Sources tell cnn the socalled news conferences will not actually be focused exclusively on the pandemic. The Coronavirus Task force, meaning the doctors and experts like dr. Fauci, may not even participate. President trump cites tv ratings as the reason he wants to bring back the briefings. So, are the briefings mostly about the president s bad poll numbers . President trump also doing an aboutface on masks pun intended. He now calls wearing one patriotic, though he refused to do so for many months as the virus killed 140,000 americans. Also, he was not seen wearing one at a fundraiser at the trump hotel in washington last night. So, its an aboutface on an aboutface. Lets keep this picture up for a bit, if we can. To be clear, by his own definition, the president is engaging in acts here that the president thinks are unpatriotic, in terms that he might understand. Hes kneeling on a mask. Not only that, he seems to be in violation of washington, d. C. s reopening orders which require staff and guests to wear masks at hotels. Also, poor Lindsey Graham, who was in the frame a moment ago. Lindsey graham fell all over himself gushing praise for the president tweeting a mask photo. So, he will be so disappointed, Lindsey Graham. Graham will not only be disappointed in the president , but also disappointed in Lindsey Graham because he was standing right there for the whole thing. This morning, deaths rising in 26 states. At least eight states in puerto rico recording record hospitalizations. Overnight in texas, a judge in Hidalgo County issued an emergency order for people to shelter in place, stayathome orders. But they have restricted their abilities to enforce the orders. Also overnight, the leading diagnostic lab said processing tests could take up to two weeks as the white house tries to block funding for testing and str tracing in the next stimulus bill, money that republicans are calling for. Joe johns is at the white house. We expect to see the president give some kind of a briefing today. How extensive or how much about the pandemic remains to be seen, joe. Reporter anybodys guess, john. Hes got 141,000 americans dead on his watch. He is sinking in the polls. And now hes decided to go back to his coronavirus briefings. Its been months since the president went to one of these briefings. And showing up, just showing up, will not be enough. The question will be about the content and the messaging. President trump announced his regular coronavirus briefings are making a comeback. Were going to give you a lot of briefings in the next week and over the next few weeks. Reporter instead of focusing on the recent surge in cases and the high human cost of the virus across the country, trump gave his attention to the number of americans who could possibly tune into the sessions. Well, we had very successful briefings. I was doing them, and we had a lot of people watching, record numbers watching. Ill do it at 5 00, like we were doing. We had a good slot. Reporter the president s briefings came to an end after he made this bizarre statement in april, suggesting that household disinfectants could be used to treat coronavirus patients. And i see the disinfectant really knocks it out in a minute, one minute. And is there a way we can do Something Like that by injection inside or almost a cleaning . Reporter trumps return to the podium will be after weeks of debate among his aides. Faced with the president sinking in the polls and Many Americans disapproving of his handling of the crisis. One Senior Trump Campaign aide suggesting the briefings arent only about saving american lives, but they could also save trumps reelection chances in november. The strategy also seen in President Trumps sudden support of wearing masks, tweeting an image of himself in one from his visit to Walter Reed National military Medical Center earlier this month, writing, many people say that it is patriotic to wear a face mask when you cant socially distance. Its the only time hes been seen wearing a mask in public after weeks of pushback. I wore one in this back area, but i didnt want to give the press the pleasure of seeing it. Reporter back in april, trump said this the same day the cdc and Coronavirus Task force asked americans to use facial coverings to slow the transmission of the virus. I just dont want to be doing i dont know, somehow, sitting in the oval Office Behind that beautiful, resolute desk, the Great Resolute desk, i think wearing a face mask as i greet president s, prime ministers, dictators, kings, queens i dont know, somehow, i dont see it for myself. And i dont agree with the statement that if everybody wear a mask, everything could disappear. Reporter the president s endorsement of wearing a mask really raises the question of what took him so long to get there. And with that endorsement, it does not appear the president is changing his behavior behind closed doors. The state is reporting record hospitalizations with dozens of intensive care units at capacity this morning. Floridas Largest Teachers Union is suing to block the governors mandate to reopen schools. Cnns rosa flores live in miami with more. I keep on looking at those icu numbers, rosa, and theyre not getting better. Reporter theyre really not. 53 hospital icus across the state of florida are at capacity this morning. Here in Miamidade County, they have gone from operating icus at 107 capacity on thursday to 130 capacity just yesterday. The good news is that the county says that they have more than 400 beds that they can convert into icus. But the other issue and the bad news is the need for medical staff. Now, weve learned that Jackson Health has requested an additional 275 medical personnel. The state has already sent 125 nurses here. And all new this morning, were learning from the state Operations Center that another 39 hospitals across the state have asked the state of florida for more nurses. Now, i wish i could give you a full report on the Positivity Rate here in Miamidade County like i normally do, but on saturday, miamidade stopped issuing its full data report on their Positivity Rate. I asked why, and in a statement, they told me that the state and the county were going to be meeting on monday to figure out the, quote, discrepancies in how they report the Positivity Rate. Well, ive been pushing them since yesterday, and i have not received an answer. Look, its this lack of information, the lack of clarity, that has some floridians very frustrated and taking their concerns directly to Governor Ron Desantis. Take a listen. If you had been [ inaudible shouting ] if you had been infected then you [ shouting ] shame on you reporter now, florida educators are also very frustrated with the governor, filing a lawsuit yesterday against Governor Ron Desantis and his education secretary to try to stop the reopening of schools for inperson instruction next month. Developing overnight, a judge in southern texas issuing an emergency stayathome order for all residents in Hidalgo County, this amid a spike in coronavirus cases and hospitalizations. Meanwhile, Top Health Officials in maryland asking their governor to reimpose restrictions on bars and restaurants. Joining us now is dr. Peter hotez, the dean of the National School of tropical medicine at Baylor College of medicine in houston. Dr. Hotez, good to see you. So, Hidalgo County, stay at home i mean, in other words, its going backwards. What prompted that judges order . Alisyn, we had 34 deaths in the last 24 hours in not a very large county, so south texas is just getting hit incredibly hard. Its underreported because this is an underserved area, hispanic, latinx population. High rates of poverty. The hospitals are overwhemd. This is a dire humanitarian crisis down in south texas. And there are many stories across texas and across the southern United States among hispanic and latinx Communities Just getting hammered, and were not really getting a full accounting of this. My suspicion is that the death rates are extraordinary among these populations who live in poverty, who represent essential workers, who have to be in the workplace in order to support their families. And these are just incredible tragedies, one of the many, of course, in this 2020 epidemic in the United States. But we just dont hear enough about the role of covid19 as a health disparity, and im very discouraged by that. Dr. Hotez, you said we should stop counting on the administration for answers here and look to others to lead. In that vain, the white house, the president has announced hes going to begin holding briefings again, which will include some information, i imagine, on the pandemic. How much of a difference do you think this will make . You know, in the past, john, the quality of the briefings is very poor. There was not they were not very informative, and they were horribly organized. I mean, you would just have several different people get up there, cite different facts or factoids, but it was left to you to kind of string together the real story of what was happening. They never got up there and said, look, this is the three big problems that are facing the nation right now. This is where if we dont do anything, things will head, and heres what were going to do about it. It seems pretty obvious, doesnt it, that this is what you would do in a briefing, but that was never done. It was just this random collection of facts, with the Vice President and the physicians on the task force. So, you came away saying, well, what actually are they going to do . And now we know, they didnt plan to do anything. There was never a national plan. It was put the states out in front. Well provide some backup fema support and other types of support, when asked, but this is why were in this terrible situation. There was never a federal response led by epidemiologists who knew what they were doing in terms of giving directives to the governors to tell them what to do. And so, a few of us are starting to do this independently, now putting together what needs to be done, because we can do a lot between now and october in terms of reducing the hospitalizations and deaths. And its just so awful and tragic that its not coming out of the federal government. Dr. Hotez, its also, as you point out, so awful and tragic. 34 dead in one county in 24 hours . I mean, that is just such a stunning number. And you know, at the same time, we had heard that things, therapeutics were working, you know, hospitals were trying new things. They were going to be able to keep the death count maybe down, somehow, through steroids or through remdesivir being, you know, distributed at hospitals. And so, is that just not across the country . I mean, why are deaths spiking, if weve made progress . Well, the deaths spike for three reasons. And now were starting to see it. Remember a few weeks ago we heard from the white house, no deaths . And we all said there was going to be a lag in deaths . And sure enough, now were seeing a steep rise in deaths in florida, texas, across the south. And they come in three different waves. The first part is the fact people on ventilators for periods of time finally succumb. Thats a big part of it. The second is the fact that as hospitals become overwhelmed, as hospital staffs become overwhelmed, its not just the beds, its the human capital, donning and offing ppe multiple times a day, hospital staff getting sick. This is what were seeing across the south. Thats when you get the second big waves of deaths coming along. We saw this in europe. We saw this in new york. And guess what, were seeing it here. So thats also happening as well. Its just impossible to manage the surge. And then there are the unreported deaths at home, which according to some estimates, may account for an extra 20 deaths. So, all those three are coming together now in south texas and across the south. And again, its mostly happening to people of color and the working poor in many of these counties. All preventible and predictable, unfortunately. Some vaccine news yesterday. The vaccine study out of oxford, the one that they are promoting, also one in china, moving to the next step, shown to produce an immune response and also very few significant side effects at all. What does this mean, dr. Hotez . How much hope do you hold out . Well, as dr. Fauci uses always that term cautiously optimistic, and i would echo that. I think looking at the oxford vaccine and that study that was published in lancet, they really only got a really strong immune response that looked promising in individuals who got two doses of the vaccine, not one dose. And the reason thats important is there were only ten patients in that study who got two doses. So, cautiously optimistic in the sense that it looked good in those ten patients, but were going to need to vaccinate thousands of patients in order to get an idea whether these vaccines are actually working and theyre safe. So, i think the takehome message, a number of the warpspeed vaccines, and a number of the chinese vaccines, is theres enough there there, in order to move it into clinical trials, large trials, 20,000 to 30,000 people. And next year well get a better read on whether these vaccines work and are safe. So cautiously optimistic. Dr. Hotez, thank you so much. We learn so much talking to you, even if the information is hard to hear. We really appreciate it. Thank you. New details about the Coronavirus Press briefings that the president is going to resume this afternoon for the first time in nearly three months. Cnn has been told that the briefings will not exclusively focus on controversy. The president had to be promised that in order to agree with it. The task force, we are told, will not necessarily be participating. And the reason the president says he wants to do the briefings is ratings. We had very successful briefings. I was doing them, and we had a lot of people watching, record numbers watching. In the history of cable television, television, theres never been anything like it. Joining us now, cnn political analyst sun min kim, with the washington post. Leave aside how the families of thousands of dead americans must feel about the president s television ratings, but the briefings do tell us something about how the white house feels. The white house clearly feels the president has lost control of the narrative when it comes to coronavirus. And a prime example of this is something were seeing on capitol hill, which i think is fascinating. And i dont want to get lost here. There is a big split between republicans on capitol hill and the white house. The president and the white house wants to remove funding for testing and tracing and funding for the cdc from the new stimulus bill, and republicans on the hill think thats a bad idea. So, whats going on here . So, in terms of capitol hill, there are so many issues where the white house, the administration, and Senate Republicans who will have to shepherd this bill through the senate and eventually through congress are so far apart. You pointed out one of the major parts that they want to reduce the funding for the testing and tracing. I cant tell you, you know, the very influential senators on capitol hill yesterday who are talking about roy blount, lamar alexander, the two who oversee education policy and Education Funding and also Health Policy and health funding. And they say this is not a good idea. You need more money for testing to resume normalcy. You need money for testing for schools to reopen. They had a meeting last night with white house chief of staff mark meadows, and they are still as they left the meeting, they told reporters they are still working on this, but there is also a lot of disagreement between the white house and Senate Republicans on the merits of the payroll tax cut. This is something that the president has pushed for , for months. But something that very few republicans on capitol hill actively want and think its a good policy. I think i have counted maybe on two fingers the number of republican senators who have come out and said they support it. And we expect that to be a very contentious topic of discussion when treasury secretary Steve Mnuchin and mark meadows, the white house chief of staff, come meet with Senate Republicans later today on capitol hill. Seung min, in terms of President Trumps instincts on being on television, hes not wrong. A leader being on tv is a powerful tool, that often. When the president was doing these coronavirus briefings and was giving real information for a while, or at least dr. Fauci and the doctors around him were, his ratings did seem i mean, his Approval Ratings john, i see your skepticism, but they did tick up. When the Coronavirus White House Task force briefings were going on, his own Approval Ratings ticked up. But then, when he sort of sidelined the doctors and said that americans should inject themselves with disinfectant, his Approval Ratings went down. So, obviously, he has to be careful about what information he gives out. Will the doctors be there . Will dr. Fauci be there today . That is a major question that were watching. Because youre right. According to cnns reporting, and also according to our reporting, this Coronavirus Press conference is not going to focus on just on the pandemic. You have heard white house officials tell us, saying he could touch on a variety of other issues, other issues of the day. And you saw, i sat through a lot of those press briefings with the president. Yes, at the beginning, they were primarily pandemicfocused, but they devolved into other things. You know, he fought with reporters. Even when it came to the pandemic, he asserted things that were not, according to public guidance. I mean, we mentioned the disinfectant issue. I mean, it was not that long ago that the makers of lysol had to warn consumers not to use this as a medicine sort. So, we have to see if they stick to plan and on message. And while these press briefings were theyre still continuing to do them, but they appear to be less and less helpful to the president and to the public in late april. Republican senators were telling me that, look, in a gentle way, republican senators were saying, look, maybe its better for a president to defer to the Public Health experts and let them, you know, let dr. Birx, let dr. Fauci, let the cdc and nih officials tell the public this health information. And i know some republicans yesterday were a little bit nervous about the news that the president was resuming his press briefings. So, first real test will be 5 00 this afternoon and see how helpful that information from the president will be. I have to say, one of the things thats most interesting is the way that the republicans on capitol hill are treating the president , almost begging for him to lead here and trying to give him positive reinforcement, the way you would to, you know, a dog, or the way you would to your baby when youre trying to feed him. Youre not going to like this, alisyn, but let me put up Lindsey Grahams tweet here, after the president put out that picture of himself with the mask yesterday. Lindsey graham put out a tweet that said, couldnt agree more well done, mr. President well, you know what that made me think of . That made me think of the viral video from Corey Lewandowski oh, god. Basically praising a kid for learning how to potty train. Listen to this. I hear that youre starting to use the big boy toilet. So, congratulations, and youre doing a great job with your poopies. Congratulations. Oh, god. Thats what it felt like. Oh, my god. Honest to god, thats what it feels like. Republicans saying, good job, mr. President youre wearing a mask good job, sitting on the toilet. It also reminded me, when the president did actually wear a mask a couple of weeks ago at walter reed. You had so many members of his Campaign Staff and his official staff tweeting praise of how president ial he looked, saying, thats my president. That was their way of positively reinforcing the president wearing that mask, which we know he had been so hesitant to do. Republican senators are also trying that same tactic. Theyve seen for the last 3 1 2 years that arguing with him head on just does not work, whether its in public or in private. That positive reinforcement is something that does get across to this president. And on masks, thats the one area where Senate Republicans have really split with the president on. You know, we had the president saying, you know, i dont have any issues against masks, but its an issue of personal freedom. He would not commit to a National Mask mandate. He had kind of mocked reporters who wear masks, asking them if theyre trying to be politically correct. But mitch mcconnell, both in kentucky and here in d. C. , is out there pounding the drum, wearing his Washington Nationals mask, urging the public to cover their face. Senate republicans are promoting maskwearing on instagram and twitter. So you really do see that divide just on basic Public Health guidance between republicans on capitol hill and the white house. Theyre going to need to find more scooby snacks because the president was at that fundraiser last night in washington not wearing that mask. On his website, the attorney describes himself as an antifeminist who defended mens rights. Cnns Brynn Gingras is live in north brunswick, new jersey, with more. What have you learned, brynn . Reporter hey, alisyn, good morning. Den hollander had a written history about, you know, his hatred, really, for women, and also his actions show that as well. Once he sued Columbia University for their womens studies. He also had some written history about judge salas herself. But this morning, it is still unclear what drove him to come to this house and attack the judges family. New details in the attack on a new jersey federal judges family. The fbi identifying roy den hollander as the primary suspect in the shooting of judge esther salas husband and son in north brunswick, new jersey, sunday. Its a stomach punch, not just for me, but for everybody who lives in this town. Its a horrible and terrible thing, and it could not have happened to a nicer family. Reporter den hollander was found dead monday, more than two hours away in rockland, new york, from an apparent selfinflicted gunshot wound, according to two Law Enforcement sources. Sunday night, a man approached salas home, appearing to be dressed in a fedex uniform, and then shot salas 20yearold son in the heart after he opened the door, killing him. Authorities found a fedex package addressed to the den hollander, a source told cnn. Gunshots were very, very loud. We just opened the door, and we hear some gunshots. But i thought that some kids were playing something, you know. Because usually, it was very nice and quiet area. Reporter the judges husband, defense attorney mark endera, was also shot and remains in Critical Condition after undergoing a second surgery. Salas was reportedly in the basement at the time of the attack and was unharmed, according to the new york times. The whole family, very, very devoted. Theyre wonderful people. You never heard anything. You knock on anybodys door, go through the whole neighborhood, you never or go into the courthouse. Ive never heard a negative thing about esther salas or mark. Reporter den hollander did have personal issues with judge salas, who was appointed by president obama in 2010 and was the first latina judge appointed to the Federal District court in new jersey. On his website, den hollander disparaged the judge in racist and sexist terms, claiming female judges of latin american descent were driven by an inferiority complex. Den hollander argued one case in front of judge salas, representing a woman and her daughter who sought to register for the militarys selective service. The military does not allow women to register. Den hollander argued that this was unconstitutional and salas did agree with some of his arguments, allowing the lawsuit to continue. Den hollander was a selfdescribed antifeminist and mens rights activist who brought controversial lawsuits to court, arguing ladies night specials at clubs and bars were discriminatory against men. The Supreme Court declined to take up that suit. Im now trying to turn the tables of equality on the feminazis who have changed this country. Reporter and we just learned that federal officials found the photo and name of new york state chief judge janet de porie in the car of den hollander, according to the Public Information officer. Its unclear, though, if she was also an intended target of den hollander. As far as the victims, though, salas family, mark, her husband, is in stable condition. But john, hes going to need another surgery today stemming from this attack, according to his law partnership, whos also the godfather of the couples only child, daniel, who died in this attack. Daniel was headed to his junior year at Catholic University and wanted to be a lawyer, just like his parents. Such tragedy for this family, such a loss. Also developing this morning, cnn has learned that President Trump is preparing to send federal agents to chicago, he says, in response to a spike in crime. There was a line of federal officers that came from this courthouse behind me, pushing protesters back, deploying smoke grenades, these crowd dispersants, again to push them back. This is part of this pattern that weve seen, that some of the officers, again, will set up a perimeter here and then theyll quickly retreat back into the building. Now, these protests have been going on for over 50 days. And one thing that i have to tell you is that a pattern that we have noticed, as we look at how this is being described in washington, is that this caustic nature, saying, you know, the president and some of his officials at the department of Homeland Security, saying that theres widespread bedlam and chaos in the city of portland, is simply not the case. I mean, the epicenter of these protests is largely relegated to this one city block behind me, this federal building, which has served as a focal point for protesters who want to see these officials these federal officers out of the city, this infusion. Now, to be sure, there have been acts of violence. There have been people trying to break into this building, defacing. There was at least one agent that was attacked. And officers are obviously dealing with that. But this description that theres widespread chaos, simply not the case. Nevertheless, President Trump saying that hes not only going to send federal forces here, he wants to see them in other cities as well, saying that particularly those run by democrats, which, again, raises questions of whether this is politics one of those cities mayors, Lori Lightfoot in the city of chicago, speaking out with some pretty harsh words. Take a listen. Our democracy is at stake, and ill be darned if im going to let anybody, even if their name is mr. President , bring those kind of troops to our city and try to take off our residents. Thats not going to happen in chicago. And if they try it, im going to use every tool at my disposal to stop them. Were not going to have tyranny in the city of chicago. Its just not going to happen. Reporter now, very critical there, obviously, of some of this caustic language out of the white house. Mayor light foot is one of six mayors calling on federal resources to leave their cities. They are not taking this lightly, the accusations that these cities are filled with widespread chaos and violence. Again, speaking out there. But again, this is a standoff, john and alisyn, we continue to see, where you have protesters here that want these federal resources out, you have local cities here in the city of portland that want these officials out. Nevertheless, the president and department of Homeland Security saying that theyre not going anywhere. Alisyn . The Largest Teachers Union in florida is suing the state over its executive order mandating that schools reopen next month with inperson instruction. In the lawsuit, the union says the state is unconstitutionally forcing millions of students and teachers into unsafe schools. Joining us now is frederick inning gram, president of the Florida Education Association and a teacher in Miamidade County. Mr. Ingram, thank you very much for being here. Youre suing the governor over his mandate to open schools. You say its dangerous. But im sure that youve heard his logic, or at least the commissioner of educations logic, which is that its also harmful to students in terms of psychologically, socially, you know, emotionally, and to their parents financially for them to be out of school. Heres what the commissioner has put out in a statement there is a need to reopen schools fully to ensure the quality and continuity of the educational process, the comprehensive wellbeing of students and families and return to florida hitting its full economic stride. So, thats their logic. Whats your response . Sure. And thank you very much for having me this morning. Listen, im a High School Band director, and nobody wants to be in front of kids in classrooms and back in our Public Schools more than our teachers. There are over 200,000 teachers that get giddy with zeal, start preparing lessons and start doing professional development to get back in their classes, but the backdrop of that is this, we have 360,000plus cases in the state of florida of covid19. We have 5,000plus deaths. The startling statistic that you all need to know is that we have 23,000 children that have been tested positive for covid19 here in the state of florida with a 13. 4 Positivity Rate. These are not circumstances in which we have business as usual. We cannot be guided by politics, nor can we be guided by the economy. We must keep kids alive, we must keep them healthy and safe. The florida constitution demands us to do so, and we believe that this executive order to have brickandmortar schools does not give us a constitutional situation where we can go back to school safely. Mr. Ingram, that is a really stunning statistic, that youre right, i didnt know. 23,000 children, you say, in florida have tested positive for covid19. That is remarkable. Your governor, as you know, believes that even if they test positive, they dont pose a risk. So let me play you what he says. I look particularly at those Elementary School kids. And the science on that is just overwhelming. Yes, theyre at almost zero risk, but even more than that, transmission from an Elementary School to an adult is extremely rare. Obviously, there are new studies that show hes wrong about that. There with a huge study out of south korea that show that children ages 10 to 19 spread the virus as much as adults do, but under 10, less so. So, what do you say to him saying that its zero risk . So, its unfortunate that we have a governor that is playing politics with childrens lives, with teachers lives, with cafeteria workers and bus drivers and secretaries, and people who really want to get back into oyer Public Schools. Listen, there is a risk. There is a risk that we dont know. There is a risk that hes willing to take. And one life lost is one too many. For a child who goes back to a multigenerational home, who lives with their grandmother, who lives with an aunt or who lives with a mom with underlying issues, who may have a sibling who is sick and they pass on or transmit this disease one way or another. And its too early for us to find that out, and its too early for florida to be the petri dish for america. We cannot experiment with our Public Schools. We can be reckless with bars. We can be reckless with beaches. We can be reckless with restaurants. But we simply cannot be reckless with our Public Schools. Thats not fair to our students and our teachers who want to get back to work. As i understand it, heres what youre looking for adequate protective gear, reduced class sizes, hand sanitizing stations, increased staff and clinic capabilities, plexiglass shields, where necessary. Is the state working on those things . And if they accomplish those things, youre saying youll go back . So, we have an opendoor policy with the governor. We have not heard from the governor. I would extend to him another opportunity for us to sit down to the table and lets get this right. Lets come out hand in hand, arm in arm together. Lets develop a plan that is comprehensive with all of those issues, including reasonable accommodations for those teachers that dont go back or wont go back. It should not be a cause for them to lose their jobs. What are we going to do when a teacher gets sick or ill . Are we going to bring in a substitute teacher to put themselves at risk . Are we going to quarantine a classroom . Are we going to quarantine a school . We dont have any guidelines in place, any recommendations in place. The governor and the commissioner of education just said, hey, go along, find out what it is, and well approve it, if we want to. And if we dont approve it, then we will potentially take money from your school districts. Thats unfair to our courageous superintendents, our school board members, our principals, teachers unions that want to get this right for our kids. We have got to do better here in florida. We are the epicenter of this crisis right now and we need to fully recognize that and be guided by the science. Fedrick ingram, great to talk to you this morning.
