A stark warning from the chancellor, but there was more cash in his Spending Review to level up the economy. Im in merseyside to find out if thats giving businesses confidence amid the gloom. The small fish thats helping scientists learn how to heal people with serious injuries without scarring. Good morning. Its a chilly start to the day. Some frost and fog but a lot of dry weather and a fair bit of sunshine. Cloud at times in the south. Detailed in ten minutes. Good morning. Its thursday, 26th november. Our top story. People in england will learn what restrictions they will face when the lockdown ends next week, as the Health Secretary makes an announcement later today. Most of the country is expected to be placed in the two toughest tiers of measures, with london going into tier 2. Our Political Correspondent helen catt reports. The shutters will come up on shops, gyms and hairdressers everywhere in england next week, as lockdown ends. But what else opens again will depend on where you live. The government will announce later this morning, which level of its new tier system its decided will apply in each area. So whats likely to happen . Only a handful of areas are expected to go into tier 1, where groups of up to six people will be able to meet again, indoors or outdoors. Pubs and restaurants can open with last orders at 10 00pm and closing at 11 00 pm. Most of england is likely to be in tier 2. Groups of up to six people will still be able to meet outdoors, but not indoors, unless in a support bubble. Pubs can only reopen if theyre operating as restaurants, and alcohol can only be served with a substantial meal. But some areas will be in the highest level of restrictions. Pubs and restaurants will be forced to provide takeaway only, and therell be no mixing of households, except up to six people in public outdoor spaces, like parks. London is expected to be put into tier 2. Some areas of Northern England have already had months of tight restrictions and fear they are headed for tier 3. I think its more likely than not that the government will put us in tier 3, given the statements that ministers have made about the majority of people being disappointed and practically nobody being in tier1. I think theyre giving a very clear steer that they are going to err on the side of caution. Other areas like lincolnshire were in the lowest tier before lockdown. Cases have soared in some parts of the county, but not in others. Theyre among several local authorities and mps whove appealed to the government to take that into account, and not to impose higher tiers across entire counties. Weve got areas on the east coast which are pretty high at the moment, although they are coming down, and weve got other areas inland which are below the national average. And it would seem very perverse to actually force businesses and families to stay and enjoy the highest restrictions, when theres actually no need in those particular areas. The government says it will look at local context as a factor. That could include if an area is a commuter zone or has lots of students, for example. Rapid Community Testing will be offered to areas which do go into tier three. In liverpool, its been credited with helping to cut transmission of the virus. The government says doing that is key to moving back down the tiers. Its promising to review the allocations by december 16th. Helen catt, bbc news, westminster. Teesside, in the north east, is expected to go into tier 3. The area still has some of the highest levels of Coronavirus Infection rates in the country. Geeta pendse is in middlesbrough. Good morning. The impact of this is going to have on businesses and the way people are living, how does this look . Absolutely. The impact could be huge. Im here in Middlesbrough Town Centre. I have spoken to the owner here this morning and she among lots of people in the hospitality sector across england, are so nervous about hospitality sector across england, are so nervous about finding out which area, the tier for the area will be. Tier. Particularly if it is the most severe tier. Local leaders are anticipating that the town will be placed into the most severe tier, tier 3, and thats because despite of the infection rate dropping, at one stage it was 500 per 100,000 people, rate dropping, at one stage it was 500 per100,000 people, it is rate dropping, at one stage it was 500 per 100,000 people, it is now 327, it is still much higher than other parts of england. As we heard in the piece, there are commonalities between the tier 2. Nonessential shops will reopen and also people can meet in groups of up to six in public outdoor spaces. But if youre in tier 3, different households still are not allowed to mix indoors. And crucially, pubs, restau ra nts, mix indoors. And crucially, pubs, restaurants, bars will not be allowed to reopen unless it is for ta keaway allowed to reopen unless it is for takeaway and delivery. As i mentioned, i spoke to the owner this morning. She said it was absolutely devastating and unsustainable. She also told me that even tier 2 would be extremely problematic for her bar, which relies on alcohol sales and that night time economy. We will be hearing from the government later. There are lots of different factors. Infection rate is one of them, but also things like the pressure on the local nhs. People braced across the country to find out which you or their local area will be in. Thank you. Crowds have taken to the streets in argentina as three days of National Mourning began, following the death of football legend Diego Maradona. Maradona famously led his country to victory in the 1986 world cup, and is considered one of the greatest footballers of all time. He died of a heart attack at the age of 60. Natalio cosoy reports. Brought to tears and brought to his knees. A fan plays tribute to Diego Maradona. Here at la bombonera, the home of boca juniors, an informal shrine in memory of the clubs greatest player. All across buenos aires, all across argentina they gathered, to celebrate a glorious and colourful life. It is like filters have been applied but it is really vibrant. Its beautiful, isnt it, naga . It shows the weather for the next few days for some of us really nicely. It will be chilly in the next few days. We will have some frost and we will see some fog forming. We have both of those elements this morning. Some of the fog will be slow to left, some will linger all day in the shape of cloud. There is a lot of dry weather after the chilly start. At the moment temperatures in parts of wales, the midlands, east anglia are below freezing. They have some going to recover. We still have cloud in southern england with the rain at times. Showers in western scotland, a few down the north sea coastline as well. These are the maximum temperatures in towns and cities. Seven to ten. Chillier than it was yesterday for many. Through this evening and overnight, we have a front in the south with spots of rain. A new one coming in from the north west introducing rain. In between it will be cold, with temperatures falling away. Dense fog could be problematic tomorrow morning. These are the overnight temperatures widely across england and wales. We are looking at temperatures below freezing. Tomorrow we start with this fog. Like today, some of it will be stubborn to left and linger all day. There will be some sunshine in wales, Northern England and north east scotland for a time. Top temperature 12. Thank you. See you later. Lets take a look at todays papers. The guardians front page carries news of the chancellors Spending Review, amid official forecasts that predict the uks biggest economic decline in 300 years following the coronavirus pandemic. The telegraph suggests that liverpool, which was the first area in england to go under the highest covid rules, could be placed into a lower tier of restrictions when post lockdown measures for the country are outlined later. Half past 11 this morning we get the full details. The death of argentine footballer Diego Maradona covers the front page of the sun, which describes him as englands world cup nemesis and one of the all time greats. The image shows maradona scoring the hand of god goal against england in the quarter finals of the 1986 world cup. Which, of course, argentina went on to win. The buenos aires times online includes images of fans gathering at the obelisk. The paper says clapping hands, car horns, sirens, cheers and songs could be heard from 10pm, in tribute to the legendary number 10. Must be some remarkable scenes playing out there for the next few days, three days of official mourning. So, a picture. Here is an image for you. If you have got quite a few cats at home, maybe two, three, maybe four. Can you see that . Which camera are we on . Over that way . It is worth dwelling a little. I hope you can see. How clearly is that coming across . This is a picture from a lady who lives in oman. She has, not all of the cats are in the picture, she has 480 cats. Domestic cats. This is not a home for cats. Well, it is their home. It is not a rescue place. 480 cats. She has also got dogs, 12 dogs. You can see one down the bottom. Thats quite extraordinary, isnt it . Shes not just rescuing isnt it . Shes notjust rescuing them and. . You assume there must be a story. But it is not a rescue centre, as such. I have three cats, and the only thing i can think of, i dont know if you will be with me, the smell . Cats dont tend to smell. But 480 in a house . I feel duty bound to say if you have got more than 480 cats in your house this morning, sent us a picture we might not believe you. Im fairly confident. Its not going to happen. Ami to happen. Am i right in thinking you dont play chess . No. Would you like to learn . I would find it very challenging. You dont mind challenges, do you . I have nothing against the sport or those who play it. There are so many things people are catching up on, streaming on television etc. There is one i am really enjoying. It has really caught the imagination of quite a few people when it comes to chess. It is a limited series, the queens gambit, about a young woman who becomes brilliantly successful at chess and is challenging middle aged men in corduroyjackets, as this size. This is a documentary . Its not. It is a drama. Its based ona its not. It is a drama. Its based on a novel. The woman is called beth, a talented young woman in the ra nks beth, a talented young woman in the ra n ks of beth, a talented young woman in the ranks of the male dominated world of competitive chess. What has been happening as a result, there has been more than a 200 increase in chess set sales. Since this was released in october, john lewis has seen a 120 rise. Lots of people now asking for lessons. Younger people wanting to learn the game. What is a chess set accessory . A timer . Yes, youve got the clock thing. That is when you are really serious. You could have marking pads. You can roll up chess sets rather than in a box. Different ways. On another thought, we all know cars are getting bigger and bigger. You know that parking thing . You go into a car park and you find a space but you cant get the car door is open . Theyve done this analysis of how much bigger ca rs this analysis of how much bigger cars are. From the 19705 to 2020, the mini, for example, has gone up in size 55 . So break it down. Say youve got a big car like a range rover, and you park in a regular sized space, what you end up with, because of the width of your car, ease either side of the vehicle. I am going to illustrate this. A handy piece of yellow all. Either side of your car you end piece of yellow all. Either side of yourcaryou end up piece of yellow all. Either side of your car you end up with this amount of space for the door to open. It is 21 centimetres either side of the carfor 21 centimetres either side of the car for the 21 centimetres either side of the carfor the average space 21 centimetres either side of the car for the average space with a big car for the average space with a big car like that. You cant get out of that, can you . Car like that. You cant get out of that, can you . No. Im notan angry, road rage person, but one of the things that infuriates me is when people dont park within the lines, but when they parked just on the edge one line. It the space. Well, with that itll space it doesnt make much difference anyway. At least you have 21 centimetres. Stay calm out there, whatever the circumstances. Despite beginning his Spending Review with pretty dire economic forecasts, the chancellor did promise billions of pounds to help level up the economy when he addressed the commons yesterday. Nina is at a Printing Firm in merseyside to get their take. Good morning. There will be a lot of businesses paying very close attention to what the chancellor said yesterday. Tell us more from the place you are in. What do they do there, how are they feeling . Absolutely right. Good morning. Have a little look here. These are admissions letters for edge hill university, heart off the press. They provide businesses and the Public Sector, like universities. Ive also seen material for charities and hospitality businesses. When the wider economy is doing ok, these guys are doing ok too. This was the warning from government. Borrowing is up to nearly £400 billion. That translates to nearly seven grand for every individual in the uk. A lot of money. We know the economy is going to shrink. That will mean fewer jobs. Its predicted 2. 6 Million People will end up out of a job. The economy wont recover for quite a while. In fact, even in 2025 so, half a decade away the economy will still be 3 smaller than we expected it would be pre coronavirus. A little bit of light at the end of the tunnel about. The government said they would find £4 billion for levelling up the economy, which means investing in places outside of london and the south east, so things are fair. The money trickles down and around the north of baghdad. Lets talk to somebody for whom that would be very important. Good morning, mario. This levelling up promise, is it meaningful . It is as long as they follow it up. From our point of view as a business, we want to see more optimism. I understand the chancellors position in terms of what he is saying and he has to bea of what he is saying and he has to be a little bit cautious. From our point of view as a business, we are optimistic and what we are doing. We are looking to invest. If they can actually transpire a lot of that confidence down to businesses like us, then hopefully we can get the economy going. Yesterdays announcement important, but presumably even more important for you is where the north west, merseyside, ends up in this tier system . If business merseyside, ends up in this tier system . If business is here contract, where is yours . We have been working during lockdown with some of our clients. We have got a lot of clients who are very. They are waiting to see what is going to happen today with the tier system. We are dealing with companies and hospitality. So for them is a crucial decision today. It obviously filters down to us, because if they are not opening their doors to trade, then effectively it does filter down to us. And finally, mario, you have taken advantage of a couple of the governments initiatives, including the Apprenticeship Scheme . Yes, its something we have been talking about in recent months. This is the extra incentive, to bring on a new apprentice, to help sean, who has just disappeared. And also, to other areas of the company, to be someone who can gain a lot of skills over a good period of time. That is what lots of businesses are telling us, although the outlook is pretty bleak. They have welcomed the support scheme. I want to have a quick chat with dave. Can i grab you for a quick chat with dave. Can i grab you fora minute . I know quick chat with dave. Can i grab you for a minute . I know you have got two kids. You were listening out yesterday for their future. One of them as a teaching assistant. Out of them as a teaching assistant. Out of the news go down that her pay is going to be frozen . A little bit disappointed, to be honest. They work really hard. And to find out that after two, three years if this happens, they get no rewards, its not great. You feel like yourjob is safe for now. You have got a pension you can rely on what you are worried about your kids . Yes, with the pension i think im fun. But future security for both my children . One works here under vicky in education. They will possibly struggle. What should have the chancellor do for you and your family, should have the chancellor do for you and yourfamily, dave . Should have the chancellor do for you and your family, dave . Its all about investment. And making sure that we have got the right infrastructure. And hopefully things will be different between north and south. And welljust have to go from here. But i really know its a difficultjob. But from here. But i really know its a difficult job. But somehow someone has got to come up with the answers. They really have. I dont envy them at the moment. Just to give you some context. Northern powerhouse rail, the big ambitious project, would cost £29 billion alone. There are questions now that were not answered yesterday, about how all of this will be paid for. At the moment our economy, we owe a lot more than everything we are worth. The answers to those questions are expected to come next year. Nina, thank you. Really interesting. Notjust seeing one workplace, an industry trying to work out how it is going to work out, but then you hear the individual stories of people who work there theyve got families, the trickle down effect. Decisions made by rishi sunak, who we are saying at 7 30am on bbc breakfast. Although the lockdown in england ends next week, in some parts of the country pubs may not reopen and some business could stay shut. Thats because areas will be placed under different tiers of restrictions, which the Health Secretary will reveal today. Breakfasts Graham Satchell has been hearing from people in liverpool and in kent about their hopes and fears ahead of the announcement. At home in liverpool, the eagleston family have been keeping their spirits up in lockdown, playing games table tennis and a bit of chess. Like the rest of england, the family here will find out later today what tier theyll be put into next week, when lockdown ends. My hope is that the numbers have come down significantly enough that normal life can resume a bit. Having said that, it concerns me that therell be a lot more movement around the city and around the country as we head towards christmas. And how terrible would it be that you pass on coronavirus to somebody that then goes and sadly dies, when actually we could be a matter of weeks away from a vaccine that would mean that lives could be saved and we could celebrate after that . Liverpool was the first place in the country to have mass testing, and infection rates here have come down, now the lowest theyve been for two months. I actually get like, a rash over my skin through stress, but that doesnt mean that i cant balance that with a healthy, positive approach, where we tackle a problem head on. Conor foley is also trying to keep his spirits up. But thereve been empty chairs at empty tables at his pub for much of the year. He says he needs good news from the government today. I hope for tier 1, but thats a big, big, big ask, because at the minute were still over 100 cases per 100,000 in liverpool. I expect well get tier 2. I expect the government wants a Success Story out of the mass testing in liverpool. But because of the harsher restrictions of the tiers, almost every single tier hurts this industry. As conor locks up his pub, at the other end of england in kent, jenny is getting her craft shop ready to reopen. Its been hard. It keeps me awake at night. Or it doesnt let me sleep in the mornings, i should say before lockdown, kent was in tier 1. It now has the highest infection rates in the uk. I dont know whats going on in kent. People have got tired. They cant be bothered. And i think that is the problem. They really cant be bothered. Theyre fed up with it all, and they just want life to go back to normal. This is canterbury high street. Quite busy, isnt it . You wouldnt even know its lockdown. It doesnt really feel anything like a lockdown. The roads and everything like that still seem as busy as it would normally. Local leaders in kent say the rise in cases here is down to a wilful disregard of the rules. On the seafront on the isle of sheppey, albert and tonina are having their daily walk. Albert has a heart condition, and says whatever tier kent ends up in, hell be staying vigilant. Listen, were going to be tier 3. If were not, great. Even the kids dont want us near them, cos they dont want the headache if, like janine, she had it, our youngest daughter, and she gives it to us too, and then im on a slab. So, we dont want that, do we . Ive lost enough friends in this world recently, some with covid, some with other diseases. So its been a horrible, terrible year. Ring in the new year come on, january 1. With vaccines on the way, there is hope for 2021. But the worry, as england ends its lockdown, is how many will pay close attention to the new tiered restrictions about to be introduced. Very interesting seeing the disparity between those places. So well illustrated there. Liverpool and kent. Such different atmospheres around what people are hoping for. And at the expenses theyve had. We know that matt hancock is going to stand up in the house of commons today and make this announcement on the tiers. But in some ways for us its like, that is the news and we reported, but the impact of it on every business and how they can prepare, just shows, doesnt it . Time now to get the news, travel and weather where you are. Good morning from bbc london, im Victoria Hollins. The father of damilola taylor, who was stabbed to death in a stairwell in peckham 20 years ago, says he still bears the pain. The death of the 10 year old sent shockwaves through the country. In an interview to mark the anniversary, Richard Taylor says he wants damilolas legacy to be one of hope rather than tragedy. What we really want is for other young people growing up to remember he was an innocent young boy who was trying to settle down in the uk, but he was deprived of his life, so the legacy we want is for those young people to provide them a foundation, a background to better their lives. The mayor, sadiq khan, is urging government to place london in tier 2 when the National Lockdown ends at midnight on december 2nd. Londoners will find out what tier the capital will be placed in today. The mayor believes if london was placed in the highest category of tier 3, which would see restaurants and bars remain closed except for takeaway, it would see businesses going bust and more jobs lost. Weve already had the Christmas Lights switched on along oxford street, carnaby street and Regent Street and tonight is the turn of the shard in south london. Theyll be turned on from southwark cathedral, with organisers saying this years design will involve morse code saying thank you to the nhs. Three nhs workers will be get the chance to push the button and start the illuminations. Lets take a look at the travel situation now. Theres a good service on the tubes this morning. Northbound traffic on the blackwall tunnel southern approach is slow from blackwall lane traffic on the a13 is building heading westbound out of dagenham into barking. In mottingham, northbound traffic on the a20 sidcup road is slow heading towards the roadworks at court road a contrast in fortunes across the capital as it is coolest and sunniest in the north west but cloudier and milder towards the south east where there is a weather front and you can see that nicely on the graphics where we are set to keep the cloud for much of the day and still are few dribs and drabs of rain this morning that it should clear away but we will be keeping the cloud towards the south east as we head through the afternoon but plenty of sunshine towards northern and even western and Home Counties with top temperatures between nine and 10 celsius and wins. A light. Overnight tonight, where we have the sunshine through the day we will see a bit of mist and fog developing and isa a bit of mist and fog developing and is a touch of frost in the morning but we are set to keep the cloud towards southern and eastern Home Counties. Tomorrow, rather cloudy day, it should stay dry and mist and fog will be slow to lift and clear through the morning. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. Bye for now. Hello this is breakfast with Charlie Stayt and naga munchetty. Coming up on breakfast this morning. In places with the toughest measures, pubs and restaurants will stay closed and indoor household mixing will not be allowed. Lets talk now to our gp, dr ellie cannon. Good gp, dr ellie cannon. Morning. How are you . Good, thank good morning. How are you . Good, thank you. We were just running a piece earlier wherejohn thank you. We were just running a piece earlier where john maguire thank you. We were just running a piece earlier wherejohn maguire was looking at people in liverpool and kent and talking to them about the tier system and how people were preparing on one of the thoughts was, people just dont understand the tier system and are doing their own thing. Do you think this time round will be different . Has it felt like we have had a reset and now we are starting again . Yes, possibly. We have been very good at lockdown andi we have been very good at lockdown and i think we have to give ourselves credit for ourselves and i think we have to give ourselves credit for that. We were very good at that in the spring and in this lockdown now we have been very, very compliant around the country and the numbers speak for themselves, the effects on the cases, so i think we do have to give ourselves some credit. The rules can be very confusing with the different tier systems and sometimes they dont make sense to people and i would urge people to have a good read of them at the uk government website so they can understand what is going on in their area. Lots of things kicking around this morning. Could you talk about banknotes . I genuinely cannot remember the last timei genuinely cannot remember the last time i used cash and i think it was a parking metre because it wouldnt ta ke a parking metre because it wouldnt take the phone app, but so many taking advantage of Contactless Cards and the limit has been raised in many stores as well and because there has been concerns about coronavirus being transferred by a cash and this has been almost dismissed or said it is a low risk according to research by the bank of england. Thats correct. Cash is low risk for transmitting the virus. Weve done a lot of studies over the last few months on how the virus survives on different surfaces and whether that is a hard surface or Something Like the polymer or old style Something Like the polymer or old style banknotes. Although covid has ripped through the world, the virus is quite flimsy and can only last for a few hours on a banknote and even then the study shows that very little even survives and even then just very little even survives and even thenjust for a short very little even survives and even then just for a short period of time, plus, if you think about how we behave now with hand washing and sanitiser, actually the chance of you picking up enough virus from a banknote to make you ill is absolutely minimal. That will be reassuring for some, especially when some shops are saying, we are not taking cash. Some shops are saying, we are not taking cash. What some shops are saying, we are not taking cash. What are your patients talking to you about . I dont know how busy you are in terms of covid related illnesses and there really was a big push by all of the regular gps, yourself included, saying, please come and talk to us if youre worried about something. What kind of things are you dealing with . We are very of things are you dealing with . We are very busy, like we would be in a normal november with a lot of non covid related health issues, so thatis non covid related health issues, so that is good and i think people are getting used to the new system and the fact that we speak to people on the fact that we speak to people on the phone rather than seeing people straightaway, although we are still seeing a lot of people face to face people are getting ready for christmas and people are asking us about coronavirus vaccinations and its good to be reassuring people that the plans are under way but generally speaking, people are asking about all of the Health Problems they normally would, so the Mental Health issues, heart disease, all of those types of things and people seem to be getting back to wanting to speak about their health, which is great. Video consultations, thatis which is great. Video consultations, that is the new world. Is thatjust the new world now . Have you settled in with that, with regular patients . Yes, we settled into that in april, so within one weekend the Video Technology was put in general practice and we started doing those consultations. For a lot of patients we use other means. We might use text messaging or a lot of photos and you get really High Definition on photos for skin rashes. Sometimes thatis on photos for skin rashes. Sometimes that is better than my eyesight looking at a rash, so theres lots of different ways. We are still seeing people face to face, so thats good, because sometimes you just need to examine a patient or a patient just wants to see just need to examine a patient or a patientjust wants to see us and thats very important. So the idea now for general practice is that patients have a choice of how they see their gp. If they want to do an online consultation, they can. If they want to do a video, they can. Its having that choice of the different methods of access. Always good to talk to you. Take care of yourself. Thank you. Chancellor rishi sunak has set out what the government will spend on health, education and other Public Services as the uk economy continues to struggle through the pandemic. Despite billions of pounds of investment, its forecast that 2. 6 Million People could be unemployed by next year, and the liberal democrats say he hasnt done enough to face the tsunami of job losses on the way. Lets speak to the party leader, ed davey. Good morning. First of all, pick up for us on the theme of the jobs and we know the forecast around jobs looking to next year, going up over a million, 2. 6 million. Is that do you think in any way avoidable if the government were to do something they were not doing . Indeed. The liberal democrats have called for a strategy to protect jobs and liberal democrats have called for a strategy to protectjobs and create jobs, to build back a greener, fairer economy and to not leave any people behind. And its been disappointing. We can create the jobs of pre invest in Small Businesses and help the self employed who have been losing their work and also invest in those green, future industries. When i was cabinet minister we created a Huge Investment in renewables and managed to make britain the world leading offshore wind investor. I remember when we got a thousand jobs in whole to create offshore wind turbines. These are the kind of ambitious investments that the liberal democrat once and we were missing yesterday. These times are very different from the times you are talking about. Are you suggesting that the chancellor should be spending more money . We need to invest to grow. The only way we will get out of this mess we are into, and it really is one of the worst in the world, not just and it really is one of the worst in the world, notjust in unemployment going up by a million, it was the worst Economic Performance in 300 yea rs worst Economic Performance in 300 years and the worst level of borrowing, but to get out of that we will have to invest in those jobs and businesses and industries and grow sustainably out of this and thatis grow sustainably out of this and that is what the liberal democrats are arguing for. I have a real worry that if we dont invest in our economy and in social care, which is so crucial, we wont be able to turn this around. And we have the highest number of deaths compared to many other countries because the pandemic has been so incompetently handled andi has been so incompetently handled and i worry that the economic recovery is not being competently handled either and people will pay for that with their jobs handled either and people will pay for that with theirjobs and lost businesses if the government doesnt think again. My question was, would you spend more money if it were your decision . Yes, in the short term because its the only way you will grow those industries and businesses and it would be a huge mistake not to invest in the future now. The cost of unemployment and things like Climate Change will be so huge for future generations unless we get morejobs future generations unless we get more jobs created and invest in those industries that will tackle Climate Change, the debt burden for future generations will be intolerable. The very difficult conjuring the government is having to do no matter where you are in politics there are difficult decisions to make and they are all to one another so today the announcement over the tier system and england will get those announcements and clearly that in itself has a direct impact as we heard on the programme this morning. Someone from the licensing trade, obviously, if they are in tier 1, they can do more business and if they can do more business and if they are in tier 3 they can do almost no business. How confident are you that going to the tiered system is the right thing to do on Health Grounds but also in terms of the economy . We will need to see the evidence from the scientists how the virus is affecting different areas and parts of the country to give you and parts of the country to give you a proper answer. What im really worried about is because the government have mishandled this pandemic we have seen notjust the tragedy of higher death rates but the worst Economic Performance compared to many other countries and we and the liberal democrats have argued all along that if you sort out this pandemic and for example we argued that we should follow the advice of the scientists in september and had a shorter but more immediate circuit breaker, if you follow the advice and get the pandemic under control, there are huge economic benefits because then you can open up and if you look at the countries that handled the pandemic better, the Economic Cost has been much lower so im afraid that the failure of the government to get a handle on this awful virus is now reaping the cost in terms of our Economic Growth and jobs and thatis our Economic Growth and jobs and that is why the liberal democrats wa nt to that is why the liberal democrats want to make sure that the Public Health is put first because by doing that you put the economy first. Ed davey, thank you very much. Heres carol with a look at this mornings weather. It is really crisp and cold outside but i like it because i think there is some sunshine. Is but i like it because i think there is some sunshine. Correct on both counts. And it is a cold start. Let me give you an idea of how cold it is for some of us and in east anglia its 1 is for some of us and in east anglia its 1 and cardiff, birmingham, inverness, freezing for you and belfast is for celsius but in guernsey its 10 degrees and the reason for that is a weather front that has been producing cloud and rain through the course of the night and draped across the Channel Islands and also the south east but High Pressure is firmly in charge and there is hardly a breath of wind and there is hardly a breath of wind and its fairly settled with a lot of dry weather around but some frost and also some fog to watch out for this morning, some of which will be slow to clear and will lift into low cloud across parts of the midlands and lincolnshire. A fair bit of sunshine, a few showers running down the north sea coastline and still some cloud and some splashes of rain coming in across southern areas. Temperatures today ranging from seven in the north up to nine or ten where we have the weather front and all this cloud we are looking at a little bit milder, 11 to 13 degrees. Through the evening and overnight we hang onto the cloud and some spots of rain coming across southern counties as well as the Channel Islands and another weather front cross in the north west will introduce rain, clear skies will see fog forming in some of that will be dense, particularly across england and wales. As well as that it will bea and wales. As well as that it will be a cold night and the temperatures represent towns and cities and in rural areas we will see a lot of freezing or just above rural areas we will see a lot of freezing orjust above or below, so there will be frost or freezing fog but where we have the cloud and the rain, temperatures will not be as low. Talking of those weather fronts we still have this one across northern scotland introducing cloud and rain as we had through friday and rain as we had through friday and we also have this one across southern areas which looks like it may push a little further north. In between them there will be some sunshine and a lot of the fog will lift them the best of the sunshine will be across Northern England, wales and later we might see brightness in north east scotland but some of the fog will linger all day, particularly across lincolnshire and yorkshire and if youre stuck in an area where that happens temperatures will be well down and around parts of Northern England we might only see highs of three or 4 degrees, maybe five in towns and cities. Generally we are looking at six, seven, eight where we have the frontal cloud and rain temperatures are that higher. Over the weekend, largely dry for many and it will feel chilly although we have a weather front that looks like it will be in the south during the course of sunday which will introduce some milder conditions for High Pressure still firmly in charge with weather fronts trying to come in through the north west and by night it will be cold with some fog. Thank you, carol. One in three children who have some form of scarring say they feel sad, depressed or anxious because of having a physical difference. Thats according to the Charity Changing faces. Now scientists at the university of bristol are launching the First Research project of its kind, to find a way for people to heal without leaving a scar. pres breakfasts john maguire has been to meet delilah, who was severely burnt as a baby. When delilah was just 17 when delilah wasjust 17 months when delilah was just 17 months old, she suffered extensive and severe burns in an accident. She spent two months in intensive care and has had numerous operations ever since. My skies they grow with me, so if i did not have a skin graft, they would just be really tight and extremely painful. The biggest concern is how her injuries and scar tissue restrictor physical activity. |j cant play with my friends in the way i want to and i cant always join in in staff, and after a while it does really hard. And there are emotional consequences, although her positivity is extraordinary. When i was younger i used to be seen differently because when i was younger they were a lot more visible and a lot of my friends when i was younger, they didnt really understand because we were so young, but now my classmates understand i am the same as them. So, here at the university of bristol, scientists are working to eradicate scarring and study in zebrafish, native to rivers in india and more like us than you might think. Because we share a lot of the same genes, so we think around 80 of disease causing genes in humans zebrafish have the equivalent but theyre not exactly the same, so there are differences in how the gene will function in a fish as it might in us. They have an amazing ability to repair and regenerate their own bodies. Crucially, without leaving scars. So is there something in the fishs genetics that could be replicated in humans . They are able to react generate many different tissues including their tail, so there skin, also their retina, their heart, any kind of damage that is similar to damage we might get, so we might be able to reduce a certain type of white blood cell or promote the function of another type of white blood cell and the combination of that might be the way to reduce scarring in human patients in the future. The scientist will also consider how various skin colours scar differently. This is the First Research project of its kind in the world and the Charity Funding it has a bold ambition, to achieve scar free healing within a generation. Scarring is common and lots of people are affected and it costs the nhs billions of pounds to treat bad wounds and hard to heal scars but a lot of people dont appreciate the deep emotional problems caused by scarring, children who are bullied at school for example, and the ultimate solution in due course is to eradicate scarring. These days we often talk about mental scars, and by treating people in a way that leaves no musical physical marking, that might go a long way to reducing those mental scars also. John maguire. Bbc news. The thing with scars, you dont realise that they dont grow with you, and that is the main thing, they are so restrictive and to know you could live scar free and not be upset about people noticing a difference, especially when you are child. Such a difference. You saw the pictures of delilah when you are a baby. Lets talk about sport, and this morning, mike, that picture behind you of this extraordinary footballer. He stepped out of football, in a way, and people knew him all over the world. An incredible life. Generations. Football was initially his salvation after a difficult and not normal childhood growing up in one of the poorest areas of oneness are as, but in the end the fame that football brought contributed to the problems he had in later years but was still working in the game when he passed away from a heart attack at the age of 60 and still an icon and as lionel messi says, he was eternal. That explains all the three days of mourning in argentina and his body will lie in state for people to pay their tributes. There are very few characters, particularly for england football supporters who will remember 1986 and the hand of god, but even then, as much as there was so much vitriol levelled against him about what he did, still so much respect for him. In a way that whole match encapsulates his life and how people saw him, the bad and the amazing. At one moment i was on the back of the sofa at the Student Union watching the game and that goal went in and there was anger and tea rs goal went in and there was anger and tears and a few minutes later everybodys jaw was on the floor and some of the england players were in all. Just at the genius of maradona. Tributes have poured in on social media from some of the biggest names in the world of football like palais. Brazil legend pele leading those tributes, he wrote earlier what sad news. I lost a great friend and the world lost a legend. There is still much to be said, but for now, may god give strength to family members. One day, i hope we can play ball together in the sky. Argentina and barcelona star lionel messi said maradona was eternal. He wrote. A very sad day for all argentines and football, said messi. He leaves us but does not leave, because diego is eternal. I keep all the Beautiful Moments lived with him and i send my condolences to all his family and friends. While juventus and portugal forward Cristiano Ronaldo wrote today i bid farewell to a friend and the world bids farewell to an eternal genius. One of the best of all time. An unparalleled magician. He leaves too soon, but leaves a legacy without limits and a void that will never be filled. Rest in peace, ace. You will never be forgotten. He wasntjust one of the greatest ever players, but an icon for a nation. Argentina is starting 3 days of mourning, after maradona, died of a heart attack aged 60. To get a sense of the pain, his home nation is feeling, im joined by, marsella a sports journalist in buenos aires. We know it was a shock, although he was in hospital, but how much of it was in hospital, but how much of it was a shock . There was not a catastrophic or dramatic moment in which things changed, it was like a drip of the news first spreading as rumourand then it drip of the news first spreading as rumour and then it was confirmed and slowly through the day taking hold and throughout the night, actually. People have been congregating around various spots in the city, the obelisk in the centre of town where traditionally football fans go to celebrate victories, whether their own team or the National Team. Its completely packed and has been through the night with crowds coming along. Its not dissipating. It is garnering strength. They are chanting and honking and it is a solitary mood almost, possibly in the spirit of football lovers celebrate removed. And his body has been moved to the president ial house and the crowds are queueing and there is a heavy Police Presence and there was an enormous Police Escort accompanying his body through the city and that isa his body through the city and that is a more sombre mood when the family already inside and close family already inside and close family and friends arriving slowly andl family and friends arriving slowly and i think the doors will open to the public at 6am, so queues are forming for that. We will see how orderly it can be kept. A lot of us know the public face of maradona with his well documented troubles and brilliance on the field but you met him personally a lot of times. Can you give us a sense of what he was like in private . I dont think there was a private maradona. Everything he has done, and his whole life, ever since he was a tiny child, literally playing football on tv shows, has been broadcast and filmed and somehow stored and distributed, so although i met him many times, sometimes in in allegedly private setting is like a Family Birthday Party or an event that was supposedlyjust for a few close contacts, it was always broadcast live or he was surrounded by hundreds of people. Its an interesting thing. He often found that quite overwhelming and almost asphyxiated. I remember him, he would call out to whoever, hes always had an entourage of minders, groups of people who shifted through the years depending on who he fell out with or fallen in with, but there were always one or two names he could call to two get me out of here and avoid a crowd, and i think in the film about maradona that was made, it was light to horses flapping their tails to get flies off them, but at the same time i think maradona really thrived on that so there was quite a lot of hustle and bustle and attention, and he tended to get depressed. We could listen to you all day because its so fascinating to consider his legacy and we will talk about that with the players that knew him but thank you so much indeed for now. A lot more reaction and tributes to come. And finally the bbc is to broadcast a documentary the programme follows the england striker as he meets families affected by the issue and the charities working to support them. It also includes an interview with his mother mel. Rashford will also be honoured at next months Sports Personality of the year with a special award in recognition of his exceptional impact this year. That is sunday the 20th of december and the documentary will be on the following evening. Thank you, mike. Time to get the news and travel where you are. Good morning from bbc london, im Victoria Hollins. The father of damilola taylor, who was stabbed to death in a stairwell in peckham 20 years ago, says he still bears the pain. The death of the ten year old sent shock waves through the country. In an interview to mark the anniversary, Richard Taylor says he wants damilolas legacy to be one of hope rather than tragedy. What we really want is for young people, other young people growing up, to remember he was an innocent young boy who was trying to settle down in the uk. He was deprived of his life. So the legacy we want is for those young people, to provide them a foundation, a background, to better their life. The mayor, sadiq khan, is urging government to place london in tier 2, when the National Lockdown ends at midnight on december 2nd. In mottingham, northbound traffic on the a20 sidcup road is slow heading towards the roadworks at court road. Now the weather with elizabeth rizzini. Good morning. A real contrast in fortu nes good morning. A real contrast in fortunes weather wise across the capital today. It is coolest and sunniest towards the north west, but cloudier and milder towards the south east where there is a weather front. You can see that quite nicely on the graphics, where we are set to keep the cloud for much of the day. Still some rain around for a time this morning, but that should clear away. Cloud towards the south east as we head through the afternoon. Plenty of sunshine towards northern and western counties. Top temperatures today of nine, maybe 10 degrees. Overnight tonight, where we have had of the sunshine through the day, then we will see some clear skies and there could be some mist and fog developing, and even a touch of frost into tomorrow morning. We are set to keep the cloud towards southern and eastern Home Counties. Tomorrow, a cloudy day, but it should stay dry. The mist and fog will be sold to clear. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. Bye for now. Good morning. Welcome to breakfast, with Charlie Stayt and naga munchetty. Our headlines today the toughest two tiers are expected for most people in england, when the Health Secretary announces the details later. We hear the thoughts of of some of the millions waiting to hear what they can and cant do when lockdown ends. Emotional tributes from around the globe to the news of the death of Diego Maradona. These were the scenes last night at the footballers home in argentina, where three days of National Mourning have been declared. The economic emergency has onlyjust begun that was the stark warning from the chancellor in his Spending Review yesterday well speak to him in the next hals hour good morning. It isa it is a cold and frosty start to the date for some of us with some patchy mist and fog. For many, dry with some sunshine. Still cloud and rain in some southern areas. Details in ten minutes. Good morning. Its thursday, 26th november. Our top story. People living in england will learn what restrictions they face when the lockdown ends next week, as the Health Secretary makes an announcement later today. Pubs and restaurants can open, with last orders at 10 00pm and closing at 11 00 pm. Other areas, like lincolnshire, were in the lowest tier before lockdown. Cases have soared in some parts of the county, but not in others. Theyre among several local authorities and mp5 whove appealed to the government to take that into account, and not to impose higher tiers across entire counties. Weve got areas on the east coast which are pretty high at the moment, although they are coming down, and weve got other areas inland which are below the national average. And it would seem very perverse to actually force businesses and families to endure the highest restrictions, when theres actually no need in those particular areas. The government says it will look at local context as a factor. That could include if an area is a commuter zone or has lots of students, for example. Rapid Community Testing will be offered to areas which do go into tier 3. In liverpool, its been credited with helping to cut transmission of the virus. The government says doing that is key to moving back down the tiers. Its promising to review the allocations by december 16th. Helen catt, bbc news, westminster. We can speak now to our Political Correspondent, iain watson. Good morning. Good to see you. You are outside downing street. The thing about the tier system before the lockdown is whether it was clear. That is what people are expecting now, when the new system is introduced . Thats right. There are fears over the tiers in very many parts of the country because people are worried about which tier they are going to be in. They have to get their heads around the fact those tiers have changed since the National Lockdown in england. Two and three are tougher when it comes to hospitality, more restrictions on pubs and restaurant than before. The worry there is of course about the viability of business, as well as what people will be able to do in those tiers. There are further fears as well over how long these restrictions will last. They will be reviewed every two weeks but it is possible that some areas in tier 2 today may move into tier 3 by christmas. That it is also a concern. How the tiers are calculated is also worrying people. First of all, the government era, borisjohnson first of all, the government era, Boris Johnson elected first of all, the government era, borisjohnson elected on a promise of levelling up, yet we could see some of the risk most severe restrictions on the north of england. There is also concern from some of his own backbenchers in the south of england too. In kent, for example. They say in a pretty big cou nty example. They say in a pretty big county there are major disparities in terms of the prevalence of the virus. So if they are going to love the home county into one particular tier, there are going to be some people very unhappy. A similar problem in lincolnshire as well. From Boris Johnsons point problem in lincolnshire as well. From borisjohnsons point of view, although the good news is that we are coming out of lockdown and nonessential retail and the rest of it will reopen, the solution to that also brings problems of its own, political problems as well as economic problems. Thank you. Iain watson. The Health Secretary, matt hancock, will make that announcement about the tier system, at 11. 30am, and you can watch that live on the bbc news channel. Also worth saying that ive 7 30am, we will be speaking to the chancellor live on bbc breakfast, hearing the thoughts from him. Why are we talking to him . Because spending cuts, tax rises could be needed, if the chancellor is going to bring the public finances under control, according to analysis from the leading Economic Research group, the leading Economic Research group, the institute for fiscal studies. The ifs say borrowing could be even higher over the coming years, because the chancellor may be forced into extra spending commitments. If you want to know what maradona meant for argentinians, you need only to come here to the centre of buenos aires this evening, tojoin these hundreds of maradona fans dressed in argentina and boca junior kits, who came here to chant, to shout and to cry for their hero. Translation he is eternal. And here, diego will continue to be history. He made us known all over the world. Translation i want to cry. I really want to cry. Argentina is gone. Argentina died today. At every Champions League match a minutes silence was held in his memory, the latest generation of players and coaches saying goodbye to one of the greats. He made the world of football better. His performance in, you know, down in napoli, a team for the south, and especially the National Team in argentina, mexico 86, was something unbelievable. In naples, in barcelona they grieved. But its here in argentina where the pain is felt the deepest. World football has lost a legend. But this country has lost one of its favourite sons. Natalio cosoy, bbc news, nine minutes past seven. Heres carol with a look at this mornings weather. This is almost the mini bulletin, isnt it . Absolutely right. Yes. Good morning. A cold start. Some frost and some mist and fog, most of which will lift. A lot of dry weather. Under the clear skies, we will see a fair bit of sunshine. But in the south of england, and also through the Channel Islands, we have got a weather front producing thicker cloud, spots of rain with some showers dotted across the north of scotland. As you can see, most areas will remain dry. Much of the fog will lift. You may find some stubborn patches across the midlands and lincolnshire. If you hang on to that, well, it will hold the temperatures back. But generally were looking at sixes and sevens in the north, tens further south. Where we have got a bee cloud, the temperatures would be that bit higher. Through the latter part of this afternoon, yes, we will hang onto some brightness across the four north east of scotland before it gets dark. We have showers and western areas. For Northern Ireland and Northern England, a lot of dry weather. Wales, through much of the midlands, into the south west, a lot of dry weather. Then we have a weather front producing cloud and the odd splash of rain. That will be with us as we head through the course of the night. A new weather front coming in to the north west of scotla nd front coming in to the north west of scotland will introduce thicker cloud and rain. In between there will be some clear skies. It will be a cold night but there will be a lot of fog around and some will be dense. Naga and charlie. Thank you, carol. See you later. Lockdown may be coming to an End Next Week in england, but millions of people will continue to live under tough restrictions as the tier system takes over. Well find out today what areas will be placed into the different levels, with tier three having harsh implications for the hospitality industry. Geeta pendse is in middlesbrough, which is expecting to go into tier 3. Geeta, this will have a big impact on the lives and businesses of people there . Good morning. Morning. Absolutely. We are at the dickens inn, a pub in the heart of the town centre. The owner here, along with so many in the hospitality sector across england, are waiting to see what these new tier system will mean and whether they can open their premises. It is highly anticipated this area will go into the highest tier, tier 3, which would mean it would be limited to takeaway and delivery. In the beer garden this morning we have the owner of the pub, julie, morning we have the owner of the pub, julie, and morning we have the owner of the pub, julie, and also matthew, the manager. Julie, if you do get placed into tier 3, what will that mean for you and for the business . It would be devastating. Its christmas, its december, the busiest time of the year for us. To feel that we wont be able to open, and how long we will be in that tier 4, it really is, it is the uncertainty. We feel the hospitality sector has been hit the hospitality sector has been hit the hardest. We have tried everything to keep everything covid 19 secure. We just feel now it is the uncertainty. When will we reopen . Will it be spring . Would it be easter . You were saying that along with the uncertainty, even if you get placed into tier 2, that is still quite difficult for you . M is, we do serve food but we serve it during the day. The dickens is a bar thatis during the day. The dickens is a bar that is for socialising. People come to meet their friends, djs play. It doesnt serve food at it is not that kind of power. We wouldnt really think of opening into your too. It is not the dickens as a should be. Until we get back to some sort of normality, thats when we will reopen. I am going to bring matthew and briefly. You are the manager here. You are currently on furlough along with 48 other members of staff. How worried are you . I feel quite secure, obviously being a manager. I have been in close contact with the staff reassuring them that when we reopen they will still have a job. Like we said, its the uncertainty of when we reopen, but how will people react when the pubs do reopen . Will they float in like they did injuly . Are we going to reopen that it is going to be slow . We dont know. Thank you both. Clearly a lot of concern. After the last lot lots of pubs here havent reopen. So a lot of nerves here and across england really. Thank you very much. We are looking across different parts of the uk today, ink and in particular with the tier changes coming in. A lot of cities worried about being placed into tier 3. One of those is sheffield. We can speak now to greg fell, director of Public Health for the city. Good morning. Thank you for your time. Can good morning. Thank you for your time. Can i just good morning. Thank you for your time. Can ijust checked something, first of all . Have you been notified what tier you will be in . Morning, charlie. Not yet. Im anticipating being notified this morning. It is a bit early so far. I am guessing and speculating, but no, i dont definitively know. You will be expecting some kind of forewarning ahead of the public announcement . Yeah, we have been told we will get a notification ahead of the announcement. So those people who arent familiar with sheffield and where you were going into lockdown, compared with where you hope you might be, take us through that . So, going into lockdown we were in tier 3. Our rates were really quite high. Very high. Deservedly in tier 3. Since then, our rates have come down massively, actually. A couple of weeks ago it was 450 per 100,000. Now it is about 250. Coming down quite rapidly along with the rest of south yorkshire. What tier we will be in is entirely possible impossible to predict. One thing i am saying quite a lot is that the system, and the lockdown, has done itsjob. There is no doubt it has reduced the incidence of the virus, reduced the incidence of the virus, reduced transmission. All of the indicators are going in the right way. But we are not out of the woods. There is a long way to run on this. The vaccine is around the corner. There is still a long way to run. And we have seen what this virus can do. It is easy to spread. It does still kill people, sadly. |j appreciate you are waiting for the final line on this, but is there a system the government is working on . You said you are down to 250 now. Is there an official marker of sorts that would say if you reach a certain point you should be in tier 1. Certain point you should be in tier 1, tier2, certain point you should be in tier 1, tier 2, tier certain point you should be in tier 1, tier2, tier3 . Certain point you should be in tier 1, tier 2, tier 3 . There is, but i dont know the thresholds for the indicators. They may have been redrawn during the lockdown areas. I can guess, like all of us can guess, what are the indicators would be. Seven day incidence rates. But particularly, the elderly. Hospitalisation rates is an indication of pressure. They will be other indicators. We can guess what the indicators are, but we dont know what the thresholds for the tiers are. I think they will have been redrawn during the lockdown period. I hope they become public. The indicators are one thing, then there is a local context you need to think about on top of that. You are director of Public Health for sheffield, so your interest specifically is the health of sheffield. Alongside this there is a lot of talk about the economy because of the chances statement yesterday. In some ways, there will be many people. In fact, we were speaking to a landlord in middlesbrough very much hoping they will be able to reopen. And i guess you, as someone who is director of Public Health, you would have caution around that, there would be anxieties for you if you thought things were rolling out too quickly . Im an anxious person during a time ofa im an anxious person during a time of a global Public Health emergency, yes. Whatever tier we end up in today, our strategy for sheffield certainly remains as it was. Minimise harm, protect the vulnerable and reopen sheffield. All three of those things are really important. Obviously it is a balance. If we end up in tier 3, that will undoubtedly be the most potent way to reduce the rate of the virus, but then the critical thing is the economic support for businesses and individuals. And to its credit, the government has got a pretty good economic support package m, pretty good economic support package in, but we need to make sure we minimise the economic and the social harm that follows. Can i ask you one last question . How concerned are you that if people in sheffield get good news in terms of where they are at, along with the notion there is a vaccine coming up, maybe not for some time but in the future, that they may be a sense that, do you know what, we will stop following the rules, we will take our own path . Do you have that fear is director of Public Health that could bea director of Public Health that could be a sentiment that starts to kick in . Yeah, every dph does. Usually fea rful of in . Yeah, every dph does. Usually fearful of that. Whatever happens over the next few months, the vaccine will be an immediate magic bullet. It will take a long time to get herd immunity through vaccination. My suspicion is we will need almost all of the eligible population vaccine vaccinated before we have herd immunity, therefore we are safe, so to speak. So we will still need to follow the programme. Wash your hands, keep your distance, where your face covering, limit social contact. Those are the things that have made the difference. No doubt about that. The rules, the restrictions, the tiering, has helped that, but ultimately it what individuals do. Sheffield has done the right thing because the rates are coming down. There is a long way to go and we are not out of the woods yet. Thank you very much for your time this morning. Director of Public Health for sheffield. Sorry, ive dropped something. It is all sorted. 20 minutes past seven. The chancellor, rishi sunak, has laid out how the government intends to steer the uk economy through the next 12 months. In yesterdays Spending Review, he promised billions of pounds for health, education and infrastructure, but is facing criticism over a pay freeze for more than a million Public Sector workers. Lets speak to shadow chancellor, anneliese dodds. Thank you very much for your time. Good morning. The chancellor was very clear, wasnt he . The economic emergency caused by coronavirus has only just emergency caused by coronavirus has onlyjust begun. Emergency caused by coronavirus has only just begun. Unprecedented levels of borrowing. Not seen for 300 years. This is a dire situation. Is there anything you would have done differently . It is a very difficult situation. Actually, i dont agree with the chancellor that the economic emergency has onlyjust begun. There have been many people out of work since march u nfortu nately. Out of work since march unfortunately. Many businesses have been struggling. Really what we needed to see from the chancellor yesterday was him taking responsible choices to get our economy recovering again. There were some elements that were positive. But u nfortu nately, elements that were positive. But unfortunately, in many cases we actually saw decisions being taken that will reduce confidence. You mention of the Public Sector pay situation. Well actually, if people like firefighters and teachers are told they will have less spending power in the future, they will be going on to our high streets and into medium and smaller businesses is less and spending less. There was also hidden away in the paperwork a £1 billion tax increase, council tax increase. Again, that will have a direct impact on people. And really, we needed to see resolute action yesterday to support people back into work, to supportjob creation. We didnt see the kind of Ambitious Programme being set out that, for example, countries like france and germany have done. Lets talk about the Public Sector pay freeze. As you say, there are certain employees, certain industries, who wont be spending. This comes against a backdrop where we now have had the prediction they would be 2. 6 Million People unemployed by spring next year. Another Million People to be unemployed. We are already at 1. 6 million. People out ofjobs. That is the counterargument, isnt it . If pay rises, there are fewerjobs that can be created if the money goes to pay rises, there has to be some balance . Im not sure that that trade off exists at all in reality, im afraid. When businesses have confidence, when they can see a future, when people are spending, that it tends to drive up job creation. It can be supported by government. As mentioned, we wanted governments were to be much more and bases. Excuse me. But we know more than1 million bases. Excuse me. But we know more than 1 million more jobs bases. Excuse me. But we know more than1 million morejobs are going to go. Businesses are going to be ha rd to go. Businesses are going to be hard anyway. Who do you need to protect . Do you need to protect Public Health workers with a pay rise, or create more jobs . Public Health Workers with a pay rise, or create morejobs . Do you need to protect those 1 million jobs, potentially, could you stop them from being lost . Ella mcgrath course, we got to do both. We need more resolute action around this. We have had enormous amounts of chopping and changing around the furlough scheme. That is led to very significantjob furlough scheme. That is led to very significant job losses, record redundancies over the last quarter. And actually, the uk because my economic downturn is the worst in the g7, so we are not seeing those policy decisions being put into place, responsible decisions, that would drive up confidence, lead to businesses creating those additional jobs, yes, with support from government. They need to be more of that as well. But ultimately, if businesses dont have confidence for the future, they are not going to be taking on additional workers. Yesterday, for example, there wasnt a peep out of the chancellor around the situation facing many businesses likely to be going back into tier 3 again, because of todays announcement. We need to make sure they have the confidence so they are not making their workers redundant. That is what is so important right now. That announcement will come today, 11 30am from matt hancock, who will announce the different tier 2 for different reasons. The office for budgetary responsibility has said that up to £46 billion will be neededin said that up to £46 billion will be needed in tax rises and spending cuts by 2025, to arrest the rising debt levels. Do you agree that taxation is what would be needed moving forward . And if so, how would you do it . Well, bodies like the imf and the afs have said yes, they will need to be changed into the future, but right now what we must do is try to preserve that economic capacity. Thats incredibly important. We also need to stop the waste and mismanagement. We have seen eye watering amounts of money, billions of pounds being wasted. Can i bring you back to taxation . That is increasing the size of that overall deficit. It is larger than it needs to be. Just yesterday, we heard of the public purse had to pay £10 billion more for ppe lack of stockpile. We have to get a grip on that waste and mismanagement. And then,in that waste and mismanagement. And then, in the future, yes, there will need to be change, of course they will need to be. But its really important it doesnt happen now. The task for now is to preserve that economic capacity, try to keep people in work, get those newjobs created. That is the absolute imperative. People have been getting in touch saying they would like to plan, they would like to get ahead. One charity shop worker says he is not expecting his state pension to rise significantly. He is spending fuel and time helping at this charity shop. Should he stop because he fears taxes are going to go up . People need to plan. So although you said and the chancellor has said of the decision on taxes is not now, when in the future . Give us an idea of how a Labour Government would have prepared face nation for tax rises that are inevitable . Well, we need to listen to what the experts are saying around this. Bodies like the imf and the institute for fiscal studies have been saying, as labour have been saying, that now is the time to focus on building up that economic capacity, building up confidence. As i said, there may well come a time, particularly if we dont see that drive towards confidence occurring as strongly as it needs to, and if that is coupled with a change in interest rates, that they would need to be a change, but when that happens it needs to be a planned one. It needs to learn from the past. We saw after 2010, for example, that actually the vast majority of working people saw their income is constrained. So we had of the longest squeeze on Living Standards after 2010 for eight generations. We cannot experience that again is a country. I think we have reaped the impact of that with the low level of savings people have. We have to learn from the past. That would be very important for these future plans. But as i said, right now the focus has got to be on preservation and building up that economic capacity. Anneliese dodds, shadow chancellor, thank you. Time now to get the news, travel and weather where you are. Good morning from bbc london. Im Victoria Hollins. What we really want is for young people, other young people growing up, to remember he was an innocent young boy who was trying to settle down in the uk. He was deprived of his life. So the legacy we want is for those young people, to provide them a foundation, a background, to better their life. The metropolitan police and city hall have written a joint letter to retailers about their responsiblities when it comes to the sale of e scooters. The letter urges businesses to make clear to customers interested in buying an e scooter that they remain illegal in Public Places and roads. The letter specifically asks retailers to clearly display information regarding their legal use. Lets take a look at the travel situation now. Theres a good service on the tubes this morning. Anticlockwise traffic on the m25 is queueing through j25, the a10 interchange at enfield, following an earlier breakdown. Westbound traffic on the a406 north circular is slow from the a10 at edmonton towards brownlow rd at palmers green. In central london, traffic on old st is slow in both directions towards the old st roundabout. Now the weather with elizabeth rizzini. Good morning. Overnight tonight, where we have had the sunshine through the day, then we will see some clear skies and there could be some mist and fog developing, and even a touch of frost into tomorrow morning. We are set to keep the cloud towards southern and eastern Home Counties. Tomorrow, a cloudy day, but it should stay dry. The mist and fog will be slow to clear. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. Now though its back to charlie and naga. Bye for now. Hello. This is breakfast with Charlie Stayt and naga munchetty. The economic caused by the pandemic has onlyjust begun that was the warning from the chancellor as he set out his Spending Plans yesterday. He promised billions on health, education and infrastructure, but despite this its forecast that 2. 6 Million People could be unemployed by next year. Chancellor rishi sunakjoins us now. Good morning. Thank you for your time this morning. I want to start ifi time this morning. I want to start if i may with the freeze on Public Sector pay and i will hand in a way to one or two people who have been in touch with us this morning. So, duncan has sent us a message, knowing we would speak to you, and he says, my question is, why are nhs the only essential workers that deserve a pay rise . Why not teachers, bus drivers or local Council Workers . How would you explain to a bus driver, and we have to cast our mind back to the risks they took early on and the lives that were lost, and explain to someone who does the job why they dont deserve a pay rise . Thanks, charlie. If you take a step back and talk about the economic emergency, thats the context we are dealing with, so we have record levels of borrowing and debt and an economy suffering enormous stress and i wa nted suffering enormous stress and i wanted to get on, as you thankfully acknowledge in investing in the things that people really care about, so new hospitals, better schools, safer streets and the infrastructure that can transform our country. In order to do that ive had to make some tough choices and what i could not do was justify and what i could not do was justify an across the boa rd rise and what i could not do was justify an across the board rise in Public Sector pay. When we came into the crisis there was already a disparity between public and private sector pay and that disparity has widened during the crisis and what we have seenin during the crisis and what we have seen in the private sector is that wages have fallen over the last six months by about 1 but in the Public Sector, wages have gone up by 4 and people in the private sector people i losing theirjobs and their hours are cut and theyve been furloughed and it hasnt happened in the Public Sector, so given that we need to ta ke sector, so given that we need to take a more targeted approach to what we do, so what we have done is making sure those working in the nhs because we are in the middle of a Health Crisis and they are on the front line of dealing with that, that they will be given a pay rise next year subject to the recommendations of the pay review body. Everyone else, pay rises will be paused but we do want to make sure we try to help those on lower incomes, so if youre in the Public Sector and you own less than £24,000, the uk median basic salary, you will get a £250 pay increase next year and if you take all of that together, that means that a majority of people working in the Public Sector will see their pay increased next year. I am determined to try and protectjobs and this will help me protectjobs in the Public Sector and i think its a reasonable and proportionate approach given the context. 1. 3 Million People will be directly affected by the pay freeze in the Public Sector, firefighters, teachers, prison officers. You have done the maths. How much would it have cost to include them . The numbers will be published by the office for budget responsibility and i will be in the billions. Can you give us a number . You must have calculated it. People will have different ways of calculating it. What is your way . The majority of people working in the Public Sector will see their pay increase next year as a result of these decisions and it will help us protectjobs and i think your programme already mentioned three quarters of a Million People, almost all in the private sector, have lost theirjobs through this crisis and that is a tragedy and i want to protect the jobs the best i can and taking this approach will mean i can protect morejobs in the public approach will mean i can protect more jobs in the Public Sector and if you have got a given budget, you wa nt to if you have got a given budget, you want to maximise employment and this will help me do that while ensuring fairness across the board. People might look at your speech, and these are your own words from the speech he made yesterday, you talked about the government setting the direction in terms of the budgets and then he went on to say that the spending announced today is second to the courage, wisdom and kindness and creativity it unleashes. I go back to my original question, we talk about courage, kindness, wisdom, you could say that teachers were doing that, going back into classrooms where they were teaching children who might well have covid, but you say those words, but you dont reward them. I think you are confusing to things. This is about protecting peoples jobs and confusing to things. This is about protecting peoplesjobs and i confusing to things. This is about protecting peoples jobs and i want to protect as many teachers jobs as ican make to protect as many teachers jobs as i can make sure we to protect as many teachers jobs as i can make sure we can to protect as many teachers jobs as i can make sure we can put more teachers into classrooms which is exactly what we are doing and make progress towards the goal of starting salary being £30,000, which is also what we are doing overtime and we are seeing record numbers of people applying to be teachers and the numbers are significantly up over last year. £2. 2 billion more for schools meaning every pupil in the country will see a 2 minimum rise in funding next year as well as getting on with rebuilding and refurbishing 500 schools over the next decade with a long term settle m e nt next decade with a long term settlement of capital and we are also investing in skills. Education is important to me and i want to make sure we can make those investments and protect teachers jobs and taking this approach to pay isi jobs and taking this approach to pay is i think a reasonable and proportionate given the circumstances. You are talking about unemployment and the office for budget responsibility talks about a projection of 2. 6 million unemployed next year, so do you accept the figure . Is that what is going to happen . We are living at a time of unprecedented Economic Uncertainty and the office for budget responsibility but three different scenarios out which they rarely do, which gives you a sense of how volatile the environment is but there are independent forecasters and the government doesnt do its own forecast any more and that is the projection they have put out. It is broadly in line with those from other people who do this as well and is obviously a tragedy. Three quarters of a Million People have already lost their jobs and quarters of a Million People have already lost theirjobs and this is my biggest priority, to protect as many peoples jobs as possible which is why injuly we outlined the plan forjobs with initiatives like the is kick start scheme, incentives for companies to take on apprenticeships and we have at the furlough scheme which has protected 9 millionjobs and im glad that the office for budget responsibility acknowledged that joining budget responsibility acknowledged thatjoining the budget responsibility acknowledged that joining the imf budget responsibility acknowledged thatjoining the imf and the bank of england that the economic interventions had indeed saved jobs, hundreds of thousands ofjobs and reduce the amount of unemployment. Cast forward if you could, and this figure, and cast forward if you could, and this figure, and i appreciate it is not your figure, figure, and i appreciate it is not yourfigure, but is it your figure, and i appreciate it is not your figure, but is it your belief that the steps you are taking now will mean that that 2. 6 million figure is lower in the middle of next year . Is that your belief . Rather than my believe it is a statement from the office for budget responsibility that that figure would have been higher had we not taken the steps that we have, and in saying that, they have joined the bank of england and imf, who recently were here looking at everything weve done in the uk and they said the same, the actions the government have taken have helped mitigate some of the damage, reduced the level of unemployment, the level of business failures, so im confident the measures we have taken through the crisis have helped keep the number lower than it might have been, but people should know we are not done. Jobs remain my number one priority and we started our plan for jobs injuly priority and we started our plan for jobs in july and priority and we started our plan for jobs injuly and we will keep coming at it. Yesterday i announced £3 million for a new programme called restart to help those who have been out of work for over a year to find new work and that is something we think can make an enormous difference and hopefully we can bring all of these numbers down but we will keep at this. This is my number one priority. Work is so important for the security, purpose and fulfilment it brings to an individual and their family which is why it remains something i will relentlessly focus on. Why dont you treat people with a bit more respect and level with them about the long term Tax Implications of all of your spending. You made no mention ofa your spending. You made no mention of a yes yesterday, but why dont you just tell people that taxes will go up . It was a Spending Review yesterday, not a budget. Im asking you that question now. It wouldnt be appropriate for any chancellor to speculate about future tax policy because it has real world implications and as you would find from any chancellor that they will talk about physical policy and a budget and we will have a budget in the spring and we normally have them in the autumn, but what i did say very clearly yesterday and have said consistently throughout this is that the scale of the borrowing that we are undertaking this year is obviously not sustainable. You know, record peacetime highs in borrowing and debt and the forecasts set out yesterday show us on a path where it continues to be a very elevated level and that is not a sustainable position and ive been very clear about that but i think im supported by most economic commentators who would say now is not the time to address that because we are in the midst of a crisis and right now we wa nt to midst of a crisis and right now we want to focus on protecting jobs as we just want to focus on protecting jobs as wejust spoke want to focus on protecting jobs as we just spoke about, but once we get through this and we have more certainty about the Economic Outlook, we will need to look at how we can make sure we have a strong set of public finances, not least because part of the reason ive been able to react comprehensively and generously in trying to support people during the crisis is because i inherited a Strong Economy and strong set of public finances thanks to decisions made by. Lets not go backwards. The question was a straightforward one. I dont understand why it is so hard for you to say to people that in future taxes will have to go up to pay for what im doing now. Why is that so difficult . Because it wouldnt be appropriate for a chancellor to comment on it. Its true, isnt it . It has a real world impact. What people need to know is that the primary focus now is to help people get through the crisis, protecting both their health and jobs and when we have more clarity once we are through this about the outlook and we will have a new set of forecasts and numbers which will show what the situation is, and the difference between the various office for budget responsibility scenarios is quite significant so we dont know exactly what the scale of the issue is but people can see that i had to start making some tough choices to enable us to deliver the things we wa nt enable us to deliver the things we want and peoples priorities while making sure we have public finances that can be on a par to being more sustainable and that is where we are heading. Lets rattle through a couple more issues. Universal credit, not included in the Spending Review yesterday and the decision on the extra £20 is in place until next april, so why dont you clarify what the situation will be for people then and tell us whether it will be extended so people, and you are talking about planning, so people will know in advance . At the beginning of this crisis we put in lots of different measures to help people and one of those was a temporary one year year uplifting universal credit, given that we were dealing with many months of a National Lockdown and a very severe set of restrictions that that was and the period of acute panic. That was a temporary increase and it runs all the way through till next spring as you said. And it wouldnt be right to make a permanent decision about that now when the Economic Outlook is so uncertain, so as i said, it provides security to people through to next spring as weve done through to next spring as weve done through the crisis, weve made sure we look after those who are the most vulnerable but lets get to that point and see where we are with the economy and the Health Restrictions and decide what the best way to support people who need our help is so we can make a clearer decision about that next year. One last question, and it is the lead story this morning lots of people will be paying attention at 11 30am, people will find out which are in and these are crucial decisions for Health Reasons but also in terms of businesses and there is a lot riding for these individual communities on todays announcement. Thats absolutely right and i know people are frustrated and of course its frustrating living under restrictions and the last month has been difficult for everybody. The Prime Minister will make a press conference later and the Health Secretary will make a statement in Parliament Later as well and we have a Cabinet Meeting later this morning to go over these things and finalise them but people will see a tangible change, wherever they are, compared to the last four weeks where we have been living with these difficult restrictions. As you saw on monday in the state and the Prime Minister set out, there are significant differences to that regardless of the tiers so more life can resume and more Economic Activity can resume and i obviously know how difficult this is notjust families but businesses and we put a lot of support in to help businesses and local councils get through this and im confident that the last four weeks has made a difference and the numbers are heading in the right direction and of course although christmas will not be normal, hopefully, after the last four weeks, we can move to a better place and with more testing there is light at the end of the tunnel. Rishi sunak, thank you for your time. Heres carol with a look at this mornings weather it is cold outside, but i am embracing it. As long as you are dressed appropriately, it should be fine. Correct on all counts. A cold start of the david frost around in parts of the david frost around in parts of the david frost around in parts of the midlands, east and wales will see temperatures below freezing and inverness is another area with temperatures below freezing and weve seen clear skies which has seen the temperature fall as it has donein seen the temperature fall as it has done in parts of norfolk but the other issue we have this morning as fog and in cambridgeshire, look how thick kitties and some of the fog forming overnight will be slow to clear today. High pressure is firmly in charge and theres not much to move the fog and a lot of it will lift but into low cloud and we have a weather front draped across the Channel Islands and southern england which is producing cloud and splashes of rain as well. So a lot of dry weather and when we lose the fog we will see a fair bit of sunshine and the midlands and lincolnshire, if you hang onto the fog, for you, temperatures will be depressed with a few showers scattered around the coastline. These are the temperatures today, ranging between six and nine and ten and may be 13 and the Channel Islands where we have the cloud. That cloud will be with us in southern areas with some rain and a new weather front coming in across the north west will introduce thicker cloud and rain and in between, fog, once again and some dense fog, particularly across england and wales. Its also going to bea england and wales. Its also going to be a cold night temperatures representing what you can expect in towns and cities and in rural areas it will cold enough for frost, more than we have this morning but where we have the weather fronts, temperatures will be that little bit higher. Tomorrow, here are the weather fronts, one in higher. Tomorrow, here are the weatherfronts, one in the higher. Tomorrow, here are the weather fronts, one in the south and it looks like it will edge further north tomorrow and the one in the north will edge a little bit further south. Both of them carry cloud and also rain. But dont forget the fog. Some of this will drag its heels in terms of clearance so lincolnshire, yorkshire, you are prone to hang on to some of this during the day and some of that will peg back temperatures. The best of the sunshine across wales, Northern England and parts of northern scotla nd england and parts of northern scotland but for some of us we will get maximum temperatures around 4 degrees, maybe three close to the borders. As for the weekend, its looking largely dry but it will feel chilly, but having said that, as we go through saturday and sunday some southern areas will see a slight recovery in temperatures. High pressure still firmly in charge of the weather this weekend and eventually we will see a weather front moving in across the north west of scotland and on sunday that is likely to produce rain but for saturday, some frost for some, some fog is slow to clear, a bit of cloudy with showers but brightening up cloudy with showers but brightening up in the south and also the north with temperatures up to 11 or 12. Carol. Thank you very much. I will just talk to mike about Diego Maradona and its interesting. Its one of those names we can talk to anyone, whether you are a massive football fan or not, and you recognise that name and you know the impact he had on the spot. Very true and it is so sad. Only 60. I dont know if you are watching that Football Game in 1986 with the hand of god. Supporting england . No . Yes. Not the whole game, but i certainly heard about it. The point is that everybody can talk about Diego Maradona and everybody has a story, and respects how brilliant he was on the pitch. Which is why he lived his life thru a lens when he was paraded on tv shows. Freestyle football is one of those who could demonstrate the skills, and he could do that and show off to the crowds and introduce those skills to the play and he was only five foot five. He was incredibly strong and robust. There is probably a whole generation of young people who are looking at videos of his goals over the years and have never seen it before. Im not a massive football fan, but it wasnt about that, it was Something Else. There was the film made last year that told the story of his life that ca ptu red told the story of his life that captured him well. There are so many tributes, still coming in on social media, and ive just noticed fellow argentine, mauricio pochettino, former spurs boss, says hes broken with pain. He was my hero and friend. Lets look at some of the others, brazil legend pele leading the world wide messages, argentina and barcelona star lionel messi said maradona was eternal. He wrote. A very sad day for all argentines and football, said messi. He leaves us but does not leave, because diego is eternal. | keep all the Beautiful Moments lived with him and i send my condolences to all his family and friends. Ronaldo and messi, of course, too young to play with or against maradona. Lets now speak to two players who did. Ian rush, former liverpool and juventus star, and Trevor Steven who was in the england team for that most famous match in mexico in 1986. Trevor, can you give us what you are feeling at the moment, the hand of god goal, but then the world stop, when he beat almost the whole england team and score the most iconic goal . Yes, it was four minutes of madness, really. From the sublime to the ridiculous, or the other way round, probably. The first goal was vital in the game, it was 00 goal was vital in the game, it was 0 0 after half time in the game was pretty tight and of course maradona was the star man on the field at that point, but when the hand of god moment happened it was something that rocked offs obviously and lifted argentina. And then there was what everyone considered to be the goal of the 20th century, of all time. Because of the occasion and the size of the event and the english and uk issue that was the falklands war with argentina. That became more relevant. He was like the pied piper for the argentinian supporters and by the end of those four minutes, he had become a god to them in footballing terms. Them in footballing four minutes, he had become a god to them in footballing terms. It is a sad day, and his reputation is well deserved, for me. The best footballer who has ever played. Ian, talking to you quickly, you spoke to him on his 60th birthday. What did you say to each other. |j him on his 60th birthday. What did you say to each other. I measured him to wish him a happy birthday and he said thank you, my friend and when we are back to normal, lets meet up and talk about the good times. I was completely shocked when i heard the news, but we are talking about, for me, and you look at about, for me, and you look at maradona and i was lucky to play on the same pitch as him, an absolute genius. I would say its all about lionel messi and ronaldo, but i would say watch those to play while you can enjoy it, but for me, maradona, when you win the world cup your country, pele and maradona have done it, you are talking about some of the best if not the best ever. How much of a nightmare was he to play against christ gary lineker almost stopped and deployed it him as he ghosted past. How did difficult was he to play against . What i liked about him, when you are playing football, you say keep your eye on the ball and maradona didnt look at the ball, he was looking at the tackle is coming in. In the 80s you were the tackle is coming in. In the 80s you we re allowed the tackle is coming in. In the 80s you were allowed to tackle and the italians were the best defenders in the world and they could not stop Diego Maradona scoring, so hes not even looking at the ball, hes looking at the tackles. That is how good he was. What do you think his legacy will be . He said football was his salvation to escape everyday life having grown up in that poor area of buenos aires. What do you think his long term legacy will be for the world . I think you are talking about dribbling. He will be never forgotten anywhere in the world, but in argentina, he is immortal. Trevor is talking about that second goal he scored against england, he was doing that, week in, week out at barcelona and napoli. People will remember him for the dribbling and no one could touch him. Trevor, do you think perhaps it was the fame that contributed to some of the problems he had . He was never allowed to have time on his own and i suspect he wasnt prepared for this, not in the way that players these days are coached to handle the media these days. Players these days are coached to handle the media these dayslj players these days are coached to handle the media these days. I think that played a part that you have to recognise that maradona was no normal individual. He was a maverick, genius. The attention grew in momentum following that in 1986 world cup. He was already a world superstar by that point, and he was almost a flawed genius. He probably never really grew up because he was living in a world that was not normal by any stretch of the imagination. Everybody in the world knows him, whether they love or despise football, everybody was aware of maradona and who knows what is that like to bear the weight of, but i met him when i was living in dubai fora but i met him when i was living in dubai for a few years and i met him there, very briefly, and he was watching a game that his girlfriend was playing against my daughter and ididnt was playing against my daughter and i didnt have the courage to go up and say, do you remember me in that moment. He was sat there on his deckchair with four of his entourage ina park deckchair with four of his entourage in a park on the outskirts of dubai andl in a park on the outskirts of dubai and i was sat on the other side with my dog watching my daughter play and i thought, well, my dog watching my daughter play and ithought, well, this my dog watching my daughter play and i thought, well, this is a weird situation. When he went left, i went right. Did you feel so in all of him . Like when you meet a hero and you feel too embarrassed to say hello . That is pretty well it. I think all of the players, even as the game back in 86 started, there was an airof the game back in 86 started, there was an air of watch out for maradona. Everything about him was out there. He was so well respected and feared, no question. If you look at the england performance on that day, he was by million miles the best player on the field, and there we re best player on the field, and there were some great players on the field but maradona stood out like a sore thumb and went on to be revered as a genius. Trevor, we have to leave it there, thank you to you and ian for your memories and thoughts of playing against the great Diego Maradona and obviously your sadness today at his passing, too young, at the age of 60 and still involved in the age of 60 and still involved in the game in argentina and the country now has three days of mourning as fans pay tribute, singing and celebrating his life as well as morning. There arent that many people in sport where the closest you get is that you saw him play once, i was in the stands, its one of those kinds of sportspeople. It would have been an honour to see him physically rather than just on the tv. Which was great enough. Thanks, mike. As we head into the festive season, some children may be wondering if the pandemic might stop a certain someone from delivering their presents. And for eight year old monti, he took his concern straight to the top writing a letter to borisjohnson asking if santa could still visit his home if he leaves some hand sanitiser out. The Prime Minister reassured him that father christmas is ready and raring to go. And now we have been sent this special message all the way from santas lapland. Hello there. This christmas will be a little bit different for all of us, but it does not mean that our christmas is cancelled. Thank you monty, us, but it does not mean that our christmas is cancelled. Thank you monty, and all the boys and girls who have been worrying about my safety. I would like to assure you that all of my special christmas magic that helps my reindeer to fly also helps to keep me safe, so theres really nothing to worry about. I will still be delivering your presence in person this Christmas Eve and helping to make your christmas wishes come true, as always. I suppose that will make me always. I suppose that will make me a key worker then. My elves and i have been doing everything we can to keep our christmas preparations right on schedule. A very reassuring message and an impressive beard. Good morning, welcome to breakfast with Charlie Stayt and naga munchetty. Our headlines today. The toughest two tiers are expected for most people in england when the Health Secretary announces details later this morning. As millions wait to hear what they can, and cant do, when lockdown ends the chancellor tells us many will see a tangible difference. Emotional tributes from around the globe in response to the death of Diego Maradona. These were the scenes last night at the footballers home in argentina where three days of National Mourning have been declared. The economic emergency has only just begun. A stark warning from the chancellor but there was more cash in his Spending Review to level up the economy. Im in merseyside to find out if thats giving businesses confidence amid the gloom. The anonymous duo behind the world famous inspirational poems left on boards across londons tube stations reveal their identities for the first time. Good morning. For some of us it is a foggy start to day, some of this fog will be slow to lift and for others a frosty cold start to day. For many it will be dry, with thicker cloud in the south. All the details in ten minutes. Tom its thursday 26th november. Our top story. People living in england will learn what restrictions they face when the lockdown ends next week, as the Health Secretary makes an announcement later today. Most of the country is expected to be placed in the two toughest tiers of measures with london going into tier 2. So what do we know about the tiers that are being introduced later today . Across the country, in all tiers, non essential shops, gyms and hairdressers will be allowed to reopen. In tier1 the lowest level of restrictions groups of up to six people will be able to meet indoors and outdoors. Pubs and restaurants can open, with last orders at 10pm and doors close at 11pm. In tier 2, groups of up to six people can meet outdoors and in gardens, but not indoors, unless in a support bubble. Pubs can only open if they serve food, and alcohol can only be ordered with a substantial meal. And in the highest level of restrictions, pubs and restaurants can only provide takeaway. Households will not be able to mix indoors but that doesnt include support bubbles. Groups of up to six can meet in public outdoor spaces like parks. We can speak now to our Political Correspondent, iain watson. Iain, the pressure is on the government over this tier system from all sides . So we are trying to explain the tiers, i mean a lot of, there was confusion wasnt there before this National Lockdown about how clear they were, now the question is i suppose, whether people will abide by them . Well, that is is right. The government will be hoping to drive the virus down but those tiers are different from before the National Lockdown in england, the hospitality sector in particular, facing tougher restrictions, in tier 2 and in tier 3 than they did previously. The tiers are similar in the sense as you pointed out that households are not allowed to mix indoors in tier 2 and three and we expect the vast majority of england to be put into tier 2 and three when that announcement is made by the Health Secretary linter this morning, it was interesting the chancellor chose to accentuate the positive, his message was, look you have had nearly a month of lockdown and whatever happens next week, it will be better than that. We will see a tangible change, where ever they are, compared to the last four weeks, where we have been living with these difficult restrictions as you saw on monday, in the statement the Prime Minister set out there are significant differences to that, regardless of the tiers, so more of our life can resume, more off our Economic Activity can resume. I know obviously how difficult this s not just for families but for business, we have put a lot support in, to help businesses and to help local councils get through this, i am confident that the last four weeks has made a difference, the numbers are heading in the right direction. So rishi sunak saying there is light at the end of the turn here but i think what is interesting is that before we emerge from that tunnel, there will be a political problem for the Prime Minister, in there, because he has to deal with some restless mp, they will get a vote next week on the new tier system, and some of his own mp5 have got worries ops three fronts, first how long will some areas have to stay in tier 3 . There is concerns there and concerns they will perhaps hit the north of england more severely, areas with the conservatives won for the first time last year, the ending is concern is how will the tiers be arranged . If it is the whole county basis, some areas with low levels of virus but find themselves in a hiring tier and the third worry is, a document by the office for budget responsibility suggesting that. So of these restrictions could last well into next year, with that amount of well into next year, with that a mou nt of restlessness, well into next year, with that amount of restlessness, then the Prime Minister could be facing a rebellion in his own ranks. Thank you ian. Thank you ian. Teesside, in the north east of england, is expected to go into tier 3. The area still has some of the highest levels of Coronavirus Infection rates in the country. Our reporter geeta pendse is in middlesbrough. Geeta, this will have a big impact on the lives and businesses of people there . You are looking at the impact this will have on businesses and people who are aring there . Yes, good morning. We have been here all morning, at this pub in Middlesbrough Town Centre and the owner is so worried a long with a lot of people, about what this new tier system will mean for business, and whether they can re open their premises, now as you mentioned, it is anticipated that this area will be placed into tier 3, which is that highest tier, and one of the differences this time round is the fa ct differences this time round is the fact that pubs, bars, restaurants wont be able to re open and they will be limited delivery and take away service only, and also, indoor Entertainment Venues also will remain shut. The owner here said thatis remain shut. The owner here said that is not a viable option for her business, now the government say that the tier allocations will be co nsta ntly that the tier allocations will be constantly reviewed and that some tiers will change before christmas. We will find out what that picture will look like across england later today. Thank you. Crowds have taken to the streets in argentina, as three days of National Mourning began, following the death of football legend Diego Maradona. Maradona famously led his country to victory in the 1986 world cup and is considered one of the greatest footballers of all time. Natalio cosoy, bbc news, mike has been reflecting with sop the players who played alongside him, what it was like being on the pitch. They too were going wow, even as things were unfolding in front of them eave and knew they were in the presence of someone brilliant and so skilled. Nippy outside, caroler i suspect. You have some overgrown day of the triffids type stuff behind you, be very careful. Thank you. It isa you, be very careful. Thank you. It is a weather watcher picture, a frosty start so you werent wrong when you said it was nippy. For many temperatures are just above or below freezing, but today will be dry for most of uses, and we will see some sunny spells following on from the clear sky, we have a peppering of showers in the north, west and parts of the east and we have a weather front coming down from the north and it is settling across southern areas, through the Channel Islands and also, across southern parts of england. You will see rain from that at times but in between, a lot of dry weather, a fair bit of sunshine, also the mist and fog will list although some could linger round length shire and the midland and if that happens where you are you will find it will peg back the temperature, in the latter part of the afternoon there will be drier conditions in the north east of scotland, we have this loin of showers ahead of a weather front which will be coming our way tomorrow. Across Northern Ireland, same for you too, areas of cloud but some clear spell, clear spells too across much of england until we run into the south, where we have this weather front producing the cloud and also some spots of rain, knots just in southern england but also in the Channel Islands, that will be with us through the course of tonight. Meanwhile our west starts tonight. Meanwhile our west starts to advance from the north west, in between we will look at fog, some of this will be dense, particularly across england and wales, and it will be cold, so once again, many of us in this central swathe will see. So frost. I will have more details in halfan so frost. I will have more details in half an hour look forward to it. I hope for tier , but thats a big, big, big ask, because at the minute were still over 00 cases per 100,000 in liverpool. Graeme samuel, bbc news. Speaking are interesting, seeing the contrast there. Meanwhile, some of britains major pub groups and brewers are warning that the industry is facing the darkest of moments, as hospitality businesess in england anxiously await todays decision over tiers. Werejoined now by simon emeny, the chief executive of fullers brewery. Very good morning to you. Today, of course, is a very critical day for you and the pubs you run. Outline the scale, how many pubs on stuff do you have . We have 390 pubs in southern england, and we came into this pandemic employing about 5000 colleagues. We are now down to about 4000. All of them, bar20, are on part time furlough or furlough. This mornings announcement is really important for our business, and for pubs up and down the country, and restau ra nts. Pubs up and down the country, and restaurants. We know that it has already had a devastating impact, the pandemic, the hospitality trade. What is the worst scenario you face, going into the next stage . The first thing i will say is that the long term looks encouraging, doesnt it . With the vaccine now found, and the roller programme to start. So, navigating the short term is the bigger challenge we have over the four months. The newly enhanced tier system is going to make life very challenging. Tier 3, we cant open, end of story. Tier 2, unfortunately, is now going to operate under tier 3 restrictions. And that is probably going to mean about 73 of pubs and restau ra nts going to mean about 73 of pubs and restaurants in this country will be unprofitable, and therefore are unlikely to open in tier 2. So, tier 2is unlikely to open in tier 2. So, tier 2 is incredibly restrictive, and thatis 2 is incredibly restrictive, and that is really a category that people will be very concerned about being in. Tell me about your pubs, 390, i think you said. So, given the circumstances and what you described there, tier 2 and tier 3, they will not effectively be able to open, can you go into a Holding Pattern for a period of time, may be up until the spring of next year, that keeps those places viable for us and when you are able to reopen . |j those places viable for us and when you are able to reopen . I think that is an excellent question. We believe at fullers that we have the strength to do that. The industry cant. That is my big concern. You saw the chancellors spending statement yesterday. The contribution of the hospitality sector makes to that budget deficit is enormous. What the chancellor now needs to do is provide a financial bridge to get the sector through to april, when we are led to believe the vaccine will have been rolled out, and we can start contributing again back to the economy, rather than being something that needs to be supported in the short term. So, in answer to your question, the next four months for the sector, particularly as we are being forced to operate under these new tiers, is absolutely critical. Without the support that we need, thatis without the support that we need, that is sector specific, many companies, many of your local pubs and restaurants, will not come through this period. Considering we now have a vaccine, and we now know what the future looks like in the long term, it is absolutely vital that the government provide this financial bridge to the sector. Just looking at some news coming in from the pub operator mitchells and butlers, they are saying they have swung to an annual loss, they say they have cut 1300 jobs and could no longer support them due to store closures and reduce levels of activity. They have 44,000 staff in all. I mean, there are signs here already, and some pubs have already closed down, but these are the signs and yourfear closed down, but these are the signs and your fear is that is going to become routine . People will see it on the high streets and towns . Thats exactly it. You can already see a lot of high streets resembling ghost towns and ghost villages. What the government need to be doing is encouraging us to invest, come april. And be part of the regeneration of these areas, rather than becoming a rundown industry. It is just so important that the government actually recognises the damage they are doing to the hospitality sector, and provides financial help to us that will enable us to be creative, to invest more and to get these sites back open. And actually, to Start Building new sites in areas where there are shops that will probably never reopen. We have a very creative, innovative industry and can be part of the way out of this. But to do that we need Financial Support over the next four months. We employ 3. 2 Million People as a sector with the countrys Third Largest employer. 2 million of those are currently on furlough. That is a ticking time bomb unless the government might go does something to supporters. Good to catch up with you. Thank you very much, the chief executive of fullers, talking about how it is affecting the sector, they have 400 pubs and hotels in the uk. That is how the business side is being affected by the tier system. The new tier system in england will be stricter than the previous one which was in place, following criticism that the measures were not Strong Enough last time. Were joined now by dr deepti gurdasani, clinical epidemiologist at Queen Mary University of london. Thank you so much forjoining us, dr gurdasani. Did you think that the last tier system we had was effective . No, i dont think it was effective. I think it may have resulted in a decline in cases in some areas. But certainly, it only looked at certain aspects of transmission, particularly in the hospitality sector and in household transmissions, certain fullers. But it missed a lot of what was going on in the hospitality sector, which letters into where we were in the first place. Unless we address that now, we will continue with a similar flawed strategy, to a point when vaccine roll out is high enough, if it ever is, to stop outbreaks. vaccine roll out is high enough, if it ever is, to stop outbreaks. If it is more strict now, in what sense should it be more strict . is more strict now, in what sense should it be more strict . I im not talking about the level of strictness, rather that it is only looking at certain aspects of the Public Health response. For example, we have 18,000 cases happening every day, yesterday we had 700 deaths, and hospital admissions are almost at the april peak. At this moment, we really need to learn lessons from why the Public Health strategy failed in the first place and fix those things, things like test, trace and isolate, quarantine borders to stop cases being imported m, borders to stop cases being imported in, dealing with schools, with masks and ventilation is. All of those things have been ignored. Even the Current System is only dealing with things like physical distancing in certain indoor environments, it is not dealing with the many different prongs of an approach that we need, including supporting people with isolation, that we need to actually bring this under control. A tiered strategy, per se, is bring this under control. A tiered strategy, perse, is not bring this under control. A tiered strategy, per se, is not enough. Also, the idea of restrictions for four five months after the vaccine roll out, it is not a Public Health strategy, it is a failure of Public Health strategy. It is interesting you mentioned the number of deaths, 696 deaths were reported in the last 24 hour period, people that have died within 28 days of a positive covid 19 test. That is the highest daily rate since the 5th of may. Now, in england, we have been living for three weeks now in this latest lockdown, and i understand there is a lag in terms of before lockdown began. But we are still seeing these horrifically high rates of death. And we are in lockdown. So. What is the answer before we have a vaccine . You know, all this virus miraculously goes away, which it is going to do. Deaths were u nfortu nately going to do. Deaths were unfortunately big, because in three orfour unfortunately big, because in three or four weeks, they unfortunately big, because in three orfour weeks, they are unfortunately big, because in three or four weeks, they are to deal with cases through your four weeks earlier, before lockdown, which is why many others were warning that later lockdown would lead to higher rates of deaths, and we needed the lockdown much, much earlier. The deaths now are very, very preve nta ble. Deaths now are very, very preventable. What is worrying to me, more than the deaths that come with the lag, as you say, is the fact that until very recently cases were still rising, in the south particularly, in london and the south east. And that is actually even more worrying. We need to understand why lockdown hasnt worked in terms of reversing case increases in some areas. And i think u nless we increases in some areas. And i think unless we really address that, putting in tiers restrictions are not going to have the impact we hope they will have. To go back to your first point, the only way to understand why we are having peaks in the south east, is, what, test and trace . Exactly, we know the system works, we have so much evidence. In nine months, we failed to get a system up and running. During lockdown, which was the precious time where we had time to fix our Public Health strategy, we have not improved the system at all. The failures are the same as they we re the failures are the same as they were before lockdown. That is what is really worrying. Continuous restrictions are not a Public Health strategy. The way to come out of this is to have a good test, trace and isolate system, and many other prongs to the strategy, which is what we are failing on. Really interesting to get your thoughts. Dr gurdasani, clinical epidemiologist at Queens University hospital in london. Still to come on breakfast this morning. Over the last few years you may have spotted these inspirational messages popping up across london and on your social media. Theyve even been shared online by Michelle Obama. Well the team behind them two tube station workers have always remained anonymous. Until today. Well be speaking to the all on the board duojust before nine. A little bit of positive. For those that dont travel in london, you will not be aware of them, but if you have, once in a while, while being shut down an escalator, it is very thoughtful and often made my day. Time now to get the news, travel and weather where you are. Good morning from bbc london, im Victoria Hollins the father of damilola taylor, who was stabbed to death in a stairwell in peckham 20 years ago, says he still bears the pain. The death of the ten year old sent shockwaves through the country. In central london, traffic on old st is slow towards the old st roundabout, with westbound delays back onto Great Eastern st. In hackney, there are northbound delays on the a12 east cross route towards wick road following a breakdown on the exit slip. Now the weather with elizabeth rizzini. Good morning. We were looking at the scenes in argentina, three days of mourning, it is hard to think of anyone else who that would apply to it incredible. People celebrating as well as mourning, laying tributes at his house and various points where they usually celebrate football matches. His life was more than just football. He saw sport as a real route to escape the difficult childhood growing up there, he said a unique peace on the football field we got to know him as that amazing player, almost on wheel, the way he would glide round the pitch, the ball stuck to his feet. He was only 5,5 ball stuck to his feet. He was only 55 but he ball stuck to his feet. He was only 55 but he was a giant. He was strong and robust. It explains why football fa ns strong and robust. It explains why football fans everywhere, yesterday felt this shudder when we heard the new, i had to stop the car and sit there with my own memory, imagine being a player, a former england star who played against him. Peter reid who was in the middle of the pitch on that hot day in 1986. You were the player that he beat for that 11 secs of magic, what were you thoughts at that moment, tell us what went through your mind and the emotions as he set off on that run . Well he turned me in the middle park obviously and goes with pace, but, i am thinking, in that split second i could get there because hes running with the football. But he had such a great technique, talent and that left foot, as hard as i tried i couldnt get there, and it is well clock whom documented, sometimes i wake clock whom documented, sometimes iwake up clock whom documented, sometimes i wake up in the middle of the night, every now and again and wake up night, every now and again and wake up in night, every now and again and wake upina night, every now and again and wake up in a cold sweat. I still dont get there. I can imagine. Speak for all england fans, so what was your reaction yesterday, how did you feel when you heard the news . Well, i didnt, idid when you heard the news . Well, i didnt, i did i did meet him once or twice and chatted to him through an interpreter, what an amiable die quy interpreter, what an amiable die guy, when you hear somebody 60 years of age, it is not old and he had an operation three weeks ago and from all reports, so, yes, shocking and saddened, saddened, you know, he was, when you talk about greats, he is up there, he is up there with the greatest players who ever walked the planet. Without a doubt. It is lovely you got to meet him. He was such a public figure and his family say the family led so some of his problems off the field. What was he like as an individual . You said he was amiable . Obviously, having a chat was, he didnt get my scouse accent and i didnt get his, he was taking the mick out of the hand of god, i was saying, it wasnt my god and he laughed, and the second goal, when he like he was going, as though i was useless, but in a nice way if you can, and i mean it comes across humour, you know, and he was, mine the first goal he cheated obviously, but, you know, the ending is one, there was some good players on the pitch and i get a bit of stick and so do the other lads, but you were playing at a man at the height of his talents, whatever anyone says about him, he was an absolute magnificent footballer. We are seeing the first goal. There is a lovely story about after you went back with your roommate steve hodge who got out his shirt because he swapped shirts with him. who got out his shirt because he swapped shirts with him. I am shattered, on the bed lying down, and gets out this blue number ten, i told him to go away in anglo saxon english who is the fool there . I think it is worth a few quid. think it is worth a few quid. think it is in a museum. What do you think it is in a museum. What do you think maradonas legacy will be, especially for these kids growing up maybe that they see football as he did likea maybe that they see football as he did like a salvation . Well, like, i think you rightly said before i come on air, you know, he was brought up ina shanty on air, you know, he was brought up in a shanty town, so, you know, he fought, well didnt fight, his ability got him to the top of his profession, i went to watch a few games there when i was manager, he is held, he is like a good, god like and if you ask any argentinian who the greatest is, 99. 9 will say Diego Maradona, now i am saying that because there is a certain lionel messi who is unbelievable, but come in the same category to argentinian, think that says it all. There was a certain amount of awe from other player, gary lineker said in a rest of the world match he did keepy uppies, op, lost of the world match he did keepyuppies, op, lost you of the world match he did keepy uppies, op, lost you there. He was saying before the match, maradona was doing freestyle football skills where he is booting the ball several metres, trapping it and doing it and the other players tried and fell about. What made him this different class . His technique, imean, this different class . His technique, i mean, there is ready owes out there with people throwing like, a sock and orange and he controls it and keeps it up. I wasnt bad but dear me, you are talking about another planet, the fella, dare i say it, a good given ability, and you know, when you win a world cup, a lot people forget, do you know the pressure on him, particularly, in 86, and you dont light mentioning it. It was four years after the falklands war, it was a big political one, there was a lot of political one, there was a lot of political interest as well as a sporting one and he dragged the nation there, him, he was Something Else, and his ability, his strength, it was, it was mind blowing. Else, and his ability, his strength, it was, it was mindblowing. Peter, it was, it was mindblowing. Peter, it is wonderful to get your memories and thoughts, i hope you manage to sleep but when you wake in the night, remember that great moment, it is really a wonderful memory and honour to have been there, i guess, like so many players of the england tea m like so many players of the england team that day. Thank you so much peter. Take care. That goal will be shared for decades, sents Going Forward , shared for decades, sents Going Forward, that is a fitting tribute to the wonderful man. I wonder how many people are now, if they are watching at home, make working from home have grabbed a rolled up pair of socks. In a way he sort of reinvented that sport which is a separate sport that kids can get into, not on the pitch but for demonstrations. Great hearing peters memories. Despite beginning his Spending Review with pretty dire economic forecasts, the chancellor did promise billions of pounds to help level up the economy when he addressed the commons yesterday. Nina is at a Printing Firm in merseyside to get their take. Nina . Morning to you, you have been talking to people about obviously the business there, but also the knock on effect it has for day to day life, spending, you know, generalfamily worries day to day life, spending, you know, general family worries as well. Yes, thatis general family worries as well. Yes, that is right. It is notjust about the Big Decisions from westminster, it is how it trickles down to businesses and beyond that to individuals, to family, i have been learning about printing this morning. Shaun up there has been teaching me everything there is to know. These are the dip sticks where you check whether or not there is enoughinkin you check whether or not there is enough ink in the printer, over here we have anti microbial stuff. This goes on the tearily that makes its way to places like Alder Hey Hospital because they serve the public and private sector here when the wider economy takes a hit so do they. Let us remind ourself what we learned about the health of the economy. So far this year we borrowed nearly £400 million. That translates to nearly 7,00 pounds for every person in the uk, a lot of money. And so the contraction of the economy, which is expected to be more than 1196 which is expected to be more than 11 will translate, they think, to more than 2. 6 Million People out of work by next year. This was the figure that struck me most, in five yea rs figure that struck me most, in five years time by 2025, the economy will still be 3 smaller than what it was expected to be at the march budget. There was some space though for the chancellor to invest, he £2025, the economy will still be 3 smaller than what it was expected to be at the march budget. There was some space though for the chancellor to invest, he managed to find four billion that he will invest he says, in levelling up, what does that mean . It means putting money into Business Systems outside of london and the south east, to make things fairer in the north. The businesses believing, let us talk today when you hear that levelling up phrase, what does it mean to you, what does 4 billion mean to you. It is an awful lot of money but we need to see something happening. We need to see something happening. We need to see investment, locally, and we need to see it happening. It is a lot of money you hear that figure but seeing it, in, real life, that is what we hoed toe do. And how it affects your family. Dave was particularly concerned when he heard yesterday that Public Sector pay will be frozen. His daughter is a teaching assistant who has worked her socks off through the summer, she wont see a pay rise for a couple of years, will has a different take, your business has been doing ok because you have been doing the prints round social distancing, one way systems, when you heard the news yesterday, of a Public Sector pay freeze your reaction . It was warranted i think, i think it was warranted. The country cant go on spending and spending, toa country cant go on spending and spending, to a point where you dont have any money left. They have to pull it back from somewhere and i think any decision that was going to be made was never going to sit well with the public, but it is a decision that had to be made, and thatis decision that had to be made, and that is the thing. Not easy is it. I dont think anyone in power, any party, they would have to make the same decision and it wont sit well with anyone, so it is one of them, you know, we will have to suck it up. Thank you will. We were all listening out about whether there would be an announcement that affected small and medium size businesses, in particular our guest pierce lynne former dragon was watching closely. You work with Small Businesses, you were listening out for that yesterday. Nothing in particular although the chancellor did emphasise the lend and the spend for businesses and for individuals, did it go far enough . Well it is important the employees. That is almost 14 Million People so it is important they are able to plan and there is light at the end of the tunnel there, we are not sure how long the tunnel is but the printing, your printing business there, you need to have to plan to get into next year, thing also take two to five years to get back to normal so it is about planning and making shoe sure you can build back, keep the people you have got if possible and invest in the future if you can. Small amounts of money but i think what you have to understand is it not going to end when will is a vaccine, there is a potential recession and some things have changed for good in terms of how you will have to reach and serve your customers. I am sorry, i cant really hear what you are saying very clearly but i will ask you something that lots of people will be wondering, advice for businesses, who might be starting up, we know there are big loans available, backed by the government, there is cheap borrowing where do you see the future areas of growth as being . The fa ct future areas of growth as being . The fact you have to be able to plan so what businesses have not been able to do is plan. You dont know how long the tunnel is, will is light at the end of the tunnel, there is a vaccine, you know roughly low row long the pandemic is going to last, but there will be a recession, it is about planning to get into next year, into 2022 and beyond, keep the people you have got. Try and keep your business small, make those difficult decisions but it is easier to build back and keep the people you have got and the talent you have hired. You know, there is 5. 7 million businesses that, are the backbone of the economy and it is important we support them and champion them, because they are crucial to our success Going Forwards. And finally, people will hear that figure that we borrowed almost £600 billion so far this year, we owe now more as a nation as our entire gdp is worth, people will say stop borrowing but do you get to the point where your only option is to continue borrowing . It is about growths isnt it, so the only way out is to grow, it is to support businesses, make sure if you are in businesses, make sure if you are in business you understand your options your financing option, you are thinking about the future, the only way we get out of this is by working together and it is about growth. So, thank you very much, former dragon and entrepreneur. A mixed reaction to yesterdays announcement. Disappointment around the Public Sector pay freeze. That £4 billion that will be invested in levelling up the economy, but many saying it doesnt go far enough, and some critics say the estimates for how much debt we are in are actually way lower than they will be in reality. Nina, thanks very much. Lots of uncertainties at the moment. Ican lots of uncertainties at the moment. I can tell you some things that are absolutely true, it is a point 8. 46, carol has the weather. Carol has the weather. And she is always right. That is four things. It says more about you than it does about ca role more about you than it does about carole. It this morning in inverness, it has been a cold start of the day. Temperatures around freezing. A nice bright start. For many today, we will see some sunshine after the cold and frosty start, we have had some fog and it will be mostly dry. Temperature wise, its going to be cold. If we run the sequence over the next few days, you can see the centre of the uk is going to remain cold. We do have a weather front in the south, another one in the north, one heading south and one heading north, and that we will have some milder conditions. This morning, where we have the weather front in the south, we have some cloud, some splashes of rain, some showers dotted around the coastlines. They will continue on and off through the course of the day. This mornings mist and fog, tending to left for most, but it could stick in parts of the midlands and parts of lincolnshire. If that happens where you are, it will peg back the temperatures. But there is a lot of sunshine, nonetheless. A cold day in prospect. These temperatures are what you can expect in towns and cities. Six or 10 degrees. In the far south, where we have the cloud, we are looking at 13 in st helier. Through this evening and overnight, the Channel Islands on the south of england hung hang onto this. Take a cloud in scotland, and again some rain. In between, cold nightand some frost around. There will be some frost around. There will be some dense fog, particularly so across england and wales. Some of that will be slow to clear tomorrow. Like today, some of it will not clear at all. Here are the weather fronts. One is a cold front, one is a warm front. In between, hardly a breath of wind. That is another reason why the fog is not lifting very readily. Plus the sun isnt very readily. Plus the sun isnt very strong at this time of year. Likely to stick in parts of yorkshire and lincolnshire tomorrow. The best of the sunshine will be south west england, wales, and later northern scotland. If you get stuck under the fog, your temperature will not get up higher than 30 four degrees, but they are not particularly high anywhere except for where we have the weather front, where it is not quite as cold. During friday and saturday, you can see how the weather front continues to drift steadily northwards. High pressure is very much in charge of our weather. The weather front is a fairly wea k our weather. The weather front is a fairly weak affair. But it is going to produce a fair bit of cloud. Rather like today, there will be some frost and also some fog patches around. Later in the day it will brighten up across southern areas, as well as in some northern areas. Look at the difference in temperatures. You can see a return to double figures, but still pretty nippy in parts of the north. I thought you did a sterling job with your forecast. Oh, be quiet. Thank your forecast. Oh, be quiet. Thank you very much, how nice it is to chat with you on thursday. How can a fish help scientists Heal Injuries so that no scarring is left . This is a fascinating story. Scientists at the university of bristol are launching the First Research project of its kind, to find a way for people to heal without a mark. Breakfastsjohn maguire has been to meet delilah, who was severely burnt as a baby. When delilah was just 17 months old, she suffered extensive and severe burns in an accident. She spent two months in intensive care and has had numerous operations ever since. My scars, they dont grow with me, so if my didnt have skin grafts then they would just be really tight and extremely painful. The biggest concern is how her injuries and scar tissue restrict her physical activities. I cant play with my friends the way that i would want to, and i cant alwaysjoin in in stuff, and after a while it does really hurt. And there are emotional consequences, although her positivity is extraordinary. When i was younger i used to be seen differently, because when i was younger they were a lot more visible and also a lot of my friends when i was younger, they didnt really understand because we were so young, but now my classmates understand that im just the same as them. So, here at the university of bristol, scientists are working to eradicate scarring. Theyre studying zebrafish, native to rivers in india, and more like us than you might think. Because we share a lot of the same genes, we think around 80 of disease causing genes in humans, the zebrafish also have an equivalent. But they are not exactly the same, so there are some differences in how that gene functions in a fish compared to how it might function in us. They have an amazing ability to repair and regenerate their own bodies, crucially, without leaving scars. So is there something in the fishs genetics that could be replicated in humans . They are able to regenerate many different tissues, including their tail, so their skin, essentially. Also their retina, their heart, any kind of damage that they get thats similar to damage we might get. So we might be able to reduce a certain type of white blood cell or promote the function of another type of white blood cell and the combination of that might be the way to reduce scarring in human patients in the future. The scientists will also consider how various skin colours scar differently. This is the First Research project of its kind in the world and the Charity Funding it has a bold ambition, to achieve scar free healing within a generation. Scarring is common, theres lots of people affected, its costly, it costs the nhs billions of pounds a year to treat bad wounds and hard to heal scars. But what a lot of people dont appreciate people who are afraid to go out, children who are bullied at school, for example, and of course the ultimate solution, in due course, is to eradicate scarring. These days, we often talk about mental scars and by treating people in a way that leaves no physical markings, that may go a long way to reducing those mental scars also. Imagine how life changing that would have been for delilah. Absolutely. And thank you for telling your story. Because that will be inspiration for anybody suffering over the years, whatever the level of scarring. And hers was terrible. Very inspiring. Here is Something Else to inspire you. Three years ago, uplifting poems and quotes started popping up on whiteboards across londons tube network, marking occassions and sharing messages of hope. Since then, those images have been shared online, and even reached the likes of Michelle Obama and katy perry. But the identity of the duo behind them has remained a mystery. Here they are in action with a new poem written especially for breakfast. Music it makes you feel special it makes you feel special i wanted to see what they said well, today the duo are finally revealing the faces behind the masks, and we can speak to them now. Jeremy chopra and ian redpath, good morning. Good morning to you both. Good morning, are you all right . Very well. How are you . Not too bad. Like a fish out of water. But its going to be all right. We will get back in the water and swim again. Thanks for having us. Jeremy, tell me about this, you are revealing yourselves now. Why now . Because there is a book, isnt there . Now. Why now . Because there is a book, isnt there . Yeah, it is a publication day, it is crazy that we have a book coming out. The masks thing wasjust something have a book coming out. The masks thing was just something we have a book coming out. The masks thing wasjust something we put together, like we did that everything, just out of the blue. We thought now was a good time to take off our masks, because everybody is being told to put them on. We take these masks off, i put the other ones on and be a part of getting every body closer together. It just seems like the right time. Ian, just pick up on the story for us. Seeing your lovely smiling face this morning, you immediately look like one of those kind of people that is going to cheer people up. But i know that youre back story, you have had some trauma along the way, and i am sure part of what youre doing now is because of that. What part of that are you ok with sharing with us . Just everything. If it helps anyone, yeah, it is all with me. About ten years ago, i used to be a train driver on the victoria line, and. Yeah, i had a young girljump in front of my train. I tried to lock away, but right at the last minute, our eyes met, and she smiled, the train hit her. After that, i was diagnosed with post Traumatic Stress disorder. Experiencing anxiety attacks. Yeah, i would see her face experiencing anxiety attacks. Yeah, i would see herface in experiencing anxiety attacks. Yeah, i would see her face in the darkness, i was scared of the dark for a while. I still get occasional flashbacks. But that is why when we write about Mental Health, we are writing about what we are feeling. A lot of people message us and say, you got that so spot on, but we just write from how we feel, you know . If it resonates with people, that is brilliant. I tell you what, it resonates with people, that is brilliant. Itell you what, as it resonates with people, that is brilliant. I tell you what, as you are re telling that story, thank you for doing that, i am sure a lot of People Like Us in the studio, that is such an extraordinary thing to have to try to deal with, anywhere you can. Thank you for sharing that. The point that made so well is that it comes from a place where you know something. So, if you can make a little difference, and anybody who has been on the cheap nose, you look at things and read things, and it can change your mood. Absolutely. It was almost instantaneous. As soon as we wrote the things we were writing on the boards, you could see the reaction straightaway from people. You know you have broken into this kind of routine that otherwise is standard, you know, a to b. We broke into that. You see peoples emotions change and you know you have done goodin change and you know you have done good in some little way. That has ke pt good in some little way. That has kept us going. As ian said, it comes from us, what we have been through ourselves, that is all we are writing about. Hopefully it does connect with people now and again. There is a lovely moment, there must be for you guys, where you see someone who is really busy, you know how purposeful people are when they are on the tube, theyjust stop and read it, they take a moment, it must meana read it, they take a moment, it must mean a lot . Yeah, it does. Its brilliant. Especially for the concert on stuff. You know, when. The tube is the busiest place in the world, yet it can feel like the loneliest place. And then they come off the tube, read it and they are chatting to one another, taking selfies with one another. That is what we want to do. We kind of want to bring the people together, and just make people feel less alone. We think it is going to do that, the book. Well, all on the board has been born out of kindness and understanding so. I will say thank you, for putting yourself out there and try to help people in busy times. It can be busy, but a lonely place as well. Thank you and good luck. Thank you so much for having us, and we do hope that people will have this in their pockets whenever they need it, and their hearts as well. Its going to be a personal friend, it will make people less lonely, and be the sunshine on a dark day. Good to see you both. Your anonymity is blown thats over. Thank you very much. Youre watching bbc breakfast. Its 8 59. This is bbc news with the latest headlines most of england is expected to be placed in the two toughest tiers of coronavirus restrictions when the National Lockdown ends next wednesday. Health secretary matt hancock will set out the plans in the commons later this morning. Im confident that the last four weeks has made a difference, the numbers are all heading in the right direction. And of course, although christmas is not going to be normal, hopefully, after last four weeks, we can move to a better place and more testing, with some light at the end the tunnel. Warnings the average pay packet could fall by more than a £1,000 a year by 2025 due to the impact of the pandemic. Let us know your reaction to yesterdays Spending Review
