Think nigeria are corruption on a scale that plagues africas most populous country. But that is not the full picture. Nigeria is africas most poup louse country. It is africas largest economy. Nigeria is also the fifth largest exporter of oil to the world and a member of opec. Americans on the east coast get much of their heating oil and gasoline from nigeria. Nigeria is counted among the socalled mint countries. Mexico, indonesia, nigeria, and turkey. Four up and coming emerging markets that really excite investors. Procter gamble just opened its second plant in the country. All of them want to take advantage of nigerias expanding consumer market. And thats the country that the president wants the world to see this week. World leaders and Corporate Executives meeting for the World Economic forum on africa. Attendees see big money to be made there, marketing to the growing middle class. Nigerias government says 60 of the population lives below the poverty line living off of 2 a day or less. Poverty and corruption is rampant in nigeria. And as patricia sabgas reports, the governments challenges are a mixed bag at best. Reporter nigeria exported an estimated 95 billion worth of oil last year, making it africas largest producer. But oil theft is pushing the country into a oil crisis. The locals call it bunkering, and its big business. Exact numbers are tough to nail down, but one london think tank estimates at least 100,000 barrels are stolen aday. Thats roughly 5 of the countrys total output. The estimated yearly value of stolen oil is 3 to 8 billion. I believe there are a lot of International Syndicate involved, and you dont do an operation of this scale without without involving a lot of people. Both locally and overseas. Reporter the crime waive has repeatedly forced companies to shut down wells, stalling production and undercutting the countrys target output of more than 2 billion gallons of oil a day. At roughly 110 a barrel, oil revenues remain well above projections. But Companies Like shell have started selling off oil leases moving their operations offshore. These were good markets, certainly anybody who is a business person looks at nigeria and says massive population, growing middle class, fastgrowing economy, but instability. Certainly we have great demand, we get great requests, but i have turned down trade missions going there, because of the risk there. And that is not abating. The capitol city is where they are holding the world forum on africa, but even that is causing people to stay away. How do you manage doing business in a country like that . Business . You just have to be cautious. In a count try like nigeria, diligence. How it is different doing business in nigeria, versus ukraine at the moment, versus name me another country that you are in, where stable. Look at, say, dubai. Its very safe, easy to get to. Nigeria is not having that. Theres opportunities and there are risks and you have to weigh it all out. How does this effect your actual transactions . Your customers remain stable . Yeah we have solid customers. Industrial . Industrial, yes. And theres definitely more market share but its just making that risk, and taking that chance, and there are other places that are more fruitful. But you do get the fact when you are going to expert everything is not going to be as stable as exporting to somebody in the United States. Absolutely. The cost of doing business for you. Do you on a daily basis have to worry about these issues . I know you are worrying about the political issue, because like you said everybody wonders what is going on . Are there things you do differently on a daytoday bases . Its more of an unstable risk, so we look at there are owe countries that we could go that would be asab markable and productive. Here. Thank you, ali. Nigeria has been making all of the right noises, it has a Large Population and the middle class is emerging and growing. There are many things going right in nigeria and now they are on the world stage for right. But there is also something that is very, very right, that the World Economic forum that is being held there, and its being held there because of the tremendous potential in the economy. On april 6th, the government with the support of the government and inf reevaluated the figures of the economy, and the gdp was reassessed at much higher than it had been. Its no longer just an oil play. Its about film, banking, services, consumers, young people, and its about capturing that future. Now you are very correct, there are a lot of challenges to that. Theres no question that the horrific experience of the 300 young girls who have been kidnapped in the north is just a gross tragedy, and something that the government has to confront, but thats what were dealing with in nigeria, were dealing with tremendous opportunity and and big challenges as well. And the question is, is also with the opportunities are going to win out in the long term . And i sense they will. And theres a great deal of inequality in nigeria. Much of this is thought to be regional and political and maybe even ethnical and religious, but much of it is nigeria is struggling from things that many economies are struggling from, its highly unequal society. Thats right. 60 of the people in the northern part of the country live below the poverty line. Thats totally unacceptable, and the government needs to help restore Economic Growth in the northern part of the country, but i think what were seeing the reason were seeing this economic surge is that people are Getting Better education, Better Health care, better access to opportunity. It may be in the informal sector, but things are changing in nigeria. Thanks are changing on the continent that makes these positive numbers very real. The chinese, we talked about the chinese premier being there, thats not just for the World Economic forum, the chinese love africa. They are enjoying west africa a great deal. They are building there. They are building roads and buildings, and providing a sort of investment that is very different from that which america has had in africa. The Chinese Investment doesnt tend to come with terms. Well, it also doesnt come with jobs, technology transfer. It doesnt come with skills development. It doesnt come with the advancement of africans through the business process, which is just the opposite of what American Companies bring. And thats why there is such an appetite in africa for more u. S. Investment. And u. S. Companies are waking up to the fact that there is a great opportunity on the continent. The number of Senior Citizens worldwide is expected to triple, from just over 530 million in 2010 to 1. 5 billion in 2050, meantime birthrates in most regions are plunging. In the u. S. About 21 of the population will be 65 or older by 2050, up from just 13 from 2010, with spending on Social Security and health care expected to double. The good news . Were aging slower than most countries. Chinas share of seniors will triple by midcentury to nearly 24 in 2050. In japan roughly a quarter of its citizens have already hit 65. By 2050 they account for more than a third of the population. The same is true in parts of europe where the population is getting older and shrinking. Despite a strong economy, even germany is expected to lose 20 of its workers over the next four decades. However, in some countries, aging means growing into the work force. Africa will continue to boast the worlds youngest population with explosive population growth in kenya and nigeria. But its india that will reign supreme by 2050. The country will be home to 1. 6 billion people. Nearly as many as china and the u. S. Combined. And with only 13 , age 65 or older they will be the country to watch. Berry pavel is the director on the center on International Security at the atlantic council. Berrys were talking a lot about india these days, but according to these numbers, india is going to be the force to beat. Side . I think thats largely true. It does matter sort of the quality of the human capital, and i think india is relatively well positioned to provide a lot more of that. So they, plus, selected african countries could in many ways be the fuel for the Global Economy in the 2050 time frame. You say quality of the human capital, this is important. It doesnt just matter you have a whole bunch of young people paying for the retire of the older people, you have to have young people who have jobs. They have to jobs. They have to access to quality infrastructure. They have to have the mobility to get to where the jobs are. There are a lot of young people in middle eastern countries, but they are stuck. So they are not looked to as this future global work force. And that is in large part what fuelled the arab spring and what continues to give south africa a problem. Kenya growing very quickly and we have just been talking about nigeria in this very show. Can a place like nigeria overcome the corruption, inequality and all it has got to be a global force . Its a huge challenge, but there is huge potential there. Nigeria is projected to be the third most populous country in the world by 2050, but they have to over come those challenges. They have to make it reel by getting rid of those barriers, and all of the prevents them from being able to recognize their full potential. China is growing very quickly. One in four people will be will be over the age of 60 by 2050, and you are concerned that china might have a problem managing that. Why . China is growing very quickly, you are right. But a lot of economists, because they are graying so quickly, have suggested it will really constrain their Economic Growth. Annually between now and 2050 chinas graying population will trim 3. 25 Percentage Points off of their Economic Growth every year. And when you look at japan, mary talked about japan in the story, japan cant fix some of these demographics effectively through immigration. America, canada, australia, a lot of European Countries are turning to more effective ways of managing immigration. And japan struggles are that. It does. And thats why you have to figure out ways to work on it. Partly japan is really auto mating its economy, as much as it can. A lot of robotics, and those will infiltrate the u. S. Economy. But it can only take you so far, so unless you have some mechanisms to strengthening your access to these global migration challenges. How do you think america will fair . Im bullish, despite all of the controversy, i think we still have the basic wherewithal, the basic natural resources, basic innovation, to have economy. Here is David Shuster with a closer look at one site in texas thats hoping to lift its local economy by cashing in on drones. Out of 25 fiercely competitive bids submitted by states hoping to become the Silicon Valley of drones, these six sights have been selected to what may seem fan taste fan taste call today into the future. Merican aerospace advisors works with texas a m on their operations. While door drop deliveries may be years away, he says lucrative Missions Already exist. The aircraft can be flown without putting a pilot within harms way, and these aircraft can fly for 12 to 16 hours on a gallon and a half of gasoline. Betting that the test sites will soon become boom towns, they have already set up shop in corpus christi. A lot of economy here is based on oil and gas and manufacturing, and to have something that includes hightech jobs and such an important future for this community was so important for all of south texas. The uav try trade Group Projects that test site will have an impact of 8 billion statewide. Region. Thats a huge number especially for south texas where we havent seen a lot of Large Companies make their base. This is the full wingspan of the vehicle. Cody is working to build an electronically powered uav, and says the test site gives him a leg up. It allows us to have a legal opportunity to test vehicles like to. But until the faa finalizes the regulations, and officially opens the nations air space, the industry remains grounded with possible delays to come. David shuster, al jazeera. It remains to be seen whether the American Public is on board with drones. In april 63 of americans thinks giving drones permission to through through most u. S. Air space would be a bad idea. Joining me is ceo and founder of drone analyst, a website that analyzes and does Market Research on the drone industry. He also makes programs and operates his own small drones. I know you are at tending a drone expo today in San Francisco so thank you for taking the time to join us. How long before i can get a frosty six pack delivered to me via drone . Well, i would love for it to be i dont remember. But beyond that, its really unclear. We have been on a path since about 2007 for the faa to make regulations for drones and the type of delivery that you are talking about where a small package would get delivered in a remote area, its physically possible today, but, again, its supposed to happen in 2015, they are supposed to be integrated into the national air space, but the question is which ones . Because they are not all the same size, so where people are focusing, especially small businesses, they are focusing on the air space thats directly above us up to 700 feet. And quite frankly what i have done in a recent study and found out is that people are operating anyway. The faa projects 2500, im estimating there is probably already. Im not too worried about what we heard in the story the amazon one hitting the target or the Dominos Pizza one, i am worried about i can see all of the applications to this, being able to cover a story up there. Tell me what can go wrong if you are sitting around trying to figure out here is why we have mind . The biggest concern is hitting manned air traffic. Right . So getting into air space where there is air traffic control, so near a airport, or near a populated area, these are the safety concerns the faa has in mind. But there are many, many applications that far avoid that those areas, and quite frankly businesses can be operating today, so, you know, the big concerns that the faa has are legitimate, but there needs to be balanced with of course the concerns of businesses who are fully capable of operating safely today. We have a hobbiest community that is much larger than 7500 and they have been operating in this class g air space within the line of site and up to 400 feet, which is the modeling guidelines, and they have been operating there for years. Are you forbinned from operating a business using space . Well, whether you are forbidden or not, the faa tells users they cannot operate, but there is no federal aviation rule on board right now about uavs and if you go to any of the drone legal sites they will say the faa is just acting like a bully. There really is no law. I know you think canada and the uk may be handling this why . Well, they are. They figured out very early on that what they could provide is clear certifications for smaller drones to operate in that class g air space and begin to do the industrial applications and begin to do commercial activity. As part of my continuing series, we travelled to an illinois suburb to meet the Williams Family to see how housing troubles with taking a toll on their lives. When i think middle class, i think having some savings we should be good, and we definitely are not good. Its just after dawn in a chicago suburb, six people sharing a bathroom makes its specially difficult for the Williams Family to start their day. When they bought the 3 bedroom home in 2007 there was ample wife for her and her son, but since her wife kara and her children moved in, space is tight. But the williams are trapped in a house that is under water. Their home is worth 60,000, but they owe 98,000 on their mortgage. A lot of people tell me to go into foreclosure and its hard for me to do that. They are caught in a catch22 familiar to many suburbanites. Their twohour round trip commute including gas, tolls and parks, setting them back a thousand dollars a month. Stephanie is a math specialist, kara is an it specialist. Together they make 170,000 a year, yet every month they struggle to pay bills. Sometimes for lunch all i have is a bag of chips, just because its cheap, and just trying to get something in my stomach as opposed to trying to hungry. They are also doing without needed repairs to their home. They have a broken oven and cracks in the ceiling. Roof is leaking. Oh, and insurance doesnt cover that. If theres no way to pay for it, theres no way to pay for it. So were just hoping that the Spring Season doesnt bring too much rain. According to a recent survey, 85 of those in the middle class say it is more difficult now than it was a decade ago to maintain their standard of living. The black middle class has had an especially hard time. I have a hard time sleeping. Yeah, i maybe wake up every morning about 3 20 something, me and my brain trying to process the new thing that just came up. The gas bill were at the point point. Even the one thing they are looking forward to, their wedding, is marred by their financial reality. Wedding. Here is that other aspect of thinking abc what middle class is. Middle class is being able to have a wedding if you want to have a wedding. So were making it the best which can at this point. But its very hard and frustrating because you want to share with all of your family and friends and you have to tell them no. The Williams Family struggles to pay its totally monthly experiences. Look at the combined cost of transportation and housing take up 40 of their entire budget. That is actually less than what many families pay. A new study says homeowners or renters pay on average 59 of their income for housing and transportation. Now dr. Lisa is the executive director for the center of housing policy which conducted that research. Thank you for being with us. A lot of Financial Planners will tell you not to cross above 40 for your total budget for housing, not including transportation. And in places like new york, los angeles, or San Francisco, thats very hard to do. And when you add in transportation, you get to these numbers that you are talking about. But most people dont think about adding transportation into that equation. Thats right. When people think about their monthly housing bill, their mortgage or the rent check, but transportation costs come in bit by bit, they come in through paying for gas, tolls, parking, so unlike housing costs you dont often factor that in. There are places and and ways of thinking about this, where people are saying, you know, people want to be outside, they want to be outside the city, maybe for lifestyle reasons or because its more affordable, but we have got to figure out ways to make that more affordable from a transportation perspective. And thats an infrastructure problem, isnt it . Well, there are tradeoffs and i think the idea of putting transportation costs into your calculation when you are thinking about that tradeoff is important. But theres also an infrastructure implication in that having more access villa Public Transit or villa highways to connect People Better to jobs will make those transportation costs somewhat lower. But it is a tradeoff that people making. When it comes to transportation and housing, how do the increases in those costs compare to lets say increases in wages . Right now on the housing cost side, so on the cost for rent, or in many markets the cost for homeownership, those costs have risen much faster than wages have. Those in the low to moderate wage jobs have risen very slowly compared to rents and housing costs. And at the same time, were seeing gas prices increase, were seeing tolls increase on many roads. Were seeing parking increase. Compared to wages those costs have risen faster. What is the answer for families like the williams. We have a family, we have a limit on what we can spending on housing, and we need to live in a Major Urban Center . Is there places where you can live and have a yard with some space and not incur these kinds of transportation costs . I think there are. But thats a tough model to think about. If you want to reduce your transportation and house costs combined, if you are driving a lot, and living far away from work and school, that will be a hard decision to make. What i will say is in many metropolitan areas, jobs have moved out to the suburbs. So there are more opportunities to have a more suburban work. But the three biggest issues are housing, transportation and food. Maybe they could look at food. Thats always a little bit tougher to look at. Because you think when people are on a budget they are already tracking that as much as they can, so these are the only cuttable areas . Well, i dont know their whole budget. But people have looked at car pooling, and that really is a change in lifestyle, and you have to make that decision. Sure. Lisa thank you so much for being with us. Sure. All right. After two last decades the millennium has brought stellar growth to the continent of africa. Natural resources have been a catalyst for a wider engagement. It has helped the continent to contain inflation and debt. But how robust and inclusive is africas growth . Certainly boko harams activities have raised security concerns to investor interested in the country. This is seen as global. Yes, local responses and the way they are handle plmatter, but this is something the entire globe has to confront. That globalization, helping to sort of mitigate the perception. This country needs some 200 billion in investment a year, and governments here are keen to tap international investors. People we spoke to here, including the former ceo of barclays were undeterred. We think of ourselves as operators as much as investors, and were here for the long run. Were building a bank. Were creating a bank, through multiple acquisitions, through organic growth, and thats not an offshore investment. Thats really being a part. The vast funds we raised were from u. S. Investors, which was very surprising to a lot of people. And the vast majority of those investors it was their First Investment in africa, and i think that was in many ways very telling. And what we recognize when were visiting investors particularly in the u. S. Is theres a gap in the perception between being on the ground in africa is wide. Its five, six, seven years. There is still a long way to go before growth is truly inclusive for the vast majority of africans. Its challenge that the continents politicians will and are rising to. However, security across the continent remains an issue. The president says the girls kidnap will be the beginning of the end of an an era of terrorism. While boko haram continues to hold the 276 girls captive. The real drama of these missing girls, the main story right now, that may have overshadowed the World Economic forum, but it has focused the eyes of the world on this part of the world and some of the most pressing challenges that people here came here to discuss.
