Item 7 resolution approves the infrastructure financing plan for the enhanced infrastructure financing district number 1 to include the division of taxes set forth herein and acquisition and financing agreement document jz other actions related and to authorize the filing of a judicial validation act. Item 9 the resolution approves a amendment to the agreement between the city and Central Square Technologies Llc for Computer Aided Dispatch System Software maintenance to increase for new total of 8. 3 million and extend the term by 3 years for total Contract Term of june 29, 2020 through november 30, 2027. To correct a error in the zoning control table to affirm the ceqa determination and make the appropriate findings. Madam clerk, committee reports, 17 and 18. 17 was considered by land use and transportation meeting monday march 18, 2024 and recommended as a committee report. 17 is ordinance that amends the planning code and zoning map to create the 900 kearney street special u. S. District to affirm the ceqa determination and make the appropriate findings. That is just item 17. Shall i read item 18 . No. On item 17, we will take that same house, same call, the ordinance is passed First Reading. Next item. Item 18 was considered by the rules committee at regular meeting on monday march 18 and recommended as amended with the same title. Item 18 is ordinance to amend the administrative code to establish a permanent Homeward Bound Program administered by Human Service agency and the department of homelessness and Supportive Housing for individuals experiencing homelessness at the risk of experiencing homelessness or formally experienced homelessness such as individuals residing in permanent Supportive Housing to receive paid travel and relocation to a destination where they have someone to receive them. Supervisor safai. Thank you madam clerk and mr. President. I rise to speak on this issue in particular because this is a program that started in 2005 under mayor gavin newsom, called the Homeward Bound Program served over 11 thousand individuals up until 2019. In essence it is reunified people not from San Francisco with family members in their home town, and unfortunately over the last few years it got buried in bureaucracy and no longer utilized or promoted so we today put forward the legislation to codify this program to elevate this program and insure it will be utilized in the tool kit. We heard yesterday in committee, thank you supervisor walton and supervisor engardio for pitch hitting for supervisor ronan, but we heard in committee yesterday that they are now planning to get this number backprogram back up to what it used to be serving about a thousand people a year. We ask them how they were going to do that and they said, the department said, we are now going to train our staff, educate people, promote the program and elevate the program. Just underscored to me this had not been happening for years unfortunately under this administration. We are very excited about this. This is about reunifying people with family members, about insuring that they have support, we check on day 30, 60, 90 and as i said, from 2005 until 2019, 11 thousand individuals were served, so and thank you supervisor engardio for your input on the amount of time it can be utilized. We made a amendment and reduced the time to two years in case someone had improvement and had the ability to work with them to get back to their family. I think this is a smart program. It is exactly why we ran proposition c a couple years ago, highlighting management and accountability of the department of homelessness and Supportive Housing. We are bringing back in department of Human Services agency to insure now colleagues we will expand the scope. This allows us to work with people in shelters and allows to work with people in permanent Supportive Housing, so the scope of people that will be served by the legislation is broader and the accountability and reporting on a annual basis to this body to see the numbers and see how many are served. I think in last year it was just over 300 people served by this. We intend to get back up to a thousand, and i thank supervisor chan, cosponsor for your early support on this and input. Ordinance that appropriate 645 million from the issuance of one or more series of refunding general obigation bonds and place such amounts on chromeer reserve in fiscal year 2023 through 2024. Item 2, ordinance to amend the administrative code the building code, business and tax regulation code and planning code to clarify the ministerial approval process for certain accessory dwelling units that meet certain requirements in Single Family and multifamily buildings and affirm the ceqa determination. Itedm 3 is ordinance to amend the planning code to designate the Sacred Heart Parish complex to include 546548 fillmore street. 554 fillmore street. 755 [indiscernible] affirm the ceqa determination and to make the appropriate findss. Item 4, ordinance to amend the planning code to wave the conditional use authorization requirement for removal of unauthorized unit in a Single Family home where the owner satisfying certain Eligibility Criteria to affirm the ceqa determination and make the appropriate findings. Today im introducing a resolution to put our board of supervisors on record in support of a initiative to develop and implement San Francisco First Electric vehicle curbside charging program. Our transportation sector accounts for close to half San Franciscos emission. Of course, the est moimportant thing we can do to reduce the emission is make Public Transportation clean, safe and reliable, but making it easy ownership and use easier is a part of the mix. This initiative described in the resolution is underway some months and i want to thank the hard working staff at the department of environment and sfmta who have been partnering on this project which i hope will in the near future result in actually cite chargers on curbs. The Ev Charging Initiative has three main components. First, the departments are engaging in a curbside charging city wide assessment. This study evaluates instillation operation and maintenance of Public Charging Infrastructure at the curb in selected locations in San Francisco. Some aspects of this assessment as i said are underway. Deparms learned from case studies from la and new york that have robust curbside charging programs and best practice to meet the needs of san franciscans and assessing site level conditions to find areas with most suitability to promote access. The departments are looking the permitting rules and regulations may need to change to facilitate ev curbside charging. Lastly, the Department Plan to engage a wide variety of stakeholders in the Industry Community organization and neighborhood groups to communicate their plans and gather feedback. Based on the results of the city wide evaluation, the department develop a framework for ev curbside charging pilot program. This framework developed in parallel with and inform bide the study identify key components project cost and parameters for implementation of a future pilot, which i hope will begin no later then next year. The departments are expected to present that plan later this year. Lastly, the ultimate goal of the project is to deploy public ev charging station at the curb in neighborhoods across San Francisco. We have a little more then a thousand publicly accessible chargers, estimates are we need 5 thousand to get to our goals so we have a lot of work to do. I want to thank all the staff who have been working on this initiative from sfmta, tim [indiscernible] director tumlin from San Francisco environment i are want to thank charles [indiscernible] of course [indiscernible] from my office i want to thank [indiscernible] meeting with these departments for going on i think more then half a year now on this and i want to thank our intern harper for their work on the resolution and the rest i submit. I like to ask that we close this meeting and also take a moment of silence at the closure of this meeting to acknowledge the great pain and loss of a young family on west portal avenue over the weekend. You have read in the news that a young family standing at the bus stop in front of the west Portal Library lost their lives when a car sped out of control, plowed into the wall of the west Portal Library and still had enough force to knock down a family immediately killing the dad and 1 year old snding the mom to the hospital where she passed away and a baby who is now in Critical Condition at Childrens Hospital in oakland which is our best trauma hospital in the region. The family was waiting for the bus to go to the zoo, the most normal thing to do on a saturday, beautiful sunny saturday. There was at least three birthday parties that were happening at the West Portal Playground right above the station and everyone described it was packed, a Beautiful Day on saturday. Multiple people heard what they thought was a explosion. Kids ran to the fence to see what was going on, and so many people witnessed this horrific traumatic event that should not happen. It should not happen in our city, so 2024, this year is a year we were supposed to reduce traffic deaths to zero, and we are no where near close colleagues, so i beg all of us to take action. This is not something that should go through a Long Community process to have physical barriers against traffic violence for people just standing on the sidewalk waiting to cross the street waiting for the bus. I have been supervisor three and a half years for district 7, this is it second time this happened in my district. Last year it happened on lincoln and 9th, another family waiting for the bus hit by a car speeding, so i just have no words for what this is, and want to acknowledge diago [indiscernible] and their one year old baby and the great loss our city has had and i beg us all to hold the pain and take action on this so it never happens to another family again and i would ask that we close the meeting and hold a moment of silence. Supervisor preston. Thank you madam clerk. Colleagues, today i am introducing resolution to bring a full Service Grocery store to the tenderloin. The tenderloin neighborhood has not had a fug Service Grocery store in decades. Corner stores are doing the best they can, especially partnered with Healthy Retail sf, resident in the neighborhood still center to go to many stores to get all the items they need and prices they can afford. The needs become more acute as state, federal and local support for Food Security has declined recently. The tenderloin as you know is diverse working class neighborhood. Most of the residents in the tenderloin do not own a car or have access to a car and the closest full scale Grocery Store is over a half mile away for most tenderloin residents this means people need to walk or take Public Transportation to go grocery shopping, which can be cumbersome or even impossible in some situation with full supply of groceries. It shouldnt be difficult for people to access healthy affordable food and having a Grocery Store in the neighborhood is absolutely essential. Since the tenderloin was redistricted into district 5 two years ago, our office has spoken with thousands of Community Members, read every possible report prepared by city departments regarding the neighborhood, task force, Community Based organizations and member lead initiatives and taken the time to listen to the community and there is one constant need that keeps reoccurring and it is consistent point of agreement from a broad range of stakeholders, even folks who may disagree about other issues and that is it tenderloin needs a full Service Grocery store without further delay. In 2007, tndc conducted a survey of tenderloin residents that showed desire for stores to have all the basics which include fruit, vegetables dairy products, grain products, meats, canned foods and other supplies. In 2011 oewd performed a survey and confirmed strong desire for full Service Grocery store. In 2013, again, the Tenderloin Hunger Task force released a report noting as a barrier to aFood Security that the neighborhood does not have a full Service Grocery store. In 2017 the tenderloin people conference engaged 1200 Community Members envisioning the neighborhood future, which resulted in the vision 2020 plan published in 2021, that included specifically the need for a large full scale Grocery Store. In october of 2023, tenderloin residents and food justice leaders formed the tenderloin Food Policy Council and through Community Process again elevated the need for a large full scale Grocery Store in the neighborhood and thats just to name a few of the many reports explicitly calling for a Grocery Store in the tenderloin. The residents of the tenderloin do not need another report telling them they need a Grocery Store, they need city hall to finally be responsive to this need and this demand. By introducing the resolution today, it is my hope we can put the board of supervisors on record in support of attracting a full Service Grocery store to the tenderloin as a urgent priority and Work Together with Community Leaders and administration to make this happen at long last and to this end, the resolution puts the board on record, but also calls on the departments to report back within 60 days describing past efforts to get a Grocery Store in the tenderloin, potential sites for a full Service Grocery store, and outlining city plan for attracting Grocery Store to the tenderloin. One in memoriam, but before i get to the in memoriam, i want to talk about the resolution in honor of persian new your. Today at 806 p. M. This evening the spring equinox will begin the persian new year. This is a celebration that has gone on 3500 years. It is celebrated by 90 Million People all over the world in iron, afghanistan, china, india, turkey, parts of europe and the United States. The spring equinox and this cultural celebration represent a time of renewal as well as gratitude, hope and optimism for the future. Also embodies the tradition, speaking and conduct should always be virtious promoting the ideals of compassion for our fellow human beings regardless of ethnicity or religion. Connecting to human rights. Something celebrated and practiced in iran. Part is annual tradition in partnership with persian women in tech and mayor breed. We celebrate with a free event open this friday from march 22 from 12 to 3 in the south light court, so well please invite your constituents, hope you all can drop by. I hope you can join us. Everyone that is celebrating, everyone learning about the different cultures and later as part of our commendations i will be honoring a woman that has continued to promote and celebrate and advance the culture here in San Francisco. I want to do the in memoriam real quick. I request we adjourn todays meeting in memory of richard james. Better known as bald head rick. Born march 6, 1971, bald head rick was a San Francisco bay area native. He was a rap legend out of the lake view district. Besides his two solo albums he released called thug [indiscernible] appeared on over 50 albums that sold over 4 million albums. Appeared in master piece west coast bad boys e40, south west riders and [indiscernible] in 2014 bald head rickism gifted into his world his most prized procession his son. Increased compassion and love in the world. He was a proud father who loved his son more then anything. In 2022, rick contracted covid19 and slipped into a coma and fought for many days. One of his last public appearances rick hosted stop the violence on november 2023. Last month he was diagnosed with stage 4 liver cancer and did not fight to see another birthday. March 16fought to fight just reach his last birthday. March 16 passed away surrounded by family and friends so offer condolences. Thank you. Thank you, well go to the 2 30 special order commendations and do in district order which means i get to go first. Colleagues, for those of you have never taken a sf city guide walking tour, i encourage you to grab a friend, a visitor, a loved one and experience San Francisco through a whole new set of eyes ranging from nustalgia and intrigue to awe and affections. This organization has been around since 1978. San Francisco City guides has been interpreting and elevating the city history, folklore and rich Cultural Diversity through our iconic landmarks, hidden neighborhood gems on walking tours year round, rain or shine, 365 days a year. What makes them particularly beloved is this entire operation is a continuous labor of love fueled entirely by volunteer ambassadors who conduct the walking tours of the citys rich neighborhood fabric free of charge. Sf city guides boast a team of some 300 dedicated volunteer guides who lead tours all year long like i said. These are the kinds of san franciscans who love of our history and Community Fabric get them to share their knowledge and interest and also connect total strangers to the city and one another. And did i say, it is free of charge . Sf city guides offer impressive array of 70 different walking tours, each offering a unique perspective on the city of San Francisco and just last year alone, they hosted over 35 thousand people. Just to give you a idea of the kinds of tours, the tours actually offered today march 19, applause, sf performing arts hub. Cable cars, half way to the stars. Castro, tales of the village. Chinatown, ferry building, japanese tea garden. This very building and civic center. Historic market street, path of gold and tomorrow the offerings range from the sales force transit center, downtown deco, gold rush city, japanese tea garden, haight ashbury, palace of fine arts, coit tower. This month, Women History Month, city guides is highlighting tours that bring special focus to women that helped shape this city. What a incredible Public Service that i have been meaning to honor and celebrate and acknowledge for a long time and today is that day and i would like to also note that, all of these guides, all these volunteer guides go through a formal training program, get continuing education as long as evaluations that keep the Program Alive and relevant. So, i would like to welcome demetri director of San Francisco city guides and thank him and offer him the opportunity to speak on behalf of the dedicated vibrant community and all what you do. Thank you for your work and thank you for coming. [applause] thank you president peskin and to the following supervisors who met with Bruce Bennett and i as we have been working on our operation city guide charm this year. [applause] as president peskin said, they are volunteer ambassadors to celebrate and share our city rich history. They are the finest our city has to offer. Our beloved volunteers lead tours 365 days a year, rain our shine. As president peskin mentioned we offer 70 different tours. Not just the main tours of Fishermans Wharf or the haight. We offer tours in dog patch and potrero, innerrichmond, noe valley, palace of fine arts and tenderloin. Our newest tour is Climate Change at chrisy field. Since 197 8 our tours are free. We consider the pbs of walking tours in San Francisco. Like a pbs show, you can take one of our tours, and if you like you can make a donation if you dont you can take a free tour. 80 percent of the funding comes from doimation and receive a grant from the city grant from the arts. Wells fargo and happy to announce our new est sponsor is one of the fabulous new hotels in San Francisco. I dont know if the general manager is here, michael are you here . Michael. It is my pleasure to recognize not one, but three championship sports teams all from lincoln high school. Go mustangs [applause] yes. First up, we have the Boys Varsity Basketball team, stand up. Alright. [applause] yes. Next we have the girls varsity basketball team, stand up girls varsity. [applause] yeah, alright and now we have the wrestling team, stand up wrestlers [applause] yeah. All three teams won the San Francisco section championships. There is Something Special happening at lincoln high school. The Boys Basketball team is turn figure to a San Francisco dynasty and now the girls team has become champions and the wrestling team has a especially incredible story. It only had 8 people on the Team Two Years ago. Today there are 48, including boys and girls. Alright [applause] much of the credit goes to the coaches who foster more then just the Athletic Development of players, they care about mental and Emotional Development too. Carl jacobs developed a healthy culture. Coach jacobs, would you like to say a few words . Come on up. [applause] coach. Greetings mr. President. Supervisor engardio and the rest of the board. I want to thank you today for recognizing these young people. Sometimes young people feel they go for gotten and this is huge for you to take time out and recognize them today. On behalf of our principal mrs. Sherry bolisi [applause] our coaches i want all the coaches to stand right now. [applause] and also we have parents that volunteer. If the parents are here that volunteer and parents of student athletes. [applause] this is huge for you to reach out to these young people and also young people, our student athletes, i want you to know that for them to recognize you it is Something Big that you represent our city, our school, and everyone so a good thing all around. Im choked up, because not just because they are champions, but because of the sacrifices they make. Some of the students come to school at 8 oclock and dont leave till 9 oclock at night and that is a big sacrifice they make. That commendation you sent to them today is huge for them and thank you for this. Thank you supervisors. [applause] thank you coach jacobs we have certificates for everyone. [applause] [applause] our next order commendation will be from district 7, supervisor melgar. Thank you mr. President. Colleagues, you know that joany mitchell song they took paradisepaved par dice and put up a parking lot . I can report in district 7 we have done the opposite and are today i have the great pleasure of honoring the friends of Lakeside Village. This all started many years ago with a experiment from Community Members in lakeside in former supervisor yees office to activate parking lots own said by the mta, but underutilized and often full of garbage and graffiti. We fast forward to 2019, inspired by the International Child Friendly City Initiative to make urban spaces more kid friendly and concerns about the safety of this parking lot that was always full of garbage, the neighbors worked with supervisor yees office to channel their energy and come up with a concept that was more positive. What these volunteers amazing volunteers have done is take this parking lot and now it is a Beautiful Community space that act as a park. It has tables and chairs and a stage. It has a fairy garden, it has a Wonderful Community garden with edible plants. It has sun umbrellas, it has programming that happens saturday and sundays and folks get their lunch on lakeside corridors and ocean avenue and come and sit and meet each other, talk to their neighbors, it is a wonderful place of magic. It really is paradise. With the support of the mta, the planning department, and public works, we transformed this drab parking lot that was full of garbage and graffiti into this wonderful wonderful place. During the pandemic, the project came to fruition when all most Everything Else was forced outdoors. It is now referred to, it has a name and it is lakeside landing. It is decorated with a giants red octopus mural that celebrates the nautical theme because it is on ocean avenue. We have as i said, seats and tables, a giant chess set that was build by the boyscouts of troop 88 that meets at Forest Hill Club house. We have up cycled materials from public works yard. The group organize the merchants to help fill the vacant spaces that attracted new businesses into the corridor. We hold neighborhood cleanups and they have formalized a group as the friends of Lakeside Village. Over the past couple years, the neighbors have also applied for grants to expand the vision of lakeside landing. Now we have this full stage with live performance, the Edible Garden and any weekend you can go and see live events. You can come and invite old friends, new friends, young friends, we have outdoor yoga, we have queer art fairs, we have kid shows and other incredible events. This entire efforts believe it or not is entirely volunteer run by direct neighbors and merchants and honesty i dont think it would have been possible without the driving force that is [indiscernible] just volunteer extraord nar. She is too humble to accept it and admit all she does. But she organized and gathered resources. She is truly a remarkable person who has been able to spin gold out of straw. Without you cass, without your cando attitude, you ability to get anyone, including me to say yes and your Boundless Energy and efficiency we wouldnt be where we are today, but today we are honoring you and your very dedicated volunteers here from Lakeside Village, aaron ritchie, [indiscernible] jim odriscoll, vincent [indiscernible] owns ambrogesia bakery. Kathleen [indiscernible] and cath y phillips. All of you do this because you love the community and we just want to appreciate what you do and acknowledge how you are. Your are a inspiration. So, we formed a non profit with sponsored by Park Alliance and fast forward to today, you summed it up beautifully. We have new trees and sidewalk cleaning, we have new murals, we have all these events, all done by volunteers. So, i wanted to thank our city partners, especially district 7 and can i say the alphabet soup of sfmta, oewd, sfpuc, ccg and sf City Arts Commission as well as public works and San Francisco planning and all come together to help and i want to thank the Business Owners. We have keith here who is far too modest. Thank you. [applause] keith has been in Lakeside Village since the 80s and whenever we need something, whether street banners to create a sense of place, or stay open to help us with an event, keith and his team are always there. It is people like keith who make Lakeside Village what it is. And lastly, i want to thank some volunteers. We have our youngest volunteer is body who has been volunteering since he was four. The grand old age of 7 and over the last couple of years, body and his mom anya insist i call her the community gardener, but she is the only one that knows anything about the Edible Garden, have Something Like 20 sessions for kids over the last couple years. It is truly a labor of love. Next to anya is aaron who is a high school and started volunteering in 2020 painting the octopus and has done all sorts of things including all the curriculum for the Edible Garden is researched and done by aaron. Next to her is vincent also a student. Today on this third tuesday of Women History Month it is my great honor to present a special commendation to dr. Calacara a founder and ceo och teacher salary project and run till recently the c eo of enterprise for youth. 5th generation san franciscans on her fought r side. Her mother hails from mexico sit ea. Her parents fell in love while her mother attendeded loan Mountain College which is now university of San Francisco. Attended middle berry where she majored in Political Science and miner in studio art. Earned degree [indiscernible] awarded a doctric from university of San Francisco graduate school of education. She lives in San Francisco with her husband and two children who i think are here today. Getting nods. They are getting applause. A classroom teacher who taught in mexico, massachusetts at Archie Williams high school in marin county and Leadership High School in San Francisco where she helped graduate the very first class. 10 years later cofounded 826 valencia and i understand many founding Board Members are here with us today. [applause] they all understood the full power of young people learning supported by the community. Understanding teachers would value the support and young people had important stories to tell. Over 20 years later, 826 valencia provides invaluable support to youth family and teacher. The impact resinates through the network of 826 chapter organizations across the country. In addition, there are over 40 aligned Literacy Centers around the world that created opportunities for thousands of students to share creativity insight and voices. 20 years ago also cofounded and still leads the teacher salary project, which aims to elevate the teaching profession securing professional salaries. To kick off this endeavor coauthored a book, teachers have it easy. [indiscernible] broad er awareness to the serious cost of having under paid teaching workforce. The teacher salary project team authored the American Teacher act, congressional legislation named after their film. The legislation creates incentivizeing grant to insure min pm pay of 60 thousand for teachers a base in San Francisco have yet to receive. Since the legislation introduced many states introduced and some cases passed similar legislation. Most recently, as i noted, served as the ceo of enterprise for youth that provides San Francisco students annually with paid workforce experience and professional development resources. Several of our district 8 interns have gotten to our office through enterprise. The organization has opened access to job readiness opportunities for more then 25 thousand students, 90 percent of whom faced at least one barrier to employment with 72 percent from low income backgrounds. Enterprise celebrating the 55 anniversary this year and been a major force behind the program success. During tenure, more then tripled the funding going to youth internship wages and increased paid internships 3 fold. Having gotten summer employment throughthat is worth applause. [applause] having gotten summer employment through enterprise as a high schooler myself, i am personally grateful for leadership in creating opportunities for student from all backgrounds to learn skills and explore career paths. After 7 years at enterprise stepping into a new role as senior advisor. She is changed the trajectory of thousands of San Francisco youth for the better and confidence she will continue to do so. These young people will become the innovateers, mentor advot cans and leaders of the future and so on behalf of the San Francisco board of supervisors, thank and commend you for your years of leadership and service to the city and county of San Francisco and ninava, now please step [applause] thank you to the president and all the supervisors. Im pleased to be here. All your names are very familiar, so being in your work space is very special, and i want to also say one of my favorite Board Members many years ago said it was really expensive to be my friends so i want to thank it donor and staff and Board Members and parents. Beta, this year as one of the best professional moves i did was to help beta get into that position and she will serve 6 thousand youth this year in our city, which is amazing, and hold your applause, i have one more celebration, which is my former student from Leadership High School, carlos selise. He will bethat was a unsatisfying applause. Should we do that again . [applause] carlo will be offering 500 paid internships and raised the salary to 20 a hour and will be getting to over a Million Dollars of youth wages. I really hope you feel proud. Here comes the sad news. After celebrating the triumps of 826 and enterprise i love to ask you to pay especially attention from the teacher salary project. In 2003 we huddled next to the office and had a conversation. I remember telling him that i would love to raise teacher pay more then anything else in my career and so we were off. We thought the low pay was bad then and today it is much much worse. The issue is important because in order to maximize the potential of every young person we must prioritize the true support of the classroom teachers. No more apples, thank you. All the Research Shows teachers are the most parnt of the Student Success outside their home and instead of creating circumstances for teachers to thrive, they are running away in droves. Our turnover is unbelievable. I also was very very sad. Everybody was sad when lincoln high student athletes walked outf the room but they had shortage. No english teacher. They areim kblad glad they are not here because i wasnt going to mention it. We cannot tolerate this anymore. Our teachers salary economist, dr. Ellen sharet wrote a summary of the state of San Francisco teachers for you and the National Progress and change in the ongoing crisis of low teacher pay. In your packets, you will read about the numbers of teachers vacancies, the numbers of under qualify people in teaching spots. You find stats comparing salaries to other similar professions in San Francisco and the wage penalties for teachers across the nation. It includes Incredible Movement we have seen since dropping the American Teacher act in congress. In the past 2 years 19 states have legislation to raise pee e teacher pay. This includes our golden state where the law increase teacher pay by 50 percent. Many other laws enact minimum pay law, raising pay is all the rage. Legislators from both parties are all about it, which makes sense given the dire shortage not having a educated populous. Teachers went from being respected middle class professionals to struggling people driving uber. We cannot stop raising pay until every teacher doesnt have to drive a uber, sell blood to make ends meet and those are teachers we have spoken to. Moral is lower then every andparents parents employ college age youth to not teach and low pay is the number one reason. You may think this is spicy, but given im not running for office, i can simply say, i would not wait around for the American Teacher act to pass. I wouldnt put a lot of hope in the california legislative to pass. It is ab938. I alsoyou are the most special group in the city. You can make it happen. I would nt wailt for the school board and union because they had edecades to get it right. I hope you huddle and write laws and get this done because the kids from lincoln high deserve better. [applause] a product designer with unique background in architecture dedicated Community Organizer, who celebrates iranian and persian culture throughout San Francisco. These events provide a opportunity for persian kids and families to connect with one another, their Rich Heritage and build a sense of community. Organized cultural events as she felt during the pandemic the Persian Community was losing touch with each other and needed space and activities to bring them back together. Most of the events she organized are free and open to the public. She has intentionally partnered with school sites, Public School sites to emphasize the importance of Public Education and how it can bring communities together as well as focusing on families and children learning and celebrating their Cultural Heritage in community from a early age. I had the opportunity to attend her most recent event and this for kids celebration at Cleveland Elementary School in my district and it was lovely to see so many families from all over San Francisco celebrating with their children, with read aloud in persian, farcy and english listening to music, dancing having food that highlighted our rich persian culture. Multicultural background adaptability and commitment to Community Enrichment make her a invaluable member of our community in San Francisco. I can say, she didnt immigrate to the United States that long ago. For her to be so active and engage and proud of promoting her culture it is super eye opening y. Say our diversity in San Francisco is one of our biggest strengths and it makes San Francisco truly a magical place because we have so many dedicated members of the community, many immigrants and particularly folks during a time when we have a president ial candidate that literally is calling immigrants less then animals. Talking about immigrants in a negative way and trying to scapegoat and talk about how bad immigrants are for this country, so we in San Francisco need to stand up and celebrate our diversity and celebrate the tremendous benefits immigrants bring to our city and bring to our culture. It is why it so important for people like zanab stepping forward, celebrating their culture, promoting it and inviting others not part of it to participate. I want to thank you for your commitment to promoting cultural exchange, celebrating our Rich Heritage and doing on a focus of children and families. Youre creating such a beautiful space for people to thrive in. Moments where children and families to build community and take pride in their culture and contributions to the vibrancy of San Francisco. In the wake of the pandemic i felt a calling to rebuild and empower Iranian Community together with others we organize events to celebrate our culture and instill value in our children and foster connection with neighbors. And passed away february 7, 2024 in las vegas nevada. He was a entrepreneur and had a zest for life enjoying many passions including fine dining, traveling, watching sports and night on the town activities. Mark attended George Washington high school in San Francisco. He had a love for basketball, playing varsity as a shooting guard and ultimately making the all city team. He continued education in basketball at Long Beach State university. Mark was a avid reader. You could always find him with a sf chronicle newspaper or wall street journal in his hand. He follows sports, business, politics and entertainment. Mark was always dapper and had a zest for lie. He enjoyed many passions including fine dining, travelic, watching sports and night life. 1979, mark cofoundedue bick wuty production. They produced dance parties in San Francisco. 1983, he cofounded bexmar productions with dexter. [indiscernible] produced events that bridge community, business, and politics in a upscale at mus sphere. Mark was a member and partf the Northern California Promoters Association founded in 1984. The ncpa was the First Organization that bought the bay area promoters together as one. Mark worked as a sales account executive for kdia1310 a. M. In oakland. And the early 1980s intrigued by many he met in the entertainment business. He decided to pursue a career in producing stage plays and got feet wet producing his first local stage play, diary of a black man. 1990, he was introduced to a ksol fm radio jockey name, david [indiscernible] young inspiring play write. With the help of many now bay area legends they workshopped a play called telling like it is, at the black rep tore theater in berkeley. Several months later new years eve the play debayed at the paramount in oakland to standing room only crowd. After that, mark and can daibed hit the road for a national tour. Telling it like it is became the number one black stage play in america. They also went on to produce the hit gospel music stage play, lord have mercy. Mark moved to Atlanta Georgia in 1994 to join the team at hot 97. 5 p. M. Becoming general manager at q95. 5 p. M. In st. Louis missouri. He moved to las vegas where he launched a Business Investment company. Mark was a great support to his family. His love manifested in many ways providing housing and Financial Support when needed. Sharing his knowledge and extraordinary wisdom with family and friends. He was a big brother, a monarch and loved his family and honoring mark today, let us not morn a loss, but celebrate a life that touched ours so deeply. They credentials are handed to others who should ntd have access. The one that we havent talked about is gustault institute but they do Mental Health and Substance Abuse disorder trument. Before the meeting i went to the sfmta board of director meeting to discuss the same thing. Next to city hall there is a point of compromise at a bus station. At t alternative phone service, voip, voice over interinate protocol is a form of communication reliant on a functioning internet. If the electricity goes down, so will voip communication, unlock copper land line that continue to work when the electricity does not. Concerning to voip, is the need for emergency backup system which may or may not be effective in a emergency situation when every second counts. In addition, copper land line phones are not harmful to health. They are vital for people who suffer from raidulation sensitivity. Copper land line phones do not emit wifi radiation. There are fewer then 20 businesses that have no alternative and we are working hard to address that before anything happens. At t has pledged to continue to participate in the California Lifeline Program which does not require a designation and if our etc relinguishment is approved no customer will lose their current california discount on Voice Service so long as at t offers that service. I dont know if it was given to them. It isnt clear on the property transfer and deeds, but the National Park has just closed our days ramp and walkway to our float 10 days ago, and they have sat there for 37 years since it has been transferred and never done work on the pilings and the infrastructure and they keep sanctioning our sea scout group, which we have about a hundred sea scouts, youth and it is super inexpensive and fun and run by volunteers so im not a expert in property, but ill keep researching and bringing forward and if anyone is interested, my name is [indiscernible] thank you for your comments. As many are aware, the state of california has allocated funding for Affordable Housing acquisitions and for programs to prevent and address the rising for closure crisis across the state and one of our own local bay area non profits, local Initiative Support expressed interest using the funding to purchase properties in danger of foreclosure. This legislation that im introducing today expands the requirements to include what is known to cover a deed in lu of for closure. This type of for closure is arrangement that allows to surrender ownership to the lenders to avoid a lengthier judicial for eclosure process. Owners have opted for this type of proedseeding with lenders, including very large Property Owners like varitos. Knowledge is power. Particularly for Community Based Affordable Housing looking to get a foot in the door to expand Affordable Housing options in the city. They incorporated the historical value of the area people can learn what was here before, what is here now and then really be able to understand the community that they live in. This was a vibrant ship building area here for years and years. And you know here we got a slip away and for us to have an opportunity to teach our children the old way specials incorporate them in the new ways, it is endless. This will be an upon upon wonder uponful addition to the southeast sector of San Francisco it is green and clean and beautiful and access to the bay from a park is just going to be incredible. Jot things planned is going to make this a destination for the folkless in the upon community. Ability to come out and have a picnic on the grass. And to come out and use the picnic area with the tables and bbq pit and movie night and food trucks has an open space is exciting. We dont are much of it in dog patch. I think this will be a family and Community Based type park. The port is good about talking with the local people about things they might like. This has been a Long Community lead process. Open space is something we have been doing in San Francisco for a long time. Connectivity we have to the waterfront and San Francisco is important. Went through city departments when Kamala Harris was our District Attorney im proud to represent the richmondad district supervisor. [music] we have great neighborhood commercial corridors that need to be protected. The reason why we launched the neighborhood business for supporting the [inaudible] for 15 years special more. We have the Legacy Business Program the business around for 30 years or more and thought, you know, we gotta make sure the next generation contains for generations to come. Am im ruth the owner of hamburger haven we came back on july 11. We were opened in 1968 at that time i believe one of the owners of mestart today went through a guy named andy in the early 70s and my father took it mid 70s. Originally was just a burger joint. Open late nights. Then it changed over the years and became the breakfast staple. We specialize in breakfast, brunch come lunch now. I love this neighborhood. I grew up here. And it feels like home. I walk down the block and recognize people of people say hello. You say hello you talk and joke. Has that familiar environment that is enjoyable and i have not experienced anywhere else. There are many things i would like to see improve ams the things we might see are making sure that our tenants stay housed our Small Business in tact and those are the solutions that will contain to push to make sure that you know our communities can take root, stay and thrive. Im proud of you know, welcoming folks to the richmond. Everyone loch its we got Farmers Market every sunday there. The you see really business at the noaa. Ice cream at toy folks and going to chop for book like green apple. And thats when you like the deal is pizza place haall families love. You will see a lot of great chinese shops that is readily available for everyone. And that is just thein are richmond there is more to do in the richmond. What is love is the theatre. I mean adam and with my wife jamie, own Little Company called cinema sf we operate the balboa theatre. The vocabularying theatre on sacramento and soon the 4 star on clement. Balboa theatre opened in 1926 and servicing this Outer Richmond neighborhood since then. And close on the heels the 4 star opens since 1913. When you come in to a movie theatre, the rest of the world has to be left behind. But you get e mersed in the world that is film makers made for you. That is a special experience to very much we can all think of the movies that we saw in the big screen of with everybody screaming or laughing or crying. It is a shared Human Experience that you get when you go in to places that are gatherings and artist presented to you. A shared experience is the most precious. And the popcorn. [laughter]. At the balboa especially, we stroif to have movies for people of every generation from the pop corn palace movies on the weekend mornings, for families and kids. This is for everybody of all ages. What is great about the richmond is it is a neighborhood of the immigrants. Belongs to immigrants not ap i immigrants you will see that there are also a Huge Population of rush wrans and ukrainian immigrants they stay united you am see that the support they lend to each other as a community. And cinderella bakery is another legacy business. If you go on the website it is known as a russian bakery. The first thing you see their pledge to support the ukrainian community. You will see the unity in the richmond im so proud of our immigrant community in the rich monthed. My dad immigrate friday iran the reason he stayed was because of the restaurant. Has more centamential value it is the reasonable we are in this country. When he had an opportunity to take over the instruct he stayed that is why we are here part of our legacy and San Francisco history and like to keep it going for years to come. Another moment im proud to be supporting the richmond and the only Asian American woman elect in the office and as an immigrant that is not happen nothing 3 decades. You see it is my ability to represent especially the asianamerican community. In my case the chinese speaking elders in our community that really can allow me to communicate with them directly. Im Program Director of adult day centers. I have been here for 7 years i love to help the communities and help and the people with disability. I foal a connection with them. I am anim grant i love helping our community and new immigrants and improvements. If you want nature, richmond is the neighborhood to go we are between ocean beach heights and golden gate park. I love the Outer Richmond. For me this is the single best neighborhood in San Francisco. Everybody knows each other. People have been living here forever. It is young and old. The ocean is really near by. And so there is that out doors ocean vibe to it. There are places to seat Golden Gate Bridge it is amazing. Businesses are all small mom and pop businesses. Houses get passed down generation to generation. It has a small town feel but you know you are in a big city at the same time. Its got a unique flavor i dont see in other neighborhoods j. It is about being inclusive we are inclusive and welcome the communities, anybody should feel welcome and belong here and shop local, eat local. We believe that with that support and that network it come in full circle. It is passing on kinds knows. Thats when richmond is about that we are together at once. Welcome to the richmond. But im about get rid of human process and making it easier people with good benefits and retirement changes peoples lives one of the things clapping. that is always been important to me and especially, when we helped and works the hosting employees we put a ballot measure on the ballot and we wanted to protect our tenants and allow theyre years of service in the Housing Authority to be transferred to their years of service in the city and county of San Francisco we know how difficult it is to work all your life and all of a sudden wonder where your money went and dont have a nest egg to take care of you knowing with the like to life paycheck to paycheck is why this jock center is so important to me. I know when i served as is executive director of the africanamerican we were an art center but became a job center working with kids and those with before all the technology with computers that was hard filling out the paperwork and using the technology to type in stuff on times typewriter who remembers what a type writer it is . No too many people know we had to use tip writers to use and we have all the technical advances yet too many barriers it takes too long, it, too confusing and all people want to do it get to work. Can you imagine a 6 year process to get a city job and by that time have you a job over from someones or your struggling all the layers of challenges to make it difficult for people to become gainfully provide in the city advertised center is moving towards a Better Future i want to proficient the staff 6 dhr the xoorl leadership i work day to day not just for the City Employees providing guidance and support and at departments what to do right and wrong but more importantly 0 how you help people in order to complete the paperwork and fire hydrant all the things and finally supervision you give them to say hang in it there were going to work with you and that is what this center represented to over interviews people can say the right things and hone the skills and they dont miss a beat in the application process and the thing im most proud of how we have programs that help people before they even interstate sfoif our Apprenticeship Program for labors and gardeners our. clapping . Work city drive and cityville and city ems and all the things that help get people ready when we go into the Employment Opportunity theyre ready to hit the ground on day one thats with all the 4 thousand citizens we have an extraordinary opportunity to hire more people and faster 10 to one we want to make sure clapping. that people have the sport they need to be as effective in delivering services to the city and county of San Francisco. That is a necessary and positive thing uplifting and helping workers i have a whole bunch of things written but im going to speak from my heart i have three minutes ill make that quick im proud to see this Career Center because for years um, when i became a leader in San Francisco and when i became the Vice President of one of the president s of f c i index one of the things that was up in my mind how do we support workers not just the contract but how do we uplift workers and create that opportunity where every work can know whether ours is a generator or nurse whatever you can chief your highest dream youre highest goal in our career arrest or other fields you can make a transition and thats where you were Born Department of Police Accountability matter who you love didnt matter the color of our skin does matter clapping. those things are not things that we control. And those things should not be used against us so when i started, you know, getting seriously involved in the leadership i kept wondering and i actually reached out to the city i work with lou i cant think and with a whole bunch of leaders in the room um, in trying to start thinking though how do we create this pathway and this uplifting resource and opportunities that tells every working they can be what we wanted to be if you want to remain and generator no shame. So im from jamaica and, you know, one of the things that was the most painful thing for me was to watch my mom working in a food truck im an only child and my mom is a single mother. My mom worked in a food truck for 20 years and one day she takes two buses to work. And one day um, it was one hundred and 60 people working in the food truck they made wine and vinegar things like that and manufacturing locations in jamaica but let mow get to say my mom and one hundred and 60 workers show up to the fact and involved in working there between 10 and 20 years my mom wasnt was one of those and the fact was closed. They said we sold the business. After 20 years never late for work. Never called in sick. My mom had no pension. No healthcare, nothing. She had to start from scratch and washed people clothes and did anything she could to hustle to make a living outside of that she bought a house i went to one of the best high schools and did a great job in you cant can and choose to come to america im one of the few immigrants gets to do that i choose to come to america i say it as an budget for my kids to have great chance of college and came here got a job worked for the insurance destroy and took the first job i could get and became a nurse and get the licenses worked at one of the most stellar institutions in the city and in the country laguna honda is and i know at the same time went to San Francisco state. Finished clapping. my first degree, you know, and then because i have to figure out working and earning a living i did the university of phoenix and did a masters this is the pathway many of us have to take and at that time i had to do that half the time doing homework and driving because i had to move to sacramento because i couldnt afford to live in the city no more but this was the story of an average working clapping. . And so i dont need to preach teu but to say this Career Center is some of the intrinsic and issues and barriers at least thats my hope were creating that have to implement and make that work but also on my heart i know that if this is not right we will promote workers we will overcome the um, the rave buildings of racism and open peoples eyes and you can do that your a single mother and struggling for work we can found a pathway to make that happen in 10 to one we created the contract with the program in our contract to help works to go to school and feel safe that in itself is goodbye so many other barriers babying sitting how do you do all those things and how do i earn, you know, the full living how do you have someone to help you to catch not going to school in 10 years i see a Career Center as that opportunity to open that pathway to remove the barriers and to give each person a chance one last thing a good education creates generational wealth and not forget about that as a black woman i know we have to work ten times harder and as people of color we know that is always the struggle to ride but the bottom line we slavery should have killed us removed us. The Stewardship Program is a indiscernible based program. We work with student kind r garten through 12 grade and work with scrks fusd and indiscernible focus on 5 themes. Sense of place, plant adapation and animal adaptation, water soil or indiscernible depending on the grade level and accommodations the class may need the educators work to adapt the programming to be whatever works best for the class, so they can gain activities indiscernible some dont, we try to meet students where they are at and get comfortable connecting in the space and feeling a sense of ownership and safety within their indiscernible the first component of a youth Stewardship Program trip will be a in clasds visit where we go to the school, we give a presentation on the Natural History of San Francisco, we talk about the concept of a habitat, so what does a habitat contain, understood, water, shelter, space. Children at this age, they learn best through using their senses, having the real Life Experience and indiscernible students also learn about responsibility and it is a great message for student to learn, if you take care of environment, the environment will take care of you. So, when we finally get the kids outside, we have two main components to the field trips. One is going to be the restoration component where we are working on the habitat and parks by pulling out indiscernible or maybe watering, and then the other side of our trip is going to be the educational component, which can range from a nature walk with a sensory theme where we are talking about what we smell and hear, to a focus on plant adaptation and animal adaptations. indiscernible just a great opportunity for students to learn more, connect with nature, and hopefully what they learn from the youth Stewardship Program they can take with them for the rest of their lives, and they will appreciate their environment more. I created a website dedicated to the project. A video and fold heart instructions. People sent them in the first mont was 1,000 hearts. They kept coming in. And the next goal was 7, 698, which was the total number of case of reported hate by the ap i website. Those were the reported case of hate. There are more not reported. That became the new goal. We achieved 2 months later. The hearts were coming in it it is a big project, we have it part of our store. Anyone can come and fold an easy heart.
