Allowed to exercise outside more than once a day. One week on from the lifting of one of the strictest lockdowns in europe, wesee how the people of spain are coping with the daily commute. Translation todayis translation today is the first day i leave home and go to work. I am afraid. You dont know what might happen. You may catch the virus. And, a father and son are charged with murder after the Fatal Shooting of an unarmed black man in the us state of georgia. Hello and welcome to audiences in the uk and around the world. Were covering all the latest coronavirus developments here in britain and globally. First, furope has been marking the 75th anniversary of the defeat of nazi germany in the Second World War. Events are dramatically scaled down because of the coronavirus pandemic. At a ceremony in berlin, the german president expressed gratitude for the countrys liberation from the nazis. Here in the uk a two minute silence was been held led by Prince Charles and his wife from scotland and Queen Elizabeth will address the nation later. Our royal correspondent Nicholas Witchell reports. In streets largely deserted due to the lockdown, britain remembered and gave thanks for the day when the Second World War in europe came to an end. The nations tribute was led by the prince of wales, with the duchess of cornwall, at the war memorial on the balmoral estate. A cannon at Edinburgh Castle marked the start of the two minutes silence, and carefully managed moments of remembrance across the nation. At balmoral, as the silence ended, the prince of wales laid his wreath in tribute to the Second World War generation which overcame the tyranny of nazi germany. The cost had been high. Nearly 400,000 members of britains Armed Services lost their lives in the Second World War, and a further 60,000 civilians. Over the white cliffs near dover, two spitfires, the wartime Fighter Aircraft which played such a key role in the defence of britain, flying today in remembrance of the few, linking the communities over which they flew with the events of 75 years ago, as todays political leaders paid tribute to the wartime generation. All of us who were born since 1945 are acutely conscious that we owe everything we most value to the generation who won the Second World War. We remember the millions of people from across the United Kingdom and from across the world who came together in world war ii to fight for our shared values, values of freedom, of democracy, of peace. On this day in 1945, many tens of thousands of people took to the streets in joyous celebration that the war in europe was over. At three oclock, they heard a broadcast by Prime Minister winston churchill. Yesterday morning, at 2 41am, at general eisenhowers headquarters, generaljodl, the representative of the german high command, and grand admiral donitz, the designated head of the german state, signed the act of Unconditional Surrender of all german land, sea and airforces in europe. Hostilities will end officially at one minute after midnight tonight, tuesday the 8th of may. At Buckingham Palace that evening, churchill appeared on the balcony with the king and queen and their daughters, elizabeth and margaret. Later, the two princesses left the palace to join the crowds, as elizabeth recalled in a broadcast in 1985, reissued today by the palace. We cheered the king and queen on the balcony and then walked miles through the streets. I remember lines of unknown people linking arms and walking down whitehall, all of us just swept along on a tide of happiness and relief. The contrast between the crowded streets of may, 1945, and those same streets today is striking. Yet, 75 years after the end of the Second World War, a nation in lockdown looked beyond its present challenges to give thanks, thanks which will be expressed tonight in a special broadcast by the queen. Nicholas witchell, bbc news. 20. 5 million americans lost theirjob last month as the coronavirus pandemic paralysed the economy. The us Unemployment Rate for april soared to 14. 7 , the highest since the Great Depression. And the true economic damage may be even worse as the numbers dont include workers whose hours have been cut or those unable to look for work because of stay at home orders. The monthlyjob figures shown here since the 2008 crash showjust how quickly the us Labour Market has collapsed. In the space ofjust a few weeks the economy has shed more jobs than were lost in the whole of the last recession. Im joined from california by heidi shierhol, former chief economist at the us labour department, now director of policy at the Economic Policy institute. Heidi, good to have you with us. This is grim, isnt it . We are looking at unemployment that will looking at unemployment that will look as bad, perhaps even worse than some of the years during the Great Depression. Yes. This is the worst, we dont have very good data from the Great Depression, but all the data we do have, the numbers that we saw today for job loss in data we do have, the numbers that we saw today forjob loss in april far exceed any one month job loss during the Great Depression. It is like nothing we have ever seen. Grimm doesnt begin to touch how this feels here today. Why could it be even worse the figures we are seeing . 0h, even worse the figures we are seeing . Oh, thats a good question. So, the Unemployment Rate, it was reported at jumping up so, the Unemployment Rate, it was reported atjumping up from about 4 to 14. 7 . So it was a huge increase, but even that understates how many people are really facing job loss as a result of the pandemic, because many. In order to be counted as officially unemployed, you have to be actively seeking work, and there area be actively seeking work, and there are a lot of people that are out of work because of the pandemic and they cant look for work because they cant look for work because they are not allowed to. Everyone is required to stay at home. So there are required to stay at home. So there a re lots of required to stay at home. So there are lots of people being misclassified as dropping out of the labour force instead of unemployed, and then there is another thing where there is a lot of people being misclassified as employed but not at work. When they are furloughed, they wa nt to work. When they are furloughed, they want to be able to see. They should be counted as unemployed so we can really get a sense of how many people are not working right 110w. If you added all of those factors together, the Unemployment Rate would be 23. 6 right now. So it is. We are seeing just astronomicaljob is. We are seeing just astronomical job job is. We are seeing just astronomicaljob job loss is. We are seeing just astronomical job job loss right is. We are seeing just astronomicaljob job loss right now, and to pylon with the grim news, we are still in the middle of this. The surveys that we got the results from today were from mid april, but we saw another 6 Million People apply for Unemployment Benefits in since the survey was taken from us was going to get worse before it gets better. So help me understand this, because im looking to this report, and i see that wage growth was extremely high for april. Yes, thatis was extremely high for april. Yes, that is one of the most. The strangest things in here. Im just telling a run, dont even look at wage growth for this report, because it is so weird. We saw an enormous jump up it is so weird. We saw an enormous jump up in wage growth, just like nothing weve ever seen before, but it wasnt because people were getting big raises, it was because thejob getting big raises, it was because the job loss that we had been seeing has been disproportionately among very low wage workers. So we have just sort of cut off the bottom part of the Labour Market, so that means average wages mechanically are rising, but its not because people are getting raises, its because the very low wagejobs have are getting raises, its because the very low wage jobs have disappeared. Its like the worst possible reason for seeing a big jump in wages. Its weird that a jump in wages can actually be a real symbol of bad news right now. Yes, only at this moment in time. Heidi, lovely to talk to. Thank you very much, thank you. Thanks for having me. A father and son have been arrested and charged in the us state of georgia for the Fatal Shooting of an unarmed black man. Gregory mcmichael and Travis Mcmichael were detained on thursday by the state bureau of investigation. Both were charged with murder and aggravated assault. Ahmaud arbery had been jogging in february when he was confronted by the pair. For more than two months, police did not charge the mcmichaels. But in the last few days a video appearing to show the killing emerged has been widely circulated and caused outrage over the failure of the police to take action against the two men. The Georgia Bureau of investigation said both men had been taken into custody shortly after their agents became involved. Ican i can tell you that based on our environment in this case, considering the fact that we hit the ground running wednesday morning and within 36 hours, we had secured wa rra nts within 36 hours, we had secured warrants for within 36 hours, we had secured wa rra nts for two within 36 hours, we had secured warrants for two individuals for felony murder. I think that speaks volumes for itself and that the probable cause was cleared to our agents pretty quickly. We realise that emotions have run really high here for a period of time and still are toa here for a period of time and still are to a great extent, and we understand thats coming and we respect that. Those are the thoughts of the Georgia Bureau of investigation. Lets speak to our washington correspondent gary odonoghue. Maybe we can start with the victim, gary, can we talk about ahmed, who is he, and what was he doing . Is he, and what was he . Gary, can we talk about ahmed, who is he, and what was he . Christian, this was a sunday afternoon, back in february, and his family says he was out jogging, february, and his family says he was outjogging, he was owed to february, and his family says he was out jogging, he was owed to getting exercise and certainly you can see he was wearing a t shirt and shorts and a pairof he was wearing a t shirt and shorts and a pair of trainers and simply jogging and a pair of trainers and simply jogging around the neighbourhood. Now you know, we dont know beyond that of what his intentions were, but he was a High School Football player. You know, he had an athletic background from all of that kind of thing, but those are the sort of facts about what happened on the day, and if you look at the video, and it is an incredibly disturbing video for those who have seen it, you know, the encounter is a very violent one, and ends up with him dead on the street. What we had on the day was a Police Report that was failed. There have been several 911 calls, accounts from friends and family, but as you say, its the video that went viral this week, which seems to have spurred the police or the bureau of investigation into action. Thats why there is such a problem with us. Imean, why there is such a problem with us. I mean, its so dreadful, as you say, that you wonder why action wasnt taken sooner. Yes, there is an enormous complexity in this, because if you go back to the beginning of the case, you are right, the police looked at it, they said that it was self defense, they said that it was self defense, they said that it was self defense, they said that the two men, the two Mick Michaels were trying to make a citizens arrest, and they believed that ahmaud looked like a suspect who had been involved in break ins in the area, and that is how it was left. Its not clear exactly when they got to see this video. Its not just this week. Theres also been some complications involving the investigating authorities who. Some of whom worked in one anothers offices and the father who has been arrested worked in one of the offices of one of the district attorneys. Theres a lot of complicating factors, and it seems to bea complicating factors, and it seems to be a combination of it getting to the sort of state level, the bureau of investigation for georgia, plus the video emerging, plus an enormous sort of online explosion of horror, not least from the presumptive candidate for the democratic party, joe biden, i mean, he uncompromising language, he used the lynching word about this, and as you know, that is an incredibly powerful historic and very very emotive term in the american context. He said thats what it looked like to him. Particularly in a state like georgia. Yes, gary, thank you very much indeed. Thank you for that. A white former Police Officer and his son have been charged with the murder of an unarmed black man outjogging in the us uk Prime Minister borisjohnson wont be announcing any dramatic changes to britains coronavirus lockdown this weekend instead opting for a cautious approach when he addresses the nation on sunday evening to ensure that there is no second deadly peak of infections. So far over 31,200 people with coronavirus have died in the uk a figure which incresed by 636 in the past 24 hours. As you can see from this chart showing daily deaths in the uk over the past four weeks the uks fatality rate from the virus remains stubbornly high. Environment minister George Eustice today set out the uk governments approach. We have to be realistic that there isnt going to be any dramatic overnight change. We will be very very cautious as we loosen the restrictions we have, as the data that we are aligning on a daily basis shows, we are not out of the woods. There are still major challenges with this virus. We will be living with this virus for some time to come. George eustis there. But the four nations of the uk each have the power to set their own lockdown rules and Scottish First minister Nicola Sturgeon raised the possibility today that scotlands lockdown could be lifted at a different rate. I come icome up i come up with the first ministers of wales and northern ireland, spoke to the Prime Minister. There was, i think im a helpful recognition call that the four uk nations may well move at different speeds if our data about the spread of the virus says that that is necessary to suppress it. The welsh first minister Mark Drakeford did announce changes to wales lockdown today but only small ones and guided by evidence showing the virus is transmitted less easily outdoors. We will adjust our regulations to allow people to be able to go outside to exercise more than once a day, but we will strengthen our regulations to make it clear that that exercise must be local. With me is our political correspondent, ben wright. We should explain to our global viewers that the four constituent parts of the uk have their own powers when it comes to easing the lockdown. Yes, well, they have had their own powers over many aspects of national life, how the Health Service is run, the Education System for a long time, they have devolved powers in scotland, wales and northern ireland. So, you have a uk wide government approach which is what you see when borisjohnson stands up and says how he wants the lockdown to continue over the coming weeks, and we expect them to make a big announcement on sunday, but throughout the some of the devolved countries, the devolved nations already do have a lot of discretionary power about what they do with themselves, they are free to go their own way. Scotland and wales have really tried, i think, over the last few weeks to stick as closely as possible to the core message coming from downing street and number ten, Nicola Sturgeon today, the first minister of scotland, talked about the need to keep that message harmonious, and there are lots of high level discussions happening very regularly between those four governments about how the lockdown will progress, but i think we are getting a sense now of that lockstep action perhaps beginning to change a bit, and governments in scotla nd change a bit, and governments in scotland and wales in particular excess sentencing a bit more discretion about what they do. Im intrigued by the politics of this. There are risks inherent in easing the lockdown for all political leaders, but for the leaders of northern ireland, wales and scotland, they could hide behind the uk government. If you go out on a limb and you stay in the lockdown longer, you may be blamed, if you come out of it quickly, you might also be blamed, and im just wondering why you would want to go out on a limb, and maybe go your own way. I think what they are particularly in scotland and i think and wales, what they are most concerned about us a sense they had it from the papers here in the uk over the last few days that perhaps number ten and Boris Johnson over the last few days that perhaps number ten and borisjohnson were going to move quite rapidly to relaxing lockdown restriction. So they were spooked by the front pages. I see. Borisjohnson pages. I see. Boris johnson under pressure pages. I see. Borisjohnson under pressure from some of his own backbenchers who wa nt some of his own backbenchers who want them to crack on with allowing businesses to reopen in the uk over the last few days that perhaps number ten and Boris Johnson the last few days that perhaps number ten and borisjohnson were going to move quite rapidly to relaxing lockdown restriction. So they were spooked by different pages. I see. Borisjohnson pages. I see. Boris johnson under pressure pages. I see. Borisjohnson under pressure from some of his own backbenchers who wa nted some of his own backbenchers who wanted to crack on with allowing businesses to reopen and prep schools to return, if you are the first minister of scotland were the first minister of scotland were the first minister of wales and you are looking at the transmission rates for the virus in your respective countries, which are still relatively high, still just countries, which are still relatively high, stilljust below one, which is the key number, this is the number keep talking about, they are desperately worried that they are desperately worried that they cannot be in a position of being seen to be forced to lift their lockdown restrictions too soon. Their lockdown restrictions too soon. I mean, thats the concern across the United Kingdom, across the world. Which is why they want to graft as closely as possible to number tens approach. Do you think the uk government can obviously commence moving towards this announcement on sunday, do you think it looks at 636, the numbers of deaths in the last 24 hours and thinks, we expected it to be a bit lower than that coming into this announcement. I think they did probably expect that to be starting that death part of the graph to be flattening more now than it currently is. They know the transmission rate is still, i mean, its not uniform across the country of course, its different in different areas, we are not really sure exactly where, but the transmission rate in cornwall, the southwest of england, its less than it is say in cities. They are trying to keep a countrywide approach, and a countrywide message, and it was interesting, the other day, we saw Nicola Sturgeon very vocal in her anger that the government has decided for monday, the uk government, to drop its very blunt stay at home message, and instead go for something a bit more nuanced, bit more relaxed, but you know come i think thats why we are going to see increased tensions between the four nations as we get into, you know, the coming weeks of lockdown. Interesting. Then, thank you very much indeed. Thank you. Spain is slowly starting to open up after one of the tightest lockdowns in europe. People can now leave their homes to exercise outdoors , and Small Businesses have been allowed to serve customers again. But there are still strict rules including compulsory use of masks on public transport, hygiene procedures in shops, and social distancing. And there are concerns that some are not following the regulations. Our europe correspondent Damian Grammaticas reports from madrid. This is a country cranking into motion again, but cautiously, keeping their distance. Rush hour without the rush and everyone is masked. Its compulsory now on public transport even while stations are mostly empty. Translation today is the first day i leave home and i go to work. Iam afraid. You dont know what might happen. You may catch the virus. Masks are handed out to anyone who doesnt have them. Marilyn isnt taking any chances. Translation this is really uncomfortable. You cant breathe easily but for my protection, i need it. Most people in spain are still confined inside their houses so this limited opening brings risks. Among them, as people come out, theyll start to behave in a way that enables the virus to begin to spread again. Cheering. A street party on the first day the lockdown was lifted is exactly what the authorities fear. Laughter. Those who took part are being fined 1,000 euros each. So police move people on. And as businesses open, distancing is enforced rigorously with safety tape and screens. Or visors and limits. One customer in the shop at a time. A first visit to the hairdresser means a friendly greeting but feet must be disinfected. Hands cleaned and more gloves and masks. All by government order. This is a high risk place. Translation risk . Yes, there is. Until we have a vaccine, everybody is at risk. I hope for the best. Then the place is swabbed down before a new customer is allowed in. But getting people to maintain a safe separation is a problem. As the rules relax, the numbers outside are growing and not everyone keeps their distance. Not all the people is very aware of what the situation is. And i think they dont really respect the rules, the basic rules, that you should have. I mean, theres a lot of people, but, yeah, weve tried to keep it. As safe as possible. Yeah, as safe as possible, yes. So, underneath the surface, theres real nervousness. Even as spain starts to relax and embrace its new found freedoms. Damian grammaticas, bbc news, madrid. I must say im rather envious their hairdressers are open. Anyway, lets ta ke hairdressers are open. Anyway, lets take a look at some of the other stories making news. Italy has become the third nation in the world to record more than thirty thousand deaths from the coronavirus. The other two are the uk and the us. Italys latest daily death toll is 243. The government of kuwait has announced that the country will go into total lockdown from sunday until may 30th. The tiny gulf country has reported over six hundred and forty new cases of the coronavirus in the past twenty four hours. The interior ministry is expected to seek the armys help to enforce the lockdown. Lets end the programme by returning to our main story, the 75th anniversary of ve day, let me leave you with some of the highlights from the days celebrations here in the uk trumpet sounds. Long live the course of freedom god save long live the course of freedom god save the king. Trumpet sounds. Drum rolls. Trumpet sounds. Hello. Well, we had some very pleasant weather today, generally speaking, for v e day, and tomorrow its going to be every bit as warm and sunny, at least for most of us. Might be a couple of showers developing in the afternoon, and also, theres a change heading towards the very far north of scotland, and you can already see this change on the satellite picture. This line of cloud, that is a cold front, and its expected to bring much Colder Weather to the whole country come sunday. But through tonight, we are just about seeing the signs of that cold front in the north of scotland. The winds will start to increase, but south of that, the weathers calm and mild. In fact, early on saturday morning, we are talking around 7 11 degrees, low temperatures first thing. So, heres the forecast for the morning, lots of sunshine. As i said, there might be a few showers developing, just like today, across parts of england and wales. But a huge change there in northern scotland. Cloud, rain, strongerwinds, 10 degrees for stornoway, seven for our friends and lerwick. Much of the country there, those orange colours, indicating those summertime temperatures. Then, on sunday, once that cold front sweeps through, we will see increasing cloud, a spell of rain, cold winds as well, and we really are going to notice the strength of the wind, particularly on the north sea coasts there. And in the southeast, they will be gusting to around 40 mph, perhaps more in a few places. Here is the cold front. Even in the north, cold enough for some wintery showers across the hills of scotland. Now, the temperatures on sunday really will take a dive. Were talking at least a 10 degree drop if not more in most major towns and cities. Only seven in newcastle, 9 norwich, around 13 14 degrees there in london. And then the following night, so this is actually sunday night into monday, we see an air frost developing across the northern half of the uk, and probably a ground frost across the south. So, a chilly start to monday. Those strong winds blowing in off the north sea, again, very cold in the shade there, compared at least to what weve been used to. Those temperatures dropping further, single figures along the north sea coast, barely making double figures across many areas of the midlands. 12 degrees in london. Its going to stay fairly cool until around wednesday thursday, and then after that, it looks as though those temperatures will pick up just that little bit. Bye bye. This is bbc world news, the headlines Prince Charles leads the uk in remembrance as communities fell silent for two minutes to mark the 75th anniversary of the end of the Second World War in europe. The queen will address the uk this evening. President trump lays a wreath at the war memorial in washington, and isjoined by several Second World War veterans. In the United States 20 million jobs are lost as the coronavirus pushes up unemployment to its highest since the Great Depression of the 1930s. 00v and, as the uk government decides whether to ease some and, as the uk government decides whether to ease some lockdown measures from monday, people in wales will be
