House said to reporters that, well, he has to find out if schumer is serious about this and he went on to say, im not sure that he is. To which Schumers Office tweeted, he is serious. So well have to see how all this plays out. This is some of the bluffing that, of course, goesz on heren washington. But brooke, during the socalled off camera briefing that we just had with the deputy spokeswoman, Sarah Huckabee sanders, she said she continues to be optimistic about this, that he continues to make phone calls on all of this and theyre confident this is going to get passed. But there remains some very Big Questions and one of the questions that came up during the briefing is what the president is willing to accept on the medicaid front. The program that provides medical Care Coverage for the poor, that appears to be one of the big sticking issues, as you know, for some of these moderate republican senators. They dont want to see poor people in their state go without health care. Thats part of the big reason why the Congressional Budget Office said that you would hahav have 22 million more americans going without Health Insurance if this becomes skplau Sarah Huckabee sanders basically said during this socalled off camera briefing that she wasnt sure how the president felt about that and what kind of changes he would agree to. And so this is still very much a work in progress over here in the white house is trying to put its best face on what was a pretty awful day yesterday. All right. Jim acosta with the assessment twofold. Thank you, jim. Were going to broaden out and let me just tell all of you, Senate Republicans are aiming to have this new draft by friday. Joining me now, cnn chief political analyst gloria borjge and then a whole lot of davids. A cnn political analyst who used to serve as an adviser to four president s and senior politics writer for u. S. News and world report. Whoever has a good david joke, you can tweet it to me here. Gloria, let me begin with your assessment of the president s perceived optimism that on health care it will be a great, great surprise. Is this the kind of optimism when you say somethings going to be great and you say it so many times you really hope in the end that it will be or listen, this is the president of the United States, he may very well know something we dont . Maybe. But on the other hand, you know, you dont want to throw in the towel before its over. So i think this was a president trying to say its not over and saying that perhaps theyre going to get there and that was his way of doing it. I mean, right now, what you have is Mitch Mcconnell calling in members of the senate to meet with him. It looks like theyre all each going to the Principals Office, kind of, and theyve each being called into the Principals Office and theyre clearly making a list about what they need to do to get to yes. But its very difficult for them, because this is not just this is what i need in my district and this is what you can do for me. These are huge ideological arguments that people have about the role of government in health care. And its very, very hard to bridge that, and then you put on top of that, the fact that this bill has somewhere between a 13 and 17 popularity rating, and oh, by the way, there isnt a message about whats good about this bill that republicans have been able to rally around other than we want to repeal obamacare, and i think if they head home to their districts, they have to get that in order as well. And oh, by the way, lets add to that, david nakamura, your great colleagues at the Washington Post writing this piece and saying, well, sorry, mr. President , but these republican senators dont exactly fear you. Theyre not shaking in their boots over the president , what the president says and does, which doesnt exactly help the president get what he wants in the end with health care. And its really upset the president directly. We know that. And you know, the idea that these senators who have a lot more constituents than house members and its harder for trump to influence them directly and its also not clear what kind of leverage he has. As gloria said, hes not making a proactive case for the benefits of this bill. He made a lot of promises during the campaign that were popular but very broad and vague and so far, this is a president that has not been in the weeds with policy. Theyve outsourced the drafting essentially of this legislation first to the house which developed and passed a bill that he called mean and now hes trying to sell this to the senate and the cbo score is very damaging and the big reveal hes talking about is setting up something for another disappointment among members who wont be satisfied, especially if Mitch Mcconnell cant find a way to improve that cbo score if he gets this new draft to the cbo by friday. David, you have worked with multiple president s on both sides of the aisle. You tell me the benefits of having a president who is feared and revered versus, according to many people quoted in this piece this morning, not the case for the current president. Well, brooke, a long time ago, the most famous book in the establish language was in the western world about politics was by machiavelli. And he said a prince must either be feared or loved and if you have to choose, its better to be feared. And the problem the president has in a sense right now is hes neither feared nor loved and i think that does make the persuasion process all that much harder. As to whether he can bring, you know, bring off the surprise, i mean, one surprise would be that hes working in something out with democrats. But so far as we know, the people who are trooping in to senator mcconnells office to tell them what changes they want are all republicans. If we start to see a couple of democrats show up in mitchs office, thats a very, very different story, isnt it. But i think hes faced a very uphill fight. I understand the optimism because you never want to let your forces sort of get so discouraged that they dont go home and fight. But remember that the Trump White House indeed set republican senators were expressing lots and lots of optimism that they would vote affirmatively on the bill this week. And that is not exactly whats happening. In order to have that fear, though, david, dont you have to have wins, you know, legislative victories, wind in your sails and put Justice Gorsuch in the win column but thats sort of it. So, whats your assessment of all of the above . I actually think the president is less important to this process than he has ever been before. Remember, he was making phone calls to at least four gop senators over the weekend and they lost votes. There are now nine gop senators that are opposed to this for varying reasons but he actually lost votes over the weekend. I think this is all being handled by Mitch Mcconnell. Every senate aide i talked to yesterday said the white house is not involved in the details of this. Trumps calls to rand paul, i was told he told rand paul, we want to win. We want a victory on this. It wasnt about whether to expand medicaid or whether to bring it in. The chasm is between the Republican Party and the republican conference. You have Susan Collins on one end, saying shes very concerned about the medicaid cuts, very concerned about the cbo and 22 million uninsured and at the other end, you have rand paul saying, no, we got to pare this back. This is obamacare lite. You have mike lee saying i want an optout for states and individuals to have anything to do with this system so the chasm is really between the Republican Party and thats why Mitch Mcconnell is so crucial. Trump is a cheerleader in this. But he is not going to be a crucial negotiator. Isnt that so dangerous, Gloria Borger . From what i can tell from some of these republican senators, with all due respect to the president , its sort of like step off and let Mitch Mcconnell take the reins on this. But what if they end up with this huge win on health care and the president cant say, see, i did this if he didnt. Well, hes going to if they win something, its going to be his baby. And hes and he knows it. And i think what you see happening now is that they understand that this is a president who hasnt been mired in the details of Health Care Reform and what this white house has done is ceded more authority to the congress than ive really seen in an awfully long time. I mean, this is a president who said to them, you work it out and i want to win. And thats what he said when he met with paul ryan early on. And said, you know, kwhawhateveu guys want to do, well get this agenda. Your agenda is my agenda, just give me some wins and i think thats what we see maying oplay here but its not that members went to the white house yesterday and argued about Medicaid Expansion and argued about the finer points of 22 million being uninsured and how you would stretch that out over 10 years or 15 years. I think they went to the white house because the president wanted to tell them how much he needs this, and they should want it, because after all, the one thing that unites all republicans, no matter what the ideological divide that davids talking about, is the fact that they all ran on repeal and replace. Yep. Period. Right. And for years and years and years we heard about that. David gergin, you know, how do you, though, advising the president or the president s role moving forward, i mean, theyre hoping to get this blueprint by friday, theyre all going to go on vacation and celebrate the fourth of july, come back ten days later and hope to get rolling on this. So then what. Brooke, i think its really important that the republican part have a bill that they can champion and go to the country to sell it. And thats the job of the president , but you know, i think one of the Biggest Surprises ive had the last few months was to read today and it was the New York Times report that senators came out of that meeting yesterday saying the president really good grasp of the bill itself. And the Biggest Surprise was that he it appeared to some of them that he had not known that the Health Care Bill from the senate brings almost a trillion dollars worth of tax reductions. He thinks thats going to be in the tax bill. Well, you know, thats just sort of stunning. I dont know how you sell something that you dont understand. I saw that too. That was a glenn thrush piece in this sort of, the questions thrown at the Senate Majority leader outside of the west wing and not quite fully answering on precisely your point. David nakamura, just final thoughts from you on all this. Well, i think the panel has it right. But what also this illustrates, i think, is that you saw during the obamacare debate initially the original debate, how long a process that was. This was supposed to be quicker. It was criticized that it was being done in secret but that was the whole strategy was to get this through. The longer it goes on, i think its going to be harder and harder and the republicans are now sort of in a box as to how to bridge the divide between the hard right and the moderates and i think thats just going to be, you know, accentuated during this recess and make it harder when they come back. The Washington Post recently discovered this fabricated cover of Time Magazine. This was actually framed and mounted on the walls of not one but several trump properties. The fake cover praises his apprentice reality show and now Time Magazine is actually demanding the Trump Organization remove the phony covers. The reporter who broke the story is with me now. He won a Pulitzer Prize this morning for his reporting on President Trumps charitable contributions. And michael is with us. Hes a former biographer of donald trump. So, david, just for a simple question, how did this fake time cover even come to your attention . I happened to walk by it during a visit and something about it looked wrong. The border was too thin. The headlines were too sort of cheerleadery. There were exclamation points in the headlines. You could tell from looking at it that it was not a realtime kwo real time cover. As you point out in your piece, this is hanging in prominent locations. Do we know if that was donald trump trying to, you know, prePresident Trump, trying to masquerade like this was some legit cover was it maybe a gift, clearly a fake, they would never use so many exclamation marks . Well, the way its displayed at these clubs, its displayed along with other real covers. Its next to covers of gq that trump was on or like fairways and greens magazine. Theres no hint about its display that shows, okay, this is a fake or this isnt real. I dont know where it came from. I dont know who made it. But you can tell that there wasnt just one. A gag gift or some or the of oneoff thing. But this would just be one. Theres one in at least eight clubs. Someone made a lot of effort to put this in a lot of different places. So comes the bigger question, michael, what does this fake cover say about President Trump the man . How did trump, who spent an entire campaign and much of presidency accusing the Mainstream Media of fake news wind up decorating his properties with a literal piece of phony journalism. Well, this is classic donald trump and one of the things that we have to keep in mind is that even if we see other covers and imagine that theyre real, they may not be for actual, legitimate publications. One of the things that he also displays at many of his properties is a series of awards from something called the American Academy of hospitality sciences, and it turns out that this academy is made up primarily of trump friends and employees and the guy who runs it is a former felon named joey nosocks. So, you have to be very careful when you take in the trump message that youre not actually absorbing what is not only fakery but, in many cases, awards and platitudes and praise that are completely false and developed out of these pretend organizations. So thats the for our absorption and maybe not to believe every cover of i mean, magazine cover in his properties but michael, again, what do you think it says about the man, donald trump . Well, it says that theres never enough for him. Theres not enough praise, there arent enough awards, there isnt enough attention, and if hes, you know, he also has trained, i think, people around him to create this these trophies for him. So, even if he doesnt command the individual items be produced, i think theres an inclination among the people around him to manufacture praise. This is why his briefers in the white house put his name in every other paragraph in the papers that they hand him. Theyve learned how to get his attention and how to please him and that he needs this. He needs this praise. David, last question, maybe most importantly. What is the president saying about this . Nothing. Ive asked the Trump Organization, his business, to explain where this came from, what it means, who made it, did trump know it was fake. Ive gotten no response at all. I asked the Trump White House the same question, did donald trump, did he even know this was a fake or was this a trick being played on him. The only response was, we dont comment on the decor on the walls at Trump Organization golf courses. So, we havent really gotten any response out of him. Okay. To be continued. Reporter john podesta testified before the House Intelligence Committee yesterday. We dont know a ton about what he said besides what he has told us because it was a closed session. As you recall, the leak of these emails was a Pivotal Moment of the election, because it really revealed the inner workings on Hillary Clintons campaign. We found out about their strategies on how to defeat bernie sanders, who was becoming an increasing threat. We found out about her staffers concerns of paid speeches and even what jokes she was going to tell at dinner that night. Now, yesterday, john podesta was given the opportunity to throw barack obama and his administration under the bus for the way they reacted when they found out that the russians were trying to interfere in the election, and he declined that opportunity. He said that they made the best judgment they could when they found out about that because it was an unprecedented attack that we hadnt seen before. Now that is not what weve heard from donald trump. As youve seen on twitter lately, he has been very critical of the former administration and said that we should focus on their lack of a response to the russian interference compared to instead of focusing on what donald trump is doing. What about roger stone, the president s longtime confidant now scheduled to testify before the House Intel Committee next month . What do you know about that. Reporter yeah, so, roger stone has said for months publicly that he wants to testify in front of a committee. Hes doing so in a closed hearing even though he said he wants to do it in a public hearing. On july 24, he told cnn yesterday. Heres a statement he issued. Im confident that podesta most likely repeated his line and im anxious to rebut this falsehood. Im unhappy my testimony will not be in public but i believe it is more important to resolve the issue of russia collusion with the Trump Campaign which i believe was not existent. Meanwhile, Paul Manafort has registered as a foreign agent. Can you give me some context. Paul manafort has registered as a foreign agent. His Firm Received over 17 million from a prorussia group that was in ukraine for years and i retroactively filed those documents. He was a trump Campaign Chairman for a few months in 2016. The press secretary, shooeean spicer, has tried to distance him from the campaign saying he played a very limited role for a very limited amount of time though he was the chairman of the Trump Campaign. Reporter do you believe were any closer to that key central question about collusion at this point . Well, i would only say that there have been Public Comments that suggest that theres been no overwhelming evidence to suggest that there was collusion. But we have to chase down every potential every potential path that we see. When we conclude all those, well make a final report. Reporter do you still feel like theres no overwhelming evidence of collusion at this point . Well, its not for me to judge before we end. I can only address it as milestones of what we know as up to date. Senator burr, the chairman of that senate committee, meantime, the chairman also told cnn that he spoke to special Counsel Robert Mueller over the phone today, but of course wouldnt discuss any details of that call or its purpose. Were waiting to hear some new Aviation Security measures. Lets dip in. The topic i just want to make a few comments on has to do with Aviation Security. I dont have to tell really anyone in the world that was alive then that since 9 11, the United States has seen a series of attempts on commercial aviation, shoe bomber, liquid explosives, and underwear bomber, a plot to detonate explosive cargo, most of these were disrupted just in time and didnt result in the tragedy that the terrorists were looking for. But in 2015, isis claimed responsibility for the bombing of metro jet flight 9268 which killed all 224 people on board and became the deadliest air disaster in russian history. Terroristsment to bring down aircraft to instill fear, disrupt economies and undermine our way of life, and it works, which is why they still see aviation as the crown jewel target in their world. The threat is not diminished. In fact, i am concerned that we are seeing renewed interest on the part of terrorist groups to go after the aviation sector. From bombing aircrafts to attacking airports on the ground as we saw in brussels and istanbul. However, were not standing on the sidelines. The u. S. Government is focused on deterring, detecting and disrupting these threats. That is why in march i made the decision to ban Electronic Devices larger than a cell phone from the passenger cabins of u. S. Bound commercial flights from the ten airports in the middle east and north africa. I made this call based on evaluated intelligence and real concerns that i had about terrorist plotting. Make no mistake, our enemies are constantly working to find new methods for disguising explosives, recruiting insiders, and hijacking aircraft. Ive made a point to talk with everyone i can about securing aviation. Ive met with our international partners, ive met with our industry leaders, ive met with our private sector stakeholders. My conclusion is this. It is time that we raise the global baseline of Aviation Security. We cannot play international whack a mole with each new threat. Instead, we must put in place new measures across the board to keep the traveling public safe and make it harder for terrorists to succeed. Today, i am announcing a first step toward this goal by requiring new security measures to be applied to all commercial flights coming into the United States from abroad. These measures will be both seen and unseen, and they will be phased in over time. They will include enhanced screening of Electronic Devices, more thorough passenger vetting, and new measures designed to mitigate the potential threat of insider attacks. We will also lay out a clear path to encourage airlines and airports to adapt or, crep correction, to adopt more sophisticated screening approaches, including better use of explosion detecting canines. Additionally, we will encourage more airports to become preclearance locations. This not only enhances security, it also increases convenience by allowing International Travelers to go through customs and Border Security screening before boarding the flights to the United States. With this announcement, we send a clear message that inaction is not an option. Those who choose not to cooperate or are slow to adapt adopt these measures could be subject to other restrictions, including a ban on Electronic Devices on aircraft or even a suspension of their flights into the United States. However, in all the indication are that all airlines will work with us to keep their aircraft, their crew, and their passengers safe. I have spent months engaging with our closest allies and foreign partners on this issue, and many of them have expressed strong support for this effort. While these actions we are announcing today will improve the security of u. S. Bound flights, i am hopeful other nations will follow suit. Unless we all raise our security standards, terrorists who seek commercial aviation as the greatest takedown will find and attack the weakest link. Together, we have the opportunity to raise the baseline on Aviation Security globally, and we can do it in a manner that will not inconvenience the flying public. Let me be clear. Our enemies are adaptive and we have to be adaptive as well. A number of the measures we plan to put in place can be dialed up or down in a riskbased intelligencedriven manner and over the next several weeks and months, well work with our partners to ensure these measures are fully implemented. Again, today is just a starting point. We are taking prudent steps to make aircraft more secure, to reduce Insider Threats and to identify suspicious passengers. In the meantime, we will launch a concerted effort with our foreign partners to put in place wider counterterrorism improvements. This will include better information sharing, expanded exchanges of terrorist watch lists, and more advanced security checks of travelers around the world. Finally, let me commend all the outstanding men and women throughout the department who make Aviation Security their daily mission. Whether they are working on the front lines at the tsa checkpoint, developing better Screening Technology in the lab, or preparing the intelligence that helps us make tough decisions, every passenger owes them a debt of gratitude. Top objective but there are other objectives as well and each measure has some cost inconvenience and other things like that. How do you think through this balance between okay. So, just listening to secretary kelly there laying out enhanced screening, passenger vetting for any flight coming from anywhere from overseas into the United States. I was really listening for, you cant bring laptops in if youre coming from, you know, whether its abu dhabi or paris or tokyo. I didnt hear any of that, renee. Right. And thats the key here. You know, everyone was expecting, you know, weeks ago, maybe even the month ago, that perhaps wed see this laptop ban expanded, but what they are laying out here, brooke, is a way to avoid a laptop ban. And what the thinking is at the department of Homeland Security is if carriers and airports overseas do this, this is the only way that they can avoid that laptop ban. They believe all these measures, he laid out some of them, not all of them, they wont lay out of all of them for security measures but they believe fa thats if all the new measures that dhs is directing these carriers coming from overseas, if they follow them, they believe they will not have to do, at least at this point, a laptop ban. Now will depend on the airlines to actually implement all of this. So what does this mean . Im just thinking, its summertime, people who are fortunate enough to be able to go to, say, london for a vacation this summer and youre flying back home to atlanta, you know, will you will there be a noticeable change in airports . Will you need to allot for even more time . Whats the sense you got, renee . Yeah, what you will notice is if youre coming from overseas directly to the United States is that your screening process will take a lot longer. It may be a lot more rigorous than before, but actually, as far as things looking a lot different than the way they look today, you may not notice all that much. Perhaps youll see more canines. Perhaps youll see a little bit more attention devoted to carryon luggage. Perhaps. But for the most part, things will remain the same. However, you heard him there say it. These measures are seen and unseen, so for the most part, people should allot or allow for a lot more time for that screening process if you are on a direct flight from overseas. And then just lastly, what about u. S. Airlines or European Airlines . How are they reacting to what was just laid out by the Homeland Security secretary in well, i can tell you that that that we just carried there, people are really getting a lot of the details now in realtime so were going to have to wait and get some of that reaction. Of course the question is, will every global airport around the world that has direct flights to the United States be able to implement or even afford to implement every single item thats on their directive . We dont know. I should point out that this would be something for the airlines to implement, theyll have to work with the airports in those various countries. But will everyone be able to do it and will they be able to afford to do it. That remains to be seen but were still waiting on reaction. I think the Aviation Industry renee, forgive me. Well get some context to that and a lot of talk about, of course, sanctuary cities and can the local government tell entities, local cities what to do. Tell me about these two votes, especially the one on sanctuary cities. Thats right. So there are two bills that the house is going to be voting on tomorrow. The first, kates law, which is named after kate steinle, the anniversary of her murder is coming up on saturday. That bill would increase maximum penalties that can be doled out for people who have been deported and illegal reentered the country multiple times, especially if they have criminal convictions. It will be ten years in prison, up to 25 years in prison under this bill. The second bill would allow the federal government to do more to sort of i dont want to use the word queros, because that implies legal connotations, but really have cities comply with immigration issues. Ice and i ice, immigrations custom enforcement, has wanted people to be kept detained 48 hours beyond what is required by criminal law and a lot of local jurisdictions dont comply with that, either because the courts have ruled that unconstitutional or they feel it jeopardizes local activity. This would allow them to peenl penalize the ones who dont comply with that. Can the federal government say, you must do this . So, it cant. I might think at first blush that, look, immigration is purely the province of the federal government, therefore, it can tell anyone what to do about anything that has to do with immigration, but thats want the case. It cant. Constitutionally. Under the 10th amendment, the federal government cant force cities to carry out federal policy. Then you run into another problem. Once a person has finished serving their state time, they cannot the state cannot continue to hold that person with probable cause to believe a crime has been committed. So you run afoul of another constitutional provision. So all the federal government can do is say, hey, pretty please, can you hold onto this person . Frankly, no matter what side you come down on immigration, if i was cities, i wouldnt want to hold these people because you require liability for any time theyre injured in your possession, and the federal government will not reimburse you for that. You acquire all these problems that your city may be cash strapped and not able to handle to begin with, and youre being asked to carry a federal policy, which is the federal governments policy.
