The National Security crisis in the country right now. Cnn National Political reporter maeve rusten joins us and myles taylor served as former chief of staff at the department of Homeland Security for President Trump and david sangers writing, the biggest threat comes from the president of the United States himself. Its as if the Intelligence Community could put out an official bulletin warning right now. Obviously they wont. If you were still working there and this kind of thing could happen, what would be the warning you would issue to the American People . Well, its really difficult right now. In fact, john, hes put these departments and agencies in an impossible position because these departments and agencies are prepared to fight threats from outside the United States. But they cant fight threats from within, especially when the threat is their own boss. Ive got to say, i would echo david sangers words that the president of the United States has really fulfilled our adversarys dreams by engaging in this rhetoric. So i think its an enormous challenge. Im not sure what type of bulletin they could issue, what they need to be doing is speaking truth to power and convincing the president to change his rhetoric. Maeve, President Trump sometimes says exactly what he means. And we should listen. And what he keeps saying basically over and over is that he will not accept the Election Results if he loses. He will fight it in the courts. He will not concede. He will claim that there was some sort of voter fraud or mailin ballot problem. Hes already doing that. Hes already priming the pump obviously for that, though all sorts of Election Officials everywhere coast to coast say, no, were not seeing any evidence of fraud. I mean, its happening in realtime. It is happening in realtime. And he talks about it at every single rally, every single public appearance that he has. And all of that is in part to stir up the passions of his supporters, to get them ready for this enormous confrontation that hes setting up in a couple of weeks here. And i think its really scary for the American People that you have the person who is in the highest office in the land stirring not only this kind of disinformation about the election and therefore trying to suppress the vote because people will think that voting by mail, for example, you know might be throwing their ballot away, even though thats absolutely not true. But also, you know, by continually making these calls to his supporters to get out there and be poll watchers and to be, you know, have Law Enforcement officials at the polls. That is clearly the definition of voter intimidation, which is something that weve been trying to stamp out in this country for decades now. He is literally calling for people to go to the polls. Which its a wash, not to vote, go and monitor the situation. Go and stir things up. Miles, just to read one more sentence from david sanger here, he says mr. Trumps unwillingness ability to say he will abide by the result and the Disinformation Campaign went beyond anything Vladimir Putin of russia could have imagined. So if you are Vladimir Putin this morning watching this, what do you think . Well, look, if im russia at this point, the message that im taking is stand back and stand by because the president of the United States is going to do the job for you in the meantime. This is exactly what beijing and moscow and teheran have hoped for. They have hoped that the president of the United States would take his rhetoric even further in the leadup to the election so they didnt have to sew discord. Now our adversaries are going to amplify what the president is saying. We have to reflect on that again. Our adversaries are just going to use the president s language because they dont feel like they need to do anything more. Again, hes doing their job for them. I saw the Threat Intelligence every single week about what our adversaries were trying to do here in the United States to sew discord to divide americans and to destroy our democratic process and our commander in chief right now is enabling that. Thats not hyperbole. It sounds like hyperbole. A few years ago i would have thought what im saying is crazy. Its the reality. Its the world were living in. Its the biggest National Security threat to the United States today. On that subject, miles, i want to stick with you for one second because you do know about National Security threats. What the president says, i dont know, i only see left wing violence, which is actually plausible since he only watches fox and as we know his the people who brief him sometimes have to shield him from information that he doesnt like. So he keeps trying he keeps refusing to say anything about right wing violence, and he just immediately pivots as you saw in the debate to what he wants to talk about which is antifa or left wing violence. Are these two things the same . Can you just give us the reality of what we should know . Well, look, the president always wants to pick a side. And he wants to pick the side that supports him. But donald trump has created n my opinion the favorable conditions that have allowed these domestic terrorist groups to rise. And again, another place where i saw the Threat Intelligence, the white house wanted to cover its eyes and wanted to cover its ears when it heard about domestic terrorism because they didnt want to Pay Attention to the right wing extremists that shea saw as a potential base of support. As a consequence the president s rhetoric has served as a loaded gun for those groups who have since taken his words as sort of permission to do what theyre doing. If you look at what happened in charlottesville, when the president said that there were fine people on both sides, those groups celebrated afterwards. Violent right wing and racial supremacist groups celebrated afterwards. In el paso, 23 people were killed in a domestic terrorist attack, the shooter in his manifesto used the president s own language of an invasion to justify the killings. Now we see the president saying the language that we invoked frequently now since the debate, stand back and stand by and the groups are celebrating. At the end of the day, alisyn, a Group Supports the president , he refuses to condemn them. In fact, he enables them with his words. Thats a big worry. Its contributing to the rise of these white supremacist violent organizations here in the United States. Let me read, in fact what Elizabeth Newman who you work with at the department of Homeland Security has written about this and the president s language. I work to develop policies laws and programs to better prevent domestic terrorism. Initially i thought the rebuffing was due to having other priorities. Defeat isis, counter iran. He also writes i conclude affidavit the attacks in el paso that the president was come police it in the deaths of the americans for his refusal to recognize his language in the shooters manifesto. He refused to condemn White Supremacy tonight. Maeve, yesterday the president would not say the words White Supremacy outloud he said, oh, ive always denounced all of that, that, he says. But refused to say the words. And now its beginning to put republicans on capitol hill and those runs for Office Around the country in a difficult position, isnt it . Absolutely because as weve seen over, you know, the last four years as hes done this at such a repeated pattern with him, this is exactly the kind of language and equivocation that has driven, for example, many women voters away from him. They dont want to have to try to explain to their children why you would see equivocation on White Supremacy from the president of the United States. It becomes a character issue. And so, its such an example of his biggest vulnerability, which is that if he believes a group, any group, no matter how abhorrent their ideology is likes him, then he refuses to do anything that he thinks will alienate him. And in this case, hes not only hurting himself by losing more of those women and other voters who drifted away from him but also hurting those down ballot republicans who now are going to have to spend the next couple weeks explaining his comments and where they stand on these issues. Thats interesting, maeve. Lets listen to them. Lets listen to what they felt they had to say to the microphones yesterday. I think he misspoke. I think he should correct it. If he doesnt correct it, i guess he didnt misspeak. Senator tim scott said it was unacceptable not to condemn white supremacists. And so i do so in the strongest possible way. The president condemn White Supremacy . Absolutely. Was it a mistake for him to leave that hanging out there . Yes. He should unequivocally condemn White Supremacy. You think voters will hold Susan Collins and the like responsible for President Trumps words . Yes. What they want to see from Susan Collins, those voters she absolutely needs is independence from the president and the ability to call him out when hes wrong. And in her case, she has walked such a careful tight rope on that and often probably has not gone far enough to bring those independent voters back into the fold. And this is just going to be another example of that. And i think its going to hurt the republicans all the way across the board. Maeve reston, miles, thank you both for being with us this morning. Nearly 1,000 new deaths reported in the United States from the coronavirus just yesterday. More than 42,000 new cases. Wisconsin set new records for daily deaths and hospitalizations. Look at those charts. The state ranked as the third highest in the country for new cases. The situation is bad there. President trump is going there and holding two mass gatherings. Two Campaign Rallies the middle of all this. Joining us now cnn chief medical correspondent dr. Sanjay gupta. And aziz shah. Sanjay, wisconsin may be one of the worst places in terms of the coronavirus. Seems where you want to do more social distancing not less. So whats the impact of holding two large gatherings there right now . Well, i mean, if youre trying to create a recipe for potential superspreader events, i mean, that would be it. You go to a place where theres a lot of virus circulating and then you bring a lot of people together knowing that the chance of any of those people within that rally actually coming in contact with someone who is carrying the virus is much higher. And youre pointing out exponential growth there. We also know that the Positivity Rate in wisconsin is above 20 , meaning there is a significant percentage of people who are carrying the virus who dont know theyre carrying the virus. Theyre not doing enough testing there. This is a huge concern. It goes back to the conversations we were having in the spring. If we could see this virus and we treated this more like a storm, think of it like a hurricane, you would be asking people to shelter in place, not go out and aggregate in large numbers. So, its deja vu. We had this conversation before. Its the wrong thing to do. And thats what the White House Coronavirus task force is saying. They call this a red zone. So they call where the president is heading a red zone because it has the highest level of Community Spread basically in the country. Yeah. So good morning. And thanks for having me on. Three things about this. After the dakotas, wisconsin is the highest place in the world sorry in the country right now in terms of number of cases. Its three times red zone. Its not just red, its really, really deep red. I agree completely with dr. Gupta. This is not the time to hold a rally in wisconsin. So, lets talk about the vaccine situation right now. A astrazeneca had its trial put on pause from an Adverse Reactions from one of the patients involved in the research. It restarted in the uk and not in the u. S. Now theres new information from reuters reporting that there is this increased investigation surrounding all of this but yet we dont know, i guess, exactly what the details are. Whats beginning on here . Yeah. This sounds like its a much deeper investigation now, as you point out. Not only looking into this particular trial but also essentially looking into this type of vaccine platform, its called adno virus vaccine. Take an existing virus and scoop out the genetic material, put in some of the genetic material from the coronavirus and using that as the vaccine. Theyre going back and saying, hey, look, there may be a larger problem. We want to look at previous vaccines not only for the sars but mers in the past and other vaccines they created. We dont have a lot of details yet. We have some early indications from talking to people within the fda that they had larger concerns about this, more than just this one person with these side effects. So we dont know. But youre right. The pause is still in effect here in the United States. Is that mystery dr. Jha, surrounding this unusual . Is it unusual that astrazeneca hasnt been more forth coming . Should we know why theres this long pause . Well, the pause is pretty common. Pauses like this happen all the time in Clinical Trials. And the first thing i would say is that this is evidence that the fda oversight process is working. That theyre doing the deep investigation that is necessary. You know, people might argue that while we generally dont share the details around these things and i understand that, ive actually been calling for more transparency and ive been saying these are really unprecedented times and they need unprecedented transparency. So i do think without revealing any patient information that we should know more information. But, this is pretty common for how Clinical Trials run. Look. It would be good to get more of the science, the transparency there and hear from the scientists involved rather than the executives from the companies involved. The ones who are maybe most concerned about making money or as concerned or at least concerned about making money and not just the scientists looking for the fact. Just one very quick question about vaccines. Moderna, running a whole other trial, theyre now saying that their vaccine will be available if all things go well for wide distribution the middle of next year, but they also said something that i found very interesting they say theyre not going to be ready for emergency use approval application until the end of november at the earliest, dr. Jha. That means that two of the three of the earlier vaccine trials that would be astrazeneca which we noted is on pause and moderna, they wont happen before election day. It really does seem that the dates whether we realize it or not are slipping further and further. Yeah. So first of all, this is all happened at unprecedented speed. So, and everything has gone incredibly well so far. I dont think we would ever expect there to be no hiccups along the way. Just never happens. So this is all pretty consistent with timelines i think most of us were expecting. I think this is partly why we were getting frustrated when we heard politicians talk about getting a vaccine ready before election day. We have to let science drive this. Sanjay, i want to ask you about the largest study on earth about Contact Tracing and what it teaches us. So this was in india. And ill read to you what we know about it. The study based on a giant Contact Tracing effort involving more than 3 Million People in india shows that most covid19 patients never infected anyone else. The researchers found that 70 of infected people did not infect any of their contacts while 8 only 8 patients accounted for 60 of observed new infections. So in other words, some people are superspreaders themselves. Not just events, but some people are superspreaders. Do we know is that because these people have more viral load . Is that because they themselves are more active . We also know that most of the first patients, the spreaders, are between 25 and 40 years old. So, what does this tell us . Yeah. This is a really fascinating study. We have been following this for some time. I encourage everyone to read it and spend a little bit of time with it if they can today. Its very interesting. Theyre basically talking about something that weve seen before known as dispersion factor. And its this idea that a small percentage of people account for the majority of the spread. There was a study back in july that showed 10 of people accounted for 80 of spread here in the United States and this will be high interest to you. What they found in that study is that household contact, so you have the virus. Youre living with a bunch of people. Question has been whats the likelihood theyre going to get it now the people that you live with. And what they found is that 60 to 90 of the time your household contacts did not get it. Okay . Did not get it. Really important. So you have two people. Person is at home. They have the virus. They dont spread it to their contacts at home. That same person may go to a crowded setting and all of a sudden could spread it to dozens of people. So alisyn, it may, in fact, be the same person. It may not be that the person at all is different genetically or carrying more virus. It seems very much to do with the circumstance, which is really interesting. We still dont fully understand why that is that the virus become more air solized in certain settliing . We dont know. Its interesting that 10 of people account for 80 of spread. They found kids, dr. Jha will remember it was unclear how much kids spread. This Study Suggests that kids spread to each other. Lets talk about that, dr. Jha. I spent some quality time reading the research here because there was a lot in it. The thing that jumped out to me more than anything was actually the information about children because there was a lot of data here. Yeah, there was a lot of data. This is one of the best studies we have seen so far. Its really important. It does show that kids can spread to other kids. But i do think the most important findings is something that we have seen before and im going to reiterate what dr. Gupta said is that its a small proportion of people doing almost all of the spreading. That can include children. So we have to be much more thoughtful with how we deal with kids and not treat them as either immune or unable to spread to others. The data doesnt quite back that up. Dr. Jha, dr. Chad doral was only 19 years old and described as super healthy. Appalachian State University in North Carolina where he was a sophomore, says he was initially diagnosed early last month. One nation, one people, one america. Im joe biden and i approve this message. So this morning new reaction to what the president did at the first president ial debate and to the debate moderator. We have now heard from Chris Wallace for the first time. He tells the New York Times, quote, im just sad with the way last night turned out. I never dreamt that it would go off the tracks the way it did. Im a pro. Ive never been through anything like this. Joining us now cnn Global Affairs analyst Susan Glasser a staff writer at the new yorker and peter baker, the chief White House Correspondent for the New York Times and they are both the authors of the new book the man who ran washington the life and times of james a. Baker, iii im so gladly holding my copyright now. And i do want to talk about the book in a little bit. But im going to start with Chris Wallace because actually, actually all connected here in a certain way. So when Chris Wallace, who knows his way around washington and has been covering politics for a long time says i never dreamt this would happen. I never dreamt that donald trump would behave this way at the first debate. Susan, how can anyone at this point not dream of Something Like that . How can that be now . Well, thank you, john. I would say its more of a nightmare than a dream, right . Whats amazing to me is that the trump people actually telegraph very clearly in advance what his strategy for the debate was and in a way we are still in this situation of not being able to fully process that the president of the United States is actually proposing to do exactly what he says hes going to do. Which is why i think you see so much alarm about the election right now given his rhetoric. So the president for days in advance and his advisers attack joe biden in very, very stark terms. Made it very clear his whole goal was to get biden off his game, to be very, very aggressive. And yet, because it was exploding the boundaries even for President Trump, wallace did not seem to be prepared to handle it the commission frankly has in effect admitted its mistake in agreeing to rules with the Trump Campaign that the president was never going to abide by. So its an extraordinary situation we have where the rogue after is at the very top. Yes. I guess what im saying, peter, is what does it say if people can still be surprised by this . And wallace, who in many ways is establishment, right . What does it say that the establishment can be surprised by President Trump at this point . Well, look, you know, he has made a point of finding new and different ways to challenge norms, challenge assumptions, challenge the traditions of his office, challenge the rules of the game since day one. And its remarkable that we are surprised. But youre right. We do find ourselves, i think, surprised day in and day out. Basically what he was doing in this debate is undercutting the very idea of the election, right . People should not trust it. They should feel like its rigged. They should feel like the whole thing is a fraud unless, of course, he wins. What hes doing, of course, is setting up, you know, a plausible explanation for at least some of his supporters if things dont go the way he wants them to be rather than trying to actually deal with any genuine issues there might be in terms of turning around an election the middle of a pandemic. And i think the fact that were still surprised speaks to his way of thinking the presidency. He told aides early on, think of everyday of the presidency like another 30 minute reality show. He has managed to keep that reality show he did have on the air for 14 years. If you can keep the suspense factor on that kind of show for 14 years he has shown he can do that same thing in the presidency. He probably says more not about the president but says more about the establishment as it were that it can be surprised at this point. Maybe they shouldnt be. Maybe they should take the president at his word. Maybe they should look at the history theres no norm, no boundary that he is not willing to explode. Mitch mcconnell, for the second time in two weeks, has needed to come out to, i dont know, try to put up guardrails or to speak out against something the president has said the first time was about the integrity of the election and whether or not there will be a peaceful transfer of power. And now its condemning White Supremacy. So listen. I want to associate myself with the remarks of senator tim scott. He said it was unacceptable not to condemn white supremacists. And so i do so in the strongest possible way. So peter, you cover the white house day in and day out. What message has the president at this point heard about the debate and process . Does he know that by and large this was seen as a disaster . Well, does he know or does he care . Remember, his goal of the point was to get dominance over joe biden, to make biden look weak and fragile and to question his capacity to be president. Thats his only game plan at this point. Hes behind the polls, 8, 9, 10 points. He had to shake things up. His shaking things up was to get in bidens space verbally the same way he got into Hillary Clintons space physically in the debate four years ago. I dont know that he understood it would backlash quite the way it has. It might not have among his own supporters. It might have rallied who like that demeanor on his part. But i think at this point his advisers are ringing their hands trying to figure out what to do to shake things up that doesnt rebound back on him. Here is the connection to the book, james baker, who you wrote this wonderful book about because no one is more establishment, right, than james baker. He in some ways for decades was the washington establishment. And you write about bakers opinions of donald trump. And its striking now after this debate to read that baker actually tried to get trump to change, susan. You write that he went to baker. He went to trump baker went to trump and said you do not need to abandon your outside rebel persona, bakers memo said, but you do need to bring on board other voters if you expect to win. Stop attacking people who might be allies, baker urged. Dont feed the shoe from the lip big mouth narrative. Reach out to women, minorities and establishment republicans. So, my god, this was a memo he wrote in 2016. But susan, the idea these words exist on paper after the debate we just saw, its really fascinating. Youre right. Im so glad you pointed that out. Back in 2016, you know, there was a connection made between trump and baker. Baker obviously saw pretty clearly what trump was and this was in effect his way of saying be what you cannot be. And without that, baker was never going to endorse him. He never has. But there was a point of view that some how trump was a showman and he was just doing this for some public effect. Now, obviously four years later that seems almost absurd, right . Trump is who trump is. But, you know, remember the theory of the adults in the room and jim mattis and Rex Tillerson who by the way was a friend of jim bakers from texas and baker thought if he was secretary of state maybe trump would listen to him. Obviously trump did not. And so, that theory of the case that trump could be constrained and managed i think is what the republican parts of the republican establishment maybe they didnt think it would happen, but it was a certain amount of wishful thinking. And that, you know, in the end, look at these senators. Yesterday, tim scott, Mitch Mcconnell referenced that in the clip you made there. Its ridiculous to think that donald trump just misspoke about White Supremacy. He knew exactly what he was doing. Those senators know at this point that he knew exactly what he was doing. But they persist in saying like, well, perhaps the president misspoke. You know, i didnt hear him correctly or you know, both sides were a little bit out of control last night. And so its become this dreary ritual of the trump era. But peter doesnt want to talk about it anymore. Right. Baker doesnt want to talk about it anymore. You put this to him repeatedly where the last time he actually said something affirmative on it was that you cant say im going to vote for joe biden indicating he might very well vote for donald trump. Have you talked to him since the debate, peter . Has he told you whether or not his mind has been changed . We havent talked to him since the debate. Jim baker just recovered from covid. He and his wife susan had a really nasty bout of it. Even at age 90 he is so strong he managed to get past it. He went out elk hunting rather than watch the debate as his jailbreak he called it after all these weeks of suffering. I dont blame him for not wanting to watch. My guess is if he watched later he would not be impressed by what he saw. He believes in tough politics. Dont get us wrong. He was there for the 1988 race against michael dukakis. He ran as the florida recount for george w. Bush, but this is not the kind of politics that jim baker believes in. Thats what troubles him and so many republicans. My god the level of infighting in the Reagan White House he was involved in. I have to go. But in ten seconds or less, susan, one of the big take aways here is the importance of doubles tennis and what having a good doubles partner can do for your life and career. You know, always play the net game if you can. His doubles partner this houston was george h. W. Bush before he was involved in politics. Prosecutors have charged a suspect in the ambush shooting of two los angeles sheriffs deputies last month that was captured on Surveillance Video. It turns out the alleged gunman was already in custody. Cnn Stephanie Elam is live in los angeles. What do we know, stephanie . Reporter good morning, alisyn. First update on the two deputies. They are miraculously already at home and recovering. The sheriff saying he does expect them to return back to work once they do heal. Now we have a timeline how this played out and how they were able to identify their suspect. Reporter a brazen ambush of Law Enforcement that shocked the nation. That was a cowardly act. Reporter two Los Angeles County sheriffs deputies shot in cold blood as they sat in their cruiser outside of a transit center. We have found our suspect. Reporter now the Sheriffs Department says it nabbed the suspect, 36yearold Deonte Lee Murray after connecting the dots to a crime on september 1st. Murray was arrested two weeks ago and charged in connection with a carjacking of a man driving a mercedesbenz in compton and charged with also shooting the driver of that mercedes. Reporter that car would turn out to be key. On september 12th, the deputies were ambushed. The female deputy going to Great Lengths to save her partners life. During their investigation, officials identified the vehicle in Surveillance Video from around the scene. The case of the carjacking was investigated. A suspect was subsequently identified and an arrest warrant was obtained for him. Reporter then, on september 15th, lasd deputies found the suspect and attempted to stop him. The suspect fled in a 2006 Toyota Solara which major crimes detectives pursued. He threw a pi stall from that car. That pistol was recovered and held as evidence. Reporter after a more than tenhour man hunt, Officials Say the suspect was finally arrested. The black mercedes was also located.
