That the last town along that western iraqi border with syria that was still in government hands, cnn is hearing reports that that has now fallen. Which would mean that effectively syria and iraq to a greater degree have become one battlefield, that the Iraqi Government is only in control as these reports put it of that northern border with kurdistan. Thank you so much for keeping us apprised of whats happened there. President obama has a message for iraq, you need a political solution to unify your country. He says no u. S. Military action can bridge the sectarian divisions that threaten iraqs future. Kate bolduan has a oneonone interview with the president. Good morning, kate. Reporter i started by asking the president about Prime MinisterNuri Al Maliki who the president just a few months ago commended for ensuring an inclusive and democratic iraq. But maliki has done none of that. So how can anything get fixed there with him in power . We gave iraq the chance to have an inclusive democracy, to work across sectarian lines, to provide a Better Future for their children. And unfortunately what weve seen is a breakdown of trust. Theres no doubt that there has been a suspicion for quite some time now among sunnis that they have no access to using the political process to deal with their grievances. And that is in part the reason why a better armed and larger number of Iraqi Security forces melted away when an Extremist Group, isis, started rolling through the western portions of iraq. So part of the task now is to see whether iraqi leaders are prepared to rise above sectarian motivations, come together, compromise. If they cant, theres not going to be a military solution to this problem. Theres no amount of american firepower thats going to be able to hold the country together. And i made that very clear to mr. Maliki and all the other leadership inside of iraq. Reporter but by going into the country to support this Iraqi Government, to support iraqi forces now, theres a real risk that you will very well likely be seen as supporting the shiite side. Isnt that inflaming the tensions further and thus doing exactly what isis wants . Yeah, actually not because the terms in which were willing to go in as advisers initially is to do an assessment of do they still have a functioning chain of command and is their military still capable, particularly in the western and northwestern regions of the country. But what weve also said in a joint Operations Center that we might set up and any advising that we may do, if we dont see sunni, shia and kurd Political Support for what were doing then we dont do it. You just heard president obama urging iraqi leaders to come up with a politically inclusive solution to the nations crisis. Want to bring in Major General james marks and ambassador christopher hill. Is there anything you think these 300 special ops can do that the president se sending that will really make a difference politically . What this will do is al give maliki some it will give him an opportunity, what we call in the military some breathing room. Hes going to trade space for time. He needs to be able to ensure that he can preserve his government and it can move forward with all of its flaws and with all of its problems. So lets preserve what exists. These 300 advisers when they get there will certain be the right step in the right direction. These folks are exceptionally mature, very talented, very senior guys at some very low levels. And primarily what this will help the iraqis do is in a very tactical level enhance their targeting capability through enhanced intelligence and it will, in fact, give the isif a better fighting chance against isis. But a political solution is a much lengthier process. But we have to start the process by ensuring that maliki doesnt get decapitated and then we have a failed state and we have a much larger problem on our hands. But maliki clearly is not the solution moving forward. It must be inclusive. Mr. Ambassador, lets talk about that. Maliki moving forward. Does he have the credibility with sunnis to, i guess, try again at this reconciliation . He chose consolidation and purging before. Does he at least have the vote of confidence . Well, first of all, hes had two terms and the issue right now is should he step forward for the third term . I dont think any sunnis want him to do that or the kurds want him to do that, or frankly, a lot of the shia want him to do that. So the real question is, is there someone to replace him . And secondly will he be willing to step down . This is not the first instinct of middle east leaders to step down. So the u. S. Diplomats who are kind of working this with the iraqis have a really tall order. But i do want to emphasize that because i think theres been a tendency to lay this all at malikis doorstep. As difficult as he has been, this is a Sunni Community in iraq thats never reconciled themselves to the shia in any way being in charge of that country, even though the shia, the vast majority of that country. So this is a difficult situation. And i think the task will be to get maliki to step down but to get the sunnis to accept a new leader who most likely will be a shia leader. You had the preeminent shia leader inside of iraq, the grand ayatollah saying we need to form a government quickly. So they had the chance. But ultimately what i think the vast majority of americans understand is that we cant do it for them. And we certainly cant redeploy tens of thousands of u. S. Troops to try to keep a lid on a problem if the people themselves dont want to solve it. Lets bring back cnn military analyst Major General james spider marks and former ambassador christopher hill. Ambassador, i want to start with you. You said a few moments ago that maliki is likely not the person to lead the country forward. Hes been a caretaker for a little more than a month. Elections at the end of this month. Is there a leader who possibly is that could build a consensus moving forward . Theres been mention of Ahmed Shalabi and others. Is there a leader that could do the job . In 2010, a lot of people didnt want to see maliki have a second term. But when you started discussing who could follow him, no one had any compelling names. A couple of people, chalabi is a divisive person in iraq, to the extent that people even know him. Hes a person whos much better known in new conservative circles in washington than he was by the voters in iraq. These people who knew him saw him as divisive with very strong opinions and not the kind of person who reaches out. Alawi speaks perfect english. Hes a very easy person to deal with. Hes a toughminded person. His problem is, even though hes a shia, he doesnt really lead any shia. So hes not a shia political leader. So the idea that you put in a person whose only qualifies is that hes a shia but doesnt have any shia political formations behind him, thats a problem. Now, there are other names. And i dont mean to suggest by any means that Nuri Al Maliki is the only person who can lead that country. But the problem of coming up with a successor did bedevil the process in 2010. And im sure its really what is going on behind the scenes today. General, theres something that a lot of people have recognized. The war in vietnam started by sending advisers there to resolve the situation. And some people are saying, it seems very parallel to what were seeing here. How can president obama avoid a larger entanglement in iraq . He has to lean on the leadership in iraq to step up do the right thing and ensure that, number one, theres a professional military that has something that theyre fighting for beyond some immediate sectarian gratification. And that has thats a lengthy process, christi, you dont raise an army overnight. But weve been doing that. Thats the sad part of all this. Weve been raising this army and training this army for the last decade. And were just not there yet, primarily because over the course of time, bad decisions were made in terms of how that military would be organized and who, in fact, the Senior Leaders would be. If we can get beyond that. And there is an effort that could take place. And you could have a result. But if youre going to have essentially a shia militia and sunni extremist, youre never going to have a professional military. Youre not going to have a form of reconciliation that will go forward. The worst outcome would be a failed state and an alternative could be a balkanization. Thats not a great outcome. But the iraqis have to figure that out. And a professional military has to be the foundation of any step moving forward politically. Otherwise you end up with this type of chaos again and again. Yeah. And weve seen it again and again. I just got back from the border and we saw the conditions that the immigrants are coming into this country. This is a family from honduras. They had just come out of the rio grande river. I spoke to them briefly and they said they were happy to be here. This group turned themselves in to the Border Patrol. Usually the Border Patrol is going after these groups trying to catch them. It may have something to do with this misinformation thats being spread in Central America. Cartellike groups are telling migrants that the time is now to come and if you turn yourself in to the Border Patrol agents, you will be given a court date and released on your own recognizan recognizance. Many u. S. And Border PatrolOfficials Say this is part of the issue. Heres the money, 250 million going to these central governments, accountability could be a factor. Senator john mccain says that this money wont altogether solve the problem. The first step, i think, would be for the president of the United States to announce that if you come here illegally, you cant stay. And that message would get down. Right now over radio and television in these Central American countries, theyre telling them they can get here and stay. We spoke to some of these migrants and some of the Border Patrol agents in charge and tasked with capturing these migrants. They say its a processing issue. The facilities are overwhelmed and theres not enough space for these thousands and thousands of migrants that have come to the United States illegally. I think people are maybe alarmed when they hear that figure of 250 million and think, how do we trust these governments are going to do with it what they say they will. And its reported that these criminal organizations are taking them across the border thats right. And its not the governments that have control of that. Thats a great point. And im sure many people are watching this report and saying, where was the 250 million when we wanted to secure our borders . Why are we all of a sudden outsourcing this money that we may not be able to keep track of when we send it to these Central American nations. They hope that that will keep these thousands of influx of undocumented many of them unaccompanied. Thats a real issue. These kids, children, some as young as 4 years old, traveling with their sisters or brothers who are essentially acting as de facto parents to these young children. I know you saw some of them. And we just see the pictures. But its just heartwrenching to see these kids. Theyre coming here and they have no idea. And theres nobody to take care of them nick, thank you so much. Thank you. A group of independent experts say they believe flight 370 went down here, hundreds of miles southwest of where crews spent weeks searching. My personal opinion is that were at the 80 to 90 confidence level. Michael exner and other experts pushed for the release of raw satellite data which government officials used to calculate the kleens possible final resting place. Now that they have it, they agree the plane almost certainly went south. But the group says five computer models place it in the this tight cluster and say the search should focus here. This is our recommended search area. No one is claiming that we know its at this location. But we think it has the highest probability of any area in the southern indian ocean. Reporter there have been multiple aerial searches in the southern indian ocean with no trace of the missing plane. But they say their new target area was unexplored. They have already searched areas very close to the area that we have recommended but not exactly on it. Reporter the group says the four underwater signals detected in april unintentionally distracted search teams from looking at other areas that were flagged. But the outsiders and Australian Authorities all agree the underwater pings were a lead that needed to be pursued. That was cnns renee marsh reporting for us. We want to go to our expert, mike exner who joins us from boulder, colorado. Hes a member of this outside group of experts. Mike, thank you so much for being with us. I know that you say your 80 to 90 confident the plane is in this particular place in the southern indian ocean. But in laymens terms, can you explain to us why you are so certain . Well, first of all, i wouldnt say that were certain. I think this is the highest probability location. It has to be somewhere along the arc. Its along this seventh arc. The question is, where along the arc. The primary assumption that drives where you end up on the arc is the speed of the aircraft. And after interviewing a number of 777 pilots and looking at a lot of analysis, we just believe its more likely that the average speed was much higher. That takes you to a point quite a bit further southwest of the next location that they are planning to search. After the pings were detected, that focused in the search for five to six weeks on that area. Do you think that was a mistake . I wouldnt say its a mistake. I think every step along the way, the authorities have been trying to work with the best data available. And when the acoustic data appeared to offer important clues, it was important for them to search that area. Keep in mind, all these searches have been along this seventh arc. Our search area is also on the seventh arc but just further south. We base that, again, on our belief that its more likely that the aircraft had a much higher air speed, true air speed, over the last four or five hours of the flight. And that just takes you about 680 miles nautical miles further southwest of where the next location is thought to be. So we just think its more likely it would be down there. In all honesty, it could be anywhere along that seventh arc. But the most likely location is a point further southwest. In suburban atlanta, a case turned almost as perplexing as it is horrifying essentially. Murder charges are filed against 33yearold justin ross harris. Hes a panicked father who shrieked for help in a parking lot. A crowd watched helplessly as he tried to revive the lifeless body of his 22monthold son. I think this has haunted every parent who watched this. The father says he went to work forgetting his son was in the backseat on this sweltering day. He has pled not guilty to felony murder and cruelty to children charges. But police will only hint at a gruesome possibility now, that the childs death may not be the horrible mistake his father claims. Victor, i know youve been working on this one. We hear felony murder, we know felony murder means they believe there was some possible intent involved. The question here is, is the father telling the truth when he says i put the boy in the car at about 9 00, forgot to drop him off, went to work and on the way home from work, seven hours later is when i realized he was there. When i spoke with the sergeant, dana pierce, with the Cobb County Police department, he said this to me. He said, ill put it up on the screen, ive been in Law Enforcement for 34 years, what i know about this case shocks my conscience as a police officer, a father and a grandfather. And the essence here, theyre questioning this fathers story. First say they they can no longer confirm the boy was in the car at 9 00 in the morning. They cannot confirm that there was not a stop between home and work and then work and this parking lot where he allegedly then found his son. They also say that when the first responders, the firefighters, the emts, the Police Officers questioned him in that parking lot, his answers to their questions just did not make sense. We also asked, okay, possibly will there be more charges filed . Thats something that they say is possible. And essentially, when will we know what was the cause and manner of death here . When will we know what he knows . He says because this is something thats not a Public Safety risk, its not a risk to other people, people may have to wait until the trial. But he says that after 34 years in this industry, in Law Enforcement, he is shocked by what he knows about this case. Its frightening. As soon as they talk, well get you the latest. But as sergeant Bowe Bergdahl recovers as an Army Medical Center in texas, his parents wait. And they have yet to see or even speak with their son. Joining us now, military psychiatrist dr. Richtchiritchi. We asked you last week, why do you think he hasnt seen his parents . Did you think we would be talking to you a week later asking you the same question . I did not think that, although this situation and this case seems to have more twists and turns than you can imagine. And clearly what is happening here is that the psychologists and medical personnel are making sure that work with this prisoner of war. We know that Sergeant Bergdahl has a comprehensive Recovery Program and its going to take some time. You said, i believe, months the last time we spoke with you. But this wait is also difficult for his parents. What toll could this be taking on them . What a l roerollercoaster r this must be for them . First of all, five years of their son in captivity, not knowing whether theyll ever see him again. And then all the hoopla, the rose garden when they thought he was coming back home. Now hes home but he doesnt want to see them. So i think it must be tremendously difficult for his parents. I would say not just his parents but hes from a small town that everybody was concerned about him and cared and there were welcome home, Sergeant Bergdahl signs up everywhere. What must that be like for the town that he lives in . No doubt about it. Something were hearing, too, want to share with you about bergdahls reintegration process, that its very structured. That caught my attention because we know children when we talk about raising children as they are little, they need a very structured environment. Why is it so important for healing in this regard . Well, hes been in a very deprived sensory state, again, for five years. I say deprived, but to the best of my understanding, there were periods of very, very boring being in the dark for months at a time. But there must have been periods of terror as well when he was moved, when he didnt know whether he would live or die. And so coming from that alternating terror and boredom, it is important to give somebody control over their surroundings and to do things in small steps. In your last segment, you were talking about an autistic child. You could think of it almost being like autistic, in that you can be overwhelmed by too much senso senso sensory simulation. You have to go one step at a time. One step that were understanding about his recovery is this storytelling, that they want him to tell the stories whats the important p importance of that in this new routine . Storytelling or some of the other modalities we might do, such as art therapy, is very important to try to get a sense over what happened to master it. Youre trying to make sense of coming back into the society. What actually happened . At the same time, theres a balance. We dont necessarily go right for the traumatic stories right away because that can also be overwhelming. So you want to have the make sense, tell what happened but not necessarily go into the fear and horror and terror yet. Wait until the person is ready to get there. Military advisers are at the side of iraqi troops assessing their capabilities to defeat islamic militants who are storming through Northern Iraq right now. A Senior Defense official says the first of about 300 advisers will arrive in iraq soon. U. S. Secretary of state john kerry is also headed to the region this weekend. Hes visiting jordan to discuss ways to stabilize iraq and push for an inclusive Iraqi Government that includes shiite, sunni and kurdish factions. The fighting rages own. Iraqi Security Officials tell cnn their troops have regained control of the countrys main oil refinery in the town of baiji. Iraqs economy is dependent upon oil production. Theres also been violence in the capital of baghdad. Our reporter is there. Reporter tensions are really ratcheting here in baghdad after the detonation of roadside bombs in a number of predominantly shiite neighborhoods. This comes after thousands of shia are rallied here in the iraqi capital and in cities across iraq to show their support for iraqi Prime MinisterNuri Al Maliki and his beleaguered army in their battle against the sunni extremists, isis. A show of support but also a show of force which as you can appreciate isnt resting too comfortably with those sunnis who remember this countrys very recent history of sectarian violence. Their worry is that it might become difficult to differentiate between a sunni extremist and just a regular sunni iraqi. President obamas 300 or so military advisers are on their way here expected to arrive some time this weekend. They have to begin with the most basic of jobs they have to begin with assessing the capacity of the iraqi army and why it is that they were so successfully routed by isis militant forces and what can be done differently and how the u. S. Can support them to try and push back some of that militant momentum here in iraq. Fredricka . Thank you so much. Be safe. President obama says u. S. Military efforts are hopeless without a change in government. In a oneonone interview with cnns kate bolduan, he told her that iraq needs a political solution to unify its country. Heres kate with more on what she discussed with the president. Reporter i started by asking the president about Prime MinisterNuri Al Maliki who the president just a few months ago had commended for ensuring an inclusive and democratic iraq. But the Prime Minister has done none of that. So how can anything get fixed in iraq with him in power . Reporter we gave iraq the chance to have an inclusive democracy, to work across sectarian lines, to provide a Better Future for their children. And unfortunately what weve seen is a breakdown of trust. Theres no doubt that there has been a suspicion for quite some time now among sunnis that they have no access to using the political process to deal with their grievances. And that is in part the reason why a better armed and larger number of Iraqi Security forces melted away when an Extremist Group, isis, started rolling through the western portions of iraq. So part of the task now is to see whether iraqi leaders are prepared to rise above sectarian motivations, come together, compromise. If they cant, theres not going to be a military solution to this problem. Theres no amount of american firepower thats going to be able to hold the country together. And i made that very clear to mr. Maliki and all the other leadership inside of iraq. Reporter but by going in to the country to support this Iraqi Government, to support iraqi forces now, theres a real risk that you will very well likely be seen as supporting the shiite side. Isnt that inflaming the tensions further and thus doing exactly what isis wants . Yeah, actually not because the terms in which were willing to go in as advisers initially is to do an assessment of, do they still have a functioning chain of command and is their military still capability, particularly in some of the western and northwestern regions of the country . But what weve also said is that in a joint Operations Center that we might set up and any advising that we may do, if we dont see sunni, shia and kurd representation in the military command structure, if we dont see sunni, shia and kurd Political Support for what were doing, then we dont do it. The terms in which we send any advisers would be dependent upon us seeing that within the military and within the political structure that there remains a commitment to a unified and inclusive Iraqi Government and armed forces. Reporter no matter what happens in iraq, can you realistically protect the National Security interests of the United States without also going into syria where this threat emanated from . Its important for us to distinguish between a counterterrorism effort that is ongoing, dealing with al qaeda and the remnants that still exist in the fatah, creating platforms, taking targeted strikes where necessary, gathering intelligence, all that work has to be would have to be done even if the crisis in iraq wasnt occurring and theres no doubt that the problem in syria is one that weve been paying a lot of attention to over the last couple of years, as you see jihadists coming in from europe and as far as australia to get trained and then going back into their home countries. This is something weve been deeply concerned about. Part of the reason weve been supporting a moderate opposition effort in syria is to make sure that there are forces that are countering some of the gains that some of these extremist organizations have made inside of syria. But thats different from whether we had the capacity, for example, to send our own troops in to syria. Thats different from some of the decisions that we are making with respect to how do we pull iraq together . Reporter do you really believe in your gut that this change can happen, that they can unify in iraq . I think well know soon enough. They dont have a lot of time. Theres a timetable that is in place under their constitution. The good news is that so far, at least, all the parties have said that we want to abide by the constitution. You had the preeminent shia leader inside of iraq, grand ayatollah sistani saying we need to form a government quickly. So they had the chance. But ultimately what i think the vast majority of americans understand is, we cant do it for them. And we certainly cant redeploy tens of thousands of u. S. Troops to try to keep a lid on a problem if the people themselves dont want to solve it. Reporter the president says theyll know soon enough. But we does seem skeptical. And thats just part of our conversation. We also had a really interesting and sometimes personal talk about the struggles of working families. The Obama Administration has revealed a new plan to curb whats becoming a big problem with illegal immigration, children coming across the border. By the numbers, unaccompanied children come from as many as 11 different countries. The u. S. Government estimates as many as 60,000 to 80,000 children without their parents will cross the border this year alone. And the u. S. Intervention plan includes spending 250 million for Central American governments to help stem the tide of undocumented kids coming to the u. S. Illegally. The majority of the children apprehended by the u. S. Border patrol along the southwest border this month have been concentrated in the Rio Grande Valley sector of texas. Our nick valencia was just there. Nick, on the ground, this is a very bad situation. Humanitarian crisis, someones saying. How bad is it . Some u. S. Officials say its worse than were seeing in the photos that have been leaked. Its worse, they say in these facilities. In fact, when i was there on the border, i saw a family group from honduras that had just crossed the Rio Grande Valley, thats me right there next to the Texas Department of Public Safety. Thats the family, two young girls under 4 years old with what is presumingly some of their family members. They call this a family group because theyre coming with adults. Those two kids there, under the age of 18 years old, its a humanitarian crisis as some would say. What the Obama Administration is doing now is pledging this 250 million. Where is that money going to go . Its intended to go to these governmentses in guatemala, in honduras, in el salvador, to be part of this reintegration process what does that mean . Its a great question because its not really detailed by the white house. What is this reintegration process and how are you going to hold these governments accountable to spend the money on the migrants when they go back . Exactly. The problem weve heard from a number of these families and the children, if the problem is family members are saying, im willing to risk the life of my child to go unaccompanied by me hundreds of miles. Because the drug crime is just too much to bear here. There are no jobs. Theres no future for my child. If thats what families are saying, this 250 million being doled out to these countries, are they going to address those things, will the money go towards some kind of crime intervention or helping to build infrastructure so there are jobs there is 161. 5 million set aside for the Central AmericanRegional Security initiative. That goes towards addressing governance challenging as well as security challenges. As you mentioned, a big issue is violence in these home countries. Yes, it is a processing issue, theres not enough room to house these thousands of migrants that cross. But it really is the root of the problem in Central America. That needs to be addressed. Some senior lawmakers saying this money, not enough. Not going to solve the problem. Were going to talk to a congressman a little later on. Keep us posted on this. You got it. Its been years since one new york woman left her town filled with poverty and violence in honduras to immigrate to the United States. She hasnt seen her parents for nearly two decades, until now. Heres rosa flores taking us on this american journey. Reporter this neighborhood in honduras is not only home to both poverty and violence but to families as well, and to this mother who would give anything to see her daughter again. This woman says shes always supported her children, even when one of them wanted to take on the dangerous and uncertain voyage to the United States in search of opportunity. Nearly 20 years ago, natalia kissed her daughter goodbye, the daughter left on foot, never to return to honduras. This mom says shes now trapped in the very situation her daughter left behind. Over the years, she has only spoken to her daughter by phone, never seeing her face to face. I met this family while i was filing special reports for cnn in honduras. And when i learned about the agony they were facing due to separation, i thought, theres something we can do here. And i started looking for her daughter, leslie. And found her living in new york, sharing her mothers grief. Leslie says she used to cry alone, thinking about her family thousands of miles away. She was undocumented and couldnt visit. We took a dvd of my interview with her parents and showed it to lesly. She was finally able to see her parents for the first time in almost two decades. She couldnt believe her eyes. Her mom showing the many years on her face. When you left, they were big difference. Reporter as does the home she grew up in. A shell of what she remembers and shocked at the poverty and violence plaguing her old neighborhood. What didnt surprise her her father talking to cnn. Hes never been timid, she says. But theres no indication yet that hes about to heed it and step down. We cant do it for them. We cannot defend iraqis from themselves. The u. S. Plan to assist in iraqs latest crisis is ready to go. American advisers will help the Iraqi Military stop the advance of militants closing in on baghdad. The fighting has already forced 1 million iraqis to flee their homes. Two senior officials have said the u. S. Is exploring possible direct talks with iran, which could become an unlikely ally in this Current Crisis. But theres a more immediate problem. The pentagon needs the approval of the maliki government. Here now is barbara starr. Reporter fred, the plan has been announced, but now the pentagon has to work out the details. At the white house podium, it sounds easy. Were prepared to send a small number of additional American Military advisers, up to 300. Reporter but 24 hours later, could the plan already be in trouble . The pentagon acknowledging it doesnt have a legal agreement with the iraq government to send in those advisers. But insisting they are certain they will get one. Were pursuing something in writing. The secretary is absolutely committed to making sure that our troops have the Legal Protections and he would not do that on a nod and a wink. Reporter for now, the first troops will be drawn from those already in the country. As the fighting rages, u. S. Officials already know plenty else could go wrong. One Senior Defense official telling cnn, the whole mission is not without risk. If the legal problem is resolved, some u. S. Troops will go to Northern Iraq, the stronghold of isis sunni militant fighters. How much will small numbers of u. S. Special forces really be able to see . And the big concern . U. S. Troops are not supposed to be in combat. But what if they are attacked . Cnn has learned teams flying off the carrier george h. W. Bush would be authorized to drop bombs on isis positions if u. S. Lives are at risk. Classified rescue plans call for troops to quickly fly from ships in the persian gulf or nearby kuwait. But it could take hours to get on scene. And no guarantee any wounded would get some medical care in that golden hour typical in a war zone. If somebody gets hurt, wherever they get hurt around the world, we do what we can to get them the medical care as quickly as possible. Reporter u. S. Troops are supposed to be collecting intel on what isis is doing inside iraq. But a Senior Administration official says potential action is not restricted to a, quote, specific geographic space. In fact, u. S. Reconnaissance flights are now closely watching the Syrian Border for movement of isis personnel and weapons, as well as the Iranian Border for their troops moving in. But the big issue still remains getting an iraqi agreement to let u. S. Troops back into the country with all the Legal Protections. Back in 2011, Prime MinisterNuri Al Maliki could not get his government to agree to such a plan. So u. S. Troops left at that time. Still, now the u. S. Has to get his signature on the dotted line. Fred . Thanks so much, barbara starr. The first group of u. S. Military advisers just might be arriving soon, pending that kind of agreement. President obama said thursday the u. S. Is sending up to 300 advisers to figure out how strong isis is and to advise the Iraqi Military. A Senior Defense official says the first group to arrive would be small and more would come later. Additionally some u. S. Military personnel in iraq will be reassigned to work with this group. Im joined by a senior National Security fellow at the new america foundation, good to see you. And cnn military analyst Lieutenant Colonel rick francona. Colonel, is this a significant problem that there isnt this signed agreement at this juncture as barbara was outlining or is this something that can happen in a matter of seconds . It can happen quickly. But we still need a formal agreement between the United States and the iraqis about just what status our people are in. There will be problems and they have to be legally safe while theyre over there. This can happen with the stroke of a pen and a fax machine. Its that quick. I expect this is going to be resolved. Its very important these people get in there very quickly. In your view, who would make up these advisers . What is important in the first wave of advisers . Whats the level of expertise . Everybody wants to focus on the special forces. And they will be part of the mix. But what people at the pentagon are telling me, its going to be a whole range of Staff Officers from all services because the initial task is going to be to assess the capabilities of the iraqi army. What is their status . Its been three years since weve been involved in the lower echelon. So we have to see what their capabilities are, what the logistics are and what theyre going to need and what its going to take. The president said, are they capable of doing this . That will determine what happens afterwards. Douglas, once that assessment is made, is the Iraqi Military capable, then what . Is it a commitment from the u. S. To say, were going to give you Emergency Training or what . Well, i think it really depends on what the assessment is and what the situation on the ground looks like. I think this is a very prudent move on the part of the president. Hes putting some things in motion but not doing anything that can be hes getting more eyes out there to get more information and make better decisions. Thats always smart. Colonel, with these advisers, would they accelerate the delivery of any equipment clearly the Iraqi Military is in trouble otherwise the Iraqi Government wouldnt be asking for the u. S. Assistance. If its a matter of equipment, would the u. S. Be able to deliver on that promise . Or is it the form of training what are the parameters of the commitment to help iraqs military get up to par . Well, its all of that. Equipments probably the easier piece. Its the training thats difficult. But more importantly, its the leadership. And from what i understand, the leadership has suffered over the last three years as many of the qualified officers were replaced by more of the cronies, the maliki government. Youre assigned by political affiliation rather than your actual military skill. I think its the leadership piece thats the problem. I think thats what these officers are going to assess. The equipment training, we can fix that. But its the leadership of this army. The driver hopped out of the drivers seat, opened the back door, pulled his child out, laid him on the concrete, tried to resuscitate him. Reporter Cobb County Police say the childs father was supposed to drop him off at day care. But instead went to work, apparently forgetting his son was in the backseat strapped into a childs seat. Medical personnel arrived on the scene to determine that a child apparently had been in the automobile, the fathers automobile since about 9 00 this morning. Reporter it wasnt until the father was driving home from work shortly after 4 00 p. M. That he noticed his son in the car seat. Have you ever to witness Something Like that in your life . This is a first and hopefully a last. Defense attorney holly hughes joins me now. It is very hard to listen to all these details. Put yourself in this mans place and try to figure out how in the world you can forget your kid in the car. But now were talking about the suspicion of the investigators who are saying it looks like and you tell me the things that theyre looking at, it looks like its more than just forgetting but there are other things that make this more of a criminal now investigation. Right. It seems thats where theyre headed. We saw the autopsy would have been done by now. But we havent heard about the report. What theyve probably done, theyve made statements the public officer who does all the information release for cobb county has made statements to the effect like, his answers and his responses when it first happened werent consistent. They didnt make sense. They didnt add up. So they think theres more to this. Theyre looking at that child for any injuries that may have occurred prior to this death. So theyre going to look at the inside of his mouth. Is his inside lip bruised maybe from where he was suffocated. Maybe this isnt just an accidental death. Thats why the investigation is still going. Theyre probably ordering toxicology to see if maybe this baby was given something, like a super dose of benadryl so he would sleep in that car. He was 22 months old. If that baby woke up and kicked and fussed, theres a likelihood someone would walk by and see it or hear it if the child is in distress in the vehicle, no matter how slee sleepy, youre going to hear that child. Somebodys going to hear a child screaming you know how loud children can get. My twins are 19 months old, its hard to envision when youre talking to your kids along the way, you may be forgetful about other things, but the safety and wellbeing of your children . Thats a hard one. Thats a tough one to swallow. Which is why the investigators are pushing so hard. Theyve levied murder charges. They think they can prove to a jury beyond a reasonable doubt this was an intentional killing. If we were talking about forgetfulness, we are looking at charges that might be negligent homicide. Correct. Something a lot less. This could go as low as a misdemeanor if the investigation bears out that theres no intent on the part of the father. Remember, intent is an essential element of every crime. And the state has to prove it. Involuntary manslaughter might be Involuntary Manslaughter would be a misdemeanor. And that means youre committing a lawful act but in an unlawful manner. So youre transporting your child, hes safely buckled in. Thats okay. How long in your view before some of these toxicology reports might come back to show exact cause of death . They can probably get the information back to the investigating body, which would be Cobb County Police department and the District Attorneys Office there within a couple of weeks. But i dont think were going to see a release based on what their Public Information officer is saying. He says, were going to know the public is going to know when it goes to trial. That right there is very telling because it means theyre pushing for a trial. Theyre not looking to plead this out. Theyre not looking to make a deal. Theyre saying, we think were going to discover enough evidence to push this forward. And were talking about the heat of summer right now, temperatures have been in the upper 80s and 90s here in georgia. And anyone who has kids or pets knows you dont leave them in the car. Preliminary investigations have shown by Civil Engineers that building is stable. Its built on rock shale. Really should not be at risk, but theyre going to double check. They want to make sure this hillside is still safe and the plan today is to put a tarp over the rest of that hillside because unfortunately, theres still a threat of more rain, more flooding that could impact the already very saturated grounds. The fbi and cdc are investigating how dozens of workers possibly became exposed to anthrax. As many as 86 atlanta based employees are being provided antibiotics. No one has become sick so far. Dr. Sanjay gupta says it looks like the whole thing was simply human error. Well, fred, were here at the cdc, tht the sight of this accide accidental, it seems accident alan tlax bacteria release. Its quite a story and ill preface by saying that either someone or a group of people messed up. Some protocalls, some very important protocalls were not followed. What was supposed to happen as they were taking the bacteria from a high Bio Safety Lab to a lower Bio Safety Lab. Two things were supposeded to happen. The anthrax bacteria were supposed to be inactivated and they were supposed to wait for 48 hours to make sure that in fact, the bacteria had been inactivated. Neither one of those steps happened. It did not work properly and the bacteria were not watched for the 48 hours, so as a result, the live bacteria found its way into a lower Bio Safety Lab, a lab that was not equipped to handle it and theres where the concern comes from. Initially, 75 people were confirmed. They tried to figure out who was in the lab and when and security areas and stuff like that. They looked at the hallways, really trying to find out who may have come in contact with this bacteria. More people have come forward, yes, i may have been in that area. So, the numbers are going to go up. So far, the good news is nobody has gotten sick. Flu like symptoms, no one has even had a mild fever, which can be one of the mildest symptoms of infection. This is a serious matter. While it is hard to get the infection if someone were to breathe in this and get the infection, 75 to 80 , so, its a very, very deadly pathogen. Hard to get, but deadly if you do get it and just to give you an idea, finally, even within this community of experts, not everyone agrees on the right course of action. Of the 54 patients 20 said im going to take a different antibiotic, two said im not going to take anything. Half the people said im going to take the anthrax vaccine. Half said no. So theres not widespread agreement on what to do, but again, theyre beginning to be monitoreded, observed and screened over the next couple of months. Theyre also reenforcing we understand from the north and all this comes as extraordinarily strategic town on the iraqi Syrian Border, that has not fallen. It has been taken by isis leaving that border completely in isis hands and wide open. Creating one battlefield. And then if the u. S. Indeed gets the signed agreement from iraq, u. S. Military advisers would be arriving in iraq soon and to your calculation, what will be the first order of business . The first order of business actually is what we would consider to be the most basic one, which is to actually assess what is the Iraqi Government capacity. Theyve been pretty routed in a lot of these instances, theyve had to put out a very sectarian call for support from within the shia community. The iraqi Prime Minister is himself a shia. That has raised eyebrows coming from a government which a lot of international leaders, including president obama, have criticized heavily for not being inclusive. Only focusing on their own shia community, creating a situation ripe for opportunists like isis. Theyve had to go back to that support basis. Today, weve seen thousands of shia rallying in support of the iraqi army, not just here in baghdad, but across in cities across iraq and the militant response has been pretty violence. Full bombs detonated up until this point in predominantly shia communities and that has raised the sectarian violence and brought back a lot of old fears. Thank you so much from backgrou baghdad. The Current Crisis in iraq isnt apparentry just a failure of the Iraqi Military, but in an interview with kate bolduan, the president said its also a political failure on the part of the maliki government. Well, there are two parts to that. Clearly, there has to be some form of a status of forces agreement that gives u. S. Soldiers on the ground immunity from iraqi law or any soldier outside the compound of American Embassy is subject to arrest and thrown into an iraqi prison. Its exceptionally whimsical, yet could be very, very possible. Some form of a sofa or bilateral security agroemt that gives protections to the soldiers is a must. Its a precondition to deploying soldier number one. Number two, once theyre there, yes, they can have an impact at some of the lower levels. These are talented, mature soldiers, fighting way above their weight in terms of capabilities and what they bring is access to the entire National Military capability of the United States, principally, the Intelligence Community right down into a very precise location. Mission number one, get our good around what theyre up to then to further develop targets. So, phillip, do you believe this is a smart plan that this really is the right first step for the u. S. Commitment . I think its right first step as long as we understand the limitations of what were up to. We cannot get in the middle of civil war and have an impact with 300 people on the ground. Youve got to look longterm. If iraq goes south, if we start to see terror cells form out of isis, you dont want to ask six months down the road, i think we can have a modest impact. Start to build an interesting both of the Iraqi Security forces. Lets not overstate what these guys can do. You say dont willfully engage in this civil war, but do you think that theres a round about way in which the u. S. , you have advisers on the ground, but if they become targets, dont they have to engage and doesnt that now involve the u. S. In ground battle . Sure. I dont think thats the primary problem we face today. I dont think were going to be seeing u. S. Forces involved in any engagements. Im sure theres a lot of the bases there in. The first question is starting to build an understanding not of the target, but of the backbone of the Iraqi Security forces because so far, their backbone has been mixed. And from there then, if the assessment is the backbone is weak, the Security Forces to what extent should the u. S. Commit . Well, heres the issue. The president has stated clearly that our support is conditional on a more inclusive government. I dont know whether this is in a very trite sense, you know, the chicken or the egg. At the epd of the day, the United States will not abandon iraq. It will not allow iraq to fall into the chaos beyond what we see now, but it cant become a failed state. So, the United States is going to shore up, it becomes an inevident bability. Were going to shore these guys up. They have to achieve some level of success. The United States will not take its hands off and let this thing kind of roll off the rails and get completely out of control. Some would argue it already is, but if we assess that it was too far gone, we clearly would be into damage min mization. Were trying to preserve maliki ironically at the same time, were trying to fire him. And best case scenario, intelligence gathering, phil, what should be expected . I think theres two pieces of intelligence youve got to think about here and even before theres a status of forces agreement, you could be collecting this intelligence. I guarantee at cia and elsewhere, theyre collecting it already. The first piece of intelligence is looking at the battlefield in places like that, oil facility, and saying can he help understand that in terms of tactics and weapons to help the iraqis defend themselves better. The second is more swresing. When youre looking at the terrorist organization, you want to map the leadership. Can we map the top 50 in terms of their pattern of life so that when we start for an operation, we can start taking terrorist leaders off the battlefield because if you take them off the battle feed fast enough, its did i feel for these groups to replace this kind of leadership. The white house says that money will help stem migration flows as well as address the root causes of this kind of migration, so, congressman, you first. Thats a whole lot of money. How will the u. S. Know how this money is being used . We know the promise, but do we know how it will be delivered and allocated . First of all, im glad that the Obama Administration reversed the cuts that they had proposed. Im on the Appropriation Committee dealing with the cuts and they had proposed to cut money to Central America and mexico. Im glad they have now reshever themselves, number one. Second, were not dpood at just giving money. We are going to be involved in making sure that moneys used for security, to return the kids and the families back because again, living on the border, and just this last month of may of this year, we had Border Patrol caught 40, almost 48,000 individuals. 9700 of them were kids with no parents, so, we had to send that message and make sure that the message thats not only the only one hearing down there is the one from the bad guys smugg smugglinging because the smuggling organizations are winning the message down there, saying that you can come to the u. S. And if youre a woman with a child or child, you are going to be given permit to go anywhere in the u. S. Right, so theres that misinformation that has to be stemmed, but aside from that, this money cant necessarily address that. But when one hears about this kind of money and you hear why parents are allowing their children to take this very dangerous trek, its because of the drug violence in their country. Its because of the lack of hope, the lack of jobs, the lack of infrastructure, so with this money help toward the commitment of rectifying, fixing those things because if you dont stem those problems, you are going to continue to have a flood of children and families who are going to continue to cross the border, right . Right and the intelligence weve gotten from the people that have been interviewed and when i was there this last week, one of the things that, it all confirms that people are leaving there because of economics. Theres really nothing up there. No jobs, number two, the violence. One endures and murders and guatema guatemala, number four, number five. There are some root problems we have to look at, but at the same time, our policies are not helping because as long as they think they can come in and be given that notice to appear anywhere in the u. S. , theyre going to continue working and plus, we have to work closely with those countries. Ive sat down with all the ambassadors from those Central American countries and the ones from mexico and weve got to develop those protocalls like we have for mexico. Mexico, if somebody comes over, are we going to have an expedited removal, of course, its a lot easier because there are a lot across the river, but weve got to work those protocalls for those Central American countries. Wendy, its not that simple. If it were that simple, we wouldnt be at this juncture, right . So how do you see this plan as helping or how do you see the plan continuing to worsen . Sure, well, the announcements yesterday were really a step in the right direction, but this is a humanitarian refugee like crisis with a heavy overlay of Child Protection that really requires a comprehensive collusi solution. We need to start addressing the cause of this in Central America, which is primarily the violence being caused by gangs and other criminal elements. These are the same groups pr preying on these children and bringing them to the United States and feeding them misinformation about what will happen when they arrive here. When children do arrive, we need to sort out who needs protection and who can go home. The only way to do that is really to really to resource our courts and the department of Homeland Security to provide children with lawyers to help them there this process. Fbi interrogators are questioning the suspected master mind of benghazi, libya. Its happening aboard the u. S. S. New york as the ship slowly makes its way to the u. S. Meanwhile, we are learning more about how he was captured. Heres our pentagon correspondent, bar ra star. New details emerging about his capture, a senior Law Enforcement official tells cnn. U. S. Special Operations Forces including members of the fbi arrived by sea over the weekend. The official tells cnn he was lured to a villa south of benghazi when u. S. Forces sweeped in sunday. Were told he tried to wrestle with the troops. The group the u. S. Blames for the 2012 attack on the compound in benghazi was quick lly a apprehended and no shots fired. Also tells cnn u. S. Special forces did recover some form of media. After the capture, special forces whisked him to the u. S. S. New yorkmediterranean, where he is undergoing questioning. The main thing is to get the detainee to a safe environment with a minimum of distractions. He will be brought into the United States via helicopter once the ship is within range of the mainland according to the official. It is unclear where he will be held before facing trial. The New York Times reports that he is talking freely with american interrogators. Thats one advantage of using this u. S. Military and navy ship in the mediciterranean, but can that backfire . People are calling for him to be tried in guantanamo. Some are calling for him to be shot now with no trial, but this administration has not sent anybody new to guantanamo. He will be tried in u. S. District court in washington, d. C. As that trial will take place, he has this little thing called the institution on his side, so he has certain rights and the government has a burden to establish a case beyond a reasonable doubt. I dont know why hes on the ship. I dont know why he wasnt flown home and if hes talking freely international water, you dont have the same kind of limitations that you would in country so you can ask him anything. Hes going to be tried in a Fall District Court in the United States. He has miranda rights. Yet hes talking freely. Id like to see the video of this discussion hes havinging now. The danger as richard suggests is that there may be a claim when this case really gets into litigation, that the rule was violated. That statements were obtained from him as a person in custody without being warned that he had a right to make those statements. Without the right that he had right to counsel and so forth. The governments position has been that its entitled to conduct interrogations for other purposes and then sort of segregate the result of those interrogations in a way that never gets into the bloodstream so to speak of the actual criminal prosecution. Doing that and they do this by having a sort of what they call the clean team. In other words, a second group of interrogators that interrogate after the intelligence interrogation is done. They had another team, this is the first intensive operation that survived the give and take of the criminal prosecution and federal District Court. Another matter and well have to seeful. So, thats the interrogation and if we back up further and talk about how he was apprehe apprehended in the first place, at least some sources are saying we didnt give the u. S. Permission to swoop in and just abduct him and take him. In other words, kidnap him in the view of the libyans, but the u. S. Is saying well, we have the right to do this because this involved u. S. Personnel. It involved the u. S. Mission. The u. S. Mission kind of represent u. S. Soil . I mean, why is it the u. S. Was able to do this . Hes a terror suspect and libya can rant and rave and object all they want, but its too bad. We have him. Hes ours right now and were going to watch how this unfolds, but just now if he is going to be tried in federal District Court where they say theyre going to try him, he has the right to whats called exculpatory evidence and brady information. Theres going to be a lot of disclosure the governments going to have to make to his side here and its going to embarrass a lot of people. This is going to be quite interesting how it unfolds. Iraqi tv says the iraqi troops killed 15 militants in falluja. There were other brutal fights in Northern Iraq and all of this is happening just as u. S. Military advisers are due to arrive in iraq. Arwa damon joins us from Northern Iraq. The isis militants man tajjed to capture a strategic border town. And that border town is called al kiem. This means the entire border between iraq and syria is now open territory. Isis fighters, the sunnis fighting alongside them, have Free Movement between both of these battlegrounds. The only portion that is not controlled by isis or extremists is the furthest northern portion that is still under the control of the curdish fighting force, but this opens up massive channels for all sorts of resimply weaponry and fighters to be able to have complete freedom of movement between iraq and syria. Military advisers will be on the ground and we outline what might be happening, but from the iraqi standpoint, is this welcome . Are people excited, anxious, to see these advisers back on the ground in iraq . It really depends on who youre asking. If youre going to be peeking to the sunni population, to those supporting the predominantly shia population, this is going to be seen as a move to help the Security Forces to get their act together. Taking the battle to isis and driving them out of their lands. T theyll tell you the americans have to be careful not to repeat the mistakes of the past. They have long been revolting against the Prime Ministers government from their perspective, theyre not necessarily according to one prominent against the presence, but they say the u. S. Needs to understand that the sunni battle is with al maliki. Not want isis to be here and they do plan on driving them out with alqaeda, but right now, al maliki needs to go an the u. S. Needs to come into iraq understanding that. And then theres john kerry traveling to jordan soon to discuss the iraq crisis with a number of neighbors there, hoping that perhaps some of these other governments or leaders might be able to influence iraq to make sure there is a government that is both representative of these sunni shiites as well as the kurds. How realistic is this . Thats something this country has been struggling with for more than a decade, the American Invasion took out saddam hussein. Of wanting to create an inclusive government, he has from the perspective of the sunnis and his opponents, broken every promise that he has made, so any sort of government structure thats going to center around him is most likely going to be doomed to fail. The big question is what other leader does this country have who can actually bring everyone together and ask that of any prominent iraqi politician and they will struggle to find an answer. Going back to this conversation, he was saying iraq needs to consider having an interim government for a period of a year or two and then let the country start all over again from scratch. Its a very difficult, complicated, multilayered problem right now. It is indeed. Thank you so much. Back here in the u. S. , days of heavy rain are taking quite the toll in minnesota where flooding is threateninging part of the state. The governor in fact has now declared a state of emergency in 35 counties as rivers break their banks and roads flood. A frightening sight behind you with that hospital, but tell us more about all the concerns this. That is obviously the big concern where we are, the good news is the imminent threat were told has passed. You can see the clean up operations that are underway here today and we understand that gee gengineers have performed a thorough inspection and deemed it is safe. Theyre laying out a tarp. Were told that is to repel any additional rain, prevent further erosion because there is more rain in the forecast. Geologists and engineers are literally digging in this morning, trying to determine the depth of the bedrock thats holding up this hospital along the banks of the Mississippi River in minneapolis. And as we speak, theyre testing how deep that is, but are assuring us we can be here and care for patients safely. And city officials agree, saying it appears the building remains on solid ground. Part of the bluff came crashing down. Weve had landslides, but nothing like this. In blakely along the minnesota river, theres just one road leading in and out of town. The reason, the ground has slid away from the county highway and no trucks or cars are allowed. Its pretty bad. They cant even give us a time limit on when we can get back. Cant even get powerlines up because its so muddy. The high water came rushing through parts of town, carrying mud and debris. Im in complete shock. I have never, 12 kids, weve lived in a will the of places, but ive never gone through anything like this. While some struggle with the aftermath, others are preparing to deal with the high water. Work crews are building levees along river street and residents of creek side are putting down sandbags around their property. There are some neighbors who have lived here for 40 years, they have never seen this high water level before. At the point, much of this flooding is affecting parklands, farmlands, but there are some neighborhoods there are dealing with flood damage, about 100 plus homes around the state and around the region are having to cope with that. So, it is a damaging situation and with the river still rising, were not out of the woods yet. Its a bad situation and well find out if it will wor n worsen. Thank you so much. The ground has been so dry then they get all of this rainfall. In some cases, more than 4 inches. Over the next 24 hours, a couple of inches of rain, maybe some areas, a little more, a little less, but the Mississippi River right now is in this moderate flood stage. Kind of a difficult graphic to understand, but you just follow this line, take it through thursday and this is where were seeing the peak or the crest of the Mississippi River at just under 20 feet. While isis fighters continue their military offensive, supporters of the group have launched a Public Relations offensive online, sites like facebook, twitter and youtube with their extremist message. Their latest sal voe, a slickly produced recruitment video shot in High Definition with camera work and editing to rival professional production. The video purports to show a group of isis fighters, five young men who claim to be from britain and australia, speaking english and urging western muslims to join their cause. The footage, which cnn cannot independently verify appears to have been shot recently in syria as the circle of men talk about waging war in iraq. There are other videos of support, too. Experts say while isis isnt the first Extremist Group to build support online, they may be the most savvy to date as social media has become an important tool for extremists groups. Over 95 of terrorist groups today use facebook, use things like twitter. So, this is a huge, huge way for groups to collect information, its a huge way for them to finance and get people to provide stance to recruit members. Social media is is where its at for these groups. That leaves many wondering how could social media sites let this happen. While hes no longer with the site, he believes twitter must remain neutral. If you want to create a platform that remains neutral, you have to take the good with the bad. On friday, isis supporters aimed to get one billion muslims posting on twitter, facebook, youtube and instagram to support the Islamic State. While there were thousands of posts, many supporters tweeting photos of themselves holding up signs of solidarity at landmarks in spain, france and the u. K. , they fell dramatically short of their goal of a billion and many other muslims also took to sites like twitter to voice their opposition. Michael holmes, cnn, atlanta. So, as isis ramps up its effort to recruit through social media, military advisers are headed to iraq. Jeffrey white is a defense fellow at the Washington Institute and was a Senior Intelligence officer for years at the u. S. Defense intelligence agency. Good to see you, jeffrey. All right, so, given the climate right now, isis only miles away from background, active recruiting happeninging on social media. How could any intelligence Gathering Forces get ahead of this isis momentum and anticipate perhaps its next move . Well, first of all, you have to get established on the ground. The advisers have to get in there. They have to take up their posts. They have to make contact with iraqi forces. Iraqi government institutions. They have to begin to establish some kind of Networks Inside the country. And then they can begin to take a flow of information in and pass it back to u. S. Organizations. But we have to remember theres already some substantial collection information underway. U. S. National mean, satellite, signals, intelligence, drones, manned aircraft and so on, so, they wont be going into the situation with a completely blank slate. There will be some body of information for them to work. But theres something about getting that intelligence on the ground. Again, iraq still hasnt given the written consent to the u. S. To say your military advisers can come here and you know, wouldnt be facing any kind of criminal charges if things were to happen. But tell me why its important or what kind of deficit might there be in intelligence gathering by not having folks on the ground and how much more important it will be for u. S. Personnel to be on the ground to gather intelligence. Sure. I think its very important to have people actually there because they can get a professional military assessment of whats beginning on. They can receive information directly from the battlefield through Iraqi Government reporting channels or if theyre out with combat units, theyll be able to observe the kind of activities that are going on. And theres no substitute for having these professional eyes looking at the situation. And reporting back the change of command. Also be tapping in i think to Iraqi Government nets. Theyll be able to look at the intelligence flow the Government Forces are getting, presumably, of course, but i think theyll be able to look at that and meld that with whatever they are seeing themselves. Plus, theyre supposed to go into these joint operations cent centers and in that position, they ought to be able to get a very good picture of whats going on on the battlefield from a somewhat higher level than immediate advisers in the field. It is him being able to tell his story about five years of captivity from the beginning to the end. Very careful, daytoday break down. Now, the people listening, a very small expert group. His military psychologist, his medical team and the army debriefers and all are listening for very different things, but carefully paying attention. They dont like to interrupt. They let him just tell it. Are officials willing to say whether theres any apprehension . Is he concerned about whether his story telling goes beyond the confines of that private moment . This starts to get into what is his state of mind. Thats definitely a no go as far as getting the information. Other than they can talk in generalalties when it comes to talking to former captives and they have had coping skills. If you remember, the movie cast away with tom hanks and he was talking to that ball, wilson, that is true, that there are coping skills a person may adapt to help them get through the horror of captivity. You might even befriend your enemy just for the sake of survival. But when you come back to normal life, that would be considered, wait, thats not the way we act. So, teaching him to forget about the skills that allowed him to cope during captivity is part of what is the reintegration process and every former captive has them. So thats part of it, too. Other things are just teaching him the things we take for granted. Hygiene. How to interact, carry a conversation. Thousand take orders. Hes still in the military and how to relax. What do you do in your spare time . All of these things which we just naturally take for granted, he has to learn all over again and every day, they try to give him more personal freedom.
