That they not only have to focus on the science of it but they have to restore basic trust in science. Yeah. Unfortunately so much of the misinformation around the coronavirus came from the previous president , President Trump and many other white house officials. So the first goal that the Biden Administration is laying out here in theyre National Strategy to combat the coronavirus is restoring public trust and one of the ways they intend to do that is with regular briefings that we used to see under the Trump Administration, but without the misinformation coming from the former president. They will start today at 4 00 p. M. With dr. Dr. Fauci joining the White House Press secretary for a briefing on coronavirus. The other goals here, mount a safe and Vaccination Campaign issuing guidance to help schools safely reopen, taking the politics out of the Coronavirus Response and focusing on the science. Now President Biden is going to be addressing much of his coronavirus strategy today at 2 00 p. M. Is when were expecting to hear from the president on this new strategy. And where hes expected to offer more details. Hell also be signing ten executive orders all aimed at the coronavirus. So the president s first full day in office entirely focused on this pandemic, on combatting this pandemic. And some of the main goals that theyre looking to accomplish here and the reason why it is such a stark contrast from the Previous Administration is theyre labelling a federally coordinated strategy, lacking in the Previous Administration where so much of this including Vaccine Distribution. There was a federal plan to distribute to the state but then from there it is left up to the states and that is changing now under President Biden. But that is why were hearing from sources close with knowledge of the biden plans here, that they are starting from scratch. As it related to Vaccine Distribution. Not to say there was no plan at all under the Trump Administration. But it certainly wasnt working as effectively as it should based on the number of people who have been vaccinated already. So were seeing a sharp turning of the page today and again a focus on the pandemic throughout the day. And based, by the way, on the Trump Administrations own stated public goals for vaccinating people. Here we are january 21st and well below that. Thank you very much. Well President Trump is dismantle executive orders working to undo some of Donald Trumps signature polies. John is at the white house. Assign from orders on covid, what are the biggest reversals in course that hes taking here. Reporter well the president is trying to generate momentum and make change where he can on issues that go beyond the covid19 and the economy. But the further you get away from those immediate crises, the choppery political water you get into this. He has executive orders on rejoining the paris climate accord, praised by Boris Johnson for that step today. But he also is canceling the permission for the keystone xl pipeline. Some resistance from canada, the president will talk to Prime Minister trudeau today and that is one of the topics that will come up. More politically problematic is going to be the issues related to immigration. So hes got an executive order strengthening protections under daca for the dreamers, revoking the president s attempt to divert funds to the construction of the border wall and also eliminating the muslim ban travel from majority muslim countries and the attempt by the president to exclude noncitizens from the census. Now all of those steps are overwhelmingly popular within the democratic party. And they have majority support nationally. President trump faced resittance from both courts and some republicans on the steps that he took. But these go to the heart of the questions of National Identity that fueled that insurrection that we saw two weeks ago and those are things that are going to become a flash point for the administration the more they focus on immigration. One key question is going to be does the administration insist on pursuing the broad immigration legislation the president plans to introduce or a narrower approach which democrats are pushing to focus on permanent protections for the dreamers, that is something that donald trump agreed to as president but never followed through on. That is one of the decision points for both President Biden and the democrats in congress. Such a different political environment than it was when they got close to comprehensive Immigration Reform years ago. Thanks for the reporting. New this morning, were learning from a Senior Administration official that President Biden intends to keep fbi director Christopher Wray in place in his post. It is not unexpected, jim, right, but it matters . Does. Typically they have ten year terms meant to straddle administrations and not political but it is none Important Role today. Also happening on capitol hill, that is live. You might recognize that man. President biden transportation nominee Pete Buttigieg testifying before the Senate Commerce committee. The first Senate Confirmed lgbtq cabinet secretary in history. A lot of firsts. With us now, jessica dean. A slow start no question. One cabinet pick in place. Will this pick up in the coming days . Reporter well the biden team is certainly hoping that it will pick up. Right now what the hang up is the democrats and republicans still havent hashed ott their power sharing agreement so there is disorganization in terms of committees and that sort of thing. But as you see, happening right now, transportation nominee Pete Buttigieg is going through with his Senate Confirmation hearing. Hes going to be introduced by one of his home state senators, senator todd young who is a republican. And if you read into that, having a republican introduce biden nominee, that reads pretty well for Pete Buttigieg going into this confirmation hearing to get that support from that indiana home town senator who is a republican. We also obtained a look at buttigiegs remarks from later today and he is going to talk a lot about infrastructure and how that is something that will keep people safe but could grow the economy. So that is what were expecting to see out of the buttigieg confirmation hearing. And jim and poppy, another important thing to keep an eye on today, what were watching is also this house vote on retired general lloyd austins waiver to serve as secretary of defense. He needs a waiver because hes not been out of the military for a full seven years. That is the law. So he needs the house to confirm he could do that, to give him that waiver. I got off the phone with a source telling me the biden team feels very confident that will happen and now sources say that the majority whip congressman jim clyburn did say on a call today they have the votes to get that waiver for lloyd austin and that had been something that the biden team was very focused on. There has been a lot of outreach to memberss offices to make sure this gets done so that is something to watch. It comes later today and then well continue to see if the senate will take up the votes on others who have already had their confirmation hearings. So a lot of moving parts as they try to work the nominees through the system. The waiver same as was given to jim mattis when trump tapped him to be his defense secretary early on. Jessica, thank you very much. Joining us to discuss, david gerrity, great to have you on. Good to see you. I wrote an oped released on wednesday and you said if President Biden wants to truly start healing the nation, hes got to get to work and im quoting you bring concrete results and reinvigorate the economy and the like. It is going to be about results. Absolutely. And i think hes got the capacity to meet at least one goal and that is to get 100 million vaccinations within the first 100 days. Public Health Experts say that is within reach. So i think in that case hes underpromising and doesnt get ahead of himself. If he said i want 150 million and got to 110, he would look like he failed. So i think that kind of concrete result in regard to covid, because you cant get the economy, that we learned once again today when the jobless numbers came out, 900,000, that is a sluggish economy, you need to get the vaccination done to get the economy rolling and then everything could pick up. But there is one other aspect that i think is important coming out of yesterday. And that was a mood and the tone that the president said and the rest of his team set. Ive been going to these as you have for a long, long time. Yesterday was the most successful launch of an administration that i could remember. The speech was well put together. This young woman Amanda Gorman blew the socks off of everybody and last night was extraordinarily professional. There was a confidence about things as well as a theme about unity and about getting results that i thought got off to a good result. And why is that important . It is important because biden was such thin majorities in the house and senate. He needs to have the public behind him , if he could hallie the public and tell the republicans hey, give the man a chance, that could improve chances for governance. That is such a good point. And exactly to that, the line in his inaugural address yesterday when he said politics doesnt have to be a raging fire destroying everything in its path. We forgot that, i think, over the last absolutely. Four years and then the question then doesnt become okay but could you bring most of america and congress along with you in that belief and that practice. I think hes done a good job so far of getting the country behind him. The first numbers ive seen he was up around 60 approval. That is far higher than what trump never broke 50 . So it makes a big difference. If youre going to get the republicans to come and play with you and work with you, they have to see that it is in their political interest. And if you have high numbers as president , theyre more likely to work with you. He needs them to reach out in order to make this work. And weve had four previous president s in recent years who have made a very stirring inaugural address, appealing to a very inspirational way, appealing for unity and we had the two bushes and well as bill clinton and barack obama. And in all four cases theyre inspiring words didnt really do the trick. There was not enough followthrough. Yep. This is the first time i think we have a president in a long time that has an opportunity, an opportunity, the window is open, cracked open to make progress and to really get things done. So it is a test. It is a test. It is a huge test and i think that the trouble if i could add because were running out of time, the country occupies information bubbles. That have two completely different realities. You look at the covers of the newspapers, fine, big moment, et cetera. I looked at the fox news website and it was a different world, right. And that is how significant portion of the country is getting its news and views colored. Can you have that coming together at least with a a decent majority when you have these two information streams, right . Totally contradictory. Youre absolutely right to be skeptical. Lets not give up hope. For a change we have some real hope and that is encouraging. But what im looking to, jim, my sense anecdotally talking to people around the country yesterday, there was were a lot of trump people who did not tune in. They werent interested in hearing the message and that is where i think the real problems arise. But that is why it is so important to get concrete results like the vaccinations. David, so good to have you on a day like this. Thank you. Thank you. Take care. Still to come, 17 freshman House Republicans have written a letter to President Joe Biden pledging to work with him but if some didnt agree with his win and voted against it, its easier said than done. Plus democrats planning to send over the article of impeachment maybe by tomorrow, republicans now pressuring Mitch Mcconnell to vote against convicting trump or some say he will face backlash. And one year after the first known case of covid19, imagine that, were seeing in this country more than 400,000 dead americans, many of whom loss of life could have been avoided. We look at the historic failed response, next. But yet he remains confident he could deliver 100 million doses into the arms of americans like you within 100 days. And the cdc is projecting 100,000 more americans will die from covid in the next few weeks. Its an unimaginable milestone and it was largely avoidable as we reflect since our first known covid19 case. Dr. Gupta reported. Reporter january 20, just outside of seattle, george diaz was about to become the first doctor to care for a covid19 patient in the United States. He and his team had already been running disaster drills anticipating the worst. Remember, even though the official word out of china was that it was unclear if the coronavirus was spreading from humantohuman, we were also seeing incredible and terrifying images of entire Hospital Systems being constructed. Yes, we knew it was coming. But we couldnt yet see it. Feel its power. We couldnt be convinced to hunker down and take cover. On january 20th, samples were confirmed by the cdc you are looking at images of where the first patient confirmed with covid19 in the United States was treated. Transported on a special gurney in an isolation room. This robot being used to communicate with him. How sick did he actually become . Around the fifth day or so he started developing oxygen requirements. He became more short of breath and said it was harder to breathe and we did an a chest xray and saw the development of pneumonia. He was discharged after two weeks by by february 26th, the United States reported 15 cases and then President Trump tried to reassure the country. The 15 condition a couple of days is going to be down to close to zero. This is spreading and it is going to spread within communities. It may. It may. Does that worry you. No. Because that no, because were ready for if. It is what it is. R were ready for it. We werent prepared. Not by a long shot. 15 did not go to zero. About a year later, 15 went to more than 24 million cases. The worst in the entire world. Make no mistake, this did not need to happen. We had met the enemy and it was us. Starting with our faulty tests. It wasnt working as expected. Reporter march 1st, the cdc had officially counted 32 confirmed cases in the United States but according to some estimates that there were already 28,000 cases or more around the country and nearly 10,000 fold difference right out of the gate. We had no warning signs before we saw the terrifying outbreaks in Nursing Homes and in cases exploding in the northeast. Hospitals were overrun, short on even the most basic personal protective equipment. It is like were going into a war with no protection. Reporter but while Health Care Workers were begging for more masks, many minute public refused to wear them. Were not antimask or for masks. Were for choice. Reporter march 16th, for the first time nearly two months after the first patient was diagnosed, more of the country started to worry. Weve made the decision to further toughen the guidelines and blunt the infection now. Reporter but a theme also started to emerge. Personal liberty over protective stability. [ crowd chanting ] reporter we didnt shut down early enough. Or long enough. One study found that shutting down just two weeks earlier, and we would have prevented 84 of the deaths. Nearly every step of the way, science was trumped by rhetoric and politics, giving fuel to the worst and most dangerous theories. I see a disinfectant knocked it out in a minute and is there a way that we could do Something Like that, by injection, inside or were now having 40 plus thousand new cases a day. Would you not be surprised if we surprised if we go up to 100,000 a day if this does not turn around. Reporter since december weve averaged more than 200,000 cases daily. As the weather turned cold we came back indoors and fatigue set in and after not seeing friends and family, 7 Million People traveled by air over the holidays. And now hospitals all across the country are buckling. Similar to what new york saw in the spring. When you dont have that unity across a country on a mission to reduce the impact of this pandemic, then it is going to be haphazard. Reporter states like vermont where dr. Diazs home state of washington that opened more cautiously and leaned into basic science have among the lowest death rates per capita in the country. But states like south dakota, which openly flaunted science, never issuing mask mandates and letting people gather in mass. Let me tell you, my people are happy. Theyre happy because theyre free. Reporter they have some of the highest rates of infection, hospitalization and death per capita. This one year mark comes at a time when the calendar has flipped another year. And a new president is in charge. But this virus, it doesnt care about anniversaries. It just cares about finding more and more hosts. By february 13th, up to half a Million People in the United States are expected to die. And thousands more in the weeks to come. Most of them have not yet been exposed. Many of them have let their guard down. Thinking this is all over. It isnt. One year later, sadly this is the worst its ever been. One thing ill tell youing this piece together, i sort of realize there has been no center of grief when it comes to this pandemic in this country. Because the virus has kept us apart. So much of the unmanageable loss has happened behind closed doors, funeral doors, hospital doors and front doors and that is added to the tragedy. People havent been able to share their grief. We know with regard to the vaccines, which is one of the prodominant issues, the Previous Administrations plan overpromised and underdelivered. We were supposed to have 50 million doses by the end of the month but the new plan may be underpromising a little bit. A million shots a day, maybe it could go to even 1. 5 to 2 million per day because those are the sort of numbers we need to get to the herd immunity that everyone talks about by the end of the summer. Im so glad that you looked back in that way, sanjay and it could have been so different as you point out and you were asking all of the right questions of the people in power the whole way through. Lets hope it gets better from here. Thank you for that. Yeah, thank you. Well also this morning were learning that House Democrats are discussing sending over the single article of impeachment against former President Trump to the senate as early as tomorrow. No timing has been finalized but a complicating issue remains, that is that the former President Trump still has not named a lawyer to represent him in the trial. That is important. Because democrats want this to be a fair trial. And that would help convince some republicans to convict. That remains a daunting challenge though for democrats. Begin that a faction of Senate Republicans are warning that the minority leader, now minority leader, Mitch Mcconnell if he votes to convict, he may be out, poppy. Jim, thank you. Well this morning a group of republican lawmakers are vowing to help the Biden Administration in President Bidens effort to unify the country. 17 fresh map House Republicans sent a letter to bide ebb promising to work with him on health care, infrastructure and economy and Carlos Jimenez is among them and he joins me. Thank you for being here. Let me read part of the letter. It is clear that the partisan divide between democrats and republicans did not serve a single american. That is true and i wonder if you had a change of heart, because even after all 50 states certified bidens win and after the insurrection on the capitol, you went back in that building and you voted against certifying biddens win. No, i the two states that we voted that i voted against was onconstitutional grounds and they didnt have sufficient Electoral College votes like in 2005 when democrats objected to ohio 31 votes against us certifying ohio and 80 abstained and that would have changed the election so now it wouldnt have changed the election my vote wouldnt have changed the election. You walked in there and you you objected to pennsylvania and arizona. Two states where the states Supreme Courts said the processes in which the election had changed, right, because of covid, were legitimate. And they are the deciding bodies and all 50 states had certified the Election Results again, so im wondering why you did it. Did it not just help promote the big lie that biden didnt legitimately win. No. Were trying to make sure that individual people and not the state legislatures, all right, the state legislatures are the only one that could set the rules and methods by which the electors are selected. Individual people changed the rules just before or during the election, that needs and the Supreme Court said it was legitimate to do so. Im trying to get at what you were trying to achieve because the vote and what did you after the capitol was attack and five people died matters a lot in the message youre sending to the American People. Absolutely. And the message im sending to the American People that individual people shouldnt be changing the rules. Courts are not going to overrule an election. They are hesitant to do that. We need to make sure the rules are established by as the constitution said, by the state legislatures, not individual people. Because if we continue to change the rules, and either just before or during elections, youre going to have people with questions about those elections, we need to stop that. I get that is the reason why i voted that way. I get that you dont like the way it happened in those state but it is how it happened and the Supreme Court states rule and you said back in november on npr, if they think there is irregularity, they should pursue it not courts and you had trust in the courts then. And i know you heard the powerful beautiful poem by the youth poet laureate yesterday. Let me play this line for you. Weve seen the forest that would shatter our nation rather than share it. Would destroy our country if it meant delaying democracy. And this effort very nearly succeeded. By making that move, not to vote to certify bidens win, were you not at least trying to delay democracy . Absolutely not. Like i said before, those two states were not have overturned anything. President biden was going to be certified that day and President Biden was certified that day. Vote two states did not have sufficient Electoral College to over turn the election unlike 205 when the democrats tried to overturn ohio which would have overturned the election. And so it seems to be a double standard here when the democrats in 2005 tried to over turn the election of george bush, and then our people there that constitutional questions just like we did it was very different. It was we have the responsibility to protect the constitution. I dont want this to happen any more. Okay. It is a very different than 2004. Okay. And it was very different than 2004 people could go back to read john kerry said there was nothing on the ground that showed that it needed to change, that their lawyers had determined that. There were so many differences ill not take the time to go through them now. And even democrats, senator van hollen didnt agree with the move back in 2004 but there is an important difference between them. I guess what im trying to get at is where do you go from here where your important letter let me just finish question. Your letter to biden is important. Because it says you want to work with him on things for the American People. Im trying to clear up exactly where you stand Going Forward because there are some that saw what you did and are listening to you now and reading this letter and it doesnt it rings a Little Hollow with them. Is that a question now . Or is that a statement. It is a question for people who wonder where you stand now . Are you all in with biden on working on though items . I am all in with working on president and to move americas agenda forward. If doesnt mean that were going to be agreeing on everything that the president wants to do. Obviously, we may have differences of opinion on Different Things but those things we do agree on we should move forward and we need to stop the bickering and finger pointing of youre right and im wrong and we have to find a way where we could agree to disagree in an agreeable manner, not in the way that the discourse is happening today. Okay. And so and quit finger pointing one or the other, hey youre doing this or doing that. Right. So i dont know what im doing and youre trying to destroy the country. All of that is not good for the country. Okay. I think that letter was an attempt by us to say, look, were willing to work with the new administration. We want to work towards Common Ground and come back to the middle, where most of this country is, either center right or center left and work for those things that are important to the American People together. So to that point, finally, on working together, you have been really vocal supporter in the last five days of number three House Republican liz cheney and now there is a group of some republicans in the caucus trying to get enough folks to sign a petition to oust her from that position because she voted her conscience, as you said people should have the right to do and voted to impeach the president. What do you make of those efforts . Like i said, everybody has a right to their opinion. I believe, i believe in the right to disagreement, okay. Like you and i obviously disagree on what i did on january 6th. But it doesnt mean im not american. It means i have a difference of opinion and that is all it means. And we need to get to a point where we have that difference of opinion and i need to step into your shoes and you need to step into my shoes and see how i see things and how you see things and maybe we could come to understand why you see things that way. Maybe you could step into my shoes and say well i could see how he sees things that way. And then even though we may not agree, we could say, okay, i understand the reasons why you think that way and then well have a better understanding of each other and then we could move forward. I think liz cheney voted her conscience. That is fine. I dont vote but i think she voted her conscience and im fine with liz cheney continuing as our conference chair. I dont think we should be having but some other colleagues are in bitter disagreement with it. And want to remove her. I dont. I think shes great for us and i think a difference of opinion is always good. Im hearing im out of time so story to step on you at the end. Com new body camera evidence from the capitol insurrection shows Capitol Police officers fighting for their lives as they were attacked with flagpoles, fire extinguishers, basically anything the rioters would get their hands on. Correspondent evan perez here with more details. It is shocking but also an enormous trove of evidence against these people. Reporter it really is. And were beginning to see that being used in the Court Documents with the charges that are being filed against these people. And obviously one of the more notorious images is someone attacking a Police Officer with a flag, with the American Flag on it. And some the people were using blue lives matters flags to attack these Police Officers. Weve heard it described as armed combat in the halls of congress. Ill give you the names of the few of the peeople arrested and charged. There is a new york man by the name of samuel fisher. Hes been charged with going on he apparently described some of the activity that was going on. Hes charged with some of the assaults. And he allegedly wrote on social media about the insurrection even though people died, it was great if you ask me. Another one, patrick mcgahee, hes accused of being one of the people seen crushing that d. C. Police officer Daniel Hodges during the capitol riot. Again, you see the images that is now those are the images being used against these guys. And another, tim janet, a far right media personality known more commonly as baked alaska, hes now appearing for br a federal magistrate. All of the people came here at the urging of the president and even though they claim to be propolice, what we saw in the images and certainly in the body cam images is far from being propolice. No. The direct opposite of it. Evan perez, good to have you on the story. Thank you. Well, theyre back. Daily White House Press briefings, that is. It is a big deal. A chance to question our leaders. Exactly. After four years of unprecedented communication, or lack thereof, a return to normalcy as they vow truth and transparency. Bine stelter joins us now. So, brian, how transparent is this going to be . How different. This is a return to normalcy. And one of many ways the Biden Administration is showing a return to normalcy. Also a return to functioning government, the White House Press office is sending out press releases and the biden team is revealing calls, that is a good sign and progress. And the biden team is trying to restore trust. That is a remarkable thing gib weve been in a truth emergency for the past four years and that will not resolve itself. It is a tall order to restore trust but here is what jen psaki said on cbs a couple of hours ago. The best antidote to false information is the truth. And honestly and data and transparency. This is part of all of our objectives here. Part of my job as the press secretary, part of the jobs as the policy team, part of the Vice President s job because the institutions around the country, the trust has been so frayed, trust in media and trust in government. So shes committed to putting truth ahead of lies but apologies. We have the speaker, nancy pelosi speaking right now on hill. Lets listen in. When the president said today is americas day, today is democracys day. That was really true. Now we could recover from the pandemic and get to work to build back better. Today our nation marks a passing of the 400,000 people, that was yesterday, 400,000 people died. But today marks one year since our first knowledge of this pandemic. And what did we learn this morning . We learned this morning that the Trump Administration had no real plan for the production and distribution of the vaccine. Just another in a series of their terrible, ineffective approach to it from the start and denial, delay, distortion, calling it a hoax. And now we find that they didnt even have a plan. As we go forward, though, we see immediately that joe biden as President Biden has put forth a plan to crush the coronavirus. You know what that is. Yesterday he talked about it in his executive actions when he talked about wearing masks, distancing, sciencebased approaches. Today hell sign further orders, my understanding is, to use the defense production act to speed up ppp ppe delivery to expand testing treatment and Public Health work force that we need and launch of Vaccination Campaign, all to more safely open up schools and businesses and prove health equity. Something that republicans would just erase from any bill, addressing the disparity and treatment and testing and therefore the disparity in incidents of covid19 in communities of color. As we salute these actions, were getting ready for covid relief package. Well be working on that as we go. As you probably have seen, mr. Hoyer announced that as we work on these issues we wont be back in session until the beginning of february. Another week, february 1st or 2nd. But well be doing well be doing our Committee Work all next week so that we are completely ready to go to the floor when we come back. And then again the covid proposals from the administration build on many of the initiatives that were in our packages all along. It is what the people need. It is what the country needs to crush the virus, put money in the pockets of the American People, and honor our heroes. Were talking largely about executive actions but i just mentioned that one bill, the covid package, we were also pleased to see the president come forward, the Administration Come forward with an immigration proposal. Were pleased. And in the house Linda Sanchez will take a lead, senator menendez in the senate. It has the basic principles that weve talked about all along and well see what the timetable is on that. Today we are in session. To vote on the austin waiver. It is a waiver so that general lloyd austin could serve as secretary of defense. I have said general austin is a highly qualified and well respected leader. With over 40 years of decorated service, he brings a great understanding of the challenges facing our nations defenses and the sacrifice of our men and women in uniform and their families. Once the waiver is approved, i feel confident that the senate will confirm the general as secretary of defense. Control in the military is not an issue for us, it is a value and it is a principle and were so pleased that unlike the Trump Administration, the Biden Administration not only allows but couraged the general to come and present his views, which is happening right now in Armed Services committee. So, again, a very happy time. Im very proud of our members. Before i came here, i was in a session that was made available for members and staff about the trauma of what happened on january 6th. Talked about physical trauma, psychological trauma, vicarious trauma and the rest. When the press saw my office and asked about things that were stolen, glass that was broken, just violation of the
