Whats the situation at this hour . Reporter right now the cleanup is underway in the city. Behind me police are Still Standing in front of the governors mansion. But you can also see what was left of that protest. A broken down barrier. And on the walls of the streets of san juan, you still see the frustrations in the graffiti that the protesters left behind. This as the calls for the governors resignation are growing. A tense standoff in puerto ricos capital escalating to a clash between police in riot gear firing tear gas into clouds. Thousands of protesters taking to the streets well into the night demanding the islands governor resign. A direct message to coverage ricardo rossello. Well be out here until he resigns. Were tired of the abuse of so many years of corruption. Reporter rossello is under intense scrutiny after puerto ricos center for Investigative Journalism uncovered nearly 900 pages of a leaked private group chat between the governor and his inner circle. They include violent and misogynistic messages and homophobic messages against ricky martin. Who joined calling for people to come together. Even under increasing pressure and despite several members resigning amid controversy, still the governor refuses to step down. Translator my responsibility is to continue working and provide you with these results. One will always face different challenges. This is a big challenge, but at the same time, we must fulfill our objectives. Reporter calls for rossello to leave office reaching the mainland u. S. , too, as frustration grows for Puerto Ricans living in florida and new york city. Also where Linmanuel Miranda marched alongside demonstrators. Im so numb by politics of america. But people in puerto rico are not numb. Im here to have their backs. Reporter protesters in san juan say its more than just the leaked messages. The governors former education secretary and five others were arrested and charged with steering federal aid money to unqualified politically connected contractors. Its more about the people who died in maria and everything that he said in his chat, also the fight against women. Its about dignity. Its about people. Its about family. Its about everything. Reporter and alisyn, the department of justice here has asked for the 12 people involved in those chats to turn over their cell phones for inspection of the phones and the chats on them. In terms of impact to tourism, i can tell you that Royal Caribbean has already canceled one of its stops here on the island. Leyla, obviously its about more than just the leaks. So what rels the protesters saying . Reporter listen, as ive spoken to protesters here, you realize that this is more than chats. This is something that goes way beyond that. Many people see themselves in those chats. There were insults to people on the countryside. There were insults to women. There were insults to the lgbtq community. To that point this goes beyond trying to rid this island of corruption and the concern for many i heard someone last night say i dont agree with everything donald trump says but i believe he was right about those on this island and his concern is those most vulnerable, those who are still rebuilding today after Hurricane Maria could see more of an impact if this in some way hurts their chance of getting aid for so many people the words that i heard repeated was indignation and corruption. And of course resign. This is the last thing that people in puerto rico need. Leyla, thank you for your reporting on the ground there for us. This morning could be the moment we all look back on and say, ah, that is when we knew the president s exact 2020 campaign message. A searing, unforgettable display where the president welcomed a rally chanting send her back. This was in response to his attacks on ilhan omar. This morning all the major papers have new articles about the president s 2020 Campaign Strategy and basically that moment is it. Cnns lauren fox live on capitol hill. Seems Crystal Clear now, lauren. Reporter thats right. You know, this twitter controversy really fueling the president s 2020 campaign. Instead of backing down, he really dug in last night at that rally in north carolina. Heres what he had the crowd chanting a couple minutes into his speech. Omar has a history of launching vicious antisemitic screeds. Send her back send her back reporter and the house voting last night easily to defeat that measure by representative al green, a democrat to advance impeachment in the house of representatives with 137 democrats voting to dissolve of it. But 95 democrats wanted to advance it. And i think that that reveals just what nancy pelosi the speaker of the house has on her hands. Her caucus divided over this question of impeachment even though shes encouraged them to dig in on policy, to dig in on the investigations they already have. The house also voted last night to hold in contempt of congress, wilbur ross, and attorney general william barr over their refusal to answer questions about the House Oversight committees investigation into a question about how citizenship was proposed for the u. S. Census. All right. Lauren fox for us on capitol hill. Thank you very much. Well come back to you in a little bit. Joining us now, rachel bay, David Gregory, and tiffany cross. Friends, i want to read to you something that tim miller wrote overnight. Tim was a Senior Adviser on the jeb bush president ial campaign in 2016. Jeb bush of course a republican. Tim watched the rally last night where the president was leading the crowd in these chants of send her back. He wrote, imagine how this video of the president leading a white mob in a send her back chant targeting a black refugee is going to look in your Kids High School government history classes. In other words, think about how history will judge this. And then david, combine that with the fact that so much of this speech the president read was on teleprompter. His attacks were on prompter. So its just clear that this is a strategy. It is deliberate now. Right. And i think whats so strooiking beyond how offensive it is is that the president has cast aside what would have been another available strategy which is to run against democrats who he thinks are liberal extremists in their views. Or you can single out congresswoman omar for antisemitic comments shes made and denounce those and try to divide the broader Democratic Party beyond the president ial candidates as standing for these views what he might call socialists or, you know, attacking medicare for all and on and on and on. Of course hes gone so far beyond that. Assuming in his mind theres an audience of that for his supporters would say yeah. This is the problem with america. That these congresswomen somehow represent whats wrong with america. Thats where hes going. Of course it could change in a week in terms of a lasting strategy. You raise the question about the class. The president behaves in a way that i would never want my children to behave or repeat. So this question of how much character matters and his character matters is going to be the defining issue of 2020 versus the condition of the country. And along with that, do his supporters who come out who have some kind of tolerance for this at whatever level that is, are they dwor dwarfed in numbers. It was so telling it was on teleprompter. That means somebody wrote it. And usually the president i think doesnt write his teleprompter speeches. And that means, as john said, its a Campaign Strategy. Theyre not going to talk about the economy. Hes going to talk about these incendiary issues that, you know, bring up these chants about racial tension. And so he thinks that thats a more Winning Strategy than the economy. What does that tell us . Well, it tells us he thinks its a Winning Strategy because thats what worked for him in the last election. These attacks is nothing new. He is a one trick pony. He needed a new face to put behind his attacks. Had we said the same thing in 2015 when he kicked off his campaigns by calling mexicans rapists and drug dealers. Weve known for decades when he called for the execution of the central park five. When he accused the first black president of being born in africa. Listen, this is not anything thats shocking to a lot of people across the country. Weve known this. I think its, you know, challenging for some of us to watch when weve seen over the past few years for us to describe these comments as racially charged or some people perceive them to be as racist. We have to start calling this out saying the president is a white supremacist. We have to stop perpetuating he was elected because of economic woes. Because the White Working Class thought he would save them. Thats not true. Theres a study that shows the number one reason that people switch from democrat to republican to vote for obama and then vote for trump was because they all held hostile views on race. When we looked at his rallies in 2015 and 16 and when you heard the racist rhetoric coming from people in the rallies, the signs that they held up, the sound bites they gave, it was all very consistent with what this president said. So its not new, its not a new strategy. This is very consistent. I take davids point that, you know, well have to see if this crowd is dwarfed. Even though they dont represent the majority of the country. They do overindex at the ballot box. Zblipt to say one thing about what you just said. We read the top line of that Uc Davis Research as well. And its that some whites who voted for trump, its not that they love the racist talk. Its that they dont feel that theyve ever benefitted from white privilege. Their kids may go to substandard public schools. They havent coasted on whatever people think is white privilege. So they feel that race all the talk of race hasnt worked for them. I think thats a little bit different than them being driven by racist sentiments. Let me push back on that a little bit. So a lot of people i think hold that safe view. You know, they feel like theyre not like those other people. Theyre not like racists. But when you are backing a candidate who has made his entire campaign about white identity politics, about how white people are getting the short end of the stick, and he has backed that up with racist rhetoric, racist policies, racist action and this is the camp youre in, then you do identify with some level of racism. You do fall in the category of White Supremacy. You cannot back a racist and then say no, but i dont i only support x, y, and z but dont support his racism. Thats not the way the rest of the country can perceive those racist attacks and things that promote White Supremacy in this country. Its interesting to me all of the major papers and the New York Times and your paper had this. Saying the Trump Campaign is really happy with how this is going. This is a strategy thats working for them over the last few days. Seems to me like a calculated story. But what are you hearing mong democrats on capitol hill this morning . Jake tapper has had fascinating conversations with some democrats who feel like the president is dictating where this is heading right now and theyre being dragged along here instead of talking about what they want to talk about. Im sure theyre going to feel pressured to Say Something today when they would rather be talking about what theyre running on in 2020. Their legislative agenda, health care, prescription drugs. Frustration is one word i would say were hearing on capitol hill. Theres another though. If you look at omar. Fear is the word weve heard before too. You know, this is a woman who is being targeted with Death Threats on a regular basis because of her religion and the color of her skin. This is a woman who last time trump attacked her and retweeted a video she supported the events of 9 11 had to get her own security detail appointed by Speaker Pelosi because the Death Threats got so bad. This sort of rhetoric, this sort of escalation, this is going to cause serious concern on capitol hill about the safety of these four women particularly omar after last night. And its interesting because on tuesday, republicans made, you know, this whole scene saying that Speaker Pelosi was breaking the decorum rules in the house when she said trumps tweets saying these four women need to, quote, go back to their countries of origin were racist tweets. She said she shouldnt be doing that. Shes changing the structure of the house. What is politics coming to . And yet this is a party, these are republicans on the hill embracing a party where these sort of chants saying o somali refugee needs to go back to her own country even though shes a citizen of the United States and a dually elected member of congress, i mean, if thats not hypocrisy, i dont know what is. Yeah. Im so glad you brought that up. David, we can have as many highlevel conversations as we want about Campaign Strategy, but this is dangerous. Hearing a mob say send her back, it may seem like all fun and games there at the time. But its only a maertter of tim as something is ignited as we saw from those who started sending bombs to organizations and democrats. I think theres no questions about it. I think theres a lot of journalists in positions of authority within media organizations that have point blank told the president how dangerous this rhetoric is to be stirring this up. And the president clearly doesnt care. And it is dangerous. And at the same time there is a willingness, look. You have to look at what the state of the Republican Party is. And the fact that the president is each day defining what the Republican Party stands for. And yet there are a lot of republicans who engage in a lot of separation from the president and focus on different things. Thats why i go back to is this a character question about the president . I think democrats have the ability to do both. Lets evaluate who this president is. What he stands for, what he brings to the office. And lets also take on policies, take on the state of the country. Theyre going to have to do both and hope there is a significant backlash against who he is. Thats really the challenge, isnt it . The ability to show that theyre doing both and not look like theyre focused on any one thing too much. All right, guys. Stand by. We have a lot more to discuss on this front. Theres also a dangerous heat wave to tell you about. Its set to scorch more than half of the United States this week. More than 150 million americans are under a heat advisory today. So chad myers has been looking at all of this. How bad is it, chad . Its going to feel like 109 degrees outside of chicago today a little away from the lake. Youre going to go outside and your eyeglasses will steam up. Your body will not be able to cool down unless you go to a place cooler than outside. It is a live drawing for the cnn democratic primary debates. The lineups for the next 2020 debates on july 30th and 31st will be set tonight and you can watch it all unfold right here on cnn. So lets bring back David Gregory and raicchel baid. Theyre doing this differently than before, m. J. , so lets talk about it. Ill put up those who made the debate stage on one of the nights. There are the 20. I wont go through all of their names. Were going to watch a drawing. Its been split into three tiers. The top tier which is joe biden, Kamala Harris, Bernie Sanders, Elizabeth Warren. Theyll be the final draw. Then theres the second draw of the second most popular basically, people, and the third draw which will happen first is the people who are polling basically at the lowest. Well, the way this is being done, guarantees those four on the screen right now, biden, bernie, Kamala Harris, and Elizabeth Warren are going to be split into two. Two of them will face each other. We just dont know which two. I think no matter how the drawing happens, it is going to be a fascinating debate. First of all, if biden is again on stage with harris, are we going to see fireworks round two . And is each of the candidates going to bring a different strategy because clearly last time it was very, very obvious that Kamala Harris came prepared with that specific attack and biden you have to assume if he knows hes going to confront harris again is going to be prepared i think on a whole different level. Im also just watching closely who warren ends up getting paired up with. Only because she actually didnt have a top tier candidate she was facing off against last time. If she faces off against biden, for example, i think thats going to be fascinating. Their ideological differences are so stark but they have not had the chance to face one another. Remember it was on bidens announcement day that she told reporters in this passing way, you know, at one point biden was on the side of the credit card companies. So we know theres a lot there and potential tension there. We just dont know exactly how its going to end up. Who fears whom when youre talking about how this is split up . Does joe biden need the rematch with Kamala Harris . Or do you think he wants to differentiate himself from a Bernie Sanders or a Elizabeth Warren . I think he wants to do all those things but at the moment hes looking into one of those multisided mirrors at all images of himself to figure out if hes going to show up. Thats what he needs. Thats where the high bar is. Is he going to go onto the offensive opposed to playing the front runner game where hes just going to try to cruise around and not really have to interact with anybody . I think now he realizes thats over. That he is the front runner. That the democrats who hes competing against will come after him on all kinds of issues that are generational, that are ideological. So hes got to be ready. So the obvious thing to look for is can he square off against Kamala Harris and do a better job . I think Elizabeth Warren as has been said would be an interesting contrast. All of them pose important tests. But the biden factor, his ability to rebound is number one. I also look for, you know, a candidate like puth buttigieg who i thought did very well. Its just that senator harris did so well in that first debate. Can he find a way to break through in a crowded field when i think hes a little bit more of a detached figure . So id be looking for that as well. Okay. So thatll be 8 00 tonight the live drawing. Meanwhile, lets talk about what happened in the senate yesterday. It was the 9 11 First Responders funding was up for a vote. And this would have funded them for decades to come. So they didnt always have to go hat in hand to the senate and the house and beg repeatedly as they have for these past 18 years to get funding for their, you know, deadly diseases that theyre struggling with. So it could have been easiest to vote for to say yes for this vote to happen. But senator rand paul had an objection. And here he is. Were adding debt at about a trillion dollars a year, therefore any new spending we are approaching, any new program to have the longevity of 70, 80 years should be offset by cutting spending thats less valuable. We need at the least to have this debate. I will be offering up an amendment should this bill come to the floor. Until then i will object. Whats that about . Of course there is runaway debt, but why now did rand paul decide to focus on that . So rand paul brands himself as this hard core libertarians. He always talks about limited government, small government, limited spending. This is right in line with his ideology if you look at it that way. But theres sort of an irony here. That is that rand paul just a couple of years ago backed the republican tax bill which the Congressional Budget Office said was going to add more than 2 trillion to the national debt. And so i think critics of rand paul get frustrated because sometimes he talks about not wanting to spend money and add to the debt, but he does it choosingly. A lot of people are concerned about the national debt. Were at 20 trillion and rising quickly. But republicans generally are not talking about that right now in this age of trump. Thats gone out the window. So the fact hes objecting to this bill that is so popular with both republicans and democrats and really would help people who responded on 9 11, its perplexing. But, you know, its rand paul. Its hypocrisy. Listen to jon stewart last night. Pardon me if im not impressed in any way by rand pauls fiscal responsibility virtue signaling. Somehow when it comes to the 9 11 First Responder community, the cops, the firefighters, the construction workers, the volunteers, the survivors, all of a sudden man we got to go through the well leave you with that. Were learning more this morning about the white house and how theyre preparing to send hundreds of additional troops to saudi arabia in response to rising tensions with iran. So what does this mean for the trump administrations Controversial Military relationship with the saudi kingdom . Barbara starr broke this story and joins us live with more. What did you learn, barbara . Reporter good morning, alisyn. 500 u. S. Troops headed to a location called the prince saltan air base east of the capital of riyadh. This is part of the military deterrence effort against the region. But putting u. S. Troops into saudi arabia, always sensitive and controversial. What they are doing at this air base is they are trying to make some runaway improvements so they can fly u. S. They dont like to talk about their needs to have u. S. Troops in their kingdom. Sensitive with their own people. And coming of course at an extremely sensitive time. Prosecutors have dropped a criminal case against Actor Kevin Spacey after his accuser invoked the fifth amendment. And theres still the mystery of what happened to the accusers cell phone. Cnns jean cacarez joins us now with more. What an ending to this. Unbelievable. There was a hearing a week and a half ago and you could tell where this case was headed. It all began in july of 2016 on the island of nantucket, massachusetts. The height of the tour season. There was a young man, 18 years old, who worked at a restaurant there and everybody heard that kevin spacey was going to come that night. He wanted to meet him so bad, he brought a change of clothes and he met him. He sat with him. He actually spent several hours with him late in the evening at that restaurant. A year went by and after that is when he went to police and said kevin spacey sexually assaulted me at that restaurant as we were talking for those hours. And that is when the criminal charges came. Pivotal point, a cell phone that he had because he texted his girlfriend. He said while the groping was going on. And those texts were important for prosecutors because they corroborated his statement. Well, guess what. The defense believed that that phone had been tampered with. That texts had been deleted. That conversations were not as they actually were at the time he was with spacey. The judge agreed. And the judge believed the defense should have that phone. The family couldnt find it. The father said he didnt get it from the massachusetts state police. The son said he didnt know where it was and neither did the mother. There was a big hearing a week and a half ago where the mother testified that she deleted some pictures and videos that made her son look in a poor light. Father said he didnt touch the phone. And the son testified who is the accuser that he didnt delete anything, but he knew his mother may have had theoretical decisions about doing Something Like that. At the end there was an attorney representing other people in the courtroom during the break she spoke to him. Came back and said. You your honor, he would like to invoke his fifth amendment right. If he deleted anything, he could be charged with perjury or tampering with evidence. And so right then and there. But heres whats interesting. He still could have taken the stand and testified what spacey did to him allegedly that night. Although he pleaded not guilty. But theyre saying unavailability of the witness. Which would be the complaining witness, the accuser. Its over. Spacey was facing five years in prison. And theres not many big celebrities that have criminal charges facing prison. Bill crosby, Harvey Weinstein i. And now thats over. I wonder if well hear from kevin spacey in all of this. Thank you for following that story start to finish for us. All right. Houston City Council MemberAmanda EdwardsJust Announced she is running for his job. Watch this. This is not about politics. This is about people and what matters most to us. Let it shine let it shine its about people like my parents whose battle with cancer illustrate that for so Many Americans and their families, access to health care is really a matter of life or death and isnt just a chip in some political game. Houston City Council Member ammaanda edwards joins us now. Thank you for being with us. Texas has not elected a democratic senator since 1988. Youre the first africanamerican woman to enter the race. How do you win . Well, good morning. Thanks for having me on the show. I think whats most important in winning this election and of course serving the people of texas is to address the issues that matter most to them. Making a transformative difference in their lives such as health care, access to health care that is. And making sure theres Economic Opportunity just a couple of examples in the ways that which texans can be better served if im elected to office. Health care. You bring up health care. I know that you do not support doing away with private insurance to get to medicare for all. Is that correct . Thats correct. I believe that we need to expand Health Care Options for as many people as possible. And i think building upon the Affordable Care act is a way in which we can do that and achieve that goal. So you think the president ial candidates and there are several who are calling for an end to private insurance, you believe theyre wrong . I think there are different approaches we can take to this. But advocating for the expansion of the Affordable Care act i think provides people the options that theyre looking for. And then also provides them with or provides us an opportunity to have more buy in and more access. I was looking at the president s Approval Ratings in texas and theyre not great. Heres at 41 approval. 52 disapproval. How much of an issue do you intend to make President Trump in your campaign . I think President Trump is making himself an issue during this election cycle. He has been very divisive in our nation. He hasnt delivered on a number of promises he made. Both rural and urban as well as suburban. Weve got to have solutions brought forward to the table. Its got to be less about politics and political rhetoric and more about action and deliverables for people. Interesting. You say its got to be less about rhetoric and more on actions and solutions. Do you think theres too much focus now on the president s words of the last week . What some people call racist attacks on these four democratic members of congress 37. I think this is consistent with the way the president has been behaving the way since he was elected to office and before. Its inconsistent with the vals of our nation and it certainly is distracting from the issues at hand that matter most to people. Instead of dividing us, we should be focused on solutions for people that make a difference in their lives. And im running so that we can regain our focus on people. So they feel the impacts positively in their lives of someone new coming into office and serving them. How do you reach someone who may have voted for donald trump in 2016 or john cornyn in 2014 . I think the way to reach anybody in texas is appeal to their interests which are transformative differences in their lives. At the end of the day matters most is your lifer opportunities are different so someone can roll up their sleeves, get to work, and deliver on that. I think rhetoric and speeches are one thing. I think delivering results are another. Thats what matters most. I intend to run a campaign thats inclusive of all texans, making sure were solutions oriented. I want to be held accountable to ensure this is not just a campaign trail, this is a change that results in changes for people. Thank you very much for joining us as you enter this long race. Meantime, we know what the president s strategy is for his 20 campaign. Division. New day continues right now. Police fired the tear gas. Thousands of people on the streets of old san juan. Finally this country is standing up against the strong man. The governor needs to resign. Ae Everyone Wants it. I have a suggestion for the hatefilled extremists constantly trying to tear our country down. If they dont like it, let them leave. The president sees a Winning Strategy in all this. Its effective in his base, but he cant win with just his base. Lets make it about politics. Lets say vote her out. Not send her back. We want to welcome our viewers in the United States and around the world. This is new day. And President Trump is continuing his attacks on four congresswomen of color at a Campaign Rally last night in north carolina. You could hear the president slamming the democratic squad as what he said were hatefilled extremists. And his supporters cheered when he singled out somaliborn ilhan omar. They did this. Omar has a history of
