Thats the highest singleday total in more than a month. Last night, President Trump falsely claimed that he did not downplay the threat of the virus, contradicting his own recorded words to bob woodward in which he admitted he likes downplaying it. The president also trying to blame joe biden for not instituting a National Mask mandate, which would be difficult for joe biden to do, because biden is not the president. But lets begin with the breaking news on Hurricane Sally. Cnns gary tuchman is live in Pensacola Beach, florida, in the middle of all of the torrential rain. Whats happening, gary . Reporter alisyn and john, youll have to excuse people here in the town of Pensacola Beach on santa rosa island, a barrier island, if they feel its time to maybe Start Building an ark, because a terrib torrenti torrential rain has been falling for 15 hours. A week ago, we had 145mileperhour winds, but ended up with negligible storm surge and not a lot of flooding. I have taken a walk around this morning and seen it on this barrier island. Right now, the sidisland is clo. The bridges to the mainland are closed. Anyone who decided to stay and people like are stuck here until this is over. The winds are now at 65 Miles Per Hour sustained and 83mileanhour gusts. The last gust we got, which is Hurricane Force. But it is the rain, the possibility exists of up to 2 feet of rain, yes, thats feet. And thats a big problem. Roads underwater, storm surge coming in. And theres great concern what this island, population about 4,000 yearround residents will like when its all over. One thing i want to point out to you, alisyn and john, there was no mandatory evacuation in effect. Its a voluntary evacuation. Part of the reason for that is the concern, like we talked about two and a half weeks ago, of going into shelters during a pandemic. People are taking it very seriously, we see absolutely no one Walking Around this morning, and even during daylight yesterday when we were on the beach, just a couple of people. People are taking it seriously and what we certainly hope for are no casualties when this is all alisyn, john, back to you. I know the flooding is a concern, but 86mileanhour gusts, difficult to stand up in, we applaud you for your efforts out there. You talk about the flooding concerns, how much rain theres been. How high could the water get where youre standing . Reporter so the talk is, the possibility of a storm surge of up to 9 feet. People always ask me, why are you out in the wind and the rain and the possible storm surge. We carefully select where were at. Were at an elevation of 25 feet, so were not particularly worried about that. There is some sheet metal rolling around and some roofs have come off, but we have an area where its not coming, weve scientifically evaluated that. But there could be a huge storm surge, and once the daylight starts, the sun comes out, well take a look around. Im so glad that gary pointed that out. Here the mobile, the most intense winds weve seen through this entire storm has kicked up here in the last hour. That is because the closest edge of this watch is starting to come inland, it is starting to approach that area between mobile and pensacola. So this should be the region hardest hit by Hurricane Sally. And it will be catastrophic to see, when you consider the amount of rainfall, the intensity of these winds, that in and of by itself, if this were a quickmoving hurricane, probably might not be causing that much damage. But because this storm is moving so slowly, its going to extend the amount of time this region is exposed to these close winds and they are relentless at this point. We are seeing a great deal of intense rainfall, some of the fiercest winds weve seen all night and that will continue for the next several hours. If anyone is sleeping in this region, this is what they will be waking up to, if they havent already been up throughout most of the night, considering what were experiencing and hearing here in the mobile area. Were on the edge, on the Northern Edge of mobile bay, and this is one of the mobile rivers that empties out into the bay. And it is raging straight south into mobile bay. It gives you its fascinating to see the intensity of these storms to give you a sense of why forecasters talk about the intense flooding and the danger of the flooding inland, because this storm can control all of these rivers, tributaries, all of these bayous that empty out into these pays. And thats why even though youre not close to the coast, theres going to be a great deal of concern about when storm does to inland communities here over the next few hours. John and alalisyn . Just moments ago, Hurricane Sally made landfall near gulf shores, alabama, so lets get right to cnn meteorologist chad myers with the latest track and all the rainfall projection. What are you seeing . Gulf shores, louisiana, right in the middle of the eye right now. The winds are almost calm. Thats a far cry from where they were about 30 to 40 minutes ago when the northern eye wall was onshore. Now that eye wall has moved closer to orange beach and very close to our gary tuchman right now, where the worst of the winds are still to come, somewhere between 83 and 86 miles an hour. Well zoom you in and tell you whats going on. There are flash flood warnings, flash flood emergencies. Yes, its flooding, but this is the next step up from there, across this area. Some spots already about 18 inches, radar indicated. And here is the center of the storm, right there and this would be right there. Gulf shores and thats your x. That is right in the middle of the eye. Thats where the landfall came. Pensacola, you are really in the worst of it now, about to get worse for maybe about another 30 or 40 minutes. And all along 98, all along 38, this is where the winds will continue to be very strong for the next few hours. The rains are going to be very heavy for the next few hours. Maybe the next 12 hours. In some spots here, look at the white. Most of this offshore, but there are white areas here from pensacola ahead of destin that have already picked up the 20 inches that was predicted. The storm is moving to the north northeast, somewhere around 3 Miles Per Hour, maybe 5 Miles Per Hour at this point. It travels across parts of mississippi, alabama, and into georgia. And then this, although the wind will begin to go down, maybe 60 or 50 Miles Per Hour, this is where the rainfall is going to, again, be very, very heavy from atlanta and southward, from montgomery and southward. Were going to see 6 to 10 in places that cant handle 6 to 10 at all. Not that nobody can handle 20 like they have at the gulf coast. Chad, keep us posted. Obviously, the hurricane has made landfall. Were watching its path and watching how much rain is falling. Joining us now, mike evans, director of emergency management, how are things going a you have 6 08 eastern time. Its pretty hectic. It did do an eastward shift starting yesterday evening on into tonight. And last night. And so that shift, as it shifted eastward towards the alabama florida line, it gave us some relief. Now, were still having problems. Our sustained winds here overall in the county are probably about 50 Miles Per Hour with gusts up to 70 and 80 Miles Per Hour right now. I know the major concern is the rain. The amount of rain thats falling. Where do things stand right now . Yeah, so, weve probably already had a good 15 inches in the large majority of Mobile County. The coastal areas probably even higher than that, well into the 20s. So the concern there is this storm is moving so slow that, you know, if it would move on and get out of here, it would be one thing. But as it moves very slowly it, continually dumps that rain. So were looking at maybe many, many hours of this type of rainfall. And thats very concerning, because what will happen, you know, the grounds already saturated, so the water has nowhere to go. And that causes all kinds of problems with saturated ground, tree roots start having issues and trees start going down. It affects roads, it affects our power grids. Its just its going to be a long process. What are you hearing in terms of people who may be trapped, stranded . What situations have people found themselves in this morning . So far, over on our side of mobile bay, we havent been getting a lot of calls. We put out a recommended evacuation monday afternoon for our coastal areas, zones 1 and zone 2, a evacuation, which are surgeaffected areas. And we opened some shelters. We do have people in both shelters right now. We encourage people that, you know, because of covid19 and the shelter environment, if they didnt feel comfortable, if they had friends, family, or relatives in the central and northern parts of Mobile County to please go stay with them. So it appears a lot of people took advantage of the opportunity to go inland and go to the shelter. So weve been getting minimal calls right now. But the sun is going to be coming up here in a little bit. And as the storm continues to move and the winds die down, you know, we have historically started getting calls from people. You know, right now for us with the weather, the time would be to hunker down. Wherever youre at, you stay inside unless you have to get out for the water. Last night, the president faced tough questions for about 90 minutes from undecided voters in pennsylvania. They challenged his handling of the coronavirus pandemic on numerous fronts. But the president is typical fashion, responding with a series of falsehoods and contradictions and insisting he has no regrets about his pa handling of the pandemic. They said at the democrat convention, theyre going to do a National Mandate. They never did it, because theyve checked out, and they didnt do it. And a good question is, you ask like joe biden, they said, were going to do a National Mandate on masks. Now, there is, by the way, a lot of people dont want to wear masks. There are a lot of people that think that masks are not good. Reporter while joe biden has called for a National Mask mandate, he doesnt have the authority to put one in place. The democratic president ial nominee tweeting, to be clear, i am not currently president. Trump fox efocused on wishful thinking, falsely claiming the coronavirus will just disappear. Its going to disappear. Youll develop a herd mentality, its going to be herd developed. And thats going to happen. That will all happen. But with a vaccine, i think it will go away very quickly. Reporter but Health Experts say a vaccine doesnt mean the pandemic will immediately end. Everyone is sort of banking on the idea of the vaccine, which theres optimism around that. Its not going to flip a switch somehow and we still have to do things in this country to save as many lives as we can. I mean, you know, we keep talking about this as if it were in the past, in the past tense. Were still very much in this. And yesterday, President Trump also hosted israeli Prime Minister Benjamin Netanyahu and the Foreign Ministers from the uae and bahrain. They signed historic normalization agreements that could really shift the fundamental dynamics of the region. But what was also striking, alisyn, was the crowd. The crowd yesterday. No social distancing at the white house, very few masks being worn. And of course, so nobility, also, because not only of what is happening here in the United States, but in israel. They are recording record new cases of this week and about to enter a second lockdown. Jeremy, thank you very much for all of that. Joining us right now is Toluse Olorunnipa, a White House Reporter for the Washington Post and dr. Hotez with Baylor College of medicine. Great to have both youve. So dr. Hotez, President Trump seems to still be pushing for a herd immunity strategy. If only he knew how to say it. He doesnt know what hes pushing for. Im not sure what herd developed is, which is what he just said is going to happen. He also said its herd mentality, which is a completely different thing. Dr. Hotez, i will spare you on having to opine what if joe biden said those things, the field day that the Trump Campaign would have with him getting words wrong. But just the notion that he still thinks that herd immunity is the way to go. And George Stephanopoulos had to point out, except that hundreds of thousands would be killed with that. Well, hes actually when he said herd mentality, that was actually more accurate. Hes trying to create a herd mentality by trying to make statements that covid19 is not a real problem, that it should just go away. You know, pay no attention to whats behind the curtain, which is this, one of the worst Public Health nightmares thats ever affected our nation, a catastrophe now leading to 200,000 deaths and many times more with long haul injuries now from covid19. Were starting to realize that. Look, this idea of herd immunity is still very much an ethereal concept. Its still very much theoretical. Some say it requires a 50 to 60 of the population would have to be infected, which of course would lead to catastrophic numbers of deaths, many times more than the 200,000 were currently looking. A million or more, although others say herd mentality there you go. Herd immunity may actually be a far lower rate. The bottom line is he refused to launch a National Strategy to control this virus. He had multiple opportunities. He had access to the best scientific and epidemiologic minds the world has ever seen to help him through this, and he absolutely refused to want to acknowledge that the scope of the problem and acknowledge that we could have taken steps to block this. And at least 80 of the deaths could have been prevented had he acted not only quickly to prevent the virus introduction into europe, well before the travel ban from europe, but also then advocate very strongly, use the full power of the presidency, the full power of the centers for Disease Control to mauk thke this go away, make stop. And he refused. What was really interesting to me, theres opinion a lot of talk about what the president knew in february to bob woodward. Now we know what he thinks at this moment. Leaning into the idea of herd something, the threesiyllable word that he cant remember. But now hes casting new doubt on wearing masks, on tv, in front of millions of people last night. Lets listen to that moment one more time. Now, there is, by the way, a lot of people dont want to wear masks. A lot of people think that masks are not good. And there are a lot of people who are those people . Ill tell you who those people are. Waiters. They come over and they serve you and they have a mask. I saw it the other day where they were serving me. Theyre playing with mask im not blaming them, but im saying what happens. Theyre playing with the mask, so the mask is over, and theyre touching it, then theyre touching the plate. That cant be good. Waiters, toluse. Waiters. Again, this is where we are at this minute. This is ant discussion nt a di february, this is the president on tv last night. How do you assess that as a moment of leadership. The president is really sort of disassembling in front of the American Public in which he was facing questions directly from voters. This isnt four years ago where he could just sort of boast about what hes going to do and talk about his great history as a businessman and how hes going to use those skills as president. Now he has a record. The record is that we have almost 200,000 americans who have died. And millions of americans who have lost their jobs. Millions of parents who cant send their kids to school, all because of whats happening under his leadership. And i think facing those voters and hearing those direct questions, he really struggled to provide any kind of answer. This is not an answer that you can kind of spin your way out of or boast your way out of it. You have to be able to provide answers to the American People about your record of leadership and from the questions that we heard, from the experiences that so many different americans have had, theres a lot of concern the president s record is not being the president ial test that he faces as a leader of the country. And as we have seen the United States have the worst number of deaths in the world, responsible for more than 20 of the deaths, even though we only make up less than 5 of the global population, i think people get that, people understand that, and the president just did not have an answer for it, and thats why he continues to sort of flail about, trying to find an answer for what is his biggest test as president , and could be his downfall when it comes to what voters are considering and what theyre focusing on, just about seven weeks before they cast their ballots. Dr. Hotez, sometimes its just so absurd, that i struggle with whether we should even waste your time dissecting it, but what he told voters last night directly, that is where the voters got to see his actual thinking and logic, was that hes taking his policy cue from waiters. Yeah. And i think that the important point to also make is, were not out of this yet, alisyn. The predictions are that theres going to be a rebound this fall for our third big peak. We had that first big peak, march and april, when you heard sirens day and night throughout new york city and then it went down to around 20,000 new cases a day and it spiked up to this horrible new number of 70,000 new case days. A massive surge across the south. Now its slowly coming down to back around 35,000 new cases a day. But guess what, in the last couple of days win noti, i noti of an uptick both in cases and deaths. Are we watching that . Are we starting to see that fall rise now . And we need leadership to help us through this. We need a National Strategy. We already know that putting the states in front and debating masks is not helping anybody. Im really worried about how were going to get through the rest of the year without a huge surge in deaths. I dont want to get to 200,000 deaths by the end of this month. I dont want to get to 400,000 deaths by january 2021, but thats where were heading. At what point do the American People say enough . We need to implement that strategy. And how do you get to the white house . How do you get to the White House Coronavirus task force to do something for a change . This is just beyond belief. I dont want to disappoint you, dr. Hotez, but were going to get to 200,000 deaths in the next week at the rate were going. Now, there might be some reporting issues there, but the bottom line is this number is not going down nearly as quickly as it has to. So professor, we thank you for being with us. I dont know what the president thinks about the issue of leadership and coronavirus. And this is what woodward took away from all of it. Liste listen. I dont know, to be honest, whether hes got it straight in his head what is real and what is unreal. That is why, at the end of the book, i say, in totality, my judgment is, this is the wrong man for the job. So, matt, take that in conjunction with what else we saw over the last 24 hours, the president dissembling in some cases on the pandemic in this abc news town hall. And whats your big takeaway . Look, i think this was his test. I think that donald trump has gotten very lucky in life by following his gut and by faking it until he makes it, essentially. And then coronavirus came along and it came along during his reelection year. And he tried to do what has always worked for him before, which is fake it until you make it and to bs people. And it didnt work. I think, you know, those of us who have been saying all along that character matters and that character is destiny, turned out to be right. He is looking like hes facing a very difficult reelection. And you know what . Donald trump could have messed around for three years and done a lot of the crazy stuff that he did, but if he had responded well to this test, to covid19, he probably would have won reelection, but he wasnt ready for it, he didnt take it seriously, and i think the chickens are coming home to roost. And of course, toluse, thats connected to his Health Care Plan, which is nonexistent, though he has promised it repeatedly. And last night, there were people in the audience, regular voters, undecided, who were desperate for an answer. Let me just play one woman who tried to explain to him that there is going to be a gap between the time that they that his administration is able to kill obamacare in the courts and when her preexisting condition is going to be covered, if at all. So heres that moment. Should preexisting conditions, which obamacare brought into brought to fruition, be removed . No. Without please stop and let me finish my question, sir. Should that be removed within a 36 to 72hour period without my medication, i will be dead. And i want to know what it is that youre going to do to assure that people like me who work hard, we do everything were supposed to do, can stay insured. Its not my fault that i was born with this disease. Its not my fault that im a black woman and in the medical community im minimized and not taken seriously. It to know what you are going to do about that. So, first of all, i hope you are taken seriously. I hope you are. So toluse, the president went on to say, were not going to hurt preexisting conditions. But that just flies in the face of what theyre doing in the courts. And let me just play one mored by of sound, which is where he tries to explain it. George stephanopoulos presses him on this. You fought to repeal obamacare. You were arguing well, i essentially did because you are arguing in the Supreme Court right now to strike it down. That would due away with preexisting conditions. No, so we can do new health care. But youve been promising a new Health Care Plan. I interviewed you in june of last year. You said the Health Care Plan would come in two weeks. You told Chris Wallace this summer it would come in three weeks. I have it already but youve been trying to strike down preexisting conditions it doesnt matter i have it already. Toluse, he has the Health Care Plan already, but hes keeping it a secret . Yeah, this is really offensive to a lot of voters, especially tens of millions of americans who have preexisting conditions. You have this secret plan, youre going to be able to see it at some point, it will be ready in two weeks. Last year, this summer, he said it will be ready in two weeks. He said theres an executive order right around the corner. Its sort of this shell game where he keeps promising this plan, even though everyone knows that he does not have a plan. Hes had 3 and a half years in office to come up with some kind of Health Care Plan and the only thing hes done is try to chip away at obamacare and fight it in the courts. And like this woman who challenged him directly, there are millions of americans who if obamacare is thrown out, they will have a gap. They will have a situation where their preexisting conditions are not covered without an act of congress and theres no sign that President Trump can lead congress to come up with some sort of broad Health Care Plan. They cant even come up with a plan to deal with the coronavirus pandemic and have a relief bill in the middle of a great crises. So health care, which has been a challenge for lawmakers for decades, not something that people have a lot of confidence that this president and this congress will be able to come up with a quick deal on. There are millions of americans that are hanging in the balance. This is a huge inadvertently for the president , as he faces reelection. And you can tell that he knows that, because he keeps sort of trying to promise this secret grand strategy that everyone knows just doesnt exist. And its a big revelation that the president does not have a plan and he was challenged by voters on that this far into his term, he does not have any kind of a health care strategy. And i think a lot of americans know that at this point. Matt, weve got to run, but how do you assess his interaction with voters overall, over the course of that town hall . Look, i think its smart hes going out there doing this, right . Its a little bit risky, anytime that you do a town hall. We already remember that debate where george h. W. Bush looked at his watch and was asked how the debt or the deficit personally impacts him and kind of botched that. So its dangerous. Donald trump, you know, hes donald trump, right . Hes going to say some crazy stuff. Hes going to make up things, hes going to talk about his, you know, hot girlfriend who lives in canada, which is like this Health Care Plan that probably doesnt actually exist. But at the end of the day, i think that he probably helps himself at the margins. People like him or they hate him. Theres a sliver of people who are still deciding. And so i think that when he puts himself out there, its better than not doing so. Matt, toluse, thank you both very much. All right. We need to get to our top story. Whats the situation right now, gary . Alisyn, i want sounds like a war is being fought. The sounds are loud and jarring and frightening. You hear transformers exploding, you hear metal being scraped along the ground from roofs that have collapsed. The rain, the wind, it sound like aircraft and trains combined. Right now, were experiencing sustained Tropical Storm force winds, but Hurricane Force gusts, up to 85 Miles Per Hour. The thing i keep thinking about is people who are trying to sleep tonight, particularly children. Elderly people, people who are sick. And the terror they must be going through with all of these sounds im talking about. The fact is, the winds are heavy, but it has been raining for so many hours, theres going to be catastrophic flooding on this island. This island is currently closed off. You cant get over the bridges to get to the mainland. About 100,000 customers are without power in the panhandle of florida, but as far as that damage, we expect to be catastrophic. Just before you started tossing to me here, we saw big flashes of light blue light up the dark sky here. Transformers blowing, so nearly 350,000 people already without power in the initial hours of this storm making landfall. And the eye of Hurricane Sally will come ashore between mobile, alabama, and pensacola, florida. So that landmass there is where youre going to see some of the most intense parts of this storm. And we are going to get the effects of that and have been getting the effects of that for the last hour and a half, because where we are situated is just going to be on that outer edge of the eye wall of the hurricane. And that is the part that brings the most intense winds and the most severe, dangerous parts of this storm. And that is why forecasters here are urging people to be patient through this entire storm, because this is an event thats going to last most of the day here, as this storm continues to slowly move. But the intensity of these winds is really quite something. Our weather team just passed along to us that a wind gust in ft. Morgan, south of where i am here in mobile, picked up a wind gust of 121 Miles Per Hour. That is devastating wind gusts. And we have seen some damage already here in mobile. Its impossible to get around here in the overnight dark hours. So we havent gotten a full assessment of what kind of damage there is out there. But because this storm is moving so slowly, it is really exposing this region to these sustained winds over a long period of time. The settlement included a series of Police Reforms. Now, cnns jasson carroll spoke with taylors mother after the settlement was announced. What did she have to say . Reporter first, she said, this is the first step in a long path in terms of trying to get justice for her daughter. In terms of that settlement, john, her attorneys have been working for weeks to get to the settlement. In fact, they say theyve been working all the way up until late monday night before they made the announcement on tuesday. The sticking point, they say, wasnt really about the money, it was about getting in Police Reforms. Bre Breonna Taylors mother said that was essential in terms of reaching a settlement. So some of the Police Reforms that were part of this element Going Forward are going to be, first of all, the Louisville Metro Police commanders must approve search warrants before it goes to a judge. Thats one of the reforms. Second, the city has agreed to establish a housing credit for officers. This is to try to encourage officers to actually live in the communities that they serve. And third, police are going to be using social workers going out on some of these sensitive calls Going Forward. But also Going Forward, what the family, what Breonna Taylors mother ultimately wants to see her, she wants to see these officers charged and charged soon. I just dont understand whats taking so long. Had you or i committed a crime, we would be picked up the very next day. Not even having all the facts. And these facts have been laid out for so long for so many of us to see, it makes no sense that were here we are, six months later, still waiting. We just passed the sixmonth mark of breonnas death. Attorney general Daniel Cameron has had this investigation long enough. Again, the evidence that weve seen that has been made public is sufficient to warrant a grand jury indictment, and so its time for him to move and get the indictment.
