers as well. I do think this it would add have you to add qualitative story telling in the data as much as possible. We will work with the director to see if we can make that happen. I do want to mention this and acknowledge that as a real issue. Lets move to our next item which is general Public Comment. Commissioner secretary. At this time member of the public may address the Homelessness Commission on matters within the commissions jurisdiction and not on todays calendar. Comments pacific to an item on the agenda may be heard when that item is considered. Members of public may address the commission up to 3 minutes general Public Comment continue to the end of the agenda speaker if exceed 15 minutes including remote comment. The commission will hear Public Comment for any speakers in person first. We ask that all persons making Public Comment state name this is in the required. Thank you. I wanted to make mention the time is 1020. We will end general comment at 10 than i if we need to go over we will have additional comment at the end of the agenda. Yes , sir. Again. Im brad mc millen. I wanted bring out the issue of drug tourism in San Francisco. Has i learning are impact on the Homeless Population that is acknowledged by this commission. There is a significant number of people who learned how to gain the system. They come to san not from here and learned how to get benefits i have links to issues this will back up this situation. First is Police Commission meeting. A few weeks ago. The police chief bill scott mentioned 3 were from San Francisco. And the rest from out of the city. Next is james from texas who came here because he says the city is soft on crime and gentleman assistance is easy to get. He said he gets 620 in cash and 200 in food stamps a month and took one phone call to get that. The next one is josh. I 20 year old kid from idaho. Who came here because it make its easy to get drugs and went from smoking meth to shooting up. And then the final one parker twentyfour from tennessee has been here a few mont and drug of choice is fentanyl. When we are seeing on streets are a serious human tragedy. Two people a day are dying from drug over dose my neighbor work in the a hotel in the tenderloin. And he said that last year hay had 3 people die of over dose in their hotel and all 3 were kids in 20s. We have children coming to our city getting benefits that they should not be getting. Getting addicted to drugs. Over doze and dying. This is a terrible human tragedy and i hope the commission will begin to address this more effective. And one of the most effective things i think can be done is to tighten up on who they are giving benefits to. San francisco has a reputation as a site you go to set up a tent get paid to live on the streets and do drugs all day. Thank you. This needs to stop. Thank you for sharing your comments. Want to speak occurrence of oversight with hsh wide roach and the fact we are not City Employees and dont have additional protections. Is there or a plan to create a hot line for Human Rights Violations that can go within hsh or a third party to hold hsh accountable. I think that having like a way for the people at the bottom to get to the top. I want to speak to a hot line or some way that well is a third party. You know. Who the things can be reported to. Hi. Again. Spring board off what tony was saying and the gentlemen before me and bring those 2 together. There has been a lot of reaching out to hrc. In terms of reporting. I have this guitar pedal. Can you text me. So i lost my thought. Um in terms of the concerns of Mass Immigration in terms of how it represents the transand gender nonconforming community. Again, back to the metricses this would be important if we are going to hold the line of ending transhomelessness by 2027. I know i point third degree out before i think there needs to be a deep are conversation and sort of a reflective conversation on that mandate. And this is manage that we are going to manage. Whether it is a saekt iary city for the transcommunity or a reputation willingness to accept and give subsidies to immigrants from around the states. Thats a reputation we have established since the 60s. This needs to be part of the conversation with on going management. Thats it. Thank you. Other members of public. I will go. Can i request a sound affect . [laughter] im allen, good morning. And im a residents of d8 and here reporting activate. We are here to read an error important store. It is a corruption story. And a story investigated and broken by Susan Reynolds the title of the story this appeared in the times sunday is freidenback the coalition on homelessness is holding San Francisco hostage. Suzanne reynolds a form are coowner and editor in chief of the mirna times. Between 2019 and 2020. Suzanne broke the corruption stories this foreshadowed fbi investigations or indictments. A city officials which received an investigative reporting award. Susan written for the San Francisco chronicle. She cohosted and guest hosted the ryan scott show on the k go Radio Station and served as a regular expert in city corruption on the john rothman show. Id like to now intraus marie she will read the story of jennifers coalition on homelessness. Thank you. Good commissioner. This has been a great meeting and im impressed with the work done. Marie i live in d 1. Im one of the founders and coleaders of an organization soar. We are basically a group of neighbors who come together to try to help make positive change in our community and in our city. And many of us and we communicate worrying organizations around the city as well care deeply for those who we see suffering in our city and on our streets and want to helpful and we found this article highlights some of the issues and obstacles and road blks we see in the city and thought it was important to highlight. Because we allment to soch this problem we dont want people suffering on streets. So im going to read the article the corruption investigation. Of jennifer and coa everaligz on homelessness. Start with when cnn announced bay area reporter sarah would be coming to delve in San Franciscos legality cocktail of fentanyl and homelessness i knew what to expect. For the may 23, special, asked People Living on the streets why they came to San Francisco. To be homeless. And got the same answers i got for years. It is easy. Easy to get drugs. Do drugs, put up a tent. Steel to support your habit and San Francisco will fay pay you more than 600 an among for the pleasure. No surprise but cities that offer general assistance payments have more than twice the rate of homelessness as cities this dont. For example, San Francisco and new york city have the highest rates at 10. 4 and 10. 9 per 10,000 people. Lapse vague the lowest. 2. 3. With columbus and indianapolis tide for Second Lowest this is the end of my part of the reading i have to tell you. President butler, that i love your room for improve am comment and im steeling that. Thank you. Commissioners im burglar to read moving forward from the article partly because hi read it it struck me and as a social worker im grateful for this commission and for the work you are trying to do. I was pleased about some of the you are a Great Commission im pleased with hearing what you are trying to do and the ways which you are think burglar temperature this article was astonishing and clear that are whatever is going on is not work. I will continue i do think it is important to highlight this article. Still San Franciscos homeless advocates im shorter then and there everyone. Believe monset answer with organizations coaching newark rifles to say they are from San Francisco helping them navigate the system the nun profits complete when is a billion dollar industry. Chasing own tale with 59 providers receiving 240 Million Dollars in fiscal year 1920 according to the audit by the citys budget and legislative analyst. When sat down with willie fwroun ask why he believed San Francisco could not make a dent in the homeless problem. Browned, it is in the designed to default it is designed to perpetuated this. Is important. I thank you is a huge problem. It is in the designed to be solve today is designed to be perpetuated. To treat the problem not solve t. Treating the problem would you could so many things that are wrong with the way we are trying to treat this and i think it is imperative to understand the structure of this. So this it can be designed different low. So this it can be solved. I do think that what you are suggestion commissioner guerrero. To incorporate the community and putting the human first is a huge part of temperature those joup opportunity nar open so many within this community should be knowing about the job opportunity and filling them so they can add wisdom to the process. Whether edited it purpose low or not browns comments followed an interview with jennifer executive director of homelessness where she spent 25 years presenting herself as an expert on the subject. Good morning. 99 from d 2. Im representing my Neighborhood Group d2 unite. I would like to continue the reading of the corruption in the investigation story of jennifer freidenbalk. Coalition on homelessness. Birchment to thank you. It was really surprising for mow to see so many good commissioners here and and the general vibe of the hearing. And as an immigrant i dont understand why native is not priority number one or seniors 70 years old. Il read my part of the what are qualifications. She does not have combchlt here resume leads a lot of prior to edge serving director of the hunger her [inaudible] a Long Community organizing working on a change of policy issues age is also in the 99 [inaudible]. [inaudible]. No secret irs rarely audit the forms for the organizations. Over view of revenue and the groups Mission Board of directors and highest paid employees paid. Im jake orteaing from d3 and representing my neighborhood. Id like to continue reads the article about the corruption investigation story of the coalition of homelessness. For 20 ton, the coalitionful homelessness lists saul rows compensations and Employee Benefits 487, 500 with 10 people receiving the title individual trustee or director. The only salary goes to freidenbalk 50, 340 for the 40 hour work week. Where did all the other 437, 171 go . Your guess is as good as mine. I refer to her as coe of the citys homelessness marketing agency. Spending machineo sharpys on cardboard to make signs they holdup at city hall protests. Her achievement back to fund raising crafting prop c our city our home attacks on corporation this pays for homeless house and double San Francisco effort its address homelessness. Upon her and her al ice were critics of the Tech Industry in california silicon valley. From south of palo alto to san jose meching tech works the boogie men blaming them for gentrification and evictions until they saw an opportunity to make millions from the same industry. In fwent 18 the coalition drafted a plan to raise low uhuh million a year for Homeless Service. By increasing rope tax. 5 on San Francisco businesses making more than 50 million. They close Christian Evans a homeless activist who runs several hobby business in the hit and parents owns i 12 machine home in the city. Unlike low spokes person. A trust fund beach. Seen unlikely choice and pid off for the coalition more ways than one. One evening while scrolling through twitter evans came cross a post from sales force referring to the San Francisco the 4 seasonals of homelessness. Outraged she tweeted back did [inaudible] compare Homeless Services to i electric hotel chain . How out of touch can i billionaire be . Thank you your time is conclude. We are at 10. 39 we will table this until the end of the agenda. For general Public Comment we need to move on to our additional agenda items for this meeting. Thank you. Places us at item agenda item 8. Review and adoption of the hoc rules of order. Commissioners i hope you have reviewed the rules of order. And if there are any comments this you wish to make or questions do so at this timism want to yield the floor to our attorney who will give comments around one of the rowels of order items. Are there commissioners this have comments or questions africanamerican rules of order . I have a suggestion. Am i looking at the right document . What i am see nothing article 6 item d. Is the nomination consist of 3 commissioners consider candidates for appointment to the local homeless board and the shelter are monitor Committee Members and report. Do we need to add the shelter Grievance Committee . You can. The Homeless Commission already has this authority. Elsewhere in the charter but if the commission would like to make that amendment they can. To be clear. The Grievance Committee has the 6 vacancies and so i gots question is, dpo we want to leave that appointing authority through the local homeless board or do you have the answer . Accordance with San Francisco code 5. 362, the Homelessness Oversight Commission has the authority to appoint the for the shelter advisory committee. I guess i make the suggestion we add the shelter Grievance Committee to our purview. I concur as well. You feel the same . Sure. I agree. Thank you. And then i heard i bit of conversation about the setting the meeting agenda. Do we want to talk about this. I wanted hold this for last if there are other questions comments in the rules of order . Other than this item around the meeting agenda. Just to say that the full amendment in addition to including the Shelter Committee recommendation, will be voted on by the commission and so comments around brown act and sunshine will happen. I did not want to assume our agreement of that suggestion was approval of the over all document thank you. Right. And as a point, making that amendment means we would not vote on that provision in this meeting. Or we have to wait until the next meeting. That since your authority exists outside of the rules of order i dont believe it would be i substantial change. Thats helpful thank you. Id like to bring our attention to the where we are. Section one items [inaudible]. And i want to yield the floor to adam to explain to the commissioners. Why yes. Through the chair, with regard to page 13, section r. Starting with the term, agendas. The agendas for the Commission Meetings will be set joint low by the Commission Chair, vice chair and the executive director. It would be the advise the City Attorneys Office this is legal. But if it proceeds as currently written this would institute an on going committee. Established by the Homeless Commission. And that would be subject to the sunshine and brown act requirements. Converse low, the other legal option is is that the Commission Chair and executive director can joint low set the upon agenda. The chair may consult with commission numbers. And further more, the commission could consider adding a dmigz matters item at the end of each calendar that would allow commissioners the opportunity to raise signatured items for future agenda and that is something that is common law done worrying commissions. Either option is legal and up to commission to decide. Adam on the second option, if we elected to do that, and added language saying the President Shall consider commission matters. Would that have been a substantive amendment requiring future vote . I dont believe so. If the second option it is pursued that would require instructor ing out the term vice chair. Requirement the chair shall consider it. Thank you. Discussion . From the commissioners . I know this vice chair duff senot here to this matter i wonder if we can table that to a future meeting . When he is here to weigh in . I the whole spirit of the idea of the language around Agenda Setting was to ensure we did not have a situation that had been occurring in other commissions that were for appointees by the mayor and 3 by the supervisors in a way that made the Minority Group the group that was appointed by a minority. [laughter] you know. That, that minority was silenced from having you know the ability to agendaize an item. I think we are all in the mind set we are working clantive together and we are going to place things on the agenda that are of interest to 2 or 3 of us may be not all of us. I wanted to make sure that once the comp sifthz body evolves and changes, this document could lead to a situation not our desired outcome to ensure we do have that representation in the Agenda Setting. Again, total low not about this group of people but what i have seen in other city commissions. Thank you. Other comments . Yea. Im amenable to continuing to the vice chair is here. I dont have an objection to that. And i understands. The intent. Upon you know00 eye think it would be good if the commission could work toward manage we could all get behind and feel good b. Im happy to continue it until vice chair duff sepresent and our new commissioner as well. Other comments . Occurrence, questions . Im okay continuing i urge all of us to approve this at the next meet thanksgiving is the fourth time that this has been on. And we have so many important matters to discuss. I know how critical it is to set the documents. I hope we have the benefit mech thanksgiving perfect and an opportunity to review in the future i think is our right. We can bring this on the agenda any point should the rowels of order not work im okay this impacts our vice chair and understand why we would wait. Thank you. You will add to that. Consulted with adam this morning we can proceed with approval on anything that is not controversial and can adopt the by laws today and make this leave the language as is for the moment and make an amendment at the next or adopt an amendment at the next meeting on this item. I would suggest we move forward with this so we can form the committee and appoint the data officer today. Why great. The can create and lect such officers this authority exists outside of the by laws. It would be the city attorneys opinion if the commission wishes to delay the adoption of the by laws, since the other items the appointment of a data officer and the appointments of commissioners to serve on the enemyinating committee. Those can go forward without the need to adopt the rules of order or by laws. Can i ask a slightly different way of operating could we approve rules of order exception of subsection r . And have suck section r considered at the next meeting . You can. And that would be considered a request to amend the by laws at the next meeting. Thank you. Okay. I prefer we move this route to have check that box you were talking about. Yea. I second. Seconded. Third, fourth. We can move forward with adoption of the rules of order with the exception of item r. And then we can add item r to our agenda for the next meeting. I want to say that i think it is important to think about this as foundational and it is not an instructor on the person but the position. So i think this is duly noted. And i just want to reiterate to the community and the commission this as chair, i am certainly i think made the intention to ensure those wishes of the commissioners items be added to the agenda. I think the agenda items reflect that. Previously and previous meetings and will ton. In future meetings. Before we vote i like to ask if there are member of the public who wish to make Public Comment on this agenda item 8 review adoption of hoc rules of order . I have to comments i want it commend the chair and director for speak nothing their microphones we cant hear the rest you have. Just that. Thank you. Do our fwoeft speak. My wifing be thrilled to hear im not loud. Well move to remote comment at this time. Are there members. There are no callers in the queue. Thank you. Ask there a motion to approve agenda item 8 arules of order with exception of item r . Agenda. With the proposed edit for shelter grievance. Seconded. Or were you making or asking. So move. Second. Thank you. Commissioner will you call the vote. Commissioners respond with aye or neigh. Chair butler. Aye. Vice chair dufrty absent of commissioner albright. Why aye commissioner evans. Aye commissioner guerrero. Aye commissioner laguana. Aye. Approved. Thank you and we will pick up the item r on our next meeting. The time is 10 54 and i know this there are members who of the public who will be presenting and i wanted make sure they had the opportunity to present at 11 oclock. I wanted do a time check to make surety members are present. Great. So i ask the commissioners if we can hold off on the agenda items to make time for why dont we go ahead with 8b and c i dont think they will take long and oui are waiting for one more person. Okay. I wanted make a check so the members of the public who are presenting are they present or waiting on one additional person . Including ora . Ora is here . I know that it was made mentioned that 11 oclock the time you wish to present. If runs a bit over 11 will that be fine . All right. Absolutely. We will move to agenda item 8b. This is the data officer election. Chair. We dont have quorum now we have to wait until member returns. Clear clear a break a 34 min clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear clear i want to make clea anr announce am there are members of the public who arement today make Public Comment remote low. Manage is happening with our system. I want to make sure that may be they can hear me that they if they wish they can write to our Commission Secretary comments and the commissioners the beably to review them. The e mail address is . Bridget. B ad asow sfgovtv. Bridget. Badasowsfgovtv can i does a question. Is it possible for people to leave voice mails, too if they are not in a position to type their comments . Yes. Okay. That creates more work but i want to ensure we create access for torn be able to provide comments. Okay the phone number to leave voice mail is 6286527809. Thank you im sure we are workoth tech issue in the back ground. Aggressively. Item 8b. And this is the data officer election. I want to point you to our rules of order to article 6. A. I wanted make sure we were, wear of the language as indicate in the this rules of order regarding nominations. Committees may be created by the chair or the commission. Committee members are appointed by the chair and serve on the committee at the pleasure of the chair and may be removed any time of any discussion . Which means we dont have to necessary low vote on the nominating committee i have discretion of choogs the committee member. Why poison clarification. I believe we are 8 b data officer that is correct. I jumped too soon. The data officer. Any nominations from the commission for a data officer position . I would like it nominate commissioner laguana. Other nominations to the data officer position . Second. Okay. Other nominations and other commissioners. Lets move to Public Comment and provide an opportunity to speak on this agenda item. Im peeking for myself i think it is good this we are you are appointing Sharkey Laguana to the office of data officer. I think he is a very thoughtful person. Looks at data not just as numbers but as human lives and like the real occurrence. Thats the data officer that we need. So, i wanted say that. Thank you. Thank you. Other members who wish to comment on this item . Im paulina i did not then and there item was on calendar and my comment is this my fear is that there is a lot of cross conflicts of interests in a lot of this. A lot of Board Members may be on the tenderloin dean prestons open house event and you know im seeing the same faces and names come up. So my fear there could be some hidden feelings that could be reserved or a type of you know i would like ton more. Or they are xup what their backgrounds are before i can speak on that. Thats my comments. Thank you. Thank you on your comment. Members of public when wish to make Public Comment at this time. Commissioner laguana if you wish to make comments. Do so. Yea. So i think poke in the motorcycle row phone. Sorry. Yea. Sorry. So first id like to address the public upon commenter comment. I dont have conflicts to disclose i dont sit on other board and dont pip in other organizations. I dont receive monfreanybody. Kinds of feel the character from john can you sack if say anything i dont want to take any monfreanybody i only want to do one thing. Which is try to find where we can material progress on this issue. That has vexed the city dating back to when i was homeless in 1991. And when i was a resident of an sro holing and a desk clerk in an sro hotel Civic Center Hotel for 5 years. A bit about my back fwrund and qualifications. Im most low self taught. A high school graduate. Does not sounds like very persuasive argument oft surface. That being said, i taught myself how to code. I built i business. I wrote all the code this runs the business. I wrote all the Accounting System this is run this business. I have spent probably 78 hours i day looking at code or spreadsheets. I have experience working with banks at high finance levels. And i have experience working with, legality of organizations, i was previously pedestrian Small Business commission. So im familiar with all the different data points around our citys economy. And thats also a part of this puzzle that we are trying to unwind. And as somebody who has previously homeless. I have also overnight years paid attention to the data around homelessness and homelessness issues. I have my critiques. The room for improvement is not full. And i think that there is, lot to do there. If not a fit i would be comfortable disat the end of this year. I say lets give it a whirl. And see if this delivers value to the commission as i think we are all hoping and intending. But i think it would be presumptuous. See with to see what happens and what result this is is to the Public Commenter point. Data is an issue i care about. I have strong opinions and member this has been chief executive officer of a company for over 20 years im good at poking holes when manage does not add up. And how we confuse ourselves with statistics. There are People Better then and there me. Not saying im the best im not the worse, either. Thats my pitch will [laughter]. Thank you, commissioner. Certainly i think you would be a fantastic data officer. And have my vote. Is there a motion to approve commissioner laguana as data officer . Second. Call the vote commissioners respond with aye or neigh. Chair butler. Why aye vice chair dufty excused. Commissioner albright. Aye commissioner evans. Why aye commissioner guerrero. Aye commissioner laguana. Aye approved. Congratulations. Commissioner. All right. Okay. Lets move to agenda 8c the appointment election of nomination Committee Members. I mentioned prior to our last agenda item i. Ed make sure that we understand article 6 in terms of the chairs role. Those serve on the committee. I wanted make sure we were clear and there is discussion or questions or concerns. Imented voice my support for commissioner guerrero to be one of the members of the nominating commit eye. Having had the responsibles of being on the shelter Grievance Committee. I feel that the commissioner would bring a valuable perspective of what is involved in that committee and who would be best suited serve. And i than it is the scope of the committee is to look beyond the Grievance Committee. I do think that commissioner guerrero would be set in identifying individuals to serve on all 3 of the bodies. Wonderful. I would like to associate myself with this support. I think that commissioner guerrero would be excellent at this i have not discussed this with her she may be surprised and like to nominate commissioner albright for this role. Because i think she would also deliver alost value and be excellent on this committee. I associate myself with the 2 prior comments and would recommend that commissioner evans would be a terrific member group as well. Makes my job easy. I appreciate the nominees. Other nominations . Im in favor all and a point i was on the shelter are monitor committee. Thank you. Sorry about this for the public. I do note that we there are 2 members who are not here. However, before you present i want to make sure that members of the ph s attentives have the opportunity to present so if you dont mind, we will hear from you after they present. Because of time and i want to give them opportunity to make their presentation. Lead by commissioner evans. Thank you very much. Chair butler. We had included a document presentation i dont know if there are Copies Available over on the right side. This was a document put together with work from supervisor preston working with psh tenants and advocates on the current eviction policy and recommendations. To make changes to this policy. At a hear nothing march this year lead by supervisor preston revealed that the city paid for the eviction of 774 people. Since 2018 and this in 3 year 25 of evictions came from some 75sro funded by the city. And many the city paid for the e vision prosecution special the defense. Money spent on both sides. And most often with the rust machine homeless and disaccomplice friday so called permanent Supportive Housing not so permanent. The process a very defy nifgz self defeating. It was rekosovoed many of the evictions could have been, voidd and i part behalf today is hearing to give you the opportunity to hear from people with livid experience permanent, spicht housing tenants threatened with eviction or have been evicted. We have with us here a member of the eds. Will be able to tell us about her experience of who the edc cease coming in and when type of evictions they worked on to avoid. Together with supervisor prestons office, we the psh and edc worked red line the policy on evictions. They also have sum rised 10 specific recommendations. In this presentation. In speakers had an opportunity to present the recommendations to you the hsh Department Program director chan earlier this week. And today we did not ask the department to make a presentation this is a discussion item only and for the purpose of giving those that are impacted by practice and policy to address their concerns to our commission. So i will hands it become to chair to commence Public Comment so our speakers and members can share experience and recommendations. Thank you. A point, for the chair. I believe this is i discussion item forum and anyone can present during general Public Comment on this topic. Thank you. Thank you. If you did not hear this is a general item for the public you have 3 minutes everyone has 3 minutes to make comments around this agenda item. We want to acknowledge davis and [inaudible] [inaudible] david lewis. Liza. Ora [inaudible]. Okay. I will i appreciate that i dont want to butcher it further. I want to make sure that the public outside of those names have the town to make Public Comment as well. Her name may not be pauline. Thank you. This is the floor is open to members of the public. Im jorden davis i want to thank commissioner evans for taking us support housing attentives seriously im a tenant in sro run by the worse e victors in the portfolio. Start with history on this issue. In 2014 and 2015 supervisor introduced legislation 10 years over due provide reports for eviction reporting and pass without rent it was a case study yu would engage stake holds and not do things to make yourself look g. Took until 2019 i pushed for a measure in getting [inaudible] 30 of income. An issue affected me and 3 thousand others. [inaudible] next [reading very fast] the end 2021. Earlier in 2021 possible low influenced ph s attentives rent burden. The chronicle lead to the broken home series. This series like in the first 2 articles featured 3 tenants evicted one of them f is here now pauline and the other 2 are black men like one is disabled and queer who are evicted for reasons. Nonviolent reasons for minor rules violationor not being able to do certain things and that is the target for like who we are trying to protect from evictions. This lead to a hearing by prestons office in march and weak policy by hsh which lead you to am attentives doing a red line lead to the 10 solution in the packet. I want to elevate 2 occurrence. One the issue of rent Payment Methods see should paycheck or remote and not force third party checks unless were late or bounce checks and late fees band and talk about evictions for substantial nuisance. It is my landlord tenderloin housing thinks that blue hair die stains are a fire hazzard. This is going to retaliation issues. I know attentives want to speak sheryl do you want to come up . Hello im sheryl. Im Community Organizer as well as a pndcsro tenant that is being contained there. So, last in march reflecting on match hearing. Opportunity to reduce evictions through Better Process such as transfers. Arbitration, better support for tenants. Thank you. So, the ratio should be according to policy. One case manager to every 25 people. In my building i have our case manager is one to our whole building as well as the building on the corner. She is also on call for a third sro. This is insanity. So people do not have a case manager to go to. She is always busy. Doors are always shut. The manager always refers people back to the case manager who is absent. Well is lack services, of course, but she is never there. When people need help or something come up, such as evictions. Physical mental. Things that happen in the residentful they have no one. That leads many times in violence, eviction. Abuse. Also i wanted say that there is a ratio of 8 women to 30 men in the sro building this is are being abused. Abused. I have been physically abused several times. And asked for a transfer. For my safety and i was offered to move to the fifth floor. Because of the category that im inform it was all about category and policy. When it came to saving my life and it is not about policies not happen when it come to Case Management. This really needs to be looked at. Im red to walk out and become homeless again. And stop paying the rent. Or being evicted myself because of lack of Case Management. So. Thank you. Thank you. Good morning im liza. Im a Community Mental Health Activist im here inspect. June of 2008 of 2120 and september 24 of 2021 it was ruled for Case Management ratio in all Supportive Housing. Navigation centers and shelters. It has been denied and at the Sunshine Ordinance Task force for 3 years and will not be answered. Gave me an incomplete limps i have 300 correspondence. I want something didnt kwk okay that is a serious violation to state ratios. And killing people. In 20 upon antibiotic19 worked with the examiner on throw unsupported in sros. I will leave it to you to look at in the continues environmentally. And physically. And emotionally. That are destroying our populations. I like to make recommendations for policies this can be implemented the Mission Statement of the department of homelessness and supporting housing aims to make homelessness in San Francisco quote, rare, brief and one time through cord nayed compassionate and highly qualified service. Do i need to repeat that. However i believe the Mission Statement is not upheld. To address this issue i suggest changing all statements and contracts and documents between Property Management, Case Management and tenants must or shall ensure consistency in resolving problems and evictions. Additional low, adequate support by certified special licensed case managers and peer specialist this is year have become billable to medicare. We are now the face of Mental Health. I want to bring attention to right of organize under 49 of the code. I with others and certify the spiffs have witnessed incidents of retaliation. Accusations that lead to banning from properties without proper documentation or justification. This is i violation of rights to choose a representative. I urge to you consider the amendments to hsh contract and serve Supportive Housing with an equality and a playing a fair playing field. Thank you for your time. Thank you. Good morning. Dave youd eliot louis coshare tenderloin peoples congress. Unhoused personal i lost my apartment my market rate apartment due to eviction. I put mow on the street. I was rescued by permanent Supportive Housing. And lived for 13 years as a resident in permanent spicht housing and learned how the system works inside and out. I became a city commissioner myself ash pointed by supervisor breed to the citys Mental Health board. So, i sat on both sides. Had i wanted to say is there are solutions to help with this problem. One of them is to try prevent evictions from going to court. If an eviction goes to court and goes to judgment in 60 days that will be a mark on that individuals record for the rest of tr lives. When they try to rent again from a lan lord this can be looked up and denied housing they once had a successful eviction. Okay. It does not the case did not go to adjudication and resolution. Still, it is a traumatic experience, courts are bias third degree is my own experience going to court in an eviction case. They are biassed toward the landlord the laws are biassed. It is intimidating and expensive and traumatic you want it out of the courts. So our proposal is require precourt filing arbitration. Obviously the arbitration fails or the tenant refuses to participate it gallon to court. Give an opportunity to plead their case nuisance or nonpayment whatever the issue before a biening arbitrator that can resolve the case. This all done before unlawful detainer is filed. May be this can resolve the case and save everybody trauma, a lot of money and it is just a fair process that could have helped save my tenants when i was housed. Im grateful the housing home rise was Community Housing that housed me. But not everyone enjoys the same protections and not every provide are requires arbitration. Come do, ecs does require arbitration. But not all. I believe a home rise will do this, too much not all do. And so please require that. Please require preeviction arbitration. Taste hardship and tears. Thank you. Good morning. Im john and a former residents of hunter house. Im here speaking in favor of strengthening the homeless and Supportive Housing policies. That have been weak and allowed abuse and eviction of resident in sros. Im speaking on eviction and people on sros for nuisance. Excuse me, sir. Want to make sure that those in the public if you would please turn your phones silent and respect to the person speaking to hear them clearly that would be appreciated. Thank you. It was disruptive. What im demanding today is this oconnor house and along with other sros that have been abusive of residents that minimaly to have a program review. Or how about an investigation as far as the corrupt policies. And defunds management of hunter house for incomp tins tense i have been homeings for 10 years i have depression a gay man who lived throughout aids crisis and unfortunately i have gotten 270 deaths that say reason for being depressed. I lived in oconnor house in a shared flat and the sro hotel. I have been, buzed boy trivial inspections blamed for fire hazards and pest infestation in the building. And [inaudible] that has been a continuing problem before i moved in and still going on now probably. It was absurd for them to use this against neechl others suffered the similar abuse i have. When i move in the the flat i shared with 3 others there was a common property. I brought my possessions out of storage and within an insure period of time the manager was harassing me because he felt that it was too much stuff and that he had a problem but the other house meats with items i had in the apartment not a problem. Holing and apartment managers accused of health and safety violations that are trivial. And all gas light us saying things are fine in inspections and we are making progress a week later we get letters quoting the lease violations and evictions. Managers are aware of our Mental Health challenges and do not help us. Just for those that dont know when you live in an sro you are live nothing a room this is your bathroom, kitchen, living room with possession there is is snot a lot of space but we get accused of violations for that. I would like to direct the commission to looking in conner house and others and basically resume the programs and seriously investigation, investigating violations and taking away funding recommending city funding for some of the organizations this are not doing what they claim they are doing and helping the homeless. Thank you. Thank you. For your comment. Hi im pauline. Im a 10 act evicted from sro. And im here not because i want to be but im lead by the trauma with that. And the activists that is forcing mow to become i see it continue to happen. I cant believe im here because there has been decided you know with universal sufferage and the Civil Rights Movement and our right to asemble. Im here to peek on the Visitor Policy as far as our concern everconcerned. I missed getting now where i live a womens only building for survivors of violence and not in a relationship but from through the experience, experienced violence. And the other day i was what i felt was attacked by member they staffed the building with. Who has battering and this is our Security Guard who has battery and sexual assault. And demand to take the elevator down to dot rounds and i dont know how many up to the second floor and you do your rounds and it was like one of the situations grab me and thats how i felt. And i had a reason accommendation to move to a building where i can have visitors and guests. Due to the restrictions in my building now. I missed getting deliveries of asbestos. Missed getting deliveries. You know when you are sick and cant come to the door and take the elevator down. I im been dont have anything clean to wear. We dont have laundry facilities it is all women. Somewhere elderly. Some are disabled. And you know for the most part im fit but suffering do you to the policy. So i cant believe im here now because the questions before the commission are have been answered with. The lus we have on the bok constitution at rights and civil rights so it is incredible to me. Thank you for your comment. I want to do a time check we are at 11 40 spends the next 5 minutes on this item. Sick minutes. For additional to a person to submit comments. Im. Officer rama evicted sro residents and almost killed me due to hiv. Part to that disabling hiv i was able to get emergency rehoused. A lot were evicted i work with senior and disability action. There is an impact evicted seniors and disabled people have given the lack of housing accommodations. Often times there are resident conflicts and stagnation that happens. The ability to move down the hall and swap buildings or neighborhoods and motional in the system is essential to Supportive Housing success. Acomdagsz are deny thered is in the enough in the system. Creating choice is equity issue. People whop privileged to participate in the market rate exercise choice to resolve. Low income people are stuck. I could not get in an environment to my heel figure i had not had disables hiv the victim of stabbing in the face and very much violent and homo phobic threats. I had to chose between homelessness and a new job. I came from texas buzz of my hiv heck and housing i got housing but struggle with health and poverty and found myself homeless. I was housed e victd and dying on the streets. Stabd and houses next to a homo phobic i have 11 person before i got a stable situation. My Mental Health keeps me stuck the system keeps others, too, stuck. Open up more sight and solutions outside the box. Thank you. Thank you. Good morning im ora. Im the director of litigation and policy the eviction defense collaborative. I will thank the commissioners for your time today and for the ph s tenants when shared stories of experiences. The edc is lead agency in tenant right to Council Program and we have a first hand experience of when you are hearing today. I would under escort iron net introduction we are using city funds itspate housers to e vict people paying attorneys and paying for our Eviction Team to keep the people housed that money can be better spent. I want to say that that can be avoided by the 10 items you are hearing addressed low hanging fruit and fix a lot of problems and i want to under score the request for notice. We have right for attentives but our rights are only as strong as we stand up. If we dont have rights we cant acert them. No brainer we notice tenants about the rights and procedures they exercising. I want to emphasize the right to council. We than attentive represented have a better outcome and remain housed than those without. If is unacceptable that we are evicting folks from psh housing because of defaults. They were served legal paper and does not responded in the quick time performed sometimes they are not responding because of simple toms of the very situation that caused them to qualify for Supportive Housing the electric. Support is e victing them. It would be appropriate it notify our right to council preliminary when there are court papers fileed make sure that person as the right to council. And it makes sense if somebody has defaulted got judgment and are able to access attorneys that the council for the provideers stip lay to setting aside defaults so they have rights to have their day in court. I thank you for your time and hope you listen to the requests made today. Im available for questions about when we learned from working in the edc system. Why thank you. We are at 11 45 and i want to open the floor for commissioners to ask questions provide comments and the next 15 minutes. And id like to move on to the next item. One quick thing. The commenters eluded to set of 10 suggestions or this is from the departmentful im sorry. Just to the member of public when shared their stories. Ir see you and hear you and what you are experiencing is unacceptable. If reflect back that i wed as a mediator doing conflict resolution with land lord and attentives and i have been in the buildings and seen the mold and have conversations with Property Owner representatives and the tenants who have very Serious Health issues a colleague of mine went to the hospital for pneumonia and found mold in her apartment. Bring her home after in a coma. And when we called the Inspection Department they said that she should move the furniture sick inches ash way from the walls so that is the procedures this inspektdors are trained to follow. I think we need to do manage about that. That is unacceptable for off the compromised elderly citizens in these situations. You know in the process i saw that there was only one case manager working for the entire building. I have spoken to the case manager. Ful when it is heard to hire more staff when the position they are about to be hired for is unsustainable. Has to be capacity build figure than i hire staff they need a bunch of staff at the same time so that they dont bring one person in at a time over capacity and they quit. Think of a strategy but i greet with the account act needs to go to the contract holders the nonprofits. I heard and hope tht in in the strategy of the monitor and evaluation. As the Department Pulse back and says you know we have dhn and weep want to do dh better. Lets say, how we will integrate the point and thats when the director was saying this cant happen without buy in from the partners and community. I want to acknowledge you and i hear your pain. And you are not alone. And also you know i was brought to rii have 18 to study. They are were the best notes in the world and some of the things than i are doing there are tieed what you are putting forth. Which is making a lot more difficult to e vict folk for nuisances. Things this seem to be petty. And then there are other things we need to bolster expansion on services that are conflict resolution and mediation skills. You know we dont want people to be e victd and we know how hard it is to live next to someone you feel unsafe living or if you cant sleep because of noise. Needs to be as the things go forward. These responses this are intgrit in the how the changes will create a backlash and other issues. And another thing could be making more doyle have evictions or slowing down this process could lead to more housing and people may landlords be biassed in there who they rent to or you know. May be thinking about vacancies. Struck by comment you receiving some time violation from land lord about the blue hair dye on the tub. And i wonder if you could elaborate how is this happening that you are having an inspection of your room how often does this help. Have there be other thing you put in the tryst yell category. How does this make you feel when you are dealing with this process. Thank you. I dont know if this is policy for every housing provider. In tenderloin housing clinic we have monthly inspections. Im in a stack up unit they are still doing it. What often happens the inspections not done for like what they do is hay use sometimes use this as an excuse to bring people in violations i have been a prom nanlt critic of my land lord and a lot of that stuff. I gotten retaliation. But like this is just reasonable happening where like sometimes i gift hair dye like on the bathtub and they claim it is a fire hazzard. This supposed to be health and safety, not about you know this type of this type of stuff and they are going beyond this they are using that to e vict people like it is like going after al capone for tax e vision when he has done this other stuff temperature is makes mow feel horrible and makes me feel im on egg shells and i know like others had this experience as well where they will pick up they have climbed well was an increase in roaches. Well roaches are endemic and try to keep them down this is like you know there are blindses when the inspections and needs to be in moreover sight. Why are we subject to the ridiculous inspections when people in private market or other low income are not. This is just what i think there. If you have other questions let mow know. Thank you. Sir. Sir. Let us be respectful of each other and making sure that we are you know responding respectful manner. Any other questions. I have a question and a comment. And want to echo commissioner guerreros sentiments as to thanking you for bringing these issues to us sharing your store and hes your advice and recommendations how to proceed and your courage which you have done it. I had questions specific low for director mc spadden and our city attorney. And this is if we were to go ahead and consider these recommendations how would we do it . When i look at the document on hsh nonpayment of reason guidance, they appear to be guidelines. And therefore not necessary low manualed tory of any of parties. And we dont have Lease Agreement in front of us perhaps in the Lease Agreements im curious if this would be the provisions through ordinance and therefore the appropriate forum the board of supervisors. I know this our power and authority as this Oversight Commission is limited. In aspects where it concerns modifies criteria used to establish or prioritize programs. Where such criteria required as a condition of receipt of state or federal funding. My guess is and or, provide knows where you make the recommendations. But and there is probably different places with respect to each one of those. If we were to proceed. If the department and this is for the dppt than i torch proceed to adopt the recommendations how would you begin think burglar that . Thank you. So it depends zoe different relationships and i think you know these are all separate businesses from the city. And they contract with the sea and in the case of the buildings. The lease is between the tenabilities and the nonprofit. And we are not part of that agreement. That said, we can make we can be very helpful, i think, in working with our providers and in i think we are very interested in being part of the discussion. Making recommendations to the nonprofits. Like to thank commissioner albright the role of the commission. And enengage nothing this discussion. I would say like my over all impression is the commission ask at most effective when were providing higher level longterm guidance and shorter term guidance. And to that end i want to first of all thank the activists and attentives for coming special sharing. These are my high level take aways. From what you have shared with us. One is a theme we heard throughout this hearing and previous we have a massive staffing prison both within the department and within the nonprofit Service Providers. I think a point worth exploring for this commission is looking at what the turn over rate is in government provided services versus nun profit. Provided service. Earlier Public Commenter pointed out that the had many case manager and unable to achieve a level of care because of the constant iteration of people. I think we should look. May be worth our time to look at that systemic issue. How do we maintain a relationship a positive relationship number one. Number 2, i agree inefficient we spends money trying to get people in housing and we spends a lot getting them out of housing and more money getting the same people back in housing. So. We should i think, be open to whatever solutions there may be. To resolving those inefficiency. With an eye toward when is sustainable. For maintaining the Housing Providers and making sure the facilities can condition. If we lose facilities it is a net negative am i think that commissioner albright. Your point is said and im very curious myself as to determine what is the right and appropriate place for the commission to weigh in so we are being efficient with our time. And efficient with the department and efficient with all of the people struggling with the sxshs how do we help move community to a healthy place. I was wanted to say that, that is why we have had the public come to lead us to points like this. Ways we can. There is so much the commission can do but we can help in finds a solutions. And go ahead. It is all about finding solutions. And i think we are there at that page and so appreciate the community bringing the problems and the solutions forward. In that i have one other question related to the presentation or the Public Comment. And that was brought up by mrs. Shankses and others who talked about safety issues. And i wanted to ask the department i know you are doing many thing and taking steps. Had a conversation and discussion about tros. The safety are of deep concern to me and everyone in this room. And i dont have i recommendation i wanted highlight im concerned and if there are areas the department could move forward on to prioritize this, i personal low would support that. Approach. Sure. I want to keep in mind that we are at 12 oclock. Spend 34 and move on. Thank you. I appreciate commissioner laguana bringing up collecting data. Around staff turn over on the contract holder side and i brought that up the First Commission meeting the things i have major focus o. As someone when has been a supervisor as well as you 41 line staff member at a shelter. And reality is that is where i bring in training. Because the lack of train suggest puts the staff in harms way. They are not equiped take care of themselves and the participates and experiencing violence themselves. When they are doing the job being house sdptd need to go become to the street is to highlight the narrative that people are not choose to being be home will they are forced to be homeless. Thats an example behalf i witnessed part of the issues. That will come with massive training for staff so positions sustainable terrible evercurrently than i are not and as far as being solution oriented reality is the staff to have staff ref tension will require services and wellness services. You know and can be done like particular be like access when i was am bas dover at bay front we got acstoesz free therapy during 2020 and 2020, let of Amazing Services came to be. After the hotel shut down they disappeared. If we had med them continue and held them on to the solution this is came about during this crisis, that would be part of the solution. From what i understand. And then lastly highlighting the transfers. How do we bring more information. What are the limitations. Because i understand them is a big part television. There are a lot of limitations we dont have accomplices to transfer people. And there is so much crisis and harm and violence that we would be playing pin ball at that point trying to responded but we need to dig deep and to what transgenders we have because again, people are dieing and living with unnecessary suffering. I was very briefly going to mention in terms of transfers i heard from numerous tenants that have been successfully housed that they would lost opportunity to move in the scattered site like. I think that is interesting if machine is capable of handling their business if we think about the scattered site and who is the most appropriate to be in the scattered site model. That creates systemfully to make it better for everybody. Thank you. All wonderful comments i will end by i appreciate the voices of the communities. That is certainly the priority here. And it is certainly voices have been heard. And we will keep the pulse on the issues until we find the best solutions. I think it is important again for us all to Work Together. The experts are in the room. And so the more people that are speak out speak often and speaking up at these meeting the more we get toward the solutions. Thank you for showing up and certainly look forward to you continuing to come as you can as time cease fit and we Work Together in this effort. Now we will move to our next item. Almost last. Am we want to give time to this item so i want to thick the commissioners do we need a 2 minute break or fine can we move. Break. Great. The floor is yours. Good afternoon. Members of commission thank you for having me here today. I am i wanted echo what many of you have said about thanking the people here today and listening to the meetings. Especially the folks who are living through the importances and make time to the come and really share what is painful and im sure exhausting to come and sort of have to say that is help nothing real time and hope this we are able to do something i wanted to feel like we are at the department of listening we learn something from all the folks who are speak to us the people who have lived experiences and guiding our work are making a lot of use issues cent tropical when we want to prioritize. I encourage and say thank you for all of the experiences you are sharing and you know as much as you can lift up voices and we it does help center when we should focus on. We cant if i can everything at once when thing we will talk about prioritizing the activity this is need to happen and been when is going to make an impact what people are currently so much suffering going on and a lot of work happening how do we make an impact and electronic that and when are real priority. That is when im here to talk about today. I thank the commissioners for interested in data. And interested in the data that is meaningful. And makes an impact. We think about the purchase presentations to you as being also presentations to the public. To help people understand which it is means. I heard the bhorn saying this is an easy to understand. It is not easy for us to understand. As well. I want to say it is manage we are continuing to think how to community this in a way that is meaningful. And accessible and the right thing to track. When i came 2 years ago we were tracking a number of things but were not clear on what is a big picture we are trying to look at. We had coverage issues in dataasm moved progressed a lot the consistency and response to your questions the data and the plan gives a framework how to break that data down. Off the data element in something this is meaningful and shows the flow through our system that matters. Our people moving from homelessness to housing. Are a house exclude thriving. Is it equitable and able to make sure everyone is included. Putting the piece together taken time and we are work to do. We near a good place to start really being able to build more of that in our reporting. I will talk to folks about this is your plan i dont have a ton of time i will talk about the 5 year goals example make sure you are all oriented when our approaches the next year and where well be reporting more. Monthly and making sure the public sees where we are headed. It is g not all built but we are getting there. Forecasting those preview of our action plan what will be reported end of year 1 and able to do reports on data point and make sure we are clear about activities that may shift we have upon good ideas. This is again we think an education. What are we trying to measure when is most meaningful has to do with the core responsibles of our programs. So in our entire homeless system. I said this left month exit will repoe it again to frame this. We are building a system that must opinion to the health, safety and shelter needs. House people and Responsive Services and stabilize people. Keep things fanatic out when we need to track and well be coming back with more robust reports about that. Accountability and trarnz transparency and we can do real time course correction. We want to identify inequities and gentlemans. Thats the key purposes of the data. Manner years figure out how you make this meaningful and okayable for the department and provide and ares the public and in the buildings and promise. How do we make it useful to make changes . One key thing our system is tracking will show and this is the most the biggest shift we are making is from tracking system out come from program out come out put program out put to system out come. Combh making sure this we are looking at the picture together. When you electric at individual programs a program that looks like it is well but impacting in i different part of the system. We have to look at that picture together and system flow is really moving people through that. They move through not one path way. People move from the street to housing. We want to make sure the path ways are happening and not just we made a refer that will is where we stopped we have to look at pieces and as a department is a big priority and how we shift the way we talk about the data and that is the reflect this in our service delivery. This will be manage that feels seamless as a system we are in the a perfect system we want to make sure it feels like people are clear what the goal is. I left this terms. To talk about the difference with out put and out come. We are moving from out put to out come. I will focus on this. Out put is a service deliver. Hat things are this might be meal service. Bed and enkwourntss we are working toward out come when difference did thymic. Did the encounters result in a person having a permanent solution. I will have those in your packets you can look. The new plan you than we are beginning to in july electronic the data that we are able to track that right away and build it over time i to which make boint the support for achieving the goalsil talk about has been provided via not all 5 years but in i have at funning we got in the new budget. The budget is actually and the board begin us some markers of progress we are able to make we knew we needed certain numbers to hit and different interventions zee a system and plan. And so we are making progress p. We want to make this an infrastructure year. We did not want to open a ton of new programs but we need it do smchl we are trying to balance and build capacity in our departments. And in the providers to provide those services. Public respect and qualitative data today we heard how important peoples voices are. Peoples voices are critical. We will come become and talk about this another time. We are looking at the lens of Equity Focus Group and talking to people who have left and what that looks like staffing wise looking at 11s of equity to see where we are novelty see nothing data we can hear from peoples experience. And then the commission. Where we are going to be having a kin level of reporting this building over time and starting with when we know and when is solxid build over time. The new plan focuses on the system out come. That will take time. I have been in other community we made that the first couple of years are tricky. We have to figure it in i picture to make sense so we are not starting from scratch. Person purchase we are able to community it. So i want to talk about the public reporting but mainly the annual action plan a preview of that. These are other poses were reporting and building out. We will have more comprehensive homeless measurement upon plan. That will is 80 measures this will look at our system and the interventions. We built this out and want to input prosecute voiders and people with experience. Mech sure they maches sense but tht more comprehensive of all of the data measures looking what we collect, when we say to the majors office to the Controllers Office and a lot of places are reporting weep dont want three that out. What is meaningful and consistent expect present here that brings all of this together so we are not having to create Different Levels of did thea for different groups and that confuseings people it is different jors. One set of measures the most meaningful. Implementation for cbos is a critical part. I will not talk about this at this time buzz of time the piece of the innovation that is really where our providers have expertise to hair with us. We are not had capacity to dot engagement. Now we comprehend were building that and our intention but data work groups trainings, Capacity Building and culture Data Literacy is manage we want to do more intentionally and people when are doing this work can access that data and use it to make their own programs does not all from hsh we want people are emg powered do this. You are familiar with the 5 goals. Upon the 5 goals chosen because of when we saw most impactful. Had am tell the story of whether or not all of the funding and activity is making a difference in terms of decrease the amount of people home and wills advancing equity. Than i are core of the system measures and the measures used in other community. We adapted them. Worked on language to make sure people understand. We tried the mrvenlg of i p. M. Ing the number one goal we had can people understand the goal is it self explain tory when they look at t. These other expansion goals. Inventory expansion. In the plan and again these were expansions that came from mossing out our system the next 5 years. When do we need in each category to make sure we will get to the 50 in unsheltered homelessness and advance the way wont and these are tide together upon the out come would change would not tie it to the 50 but can do now or in the middle of now is w out targets. We are trying to the inputs went in the model were assumptions there. We are trying to make sure to understand. Remodel, to come back next month and say, here are targets we set and here sorry where we are. For expansions. If we do this much and open the program this is is where we will get on in terms of the other big system measures. We are doing the conciliation and discrepancy and trying to understand when the time line is for opening things. This is a bit moving another and trying to be tloufl about when those are. The right side is grayed out i will come back to talk about those things today is about the action plan and forecasting that is specific to america the progress of the 5 year goals. That is the action plan will do and annual and break them down in know annual goal for each of the 5 that is when well come back with then of the year and say, this is when we did. Toward the birth systems goal and look at the intapgz of inventory and how we did and planning on doing quarter low reporting housing place ams. How much prevention given out. We want to which give you at least as much as we can wliel we build the plan and shifting this system we have on out puts to out come this means looking at contracts. Making those consistent so out reach are all america the same and they are rolling up in the birth systems picture y. Measures the internal performance are measure and those creating before the measure sort of be consistent. Butten of 20 and 20 we know that we have the new shelter beds. This is important ton stipulate there are models theory base line we are doing. Any new beds intention to make them congregate. We are keeping and companing. I will press out the numbers for you when we come back. At the Housing Units for 5 years. We are adding targets also including subsidies. I think this is the reporting progress on expansion you can look this is when we have used to explain when we had funded this year. We will be in good shape. These are of the 2 year numbers. We will break it down to tell when is when per intervention. And the last thing is the equity measures. Did thea Performance Measures have to be broken down by race ethnicity. Age, gender. Cool internal tools we soon make external. Those will be see them clearly. And we have train our staff and ourselves and community what does it money when you see a disparity when do you do. There might be but a reason we are in the sure. How can we act on temperature make sure we look at the data. Director mc spadden. Thank you. Y want to also add so. This is the first year we have done this next wore well have the action plan presented at this meet nothing full. Well have the end of year wrap up at the probably in july because it will have to get the year end numbers we want on that kayedence. This year we realize thered was intrepss. We will come back in september with the annual action plan this shows what the activities will be for this year that will help us get us to those 5 year goals. Thank you for this. Director, wonderful presentation. Comprehensive. Appreciate the work. I know that in the left meeting you did not get a chance to fill us in on the work grill you were able to do that here. Any comments or questions from commissioners. Thank you very much. I was going to make a comment on slide 16. I think this is a very. My slide 16 must be the one with the charts the blue and orange bars. Thank you. You are 17. So. Really hopeful to paint a picture for the public. Of what is planned for this year. What is funded and how that is going to be rolled out. Im wonder figure we could incorporate the slide. And this really is about how are we going to educate the public. The directors report is powerful report, too. It shoes the level actestify and gives updates. Right machining low. And im thinking about i was speaking to somebody who is i board member of the lower haight neighborhood and Merchants Association and asked could i give a presentation to give an update on prop c and also where the department is spending. Slides that put in context when is upon hadding. What we look forward torand instead plan. So i dont know if may be encorp ritting this slide material in the directors report or something that will make it so it is just repeated again and again and again that it is getting out there in the public mind. When is happening. We can discussing this we know we will not have activity in the First Quarter this is the first year. We are trying to getting move and have a lot of w to do to get to where we are tracking and working with our staff and provideers about what that means to make good on goals. We were talking about what upon cadence we should use i thought we were talking about quarter low. And i can im help to do a machiningly and add that to my regular presentation. We wanted some from sing whys team to come regularly to the commission to report specific low. Sloulth. On progress. Our purposes. Of perhaps a way a graph every among to reminds us where we are. I think i quarter low update would be sufficient this is not drastically changing month to month. Yes. Okay. Great. Mystery measures annual. Like the decrease in homelessness for year. To your question. Thats when we are trying to builted schedule and figure out we know what is fund exclude tuck to staff and provide us what is capacity to open them up we then and there is a priority and that we have been fund third degree way we want to be clear about when can we do and the pace we and move at. Thank you. Comprehensive and interesting i appreciate that cjs comment about learning styles. Because in the last presentation you had the clocks and like where is had is the perfect way to visual low plain to people what we are trying to do. Or when yall are trying to do it is hard to say why is this happening the other things are help and trying to get them to aline so. And saying that. I appreciate you know things like color. And the graphics and the presentation and the piece i had a good conversation about how designing like youth programming the way that generations are learning is changing. We have to adopt in order for to have an affect on the publi and then, sorry. Before you i want to plus twhn and make sure resonates can everybody in terms of work a lot of did thea we soak in and for every day person i think stories residence nit better. And also give during Public Comment opportunity for the public to let us know had is the best prop in learning. This the dataasm i wanted highway light the importance and being a quantitative researcher i know the benefit of the qualitative piece when addressing the public. Why so. Can i jump in as well also plus one. And say complete low agree. And i think this directionally the trends lines are are all headed the right way to articulate this. I was struck by the comments. Very helpful. I will stand up to the nerds thatment the hard numbers and so i think this the ability to hold both balls is important. Narrative support the numbers. Agreed. And i had a couple more comments. I appreciate the support. I do think it is going to help a lot. Just to ease minds. I think help people feel they are not being cluded it is bn about inclusion. In the presentation im grateful to your leadership to and take the ramp up year. I realm have from my personal experience seeing what happens when we move too fast. And i much rather see taking the time to really just you know plan and strategize and test out before taking action. Im grateful to hear that and hear consideration of like the cadence of the work is coming together to execute something effective. Yall is from where we were fwofr the last couple years you have been doing that right. I commend you. And im saying as we talk about the expansion in 27 and 28 of shelter beds really driving home the point is just ensuring as the inflations happen that you know training and license culture is like ingritted in the spapgzs. If not we will keep creating more work in the end. We say burning through staff. Bring people inform having and go back out. Able to intgrit what before opening door to the public. I did a presentation for the Alameda County Public Defender Office and they have advocates do 3 weeks of training before they start working and i think we need to start looking at housing in the same way nay need to experiencing at least 3 weeks of full Time Training before able to enter in the role on which they have Vulnerable People daily lives in hands. I wanted put this forward. Thank you. Thank you. Other comments. Look forward to the equity focus measures thats important for me. One last thing in your packets the first prior is Capacity Building. And Building Infrastructure and it looks differents depending on the community and the provider. And our staff we are trying to start with the place and im our leadership through the Deputy Director. Chan doing retreats for the department trying to say thshg is a Culture Shift for us, too much not a data we are trying to be really clear that your wellness is important. We cant dot work if our individuals are not well and connection to community is not there and i then and there is providers asking for this. We have been officers doing listening sessions to help inform that. And so it is also a priority. I think that thank you for lifting that up and it is important. In our being able to sustain our work. I hold my comment but this prompted it. When you i think may have been slide 6 or 7 you talked about the glossary of terms and you mentioned inputs. And out puts. And you mentioned out come. Another important glossary is income. You need both income and input to achieve the out come and the out puts. And you spoke about the investment and certain programs trauma programs and supporting those with lived experience. And we are not going to achieve our ulmate out come unless we really focus and electronic the income and victims. Had this in the slide deck it was a note and comment i made and appreciated the focus you had on the income net we are invest nothing programs. Thank you. Thank you. Mixture of the public when wish to comment on this agenda item to do so at this time. Good afternoon i will say something. Thereupon is alost talk about training, hiring and bring on more staff to deal with dangerous people who are brought in the buildings filled with stable people of manner filled with stable people functioning and they appeared at that march meeting where supervisor preston put forward the his proposal to strengthen eviction protections. They spoke against the measures because these people should not be accomplice in the the building. Not a function of not having enough staff. The Service Providers within or 2. Thats not the problem. The problem is we are admitting the wrong people in the stable build and placing the stable people in stablely housed in danger. You need to prop the program from this point of view first. Thank you. Why thank you. Hello. And i think it is respecting having respect and everyone does when is right and when we sudden right and dms come from a perspective of care. And care based solutions. I think it could go further and quick are than what is happening now. Bruce alexander is a researcher that did an experiment in the 70s known rat park. And where you put an isolated rat in a cage and give it to an option of 2 Water Bottles one laced with drug and one with regular water and that isolated rat will choose the drug water. And kill itself. To where if you dot same conscience and give this rat stimulation and ultimate low support friends. Other rats then they will almost always choose the regular water. And that is repeated and that is what is happening here. And people are harmingly themselves. Choosing to use drugs and you know lose their minds. Member in my blgdz throwing things out the window learning objects that could have killed somebodying. Im upset she is now an arrestd and become to prison where she could have had an intervention. And it is absolutely outrageous. Thank you. Thank you. Good afternoon im sorry im late i was poseed present and i had a meeting at 10 oclock and im sorry i could not be here. Mrs. Bounds this is is agenda item related the presentation that we just heard. We will have afternoon opportunity to have yes or no Public Comment in our next item if you would. Would you like me to hold back this is pertaining to the eviction and stipulations. That would be great. Thank you. You will call this out. Thank you i appreciate it. Hi. Regarding the upon and [inaudible] again i know that like from this presentation from mrs. Was like menning bringing in more scattered site housing models. This is necessary we stheen and worked in san jose the broken homes article mentioned the it was or the second like the broken homes article mentioned the idea of permanent Supportive Housing. And this is manage that will be beneficial and i know houstons dhn and houston is also like done great things aroundrousing the number of contracts that everyone has to deal with. And so i think you know we also want to energy i know related the last presentation relates to here as well. Sometimes may be somebody who lives in the sro in the tenderloin or the mission or 6th street or in the neighborhood which is facing challenges than i may not be successful but might be success envelope an apartment in the other part of the sea. Say the sunset like that im sure if you know me i could like live in the tame are part of town it is just gross that we are continued to be force in the this. And we are only beginning to really start to look at this now. Thank you. Other member who is wish to comment regard thanksgiving agenda item . We will move to the next item continue egg of general Public Comment. At this time we ask members of public who wish to make general public do so at this time i think we also cut off Public Comment for the eviction policy presentation. Did you want upon people to come bien those now . Yes. Is is is that this clear continuation of the eviction pol and you do so at this time and general Public Comment. Yes. Good afternoon. Commissioners im steve i live in d 7 sensible d 7 and want to continue on with the Susan Reynolds article. Quote, by the end of the the chat ben supported the measure would cost his company millions. Donated a Million Dollars to the campaign the most on a ballot measure. Ben became the prop c championion even though his celebrity friends came on board. Endoergs the videos. We call her the ceo whisperer. In june funds were released. The city spent i quarter of this amount. According to sf goff our see our home makes sure it is fair. However our city our home is least transparent city programs i have seen. Claimed that does not take city money they are making monnet form of 250,000 grant. And source tell me it is her when runs the show. Website soland i had typose earned the quarter of Million Dollars because they prepared testimony and testified before city budget Decision Makers in the office the mayor and the citys board of supervisors. Inform may when i questioned on twitter about what happens to be a conflict of interest she deleted her 23rder, count. How is the money being spent. Oco heart attack budgeted 390 mission for permanent housing and 53 Million Dollars for shelter and hygiene. Adamant proponent for per minute mantle hozing never offered a plan. Feign antihousing supervisors like dean preston approved 400 Million Dollars worth of units and even if the city could buy properties and build new ones in a time frame on 5 years our tax payers on the hook while the now formerly homeless live rent free. Thank you. Thank you. Good afternoon. Commissioners. Im richard, lifelong francesca 7. 50 year i volunteer at st. Anthony found egg. Many years a mart money coach i interact with the home and wills low inupon dm communities for many year. With this i like to continue Susan Reynolds article. Well is the field of droll in analysis if you good they will criminal after San Francisco houses the estimated from our00 people on the street what happens when more show up . If it is start to around [inaudible] discipline not realm the to solve this issue. Unhoused people refuse the city offers of shelter. One plaintiff has been offered shelter mull pull times include to live in a tiny home cabin which is typically considered preferable to Shelter Housing the plaintiff said, he would have to check with his lawyers and then refuse the shelter. Thank you very much. Im erika from d 3. Im with iconic 3. Inspect journalist in the host of the San Francisco bay representing myself today. I think the things got lost with the jennifer coalition on home issue he had an outside impact on the department of Public Health the hsh and every other decision this is med in this city pertaining this homelessness and how we deal. I will continue on. The robin offed homelessness and merry band are responsible for appeal against the city over so called poverty toes. Lee income individuals and theical cal court of appeal reasonable agreed. Towing cars that have been accrued unpaid parking tickets without a warrant is a common practice in cities including San Francisco illegal lie parked cars with five or more unpaid park tickets if the owner did not respond in between days of issuance. Know knowing the play book this is just another tactic to ensure the homeless live nothing cars and can remain parked where they chose. Legal low or not even in front of your home or business. To many critics he is nothing but a fraud. Sitting on Oversight Board of ocoh created by legislation she was instrument all accepting a 250,000 grant from her nonprofit to prepare testimony to influence Decision Makers. Ocoh is pushing millions toward her pipedream of permanent housing for all. I want on add this is no such thing for per minute inspect housing for all. With conflicts it time for her to step down in ocoh and time for fortunatelies to stop listen to her about the homeless crisis. After 25 years of her talk, here lack of success is visible each day on the streets of San Francisco. Power to the people. Vivaa revolution and viva San Francisco. Can i can a question in you said just because i want to understand and make sure im giving you my full attention you dont believe there is permanent housing for all. Do you want to expand on this. Permanent housing for all according to whom. How does this work who will pay for this. How many people in to San Francisco strict low for the drugs . Live on the street and expect permanent house thanksgiving is absurd. Does not work. Gotcha. Thank you for clearing that up. In 2017 i relocated to a senior building tnd. With hopes and thoughts that i was going to have comfort, quiet, peaceful living. As an eler mature nothing my twilight days. What i was faced with was inn eviction. A nuisance eviction because 7 machinings i had no hot water that was acceptable until i called the building inspector and he deemed no hot water. I was ridiculed. I was put down. And it was obvious that buzz my building is in the diverse it isim grnl this is dont speak english. Therefore, very short low after, i was burglarized with a master key and only management maintenance has the key. My jewelry was taken. Laptop was taken and other Little Things were gone. So, i am poseed be speaking about judgment stipulation agreement and in terms of when i was not here for. And i am going to dress that now. Im being evicted because of discrimination im not a dumb, stupid ignore an person that needs to be bamboozled like i am. So in the judgment they were asking for so much nonsense. I have been fighting this judgment since last year. We are not through. I will not sign any judgment stipulation that will impink on my future living there. And visitors and guests have nothing to do with this stipulation. This is all about me. I started gettingbling arent with my mouth. Not with my hands or arms not physical. They called 911. And the police said where is your weapon i dont have a weapon. They walked out and refouzed right a report on me. That is ridiculous. I am not an i have 11 person. Yet the stipulation says you visitors da, da, violence they are talking off the top of their head. And so in the discovery which is important. I got to see a week ago after this case gone on over 6 months, they video taped me in the office of the assist an manager. And without my permission. Since when is this legal. I have rep 7ation and all they do is settles, settle, settle. It is disgusting how they are not concerned about me. I will not sign anything and if i have to go to trial be it. Anyonel wish to make yes or no Public Comment at it time. Im conversational learn are thanks for asking. As i have listened throughout the day it dawned on me sort of a few things. Um capacity in regards to hsh. Im a front of line work are i see a lot of front line views. If we give support to frontline staff should not all be burdened on hsh. This is a shared responsibility we have so many other resources joaquin mentioning i cant remember the country. Accessing different resources and has been frustrating coming from a care court narrator knowing that the resources are out there. So, if we will go back to looking at metrics and figure out where we need to allocate resource also we need to figure out mou do create change resources that are out there. That should be a part of how we question 41 line staff and as well as the communities we are serving. Yea. Food for thought. Thank you for your comment. Im going to play a recording from an individual that attendsd that hearing where the reason taken protections were considered residents. Excuse me. This is general Public Comment each commenter a lot of one time fiallow to you comment i have to allow everyone else. I skipped the comment at that Comment Period i did in the make a comment about this yet. You did make a comment i will allow you to but wanted to make it aware to everyone else during general public as equity it is begin a lot the one comment. This was in march at a mote nothing city hall. Im ray. I keep it short. I i have been there for 8 years im on the board for my build and consider it an honor. First i want to applaud lauren hall. For their efforts housing in San Francisco many homeingly. A part of the solution. That said, i want to say my experience in live nothing i community of former low home will individuals where will not the norm. I witness violence and disturbed behaviors camp noirs rooms. 3 other microwaves out buildings 5 stores up. Conscience were so acute they posed a threat to the safety of others in the belling. I agree with the vision statement that everyone deserves a home sometimes evictions are necessary. One persons right to extend another begin . Everyone has the right to have space in their own home. Thank you. Thank you. At this time we are going to move on our next item. Which is commune matters. Commission matters. Through the chair i believe that we have the schedule to go to 1 clock this is in a minute. Condition. What is your recommendation. Y recommend the merit be continued to the next agenda and a motion for adjournment. All right. Motion to adjourn. I motion to adjourn. Seconded. Meeting is adjourned. Shared spaces have transformed San Franciscos adjacent sidewalks, local business communities are more resilient and their Neighborhood Centers are more vibrant and mildly. Sidewalks and parking lanes can be used for outdoor seating, dining, merchandising, and other community activities. Were counting on operators of shared spaces to ensure their sites are safe and accessible for all. People with disabilities enjoy all types of spaces. Please provide at least 8 feet of open uninterrupted sidewalk so everyone can get through. Sidewalk diverter let those who have low vision navigate through dining and other activity areas on the sidewalk. These devices are rectangular planters or boxes that are placed on the sidewalk at the ends of each shared space and need to be at least 12 inches wide and 24 inches long and 30 inches tall. They can be on wheels to make it easy to bring in and out at the start and the end of each day. But during business hours, they should be stationary and secure. Please provide at least one Wheelchair Accessible dining table in your shared space so the disability people can patronize your business. To ensure that wheelchair users can get to the Wheelchair Accessible area in the park area, provide an adequate ramp or parklet ramps are even with the curb. Nobody wants to trip or get stuck. Cable covers or cable ramps can create tripping hazards and difficulties for wheelchair users so they are not permitted on sidewalks. Instead, electrical cables should run overhead at least ten feet above sidewalk. These updates to the shared Spaces Program will help to ensure safety and accessibility for everyone, so that we can all enjoy these public spaces. More information is available at sf. And you need to complete estate plan to protect the asisets. Your home, Small Business, air looms and more. You and so many communities, black, indigenous, latino and asian worked so hard to make yours but estate plans could be costly and conversations complex proud to partner to bring free and low cost estate plans to san franciscans. That is why one of the first steps i took when become assessor recorder is make sure we have a partnership to get foundational funding to provide these resources to community. But even more important is our connection to you and your homes and making sure we know how to help you and how to protect them. If you dont have a living trust you have to go through probate and that cost money and depending on the cost of the home is associated the cost you have to pay. That could be 40 thousand for a home at that level. I dont know about you, but i dont 40 thousand to give up. indiscernible important workshop to the community so we can stop the loss of generational wealth and equity and maintain a indiscernible why are estate plans important . We were just talking before we started the program, 70 percent of black americans do not scr a will in place. As mentioning being in community we had a conversation with a woman who paid 2700, 2700 just for revocable trust. What we are talking about today are free or low cost estate plans that are value between 3,000 to 3500. Free or low cost meaning free, or 400 if you make above 104 thousand a year, and capped larger then that amount. Because we want to focus on black and brown households, because thats whether the need is, not only in San Francisco, not only the bay area but the region as well. And, i was excitesed to see the turn out from the Western Addition and bayview and want to make sure we cover all the different steps from buying a home to making sure homes stay within the family. Work with staff attorneys to receive these free and low cost complete estate plans that include a living trust, will, financial power of attorney, and health directive. This area of merchants is in the most western part of San Francisco, continue blocks down the street theyre going to fall into the pacific ocean. Two blocks over youre going to have golden gate park. There is japanese, chinese, hamburgers, italian, you dont have to cook. You can just walk up and down the street and you can get your cheese. I love it. But the a very multicultural place with people from everywhere. Its just a wonderful environment. I love the richmond district. And my wife and i own a cafe we have specialty coffee drinks, your typical lattes and mochas and cappuccinos, and for lunches, sandwiches and soup and salad. Made fresh to order. We have something for everybody my shop is in a very cool part of the city but thats one of the reasons why we provide such warm and generous treats, both physically and emotionally its an oldfashioned general store. They have coffee. Other than that what we sell is fishing equipment. Go out and have a good time. One of my customers that has been coming here for years has always said this is my favorite store. When i get married im coming in your store. And then he in his wedding outfit and she in a beautiful dress came in here in between getting married at lands end and to the reception, unbelievable. the new Public Health order that were announcing will require san franciscans to remain at home with exceptions only for essential outings. When the pandemic first hit we kind of saw the writing on the walls that potentially the city is going to shut all businesses down. It was scary because it was such an unknown of how things were going to pan out. I honestly thought that this might be the end of our business. Were just a Small Business and we still need daily customers. I think that everybody was on edge. Nobody was untouched. It was very silent. As a business owner, you know, things dont just stop, right . Youve still got your rent, and all of the overhead, its still there. Theres this underlying constant sense of dread and anxiety. It doesnt prevent you from going to work and doing your job, it doesnt stop you from doing your normal routine. What it does is just make you feel extra exhausted. So we began to reopen one year later, and we will emerge stronger, we will emerge better as a city, because we are still here and we stand in solidarity with one another. This place has definitely been an anchor for us, its home for us, and, again, we are part of this community and the community is part of us. One of the things that we strived for is making everyone in the community feel welcome and we have a sign that says youre welcome. No matter who you are, no matter what your political views are, youre welcome here. And its sort of the classic San Francisco thing is that you work with folks. It is your duty to help everybody in San Francisco. Good upon afternoon, everyone this meeting will come to order.
