But we begin this week with a new deck lar is of independence, a sitting republican congressman announcing he is leaving the Republican Party. In an oped released on the fourth of july, justin amash writes, ive become disenchanted with Party Politics and frightened by what i see from. It the twoparty system has evolved in a threat to american principles and institutions. Amash had the most outspoken republican critic of President Trump becoming the first and only republican lawmaker to call for impeachment proceedings after reading the Mueller Report. The president ub unsurprisingly called him on twitter a total loser and great news for the Republican Party. You didnt mention President Trump in your oped but believe the gop stood for limited government and Economic Freedom until recent years. Do you think you would be leaving the Republican Party if donald trump were not president . Yes, i do. And ive had concerns with the Republican Party for several years. Ive had concerns with the party system generally. When i first got to congress i thought i could change things from the inside. But as ive spent time there, ive seen that not only me, i dont think there is anyone in there who could change the system. It is pretty rigid. Its top down. It comes down from leadership to the bottom. And over the years it has gotten more rigid. So it is more difficult now to change the process than it was even a few years ago. Do you think it is fair to say that President Trump and your fellow republicans unblinking support for President Trump was the straw that broke the camels back . I think this term in congress has really shown how bad it can get. When i started the House Freedom caucus, one of the Founding Members, what we were fighting for was better process. We were fighting for a more open government, a more Accountable Government and wanted members to have a voice in the process so that wed had a deliberative body and wed be able to represent people back home. Whatever the outcome. Sometimes the outcomes are more conservative and sometimes they are more progressive but we wanted to open tup. But over the years, ive seen that people are just falling in line behind the leaders, including people in my own caucus. Which i left. So it has gotten worse and worse and i think this was the term that really broke it for me. The president lashed out on you on Twitter Thursday after your announcement leaving the Republican Party saying, quote, great news for the Republican Party as one of the dumbest and disloyal men in congress is, quote, quitting the party. No collusion, no obstruction. And knew he couldnt run again in the great state of michigan and already being challenged and a total loser. I wanted to give you an opportunity to respond. I dont have a response and it is what the president does and says and most people understand that is now how people are supposed to talk about each other and to each other and i think hes really identified what i talked about in my oped which is he thinks that people owe loyalty to him. But people are elected to congress with an oath to support and defend the constitution. Not an oath to support and defend one person, the president who happens to be from your own party. Do you think that kind of attack, personal, nasty, namecalling, do you think fearing that kind of attack is why more of your republican colleagues dont speak out when they see things they dont like from the president . Yeah. It is a big part of it. Theyre afraid theyll be attacked. Theyre afraid that people back home who are listening to a certain forms of media will say, well, the president is right, this guy is a terrible person and we need to go after him. So it is a combination of things. I dont think a lot of the partisan discord and the rest started with President Trump. It has been going on for years and gotten worse in recent years but hes helping to fuel it and making it worse and making it more difficult for people to be independent in congress. You stand to lose some political power by leaving the Republican Party. The vice chair of the republican conference congressman mark walker tweeted, quote, amash left the Freedom Caucus and now leaving the gop. The house gop never left justin amash we simply ran out of space for his ego however we should make sure he leaves the republican conference and his committee. What would you say to a supporter or constituent who said, by leaving the party, you are hurting your Congressional District because you no longer are going to have potentially do you anticipate youll be kicked off the oversight committee. I anticipate i may be kicked off and that is okay. I understand the consequences of doing what im doing. At the end of the day, though. Ive done this for several years. Ive worked within the Republican Party. Ive tried to make changes for within. My colleagues have tried to make changes from within. It hasnt worked. It is not working for anyone. Im not the only one tried. I have colleagues trying every day and frustrated but they are not speaking out the same way. I hope they will speak out. But it is trial to try Something Different and it is time to be a committed independent representative for my district so that everyone back home knows where i stand. Because right now when you go back home, you hear republicans who dont trust you because youre not aligned with the president and you hear democrats who dont trust you because youre a republican and most of the people in my district do trust me, they respect me, they support me. And i want those people to know that im there for them, im there to represent every Single Person in the community. But not having any power on a committee, doesnt that hurt your ability to serve your constituents . In todays politics the committee have almost no power. And i want people at home to understand that. Everything is really run top down. When i say that, i mean it literally. The speaker of the house very much controls the entire process. The speaker decides what comes out of committee. When speaker ryan, our republican speaker was there, i was on several committees and nothing ever came out of the committees that wasnt approved by speaker ryan. So let me ask you about. That because i talked to bend bon buck and one of the Reasons Congress isnt functioning is because of the Freedom Caucus. That is the perspective of people in Republican Leadership as im sure you know. He said you cant have an honest conversation about polarization in the last five years without acknowledging the role of the Freedom Caucus and they insisted loyalty to their own tribe and drove this toxic notion that compromise is treason. And youre a Founding Member of the Freedom Caucus. What is your response to that . Do you think the Freedom Caucus deserves any blame for how things are going in congress right now . I dont want to speak for the Freedom Caucus because im no longer a member. But when it was founded the purpose was to open up the process and the speaker of the house have it totally backward. They were closing down the entire system and members of the Freedom Caucus said we need to ban together to make sure we open this up and offer amendments on the house floor. Under speaker ryan for example, for the first time in congressional history, we had a whole congress where not a Single Member of congress is able to go to the house floor and offer an amendment. It was the first time in history, it was the most closed congress in history and now under speaker pell os kbri we have the same problem. Were not allowed to go to the house floor and offer amendments. So it is closed down and we need to open it up and sometimes you have to form a group like the Freedom Caucus to stand up to the establishment in washington. To give their perspective, for instance, the Senate PassedImmigration Reform during the obama bills and bipartisan bill and passed with 60 something votes and Speaker Boehner wont bring it up because the House Freedom caucus would insist on you cant bring up any legislation unless you know that a majority of republicans are going to support it. And for that reason, there wasnt a free and open process. Well that was never the philosophy of the Freedom Caucus. The Freedom Caucus is about opening up the process. I cant speak for individual members who may have felt that way. But the Freedom Caucus is about opening up the process and ensuring that the speaker allowed us to offer amendments and offer suggestions because it is supposed to be a deliberative body. Were not supposed to take things and pass them, were supposed to debate and represent the American People. You said people turned into zombies when they come to washington because they tell you things privately differently than what they say publicly. What are you hearing from fellow republicans privately, you dont have to mention names, about your decision and about being a republican member of congress in the trump era . Well, i get people sending me text messages, people calling me saying thank you for what youre doing. Great oped. When i was discussing impeachment, i had fellow colleagues and other republicans highlevel officials contacting me saying thank you for what you are doing. So there are a lot of republicans out there saying these things privately but not publicly. And i think that is a problem for our country. It is a problem for the Republican Party. It is a problem for the Democratic Party when people arent allowed to speak out. So i think we need the American People to stand up and say, hey, enough is enough. Weve had with these two parties trying to ram their partisan nonsense down our throat week after week. We want a person to go represent us and be open and represent the entire community. Are you running for reelection as an independent to congress . Yes, i am. And you think you could win as an independent . Yes. Im very confident about that. What about the possibility of your running for president as a libertarian or some or some other ticket. I asked you about that four or five months ago and you didnt rule it out. Is it possible you would run for president . I still wouldnt rule anything like that out. I believe that i have to use my skills, my public influence where it serves the country best and i believe i have to defend the constitution in whichever way works best and if that means doing something else, then i do that. But i feel confident about running in my district, i feel a close tie to my community, i feel i care a lot about my community and i want to represent them in congress. When do you think youll make a decision about a possible president ial run . It is something people talk about all of the time. It is not something that is right on my radar right now. So i couldnt tell you. What do you think about what does it feel like when you have first of all, i think you made your announcement about impeachment and donald trump jr. On twitter basically threatened that he would support whoever primaried you. And then you announced you are not running as a republican. And President Trump issues the tweet, this is the most powerful family in the country right now. And theyre gunning for you. What does that feel like just as a person . It doesnt scare me. I feel confident in what i do. I have people back home who support me. I have people back back home who care about me and back in my district people are thanking me for what im doing. People want open and honest representation and want people to come to congress and work with integrity and what the president is doing is actually lowering the tone across the country, hes harming civil discourse, creating partisan divide and enhancing it and i think that is very dangerous for our country and i dont think a lot of people appreciate it. I think people put up with it because the economy is good right now. But i dont think theyd put up with it if things went south. So youve come out in support of beginning the proceedings of impeachment and there is no point of bringing formal articles of impeachment because Speaker Pelosi doesnt support it. Is she making a mistake . Do you think the democrats should be starting impeachment proceedings based on the Mueller Report, what is in there about potential obstruction of justice which is the case you laid out friday, a pins pelled moral position shes making a mistake. From a strategic position shes making a mistake. If she believes as i do there is impeachable conduct, then she should say so and tell the American People were going to move forward with impeachment hearings and potentially articles of impeachment. When she says things like, oh, i think that we need to have the strongest case before we go forward. What shes telling the American People is she doesnt think there is a strong case. If she doesnt think that then she shouldnt open her mouth in the first place and say she thinks there is impeachable conduct. I believe there is a strong case and if she does she should move forward and make sure the American People understand. People at home dont read the Mueller Report. People dont have time to read the 448 page report. And they expect congress to do the work for them. They want Speaker Pelosi to do the work and other members to do the work and if she doesnt want to go forward then we have a big problem. Last question, how many of your republican colleagues do you think have read the Mueller Report . I think it is probably less than 15 and i would say that is probably the case on both sides of the aisle. Do you think that once anyone reads it, they would reach the same conclusion as you . I think a large number of them would reach the same conclusion. There are some who could reach different conclusions. But when you look at the conduct and the evidence presented, i think basically anyone would be indicted for that conduct. Anyone who is not the president of the United States. In a major speech yesterday, former Vice President joe biden attempted to defend his record saying hes changed since the 1970s and that he was vetted and selected by president obama. That defense comes after weeks of criticism from his democratic opponents who are suggesting the former Vice President is out of touch on issues such as race. The Vice President spoke exclusively with my colleague chris cuomo and tried to explain his position on voluntary School Busing in the 1970s. If busing didnt work then it made sense you werent for it back then. But why say you were for it . Why not just be straight about it and move on. Because there are three different pieces. I w i was i was for voluntary busing. Where the court showed that in fact a legislative body took an action preventing black folks from going to a school. That is the i know you know. That is the desegregation and 50 years ago people dont understand the context. The third one is do you have an administration through their nonelected Officials Department of housing decide every school should be equally balanced across the board. That is a different issue. And the way to deal with that problem is what i did from the time i was a kid. I got out of i got out of law school and became a public defender. I fought for putting housing in low Income Housing in suburbia and talking about eliminating red line and School Districts should be consolidated in ways that made sense so in fact why didnt you fight it like this in the debate . In 30 seconds. What happens most in a debate. People blow their time cue. That is the only person on a debate stage say im out of time. You didnt want to get in that scrum. Do you think the American Public looked at that debate and take me out of it and boy, i like the way thats being conducted. Their showing themselves to do really well. Come on, man. But theyre going to come after you. Sure theyre going to come after me. Were you prepared for them to come after me. I was prepared for them to come after me but not prepared for the person coming at me the way she did. She knew bowe and she knows me. And any way here is the deal. What i know and it is the good and bad news, the American People think they know me and they know me. Here is the tough question for democrats. They need a warrior. Okay. Because not to aggrandize or lie onnize, but this president knows how to fight in the ring oneonone. Kamala harris is friendly fire. Cory booker is friendly fire. How can democrats have confidence that you can take on the biggest and the baddest when youre having trouble sparring in party . I dont think im having trouble sparring. It is how you want to spar. Im the guy at the time everybody talks about things that are changed, i took on samesex marriage, a whole range of issues, i took on arms control and dealing with the russia with the arms control agreement. I took on putin in terms of iraq. Excuse me, in terms of what was going on in ukraine. Ive taken on the leaders around the world. Im the guy that has gone in and ive taken on all of the leaders. This is this is ironic. Ive never been accused of being not not being able to spar. Ive been accused of being too aggressive. But the game has changed. And you think that what is happening with harris is anything compared to what would happen with you and this president. No. But Everybody Knows who this guy is. Come on, man. Cop on. How do you beat him . By pointing out who i am and who he is and who ware for and who he is against. This is a divider in chief. Acting with racist policies and moving to formant hate and that is the only way to sustain himself. Nothing about him worries u you. Sure im looking forward to it. You look behind me in a debate. So when they turn on the television they look up and their kids say, i want to be like that guy or that woman. You versus the rest of the field. On the economy, theyre all going big. 70 tax rates, free college, rearchitecture of the economy, forgiving debt for college, which happens to be the biggest asset on the american governments balance sheet, you do not believe in those things. I dont believe in the way theyre doing it. For example, i think there should be health care for everyone. I have a plan how to do that that it rational and will cost a hell of a lot less and will work. And in terms too incremental. No. It is not incremental. Would you bring back the individual mandate. Pardon me. Would you bring back the individual mandate. Yes. Do you think that would be popular . Yes, now it would be compared to what is being offered. And here is the deal, chris, were in a situation where if you provide an option for anybody who, in fact, wants to buy into medicare for all, they could buy in. They buy in. And they could do it. But if they like the employerbased insurance which unions broke their neck to get and they shouldnt have to give it up. The flip of that is you dont go my way you have to give up all of that and what happen when you have 300 Million People landing on a Health Care Plan . How long will that take . What will it do . How do you convince the party that these more advanced ideas, all in on medicare for all, that matter to them i would call in advance. But theyre popular in the party. By the way, watch, that is what this election is about. Im happy to debate that issue and all of those issues with my friends. Because guess what . Again, look who won the races. Look who won last time out. We had and by the way, i thinko causio cortez is a brilliant woman but in the general election fights, who won . Mainstream democrats who were very progressive on social issues and very strong on education, health care. Like, my north star is the middle class. When the middle class does well, everybody does well. What do you say to the people in party right now when polled who say, yeah, i like joe biden but i think his ideas are the old ideas, the new ideas i see a warren or a sanders or a harris. You poll lower than them on ideas for the future. What do you say to them . I say to them, take a look at my ideas. Take a look at my ideas. I havent seen those polls where people say what ive seen around the country is the vast majority of democrats are where i am on the issues. Weve got to be aggressive. And theyre big ideas. The big idea on education, on health care, on dealing dealing with the environment. It is just i love how all of a sudden i wish i had been labelled as moderate when i was running in delaware when it was 80 of the party said it is center left. I am center left. Farther left is getting more attention and amplified. There is a disconnect. Look, it is center left. That is where i am. Where it is not is way left. Now, look, but that is what we could find out. Was i wrong a few weeks ago . To somehow give the impression to people that i was praising those men who i successfully opposed time and again. Yes, i was. I regret it. Lets just be really clear, this is not 2016, this is 2020 and people are woke. The former Vice President expressing regret yesterday about comments about working with segregationists in the senate early in his career but are democratic primary voters too woke to back biden in 2020. Lets discuss. Dr. El say ed, lets start with you. I think were starting to see not just an ideological rift in the party but a generational rift in the party. And you have folks like joe biden who cannot actually go back and say, look, when i was working with some of the folks, i was wrong on issues that were called out, or youve got somebody like Speaker Pelosi who is going after the most popular congresswoman by far in the country and youre starting to see ocasiocortez. So youre seeing the generational rift where old School Politics where not everything was caught on camera or access to a cell phone or tweeted. And it is not okay any more to just say i was right, no matter what happened. We have to be able to say, look, i was wrong about something and ive changed. The world has changed and this is how ive evolved with it and were seeing it on multiple fronts. How would you advised the Vice President to deal with this beyond not bringing up the segregationists to begin with . Well, i think i would have advised him to do this several months ago. There were a couple of things he could have done years ago, including calling anita hill. But we are where we are. I think his advisers were telling him for months, this is going to be a hard race and people are coming after you because you are the frontrunner. Youll have to reintroduce yourself and what weve seen over the last couple of weeks is hes learned that himself. People dont fully know him. Not just Barack Obamas running mate and opponents will come after him as expected and this weekend hes trying to regain footing and reset the narrative. Whether that works or not. Well see, that is up to primary voters. I dont think joe biden thought this would be as difficult as it is. You have Kamala Harris calling him out on all of his issues. Hes got two problems. One is he has to separate himself and say, look, i wasnt just part of the obama administration, i was actually a leader there. I was these are my proposals. Hes got to talk about what he is going to do. And on the other end, the things that he did independently, hes apologizing for. He said look, i was wrong on this and wrong on that. And at some point people think and people know that a great indicator of what youre going to do in the future is what youve done in the past and you have to figure out if your apologizing for the things you did independently, how are you going be a different leader and i think hes struggling with that. So i want to ask you, scott, because one of the things that i wonder about is President Trump in the 70s, when joe biden was working with the segregationists and opposing busing and et cetera, President Trump was being sued by the u. S. Government for discriminating against africanamericans in housing so it is not as though he has a shiny record on these issues either. But hes out there on twitter today ajacking attacking joe biden on segregationist. And he thinks he matched up the record on the crime bill and his leadership on this issue in the modern era is a nice contrast to what biden did in his career and youll see the president s campaign continue to drive that and it is a partisan issue and democrats are praising the white house for getting it done. And one of the things democrats agree on over the past couple of days is that issues like housing and Economic Opportunity and education is how you attack justice and not when it is the nominee versus donald trump. That is where it is problematic for donald trump. But criminal justice was a big part of it and we worked with the Congressional Black Caucus on and something that we worked on for a very long time and getting that done is a big deal. So now were moving on to the next. But you have to be able to look, a person who is not an apologist for the administration, first of all i want to make sure that were giving credit where credit is due. That is done by the house of representatives and by congress. And the president was able to sign that into law. Which is great. But this was a big deal. Criminal Justice Reform was a big deal. And he is going to have to face the 1994 criminal crime bill. Lets be clear, the bigger question here is about white supremacy. You have a president with no legs to stand on, actively discriminating against people of color in his own apartments. There is no world where you can look at this crime reform, which like you said is an accomplishment of house of representatives and say that the Trump White House got it done. No, im sorry, joe biden i agree with that. Different strokes. So we made everybody in the media world made a big thing out of it the other day when President Trump refused to endorse Vice President pence for president in 2024. Take a listen to Michelle Obama yesterday talking about the primaries. Barack and i are going to support whoever wins the primary. So were our primary focus is letting the primary process play out. Because its very early. As with President Trump, that is what you have to say. You cant really lean on the scales. But biden would have loved a note of support there. Sure. About i think former president obama and Michelle Obama made a decision strategically to stay out because they saw what happened four years ago when you put your thumb on the scale too early, youre going to mess up the party, the party is divided. Theyll come in when it is the right time or preserve that option and until then we want to see how it plays out and what the American People think. I think that is the right decision on their part. First of all, hes not doing anything that hes not done in the past. He likes being on his own. He loves being a person that will make a bold statement and be and vote across vote with nancy pelosi most of the time. If he feels like that is that is going to shake up the process. There are two areas where i wanted to discuss really quickly, one is where he said he is absolutely right when he says that the administration demands 100 loyalty and they wont give it back. And so that that area i agree. But where hes actually leaving the party and thinks that hes going to be able to change the process from being a one person in his own caucus speaking to himself, it is unrealistic to think youll change anything. What you have to do is put yourself in uncomfortable situations, go and speak to people that you dont agree with and see if you could have a dialogue that will change other peoples minds. You cant do that on your own. What a burden it must be to be the smartest person in a room full of 435 people. He went to the Freedom Caucus and tried to change things and nobody would listen and went to Committee Hearings and nobody would listen. I didnt think it was possible for him to be more irrelevant in congress but he found a way. With his voting record and views on the president he could not win a republican primary in michigan. It is born out of political expediency and he will run for reelection unless he runs for president and the fact is hes never been able to work with others and never affected change on behalf of his district and to blim everybody else to me strikes me that the people of michigan want somebody else. Youre from michigan, what do you think . Lets not forget how this started. He read the Mueller Report and realized what almost all of us realized is that this individual serving in the white house is unfit to serve. And has probably committed impeachable offenses and the only person with any guts on the republican side to say it. And at this point, yes, the party is probably pushed them out, but that is also because i have no clue why party hasnt pushed them out. But why have republicans not been able to stand up and say that the things that are coming out of donald trump mouth are wrong. That is wrong. Because there have been. Ive said it and other people have said it. They have been. And the ones that have said it have been targeted. So that just 100 loyalty. No. But it didnt start with the Mueller Report. Lets go back. His voting record has been out of step with the rest of the House RepublicanConference Since the moment he got there. Hes been one of the least likely people in the House Republican conference to support the current republican agenda. This doesnt start with the Mueller Report. That is a convenient excuse these days. But hes been out of step with his own party for a long time. I dont think justin amash will be president and i dont know what his future is, and i thought that hes kind of rewrote the House Freedom caucus history there. But doesnt matter too much. But what i will what i did think was interesting was him saying people people say things quietly and we hear this from people reporting on it, republicans express concerned about President Trump quietly and cant believe hes doing this quietly but not outspoken about it and not courageous when theyre voting. That is a good and interesting point and i wish people would follow him and be more vocal. But do you have to leave the Republican Party, do you believe in the platform and the principle because ive said this, im sure justin and i have been a republican longer than the president has.
