Russianback separatists who control the area continue to block the investigation. They have prevented International Investigators from gaining full access to the wreckage as investigators approached, they fired their weapons into the air. The separatists are removing evidence from the crash site. All of which begs the question, what exactly are they trying to hide . Right now just after 9 00 p. M. At the site where this passenger plane was shot down, and as i come to you right now, we have been watching and so many of the world really has been watching this train carrying wagon after wagon with bodies. It has just been released by the prorussian rebels, disturbingly, this eerie makeshift mobile morgue, if you will, had been held captive by these rebels. Ukraines president talking about this with cnn just a short time ago. We are still missing 16 bodies of the innocent victims of the terrorist attack which happened 96 hours ago in ukrainian sky. But the rest pro from the 298 victims is already in a refrigerator train, which was supplied by the ukrainian government. But still blocked in the territory, controlled by the separatists. This train now making its way to the ukrainian city of harkive. As for the sprawling crash site, it is a contaminated crime scene with militants reportedly granted almost you been unfettered access. In fact, youre looking at pictures, which appear to show rebels. Here you go. See the orange flight recorder . Holding the planes black box. But we are now hearing these flight data recorders will be handed over to malaysian investigators within the hour. Joining me now from donetsk, a spokesperson in cooperation in europe. Michael, lets just begin with this train carrying those bodies. What is the status of the train as we speak . Right. Good to be with you, brooke. As of about an hour and a half ago, we observed our special monitoring mission, the sealing of the fourth and final car of that train. We were told that more or less between 250 to 300 bodies had been loaded into there, the last of which were just really a few hours ago. And all four wagons were sealed. We were joined by forensic experts, three of them from the netherlands. And, you know, the train was basically good to go. But however, we cant say whether its moved or not until we actually have seen it with our own eyes. And obviously its something well be keeping an eye on in the next few hours. You know, michael, as far as the politics of this train, i had read the Prime Minister of the netherlands said it was your group, ocse, who were the ones negotiating with the rebels to move the bodies out of this conflict zone. Is that correct . And if so, can you just tell me how difficult, how challenging that process was . Well, you know, brooke, weve been on the ground here for three months. Weve got 250 monitors in 10 cities, including donetsk. So we were pretty familiar to them, if i can put it that way. Weve also had colleagues kidnapped here, which they helped, you know negotiate the release. So its an interesting relationship, but one that, you know, actually works in terms of getting things done. Weve had fairly good access between here and the crash site. We get there very quickly. When were there, they provide us with good perimeter security. And in terms of the train, well, we do talk to them daily. And we have impressed on them how important it is, especially for the folks who have lost loved ones, to get those bodies, and those remains moved as quickly as possible. You know, do you know, can you tell me definitively, where this train is going, and how those bodies i cant help but think about these families, be it burial or final rights to be read for these sons, daughters, husbands, wives. When will they finally get to their final resting place . Right. Well, you know, its i can put it this way almost a lodge and might mare, compounded that today right behind me there were there was heavy fire at the donetsk train station. Which presumably this train would have to go through. And i understand there is track damage and even fatalities. That could complicate things slightly. Having said that, i get the sense that they do want to move fairly quickly. I dont think they would have allowed the sealing of the doors if that was the case. So what im hearing, and its tough, because its windy where you are on the roof of this building, michael, as were speaking. If you could move your microphone a little closer up your jacket as i ask you this next question, which is, as you point out, the difficulty in even the train tracks and whether or not it will get to that final destination, because of the fact that this has happened in the middle of this war zone. I was just reading how i believe it was the New York Times a reporter on the ground described this recovery effort as a bunch of incoherent, untrained people. Not, of course, your group, but others, coal miners tasked with this scene. Have you ever in your years seen anything like this . Ive never seen anything like this. But, you know, we our First Priority was really helping this whole situation, the families in terms of making sure in fact, brooke, the malaysians made it clear to us, anything you can do to help us, that these bodies are given the dignity they deserve. So that was, you know, very much at the top of our list to observe and report how things are happening to facility dialogue with the rebel groups. And then also, of course, there are questions about the black boxes. And one of the things, brooke, we were able to do over the past four days, which were frankly happy with is we facilitated the access of three or four aviation experts from the ukrainian side. So they have been combing over the fuselage and the debris and trying to find clues as to what happened. Nothing here happens quickly. It all takes time. But, you know, we feel quite a bit of progress is made, given the circumstances and given that this is happening in the middle of a conflict zone. I cannot imagine the job you and your group have undertaken, and the thought of going through evidence. Final question to you, because of course, there have been allegations of evidence tampering and concealing objects in the scene. It was the ukrainian president who even said there were reports of bodies and wallets being looted for credit cards. Have you yourself seen any of this with your own eyes . Of course we get asked that a lot. What we did observe today, and we have reported already to our 57 participating countries, we have observed that personal belongings, piles of luggage have been moved. We were told today by the rebels they have basically agreed to collect everything and put it in a big container and have it shipped. And we also have observed and reported that parts of the fuselage seem to have been cut in some places. Now, whether thats to help the body recovery or whether thats to look into things, we dont know. We are not there at nighttime. So we cant observe what happens when were not there. So its a very tricky situation. And dont forget, brooke, that this is an area that spreads over about 10 kilometers. There are about eight different impact sites. Its very, very difficult to monitor. And you know, there are others who are far better place than we are to, you know, look for those and analyze things. You have a lot of work ahead of you, and we wish you the best, given the almost unprecedented circumstances. Michael, thank you so much. Osce. Thank you. Just ahead here on cnn, if u. S. Investigators find that russians were indeed at the launch site and even pulled the trigger, what happens then . Well ask. Well speak live with the former cia operative. A Significant Development here in the downing of malaysia air flight 17. Malaysias Prime Minister announcing a short time ago that prorussian rebels seen right here, you see what weve spotlighted for you, this orange piece of machinery. This is believed to be one of the planes black boxes from the crash site. And were learning they will now hand over these black boxes to a Malaysian Team for examination. Lets bring in security analyst, bob baer, former cia operative. And bob baer, is it surprising to you that the rebels are even giving up the black boxes and even, what, four days after the plane was shot down . Brooke, obviously they should have given it up the first day or looked a lot better. What the russians are doing and the ukrainian dissidents is covering their hand. They thought they could get away with this, blame on the ukraine. They obviously cant now. The preponderance of evidence is the dissidents shot it down, and possibly the russians. What we have to keep in mind is what has been occurring in the ukraine over the last month, and that is that the ukrainian rebels have been losing and putin has decided this couldnt happen. And thats why he rushed weapons across the border with crews that werent trained in incomplete Weapons Systems. And this is how we got this tragedy. And i think now putin realizes that things are going very bad for him, and hes got to give up the black box. And what evidence is left. So malaysia will ultimately have that black box in their hands. The question is, was it tampered with, will that hurt at all their investigation. It seems to me, talking to the bevy of, you know, aviation experts, it will theyll still be able to figure out by putting the pieces of the plane together. My next question is the overamping proof, bob, of the who did this. Do you think its already disappearing from the site, especially at night when osce and these other groups arent there monitoring, or do you think it is already gone . Oh, i think its probably gone. Theres probably missile fragments embedded in the wreckage, russian Intelligence Officers and ukrainian dissidents pulled the fragments out so the missile cant be identified. Thats an assumption on my part. But i think the main evidence is probably gone. The black box, an expert would have to tell you what you would get out of that, but not as much as actually identifying the as i say sill. So im sure youve seen this, and i want your reaction, because russia on the other side, their counter is this. They are claiming of course we know putin has been blaming kiev for what happened in the eastern part of the country and the hostilities there. But russia also claiming it it was a ukraine war plane that flew close to the boeing 777 right before it crashed. Your reaction to that. Probrooke, i think thats nonsense. If there had been a plane in the vicinity in that one and fired by a missile, it would have been picked up by all sorts of radar, adjoining countries. There would have been evidence of this. I think thats just its just a lie, fabricated. And even the plane would have called it in if they had seen this thing. No, i just dont buy that. I think this administration has presented the best evidence, and i think its very good. Most of from overhead, taking pictures coming across the border. Firing the missile and then returning. Its amazing how good this intelligence is. And i dont see the Obama Administration making this case unless the intelligence was very good. Final question, just quickly. Whats the biggest piece of the puzzle missing for you in all of this . Well, i think is the fact the russian soldiers crossed the border and another invasion like the crimea and helping the ukrainian rebels. I think putin is in a lot of trouble. I think more sanctions are on the way. And hes going to have to come to terms with the truth. Sooner rather than later. Bob baer. As always, thank you. And if all signs point to russia to his point, having some responsibility, maybe all of, for this attack on malaysia air flight 17, the big question for the white house and congress is what to do about it. Is it time to stand up to russias president once and for all . Would additional sanctions even work . Then a network of tunnels burrowed under the border. A devious system that militants can use to carry out attacks against israel. Cnn went down into the earth to see how they work and why theyre such a threat. Norfolk southern whats your function . Israels Defense Forces say seven Israeli Soldiers have been killed today inside and along the border with gaza. 25 soldiers and 2 Israeli Citizens have died since the Israeli Offensive began. On the other side, more than 500 palestinians, many of them civilians, have been killed. In washington, president obama says he has instructed secretary of state john kerry, who by the way, is in egypt, to push for an end to all this fighting. And that is why it now has to be our focus and the focus of the International Community to bring about a ceasefire that ends the fighting, and that can stop the deaths of innocent civilians. Both in gaza and in israel. Israels focus has turned to locating and destroying this Extensive Network of underground tunnels in gaza and specifically leading from egypt into gaza. The Israeli Military has released this video that youre looking at here, shows what appears to be these gunmen emerging from a tunnel, opening fire on israeli troops. A spokesperson for israels Prime Minister told wolf blitzer that the tunnels are being used to launch assaults. It has to be just this morning. Two squads of Hamas Terrorists came through tunnels, entered israel in the south, they tried to attack two different civilians, farmers trying to conduct their daily lives. It shows who hamas is, an extremist, deadly terrorist organization. And the worst of all, the people of gaza are suffering because of hamas. They didnt want this war, wolf. Cnns Paula Hancocks joins me from new york. We have seen this video of you inside these tunnels from just a couple of years ago, these multipurpose tunnels. Tell me about them. What did you see . Reporter well, brooke, there are a couple different tunnels. Basically those from gaza into israel, which are being used by hamas militants to launch attacks. And then the other tuns which i went into on a number of occasions which go from gaza into egypt. These are the smuggling tunnels basically used to bring in food, bring in gas, livestock, anything else that the gazans need. And also, according to israel, are used to resupply hamas. That is how they get their weapons into gaza within this blockade. Certainly was interesting seeing these tunnels. They very basic. The ground is clay and sand, not particularly conducive to these tunnels. A number of collapses. We have seen over the years israel bombing them quite significantly. But they do seem to keep emerging, and egypt trying to cut back on these tunnels. Hamas has a number of years in experience in building these tunnels. Brooke . Israel presumably want to go destroy the tunnels to choke off the point in which hamas is using tunnels to smug, to get the weaponry in. Maybe perhaps originally coming from say iran. But how would, if at all, hamas find a way to resupply itself with the kuntunnels gone . Reporter thats the question. It would be extremely tricky. There is a land, sea and air blockade on gaza and egypt as well. Both sides have eased restrictions over recent years. But certainly arms are not allowed to be brought into hamas, into gaza. And that is their lifeline when it comes to arms. We see within gaza itself i went along to a rocket factory in a private house, a few years ago, which was building the shorterrange missiles. But the longrange rockets, they have to get from outside. Israeli Prime MinisterBenjamin Netanyahu say they get those from iran. Certainly from the israeli point of view, if they close those tunnels, disable those tunnels, that certainly helps their cause. But they think bauping these tunnels between gaza and egypt for years. And still they keep popping up. Theyre very, very basic, very dirty. But they are very quick to create. So we know that those people who build them sometimes they are even children who are building them and trying to get into these small spaces. We understand when we were down there, they were paid 100 a meter to be able to create these tunnels. But, of course, theyre easy to dig. Glad you mentioned that. I heard you mention that before. Children, small children, sent in there to work on these. Paula hancocks, thank you so much for joig showing us the vi and these tunnels. President george w. We are now hearing that prorussian rebels will be handing over those black boxes to malaysia in the coming minutes. This news confirming the suspicion surrounding these pictures, which appear to show at least one of those black box reporters, these orange pieces of, you know, machinery here being taken by these pro russian rebels. The question now, were they tampered with in the meantime. For its part, the kremlin denying it gave the separatists anti aircraft missiles. It says a ukrainian war plane flew near the Malaysian Airliner before the civilian plane came down. But as certainty grows about russias involvement in arming the rebels in eastern ukraine, so does world pressure for president Vladimir Putin to do the right thing. The burden now is on russia to insist that the separatists stop tampering with the evidence, grant investigators who are already on the ground immediate, full and unimpeded access to the crash site. Let me bring in republican congressman, from new york, peter king, chairman of the house subcommittee on counterterrorism and intelligence, as well as a member of the Homeland Security committee. Congressman, welcome. Nice to see you. Thank you, brooke. President obama, you heard him, he said the burden is on russia. We know Vladimir Putin isnt bowing to u. S. Pressure or sanctions, at least thus far. My question to you, where is the line, and maybe more importantly, who needs to draw the line for putin to Pay Attention . I think its essential that all the western allies working together, but especially the United States has to play the leadership role in galvanizing that effort against putin. We cant just treat this as dispute over fishing rights or, you know, some mild territoriel i cant dispute. Were talking here about really mass murder. And the fact that putin and its clear, i think that putin and the russians made this technology, this weaponry available to and gave it to the ukrainian separatists, most likely had to train them in it. You have to be responsible for what happens after that. I think we should take very severe economic action and also symbolic action, like cutting off air flights landing rights in the United States and europe. Making every effort to keep them from hosting the next world cup in 2016 and going after their personal assets. I hear you say the u. S. Needs to take the lead and president obama. How do you get other western allies on board . Well, i give David Cameron, the british Prime Minister, a lot of credit for the statement he made yesterday, extremely critical of putin and also very critical of his fellow european leaders for not taking Strong Enough action. And the fact that so many europeans were killed on this plane and the flight emanated from europe, that should be a galvanizing moment. And it should be up to the president working with David Cameron to mobilize that support. Lets talk about Vladimir Putin the man. You know about the Famous Exchange between president george w. Bush with putin, looked into his eyes and said he seemed like a pretty straight forward guy. President bush said he was able to get a sense of his soul. Was the quote. Let me contrast that with an article thats just come out in the new yorker magazine where vice President Joe Biden talks in his exchange with putin in 2011 at the kremlin, and this is what Vice President biden describes it as. I said Prime Minister, im looking into your eyes and i dont think you have a soul. And he looked back at me and he smiled and he said we understand one another. Congressman, two very different viewpoints. Whats your take . Well, you know, they were more than ten years apart. When president bush made those remarks to putin, putin had just been briefly in office, russia was still an emerging democracy. And president bush wanted to make every effort to establish good relations with putin. In fact, on september 11th, putin was extremely helpful to the United States. He made one of the first phone calls to president bush. And obviously, as things went object, president bush realized that putin cannot be trusted. So i think its a little bit cute of joe biden 10, 12, years later to come in and try to take a cheap cute, huh . Yeah, cute. To take a cheap shot at president bush. We can spend the rest of the hour talking about president bidens mistakes. Im not going to play that game. We wont do that. We will leave it there. Lets stay on point with the investigation, congressman. We know investigators are trying to figure out russian involvement, specifically providing the weapon, whether they pulled the trigger, whether they called the shot. And so as the investigation finds that the russians were, in fact, at the site, how do you think that will change things . How will that ultimately change u. S. Russian policy . It probably depends on the degree. But i dont want to put that much himself emphasis on the investigation. I think we know enough already to know that russia was heavily involved. Dont you think the russians pulled the trigger . I was going to say, the only real difference, if we can show there was a Russian Special operator there or some undercover russian actually working there. Yes, that would bring it to a higher degree. But even if we dont find that, its still a severe liability. But having said that, obviously we find out there was actually a Russian Military person or a russian official at the scene, absolutely it would make it even worse, yes. Congressman peter king, thank you for your time. Appreciate it, sir. Brooke, thank you. Russian president Vladimir Putin is not used to people standing up to him. How does he feel about two women telling him its time to man up . Two american women. Well talk about that. Also ahead, the truth about flight 17 is very, very different from what Many Russians in russia are hearing about this crash. Like a report that the plane was full of corpses and blown up on purpose. Absolutely outrageous. But that is the kind of propaganda there that they are being told. Norfolk southern whats your function . Ukraines president is comparing the downing of malaysia air flight 17 to 9 11 as far as how the world should react to this. Also to the bombing of pan am flight 103 over lockerbie, scotland and has reportedly lashed out against russia and the rebels over reports of alleged looting at the crash site and for the way in which the victims bodies have been handled. Let me turn to cnns chief international correspondent, christiane amanpour, who spoke with ukrainian president , poroshen poroshenko. Joins me from london. We watched the whole thing, and in the middle heard from president obama. You know, the headlines seem to be that he says the world needs to react to this, and which the world did in 9 11 in 2001. In that he doesnt mean go to war, of course. But he means that people have to now side and decide whether theyre with the terrorists, as he says, or with the civilized world. And he told me, and, of course, this was his, you know, first interview since the downing of mh17. He said that he designates those eastern ukrainian prorussian separatists as terrorists. And he wants the world to look at them in that way, as well. And he also said that he had created a 40kilometer, you know, exclusion zone around the crash site whereby no Ukrainian Military would conduct any offensives. And he told us that about 282 of the bodies are on those trains, now moving towards karkiv and will go to amsterdam for repatriation. He was very, very clear that actually now the world had to make president putin stop those separatists, those terrorists, as he called them, from continuing to do what theyre doing. Lets take a listen to a piece of your interview. Our number one is that terroristic attack itself, where the terrorists supported by the russian launch rocket, missile, surfacetoair missile, against the civilian malaysian plane. Which brings 290 victims. Crime number two. And it is a disaster. The way how the bodies, innocent bodies, including the 80 children, were treated. They take their personal belongings, these terrorists, and they treat it very badly. This is barbarian style of doing this with the bodies of the victims. And crime number three. All that you do during this 96 hours, they try to destroy the evidence. Well, brooke, he was very emphatic about that. And he also denied, again, russian attempts to say ukraine was responsible for this. The Russian Defense minister seemed to suggest they were, you know, wonder, whether ukraine may have been he categorically denied it and said that, you know, this nows has to stop, and this should be a moment of truth for the russians, for president putin and for what he called the world to stand in solidarity. Christian e, pivoting to a comment made by Dianne Feinstein over the weekend on state of the union, she was speaking, admonishing putin to step up and do the right thing. But she it was a certain phrase. Let me just first play this. The issue is where is putin . And i would say, putin, you have to man up. You should talk to the world, you should say if this was a mistake, which i hope it was, say it. Even if it was a mistake, its a horrendous mistake to make. And i think it points out the futility of whats happening in the ukraine. As a female senator, the two words man up, not that Vladimir Putin is listening to anyone, but himself these days. But in russia specifically, culturally, how would that sit with him and others . Reporter well, i dont know, actually. Ive heard that comment many times before. And im not sure how it will go down in russia. But, of course, putin does consider himself pretty manly. In all those barechested pictures and those chasing bears and i dont know what else all over the world. But in a slightly more relevant comment, yes, he is the one who actually has to exercise his authority, because he is the one who can turn the spigot on and off, close the border, stop fighters, stop russian personnel, stop these heavy Weapons Systems moving in across to eastern ukraine. And take up the hand of president poroshenko who is over and again suggested a peace plan, ceasefire terms, how hell deal with eastern ukraine. One of the things that neither the russians nor the separatist rebels have been able to say, this was a mistake. I dont think anybody believes this plane, a civilian airliner, was deliberately shot down. But nor are any of them agreeing to say that this was a mistake, and we need to deal with it. Instead the prorussian separatists are telling cnn that, you know, the ukrainians did it and they never did it. President putin has not denied that it could have happened by prorussian separatists. He has not denied that. Hes never said it did, but hasnt denied it. Okay. Christiane amanpour, with that perspective, and i just want to urge our viewers, you can watch the entire Petro Poroshenko president of ukraine interview. Go to cnn. Com. Christiane, as always, thank you very much. And there were already pretty wild conspiracy theories about Malaysian Air flight 17, like the fact that or i should say not fact at all, the conspiracy that was pushed out there that the plane was full of corpses and the pilots ejected before the crash. But in russia, some of these loose, absurd theories are being treated as truth. And then all of this, of course, is just torment for these family members mourning the loss of their loved ones, remembering them before this disaster. Some of their stories, ahead. President obama, not the only president demanding official investigators be allowed access to the crash site of flight 17 in eastern ukraine. Russians Vladimir Putin is doing the same, publicly. At least. But if you are in russia, you would think putin is trying to help investigators instead of being accused of hampering the investigation. As several World Leaders did today. So what else are russians hearing about this downed plane . According to the new republic, lies. So so egregious, so outrageous, they are offensive. Like this one. Flight 17 is actually flight 370. The new republic quoted a website and let me read part of it. They say, quote, inside were not live people but corpses. The plane was flown not by real pilots, it was on autopilot. The complicated procedure executed by live pilots who then ejected on pair chutes in the necessary spot, blown up without using an airtosurface missile. This is the stuff people are hearing in russia. Joining me now, managing editor of the new republic, linda kinsler, covering the conflict. Welcome. Thanks for having me. So this is one example. Can you just tell me a couple of these stories that russians are being told . Yes. Well, basically, we have seen that the russian Propaganda Machine is out in full force, trying to deflect any kind of culpability for the accident. We have seen, first of all, that mh370 rumor going on that its the original plane that was hidden, taken to the netherlands and loaded with corpses, and then flown over ukraine. Weve also heard that, you know, the accident the plane was flown with american help, that it was actually Ukrainian Pilot jets that were flying next to the plane that were escorting it over eastern ukraine. That it was actually ukrainian operation that shot down mh17. All sorts of rumors going on. And part of that original mh370 rumor came from one of the separatist leaders, and we have heard them say all sorts of conflicting things about what is going on on the ground there, which is partly also why there has been so much confusion about the location of the black boxes. Okay. Black boxes is one whole other story. But the issue with these different, you know the conspiracy, and you mentioned the 370 conspiracy coming from the russian rebels. Are the others coming directly from the kremlin . Isnt most of the television if youre looking at the news in russia, mostly kremlincontrolled . Yes, absolutely. There is channel 1 in russia that has been kind of propagating a lot of these theories. And people believe it in russia that they think that russia was not culpable for the plane crash that, in fact, this is just another example of the ukrainian fascists who are trying to take over the east, causing an international catastrophe. And the basis to some of these storylines coming from i saw your colleague with anderson earlier, saying, you know, tv shows like sherlock and game of thrones . Right. And theyre really pulling at any straws they can to deflect responsibility for the conflict. We saw putins address last night, he called for an Enter National investigation but didnt call for accountability as to who is responsible for this. And that is just another part of this Propaganda Machine of trying to deflect responsibility. In full force, as you pointed out. Linda kinsler with the new republic, thank you for coming on. And all of this, these stories, some facts, some absolutely not. This is all just torment for these family members, because theyre trying to grieve, watching all this unfold. Some of the stories of those lost on the flight are just ahead. And we are moments away from president obama giving out the nations highest honor. We will take you there live, as it happens. The u.
