President trump promising a vaccine will be ready for distribution by end of the year. Something many Health Experts say is a long shot. Texas reported more than 1,800 new infections just yesterday. Yes, thats a single day record. But its also part of an upward trend in new cases that began more than two weeks ago when the Texas Governor greg abbott began easing restrictions. Cnns ed lavandera joins us now from dallas. Ed what do you know about these new cases . Reporter well we can take you a little deeper into these numbers and kind of take a closer look at to why these numbers are so large, reported yesterday. The new numbers expected out here in the next couple of hours. But 1,800 new cases reported on saturday. According to state Health Officials, more than 730 of those are because of a team of testers that were in the panhandle area around texas investigating cases in a breakout there around meat packing plants. State Health Officials attribute the large spike in yesterdays cases to the specific testing done there in the panhandle and a lot of those meat packing workers, but it really does not change the fact that since the reopening of the economy here in texas, the case numbers continue to hover well over 1,000 virtually every day here and now there are other things that the governor says they are looking at. The number of tests executed and reported every day. They have gone up. Three of the last four days reported over 30,000 test results. By far the highest numbers weve seen since the pandemic started, but there are a number of other medical indicators and data indicators that suggest everything is plateauing. While much of florida has had some sort of partial reopening two of the biggest and hardesthit counties in florida had to way because of a high number of cases and deaths. Paint the picture. How will it be monday or perhaps midweek . Our city is taking a cautious approach because we have most cases in the state of florida and probablily the densest part of the state. We are actually open on wednesday. Retail up to a capacity of 25 . And were not opening our restaurants until a week from this wednesday. So were taking a very cautious approach. Obviously, weve seen statistics about states throughout the United States starting to see some level of resurgence that have reopened. Thats a big concern for us. Were pitting strict kurules to maintain social distancing and hopefully safely be able to slightly reopen and open slowly, but all depends on our residents ability to do it responsibly. And miamidade is pretty densely populated. How will you enforce these restrictions . Its going to be a challenge, without a doubt. Our government is not really set up for this kind of enforcement. So were going to obviously depend on Business Owners to obviously help enforce within their own businesses. If theyre not, we have ability to shut the businesses down. Meaning meaning youre asking the businesses, or youre allowing these businesses to say, for instance, put up a sign that says, you know, no masks, no entry . That kind of thing . If they dont adhere to that you could potentially shut down businesses . Exactly. Obviously, we have our police department. We have our Court Compliance officers to go in and help enforce if someone is for some reason not following the instructions of a business owner. If we have businesses flagrantly violating the rules and are not mandating that their customers comply with the social distancing orders Wearing Masks inside other businesses, we will unfortunately have to shut them down. So Miamidade County has been one of the hardest hit areas in the state. Accounting for about a third of all cases in the state. How concerned are you that a lot of people may not act responsibly as you kind of spelled out, and that could potentially cause a spike in numbers . Very concerned about it. You know, we havent even already started, you know, this monday, reopening, and already had yesterday the largest number of oneday cases in probably a month, a month and a half. So one of the issues weve been having throughout this entire process is analyzing the data. Making sure that the data were seeing is accurate. What we assume happens is that some of the private labs data dump on a regular base so youll see all of these sort of uneven spikes and the two days that preceded that spike were eextre low case positive day. We have to work with the department of health to get a sense how the data was inputted to make smart decisions. A top industry there is tourism, and what do you do about that . I mean, because youve got residents who perhaps may be more familiar with the guidelines that you put in place, but also talking about a lot of people who are transient, come through as tourtourists, i set r its set ra. Its going to take time. Traffic, and airports, not sure many feel safe traveling. I think thats going to be an issue. Obviously, well see how this reopening goes. Were hopeful and obviously optimistic it will go well. Hopeful cases continue to go down so we can enter into the next phase, in 14 days. The production may vary depending which vaccine is brought to scale. So we dont exactly know which one we would need. Theyre going to have to be scaling up numerous areas of production.
