I mean, the economy is always a huge factor for an incumbent president running for reelection. Thats a good thing for him. It appears to have compensated for the fact in the same poll a lot of people vast majority of people said he was not president ial. As long as the economy is good, that seems to be it. The biggest threat, so you seem him going after biden intensely. It bolsters the case joe biden is trying to make in this race, that he is the person that is best able to take it to President Trump. I think that also explains why it took him so long to make this apology, not actually for having worked with those senators back in the 70s but for having talked about them in a way that sounded like praising pro segregation. Whats next after the debate performance . Its a great question. We have a story today about the post debate rise of Kamala Harris and elizabeth warren. Really Kamala Harris because warren was moving before the debate. Thats the question now. Obviously Kamala Harris going into the debate, she had raised less than 10 million, not very impressive at all for somebody with a great launch. She had to put the ball in the air in the debate, had to do something to change the equation. She did it effectively, has dominated for the last week, poll numbers raised, fundraising for the last quarter we know jumped. Now the question is can she sustain a sort of Better Campaign she ran the First Six Months of the year. She was in iowa last week, i was there. She came out there with a new line about trump, called him a predator in the white house, which is a sort of great applause line, obviously, for democratic activists. That said two things to me. A, she wanted to train her focus on trump, which plays well with democrats. B, she wanted to sort of keep biden on the defensive but also start to move away from this busing debate somewhat, because obviously its a better conversation if its about joe biden in the 70s than about the view of busing in 2019, which is where the conversation was going. John, josh,ening its hard for any candidate to sustain anything for 500 days. This is the challenge, right . You dont want to come out of the gate too fast, you dont want to be at the back of the pack. These are critical days, even though were so far away. These are critical days. As we talked about the cnn debate is next, july 30th and 31st. We still dont know exactly which candidates are going to make that all important stage. Thats right. I think what you allude to there, the size of the field is another reason why Kamala Harris is intent on maybe not letting this biden thing go so quickly. She didnt say apology accepted, lets move on. She said i take him at his word he wasnt a racist, keep this going a couple more days. I think the challenge for all candidates but personal one like harris who has risen, how do you maintain the spotlight, stay there and be the focal point of the conversation. Thats what you need in order to generator fundraising, media attention, and to keep your buoyed status moving forward. If you see those poll numbers, again, julie with joe biden having the most success with President Trump and biden still doing well in other polling. Abc news, the poll that came out before this weekend had joe biden well ahead. Might it be he has weathered this storm . Is this a sign going into the all important cnn debate that perhaps he has already seen the worst of it . I think it could be. I think the Biden Campaign would be foolish to think hes not fog to be faced with this kind of issue and potentially this kind of pretty sharp i wont say attack but pretty sharp pressure from the other candidates in the field who as said are trying to break out and sustain a little bit of the momentum they have built up in the last debate. I think its helpful for him obviously to be in the position hes in. What weve seen is that the former Vice President is very reluctant to sort of change his ways, change what hes saying even when theres evidence that the Democratic Base may not be that happy with what hes saying. What you dont see, these are general election matchups were looking at. Were not seeing as much as whether as jonathan wrote in his story, whether theres a quiet rise happening driven by grassroots who are not that satisfied for what they are seeing with biden. I think its going to take a couple more debates, confrontations with the candidates to see if that bears out. Real fast, john, these are early days, i would say they would not have put him with chris cuomo, give that prepared speech on the prompter saturday in South Carolina if they didnt see some bleeding. He had said he wasnt going to do it or wasnt making the announcement before. I guess he never officially 100 ruled it out. Now the Washington Post and cnn confirmed hes having second thoughts about getting in and it could happen. What happens, julia, if this billionaire, who has shown willingness to spend a lot of money on tv, all of a sudden jumps in. I think one of the things that happens is something we havent seen happen too much particularly in the last in the debates, which is that impeachment becomes really a centerpiece of the race. Tom steyer has been spending his money and his time and his energy with his need to impeach push. Its very divisive among democrats. The party cant figure out necessarily at least members of congress are having a hard time figuring out whether they should go that route or not. Theres in doubt he would make that a centerpiece of his campaign and that would be a pretty big change, a pretty big shift from what were seeing, which is candidates trying to stick to talking about health care and the economy and issues voters are more focused on. J. Martin, one thing they did not want to talk about anything cropped up on campaign trail is Michelle Obama over the weekend, she studiously avoided direct questions about how they saw this flap over busing, et cetera. From the chant, you can see it was a powerful message. Whats the problem . Why has this taken so long . Why is this even difficult for u. S. Soccer, do you think, to make this happen . I dont know. I was going to ask you the same thing. Its not just u. S. Soccer, its privilege lent, you know, prevalent in the u. S. Its prevalent in other sports, in business. You know, in every walk of life. Joining us to discuss what the situation is is erin hall chief border agent of el paso sector, which includes the clint, texas, facility. Mr. Hall, thanks so much for being here to help us understand what is going on inside there. Theres big New York Times cover story this past weekend, which once again described the horrendous conditions that these children have to endure and what the Border Patrol agents themselves are endures and the trauma its inflicting on them. Ill read you a portion of it. It says outbreaks of scabies, shingles and chickenpox were spreading among hundreds of children held in cramped cells, agents said. The stench of the childrens dirty clothing was so strong it spread to the agents own clothing. What is the situation today and were you aware of how bad it had gotten in there . Well, i would dispute that the conditions are so bad as have been reported. I cant understand why some people would be making some of the allegations they are making. I can tell you the clint facility is inspected constantly. Cbp accountability offer under Settlement Agreement was just here last week. I actually communicated with them this weekend. This facility is inspected continuously, just to address a couple of things you raised. I know it was inspected continuously. What they found, from the New York Times, no evidence of misconduct but evidence of horrendous conditions. We can see it with our own eyes. The picture we have on the split screen up with you are the overcrowded conditions. We can see the horrendous conditions they are all sleeping in. Weve been talking about overcrowded conditions for some time. Thats no secret. Everyone from us up through the president has talked about that. That continues to be a problem. In terms of the care they are being provided, the access to food, shower, hygiene, laundry, the things that were doing, we continue to be inspected on that. We have said were overcrowded. We have said were going to remain overcrowded until the other entities in this chain, helping Human Services and ero are funded in order to take these children out of custody as soon as possible. These children are processed and waiting to be placed. I want to be clear what youre disputing. Are you saying there were no outbreaks of scabies, chickenpox, weve heard reports of lice and the flu. Are you saying that did not happen . Im saying the term outbreak is not accurate. We encounter people from all over the world. When we encounter them and they get their medical screening, we find they have scabies, lice, chickenpox, the flu. We immediately treat those people. They are quarnt teend and separated. The term outbreak indicates its something occurring or caused in our facility. These are people we encounter with these conditions. We address them medically and isolate and quarantine them from others. We have to do that in addition to other challenges we face. Once they leave the cell they are in after they receive their medical treatment, we have to clean the facility. Thats an important distinction. What about the bathing . What weve heard time and again from the advocates who have gone in, reporters who have gone in, is that the kids are not being bathed. We even heard stories of dirty diapers, babies in dirty dipsers. Are children getting regular baths . We hear all the time they go weeks, sometimes a month without showering. Again, you have to look at how we do things and the fact these things are tracked. We have a detention monitor that tracks how long they are in custody. Every two days these children are getting offered shower facilities. Now, we cannot make them shower. We can take them to the shower, and we can put them there, but we cant physically make them shower. The same with brushing their teeth. We encounter children who have never brushed their teeth. We have agents who had to teach them basic hygiene. No, its not true, people are denied showers, these children denied access to these facilities. We make these things available. We encourage them. We brought in uac monitors, who are not agents, contract professionals, to help encourage and assist children with these things. No, these are not denied. This is no secret that all of these aspects, food, water, hygiene, showers, laundry, were monitored in all of this. These things are documented and we constantly have to show how we do things and were constantly adding more. I know theres oversight, inspectors come down from washington, we just keep hearing time and again how filthy the children are. I mean, surely they can shower more often than going weeks without showers. Maybe a 5yearold refuses a shower. But you guys are in charge, right . Again, you have to understand that these children are protected under the Settlement Agreement. These are minors. They are not adults. They cant grant for consent for things like our own children. We have laws we have to comply with in their care and custody. Going back to the showering and the filthy piece again. We encounter people from all over the world that are often very dirty when we encounter them. At the clint station, for example, we keep clothes on hand for children clean clothes on hand for children to change into. We launder their clothes and return it to them. We have sweat suits they can wear while laundering. All these things are laundered and returned. We cant control how they come into our custody. We make facilities available to him and clean clothes and children use them. In terms of your own responsibility, mr. Hull, i know you were called to washington in january because officials thought you were not somehow being responsive enough to the crisis. Here is what the New York Times writes. The officials were concerned mr. Hull had moved too slowly to put Safety Measures in place after the deaths of migrant children. The officials believe mr. Hull and matthew harris, the chief of the clint station, have been slow to follow directives and commune directives at the facilities. Have you changed your personal approach in any way or how youre communicating with washington . We communicate with washington constantly. Its unfortunate if people want to criticize me, they are free to do that. Its unfortunate statements like that would be attributed to the patrol agent in charge of clint, who has gone above and beyond, continues to go above and beyond every day, has been lauded for his efforts, continuing efforts to care for these children. That meeting that was referenced in the paper actually occurred in april and we werent talking about, we were talking about the volume of people were encountering and what were doing to process those people and move them as quickly as we can. Again, i dont know why allegations like that would be made, particularly when they are inaccurate. All we can do is tell you the truth we see here in el paso we see every day. Very, very quickly, they had Border Patrol agents in the article talk to them. At least two Border Patrol agents at the clint station said they went to their superiors about the horrible conditions. Have you had Border Patrol agents come to you directly to tell you what they are enduring and how upsetting it is to them . Nchts every day. All of us are unhappy with the situation. Understand Border Patrol is to catch and turn over. Helping with clint and ico for adults and family units. When we do not have enough resources throughout the other our other Law Enforcement partners so they cant take these people out of our custody, they tend to build up with us. Its like a Police Station that doesnt have a place to transfer people that it arrests. We have we are not designed for this. Were designed for shortterm holding, yet we continue to add more and more capabilities, more and more space, more panned more contracts to deal with it. We cannot properly and promptly turn these children over as quickly as possible. The good news is health and Human Services additional funding, its moving quicker. Currently this morning we only have 26 children in custody. So things are improving. Again, its been a continuous process of improvement. The Border Patrol has done and continues to do everything it can do to improve these conditions. That continues to come out in all reports. Oig report of may 30th. Mr. Mokes report. The Justice Department is trying to scramble and find a new rational for why they need to have this Citizenship Question on the census but the president is saying he may just sign an executive order and tack the question on the in the end anyways. It will be very interesting to see if the president decides to buck the Supreme Court or Justice Department finds some way to provide rational that passes muster by the court. There might be signs his own lawyers, the administration lawyers, dont necessarily agree with the tactics hes using. There was a massive legal shakeup here. The entire Justice Department team that had been working on this case gone and they are bringing in a new team. The why isnt exactly clear but some are inferring the people working on the case before disagreed with the way the president wants to continue the fight. What are you hearing . It was very clear there was a disagreement because some of these lawyers went before a judge and said, we have no idea what the president just tweeted when he said he wants to in it the fight after the Justice Department said they were ending the fight. They were very public saying they did not know what the president was doing. Those people have been replaced. The Justice Department bringing in an entirely new team. Part of the reason were speculating this new team is coming in because the old team had thrown in the towel and said theres nothing we can do here. The president wanting to get his own way, sort of forcing the Justice Department to push forward ideas and arguments that arent necessarily in line with what they said in the past. So they are bringing in a new team at this late stage in the game and its not clear how they will make it work. Quickly, are some of the president s own words undermining the case.
