Breaking news in the national lead. Just minutes ago, we learned as many as 75 scientists working in u. S. Government laboratories in atlanta, georgia, may have been exposed to the killer bacteria anthrax. Researchers were transferring supplies from a high level Biosecurity Lab to a lower security facility. Those scientists are now being treated to prevent fectiopreven. Do we know any more about these 75 exposed . I was just talking to a federal official and i got a feeling for what happened here. First of all, its really important to say none of these 75 have any symptoms of being exposed to anthrax. So theres no in that way, theres no worries. No one appears to have gotten sick. But they are careful and thats why theyve put these 75 folks on prophylactic antibiotics because no harm from the antibiotics most likely and it could prevent something terrible from happening. I got a bit of a description of what seems to have happened. There was a lab that was handling it live anthrax and trying to deactivate it, and they thought they had deactivated and sent it out to other labs, but those other labs said wait a second, this stuff is supposed to be deaden its alive. Obviously something went wrong with the deactivation process and another thing appears to have gone wrong. When you deactivate anthrax, youre supposed to wait 48 hours and make sure it really is dead. Apparently that didnt happen in this lab. When do we think this happened . This appears to have happened recently. I mean, theyre talking about sometime between june 6th and june 13th. Im looking at the cdc statement. There may have been some procedures going on in these labs that air solized some of those spores. This is quite recent. How can it they control the exposure . What are they doing with anybody who may have come in contact . If theyre concerned someone came in contact with anthrax, theyre putting them on antibiotics. Those antibiotics are meant to prevent someone from getting sick. Again, i think its important to say, are no one is sick at this point. So you know, thats certainly hopeful if you if anyone did get exposed and thats an if and you put them on antibiotics, that should help. Elizabeth cohen, thank you so much. Of course in the year 2001 immediately after 9 11, several anthrax letters, that is letters and threats containing anthrax spores were the sent and as a result five people died. 228 all together were confirmed as being infected but 30,000 people were at risk of exposure and had to take prophylactic antibiotics. And what are the symptoms to anthrax exposure . How would you know . Well, in the first place, assuming that this is a highly lethal strain that were talking about now, and hopefully that it is responsive to antibiotics because one could concoct a strain that would be end up antibiotic abbott resistant. Were assuming since this was at the cdc, they know the nature of the strain and that it could be susceptible to antibiotic treatment so thats all good news. One in the worst case scenarios, literally within a day or two of exposure if youve inhaled spores and if they are very lethal, one begins to get as an they say it the standard flu systems it, high fever, malaise, headaches, bone aches and after a day or two in the worst case if you dont get treatment, it could be lethal for you and beyond treatment. Today two years after the United States combat troops came home, with his hand forced by a terrorist organization, president obama said hes ready to send up to 300 military advisors he called them back to iraq to help secure baghdad and possibly keep the whole country from unraveling. At the same time, president obama stressed that u. S. Troops are not going to be fighting in iraq again. American forces will not be returning to combat in iraq. But we will help iraqis as they take the fight to terrorists who threaten the iraqi people, the region, and american interests, as well. Even though these special forces are labeled advisors instead of combat troops, one cnn military analyst says this it is boots on the ground. That the parsing and loopholes all go away when someone is shooting at you. Cnns Barbara Starr is standing by with the latest live from the pentagon. Jake, the question of course, is what exactly will these troops be doing and how will they be kept safe . Iraqi forces clashing with isis fighters in the Northern City of kirkuk as the militants continue to make their march towards baghdad. President obama finally weighing in. Were prepared to send a small number of additional American Military advisors up to 300, to assess how we can best train, advise and support Iraqi Security forces going forward. With isis now less than 40 miles from baghdad, the president also said the troops will keep an eye on the perimeter around the capital to see where isis is going next. The u. S. Troops, army parades, rangers and navy seals have fought in combat in the region for years. This time the job is different it. They urgently will work to get iraqi troops and commanders back in the fight and collect intelligence about the militants next moves in case air strikes become necessary. We got him out because we wanted a more conservative forgive leadership and they elected a guy from one of the bluest states in the union, california. They elect eed a guy who is grandson of a cattle rancher, a son of a firefighter. Only in america do you get that opportunity. They elected a guy thats only grown up through the grassroots. They elected a guy that spent his time going around recruiting many of these individuals to get the majority. Look, ive always had to struggle for whatever we wanted to overcome. I think thats the greatest part about america, that theyve always given you the privilege and the opportunity. Thats what this party brings, as well. The former majority leader eric cantor defeated just a week or so ago in a surprise primary election. And eric cantor stepping down and the new House Majority leader Kevin Mccarthy of california arguably less conservative than eric cantor. Dana bash, chief Congressional Correspondent is in person, there you are right now with us. Dana, so mccarthy something of a surprise to Tea Party Members probably, but Steve Scalise very conservative from louisiana. Very conservative. The head of the Republican Study Group which to many viewers probably wont mean much but to core conservatives means a lot because it is the group of republicans in the house caucus who are the most conservative. Until he just got this job as the new number three, he was that guy. He also is now the one red state republican at the leadership table. So his actual role which is House Majority whip is critically important to any majority in the house because thats the person that counts the votes. The way the house is run, the majority does not want to bring a piece of legislation to the floor unless theyre pretty sure almost entirely sure theyre going to get the magic 218 votes thats needed to pass. So thats why that whip job so important on a tactical legislative level, but this particular election of steve sca leez is important also as a republican unity message, as well. Making clear tore conservatives in the house, red state republicans, republicans who wanted somebody they thought was more one of their own at the leadership table, that there is more inclusive gop leadership. Bob costas also joins us right now. An interesting issue when it comes to this House Republican leadership slate is the issue of Immigration Reform. Obviously its been contentious. Speaker boehner wanting Immigration Reform. Eric cantor his mind having been somewhat opened to it at one point got hammered for that in his appear and lost. The new House Majority leader supports giving some sort of legal status to undocumented workers. Steve scalise not only against Immigration Reform, not only speaking against what he calls amnesty, hes somebody that opposes giving automatic citizenship to people born in the United States. How on earth is this group going to be able to Work Together on Immigration Reform . Its going to very difficult for advocates of Immigration Reform. I think the ascension of mccarthy to the position is a sign of hope for those who would like to see some kind of comprehensive reform. Mccarthy does approve giving legal status to undocumented works. So does boehner. These two could collaborate on some type of project. Are they going to be able to be ask Steve Scalise, the red state republican everyone louisiana who opposes even having guest workers in this country and automatic citizenship for people born in the country, are they going to be able to get him to whip for something that he opposes . Well see. When we look what he mean inside the us house, he has a lot of Political Capital but doesnt carry every single conservative with him. Hes not a conservative heavyweight in the same way paul ryan is. Paul ryan could be the greatest ally to boehner and mccarthy. He wants to get something done. Scalise had conservative opposition in the whip race. If hes going to be the one that stops it, he may have others around him who break with boehner and mccarthy. Dana bash, just to remind people exactly what these jobs are, the House Speaker john boehner runs the entire house. Democrats and republicans. What does the majority leader do . What does the whip do . So the House Majority leader is the one whos in charge of the calendar. Decides when the house will be in session, when the house will not be in session. And more importantly, decides what legislation is going to go on the floor. Now, the House Speaker is a constitutional role. Theres second in line to the president. So that is supposed to be the speaker for the whole house the way is in modern times, probably since the beginning of time. Its more of a political role. So the majority leader, would with the House Speaker on those issues. Then the number three, the whip as i mentioned before is in charge of counting the votes which is why your question to bob was so important. You have a conservative in that role who might not agree with some of the legislation that the leadership wants to put on the floor in the next couple of years. Is he going to be able to do that job of convincing people to vote for something at the personally might not vote for. One other point i want to make, jake, and on the question of immigration which i think is fascinating. Kevin mccarthy, the new House Majority leader will who will be in charge of putting legislation on the floor is different from a lot of his colleagues in that because of the partisan nature and the gerrymandering of the congressional districts most republicans do not represent districts with big latino populations. Kevin mccarthy is different. His district in california has one of the highest among republicans, one of the highest populations of latino voters. So for him, it is personally its not politically dire or a political suicide to push this kind of thing forward. So for eric cantor, you know, maybe one of the reasons why he got beaten by a fellow republican. Someone like Kevin Mccarthy is safe on that issue. That might help him push forward this legislation which they all say they want do in the at the end of the obama term. Bob costa with the washington post, Steve Scalise, the new House Majority whip from louisiana, this was a competitive race, and people thought it was going to go to the second ballot. I even heard some comments about that it might go to the third. It didnt at the end of the day. Why not . Scalise was able to make a regional argument. A lot of conservatives from the deep south felt they needed a representative within the Upper Echelon of house leadership. He rode that case all the way to the third most powerful position in the house edging out peter roskam from illinois and Martin Stutzman everybody indiana. Returning to our world lead, i have a news whiplash here. The president s announcement up to 300 military advisors will be sent to iraq. What can they do to cut off what some are calling the beginning of civil war . Lets bringing in anthony zinny, former commander in chief of the United States central command. First of all, general zinnie, thanks so much for being here. Can you explain what the 300 military advisors will be doing . Were told theyll be broken up into several small teams, about a dozen individuals each. Tell us where they go and assist the iraqi military. Well, it depends on which level theyre advising. At the more senior levels, at the corps, Division Brigade level they might it be advising more operational level things such as logistics, intelligence, fire support coordination. It would be the more broader staff functions. And they would also be a conduit for any support that we might have to bring in and coordinate. At the lower levels if we put them down on the frontline levels, at the company level, platoon level where you might see special operations forces, it might be advice on weapons and tactics. It could be actually helping collect intelligence, reconnaissan reconnaissance. Could be to actually control u. S. Fires like air support. So depending on the level, obviously, youre going to get a different kind of advice that goes up the chain. Obviously, were still speaking theoretically here. How dangerous could this be for those 300 troops . Well, depending on where you are. I was an advisor in in vietnam. I was at the Company Platoon level and obviously, youre in the middle of the fire fight and are you responsible for providing american support and engaging in the fight directly at that level where you might find the special forces a teams, maybe seals and others, youre obviously part of the frontline units in contact. As you move further back, youre more involved with the staff planning abmore involved with the staff functions and the higher level commands. The president was asked about the fear of Mission Creep by sending these advisors to iraq and all of a sudden, you have thousands and thousands of Ground Troops because of decisions. Take a listen. I think we always have to guard against Mission Creep. So let me repeat what ive said in the past. American combat troops are not going to be fighting in iraq again. Lets explain exactly what that means to people because theyre some selective language being used. American combat troops are not going to be fighting. What does that mean exactly . I think what is meant by that is conventional forces. You know, we arent going to see infantry battalions, artillery units, those kinds of units engaged. I think hes accepted the special forces, the advisory effort, those forces that may be involved in protecting our embassy and our personnel or conducting the evacuation. So i think there should be more clarity in that. Weve used this term boots on the ground. Its too generic. And i think there ought to be more specificity so people can understand exactly whats meant by that. I think the American People dont necessarily understand the difference between a combat troop and a special force. They just think American Fighting men and women in a country with a gun getting shot at. Whats the difference. I take your point. President obama also said this about possible future action in iraq. Take a listen. We will be prepared to take targeted and precise military action if and when we determine that the situation on the ground requires it. If we do, i will consult closely with congress and leaders in iraq and in the region. What does that mean to you, general zinni, specific air strikes with intelligence gleaned from these 300 special operations troops . I think in the near term, which obviously the mission is to stop isis from moving any further south, particularly or getting into baghdad and maybe not taking it but certainly causing a lot of chaos and violence, he think in the immediate sense its to provide air support to frontline units defending baghdad. I think the next phase of this is going to have to be a doubter offensive to retake the ground that isis has. But there had better be in my view some sort of political arrangement where malaki reaches out to the sunnis or else going back up and just conducting a military operation, i dont think is going to resolve the issues that the sunnis have, and those nonisis forces that are up there that may be supporting them or at least willing to have them in there because its the devil they know. So i think you have two military parts to this the immediate emergency defense and then a political requirement to set the stage and the conditions in the sunni areas and provinces that allow you to conduct a counter offensive thats acceptable up there that leads toward a greater political solution. Lastly, general zini, what lessons have we learned especially people like you who helped wage the war in iraq, what lessons have we learned that so that we dont repeat mistakes we made in iraq already . What does president obama need to know having learned from mistakes made in that nineyear war . Theres a lot of lessons learned. I would say first understand the complexity of what youre getting into. It wasnt a war just against a dictator. It had religious and ethnic undertones we didnt appreciate going in. The idea that you can shake and bake democracy and hold a few elections and its going to take and solidify, that doesnt work. And the estimates in the beginning, the understanding of the culture what we would encounter when we went in, those were the biggest mistakes. We went in with too few troops, threw away the plan we should have used in the beginning. More importantly than that, saddam was contained. We had interests elsewhere in the world like afghanistan that suffered from this. I hope we understand that going forward. General anthony zinni, thank you for your service, sir. Thank you. Well, i think thats a real question. Because we dont know the the answer to that. Heres what the president didnt say, jake. And that is, he didnt tell us what his goal is and whats his plan to achieve that goal. He did say that he may send in up to 300 special forces folks to carry out a joint operation with the Iraqi Security forces. And theyre going to be there in an advisory capacity only or are they there to carry out joint operations . I dont know the answerance to that. But 300 americans is not going to solve the problem of stopping the advance of this group that is more extreme than literally core al qaeda. What do you think he should have done then if 300 special operation troops are not enough . Do you think there should be air strikes . Do you think we should send in Ground Troops . Listen, the president has good military advisors around him, and they are the ones that actually need to be telling him, but clearly, particularly from an intelligence standpoint we need to carry out a surge to be able to be provide the president with the right kind of intelligence relative to these i isis folks. We dont know the exact number of them but the Intelligence Community is still gathering that kind of information. Based on what the president said, i assume hes not going to carry out air strikes.
