And what message is that two migrants already living and working here. One of the problem is the salary threshold they are talking of. It is as if they think that the level of your salary determines how valuable your role is and what skills you have but we know that there are people in relatively low paid occupations like social ca re low paid occupations like social care who are skilled and viable and their new system may kick these people out and without social care workers from the eu, social care centres in london would be absolutely in a very difficult position. Talking specifically about their care sector which a lot of people have been talking about, that this will lead to a shortage of workers and that area . Not only will it lead to a shortage of workers in that area but it will be harder to get people into social care and harder to get people out of hospital until social care homes because it will not be the employers and stuff to do it. The governments own Migration Advisory Committee had said that they believed that this new point system that obviously we did not know the detail at that point would actually harm the economy and would not produce more britishjobs for british economy and would not produce more british jobs for british workers. Do you agree with the broad principle that if you cannot speak english you cannot get a visa . Well, i have never heard an employer complain that migrants cannot speak english. Ministers say employers must move away from a reliance on cheap labour from europe and invest in technology. The scheme which comes into force next january will apply equally to citizens from inside and outside the eu. Our home affairs correspondent, danny shaw, reports. The uks immigration system is changing. From next year, people who want to work in britain will be treated the same if they are from the eu or outside it. The government said top priority will go to those with the highest skills and the greatest talents. On a visit to Imperial College in london, home secretary priti patel mapped out the way ahead. She wants the brightest and best to work and study in the uk, at high tech laboratories like this, where they do groundbreaking research on carbon capture. The new immigration system is about points, with people wanting to come here needing at least 70 to apply. 50 point will be awarded if you speak english and have a skilled job. 20 points come from a £25,000 salary or working in a sector where there is a Labour Shortage, but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing plants. From a non eu point of view, it is really a lot more liberal than it was before. But for eu Migrant Workers this is a big change because, for the first time, they are not going to have to come in and just do any job. Essentially this now something which is going to allow in skilled eu migrant labour, except in very specific circumstances. Businesses which rely on lower skilled Migrant Workers are being told they will have to improve productivity, invest in technology, and do more to retain their existing stuff. The government is clear that overall levels of migrations will be reduced. Danny shaw, bbc news. Lets get more on this from our political correspondent, jessica parker. What has been the reaction to this . I think first of all, the government sees this as a key part of delivering that brexit package. You will remember the phrase, take back control. Communities affected by flooding remain at risk today, as river levels threaten to breach flood barriers in parts of the uk. There are six severe Flood Warnings in place, and the Environment Agency says levels in the rivers wye and severn will remain especially high. The river levels are now at about 5. 91 metres so they have come down slightly from what they were yesterday here in monmouth which was more than seven metres. Compare that to 2. 5 more than seven metres. Compare that to 2. 5 three metres this time of year. Twice as high as expected. The wye bridge has been close to both pedestrians and traffic. The village over the other side is cut off from monmouth and you can hopefully see that this river has blocked those people from coming over here as well. Just watching the level of water cascading through is quite extraordinary. A nearby Water Treatment plant was flooded yesterday and residents are being encouraged to buy bottled water because of the supply of Drinking Water might be affected by that. A lot of disruption here in monmouth. The Welsh Government budged £10 million to help those affected by the flood. At least 800 homes and businesses have been caught up in this but we really do expect that figure to rise. For the moment, thank you. Among the worst affected areas are south wales, herefordshire, worcestershire and shropshire, where major incidents were declared. Hundreds of properties have been flooded as a result of the rain, which caused rivers to reach record levels. The Environment Agency has warned that levels on the rivers wye and severn will remain especially high into the weekend after both broke records this week. We can now speak to Flood Recovery specialist heather shepherd from her home in shewsbury, close to the river severn. You may be a flood specialist partly because of where you live. You are inside your house today, you have no flooding inside the house. Is that right . We were so lucky, we got away with it by literally a whisker. U nfortu nately not with it by literally a whisker. Unfortunately not for my lovely neighbours, many of them did u nfortu nately get neighbours, many of them did unfortunately get water in their homes. So probably what we can do, it might help people, we can show some of the pictures you yourself have taken of the immediate surrounding area of your property, and we will probably get a sense of some of the situations you find yourself in. Can you just explained to us the sort of geography and how close you have come to the waters this time . So literally it was about to come in. It was that close. It was a slow rise, but its very deep, the water, when it does come into the water, when it does come into the village, to the point when you actually cant get in and out. I think one of the photos that you haveis think one of the photos that you have is of a big army flood bus which is usually used for. It is owned by the local pub, who we have been using. I think one of the pictures show that going off into the distance, into an area that is incredibly deep, so deep that actually attractor has broken down and stopped in the middle of it, in floods in the past. So you can imagine the depth is enormous. Normally to get in and out of the village at the moment you would need a boat. So heather, you are from the National Flood forum, and we have had exceptional conditions. So given that, and that is just a straightforward fact, what are the Big Questions you are asking, and people that have been badly affected are asking, at this point . Well, i mean, it is unprecedented, what we have seen. There is so much damage and upset and stressful people at the moment, and we really need to look at flooding in a different way. What really concerns me is this is on the increase. I have been working in flood risk for over 20 years, and it is getting worse and worse. What happens to our children and our childrens children in the future . We need to be a lot more proactive about what flooding will look like in this country in 50 years time, say. But also, i think that there is a lot of villages and particularly rural areas and inner city areas that do not match the governments criteria for funding, and we are seeing multiple flooding is in this area, but there is not the access to finance to be able to do anything more for them. So government needs to really look at that criteria and see how it can embrace more communities with help. What has the pattern being in the past, heather . Obviously there is so much focus right now in places like yours that are so badly affected. But when the cameras are gone and the flooding has died down, is it your sense that it is convenient for everyone to forget about the problems . It is convenient for everyone to forget about the problems7m it is convenient for everyone to forget about the problems . It is. While all of you wonderful bbc people put all these pictures out, and it keeps flooding in focus, once that has gone away, then yes, it goes down on the governments agenda. And we see complacency is. But where people are left for months on end, it takes on average 6 18 months to recover from a flood, and often well beyond that time. And in that space of time, there are so many issues that people face that are very many issues that people face that are very difficult. Unless you really understand what those issues are and are able to move people forward , are and are able to move people forward, then people feel very stuck, and they cant see a light at the end of the tunnel. And of course, as we know, this can cause tremendous stress and anxiety, and that has been shown in research now, that has been shown in research now, that it that has been shown in research now, thatitis that has been shown in research now, that it is extensive, the mental and physical health side of flooding. And just on the domestic front, you mention the word stuck, can you get out of the house at the moment . And i know you have some wildlife. How are things . Yes, i havent got as much wildlife, so that is fine, and ican much wildlife, so that is fine, and i can step out of my back door now onto dry land. We all have waders and things in the village, so it is very important that we are keeping an eye on and making sure that people who are stranded and that we cant get to rok, and that they have got enough food and they have got heat, and that actually there is the availability for them to evacuate if they want, and a couple of people have evacuated from the village. But we are quite stole what, and we are supportive of each other stalwart. There is nothing to do but basically ride it out, and then there is the big clear up, the mess it leaves behind is huge. Good morning to you. What do you think about this tradition . Well, its very interesting, because Westminster Abbey belongs to the monarchy. Its not part of a diocese, so its not a bishop who says i want to have these bells rung ori says i want to have these bells rung or i dont want to have them running. It is up to them and it is up running. It is up to them and it is up to the monarchy. And they decided that they didnt want to change tradition. Thats the excuse. So it is going on. I think peoples reaction will be one of three things. One, they couldnt care less, really, because they are not that interested in andrew. This is normal, because it is supposed to be. Birthdays are represented in that way, as are other Senior Members of the royal family, and it is now no longer compulsory. So they will make up their own minds. So it will make up their own minds. So it will be quite interesting to see how Many Councils do put up the flags. I reckon not very many. But the interesting thing as well as he is not really a Senior Member of the royal family any more, and so i think that is a bit silly anyway. From next year, people who want to work in britain will be treated the same, whether theyre from the eu or outside it. The new system is about points and people who want to come here will need at least 70 to apply. So how do the points break down . Having a job offer before you apply will get you 20 points. Youll also get a further 20 points if thatjob is at an appropriate skill level. An additional 20 points will be awarded if you have a £25,000 salary, or work in a sector where theres a Labour Shortage. And speaking english will also be a requirement that will earn you 10 points. But therell be no entry to the uk for most people doing whats classed as lower skilled work in restaurants, care homes orFood Processing plants. Werejoined now by home secretary, priti patel. It has been described as a radical shakeup of it has been described as a radical sha keup of the it has been described as a radical shakeup of the immigration system. What is the broader outline . M shakeup of the immigration system. What is the broader outline . It is a radical shakeup. The first time in nearly 40 years with the British Government will be in control and determine its own immigration policy and will also be able to determine the type of system it would be in control of and we are bringing an end to Free Movement of labour which is linked to our membership of the european union. As you have already said, we are no longer have a visa for low skilled workers to come to the uk. This will be a single global system that does not want discriminated if you come from the eu or outside the eu. It will be based on talent and skills, the points based system that you can bring to the United Kingdom but importantly this is a new system that will be in the control of the British Government. In order to work in the uk you need to accumulate 70 points. In what circumstances will someone be allowed to work here and get a visa without reaching that 70 point mark. First of all, let me explain how the system is going to work. From january one next year, we will have this points based system and it will be phased over a number of years but with regards to how people can come to the uk, to work, they need to meet these skills criteria. We have set out these anything policy statement document. People will have points applied to them. If for example they do not meet the salary threshold but have the right level of skills in a particular set weather s demand their skills, then of course they can come into the uk and have a tradable points that they will gain. But they will have to be sponsored by businesses, employers and we are already working on discussing with businesses in terms of how that system will work and what this means for business sponsorship, the way visas are granted that we will streamline it to make it more efficient. Importa ntly, streamline it to make it more efficient. Importantly, this basically redefines our immigration policy so the brightest and the best, people with skills need to come to the uk and we will no longer have the way for cheap labour which is dominated this country for far too long. Other circumstances in which low skilled workers who do not reach that 70 point markup will be allowed to work in the uk . First of all, when it comes to the Labour Market itself, we will continue to look at the dynamics of the Labour Markets and sectors and if the are Labour Shortages in case that is. Ab working with the Migration Advisory Committee and many of the recommendations have been featuring in the development of this policy. I have been working. Of course, they will be tradable points over a period of time with the development of the point system that will set a enable people with the right skills that our economy needs. The point i am trying to get at, the practical reality of this points based system and a lot of people are already suggesting this, is there will have to be so many exemptions that make the broad brush treatment irrelevant and that is why i am focusing in on this issue of whether the right circumstances, notwithstanding whether you take points from one place, your languages better, qualification is better, there will be people who can do jobs qualification is better, there will be people who can dojobs in qualification is better, there will be people who can do jobs in the qualification is better, there will be people who can dojobs in the uk who will never reach that 70 point market in the low skilled set is so will they be allowed to work in the uk if they do not reach that 70 point was make it is important to reflect that the system we are introducing is about the brightest and the best. We want to encourage people with the skills and talent to come to the uk and we do want to add and reduce the number of people coming to the United Kingdom with low skills. We believe firmly and we have seen this as well through Labour Market analysis and statistics figures alone, we have 8. 5 Million People in the uk age between 16 and 64 who were economically inactive. We want businesses to invest in them, invest in skilling them up, training them, working with government and levelling up across the country investing in skills and technology and regions. Plenty of people in the uk who should be looking to up skill and train and of course that will complement the work we are doing at the high skill and but also complement the ready the millions of people already in the uk the stash already. To continue to support our economy and our market but importantly make sure we have a high skilled, highly trained and highly productive economy in the future. Lets talk about some of the specific areas who are concerned about this new policy. In the care sector, the uk homecare association, the quote from them is that they have described the lack of provision for low paid workers as irresponsible, they have gone on to say that cutting off the supply of respective co workers will pave the way for more people waiting unnecessarily in hospital or in other centres so they have a very clear problem. A lot of the people who work in those sectors are low paid and would not on the face of it qualify which would mean they say a shortage. Let me just reflect upon those comments. Working in the nhs and providing good quality care and Compassionate Care is not a low skilled occupation. First of all, we have already created nhs fast track visa for medical workers and healthcare fast track visa for medical workers and healthca re professions, officials to come and work in the United Kingdom and that is really important. There are many people already here from the eu that are qualified and have the skills, a level equivalent, working in the ca re level equivalent, working in the care sector and of course they all meet the highly skilled route to come to the uk. The Migration Advisory Committee has been abundantly clear in their report and comments that immigration alone is not the root to providing and addressing many of the challenges within social care. I am working within social care. I am working with the department of health and social care and that working with the healthcare profession to look at what more they can do in terms of skilling up and supporting individuals that are coming into social get specifically, they are investing already in a department with finances of over £1. 5 billion this year alone to invest in people training and that is the right approach but we need a holistic approach but we need a holistic approach to social care. This is not about bringing in low skilled workers to work in the Health Sector or social care to provide good quality care you need people with skills and that is what the system is encouraging. All of those sectors that have raised issues, you seem to be rejecting out of had their concerns. The cbi says certain sectors recruit in the lower skill area. People working in catering, waiting, there are real concerns around the average wages that which would not add up to the annual salaries you talk about but are in high demand and jobs that are vacant as we speak. A number of points here. I have already mentioned there are over 8 Million People in the uk that are economically inactive. This isa that are economically inactive. This is a call upon businesses to work with the government to train people in the uk, to skill them up and work in many sectors. At the same time, there is a clear issue in terms of businesses and business engagement. This is have been calling in fact for the higher skill route when it comes to immigration and migration and calling for easier visa axis which is exactly what we have been doing, they have called to abolish the Labour Market test which is basically what we have done. We have been working with them and meeting many of the criteria and changes they have asked for. Business now has a fantastic opportunity to work with this government and level up across the uk, invest in people, use innovation and technology, invest in skills across all sectors, whether it is retail, hospitality, some of the sectors where they have the too long relied on low skill labour mainly and predominantly from the eu and investing in people across the uk. If and investing in people across the uk. Ifi and investing in people across the uk. If i may, and investing in people across the uk. If may,| and investing in people across the uk. If i may, i thought and investing in people across the uk. If may, ithought of and investing in people across the uk. If may, i thought of the ma nifesto uk. If may, i thought of the manifesto pledge in the election, of course which you want by a huge margin, you said you were looking to reduce immigration overall. Is that still what you intend to do, to reduce immigration . Of course because we will have an immigration system that is in control of the uk government. But you have not put numbers on it. We do not need arbitrary numbers because we are ending Free Movement and you will see immigration numbers come down which is quite frankly what the British Public voted for in the referendum, in the election and again reaffirmed in december during the election of 2019. They plenty what immigration to come down. A points based system, ending Free Movement from the eu creating one single immigration control by the government will achieve exactly that, reducing overall numbers of migrants coming to the United Kingdom. One other thing while you are with us. In addition to that, there are 155 Flood Warnings. That means that flooding is expected, and that is across parts of scotland, Northern Ireland, wales and also england. What we have this morning and for the next few days is rain coming our way. Some heavy rain across north west england and also wales. The met office have got weather warnings out for this, the rain falling on already saturated ground, so that does mean there is the risk of some more flooding. You can see what is happening. After a quiet start, an array of weather fronts come our way, notjust today but also through tonight and into tomorrow, all of them bringing rain. But first thing this morning it is dry for some of us. There is a lovely sunrise, especially the further east that you travel, but we also have a lovely sunrise in worcestershire this morning. The met office has another weather warning out for Northern England for the rainfall expected. There are 100 acres of it on this farm. But look this way. Around a third of the rapeseed plant at the moment is submerged in water, and that tra nslates submerged in water, and that translates to this farm of tens of thousands of pounds. It is notjust here in herefordshire, but shropshire, worcester, gloucestershire and all the way up into wales. Devastation across thousands and thousands of farms, and the National Farmers Union Alliance who ensure thousands of farms across the country tell us already insurance claims are heading upwards of £20 million, and they expect that number to claim much higher. And it makes sense if you think about the battering of storm ciara, and on top of that came dennis. Wet upon wet upon wet. Lets talk to this farm about the impact on his farm. Good morning to you. Hundreds of acres submerged in water, what does that mean for your crop . Like you say, we have 160 acres of crop underwater, and the crop is drowning at the moment, if it hasnt already drowned. Is it too soon to put a number on what that will mean financially to you . Absolutely. The big issue has been a combination of rain starting in september, so we are now looking at another rain event, storm dennis bought a month worth of rain in two days. We wont know until we get down here to replant and until we get a combine harvester in august. And it was a particularly dry summer last year towards the end of it, and following that with extreme wet weather. What does that do to your soil and to trying to bring in your harvest . Yes, so we had a tricky harvest . Yes, so we had a tricky harvest getting in and the rain started quite early for us in the autumn, which meant we really struggled to get crops into the ground. That has been nationwide, which is quite unusual, all the way through the breadbasket of the uk. It meant we have struggled to get crops in and at the moment we are going to struggle to get anything else in. How does it compare to other winters you have been to . Farming is in your genes, it is in your blood. What does it look like at the moment . It is the worst, it is unprecedented. The river level gauges have broken because they have never seen the water this high. Dad has been here 50 years and has flooding records and it has never been this high before. It is phenomenal. It is sort of humbling away. We think we are so clever in what we do in agriculture and we are 100 controlled by mother nature. And these events seem to be getting more frequent. And you have a new baby daughter, congratulations. It is your dream to pass this land onto her. At the moment, how optimistic do you feel about that . At the moment, not very optimistic. Questions around that but also around a long term plan. What can we do to protect rural economies when the weather is becoming increasingly unpredictable . Thank you very much, just looking at the seams behind you, were going to talk now about some of the problems it causes for wildlife. We can talk about this more now with the rspcas water rescue co ordinator, jason finch. Ididnt i didnt know that role existed, but given the scale of the problems in these cases, you have been called in a lot. Yes, resources have been really stretched since saturday, really. From 7am saturday morning right through to about 9 30pm every night, saturday, sunday and monday. So it has been a pretty hectic and busy time for us. So we can see some of the rescues you have been involved in. The first one i think isjemima. Jemima is involved in. The first one i think isjemima. Jemima is a pony. Tell us a bit about this. Jemima is a pony that was stranded, this was at guildford. She was stranded on a very small piece of land and it was literally three metres by three metres. She was surrounded by floodwater. There was a river running through the field as well, so you can see in front of the guy there there is a river in front of him. But at the back of her with the main a3. So she was literally enclosed. There was nowhere for her to go. It was too dangerous to take her out of the a3, so the guys had to assess the situation and what would help best to get her out of there. The best thing for us is a lwa ys there. The best thing for us is always if we can leave animals in situ, we will, and feed them in situ, we will, and feed them in situ, because it is a dangerous operation to take them out. Go back a step, though. If we see those pictures again, we pick up on it where the pony has a rope attached on it. How did the rope get to the pony . So they assessed the situation, assessed that her welfare would be compromised if she was left where she was. They couldnt take her backwards because of the main a3 and they were too many obstacles to ta ke and they were too many obstacles to take her out that way, so the only way to get her out was to walk through the floodwater and then swim her over a river to dry land. So the officers swam across the water. So the officers swam across the river to assess her and assess the situation further, and once they decided that was the only way to get her out, they then had to swim a line out, attach the line with a Quick Release mechanism on it to her head collar, and then encourage her to go into the water, and she was asked to swim through the river back to dry land. We have been out live on a farm this morning and one of the situations lots of farmers have really struggled with was with sheep, managing sheep in this situation. What are the difficulties there . Sheep are always an issue for us with these large events. Sheep are out in fields, they may be in areas that are very susceptible to flooding. We have had articular problems in wales. I am not sure where that picture is. We had particular problems in wales. The problem with sheep is they have got fleece that once it gets wet causes them a problem. When it is dry, it is great, but once it gets wet causes them a problem, and they can drown because they cant swim very well, because the fleece waved them down. So we had to go to several flocks of sheep, assess them. There was one particular flock in north wales, it was 22 heavily pregnant ewes, and they were stuck ona pregnant ewes, and they were stuck on a very small island, no food on the island at all, farmer was panicking, surrounded by fast flowing floodwater, but the difficulty with that situation is the guys went out on boats to assess them, and the harrowing thing for us is making the decision to leave them where they are. Because if we tried to rescue them and force them into the water, they might have panicked and gone into the water, they are very likely to drown. So they had to leave them where they were, but the farmer provided feed and they took the feed over on a boat so that the sheep had enough feed to last them until the waters had receded. Low skilled Migrant Workers seeking employment in the uk will not be able to get a visa under the governments new plans for a points based immigration system. Ministers say employers must move away from a reliance on cheap labour from europe and invest in technology. The scheme which comes into force next january will apply equally to citizens from inside and outside the eu. Our home affairs correspondent, danny shaw, reports. The uks immigration system is changing. From next year, people who want to work in britain will be treated the same if they are from the eu or outside it. The government said top priority will go to those with the highest skills and the greatest talents. On a visit to Imperial College in london, home secretary priti patel mapped out the way ahead. She wants the brightest and best to work and study in the uk, at high tech laboratories like this, where they do groundbreaking research on carbon capture. V importantly now this redefines our imintegration policy to the brightest and best, people with skills need to come to the uk and we will no longer have the routes for cheap low skill labour that has dominated forfar too cheap low skill labour that has dominated for far too long. The new immigration system is about points, with people wanting to come here needing at least 70 to apply. 50 point will be awarded if you speak english and have a skilled job. 20 points come from a £25,000 salary or working in a sector where there is a Labour Shortage, but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing plants. Migration policy to the brightest and best, people with skills need to come to the uk and we will no longer have the routes for cheap low skill labour that has dominated for far too long. I think there is going to have to be a lot of exemption, and exception, i think this policy is going to turn into a muddle, and yet, it sends a very clear message that immigration isa very clear message that immigration is a bad thing and i think that is a toxic message to send. Lets concentrate on a practical system, a fair system, that can be made to work. Businesses which rely on lower skilled Migrant Workers are being told they will have to improve productivity, invest in technology, and do more to retain their existing stuff. It has been same for those in the us and this morning the south koreans took their passengers home. These are two pensioner, i dont like to think of them like that, but it is just, they have been through so much, and i just want someone to take care of them, you know, someone, oh, i dont know what the next few days will hold for them and i am not there, i am here. And your dad is getting lots of comments online and support from strangers and people round the world, what concrete help are you getting in this country, who is advising you, who is supporting you, do you feel like you are being supported at all . No. Iwould love them to have a single point of contact, from someone, at the British Embassy, which i think they are talking to someone there at the British Embassy so they are getting response, i finally got my dad to reply to an e mail, to the British Embassy s authorising them to speak to myself and my wife so we can get through to them, because at the moment they reply to us saying we cant talk to you unfill your father authorises they can. Good morning from monmouth, and as you say, the waters have been very high yesterday the river reached record levels, bon seven metre, it is below six this morning but my goodness the volume of water coming through here is absolutely extraordinary. Take a look at our top shot this morning, and you might be able to make out a caravan park, which was evacuated yesterday, many homes and businesses have been affected by this. Let us chat to jeremy parr from Natural Resources wales, the welsh equivalent of the Environment Agency. You are the head of flood risk management. Have you ever seen anything like this . This is an exceptional am of water, across the whole of the country, so here in monmouth, the water level here, 70 centimetres higher than it has been, parts of the town were defend and you know, those defences helped prevent flooding but the other side the river, caravan park there, people had to be evacuated. So, what we have got here in monmouth, with the river wye, it rises slowly and goes down slowly, so this is the effect of the rainfall from the weekend. Other parts of wales, the rivers go up and down quickly. The taff valley that is where we saw the worst of the flooding in wales. What can be done to prevent thing, like this, if anything . It is a combination of thing, this is exceptional amount of water all the predictions from Climate Change scientist, we will see more of this sort of thing. There is no easy answer, it is a whole range of thing, defences have their place, we need to look at ways in which we can possibly make communities more resilient, that means bidding properties which you maybe accept there will be flooding from time to time. That is not a particularly good thing but that is the sort of thing we need to look at. Look at ways in which we can hold back water in catchment. It is very challenging. Sadly, there is not much that can be done, people will have to somehow learn to live with this. There is an element of learning to live with flooding. This isa learning to live with flooding. This is a societal question, this is about land use, about where we put homes and properties about plan foger the future, what we have to do really is have some of the Difficult Conversations about what we do in communities that are at risk of flooding because the risk is is there. This bridge has been closed, there. This bridge has been closed, there is a concern this bridge could collapse. Yes, the bridge has been closed for a couple of days now, we work with the Emergency Service and the local authority sharing that information a about what is likely to happen with the river, it is closed on a precautionary basis to stop people going across it and for safety reasons because of the amount of water and the force of that water.
