Iran would be allowed to conduct more advanced Nuclear Research and eventually produce all of the nuclear fuel it wants. For the latest lets bring in Senior International correspondent Nic Robertson in vienna. Good morning, nic. Reporter good morning, christine. The reason people would worry about that research and development is because what this agreement does it limits the number of centrifuges the that iran can own and operate. And it means they are unreliable and slow in producing rich uranium and they break down often, which means there is sort of a guarantee built into that that iran cannot make this quick breakout to make a bomb. But, over time as it is able in later years to use its research and development, it can make more sophisticated, more efficient centrifuges and the time to get a bomb is much more shorter. What we have heard from the saudis is they support the efforts to get an agreement with iran but for them it is all about the robustness of the inspection program. President obama calling the sawed saudi king to talk about this and calling the israeli Prime Minister benefitingjamin netanyahu. If theea inspectors run into a problem when they want to go to a site they are 14 days the iranians have 14 days to answer any problems about that. If it escalates to a commission the commission has seven days and if that commission cannot come up with an answer then within three days sanctions snap back on. Thats the kind of language very likely that president obama and supporters of the agreement will try to telled the saudis. There saudis. There will be criticism, though. Both countries have internal politics that we will keep hearing peoples complaints critics complaints about this deal for on the weeks to come. Reporter absolutely. And you can start picking apart the interpretations and the pieces of the agreement very quickly and easily because it was designed. It wasnt everything for everyone and there were flaws in it for both sides, but the language was designed if you will to be, you know to get over those hurdles. You have the iranian president yesterday telling his people that sanctions are lifted for good yet if you look at the precise wording, sanctions can be snapped back on. However, after eight years if iran complies then the sanctions goway for good. That is the kind of language they were looking for and that is what they are emphasizing. Its the snapback part of the sanctions that is being emphasized by president obama and secretary kerry. Yesterday, you could see the emphasis from the United States and from iran when you looked at the fact sheets were on different points of this agreement for obvious reasons. Nic, thank you for that. This morning the White House Well into its campaign to sell this iran deal. The president determined to win over the American Public skeptical democrats, and frankly fiercely opposed republicans. And that is why the deal that we have out there, in my view from what i know about it thus far, is unacceptable. It would aim at the best deal acceptable to iran rather than one that might actually end Irans Nuclear program. Lawmakers on capitol hill have 60 days to review and block this deal but the white house is taking comfort in in the fact much of that time is spent in the lawmakers august recess and pushing a likely showdown to september and a showdown the president says he is ready for. Im confident that this deal will meet the National Security interests of the United States and our allies. So i will veto any legislation that prevents the successful implementation of this deal. Reporter but the big question comes down to this do the deals opponents in congress have the twothirds vote needed to override a president ial veto . One white house official told me they dont believe the position opposition will be able to clear that hurdle. Its all but certain hell have that chance. Christine . Thanks for that jim acosta. Some of the most opposition is coming from israeli. Benjamin netanyahu called it a historic mistake and said on israeli tv it would provide iran with a dangerous jackpot, hundreds of billions of dollars. The source calling it quote, a charade. Goes on to say that there will be a strong saudi response over the median turn. An official saudi statement was more toned down saying the kingdom has always been in favor of an agreement, but must include a strict inspection regime. This gives you an idea of what some key u. S. Allies are thinking. Yesterday, president obama made a series of phone calls to leaders of countries in the region including israeli and saudi arabia to try and explain and to sell this deal but judging from the rhetoric coming from these countries, it will be a tough task. At one point she tried to take a sip of water from the creek but didnt want to drink too much because she was afraid she would get sick. This happened on saturday when the plane she was in with her stepgrandparents went down in this remote part of washington. At one point, autumn tried to save her stepgrand parents by reaching into the plane and pulling them out but she got burned on her hand. For about 24 hours she tried to make it down to safety and she followed the stremedsams and eventual made it to the highway and was brought here to the hospital and now we know she is headed home. Right at the end of that window iran is allowed to get on with its Nuclear Research and development and that means it could make a bomb much more quickly. Any calculation you have about how long it takes iran to produce an flepnuclear weapon that time line reduced which is what the research and development brings. The way this agreement has been sold to the people of the United States and to the people of iran you can see that there are gaps in interpretations here already. The notion that sanctions can be snapped back on iran is something that has been very important for president obama and secretary of state john kerry. Yet, in iran the president there rouhani has told his people that sanctions will be gone forever. The reality is the sanctions can be snapped back on but if iran complies for the next eight years, then those sanctions are gone for good. So any chance of iran changing its course and there being able to be sort of an economic penalty, you know, 15 years down the line, that wont be the case. They can have their research and development. They have the money to fund it. And then its really comes down to a matter of trust and that is what people have a concern about today. A matter of trust, but if you have robust inspections can you trust your partner a little bit better. What about the inspections part of this agreement . Reporter yeah. I mean thats really going to be the crux of how robust this all is. And it does seem that the iaea the International Nuclear watchdog the people who are in charge of going into iran and america irans implycompliance saying its not good enough you say you have this material and this equipment in this building we have a concern about this building and this equipment and this military site. The terms of the agreement say the iaea inspectors can do that and go into that military site and look for that equipment. What has been built into the agreement is a very short time line in terms of sort of International Diplomacy that if iran doesnt imply, they have 14 days to let the inspectors in. If they dont, it goes to a commission and that commission has seven days to agree a resolution to that problem, and if that doesnt happen three days later, sanctions snap back on. When youre talking about Nuclear Scientists and nuclear sites, there is always in the eyes of the iaea a way to test what Nuclear Components have been around and talk about that sort of thing of isotopes et cetera.
