Lets start in wilmington, delaware. Cnns jessica dean covering president elect joseph biden. Whats going on this morning. They have this morning is an advance of the vaccine news, which is really giant, releasing the names of their coronavirus advisory panel. This is what they want to focus on in this transition. That is exactly right, john. With this announcement, theyre really telegraphing how seriously theyre going to be taking this pandemic planning for when president elect Biden Takes Office in january. It had been the cornerstone to their Campaign Message and now theyre really taking action. After winning the election, president elect joe biden now faces the challenge of tackling the coronavirus pandemic as new confirmed cases reached record levels across the United States. Our work begins with getting covid under control. And he plans to start that work right away, promising to take the crisis more seriously than President Trump. The biden harris transition website already laying out a sevenpoint plan, responding to the virus. Including free and reliable testing for all americans. And working with mayors and governors to implement mask mandates. The president elect announcing a new Coronavirus Task force this morning, leading the effort, three cochairs. Former Surgeon General vivek murthy, former fda commissioner, David Kessler, and Yale Universitys dr. Marcella nunez smith. That plan will be built on bedrock science. It will be constructed out of compassion, empathy, and concern. Reporter Health Experts say the Biden Administration will enter the white house at an extremely difficult point in the crisis. By the time that the Biden Harris Administration takes over, this virus is going to have already run rampant through communities across the United States. Reporter as biden aims to fight the coronavirus, President Trump is focusing on fighting the election results. Still insisting without evidence there is widespread voter fraud working against him. Despite no proof to support allegations of widespread fraud or illegal voting in the United States, some of his Top Republican allies backing the president s refusal to concede. At this point, we do not know who has prevailed in the election. The media is desperately trying to get everyone to coronate joe biden as the next president , but thats not how it works. Trump has not lost. Do not concede, mr. President. Fight hard. Reporter bidens team says its avoiding the distractions and will continue moving forward. And the president elect is looking to use executive action to reverse some of the Trump Administrations policies on his first day in office. I think the white house has made clear what their strategy is here. And that they are going to continue to participate and push forward these flailing and in many respects, baseless legal strategies. But the people are the folks that decide elections in this country. And the people have spoken. And back to the coronavirus advisory board. You mentioned that rick bright is a member of that advisory board. Of course, hes the whistleblower tfrom the Trump Administration who said that his early warnings about the coronavirus and the pandemic were not heeded by the Trump Administration and ultimately led to his ouster. So quite the contrast there between the Trump Administration handled this pandemic and how the Biden Harris Administration is looking to handle it, by putting rick bright in that spot, alisyn, joe biden has always said that he wanted to let science and experts lead the way on this. And we see based on his advisory council, that looks like what he is doing. Jessica, thank you very much. Joining us now, we have cnn political analyst, maggie haberman, a National Politics reporter for the New York Times. Maggie, i know youre just hearing the news out of pfizer, as we are. They believe this is selfreported, but they believe that their Early Vaccine data shows that its 90 effective, i imagine that President Trump will seize on this today. What might that look like . Actually not positive that he will, alisyn. I think it depend on where he is in his feelings about the election and as we know that he has continued to say that he believes that he won and it was taken from him and so i think thats where his focus is. I think that prior to the election, his focus was very much on a vaccine and his hopes that it would come before the election. Look, i certainly think that its a Promising Development and in that vein, the sitting president as president , who has talked a lot about with anger that he believes that joe biden and Kamala Harris were diminishing peoples faith in the vaccine. One would hope that he would come out and talk about this development. And he might. But at the moment, alisyn, he has no events on his schedule and the vaccine and the virus have just not been top of mind for him. But it is top of mind for a lot of people in this country and it is what the new president will be inheriting. Ill see how that plays out. I would say its a Fascinating Development in this year of so many developments that a week after the election, pfizer says their vaccine is 90 effective, we need to find out more information. This is day where the biden transition, the president elect has come out with his, you know, coronavirus advisory panel, including in recognizable names, dr. Vivek murthy, michael osterhome, zeke emanuel. The biden team clearly wanting to say, we are going to take this seriously, even if the president doesnt. Well start showing our seriousness now. Talking about it now. It will be interesting to see how they relate to this new information and process this new Vaccine Information today. I think thats right and theres a lot still to play out, as you say. Its going to have to be reviewed, this vaccine. The biden team, i imagine, is actually going to be pretty encouraging about it. As we know, biden has had this rollout today of what his Coronavirus Task force would look like, among the people that he has named, dr. Rick bright, who was dismissed by the Trump Administration. So i think its hard to untangle any of these things from each other, john. But again, this is a Promising Development. Maggie, lets talk about whats happening inside the white house in terms of the transition. Over the weekend, we saw the trump team launch a slew of lawsuits. I mean, i should say, since election day. And he and his biggest supporters and surrogates are out there saying, this is not over. The president will fight on, and so, whats going to happen here . I think exactly that, alisyn. I think theyre going to keep fighting on until it is clear that there is no more road to fight. The big question here is, they have claimed, and its a specific subset of they, because this is not everyone around the president , it is Rudy Giuliani and a handful of people who are encouraging this, but what they have said is, theres widespread evidence of fraud and they have yet to offer up the evidence. They claim that they will do that today, but it has raised serious questions and skepticism, candidly, that there is such evidence, you know, it would be a massive amount of fraud that theyre alleging, to even overcome the president s deficit in some of these states. So i expect that this is going to keep going, but judges have been very, very skeptical about these lawsuits that have been filed so far. And have said that there is not a basis for the claims that are being made. But a lot of this seems to be, alisyn, about conflating a Public Relations issue with a legal issue, which the president does a lot. And weve seen him do that over the years repeatedly. He doesnt like the idea of losing a race. Not to be sure, and ive talked about this with you before, its not entirely sure he wanted a second term, but he doesnt want to be seen as a loser, and this may kick up enough dust where he can convince his supporters not to believe the result, and that has dangerous implications for the country and the next president. And allows him to sort of depart. If you could talk about that more, maggie, i think we know how much the president cares or doesnt care about providing a smooth transition and what that means for the success of the country. But is there nanyone, is there anyone inside the white house whos raising these concerns who cares about the message this sends to the world, the message it sends within the country about the feelings, the passions, the emotions . If not immediately inside the white house, john, there are people on the periphery of the white house and people who are close to the president who are concerned. Within the white house, there is sort of a feeling of being at a standstill. This is what the president wants to do. I know there has been some reporting that Jared Kushner, his soninlaw, was telling him to concede. Thats candidly not my reporting. I think Jared Kushner has been a bit all over the map about what he thinks is the right course of action. But he is very much committed right now to following this path that his fatherinlaw wants. On saturday, instead of going with a bunch of the Campaign Aides to go brief his fatherinlaw on how narrow the path was, he sent them without joining them and told them he would be part of a leader conversation if the president moved to that point. And as you say, theres not a ton of concern about what this looks like to the world or what message this sends to the president s supporters about supporting the incoming president. Weve had bitterly fought contests before, we have certainly have had supporters of one president , including the current one, excuse me, detra detractors of the current one who didnt think he was a legitimate president. But the country is undergoing enormous challenges right now. And thats why its a different moment. Maggie, youve reported on donald trump so long, you know the players as well as anybody in and around the white house. How does this end. It ends with him continuing to say it was stolen from him and him walking out the door. And this idea that he was going to barricade himself into the white house has never been real, based on my reporting. But what i do think hes going to do is, you know, theres serious questions, will he ever invite joe biden to the white house for the standard meeting after the election. And joe biden is a former Vice President , doesnt quite need it the same way other people might, but it does send a signal. Im also not sure joe biden would want to go to the white house, given how many coronavirus outbreaks there have been. Is there even going to be a normal kind of an inauguration, given the coronavirus . Theres a lot of questions about this moment, but i think that that will give the president an opportunity to basically continue making what has been, so far, baseless claims about fraud, and saying it was taken from him, but then leaf. And i think you will see, alisyn, depending on how this goes, you could see him reengage and Start Holding rallies or see him taking a very long trip to maralago in florida. I know that the inauguration might not be a traditional one, maggie, but any reporting on whether or not he will show up . Nobody expects him to show up. Now, that could change. At the inauguration . At the inauguration. Right now, nobody around him expects him to show up. Part of that is because theyre not thinking that far out right now. These are transitiditions about incoming president they dont want to consider, but nobody ive spoken to thinks its top of mind or a realistic look at the moment. I like that you can still be shocked. I guess i would not be surprised, but it would be historic. John adams didnt stick around for jeffersons inauguration and its been talked about for 200 years. These things tend to make an impact. So this morning, the eyes of the political world turning to georgia, which will likely hold two runoffs in january that will determine the control of the senate. One of those races remains too close to call and republican senator david perdue has fallen below the 50 threshold that he would need to win outright against the democratic challenger. Joining me now is Democratic Senate candidate, jon ossoff. Thank you so much for being with us this morning. Just what does this feel like . Is this like running a marathon, crossing the finish line and someone telling you, okay, go five miles more now . Theres a huge sense of enthusiasm and momentum here in georgia right now. By the way, thank you for having me. For Vice President biden to prevail here after whats been a decade of organizing and voter registration, a lot of this work led by stacey abrams, these huge battles, some won, some lost, weve had in georgia over the last ten years. And now to have two Senate Runoffs for Senate Control with so much at stake with this virus still raging out of control, with an urgent need to get economic and Financial Relief to families in my state and across the country, we have the wind at our backs and a great sense of promise and opportunity here. How will it impact the race for the next two months, that the control of the senate hangs in the balance . Is this more about National Implications or implications in georgia . Well, of course, its about both. And theyre inextricably linked. There are hundreds of thousands of american lives that depend upon a strong, coherent response to this pandemic informed by medical expertise, precisely what weve been lacking for the last eight months with catastrophic consequences. And there are millions of American Families and businesses and families and businesses here in georgia whose livelihoods and prosperity depend upon a strong and coherent economic policy. Which has also been lacking for the last eight months. So this is about whether we are going to meet this moment with the strength and discipline and focus required to unite the country and rise to a challenge such as an unprecedented Public Health crisis and an ongoing economic crisis. You brought up joe biden, who right now is leading in the state of georgia, by about 10,000 votes. This will likely be a runoff, because the Trump Campaign will request it. But it is likely or at least highly likely, highly possible that he will win that state. He received about 100,000 more votes than you did. Why do you think that is . Well, we saw some dropoff from the top of the ballot, we assume votes go to libertarian candidates, but the bottom line is that this is the strongest democratic turnout ever in the history of this state. My opponent, senator david perdue, who enters this runoff badly damaged by his own misconduct, by his failed response to the covid19 pandemic, failed to secure the support of a majority of georgia voters. So did you, though. And now we have two Senate Runoffs in a single state, this is a moment to demonstrate that the people of this state and this country want a government that will respond properly in a focused, and coherent way to this pandemic. Even if everything you said is true, he still received 90,000 more votes than you did the first time around. So what will be different in january than today . Well, were talking about very fine margins here. This was the most Competitive Senate race in the country. And now its all about getting people out to the polls for this january 5th runoff. Again, the stakes are high. This isnt about partisan politics. This is about human lives and human livelihoods which were in the balance. If we cannot mount an Effective Response to this pandemic, more people will needlessly die and lose their homes, jobs, and businesses. If folks across the country want to do this work in georgia, win these elections so our government can meet this moment, we need to help getting out the vote and they can go to electjon. I know that they are likely rapidly gearing up to begin the transition work necessary to take power in early january and again, respond to this pandemic. We cant lose sight, as the dust settles on this president ial race of the fact that we are living at a moment of crisis. That so many are hurting. That so many lives remain at risk. And the country is rapidly moving on from the daily drama and outrage of donald trump and needs to be united and focused squarely on the task of meeting this moment, getting this pandemic under control, and jump starting our economy. What are your hopes in terms of having the president elect come campaign for you . Havent gotten that far yet, but Vice President biden is welcome if georgia anytime and i wish him and his team all the best as they prepare for this transition. What happened in georgia . How would you ascribe i know your race is going to a runoff, but a democrat hasnt won a president ial race since 1922. And that was bill clinton and there was the ross perot factor. So why now . Its a decade of work organizing, registering voters. Its a state thats becoming younger and more diverse, literally by the day. My team, reverend were war were nacks team has run the most robust get out the vote in our states history. And i think that georgia democrats relentless focus on dli delivering the basics for people, Affordable Health care and housing, education without debt, dignified work that pays a decent wage, thats what were talking about down here. I want to get your reaction to some of the breaking news this morning on a possible Coronavirus Vaccine. Pfizer reported moments ago, selfreported, so far in its stage ii and stage iii trials, this vaccine is 90 effective, they say. Your reaction to that . Well, any vaccine will need to go through the full clinical process to demonstrate its safety and efficacy. And we need to continue to increase investment, not just in the development of therapeutics and vaccines, but also in, for example, our hospital capacity, in the centers for Disease Control and prevention, based here in georgia. In the nih, in the u. S. Public health service. This is what im talking about. Weve got to move on swiftly from Political Drama and get down to the nuts and bolts of governance in a crisis, so we can emerge from this pandemic stronger than before, so we can return to normalcy as a people, so we can build a stronger and more just and more prosperous country, having gotten through this crisis, by ejecting leader who is tore us apart and failed to respond to it. They say that the data shows that its as high as 90 effective. The news just this morning is sending u. S. Markets soaring. Dow futures are up nearly 1,400 points right now. Joining us now is cnn chief medical correspondent, dr. Sanjay gupta. Sanjay, i know youre going through this news, just as we are. So what are we to make of this big announcement . Well, look, i think no matter how you look at it, and were still getting a sense of this data, no matter how you look at it, its very positive news. I mean, no one really knew how effective this vaccine was going to be and what we had heard is that the fda would accept a vaccine that was 50 effective. So what has happened here is that theres been this trial thats been ongoing, pfizer enrolled some 43,000 patients, roughly, into this trial. And essentially, the data has been blinded. Pfizer department know what the data was really showing, the investigators and researchers didnt really know, the patients didnt even know. Did i get the shot of the vaccine or a placebo . What happens is, theres this independent committee, data monitoring committee, which then unblinded some of the data. And when they did that, they found a couple of things. One is that, as you point out, that the likelihood of becoming affected in the Placebo Group versus the vaccinated group was very different. There was about 90 protection if you received the vaccine. So thats really good news. They also found that it was about seven days after the second dose, remember, this is two doses, second seven days after the second dose, where you seem to get that protection. It seems to work and seems to work fairly quickly. Theres still a couple of questions that they need to answer. One is the safety data. They need to wait two months for that safety data and that when we look at the calendar, thats sort of roughly the third week of november. Third to fourth week of november, before they have that safety data. And at that point, guys, they may apply for an emergency use authorization, which would be huge. That would be the first week in december. And its looking quite likely the fda will say, this is good to go for an emergency use. And then the process begins. I know theyre waiting on some more cases to come back, some more testing. Basically, i know this sounds odd, they want some more people to get sick inside the giant trial to be able to judge whether its in the leePlacebo Group or the vaccine group, but that should happen within the next two weeks. If emergency use is granted, sanj sanjay, and im sure theyll apply for it if it continues like this, what does that mean in terms of when most americans will have access to this vaccine . Well, you know, this process theres sort of three ingredients. One is the effectiveness weve talked about, the safety, and then the manufacturing, which has been happening in earnest. And at risk, meaning that a lot of times, typically what happens is, you wait for approval and if you get it, you start manufacturing. Many of these vaccine makers have been doing this for some time. You know, i think we have some images of what the pfizer sort of manufacturing process has been like, but, you know, in kalamazoo, michigan, theres a football field worth of 350 freezers where theyre basically starting to store vaccines. And im going to talk to the pfizer ceo here in just a little bit and tell you in the next hour what he said. But he basically said that they have hundreds of thousands of doses now. They anticipate having up to 40 million by the end of the year. And 100 million by march of next year. So, you know, its not as weve said for some time, its not going to be enough for everyone right away, and a lot of people are obviously very anxious about this vaccine. But its still going to take some time. And you know, we still have a couple of checkpoints to sort of pass, including this safety data. They havent seen adverse effects. We are told, according to the data monitoring committee, that are of concern within these first several weeks of monitoring. But again, third, fourth week of november, we should have a clearer picture on that. And this is going to be a challenging vaccine to distribute. It needs to be stored at super cold temperatures. All of these various organizations, pharmacies, yes, hospitals, hospitals that are going to be very busy taking care of patients are also at the same time going to be asked with one of the largest vaccine distributions weve ever seen. So theres going to be a lot of moving parts over the next few weeks, but this first hurdle and a very positive one, that its effective, this vaccine, seems to be, you know, 90 effective, is critical to getting the rest of those things moving. Absolutely. If the good news holds, it would be a game changer. And sanjay, in terms of rolling it out and everybody would be able to get it, is it true what weve heard that it will be First Responders first, hospital workers first, and then elderly, and then, i dont know, maybe highrisk people, if that means people with asthma or whatever . Give us a sense of how that t r tiered system would work. Yep, i think you sort of nailed it, alisyn. We have a system by which theyre sort of figuring out whos most likely to benefit from it the earliest. So health care workers, certainly, nursing homes. We know, weve seen, since march, we knew where vulnerable populations were located. And so, you know, you can sort of go down that list. There may be areas of the country where people are just at higher risk, because of population density. And that may be part of the hierarchy. Ive got to be honest, we havent really seen i mean, we knew there was a discussion happening between the federal government and the states in terms of developing statewide distribution plans, but we havent seen how individual states had planned on doing that. Those sort of plans seem to have, you know, gone away a little bit. Or at least not gotten as much attention. Hopefully, we will stheee that will it be a National Plan . Will it be an interNational Plan as we start to talk about worldwide vaccine distribution. Because, look, you know, an infection anywhere now in the world is an infection everywhere in the world. So how do you sort of inoculate people who are vulnerable in all parts of the world quickly . Thats going to be part of the discussion, as well. I have to say, theres also a political implication to all of this, also. How the transition, how the president elect joe biden and his team coordinates with the Outgoing Administration on vaccine distribution, and all the vast balancing that needs to happen here. This is complicated. Very quickly, sanjay, this good news comes in the midst of just terrible news about the path of the pandemic right now, the number of new cases and hospitalizations. Were in a bad, bad place. Yeah, this past week, you know, we didnt get to talk about covid nearly enough, because of the election, but the numbers, you know, the virus doesnt care, as we said, the numbers continue to go up. The concern that i see, and i spent a lot of time this past weekend even talking to modelers, talking to epidemiologists and looking at all of the various Public Health practices. The numbers as you know, are all going in the wrong direction. The number of hospitalizations. You have several states now that have hospitalizations that are the highest they have seen throughout this entire pandemic. And were sort of at the beginning of winter season. If we implement these Public Health measures, lets say we just did it right now. We said, you know, mask mandates, physical distancing, closing down of ventilated locations, bars, the numbers would still go up for a while. Were going to apex at some point, and depending on the models, looks like end of january. When we talk about these Public Health practices and everything, its critically important. When we get to that high number of new infections and hospitalizations, do we quickly come down . How quickly do we accelerate the back end of that curve . Do we plateau up there, january, february, and march . Or do we bring it down quickly . What we do now will make a difference. We are going to see the numbers go up and people will say, look, none of this is working. Weve said masks are numbers are still going up. Youre not going to see the benefit right away. But his votes have come in over election week, theres been talk that biden might enter the oval Office Without a major mandate. Dont believe the hype. So far, joe biden has won over 75 million votes. Thats more than any other president ial candidate in american history, exceeding obamas previous record. Hes roared past 270 electoral votes with more than 50 of the popular vote. And some project that could win by a margin of more than 7 million. After trump lost the popular vote by 2. 8 million in 2016. So this is huge. Especially when you consider that defeating an incumbent president is really tough, something that only six candidates have done in the past 120 years. Biden flipped three States Hillary clinton lost, wisconsin, michigan, and pennsylvania, and looks on track to possibly become the first democrat in decades to win georgia and arizona. So bidens big win is only a disappointment if you judge it against skyhigh expectations preelection. The reality is that the bidenharris ticket built a broad coalition. Lets look at the exit polls. Well, i think you do see president elect biden struggle with this stutter every once in a while, but functionally the way that he tends to approach a speech is that if he can internize it, memorize it, then the stutter tends to go away. I think a lot of what he said that might was reflective of what hes been saying all along, talking about the fight for the soul of the nation, talking about the work that needs to be done, and so while theed aspherics of the moment were new, much of the speech was stuff that he had said before many times on the campaign trail, and it was more of bringing that to a realization than it was writing something entirely new. That is exactly what i assumed, because it soeeemed li he metabolized it in a way that was memorized it. I assumed we teleprompters. Tell us about his process because it sounds like from your description its laborious. How often do you rewrite all of this stuff with him . When joe biden was struggling with a stutter as a kid, the way he got over it was by learning to memorize irish poetry, repeat it over and over again. What he found is that if he memorized something or came close to t he could get past the words that would sometimes result in a contraction of the muscles of his face, and so a lot of the work of working on speeches with him is a process of internalizing it over and over again, and what that means is that you tend to do 20 or 30 drafts on his speech. Many times i was working with then Vice President biden we were working on the speech in his office and later at his home and later in the helicopter and later on air force ii and later in the motorcade and fill up whatever time there was available to get the speech done. And at the end of the day, we would get it done and we would go out there and deliver a speech that would move audiences and thats how we got to yesterday. Its interesting hearing about the process. Totally different process, when you worked with then senator Kamala Harris on her memoir. What was that like . Working with somebody on a memoir is very different than being a staffer. Its a combination of part staff, part interviewer, part friend, part therapist. Essentially what youre doing is interviewing somebody about their lives, and you get to ask questions like so how did that make you feel, the kind of questions youd never get to ask. We developed a close relationship through that process and i got to see her up close and learn not just about the important work that shes done and about her leadership style and the personal story, people like her mother shaped who she was and who she is today and so that was a unique and special experience and one of my big takeaways from it is that Kamala Harris i am so thrilled they are going to both be there within about 73 days. So knowing her on that personal level as you do, you would would, working on her memoir, what was your takeaway from her speech . What stood out to you . You know, i think her speech reflected the long road that she has taken to this moment but also the long road of the black community has taken to this moment, and the work that has been done, the work that still needs to be done. I think it was a reflection of her values and her personality. She spoke i thought quite touchingly about her mother, who was this incredibly powerful five foot tall indian scientist who pushed her daughters to be the very best they could, to believe that they could be anything, and though shes not here today im sure shes looking town on her daughter, the next Vice President of the United States.
