The virus has killed nearly 1200 people in the United States and it is accelerating across the country. At least 24 states reported 100 or more new cases on thursday. Cases are surging in florida, michigan, illinois, louisiana. Those are hotspots. Governors there struggling to find vebt lay tors and are facing competition are other states and the federal government. Hospitals in different locations around the country tell cnn they expect to run out of icu beds within two weeks. The number of hospitalized patients in new york jumped by 40 in one day. Refrigerated trucks are being mobilized as makeshift morgues. More than 160 Health Care Workers at four hospitals in boston tested positive for coronavirus. Overnight, the new York Police Department reported its first death. This morning, more than 10 of the force is out sick. John, last night, President Trump said he did not think that the states will need all the ventilators and the equipment that they are requesting. The medical experts, of course, disagree. In a few hours, the house will vote on that 2 trillion stimulus deal to get workers and businesses the much needed help. This has been echoed by reporting across the network, were talking to health care professionals. She described being in a constant state of paranoia. It wasnt about her getting sick. Shes worried about getting sick. Shes worried about getting sick and passing it on to other patients. We can only imagine, only imagine the physical challenges that theyre having and the mental and emotional challenges, brynn. Thank you very much. Doctor, i want to start with you. Give us a status report of whats happening at your hospital. New York Hospital has surged by 40 in terms of patients had one day, we understand. Are you seeing that . Yes, thats definitely something were seeing in our hospitals as well. Its not ubiquitous across all hospitals. So were taking personnel and staff and moving them to the hospitals that have been hardest hit in order to meet that surge. Thats definitely something. Weve seen some e. R. s that have doubled. Doctor, as brynn said, the doctors carry the fear that theyll get sick, of course and number two, that they wont know theyre sick and theyll pass it along. Can you describe, how are the Health Care Workers at your Hospital Holding up emotionally . I mean, this is a taxing time. Id like them the Health Care Provider feel were at war against this virus. Were worried about infecting our patients, our families. Worried about the risk it causes to us. Everyone is concerned about ppe and making sure we have enough ppe that we dont run out of it. Even though we have ppe on hand at our hospitals, were using it as much as safely possible so we dont run out and we dont have a problem in the future with getting that supply to keep us and our patients and our families safe. Julia, it sounds like the president wants to open parts of the country. Hes been restless with the idea that theres shutdown, the economy has taken a huge hit. Of course, governors have other ideas and ultimately it may be up to the governors in terms of if their state opens. Can you in terms of your experience, having been in the white house, see a scenario whereby the places that are not as hard hit can return to some sort of functioning . Well, obviously, we want to look at what recovery will look like. Any person who sees the data knows were this is a little premature and also youre looking at metrics rather than dates, right . The metrics are fewer people getting sick. Are there icu Units Available . Are there respirators and ventilators available . When we see good metrics based on what the doctor was saying, based on are you over that curve, thats when you begin to open up. President trump sort of focused on an open update is not only premature, its distracting us from what we need to do know. We need to socially distance, aggressively across the 50 states and we need to surge resources and as you noted in the opening, and personnel. Were starting to have a personnel issue. Weave 15 of the nypd sick and nurses and doctors getting sick. This is the surge phase and we need to focus on it knowing that at some stage well be able to measure the metrics. The president is looking for easy fixes. He does this with the vaccines and the treatment. This is the hard part and the long part. The sooner we can focus on what we need to do now, the metrics will come easily. Theyll come. We know theyll come. Italy got there, china got there, south korea got there. Doctor, its not just new york, of course, where theres a surge in patients as we have reported. The u. S. Has now outpaced china in terms of patients. What about what juliette just raised. Are you many doctors and Health Care Workers short . Are they having to call in sick . Whats the status of personnel in Staten Island on the ground there . Personalwise, were redistributing. Im going to be in queens later today working one of the e. R. S. Thats because there are shortages. Not only do we have doctors that are out, doctors and nurses out sick, but we have higher volumes than the normal amount of doctors to take care of. It causes disruptions and requires reorganization to manage. If it continues, it will get to the point where were going to have a lot of people working more than theyre supposed because colleagues will be out sick and willing to cover them until they recover. Thats an issue were contending with and dealing with. Doctor, what about ventilators . Were relieved to hear you have enough ppe at the moment. How about ventilators . Were comfortable with our current volumes, how many ventilators we have. We reassess this on a daily call. But right now we had enough extra ventilators that we feel comfortable we can continue taking care of patients through the surge. I dont think thats true citywide or statewide. Were in contact with the other hospitals and Health System to make sure we dont have a stockpile while another hospital is going through need. We are trying to coordinate between the systems, ventilator supplies. Transferring patients when appropriate to make sure were meeting the need. I think the government is right. Were going to fall short without an increase in production. Its hard to know what the right number is, juliette. President trump said he doesnt think new york will need 40,000 ventilators. Not sure how he can possibly predict that. But we hear such differing things. Its true. This is why the defense production act makes a lot of sense. The president invoked it but they have not forced the private sector. It satisfies the market, right . In other words, you tell a producer, i dont know my number. Lets make 50,000 respirators. We will buy them. The good news about respirators, like gloves and masks. Unlike milk and bread, they dont go bad. Big deal. Its not a crisis if you have a surplus of goods that eventually you need. You put them in the strategic stockpile or sell them to the states that will be depleted and everyone is happy. This idea that we know the number now, we dont even know what the patient pool is yet. Overorder, absolutely. Then if you have a surplus, sell them to the states. Theyre going to have to regroup and help sick people for other ailments. I keep saying its the easiest thing in the world. The defense production act is genius. It creates the market, you buy stuff and you distribute it in a meaningful fashion. The doctor mentioned that new York Hospitals themselves are divvying up stuff. This is ridiculous at this stage. We know that new york is going to need more respirators. The number in my mind doesnt matter. More is my number. At this stage, more is my number. If you have a surplus, you sell it at the end of it. Overprepare. That makes perfect sense. Juliette and dr. The doctor and his colleagues are doing the hard part, right . This is the just get them what they need. Dr. Pen a, i think sometimes we get lost in all the talk about numbers and terminology. I want you to explain to viewers why ventilators are so important. One of the things about covid19, its so dramatic in its presentation. How much it focuses the attack on the lungs. Essentially what happens is, in the first five days if youre going to get a problem with your lungs, you get a viral pneumonia which is basically an infection in the lungs. By day ten, youre getting something called ards. Where your lungs are attacked and filled with fluid. It creates a problem with your ability to breathe. Its almost like youre drowning in your lungs. Again, the lobby turning into a potential war where they can lay down beds to have extra space to prepare for a surge of coronavirus patients that they are expecting to see in the coming weeks. Not only that, at chicagos convention center, theyre exploring thousands exploring ways to lay out thousands of additional beds if need be. Were also now learning from the medical Examiners Office here in chicago, they are in the process of acquiring additional refrigerated Warehouse Space to account for, again a surge they could potentially see. In the words of all the officials, they hope they do all of this planning and they dont end up needing it. For right now, they say they have to be prepared. Its been a similar situation in a nearby state of innish mitsch where, as you mentioned, a week ago, they had around 350 cases. Cases are closing in on 3,000 confirmed coronavirus cases in that state. The governor there, Gretchen Whitmer has said theyve struggled to find adequate personal protective equipment for the First Responders and the Health Care Workers on the frontlines of this battle. She says in many cases they are fighting for the supplies for some of the earlier states that have been affected by the coronavirus outbreak here in the United States. And she has requested a major disaster declaration from the federal government and specifically from President Trump. The two have gone back and forth. The president criticizing the governor on television. She going right back saying that if you do support michigan, she wants him to prove it. Why is this so important . Well, we have seen how the coronavirus has exploded in Major Population Centers across the United States, first in seattle and were unfortunately seeing it play out in new york city. But in the words of the Coronavirus Task force, theyre now concerned about two counties as potential next hotspots, wayne county, which includes detroit and of course cook county here in chicago. John, so many states are, of course, in that same boat. So, for instance, louisiana. That state is seeing a surge of coronavirus cases. The state now has more than 2,300 confirmed cases. We know were at the epicenter, at the tip of the sphere here. To use a gulf south analogy. Our concern is that at this point, we are perhaps at the outer band of a category 5 hurricane. This may get worse before it gets better. I think as part of that, we understand being the Largest Health Care Organization in the state of louisiana, its our charge to lead in statewide efforts to support our partners, to support our other systems. But we understand that this isnt just here in louisiana, just here in nor lannew orleans this is a national issue. We are are definitely not immune. At this point, were practicing under contingency plans and such. Let me give some numbers. There were 510 new cases yesterday in louisiana as i understand it. As you said, theres now 2,300 cases at least. I know that youve been monitoring, you say youve been monitoring the situation over several months. So when you say that you fear that this is just sort of the tip of the iceberg, what are your models telling you or what have you seen in terms of where you are on the surge . So lets be frank. Obviously nobody really knows where this is going to go. But i think that being that we have been monitoring this for quite a few months now, we are prepared. As part of that, we were able to implement ppe protocols very early on for our employees. We have our care teams are working judiciously in order to make sure we dont run out of ppe. Our supply chain works tirelessly to make sure theyre purchasing. Were utilizing we have an Innovation Lab that really is helping us in order to manage our patients in a very safe manner. Were utilizing telehealth. As an example, if i were to see you in one of my Emergency Departments and i deem that you have covid19, lower respiratory infection, but you dont have any reason to be admitted, ill send you home. Our pull monday olmonologists w. We can decrease the exposure risk to our people and ute i willization of ppe. Doctor in terms of reducing risk to employees, 16 employees have tested positive, 300 in quarantine. What is it like to function down that many men and women . Thats a great question. Just to put it into perspective, we are the largest private employer in the state of louisiana. We have over 26,000 employees. So at this point, we recognize that the numbers, although they are quite scary, are actually very small from a percentile perspective. With that understanding, we also know that when we go into health care profession, it comes with certain inherent risks. Its inevitable when you have a Global Crisis like this, where you have a pandemic, that some of us are going to get sick. But i do think that a lot of the policies that weve implemented have really helped us decrease the amount of employees that have gotten sick thus far when you compare it to other countries and the Health Care Workers there. With that being said, its still heartbreaking. Of course. I mean, it is good to hear that you all could see this storm coming, to run with your analogy and you did feel as though you were prepared with ppes, et cetera. Look, you guys are selfless. New this morning, millions of americans trying to figure out how to get their handson some of the money that will be part of the federal bailout bill. More than 3 Million People applied for Unemployment Benefits last week alone. Its certain to grow. Joining me now, cnn chief Business Correspondent Christine Romans and julia chatterley. Romans, this is a taste of whats going on. I want to read a statement from the new York Department of labor. Last week we received more than 1. 7 million calls for new york workers filing unemployment claims. Their dedicated staff answering all the calls and committed to serve every person needed no matter how long it takes. Thank you for your continued patience. Theres two parts of that. Number one, the scope of it. The 1. 7 million claims in new york alone. But the second part of it is, its pretty clear that all those people arent showing up yet on the numbers that were seeing and the needs arent being fulfilled yet because theres such a backlog. There were 80,000 new claims for unemployment officially filed in new york city. You can see that big spread, right . All the other people are going to probably be counted this week or the week after. The state labor departments are telling their citizens, look, youre going to get back dated unemployment insurance. Dont worry about that. But just be patient with us while our systems crash, frankly, because of the huge demand. Youre right, it is a snapshot, john, of the new part of this crisis. The layoff crisis. Because of the shutdown. Weve intentionally shut down the economy and now these layoffs are the by product of that. Julia, people are trying to figure out how they get the money when it comes. Maybe direct deposit, maybe by check. Youve been digging into this. I have. I spoke to the union of taxpayers and the woman i spoke to there said, look, the good news here is if you look at the tax filings from 2019, around 60 of people actually provided direct deposit information. That doesnt include people that get Social Security benefits. So that actually mied under state the number of people who gave the information. Not all of them qualify for checks. But certain limits of people that earned some money but dont qualify, dont earn enough to provide that information. Therefore, theyre going to the treasury secretary said, look, well get them out after april 6th as soon as possible. But history suggests it could take up to two months. Romans, this bailout bill, the house will vote on it, we believe today or will pass by unanimous consent, there are specific provisions which prevents president , the Vice President , their families from getting any direct loans. But, weve learned overnight about part of this bill which can directly benefit the president , Jared Kushner, anyone in real estate, which is these tax writeoffs that had been eliminated or mitigated as part of the last tax bill. That boon is coming back. Explain whats going on. This is fascinating. The New York Times found this slipped in at the last minute on page 203 of an 880page bill. The New York Times called it a bonanza for the richest Real Estate Investors in the country. This is the top of the 1 ers who get this. This is part of a Tax Deduction of real estate depreciation. When you dig all into it, it comes to the tune of 170 billion in tax savings. 170 billion over ten years for the richest, richest real estate families in america. Can i jump in very quickly and just talk about this as well . Yeah. What weve got here when the city that never sleeps then goes to sleep. Every business calls up their landlord and goes, guys, im not going to pay rent. We dont know for how long that goes on. Some part of this will be preventing a cash crunch. You cant have every real estate going out of business. At the same time, to christines point, some people will look at this and go, perhaps were trying to prevent that. But there is an element of greed here, too. You decide. You decide. This is how, though, there were years that Jared Kushner reportedly did not pay taxes, there were years that donald trump reportedly did not pay taxes. Part of this was supposed to be removed as part of the last tax bill. But now its back. That will, i imagine, julia, raise some eyebrows. It absolutely will. Again, ill give context. The Business Roundtable to the representative of some of the biggest businesses in the country. All asked for this and said look, can weave all have this, it will allow us to keep our employees on. There is an element here, a gain of not again, of not allowing every business including the real estate sector to go under all at once. Cases are surging in florida, in michigan, in illinois and louisiana. Governors there still struggling to find ventilators, but theyre facing competition with each other and with the federal government. Hospitals in different locations around the country tell cnn that they expect to run out of icu beds within two weeks. The number of hospitalized patients in new york jumped by 40 on thursday. Refrigerated trucks are now being mobilized as makeshift morgues. More than 150 Health Care Workers at four boston hospitals have tested positive for coronavirus. Overnight, the new York Police Department reported its first death. This morning, more than 10 of the police force is out sick, john. If First Responders and emergency workers cant help, then were all sunk. Thats a source of major concern this morning. It is worth noting, despite all the pleas were hearing from mayors and governors, the president says he does not think that they require all the ventilators and equipment that theyre requesting.
