voters in iowa view this. >> i will speak to senator joni ern ernst. i'm jake tapper in the beautiful state of iowa where our state of the union is ready to hear from the actual voters through actual voting. we join you this morning from the campus of drake university in des moines, one day before the iowa democrats kickoff the 2020 presidential contest in a contest that will help to decide who the president will face this fall. in washington, the president is set to be acquitted by the senate on the two articles of impeachment on wednesday, but not before the president delivers the state of the union address the day before, tuesday, with several lawmakers who are hoping to unseat him in the audience. beating president trump this november has become the all-consuming focus of the primary voters, but disagree on how best to do it. tomorrow night, the iowans will gather at the caucus sites, and today, my guest went from virtual unknown to one of the top contenders and former mayor pete buttigieg, and thank you for being with us today. >> good to be here. >> i wanted to start with impeachment, and speaker pelosi questioned the legitimacy of the senate's verdict. take a listen. >> and he will be emboldened because the senate will acquit him. >> well, you cannot be acquitted if you don't have a trial, and you can't have a trial if you don't have witnesses and documentation and that. >> well, as a matter of fact, you know, an acquittal is an acquittal whether she likes it or not, and she is making a political argument there obviously, and will you see the verdict as legitimate now that the senate has opted not to have new witnesses? >> well, she is right that a trial without witnesses is not much of a trial. >> without new witnesses. because there have been witnesses. >> well, that i did not call witnesses to speak when we knew that there was information and by the way, why would a president who is innocent to go to these lengths to suppress the evidence and we know why and we know what is going on, on the floor of the senate, and that is so exhausting, that it may have the effect of discouraging and turning off americans about the process right now, but as upsetting as what is going on in the senate is, the thing that i am always reminding the voters of in the closing days of the iowa caucuses is that, yeah, the senate is the jury today, but we are the jury tomorrow, and we get to send a message at the ballot box that lying and cheating and involving foreign actors that it is not okay, and we can do better, and the good news is that i am seeing a majority of the american people not only agreeing that this president is not serving the country well and not only agreeing on what we are against, but more than that, agreeing on what we are for which is making sure that the economy works for us, and making sure that we have steps to keep the country safe and restore the credibility of the united states and there is a majority of the people ready to move forward and this is what i am seeking to mobilize. >> is a acquittal legitimate? >> it counts by the procedures of the senate, but not the legitimacy of vindicating the president, because it is very hard and even for the republican senators andly li will be curi for what they say on tv today, because for them to look at a voter and say that this president is a good leader for america. >> and nancy pelosi says that the voters as you speak to are accomplices to the cover-up because they did not call new witnesses. >> yes, they are going out of their way to protect this president, as if they have forgotten that when the story is written of their time in office, this is the first sentence of it. there is a lot of reason to believe that deep down many of the senators know better, but the only language they respond to is political power, so the only shock wave that is going to reunite them with their conscious is a thumping at the ballot box for donald trump and those who support him. that is why it is so important for tomorrow and even here in iowa that we have a candidate and a nominee and campaign that can deliver that, and bring together that american majority that is ready for something completely different from a presidency like donald trump's. >> well, you have been talking about vice president biden in terms of what he offers other than what you or yourself somebody new offers. >> i have seen vice president biden saying that we cannot afford to take a risk on someone new, and i believe at a time like this, the risk we cannot take is to return to the same washington mindset that has brought us to this point and expect it to work against a president like donald trump. >> it sounds like you do not expect that if vice president biden gets the nomination, he will be able to beat president trump? >> i certainly believe i am better positioned to beat donald trump than any of my competitors. >> do you think that biden can win or -- >> i am going to support the nominee of my party. >> do you think that he can do that and beat trump or turnout will not be sufficient? >> this is my concern. if you are looking at the lessons of history over the last half century, and every time we have won or my party has won the white house, it has been with a candidate who is new in national politics, and who does not work in washington or at least has not been there very long and opening the door to the new generation of leadership. >> carter, clinton and obama are fresher faces? >> yes, it is the best way to win, and at a moment like this, why take a chance of anything else, and let's look at the campaign to beat donald trump. >> and your campaign sent out warning the supporters that bernie sanders is surging in the polls and you said that bernie is surging, and we have to beat donald trump and we cannot risk a candidate who cannot. why can't bernie sanders? >> well, a politics that says that you are for status quo or revolution leaves most americans out. most people i talk to are on board with big change, be one of the historic facts about america today, for example, we have a strong american majority who is ready to see the american sector step up to make sure no uninsured american and not kicking people off of their plans and it is issue, after issue where we can have a chance to energize the powerful majority and we can't afford to polar idz ize it. and it is not true to choose between the status quo or total revolution, and there is another way which is what most americans and democrats want. >> and so you think that bernie sanders is too revolutionary? >> i think that i have a better chance of beating donald trump. >> in terms of bringing people in and you have been struggling and we have talked about it in your aability to win over african-american voters. and amidst all of this, "the new york times" reported this week that the staff members of color on your campaign say they feel disrespected because some of the senior aides don't listen to concerns or the ideas, and do you bear any responsibility on that in the campaign? >> well, if you are looking at the story, it is talking about the pro active steps that our campaign took to make sure that staffers of color are heard and we have a diverse campaign, and more than 40% are people of color doing a phenomenal job, and need to be supported and deserve to be supported, so that we have taken steps that maybe in history and historical campaigns have not been done to creating conversations and spaces of workers who are facing the challenges that any person of color in the workplace today is dealing with and being responsive of it. >> when you read that story, were you upset or reach out to people of your staff of color who, to see what their concerns were? >> yes, my focus was to make sure that the members of the staff and the staff of color were supported because they are bringing their experience and perspective to the campaign and we are better campaign because of it. >> and you said in choosing the running mate, you said a background of racial and gender and diversity, and it sounds like you are thinking of choosing a woman of color? >> well, i don't want to disqualify anybody, but a top consideration for vice president is in building a cabinet is making sure that we have the gender, racial, professional and regional diversity to really reflect this diverse country that we are. >> and one of the closing arguments in iowa is that you can win over the republican voters and a number of the precinct captains were trump voters, but in the new trump ad, they are seizing on a statement that you said that anybody who is supporting this president is at best turning away from racism, and this is almost 63 million americans that c s that painting with a broad bush are, and do you regret that? get published now, call for your free publisher kit today! welcome back to "state of the union." i'm jake tapper and we are in iowa. with the impeachment trial overlapping the iowa caucus, my next guest joni earnest said she would be interested to see how one influenced the other in talking about the president candidates joe biden and his son. >> the iowa caucuses are this next monday evening and i am interested to see how this discussion today informs an influences the iowa caucus voters, the democratic caucusgoers, and will they be supporting vice president biden at this point. >> biden has seized on her remarks saying that the senator revealed more than she meant to. >> she spilled the beans. she just came out and flat said it. you know, the whole impeachment trial for trump is just a political hit job to try to spear me, because he is scared to death to run against me, and he has good reason to be concerned. >> joining me is ohio republican senator joni ernst of iowa who served in the national guard and has a new piece in the "des moines register" taking on the presidential candidates ahead of the iowa caucuses. thank you for joining me. >> thank you, jake. >> and so he said that we welcomed the panicked admission of what is to come, and please continue, so that we can continue to run on this. is he right? were you saying that? >> no, it is quite obvious that the house managers brought up vice president biden and his son hunter over 400 times in the opening argument. over 400 times. >> the democrats did that? >> the democrats did that, and the president's white house counsel spent a number of hours laying out the situation with burisma, so i was just pointing out that iowa has very smart voters, and very educated caucusgoers, and if they are paying attention to all of the dynamics with the candidates that might be something that they would take into consideration. >> and the republicans have been defending president trump saying that the pressure campaign with ukraine had nothing to do with the electoral politics or biden's campaign, but i am wondering if you are thinking of linking them, you undermined the argument? >> i don't think that it undermined it at all. i think that, again, the democrats are presenting the case, and it really did show that there was something of concern with burisma, and so i think that the democrats can follow that, and they will make that decision as they are going to the caucuses tonight. but overall, there is a corruption issue in ukraine, and we have pointed it out for years. i know that -- >> not necessarily about the bidens. >> right. not necessarily, but in general. in general, there is a corruption issue there and of course, the president honed in on it, and took that issue on, but again, you know, we want to see how this influntss our caucusgoers tomorrow evening as they head out to polling places. >> but it does seem to undermine the argument that it is not about electoral politics given that you are wanting to see how the mention of joe and hunter biden and we should point out no evidence that anybody did anything illegal regarding the bidens and ukraine and joe biden was carrying out the u.s. policy, but it does seem to suggest that you think that it could have an effect. >> i think it does and whether that is the intention or not, everything is tied together. so the information about the bidens is out there, and so now it is up to the american people to decide, you know, was that a good choice for hunter biden to be on that board, especially at a time when his father was trying to ferret out corruption in ukraine. having a son working for the most corrupt oligarch in ukraine. >> you voted against a motion to hear from new witnesses friday. so did republican senator rob portman of ohio and lamar alexander of tennessee, but also they have said that what president trump did by asking ukraine to investigate the bidens is inappropriate and wrong. both of those senators saying it is inappropriate and wrong? >> i think that ferreting out corruption is absolutely the right thing to do. now, if he was tying it to other things, that is the president. it is probably something they would not have done, but focusing on corruption, absolutely. >> he did not mention corruption in that call, but he mentioned joe and hunter biden and burisma and this conspiracy theory about ukraine interfering in the election in 2016. >> and again, something that i would not have done -- >> so, is that wrong? >> the president has a lot of latitude to do what he wants to do. and again, not what i would have done, but certainly going after corruption. >> so you are saying it is not perfect, i get that. >> maybe not the perfect call. >> and so if it is something that you would not have done, why wouldn't you done, because it is wrong or inappropriate? >> generally speaking going after corruption is the right thing to do, but in the wrong manner. but i think that he could have done it in different channels, and the argument is that he should have gone to the doj and he should have worked through the entities, but he chose a different route. >> and assuming he is going to be acquitted wednesday. >> yes, right. >> and are you confident he won't try to do this again, to get a foreign country to look into a political opponent whether it is elizabeth warren or pete buttigieg? >> i think that he knows now that if he is trying to do certain things whether it is ferreting out corruption there or afghanistan or whatever it is, he needs to go through the proper channels. so, again, using the doj and other international organizations to get to that corruption. so, the vote that will likely come on wednesday will likely be a vote of acquittal, and the argument is -- >> you are voting to acquit? >> yes,ly vote to acquit, and again, whether you like what the president has done or not, and we can argue this up one side and down the other all day, but does it come to the point of removing a president from office? i don't believe it does. i will tie it back to obama and the hot mic moment with the former president of russia, and where he said, that he literally said, give me some space in my election, oops, okay, talking about elections. >> and he was talking about the missile defense. >> yes, but a missile defense that the congress wanted him to build up, and make much more robust to protect american citizens and president obama chose not to do that as long as the russians gave him space in the elections, and that nobody brought up for impeachment. so the very fact that because aid was held for about two months, because there wasn't an official white house meeting, people are wanting to impeach this president. what president trump did, it doesn't rise to the level of what president obama did. >> you say it is in the wrong manner. >> it was in the wrong manner, and i will agree to that. >> and you criticize the democrats for what you call the socialist policies and the green new deal and the medicare for all. and i am curious, because i have heard a number of conservatives talk about the multibillion dollar payoffs to farmers including up to $800 million here in iowa that is socialism in the same way that medicare for all would be socialism, and how come you don't consider the payoffs from the government to farmers who are struggling, because of the president's trade war and how come that is not socialist? >> well, it is all tied together, because those farmers would be trading overseas, and now we have seen the trade deals done, and i am excited about that, and another huge win for the president with the usmca, and the phase one china deal, and the government was working on the trade deals and we are getting in tariffs for the other countries, and that is what is going to farmers. >> you are showing that the farm bankruptcies jumped 20% last year and the crop prices after the trade deals are still falling. hasn't the president made it tougher for farmers? >> well, they have made it better in the long run. a lot of the farmers if you are asking the iowa farmers is the president doing the right thing, they will say yes, and we know that we need to tighten the belt, and so, yes, there were a number who had to tighten up this last year, and the year before. but what i have heard from one farmer she said, you know what, i am tightening my belt, and things are tougher now, but in the long run, it is going to be better for my grandchildren and they won't have to struggle with china cheating with us the way we have experienced in the past. so one gentleman from the iowa soybean association put it very well. he said that, you know what, the hurt we are feeling right now is no different than the hurt 5 years ago, 10 years ago or 20 years ago from china. so if we can get it right and have a better future, they were willing to go through it, the short period of hurt. so that we could do better for our children and grandchildren. >> senator joni ernst, republican from iowa. >> welcome to iowa. >> you know i love to be here. you know that. and so now how will this shape the campaign trail and what it means for tomorrow night coming up next. ...do your sneezes turn heads? i mean, the last "des moines register" poll had sanders in lead followed by a clump of biden, buttigieg and warren and kind of vying within the margin of error for second place and followed by the other candidates, and who has the best ground game? >> one thing that we have seen consistently over the last few months is that the top candidates have stayed in the top four, and solidified into the top tier even though there is volatility, so to your point, it can come down to the ground game and how organized the campaigns are in the state of iowa. elizabeth warren was the first person to come in and build out that ground game, and higher up sop top staff and open up the field offices, and she has had the lead, and her team is organize and ready for the moment. we have seen other people coming in pete buttigieg, and bernie sanders has a lot of momentum right now, and all of those things can factor in. >> you have endorsed joe biden? >> correct. >> i understand that your bias is pro biden, but you are a participant in the iowa caucuses, and also an iowa voter for a long time, and what are you seeing? >> is llisten, i totally agree ground game is important in iowa, but folks understand how important this election is. when i am out visiting the people in the counties, it is health care, and the kitchen table issues and they will go out to caucus for somebody who can deliver on that. >> and now, jen, we heard last night in des moines from a biden canvasser who was disappointed in the ground game operation they had set up. they didn't have, let's just say they were ill-prepared. >> yes, and energy and enthusiasm matter. i was here for john kerry and barack obama, and you could feel it, and you could feel it in the auditoriums throughout the state, but what matters the most is what happens monday night. and these organizers who are precinct captains, and what they do in the first round to get people in their corner, and then what they do to get their neighbors to come the support candidates some it is not a great sign to hear that story for biden, but i am interested in who has the best precinct captains and who is ready for what happens in the room monday night. >> and scott jennings, who is a republican here i think to canvas or the help jeb bush's campaign in '16, he pointed out that when he came to the iowa caucuses, he walked into a room, and people said that we have never had a turnout like this, and it is a bunch of the trump supporters and cruz supporters, but the trump people were there not organized, but propelled by the message. >> yes, and clearly a lot of energy on the sanders' side, and we have seen it coming into today's conversation. but the truth is that for 25 months, it has been basically between biden and sanders and the numbers have been going up and down in those two directions, so i would not underestimate regardless and going to the steak house and i will forgive you for the no invite, but i would not underestimate what it means for vice president biden to have the folks show up even if they are not as organized or accustomed to the caucusing process to be there on his behalf. you also have a lot of the undecideds out there, and what do they decide to do in these spaces. >> almost half. half of them say they are not committed. >> and this is why the room is so committed, and whether it the bernie sanders or the elizabeth warren or the joe biden approach, they can bring the people into the corner and that is a wild ride. >> this is not different from what we have been hearing is that they want a person who can beat donald trump, so at the end of the day, that is going to play more than anything, who can beat donald trump. >> and there is always a wild card and one wild card who is former nominee hillary clinton who said disparaging things about bernie sanders in a documentary and again in a podcast, and this is the response from rashida tlaib speaking in iowa, one of his surrogates. >> if you remember last week someone by the name of hillary clinton said that nobody, and we are not going to boo. we are not going to boo. we are classy here. >> no, i am going to boo. boo. >> you all know that i cannot be quiet. no, we are going to boo. that is all right. the haters will shut up on monday when we win. >> so, congresswoman tlaib expressed regret for her comment, and what do you make of this all? >> these are my colleagues, and i greatly respect the work they do, and i am disappointed with the divisiveness in this country and across multiple platforms and i ha it to see something like that going on within our own party and i find it to be disrespectful, and certainly hillary clinton was a pioneer for women running for office, and for standing up for our democratic values that are important for this country. i don't think that kind of behavior is something that iowans like to see, and iowans believe in the term iowa nice. we want to support our neighbors. we want to be on the good relationship with them, even though we may not agree with them, but while we are sitting in the room and it can be contentious, that type of behavior does not go over well in iowa. >> what do you think as an iowa reporter? >> absolutely not. iowan are sma iowans are smart, and they see right through it, and they know that joe biden and hunter biden are not guilty of anything. that is one thing that iowans are smart, and i agree with the senator with that, and they are going to see the folks standing up for the democracy and the senators taking it on to make sure that we protect the constitution and this is what they are going to be focusing on, and not the story that has been made up for joe biden and that is going to make the case stronger for why he should be president. >> and scott, the republican on the stage? >> well, if it were made up, he would have not promised to do it again. >> not having relatives on the boards. >> i don't know if the republicans are saying that they did anything criminal, but the appearance is what is driving this conversation. i don't know that it has hurt him or helped him, but the biggest thing that hurts him is the expectations game, and if he doesn't win and finishes third or fourth or behind mayor pete, then, you know, he is not winning right now in new hampshire, and so, it is a long time until south carolina which has been the firewall for him. so i think that the biggest story for me on him coming out is does he live up to the expectations, and then he has to spend a whole week fighting off is the campaign doomed after this. >> and there are consequences beyond the presidential race, because a number of senators up for re-election, and we have been talking and it before, and it is likely that the democrats will use the votes against new witnesses, and cory gardener in colorado and mcsally in minnesota, and thom tillis in north carolina, and in addition, several democrats who represent the red states, and joe manchin from west virginia and kirsten cinema who s from west virginia and kirsten cinema whi -- kierstin senama and what you see of that?
