We are going to run out of areas that we can renovate pretty soon. We need new walls. So i want tothank everybody for being here. I want to thank in particular the angel moms and dads for being here. Thank you very much. We have Great Respect for you. The real country, our real country, the people that really love our country, they love you. So i just want you to know that. I know how hard you fight and i know how hard a fight you are having. I also want to thank all of the Law Enforcement for the job you do. Believe me, our country loves you and they respect you greatly. And we are giving you a lot of surplus. We are giving you surplus military equipment which a lot of people didnt like giving previous to this administration. But hundreds of millions of dollars of surplus equipment. As we get it as you know we send it down and you have much better protection. But i really appreciate you being here. So the order is signed. And ill sign the final papers as soon as i get into the oval office. And we will have a National Emergency. And we will then be sued and they will sue us in the 9th circuit even though it shouldnt be there. And we will possibly get a bad ruling and then we will get another bad ruling and then we will end up in the Supreme Court and hopefully we will get a fair shake and win in the Supreme Court just like the ban. They sued us in the 9th circuit and we lost and then we lost in the Appellate Division and then we went to the Supreme Court and we won. It was very interesting because yesterday they were talking about the ban because we have a ban that is very helpful, madame secretary. Without the ban we would have a bigger problem. We have a ban on certain areas depending on what is going on in the world. We won. Somebody said President Trump lost on the ban. He was right. I lost at the lower court. He didnt say we ultimately won at the United States Supreme Court. They didnt want to go that far. They were saying how i lost, the person sitting right up here. Donald trump lost on the ban. I did and then i lost a second time. You should have said that, too. Then it went to the Supreme Court and i won. Didnt want to take it that far. We won on the ban and on other things, too. The probably easiest one to win is on declaring a National Emergency because we are declaring it for virtual invasion purposes, drugs, traffickers and gangs. One of the things just to finish, we have removed thousands of ms13 gang monsters, thousands. They are out of this country. We take them out by the thousands. And they are monsters. Do you have any questions . Mr. President , a lot of the money are you saying i was prepared . With the microphone. People dont like saying that. You are prepared for questions. Im always prepared. A lot of money is money being reprogrammed in the d. O. D. Budget. How can you guarantee to military families and to our men and women of the military that none of the money that would be reprogrammed to a wall will take away from other technology and other renovations and construction that is desperately needed in our military . We have certain funds that are being used at the discretion of generals and the discretion of the military. Some of them havent been allocated yet. Some of the generals think that this is more important. I was speaking to a couple of them, they think this is far more important than what they were going to use it for. I wont go into it details but didnt sound too important to me. I have gotten 700 billion for the military in year one. Last year 716 billion. We are rebuilding our military. We have a lot. Under the Previous Administration our military was depleted badly and they werent spending they had a much small urmount of money. So when i got 700 billion and then 716 billion and this year it is going to be pretty big, too, because there are few things more important than our military. Im a big deficit believer. Before we really start focussing on certain things, we have to build up our military. It was very badly depleted. We are buying all new jet fighters and missiles and defensive equipment. We will soon have a military like never before. When you think about the kind of numbers you are talking about, you have 700 billion, 716 billion. When i need 2 billion, 3 billion out of that for a wall, which is a very important instrument, very important for the military because of the drugs that pour in. As you know, we have specific rules and regulations where they have drugs and what you can do in order to stop drugs. That is part of it, too. We are taking a lot of money from that realm. When you have that kind of money going into the military, this is a very, very small amount that we are asking for. Go ahead. Abc. Not nbc. I like abc a little bit more, not much. Abc. Not much. Pretty close. Mr. President , what do you say to those including some of your republican allies who say you are violating the constitution with this move and setting a bad precedent. Not too many people have said that. But the courts will determine that. I expect to be sued. I shouldnt be sued. Very rarely do you get sued when you do National Emergency. Other people say if you use it for this, what are we use tg for . We have to get rid of drugs and gangs and people. Its an invasion. We have an invasion of drugs and criminals coming into our country that we stop but it is very hard to stop. With a wall it would be very easy. I think that we will be very successful in court. I think its clear. And the people that say we create precedent, well, what do you have 56 or a lot of times that is creating precedent. Many of those are far less important than having a border. You dont have a border, you dont have a country. You know, before i got here, we fight all over the world to create borders for countries. But we dont create a border for our own country. So i think what will happen is sadly we will be sued and sadly it will go through a process and happily we will win i think. Go ahead. Lets go. Lets hear it nbc. In the past when president obama tried to use executive action as it related to immigration you said the concept of executive order its not the way the country is supposed to be run. You said you are supposed to go through congress and make a deal. You can see you were unable to make the deal and the deal you are ending up with now from congress is less than before. I went through congress and made a deal. I got almost 1. 4 billion when i wasnt supposed to get one dollar. He is not going to get one dollar. I got 1. 4 billion. Im not happy with it. I got billions of dollars for other things, port of entries, lots of other things, purchase of drug equipment, more than we were even requesting. In fact, the primary fight was over the wall. Everything else, i dont know what to do with it we have so much money. On the wall, they skimped. I was successful in that sense. But i want to do it faster. I can do the wall over a longer period of time. I didnt need to do this. I would rather do it much faster. I dont have to do it for the election. I have already done a lot of wall for the election 2020. And the only reason we are up here talking about this is because of the election because they want to try to win an election which it looks like they will not be able to do. And this is one of the ways they think they can possibly win is by obstruction and other nonsense. I think that i just want to get it done faster. Thats all. Yes, maam, go ahead. Thank you, mr. President. I wanted to ask about china. Do you feel that enough progress has been made in the talks to head off the increase in tariffs scheduled for march 1 . You are talking to the wrong person because i happen to like tariffs. We are taking in billions and billions of dollars in tariffs from china. Our Steel Industry now is an example. We tax dumped steel. Much of it comes from china at 25 . Our Steel Industry is so vibrant now again they are building plants all over the United States. Its a beautiful thing. From a defensive standpoint and any standpoint you need steel. You can do without certain industries. Our country cannot do without steel. So i love tariffs, but i also love them to negotiate. And right now china is paying us billions of dollars a year in tariffs. And i havent even started. Here is the thing. If we make a deal, they wont have to pay. It will be a whole different story. They wont be paying that but we will have a fair deal. There wont be intellectual property theft and so many other things that have gone on. No other president has done this. We didnt have a deal with china. The wto, one of the worse trade deals made probably worse than nafta. I think nafta was just a disaster. It was a total disaster for our country. And now we made the u. S. Mca which is going to be a great deal. By the way, the u. S. Mca from mexico that is United States mexico canada, thats where the money is coming from, not directly but indirectly for the wall. Nobody wants to talk about that. Because we are saving billions and billions of dollars a year if Congress Approves that deal. Now, they might not want to approve a deal just because they will say one of the things im thinking of doing, this has never been done before, no matter how good a deal i make with china, if they sell me beijing for one dollar, if they give me 50 of their land and every ship that they built which is a lot and they give them to me free, the democrats will say what a lousy deal. Thats a terrible deal. Like zte. I have a billion dollar penalty in a short period of time. The democrats said should have gotten more. When i made that deal, i said this is incredible. I got over a billion dollar penalty plus they change their board of directors. They had to pay over a billion dollars. I said what a deal. It took me like a week. And the democrats didnt know there was a problem with zte. Im the one that fined them and settled it. Over a billion dollars and president xi called me and said it would be important to him if they could get a deal. And we made an attempt. The democrats went out and said they should have done better. What im thinking of doing is getting Chuck Schumer, nancy pelosi, having them two or three of their brilliant representatives and well all go down together and well negotiate. Ill put them in the room and let them speak up because any deal i make with china, it will be better than any deal that anybody dreamed possible. Any deal i make with china, schumer will stand up and say it should have been better. It should have been better. And you know what . Thats not acceptable to me. So im thinking about doing something very different. I dont think it has been done. Thats not even a second guess. Sadly i probably do the same thing to them. Any deal i make toward the end i will bring schumer and offer him and pelosi. I will say please join me on the deal. By the way, i just see our new attorney general is sitting in the front row. In your remarks you said you were too new to politics earlier in your administration when you would have preferred that this be done. Is that an admission of how you might be changing on the job . Im learning. Dont forget, its not like i have done this for a senator came in and said i had been run frg offi ing for office for 30 years. I did lose a couple. I have never done politics before. Now i do politics. I am very disappointed at certain people, a particular one for not having pushed this faster. Are you referring to speaker ryan. Lets not talk about it. What difference does it make. They should have pushed it faster. They should have pushed it harder and they didnt. They didnt. If they would have, it would have been a little bit better. In the meantime, i built a lot of wall. I have a lot of money and i built a lot of wall. It would have been nice to have gotten it done. I would have liked to have seen major immigration reform. Maybe that is something we can all work on where we all get together and do major immigration reform, not just for a wall, for a barrier, for ports of entry, for other things. We have a real problem. We have catch and release. You catch a criminal and you have to release him. We have so many other things. You have chain migration where a bad person comes in, brings 22 or 23 or 35 of his family members because he has his mother, his grandmother, sister, cousin, uncle. They are all in. You know what happened on the west side highway. That young wise guy drove over and killed eight people and horribly injured like loss of legs and arms going 60 Miles Per Hour made a right turn into a park on the west side highway along the hudson river in new york. He had many people brought in because he was in the United States. Its called chain migration. And then you have the lottery. Its a horror show. When countries put people into the lottery they are not putting you in. They are putting some very bad people in the lottery. Its common sense. If i ran a country and if i have a lottery system of people going to the United States, im not going to put in my stars, im going to put in people i dont want. The lottery system is a disaster. Im stuck with it. It should have never happened. Could you tell us to what degree some of the outside conservative voices helped to shape your views on this National Emergency . I would talk about it. Sean hannity has been a terrific, terrific supporter of what i do, not of me. If i change my views he wouldnt be with me. Rush limbaugh i think is a great guy. I can speak for three hours without a phone call. He has one of the biggest audiences in the history of the world. This guy is unbelievable. Try speaking for three hours without taking calls. Taking calls is easy. I will answer this one and that one. He goes for three hours and he has an audience that is fantastic. They dont decide policy. In fact, if i went opposite they have somebody, ann coulter, i hardly know her. The press loved saying ann coulter. She is probably really nice. I just dont have the time to speak to her. I have nothing against her. In fact, i like her for one reason, when they asked her right at the beginning who will win the election she said donald trump. And the two people that asked her that question smiled. They said you are kidding. Donald trump. So i like her. But she is off the reservation. Anybody that knows her understands that. I havent spoken her. I dont follow her. The press loves to bring up the name. I think she is fine and good. Laura has been great. Tucker carlson has been great. I have a couple of people on cnn that have been very good. I have someone on msnbc. I said where did that come from . I think it was the only one in over a year. So the crazy thing is i just had as you know 52 in the polls. Its my highest poll number. People get what were doing. They get it. They really get it. And im honored by it. Jim acosta. Thank you, mr. President. I wonder if you could comment on this disconnect that we seem to have in this country where you are presenting information about what is happening at the border, dolling it calling it an invasion and yet there is a lot of reporting and crime data out there. There is a lot of department of Homeland Security data that shows border crossings at a near record low and shows undocumented immigrants committing crime at lower level s than native born americans. What do you say you dont really believe that. Do you really believe that . Take a look at our i believe in facts and statistics. Lets go. What do you say to your critics who say that you are creating a National Emergency . That you are concocting a National Emergency in order to get your wall . What do you think . Do you think im creating something . Ask these incredible women who lost their daughters and their sons. Because your question is a very political question because you have an agenda. You are cnn. You are fake news. You have an agenda. The numbers you gave are wrong. Take a look at our federal prison population. See how many of them percentage wise are illegal aliens. Just see. Go ahead and see. Its a fake question. Go ahead. Thank you, mr. President. Just to follow up on that, you defined Crime Reporting statistics, numbers from Border Patrol and this government show that the amount of Illegal Immigrants are down. Let me finish the 26 people were killed and identified at the border a mile away from where i went. I was there. I understand. The question is do we forget about that . Im asking you to clarify where you get your numbers because most of the d. E. A. Crime reporting statistics that we see show that drugs are coming across at the ports of entry and illegal immigration is down. What do you base your facts on . And secondly you get one. Sit down. Sit down. Sit down. You get one question. I get my numbers from a lot of sources like Homeland Security primarily. And the numbers i have from Homeland Security are a disaster. You know what else is a disaster, the numbers that come out of Homeland Security for the cost that we spend and the money that we lose because of illegal immigration. Billions and billions of dollars a month. I use many stats. I also use Homeland Security. Just a quick follow up. Thank you, mr. President. I want to bring you back to china for a second. The white house brought out a statement. You gave the possibility that maybe this could slide. Are you i didneyeing a possible extension . Its a very big deal. I guess you can say its like must be the biggest deal made. Trade with china, how big does that get . The usmca is right up there. It is very complicated. There are many points. They are very important. We were on the wrong side of everyone of them. There is a possibility that i will extend the date. If i do that, if i see that we are close to a deal or that the deal is going in the right direction i would do that at the same tariffs that we are charging now. Let me ask you about the debt. It is a shade over 22 trillion and heading in the wrong direction. What are your plans to reverse it . It is all about growth. Before i really focus on that you have to remember, president obama put on more debt on this country than every president in the history of our country combined. So when i took over, we had one man that put on more debt than every other president combined. Combine them all. So you cant be talking about that, but i talk about it because i consider it very important. First i have to straighten out the military. The military was depleted. If we dont have a Strong Military that hopefully we wont have to use, if we dont have a Strong Military you dont have to worry about debt. I have to straighten out the military. That is why i did the 716 billion. Growth will straighten it out. You saw the trade deficit went way down. Everybody said what happened. What is happening growth. Before i can focus too much on that, a very big expense is military. We have no choice but to straighten is growth the only answer . Yes, maam, go ahead. On north korea on the last summit you guys came out with a pretty general agreement. I was wondering what you thought has been accomplished since the last summit . A lot. Are we going to be seeing anything concrete on denuclearization . A lot has been accomplished. We are dealing with them. We are talking to them. When i came into office, i met right there in the oval office with president obama. And i sat in those beautiful chairs. We talked. It was supposed to be 15 minutes. As you know, it ended up being many times longer than that. I said what is the biggest problem . He said by far north korea. I dont want to speak for him. But i believe he would have gone to war with north korea. I think he was ready to go to war. He told me he was so close to starting a big war with north korea. We have learned a lot. Much more importantly than all of it, much more important than that is we have a great relationship. I have a very Good Relationship with kim jongun. And i have done a job. I think i can say this. Prime minister abe of japan gave me the most beautiful copy of a letter that he sent to the people who give out a thing called a nobel prize. He said i have nominated you or respectfully on behalf of japan, i am asking them to give you the nobel peace prize. I said thank you. Many other people feel that way, too. They gave it to obama. He didnt know what he got it for. He was there for about 15 seconds and got the nobel prize. With me, i probably will never get it. If you look at syria, i stopped the slaughter of perhaps 3 Million People. Nobody talks about that. They dont talk about that. Russia and iran and syria were going to go in and perhaps destroy 3 Million People in order to get 45,000 terrorists. I heard about it from a woman who had her parents and her brothers living there. She said please, please. I thought i said no it cant happen. What are you talking about . I come home and i read a certain paper where the story was there that they were forming to go into really do big destruction. I put out a statement that you better not do it. And in all fairness to russia and iran and syria, they didnt attack or they are doing it surgically, at least. Saved a lot of people. We do a lot of good work. This administration does a tremendous job and we dont get credit for it. I think the people understand what we do. So Prime Minister abe, the most beautiful five page letter. He sent it to them. You know why . Because he had rocket ships and he had missiles flying over japan. They had alarms going off. Now they feel good. They feel safe. I did that. And it was a very tough dialogue at the beginning, fire and fury. Total annihilation. My button is bigger than yours and my button works. You dont remember that. People said trump is crazy. You know what it ended up being . A very Good Relationship. I like him a lot and he likes me a lot. Nobody else would have done that. The Obama Administration couldnt have done it. They probably wouldnt have done it. Number two, they didnt have the capability to do it. I just want to thank everybody. Thank you very much. Hello everyone. You and i and all of us have been watching President Trump speaking in the rose garden. Shutdown averted, National Emergency declared. President trump just as he signs the deal that Congress Reaches on Border Security announces he is going around congress to get more money for a wall. A lot to digest. Lets go to cnn political reporter. What stuck out to you . Reporter a lot of ways what we heard from this president is what we heard all along, the idea that there is danger coming from the southern border, this idea that there is all of this trafficking that is going on that this border wall will prevent. He is circumventing congress. He has a sing songy way of talking about what is ahead in terms of courts blocking it. So they are certainly anticipating that. He was upbeat. You compare the press conference with the one before where he had to say that he would reopen the government and go to this process of a conference committee. He seems to be in a place where he wants to be declaring the National Emergency, going it alone in a way that we know this president likes to do. I think this again is the president , he essentially failed. If you think about what his actual promise was during the campaign, it was that the wall would be free. It would be paid for by mexico because he was such a great negotiator. Here not only was he not able to negotiate with both houses of congress, he was unable after all of these years to get this done in a way that was about both sides coming together and about negotiations. He is making it around congress. Well see what happens with the republicans. A handful of them seem to object to this. Well see what happens when the rubber meets the road and they might have to vote on this in congress. It seems like it could be a very long road. Stick with me. Im going to get over to the white house. Abby philip is at the bureau. Let me ask you this. I think one of the most important questions that was asked during that very long press conference and announcement was where do you get your numbers. Reporter absolutely. The president did not acknowledge at all that there were a lot of statistics and figures, many of which came from his own government that seemed to contradict the prince pp claims that he is making. I think we should start with the issue of drugs. The president talked about our drugs coming from the southern border. 90 comes from ports of entry. He talked about Crime Statistics talking about an invasion of people bringing crime, women being tied up and being brought across the border. At the same time, illegal border crossings are down. His Administration Says the spike that we have seen is in family units coming across the border and immediately turning themselves into Border Patrol agents and trying to seek asylum. There were a lot of contradictions here in what the president had to say. He didnt present his own statistics to back up what he was trying to claim about the crisis at the border. He did some work to undermine his claim. He talked about how he didnt have to declare a National Emergency. He did it because he wanted to build the wall faster but at the same time he acknowledged there would likely be a protracted legal battle. This idea that he just wanted to do it faster might undermine his claim that there is an emergency on the border all together. A lot of things. One of the things he said that further undermined the claim is when he said we are getting a lot of wall done. You are getting 1. 4 billion approved by congress for a barrier of some kind. You wonder exactly why. Where is the emergency . Where is the data . He had the opportunity to present the proof of why he needed the National Emergency. He did not present data. That is leading then to what the democratic response is and already has been. Let me go to Jeffrey Toobin on this. Nancy pelosi and Chuck Schumer releasing a statement as the president was speaking saying obviously they are opposed to what he is doing and saying that the congress will defend our constitutional authorities in the congress in the courts and in the public using every remedy available. Im sure they will. I would like to focus on something that abby mentioned. He said a couple different times i didnt need to do this but i want to go faster than Congress Wants to go. Is this an emergency or not . He doesnt need to do it, that seems to admit that there is no emergency. And that this is something that should belong to the normal give and take between the executive branch and congress and what they allocate money for and what they doept. He didnt get the money he wanted. Maybe he will get it in next years budget. We are talking about an extraordinary remedy that he is seeking, a violation of the norms of constitutional governance that has been in effect for more than 200 years which is that it is the congress who controls the power of the purse. And there is this law from 1976 which says in certain emergencies the executive branch can reprogram some money. The president said there is no emergency. You can be sure the lawyers who are challenging this change in expenditures took great note of that and it will figure prominently in the complaints that will be filed in court probably today. And he knows it as he presented in almost like a schoolhouse rock kind of fashion of how a Trump Administration is challenged in court on the Trump Administration policy. He knows this is coming. He said he doesnt need to do it. He still wants to do it and he is presented with the opportunity just now to present the data and the information that he might have that would say necessitate an emergency and all he said to reporters was the numbers you have which reporters got from the administration, the numbers you have are wrong. Let me go over to the white house right now. Cnns chief White House Correspondent jim acosta. Your take away . Reporter i want to talk very fast here because im so paranoid that they will pull the plug on us. Im standing in front of angel moms who came to the rose garden to testify to what they have been through in terms of their ordeals dealing with crime in this country and the undocumented immigrants that were responsible for the crimes that took away their loved ones. You saw the moment when the president pointed to some of these ladies here so they can say the crimes that happened to our family members that those are real crimes. We were just having a conversation. I was telling them in terms of all of us here at cnn our hearts go out to them. There is no attempt to take away what they have gone through. As you heard in the question that i had with the president there it was really about the facts and the data and the disconnect that we have when we hear the president talk about immigration, he tends to talk about it in ways that deeminize immigrants. That just dont stick to the facts. I wanted to point it out that folks came up to me after the press conference and they are holding up these pictures of these loved ones who lost their lives. You were telling me a few moments ago this happened to you, as well. Yes. Im an illegal immigrant im immigrant. This is my son. We need to secure our borders to protect american citizens. President trump is completely correct on this issue. We need to protect this country. Reporter thank you very much for sharing your story. Thank you for that card. Thank you. As we know because we have covered this for so long and there are so many passions and emotions on all sides, these ladies feel very change because of the ordeal that they went through that President Trump is on the right in this issue. You heard the president declare that he will call this a National Emergency. It is a striking thing in this country right now because you have democrats on capitol hill and you are the facts on the side of not calling it a National Emergency and there is not an invasion on the border. It adds a lot of Emotional Energy to this issue. You can tell that this is a very charged issue for a lot of these family members here. No question about it moving forward, the president and you heard this, he knows this is going to get taken to court. He knows it is going to be tied up in the courts and will be a court challenge. We will just have to wait and see whether or not that becomes another impediment, another wall in the president s way as he tries to fulfill his campaign promise. That mothers story not to mention im glad she was able to speak, thank you for bringing us her story. The question has been not diminishing anyones story, its a constitutional question and that is where this lands right now. One of the big things that has come up and one of the big areas of money with the Emergency Declaration would be taking money from is from the d. O. D. And military construction. For that, let me bring in former republican congressman from pennsylvania charlie dent on this. Congressman, i come to you because you wrote the military construction bill that is the focus here. And the president in talking about it today from the rose garden says when the projects that have been discussed when it comes to military construction, this big pot of money that they are moving and redirecting, he says those projects dont seem too important to me. Can yo read you a quote . He talked to the generals. The project didnt sound too important to me. This was the president s budget request brought to him by his generals and the secretary of defense. These are very important projects. He said this doesnt sound like this is a very small amount, 3. 5 billion. The military construction budget, that would be about 35 . He is going to take that. He says we have rebuilt the milita military. Where are we going to put this stuff . If you have more troops, they need housing and schools for their children and military hospitals. This is so outrageous these things that have been said here. Of course, we need to establish control of the border and the president is incapable of articulating a coherent plan, but to raid military construction accounts, he is breaking the law. You cannot take money from a defense purpose to a nondefense purpose under the budget act. That is the law. Memb republican members of the armed suvss committee are probably going to set them schbls on fire over this. This is just a slap in the face to congress and their power of the purse making authorities. Stand by for me. Let me bring in cnn political analyst. One of the things that the president said and this gets to kind of really what we all watched in the last hours as the president was at the rose garden. He said look at the federal prisons population. We looked. The federal prison population broken down by inmate citizenship, 80 are american citizens. 80. 7 are american citizens. If we want to call it what it is is the president presented with facts rejects them. Asked for facts he doesnt present them. He does not give anymore data to prove his point. He says it is not about politics. If we are being honest is that exactly what this is all about . It is about politics but i also thinks he believes this. This is an issue on the right where this is something that donald trump has demagogued. There is really no other way to put it. It is not reliant on facts. Its reliant on racist tropes about mexican people and sort of presenting everybody as a gang member or drug smuggler or human trafficker. If you look at the cato institute, conservative leaning institute, they put out reports saying that this idea that undocumented immigrants are more dangerous is just completely false. In fact, they are less dangerous than the average native born american. If you look at the issue of what he was talking about the drugs and you said specifically he seemed to be addressing what he is hearing on cable tv about the fact that the drugs that are being seized actually are at ports of entry, where does that statistic come from . It comes from his government. These are not things that were making up. These are the statistics that are coming from the people who are actually seizing the drugs who are saying 80 to 90 of the drugs that he identified in his speech are seized at the border at ports of entry. He just doesnt accept it. He wont accept it. He doesnt accept intelligence from the Intelligence Community and he is not going to accept facts when it comes to his administration. He was asked it. He rejected it. This is a this is an emergency. This is a crisis in search of an emergency. This has long been a position of people on the right. He has a captive audience on this. If you look at the angel moms, for example, who, of course, our hearts go out to. You have a woman who lost her only son. Then when you put that up against the stus statistics, it doesnt match up that we have a crisis going on where undocumented immigrants are coming in and murdering people. Of course, our system has problems that need to be fixed and that woman said that the person who murdered her son had previously been deported. That is unacceptable. I think everybody would agree with that. When you listen to the way the president talks about Human Trafficking and you go to experts and they say we dont know what he is talking about, this is not what is happening. We cant say it has never happened. Its not the way he is describing it. You have people who are desperate who dont know that they are being trafficked. That happens. But not what the president is saying. Stick by. Let me bring in david on this one. Give me some perspective. How would you characterize what we watched play out in the last hour . I think most of us agree that the nation needs better Border Security but i think its also very apparent that when the president of the United States takes on an issue like this he has a responsibility to speak with clarity and truth. I found it disheartening that this president excuse me in this instance presented a phony crisis and backed it up with phony facts. And he is now just trying to slug it on through the courts. This is not the way to persuade or pull the country together. I do think especially when what is going on here is an attack upon democratic traditions and when the president is going over the lines of what we expect president ial power, when the founders put together the constitution, it was largely with a view of constraining the president so that he was not george iii. They were tired of people acting in a way that was demagoguery. Here i think we have returned to a time of demagogueerary argument, inappropriate use of president ial power and not justifying it. This government has a responsibility to tell us the truth about what is happening. And to keep a clear head about this. He is asking us to go down a path that he has tried again and again to get the congress to agree with him. He cant persuade them and his own republicans that this is a terrific idea to build this wall. And our politics after you try that you stop and try it again. You do not exercise Excessive Authority and do it backed up with phony facts. Its repulsive that President Trump would steal money from the military troops, damage military readiness and damage National Security all in the name of going around congress because he didnt get his way in the compromise deal to build a border wall that is unnecessary, that is an ancient form of barrier for Border Security. And that the majority of the American People oppose. I think we need to dive a little deeper into what exactly he would be doing to our military readiness. I can do that for you because its incredibly important. I do want to ask you about this. The details matter. Not to get into the weeds but you are the chairwoman of the subcommittee that handles military funding which is the pot of money that donald trump is talking about, 3. 6 billion is what the white house says theyll be taking and putting elsewhere. Billion dollars. Let me play for you what the president said about those military projects sure. Just now. We had certain funds that are being used at the discretion of generals, at the discretion of the military. Some of them havent been allocated yet, and some of the generals think that this is more important. I was thinking to a couple of them, they this is this is far more important than what they were going to use it for. I said what are you going to use it for i wont go into details, but didnt sound too important to me. Is it . I think President Trump doesnt know the details, which is why he cant get into them. And i find it hard to believe that the generals told him it was more important to build an unnecessary border wall than it is to make sure we have Defense Intelligence centers built around the country at our military bases. Those are funds that are eligible to be to be taken under this National Emergency funding that he is declaring. We have Defense Intelligence centers, we have military Readiness Training centers, we have f35 maintenance facilities and hangers that he would take funding from in order to build his wall. As charlie dent said where are we going to put our f35 . We spend billions of dollars on f35 airplanes to defend our nation. We have to make sure that our troops are trained. Where are we going to train them if he cancels these projects and instead moves that money to build a wall . At the end of the day, he is absolutely incorrect and, in fact, lying when he says that the generals are given discretion over how this money is spent. No. Kate, congress appropriated these funds specifically for these readiness projects, and the president is essentially saying, nope, id rather built a border wall, this is not important and im going to take this money that congress previously said, in coordination with our military leadership, that it was more important. He is jeopardizing our readiness, he will jeopardize the safety and security of our troops and we will steal money from our troops who are defending our border in order to make sure that he can build this border wall. Its unconstitutional, outrageous, and we are going to use every tool we have at our disposal in congress to make sure he cant do it. Last time we spoke you said you would be one to spearhead a legal challenge if this is how this went down. This is how this is going down. Is that in the works . Like i said, congress is going to use every tool at our disposal. We will pursue this in court. When we return from our recess in a week, i plan to convene a hearing of the military appropriation subcommittee and bring our military leadership in front of our committee and ask them point blank whether they think a border wall is more important than the facilities that we have already funded to make sure that we can keep our troops ready to defend our nation, train them so that they are ready, make sure that we have our intelligence capability at the top of our game. You can bet that putin is putting his feet up on the desk and laughing at President Trump because he is jeopardizing our military readiness here on the response.
