His medical team says the president was admitted as a precautionary measure despite that upbeat assessment, and is not currently being given oxygen. Mixed messages as Associated Press reports the president s chief of staff said mr trump went at this time, the team and i are extremely through a very concerning period. Happy at the progress the president has made. The white house says he had a mild cough with nasal mr trump remains in charge congestion, fatigue, but his president ial campaign is postponing rallies and other events, well ask what his illness could mean all of which have been
for americas political future. Resolved and are improving. Parts of Northern England face new coronavirus restrictions from today, borisjohnson and the president including a ban on households mixing indoors of the European Commission say borisjohnson and the president the uk and eu will work intensively to overcome significant of the European Commission say the uk and eu will work intensively gaps in their positions to overcome significant gaps in their positions on a post brexit relationship. On a post brexit relationship. At least eight people are missing in south east france after a powerful storm caused what is being called the worst flooding in living memory. Now on bbc news, Anna Holligan travels across europe hello and welcome if youre watching in the uk or around the world to see how people are getting on their bikes and asks if the surge and stay with us for the latest news and analysis from here in cycling is the start of a much and across the globe. Bigger change in the way we travel. There are contradictory reports about the health of donald trump from the bubonic plague after his first night in hospital to tuberculosis, pandemics have for coronavirus treatment. Historically changed the way doctors at the walter reed our cities are designed, facility told reporters the president is responding well, breathing and walking normally. President trump himself sent this tweet saying that he was feeling well with the help of the doctors and nurses. But a report from the associated
press is casting some doubt over that update. The Agency Reports that mr trumps chief of staff, mark meadows said the president went through a very concerning period and was not yet on a clear path to recovery. Our north america reporter Antony Zurcher has been following developments. It makes you wonder, youve got to assume that the press conference this morning was in part to set peoples minds at ease that the president is doing well. And that the medical team in charge at the Walter Reed Hospital in bethesda that they were on top of things. That they have control of the situation. And that the president was going to get better. But then the neck to see it immediately contradicted by the white house chief of staff that the next two days are going to be very critical and Donald Trumps care. It makes you wonder what the message they wanted to try to get out. They are kind of in keeping with the way white house prick handles press events where they have to clean up after the fact
and sometimes they give mixed messages. I obviously never has that been so important to speak with a unified voice and during a time of personal crisis for the president like now. You mentioned the idea of trying to clean up after the event in trying to sort out the messages. Lets focus on one of those which was the time line talking about the timeline of mr trumps treatment and that was cleared out. Talk us through that. This is so important because the American Public and the people who are around the president wa nt to people who are around the president want to know when the president first received his diet delete that diagnosis. And what steps are taken. But the physician saw sean conway said in the press conference was that he was first diagnosed 72 hours ago. That would have put Donald Trumps diagnosis on wednesday. That would be before he travelled to minnesota for a campaign rally, before he travelled to newjersey on
thursday for a fundraiser and well before he announced that he had tested positive for coronavirus. Another physician said that donald trump had been taking this anti viral cocktail 48 hours ago which would have put it on thursday also which was before there was any kind of acknowledge diagnosis. Youre talking about cleaning up, there was a press release sent from there was a press release sent from the white house after theirs, after questions were raised about their saying that the doctors misspoke. At the diagnosis was three days ago which means thursday at night and the antiviral cocktail began two days ago which would have been a friday. That was in keeping with the official line from the white house was up but again, because there is this confusion it makes people wonder whether the physicians really did miss speak or whether they spoke out of turn. It brings greater doubt around all of this when clarity is what the white house needs it brings greater doubt around all of this when clarity is what the white house needs most. On that issue of clarity, i want to get your thoughts on this. To some people it may appear slightly distasteful poring
over these tiny details of what is someone who is receiving medical treatment. But it matters so much obviously because of his role. Treatment. But it matters so much obviously because of his rolem does. The health and well being of the president no matter what you think of politics, no matter what you think of him as a person, is essential not only for the American Public who wants to know that there is someone in charge of this country but also abroad both for us friends and allies. Its important for the United States to send a message that things are under control. Here the president is still in charge. Because there is always the risk that perhaps an adversarial country may try to take advantage of doubt and uncertainty and chaos here on the international stage. This isnt just about well, is the president S Administration competent our critics taken advantage of this . This is about presenting a unified and cohesive front to americans and they world. Thank you anthony talking us through those
points just anthony talking us through those pointsjust a short anthony talking us through those points just a short time ago. Now for the full story of the day so far, im going to hand over to larry madowo whos in our washington studio. Hello lou is an extraordinary day as america tries to puzzle over what is exactly happening here. President Trumps Campaign in disarray as postpone rallies or make them virtual what happens if he is in hospitalfor virtual what happens if he is in hospital for long. Virtual what happens if he is in hospitalfor long. All of virtual what happens if he is in hospital for long. All of those still under discussion for supper to get back to how we got here. President trump has spent his first night in hospital after being transferred from the white house. A medical advice following his bout with covid i9. The white house explain his position at the walter reed medical hospital as a precautionary measure. Its one month exactly to election day. President trump spent two expected to be on the campaign trail instead woke up in hospital. Earlier, his physician gave
an update from the walter reed medical center. It is important to note the president has been fever free for over 24 hours. We remain cautiously optimistic, but hes doing great. One other note. It should be clear that hes got plenty of work to get done from the chief of staff. And hes doing it. Last night he left for the hospital unaided but there was none of his usual bluster and show for the media, and unusually for the president he was wearing a mask. The white house is trying to project business as usual. Mr trump is not transferring powers to the Vice President mike pence and he is in charge, and he attempted to calm jittery nerves with a message before he left. I want to thank everybody for the tremendous support. Im going to Walter Reed Hospital. I think im doing very well but we are going to make sure that things work out. The first lady is doing very well. So thank you very much, i appreciate it and i will never
forget it, thank you. He cant have visitors inside but it didnt stop his supporters from turning up outside the gates. His political rival, democratic candidate joe biden, is on the campaign trail. Here in the swing state of michigan. But hes been careful not to be seen as exploiting the president s illness. Delivering a message of american unity. Good afternoon. Im sending my prayers for the health and safety of the first lady and president of the United States, after they tested positive for covid i9. My wifejill and i pray that they will make a quick and full recovery. This is not a matter of politics. Its a bracing reminder to all of us that we need to take this virus seriously. Its been more than 24 hours since President Trump announced his and the first ladys results, and more and more of those close to mr trump have tested positive for covid i9. His Campaign Manager bill stepien, his former Senior AdviserKellyanne Conway and several republican senators. They were all present at what may turn out to have been a super spreader event, the announcement of the Supreme Court nominee Amy Coney Barrett last saturday in the rose garden. Saturday in the rose garden. The democrats are calling for her hearings to be postponed. President trump has been criticised for his cavalier attitude towards the virus which has killed more than 200,000 americans and infected more than seven million. In recent history, no president ial candidate has come down with an illness this close to an election. Millions of voters have already cast their ballots where the incumbent has been infected with a potentially deadly disease. For a president who didnt want the virus to be the centre of the 2020 campaign, he now finds himself at the heart of it. And nomia joins me now live for an update on this story. The president s physician did not talk about one key part of what happened on friday now we have confirmation . Thats right. He didnt come out forthright on the issue of oxygen. We can confirm the bbcs us partner cbs that has confirmed that President Trump did receive supplemental oxygen before he went to walter reed on friday night. Also mark meadows, the white house chief of staff told pool reporters that mr trumps vitals werent really concerning and that the next 48 hours is going to be critical to see how he responds to the treatment. We are still learning about the timeline. Theres lots of mixed statements coming out of the white house. Even when was he diagnosed . White house. Even when was he diagnosed . Went to white house. Even when was he diagnosed . Went to the treatments are . All there is of course plays into the issue of credibility on the president s health. Weve only got one month to go before election day. Absolutely. Those mixed timelines because some reporting saying the
president might have known about his likely exposure it when he did this fundraising in newjersey. What exactly is the clear picture here . At the moment, we are still trying to piece together that timeline. And these statement so far it just all afternoon have been confused. As i mentioned, in terms of when donald trump tweeted to confirm that he had coronavirus on, earlier this week, we are still not sure when he was diagnosed, when the treatment started. We are hoping to get more updates from the white house at some point but right now whenever there isa point but right now whenever there is a confusing statement about the president s house that is a concerning time for the country. Especially as weve not got long to go before the election. 0bviously, he has suspended his campaigning for the moment but the white house still wa nts to the moment but the white house still wants to show that he is in control. Even though hes in hospital he has everything he needs there to carry on hisjob. At the moment, he is
still in charge. And he also wants to show that he is in charge. Many thanks. He has been tweeting about a stimulus. Lets now go to our correspondent heres our correspondent leb oo diseko who is at the walter reed medical centre, where mr trump is being treated. I think you can probably hear some of their enthusiasm larry, some supporters of the president basically telling me that this could happen to anybody. He has a fighter and they think that he will definitely overcome. 0ne and they think that he will definitely overcome. One man told me that he flew an overnight to show his support for donald john. There isa his support for donald john. There is a whole range of different age groups they are, senior citizens, younger people. Quite interesting as they have been a few moments of tension with supporters ofjoe biden. I guess thats kind of indicative of some of the passions we see in the country. 0verall his supporters were really good natured and telling me that theyjust want him to overcome. And they believe he will do it. My reaction was kind of
shocked but then again it seems to be most people are getting it at some point. I guess i was kind not waiting to find out i thought it haveit waiting to find out i thought it have it at some point, you know. Are you worried . Know its most powerful man in the world best doctors in the world. Shocking, i wish i could man in the world best doctors in the world. Shocking, iwish i could have had my notifications on my phone turned off because i saw the news p0p turned off because i saw the news pop up turned off because i saw the news pop up at like 1230, one a m. I didnt go to sleep after that. I was up didnt go to sleep after that. I was up all night and it was just shocking. I actually flew in this morning just to be here for a few hours. Had to fly back but this is the least i could dojust to show my support and frankly, keep telling everyone it doesnt really matter what side of the political aisle you follow, this is the leader of our country. I was upset. Follow, this is the leader of our country. Iwas upset. Icouldnt believe it. I was kind of like in shock when i heard about it. Concerns me about him first it was the age you know 70 far, i think hes going to do fine. I really do. I want to show support for him. And wish them good well. When british
Prime MinisterBoris Johnson wish them good well. When british Prime Minister borisjohnson got covid there is an upper of support doesnt feel like the people you spoken to today youre starting to see early stages of this here . Absolutely. For the people that are gathered here. You heard one of the donald Trump Supporters say look, it doesnt matter what side of the aisle you are on, we want our president to be better. That is good for country. Certainly when you are talking about when Boris Johnson for country. Certainly when you are talking about when borisjohnson was ill, it is frightening for people when the leader of the country is set to stop and donald trump is the free world. I think the issues around other questions around transparency, timelines, anthonys article was talking about earlier. May undermine deep white house effo rts may undermine deep white house efforts to portray that positive image that people really are hoping for, looking to them for. Im sure the president will appreciate seeing all those people out there. He feeds
off the energy of the crowds at his rallies and despite what the politicians in dc are talking about, they just want to see them politicians in dc are talking about, theyjust want to see them back out there dont they . I wasjust theyjust want to see them back out there dont they . I was just trying to get out my tweets but he has been tweeting. And thanking the staff at the walter reed military medical facility. I guess, the walter reed military medical facility. Iguess, kind the walter reed military medical facility. I guess, kind donald trump where it used to hearing upbeat and im sure thats a message you wanted his supporters and everybody else in the country to take it away. And speaking of twitter, twitter, facebook and now saying anybody who wishes individually the president they will take them down. This is obviously got a lot of people tweeting and faced booking and tick tock and for some all of that. They are being very vigilant about that. They are being very vigilant about that. Lets go back to lewis in our london studio. As weve heard President Trump has been given two treatments to try to slow the impact of the virus. 0ur Health Editor hugh pym looks at what those treatments are, how effective they might be and how he could have caught the virus. Even as the president walked across the white house lawn to the helicopter which would take him to hospital, there was speculation about how the virus might have got through the white house defences. Theres a policy of regular testing. But back injuly donald trump appeared to contradict his press secretary, who had said he was tested many times daily. The press secretary said today that you sometimes take more than one test a day. Why is that . I didnt know about more than one. I do take probably on average a test every two days, three days. I dont know if any time ive ever taken two tests in one day but i could see that happening. As well as question marks over the testing regime it has been noted that social distancing was not much in evidence at this recent event attended by the president , and masks and face coverings appeared to be in short supply. As for Donald Trumps hospital treatment, he is getting two experimental drugs. The first made by the us company regeneron involves antibodies produced in laboratories to boost Covid Patients immune systems. Scientists say early results are encouraging but there are still questions. It reduces the amount of virus that those patients then carry. What we dont know yet is whether that strong signal, strong effect on the virus, translates into benefits for the patient. And so, for example, does it reduce the time that people need to be in hospital, or reduce the need for a mechanical ventilator, or improve survival . Experts say the other drug, remdesivir, is an existing antiviral treatment which has shown positive results in one trial. The length of stay in people who have severe Coronavirus Infection is less. And so when you have indicators of severe infection, whether thats risk factors or whether its actually observed low oxygen rates,
the thinking is that the earlier you can get it to patients the better. President trump has had the drugs early on. But these are not cures for coronavirus. Hugh pym, bbc news. Borisjohnson and the president of the European Commission, ursula von der leyen, have agreed on the importance of reaching a trade deal, when the brexit transition period ends but they say, there are still significant differences on both sides. 0ur political correspondent, iain watson has the latest. Both sides of agreed to keep talking because the formal agreed asian ended without agreement yesterday despite that borisjohnson and his word not going to throw in the sponge, both sides of actually intensified the truck to see if they can over come they can over come to oui can over come they can over come to our differences. Was that important . If they dont, by the end the brexit transition period ends there will be tariffs. In other words taxes on goods which push prices up. Just because they are talking doesnt
mean they are closer to agreement. Both sides say they are closer to agreement. Both sides say their differences on fishing rights, side subsidies to industry and other differences. At the conservative Party Conference the Coronavirus Crisis the foreign secretary ratchet up crisis the foreign secretary ratchet up their rhetoric and said that theyve been held over a barrel of brussels have been ended. In other words they will not be a deal at any price. Lets take a look at some of the other stories making the news. The Prime Minister of armenia says the country faces a decisive moment as the azerbaijani offensive in Nagorno Karabakh continues for a seventh day. Fierce clashes have continued through the day, and the azeris say theyve taken more armenian held military positions and forced some troops to surrender. Coronavirus restrictions that put the spanish capital madrid under partial lockdown appear to have been heeded. Nearly five million residents in the greater madrid area are confined to their municipality. Madrid is the first European Capital to re enter lockdown in a bid to curb soaring infections. Streets that would normally be crammed were largely deserted, with rain playing a part in keeping people indoors. A powerful storm has caused what are being called the worst floods in living memory in south east france. Two firefighters whove lost radio contact are among the eight people still reported missing. The mayor of nice earlier said two bodies had been found. Several rivers burst their banks as two and a half months worth of rain fell in twenty four hours. President trumps positive test has thrown up lots of potential consistitutional questions. Could mike pence take over the presidency on a temporary basis . Could the president ial election be delayed . What happens if the Republican Party needs to find a new president ial candidate . Will there be time to confirm trumps pick for the Supreme Court. Lets speak to richard pildes, professor of constitutional law
at new york university. Glad to be here and talk with my friends in the uk and elsewhere. Thanks for coming on. First thing is we are dealing with somebodys private medical issues here and we wish a speedy recovery to the president. Were going to talk about the kind of constitutional implications if he is unwell. Lets start with that issue of the Vice President and mike pence, when constitutionally wood he stepped in if needed and how would that happen . We have very clear constitutional rules for a continuity of government in this circumstance. If the president felt he was no longer able to perform the duties or that was about to happen he can file a letter with congress which would make Vice President pence at the acting president pence at the acting president of the United States. If he gets incapacitated and isnt able to file that letter, the Vice President and the majority of the cabinet can file a letter like that
with congress and then Vice President prince will become the active president. What about the election at south . Could be delayed . Know, the election is not to be delayed. The election date is set by federal law, a statute congress has enacted. We have never postponed a national election. Even during our civil war for national election. Even during our civil warfor example. National election. Even during our civil war for example. It would take a biased partisan consensus in congress to suspend the election. It is very hard to imagine that happening. So i think thats extremely unlikely to occur. Very, very low probability. Low probability. If thats the case then we are probability. If thats the case then we a re pretty probability. If thats the case then we are pretty much going to get the election, whatever. If donald trump was too ill to stand himself, how with the Republican Party choose another candidate . Went into default to mike pence are not . Not necessarily. No. There is a Political Organisation representing the pull up Political Organisation representing
the pullup Publican Party is called the pullup Publican Party is called the Republican National committee. It has 168 members three from each state. They have the power to replace a republican candidate on the ballot including for president. They could get to gather and get the president is incapacitated and decide to announce who the new nominee of the party was. Its tricky at this point because we are so close to our election and this probably wouldnt happen for another week of two if it were to happen at all. That the voting process has started in many places, i dont think the ballots could be changed to replace the president s name. What would happen is voters would go into the voting booth and if they supported the Republican Party or President Trump or the new nominee, they would vote for trump on the ballot. Remember in the United States we are actually voting technically for electors to the electoral college. So even if the president is incapacitated voters are voting technically for the electors who support them who would
then go to the electoral college. |j see. Last question its got to be quick we are nearly out of time. Temporarily, someone can step in, mike pence can step in and become president temporarily. Thats correct. If the president resumes being able to carry out the office then he would resume having those powers. Wonderful stuff. One more pointjust powers. Wonderful stuff. One more point just because powers. Wonderful stuff. One more pointjust because to be clear is that your event of the 25th amendment . Has it been used before, has not been enacted before . Its been used in very minor ways. When president reagan and president george w. Bush went into surgery where they would be out for a while, remember president reagan assassination attempt . They did file these letters. The Vice President did fora these letters. The Vice President did for a few hours become the acting president. But that is the only circumstance in which there amendment has been used so far. |j
see. These are really complicated, constitutional issues and i have to say, you talked us through them with great clarity. Thank you very much for coming on the program. We really appreciate your time. Thats just about it from me before i go lets ta ke about it from me before i go lets take you live back to the United States on what is a hugely significant day for the country. These are life pictures right now. 0utside these are life pictures right now. Outside the hospital where President Trump is being treated. This is the Walter Reed National military medical centre just north of washington, the white house that he left. He has taken lots of his work from the white house with him. And he has been tweeting recently about other issues like the financial stimulus calling for that to be done showing that he is still working as he is inside that Hospital Building now as we speak. We will have plenty
more as always on the website. For now where going to take a brief pause as we say goodbye to our viewers around the globe. This is bbc news. And for viewers in the uk heres and for viewers in the the weather. Is bbc news. Now its time for a look at the weather with stav. Hello there. Weve had reports of localflooding across the south east of england because of the incessant persistent and at times heavy rain. The rest of the week we are going to hold on to some heavy rain. This time pushing further westwards. It is starting to cause disruption with furtherflooding in places. This area of low pressure, which contains what was storm alex, is continuing to dominate the web are seen right across the uk with weather fronts spiralling. We have had a lot of rain right across the country, as you can see from the radar picture. A few dry interludes developing
across the south east but more rain developing here too because of the night. A blanket yellow warning for as much of the country to the seating and tonight but it is the amber warnings that we have got across wales, south western england and in towards the east and north east of scotland, where we are most concerned about. Anywhere here could see flooding by the time with each sunday morning. A few spots over the hills could see an excess of 100 millimetres. You can see the extent of the rain for two tonight, pushing its way slightly westwards into parts of Northern Ireland to the early hours and here it will be windy with gales of the way down to the south west. Rain also pushing back into the south east but drier interludes, i think, across Eastern England but will be rather cloudy some spots of drizzle and temperatures no lower than ten degrees promise. It is very wet across scotland, much better day for Northern Ireland, the rain running into wales, South West England and then towards the south east but central areas in the centre of the loan may see some sunshine but also a few heavy showers. That will push temperatures up to 15 degrees. And it remains windy as well around
the periphery of the low. The low are still with us as we head on into the start of next week. It is not going anywhere fast and will continue to bring fairly breezy conditions across the west and south west and bands of showers, too. But there will be some sunshine around. Favoured spots in towards central southern england. Some of the showers could turn out to be quite heavy across Northern Areas and again the temperatures, teams from us but we could make 15 or 16. Low pressure eventually begins to dissolve away as we move deeper on into the weeks of the showers get fewer. 00 28 35,384 2147483051 51 02,406 it looks like we could see some dry 2147483051 51 02,406 4294966103 13 29,430 weather as High Pressure builds in
