The simmons abatement appeals board building inspection and take a brief recess and convene at the building inspection. In august 2019 construction began on the new facility at 1995 evans avenue in bayview. It will house Motorcycle Police and department of Forensic Services division. Both sfpd groups are in two buildings that need to be vacated. They will join the new 183 million facility in late 2021. Elements of the cfi and the Traffic Company are housed at the hall of justice, which has been determined to be seismically unfit. It is slated for demolition. In addition to that the Forensic Services crime lab is also slated for demolition. It was time and made sense to put these elements currently spread in different parts of the city together into a new facility. The project is located in the bayview area, in the area near estes creek. When San Francisco was first formed and the streetcars were built back it was part of the bay. We had to move the building as close to the edge as possible on bedrock and solid elements piles down to make sure it was secure. It will be approximately 100,000 square feet, that includes 8,000 square feet for Traffic Company parking garage. The reason we needed too new building, this is inadequate for the current staffing needs and also our motor department. The officers need more room, secured parking. So the csi unit location is at the hall of justice, and the Crime Laboratory is located at building 60 sixty old Hunters Point shipyard. Not colocated doesnt allow for easy exchange of information to occur. Traffic division was started in 1909. They were motor officers. They used sidecars. Officers who road by themselves without the sidecar were called solo. That is a common term for the motorcycle officers. We have 45 officers assigned to the motorcycles. All parking at the new facility will be in one location. The current locker room with shared with other officers. It is not assigned to just traffic companies. There are two showers downstairs and up. Both are gym and shop weres are old. It needs constant maintenance. Forensic services provides five major types of testing. We develop fingerprints on substances and comparisons. There are firearms identification to deal with projectiles, bullets or cartridge casings from shootings. Dna is looking at a whole an rare of evidence from array of evidence from dna to Sexual Assault to homicide. We are also in the business of doing breath allyzer analysis for dui cases. We are resurrecting the gunshot Residue Testing to look for the presence of gunshot residue. Lifespan is 50 years. It has been raised up high enough that if the bay starts to rise that building will operate. The facility is versus sustainable. If the lead gold highest. The lighting is led. Gives them good lights and reduces energy use way down. Water throughout the project we have low water use facilities. Gardens outside, same thing, low water use for that. Other things we have are green roofs on the project. We have studies to make sure we have maximum daylight to bring it into the building. The new facility will not be open to the public. There will be a lobby. There will be a deconstruction motorcycle and have parts around. The dna labs will have a vestibule before you go to the space you are making sure the air is clean, people are coming in and you are not contaminating anything in the labs. Test firing in the building you are generating lead and chemicals. We want to quickly remove that from the individuals who are working in that environment and ensure what we put in the air is not toxic. There are scrubbers in the air to ensure any air coming out is also at the cleanest standards. You will see that kind of at the site. It has three buildings on the site. One is for the motorcycle parking, Main Building and back behind is a smaller building for evidence vehicles. There is a crime, crime scene. They are put into the secure facility that locks the cars down while they are examined. They could be vehicles involved in the shooting. There might be projectiles lodged in the vehicle, cartridge casings inside the vehicle, it could be a vehicle where a aggravated sexual occurred and there might be biological evidence, fingerprints, recovered merchandise from a potential robbery or other things. The greatest challenge on the project is meeting the scope requirements of the project given the superheated Construction Market we have been facing. I am proud to say we are delivering a project where we are on budget. The front plaza on the corner will be inviting to the public. Something that gives back to the public. The building sits off the edge. It helps it be protected. What we are looking for is an updated building, with facilities to meet our units needs. Working with the San FranciscoPolice Department is an honor and privilege. I am looking forward to seeing their faces as the Police Officers move to the new facility. It is a welcome change, a new surrounding that is free from all of the challenges that we face with being remote, and then the ability to offer new expanded services to the city and Police Department investigations unit. I cant wait until fall of 2021 when the building is finally ready to go and be occupied and the people can get into the facility to serve them and serve the community. I studied the bok chase choy heritage, and i discovered this awesome bok choy. Working at imarket is amazing. Youve got all these amazing people coming out here to share one culture. When i heard that there was a market with, like, a lot of Filipino Food, it was like oh, wow, thats the closest thing ive got to home, so, like, im going to try everything. Fried rice, and wings, and three different cliefz sliders. I havent tried the adobe yet, but just smelling it yet brings back home and a ton of memories. The binca is made out of different ingredients, including cheese. But here, we put a twist on it. Why not have nutella, rocky road, we have blue berry. Were not just limiting it to just the classic with salted egg and cheese. We try to cook food that you dont normally find from Filipino Food vendors, like the lichon, for example. Its something that it took years to come up with, to perfect, to get the skin just right, the flavor, and its one of our most popular dishes, and people love it. This, its kind of me trying to chase a dream that i had for a long time. When i got tired of the corporate world, i decided that i wanted to give it a try and see if people would actually like our food. I think its a wonderful opportunity for the filipino culture to shine. Everybody keeps saying Filipino Food is the next big thing. I think its already big, and to have all of us here together, its just it just blows my mind sometimes that theres so many of us bringing bringing Filipino Food to the city finally. Im alex, the owner of the lumpia company. The food that i create is basically the filipinoamerican experience. I wasnt a chef to start with, but i literally love lumpia, but my food is my Favorite Foods i like to eat, put into my favorite Filipino Foods, put together. Its not based off of recipes i learned from my mom. Maybe i learned the rolling technique from my mom, but the Different Things that i put in are just the Different Things that i like, and i like to think that i have good taste. Well, the very first lumpia that i came out with that really build the lumpia it wasnt the poerk and shrimp shanghai, but my favorite thing after partying is that bakon cheese burger lumpia. There was a time in our generation where we didnt have our own place, our own feed to eat. Before, i used to promote filipino gatherings to share the love. Now, im taking the most exciting filipino appetizer and sharing it with other filipinos. It can happen in the San Francisco mint, it can happen in a park, it can happen in a street park, it can happen in a tech campus. Its basically where we bring the hardware, the culture, the operating system. So right now, im eating something that brings me back to every Filipino Party from my childhood. Its really cool to be part of the community and reconnect with the neighborhood. One of our largest challenges in creating this cultural district when we compare ourselves to chinatown, japantown or little saigon, theres little communities there that act as place makers. When you enter into little philippines, youre like where are the businesses, and thats one of the challenges were trying to solve. Weve become so focused onic maing money that we forgot about those that make our city and community unique. When people come to discover, i want them to rediscover the magic of what diversity and empathy can create. Most people think of homeless they think of people they see on the street in the tenderloin and many people experiencing homeless have not visible to the average person and a lot of those people are children or older adults and families that is what we see at the department of homeless on top of homeless among the black community we dont realize there. 40 percent of our homeless populationist with the africanamericans and only 5 percent of the population today the with the africanamerican and the same thing about the communities that over represent and we we try to make sure there is equity in the system and reaching the goals not seeing by the public as much we know that housing is essentially what Everyone Needs to thrive in the community. Quite correct some of the solutions often vulnerable or smaller scale how do we expand those solutions as we go about. A attended in the homeless he roman numerals seeing none, three interventions need presentation for the people experiencing homes in the first place and pouting are ways for people to get to permanent housing on their own and need shelter so really need all three of the intefrjz for people to assess one the things we often dont understand meet people where they are and sometimes did have the documents or other things to move into housing. They maybe waiting on Disability Income or themes so we have to be prepared to have things ready to use the sheltered are reality important. We know that ultimately preservation ask one of the most important toltz we can put into our systems if people dont have that mri better off for many reasons but way cheaper to have someone out of homeless in the first place and the permanent housing is a wonderful tool for many people cant get housing on their own and needed Case Management or other services to be able to assess the other part of their life employment and things. So the home by the bay plan can you explain the basics and how to address the needs . Sure the home by the bay the Strategic Plan the 5year plan to prevent homelessness i want to do what at mayors said homeless is not just owned by the department of 40e789s but the responded didnt has to include a number of stakeholders what that requires is really a collaborative approach were really continuing to work very close with the 0 department of Public Health and Law Enforcement or the department of aye. By linking to the voices of people exercising homelessness need to create programs without listening to the people experiencing and finding what is like for them to go through the system were not going to make that better and ultimately will not be successful. Your first goal really to produce inexacerbated in our system remarkably equity and also want to reduce the number of people experiencing unsheltered homelessness in 5 years and over all address homelessness by 15 percent your offer arching goals for us and some people said that didnt seem like enough or didnt seem bold enough to given where we are not just a a city but country wiring proud of that goal and look forward to implementing the work that it takes to get there and hoping will be can he have in 5 years. So very again Community Space and actually have a partnership with the Housing Authority the Housing Authority has different kinds of vouches they have available and in case with the vouches we use those vouchers with the unit and help to cut the cost we have homekey dollars that provide money to the counties our acquisitions and able to leverage that. Can you you, you talk about the voucher programs how they help Public Housing and help landowners into the whole thing. Sure we have a few voucher emergency vouchers from the federal government during covid and dispersing those with the Housing Authority and the programs one they can help prevent people from 0 becoming homeless and people are in danger of becoming homeless with a necessity they can stay in the place they have and people are experienced homeless and in a shelter and kwobtd with the system the best way for them to find it themselves with the help of a case manager or a housing locate our that makes sense in San Francisco we will have a number of buildings in certain neighborhoods in San Francisco and a number of places in San Francisco we find people experiencing homeless across the decide but dont have an easy option with a number of neighborhoods so Emergency Housing Voucher Program we partnered in bay view and been successful in making sure that people from that neighborhood and that neighborhood kind of a proximity for people who have experienced homelessness with born and raised in bay view and, you know. Instead of putting them in a place across town a unit available able to work with them to find their units in the neighborhood eventually and we hope when lvrndz will see the value got a number of landowners buildings with a lot of vacancies we think that it is really um, helpful for them and hopeful for us we can Work Together and see the number of units in partnerships we can get people housed with a steady income from the rent.
