It was just one of many areas damaged in what was a very long night in gaza. The Israel Military has accused hamas of [ bombing ] we do have to hit the ground. Hit the ground very quickly. Weve already taken the windows out of this side of the building. [ bombing ] if you give me two seconds ill look out. And i cant tell you exactly where that was but if any of my colleagues got any information ill let you know. Another huge explosion going on in the vicinity of our offices in central gaza right now. If youve been with us just about a minute earlier, you would have seen the same thing. [ bombing ] okay. Im going to move out of the way. Lets have him move. Folks you can see how incredibly close that blast was to carl. That was at night, all evening and through today in gaza city. Israels target list obviously moving far beyond those border tunnels we focused on. The hamas television station, leaders, mosques were used to store weapons. Let me bring in general mark hurtling. General, welcome back. Beginning with some that carl and i have discussed multiple times its night fall over gaza. Were seeing behind him, you know, the beginnings of the strategy that i would love for you to explain to me because what happens here is israel picks a target, waits for night to fall. You see these illumination flares sent up in the ski and then what happens . Well, then they hit the target. And what has to happen first, brooke, is theres some type of clearance operation that has to go on where the target is cleared. Now most of the time what does that mean . Most of the time it means that the target is ready to be hit. That there has been some kind of emphasis on as little Collateral Damage as possible. What we were seeing last night as carl was reporting they had drones above the area. That becomes the clearance technique because sometimes you dont have someone on the ground who can say hey that target is ready. No potential for civilian casualties. Its not 100 accurate. The other thing i would mention individuals flying those f16s, i had an opportunity to take some training rides you had to make some tough calls yourself . I do. I had to make some tough calls in combat when striking targets. I remember in iraq where we saw a mosque being loaded with weapons, people firing from the roof. In that kind of situation the laws of war dissipate and you say we have to hit that target to protect our soldiers. In other cases when you think you have a cleared target and go in with an f16 strike something may occur. Something happened to me where we saw at the last minute about ready to launch a strike some individuals coming out of the building. We called the strike off. Thats difficult to do at the same time flying an airplane, avoiding missiles thats fired at you. Doing it in the dark. Finding where your wing man is. This is not a video game. This is difficult to do. The Israel Air Force has the mission of destroying the target. They are doing the very best they can to clear those targets before they strike them but thats extremely tough to do in an area the size of gaza which has an immense population and a problem with people not being able to move around. General, lets flip it and talk about hamas because we know they were given the chance for a pause in viles. They reject ad 24 hour ceasefire. Whats their strategy . They are out gunned. Yeah. You know what . You cant apply the rational actor theory in many places in the middle east. I think they want to dont bring israel into their land. Work the strategic messaging campaign that carl has been talking about. And that israel is the bad guy. They continue to strike targets. They continue not to be concerned with civilian casualties. Thats just not the case. Its just difficult to destroy things that are being launched into israel from gaza without civilian casualties. Its unfortunate as they have said but its warfare. One of the things i would like to point out, brooke, i was told before i went to iraq the last time by a mentor of mine, hey you can wayne war by killing a lot of people. There has to be political and economic discussions. I think israel has attempted to do that on several occasions and has been rebuffed. Unfortunately, you got a population thats behind the army and the movement of the israeli government, and its unfortunate built every time they have attempted to cease theres just been more rockets coming their way. Its very difficult to engage between israel and hamas and i think thats the real issue in this problem. Again, senior israeli official telling us they are prepared for a ceasefire as we await hamas and all the brokering and machinations behindthescenes. Some who are friends with hamas, some who are friends with israel. Thank you for coming on. Meantime happening right now lets talk about the other major story. Tougher sanctions slapped against russia over the conflict in ukraine. And more could be dished out in the coming hours as the u. S. Accuses russia of violating a 27yearold missile treaty from the Reagan Gorbachev area. Secretary of state john kerry today specifically condemning russias actions in ukraine, calling on the president , Vladimir Putin and the pro russian rebels to scale back the fighting. President putin can make a huge difference here if he chooses to. And we and our European Partners will take additional measures and impose wider sanctions on key sections of the russian economy if that is what we must do. It was just after kerry stepped off that podium that a European Union official confirmed to us here at cnn that sanctions and mostly economic ones are being expanded against russian individuals and companies. But the conflict in Eastern Ukraine this is not a one sided battle. Weve learned that Ukrainian Forces their military have escalated the firing by firing short range Ballistic Missiles at the rebels. This is the first time a weapon of this magnitude has been used in this conflict. Lets bring in Barbara Starr and our correspondent at the white house, myseichele kocinski. They go about 50 miles but they have a 1,000 pound war head. That makes them the heaviest most lethal weapons used in this conflict to date. Why have the ukraines turned to these weapons. They a number of their aircraft shot down by surface to air missiles. That of course is what brought the mh17 in that area in Eastern Ukraine. In order to stay out of the kill zone of those surface to air missiles they cant fly their aircraft as much as they want against the separatists. They turn to short range Ballistic Missiles. It keeps them out of the air, keeps them on the ground, but escalates the ground combat. Its a signal, perhaps, that the ukrainians are feeling they are pushing back against the separatists and the russians, their reaction so far, they have been quiet about this, but they have been continuing to ship heavy weapons across the border to the separatists. Clearly feeling the pressure of what the ukrainians are doing. By the way the Ukrainian Government officially says it did not launch these Ballistic Missiles but u. S. Intelligence, u. S. Spy satellites were told by several officials saw the whole thing. Just got word, to reiterate your point the foreign minister from ukraine saying absolutely not, they did not deploy these short range missiles. Thats the word coming in to cnn. All the while when we talk about this war zone, michele, and talking to people in Eastern Ukraine. Thats why the dutch and investigators for the third day cant get to the crash site. Its the most lethal form of weaponry the Ukrainian Military has used. What does the white house have to say . They didnt want to say anything specific about this very new reporting. Its clear they wanted to gather more information on what happened as well. But what they did say what i found interesting about it is just that they really called on russia. They said ukraines actions throughout this reflected russias escalation of the conflict. So clearly pinning it on russia seemingly no matter what ukraine is doing at this point, even if it does involve a weapon of this magnitude, and thats a lot different than what the white house take has been today at least on the conflict in the middle east, calling on both sides to deescalate. Both sides to put aside their differences. When it comes to russia and ukraine the onus is on russia. The white house repeatedly has mentioned how much ukraine has done to help the situation. Their ceasefire attempts. Changing the government, et cetera, et cetera. But repeatedly saying russia has done nothing to try to deescalate the swigituation. Secretary kerry, president obama, when theyve come out publicly, made statements both essentially called on israel to inflict fewer deaths on gaza. But the thrust of their statements and its three weeks weve been catching this fighting, the u. S. Hamas is the Current Ruling Party in gaza and has been since 2006 when it won a landslide in democratic elections. In fact at the time it became one of the first islamist parties around the world to win political office. But much of the west considers hamas to be a terrorist organization. The group was born in 1987 just at the start of the first fatah or palestinian uprising. Now the groups founders wanted it to be able to deliver social welfare programs to the residents of gaza, which at this particular point number about 1. 8 Million People. But then a year in it published its charter and within that charter the hamas was calling for the destruction of israel. Hamas started a suicide Bombing Campaign against israel in the 1990s. So what does hamas want . First of all, hamas wants an end to the Israeli Occupation of palestinian lands and a right of return for palestinians who were forced from their homes and became refugees in 1948 when the state of israel was created. Secondly, hamas wants a lifting of the israeli blockade on gaza. Israel at this Point Controls the airspace and the waters of gaza along with egypt. It controls the borders. Israel says that is necessary to try and cope with a more militarized hamas. Hamas wants release of around 6,500 palestinian prisoners currently in israeli dethe evening. They believe they are being held illegally. Theres the question as to whether hamas is in this fight because it has nothing to lose. Living conditions for almost 2 Million People in one of the most denselypopulated territories on earth are very tough and they are not improving. And employment howevers around the 50 level before this latest round of fighting. Hamas lost one of its major allies the Muslim Brotherhood in egypt. The new regime considers hamas to be an enemy. Nevertheless some experts say simply by fighting against israel hamas appears to be standing up for the rights of the palestinian people. And it is improving its popularity. Paula hancock with that. Hamas may be popular among some palestinians but as she pointed out its despised in israel and if hamas was destroyed could an even worse group rise to power, a group more determined to destroy israel . Bob bair, first things first. One of israels goals is to demilitaryize hamas. How realistic is that . Well, i mean the way they are going today they can end up decapitated that organization and stroit. It was an organization that was popularly elected. It has a fairly responsible leadership. If you decapitated hamas and leave it open we would get something close to al qaeda. This poverty and war tends to radicalize people and this is what im afraid will happen in gaza. We have to go back to 1982. Bin laden really start this movement when he watched the israelis bomb beirut. That gave him the al qaeda that started in afghanistan and then went international. Thats what has a lot of people afraid. Do you believe thats what will happen. If hamas is decapitated, who will fill the vacuum. Do you think it will be al qaeda cells the you would get some sort of chaos like somalia. Jihadis. Whatever. They are more likely to start a terrorism campaign, for instance, outside israel proper. Go back to car bombings and things like that. So i think the violence would get more chaotic and could affect larger parts of the world. I mean hamas, they are the ones that are, obviously, fighting israel and have been for years. Israel they have a lot of power. Does israel have a choice but to try to work with them or clearly as weve been seeing the goal is just destroy . Well, the israelis cant live, of course, with their own destruction thats what hamas still calls for. I dont know how serious they are about it. The israelis think they are very serious. Israel cant live with the right of return which would bring millions of the palestinians back. Theres two conditions israel wont agree to. Is there a more moderate hamas . I dont know. Multiple World Leaders begged for a stop in this violence and the fighting between hamas and israel. But the most eloquent plea to end this conflict may have come this past sunday by a man who is Neither Israeli nor palestinian. Im talking about pope francis. The Catholic Leader was speaking about the violence when he appeared to get emotional. Translator never war. Never war. Im thinking above all of children who are deprived of the hope of a worthwhile life, a future, dead children, wounded children, mutilated children, orphaned children, children whose toys are things left over from war. Children who dont know how to smile. Please stop. I ask you with all my heart, its time to stop. Stop, please. Pope francis on sunday may have wept and a lot of people believe jesus too would be weeping today those words from Christopher Dickey in in a article entitled what would jesus do in gaza. Nice to see you again. Just in reading your piece, this isnt the first appeal for calm and peace in a conflict like this but do you think coming from pope francis there at the vatican, do you think this can make a difference this time . Well, i think pope francis is probably the most charismatic leader of the world. The cardinal of boston told me this man speaks in gestures and his tears themselves were kind of a gesture. I dont think he was acting. I think they were absolutely heart felt. I think for the pope, the pontiff, the head of a billion catholics to stand up in front of the world and to blink back tears as he talked about children who can no longer smile, who never learned to smile, i think thats a message that people do begin to listen to. Maybe not enough people but i think a lot of people do listen. Lets talk more about the listening. You write this. But when palestinians did protest peacefully, when they did march, when they did endure the clubs of the dreaded Israeli Police who paid attention to their moral authority. In truth almost nobody. Not the international press, not the public, not obama. You talk about the peace and quiet. Do you think this is the only real way hamas can get anyone to care, to pay attention, to listen . Well theres a terrify by trap there. You have people you have thousands of palestinians, maybe millions of palestinians who wish they could protest peace l peacefully and get some sort of result. Partly it doesnt work for them because theres always been firebrands among them who say no we got to take to it violence. We have to do something terrible here or nobody will pay attention. Im not sure thats the case. Just recently there was a march of 10,000 people on the west bank in support of the palestinians of gaza. Now, if that had not degenerated into violence, if those 10,000 people sat down and faced off the israeli troops instead of throwing rocks, have kids throwing rocks at them, creating a situation where the israelis opened fire on them and could justify opening fire on them, then i think, you know, that might have had a different effect. But it takes enormous moral force to launch those kinds of protests and to pursue them and it also takes the world paying attention in a way that frankly we havent paid attention, especially in the Palestinian Conflict for a long time. In other place, in ukraine, protesters were able to overthrow the government. And create a situation thats now very difficult. But they overthrew the government. Protesters overthrew the government in egypt. Again, we dont have a great situation there but at least they were able to effect change. In the Palestinian Conflict they have never been able to effect change. Weve seen a lot of children deaths in the Palestinian Conflict, in gaza, for example, and it was the pope speaking about children when he got emotional on sunday and im wondering, thinking of previous popes. How often does the world see a pope weep . I dont think the world in my experience has seen a pope weep like this. Ive seen a lot of popes going back to john xxiii. Ive seen them get angry and be kindly. Ive seen them wax a little bit emotional at critical moments. But ive never seen anything quite like this. You know, this was not an off the cuff remark. The pope was reading a passage that he had written down. And as he got to those words about the children who couldnt smile, you can see him blinking back the tears and i think he was genuinely moved. I think he hopes that well all be moved. But i think he, the man, pope francis, i think he was genuinely moved and i think in his prayers he is hoping that something can to be done to end the terrible violence all over the world and not only in gaza, also in the ukraine, also in iraq. I think we all have the feeling that the world is, to use a phrase just going hell right now and the pope would like people to try and pull it back from the brink. Thank you. [ bombing ] it may be dark but clearly anything but quiet. These photos were taken last night and tonight we are watching some of the most intense aerial bombardment since the conflict began july 7th. Lets go to sarah who just returned from the border between israel and gaza. Sara at one point i understand you had a rocket flying over your head. Reporter yeah. We did. We were standing actually fairly close to the iron dome Missile Defense system and as you know we border gaza. We saw plume of smoke rising for much of the day out of gaza. We were also standing next to the iron dome a Missile Defense system when suddenly overhead we could see that strange flash of light that weve come to recognize as a rocket and we all took cover as so many people have to do on this side of the border. We have also heard a siren thats gone off at least 2019 vicinity of where we were, three or four kilometers away from where we were and then also in the two towns. Definitely sirens going off. Definitely weve seen rockets coming in. There have, of course, already been some deaths here in israel today, at least ten people are confirmed dead. We know that people are sick and tired of the fear that they feel every time those sirens go off here and certainly that fear shared in a major way in gaza and youve seen the pictures yourself from there. But giving the perspective of here we talked to a lot of people about this. They are really, really fearful but also they want this to end for good. And so they want the Prime Minister netanyahu and his army to stay in there and basically root out any of the tunnels and missiles that exist inside gaza. The fear is palpable in two parts of the world. Were watching these two separate conflicts whats happening between israel and gaza. And russia and ukraine. Were watching the white house because we now know president obama will step out on the south lawn. He will speak specifically on the situation, this escalating situation between ukraine and russia. All the while just the backdrop of this, ukraine is denying that its military has fired those short range missiles. What will the president say . Well watch. Stay right here.
