We begin this friday with breaking news in our world lead. President obama, the president who ended the iraq war, is now about to double the number of american troops back on iraqi soil. The white house announcing it will up the number of military advisers in baghdad and throughout the country from 1,500 to 3,000. The Obama Administration insist s the troops will not be in combat but focused on better positioning Iraqi Security forces to battle isis. The move also comes with somewhat of a hefty price tag. The Administration Says it will ask congress for 5. 6 billion for the isis campaign, 1. 6 billion, just to train iraqi and kurdish fighters. The timetable for just when these troops will get there remains fluid. There are more and more signs Iraqi Security forces desperately need some sort of help. Suicide bombers detonated three devices in a military checkpoint near a krcritical oil field ear this morning. The attack killed a Senior Police officer and wounded five others. Here now with the announcement, jim, where is centcom deploying these troops . A massive numerical deployment, its double the number thats there now but its actually ten times the number of advisers sent there originally with 300 june 19. Think of that over that span of time. Geographically this is fascinating as well because to this point those advisers have been confined to baghdad. Two relatively safe locations in iraq well protected by the kerdz in erbil and iraqis Security Forces in baghdad. Theyre going to now establish two more socalled advise and assist centers outside of baghdad and erbil. The two places discussed are Anbar Province and they were preparing plans to send advisers to anbar. Reported the week before that they were anbar was falling into isis hands. Absolutely, 80 controlled now. Had in addition, the pentagon says they will establish several sites to train a further 12 iraqi and kurdish brigades. They will not just in baghdad and erbil, two additional Operation Centers it is thought anbar and taji where these forces are to train them. Not combat troops but, to be frank here, much closer to the combat than they were before. And why now, jim . What the Administration Says is the iraqi forces have finally been taking the fight to the iraqis. They claim the president in a Statement Today that isis has in the words of the white house suffered a series of defeat in iraq recently and it is fair to say Iraqi Security forces have had their first victories in recent wakes taking back the mosul dam, a he key Border Crossing up on the syrian border. They took back a town just to the south of baghdad. These are Small Victories when you consider the amount of territory controls, but its their argument that now that iraqi forceses are doing that, it is our assessment if we help them they can do more to prepare them for more offensive operations. To be fair, Officials Say substantial offensive forces are still a month off you can see the advisers sent there to prepare them for that. So they are portraying this not as mission, they say the mission is the same. Certainly, as you point out, its ten times the number of troops as were originally sent in june. June 19, 300 advisers sent in a limited role to assess the iraqi forces. August 8, you begin the air campaign. Which you remember in iraq only. Which you remember at the time they defined as protecting the people up on the mountain and in erbil. September 22 you extend into syria and over the course of time clearly the air strikes have been about more than protecting u. S. Personnel or protecting minority groups under threat. Theyve been about trying to fight back and degrade and destroy isis. So youve seen it, whether you use the term mission creek, it has expanded the last several months. The mission and the size of troops numerically and geographically. Thank you for details on how significant this move is to u. S. Military operations in the region. Lets go to general spider marks who joins us now on the phone. General, would you tray to explain the timing behind this move . Why is the white house announcing this now . Why is it urgent to get 1,500 more troops into iraq . Jake, i cant speak to the political reasonings for the expansion of the mission at this point, but i can tell you that clearly what the u. S. Wants to do with this Coalition Partner as jim as described, you want to reinforce success and weve given the Iraqi Security forces an opportunity with the u. S. Presence thats on the ground right now an opportunity to achieve some Small Victories that leads to confidence and increased missions for them and provides an opportunity for the United States to fall off and say, look, were reinforcing success. I would suggest theres a political aspect to this as well. Im not naive. I would say what were seeing on the ground would drive you to this type of conclusion. Defense officials told cnn pa part of the reason the aerial campaign has not significantly rolled back isis especially in syria is because the u. S. Does not have the intelligence and the reconnaissance personnel to effectively target isis leadership, even though these troops are going into iraq, will this maneuver help solve that problem . Obviously 1,500 troops can only do so much but is it a step in the right direction to solve that problem . Well, thats a great question, i would assume the United States certainly is not going to take its eye off of or its resources off the fight in syria. With the increase to cover down on the Iraqi Security forces and to bolster them in terms of the train and equip mission sigh mull tan quusly the United States is probably supporting as best they can kurdish fighters, pkk if they can, in order to try to put some very specific targeting against these targets that exist in syria. Because theres been success in syria, specifically by the air campaign, the targets of isis have dispersed. Thats a good thing. That decreases their ability to conduct command and control and try to mass targets. You have targets all over the place and if you wanted to tray to continue, you would have a large number of special forces type of operations that can go after and have Close Air Support going against. Its a much more expansive mission but its one the United States is probably start iing t take on anyway. Were just not getting any publicity or Media Coverage on that aspect. General lloyd austin, the commander of centcom, leading the campaign against isis, told me this yesterday at a forum on just how many troops tal take to beat back isis. He said this. I think its somewhere between 9,000 and 17,000. Hes referring to the number of members of isis. Between 9,000 and 17,000 and, again, without having the human intelligence on the ground to confirm or deny its very difficult. He was expressing concern that he did not have the human intelligence that could tell him how many members of isis there were. And i speck, i mean, a guy like general austin is not going to voice concerns or frustrations publicly although he came close by saying he didnt have the human intelligence that he needed to discern how many members of the enemy he was fighting. Do you think that this is one of the reasons why these men are being deployed . If you try to separate the two, you have a hard time. These soldiers are being deployed into iraq. There will be an associated intelligence Collection Mission with that. The presence of isis throughout the region certainly goes wrond the purview of isis. There still remains under general austins command, prosecute from the air in syria and to prosecute now from the ground to an advise and consent type role. Yes, there will be an intelligence Collection Mission to go against the isis numbers. He did voice a concern. When he gives you a number between 9,000 and 17,000, you essentially have 100 variance. Thats a difficult problem that you need to get your arms around, and it does relate to precise intelligence collection on the ground. General spider marks, thank you so much. The white house continues to put the onus on republicans saying its been a year and a half of the house refusing to even take a vote on comprehensive reform that the Senate Passed with bipartisan support and that, yes, the president are will act alone before the end of the queer delivering a path to citizenship for possibly millions of immigrants here if Congress Continues not to act. I am eager to see what they have to offer, but what im not going to do is just wait. Reporter even today the white house threw down the gauntlet. There is one thing that they can do to prevent the president from taking executive action. The thing they can do is allow that common sense, bipartisan bill to come before the house of representatives. Maybe the republic will be saved. We heard the white house say that its hard to take republicans seriously, that they want to work with the president on immigration. We hear a lot of jokes, too, about what was going to be served at this lunch today. Some suggested how about crow or sour grapes, but it turns out it was just nice sea bass. Jake . I want to get to the politics in a second. First there is this breaking announcement from the white house this afternoon that the president has decided to double the presence of u. S. Troops in iraq. Do you have any concerns about this announcement in terms of Mission Creep . Will you support it . I dont think theres Mission Creep and, yes, i will support it. This is clearly pursuant to training and equipping and making sure that those folks on the ground, the boots on the ground who are indigenous to iraqis or others give them the kind of support and training they need to be effective in defeating isil, the president s objective and i think an objective shared by republicans and democrats and the country. What do you say to the people watching at home who think why is this announcement coming on a friday afternoon three days after the midterm elections . Well, i dont say much about that because i dont know why the specific timing, but clearly theyre developing a plan. Were briefed in a security briefing on that plan that they believe will be effective in accomplish what i think the American People and the president have articulated is our objective, the defeat of isil. This announcement has to do obviously with the amount of boots from america not in combat but to train and equipment which the congress has already spoken to that are necessary to get the job done. My own thought is that we need to make sure that we can, in fact, accomplish the objective that the president has articulated. Thats in our National Security interest and in the interest of stability in the middle east. All right, congressman. Lets go back it to the subject of todays lunch. What can you tell us about the meeting, were there areas agreed upon where there can be some tangible bipartisan accomplishments . I think the answer to that is yes. I think both sides made it very clear that they dont want to simply be throwing bricks at one another for two years as has been the case. And the American People have sent, i think, a very strong message that they want to see us Work Together and thats why you hear so many people talking about that. Now the proof whether that talk is going to be walked is whether or not, in fact, we do it. There were areas of significant agreement, i think. An agreement that we wanted to do an omnibus and that we wanted to do that hopefully by december 11. A big spending package . Well, completing the funding for this years operations of government. The ebola creigh sis funding that is going to be necessary so that we can do what the president and all the health ex peterson agree and that is make sure that in the sites in africa where this epidemic has been generated, that we need to deal with it there on site. I think there was general agreement to that. I think there was also general agreement on isil itself, as ive expressed, that we need to make sure we are successful in this effort to defeat isil and stabilize the middle east. Of course the big Sticking Point is that president obama has vowed an executive action on immigration this year, probably after he gets back from asia, before the end of the year. Weve already heard the speaker of the house say that would poison the well. The new Senate Majority leader said that would be like waving a red flag before a bull. What would you recommend to the president in thames of whether or not he should take this executive action or whether that would really spoil everything for the next two years . Look, i think its clear that president s have taken executive action through the years. This president , frankly, hasnt acted on executive orders as many times as some of his predecessors have both republican and democratic. In addition to that there have been a number of executive orders under the first president bush, the second president bush, president reagan, which dealt with immigration. The president s position is, look, ive waited for a year and a half after a comprehensive bill passed. Everybody says the system is broken. We ought to fix it. Families are being wrenched apart. Children are left without a parent or parents. And that is unacceptable. And given that, he believes exact with his authority but he also made it very clear that if the congress acted, that would be the law. And that is the preferable option that he wants. Furthermore, he pointed out correctly, and the republicans clearly acknowledge this, that if he acts and then a law is passed as the speaker has indicated in the past he wants to see happen, then that would supersede any action that the president took. But i think the president is in a position where he has said hes going to do something and i think he feels that he needs to do this. Let me say that i am hopeful, and i will be urging the speaker and others on the republican side of the aisle, were going to have disagreements. Some are going to be serious disagreements. If we allow the things on which we disagree to undermine the things on which we agree, were going to further anger the american public. Theyre going to be frustrated and think their government doesnt work. So we ought to take those things on which we disagree, understanding that were going to have honest disagreements, set those aside, not abandon them, set them aside and focus on that on which we can agree. If we do so, i think the next congress can be a positive not a negative. If we simply say if you do one thing that i dont like, then i wont work with you on other things that i do like. That will not be a Successful Congress and i dont believe the speaker will move in that direction. I know theres strong feeling on their side of the aisle about the president s taking executive action, visavis immigration. But the president is right. Its been a year and a half. The Senate Passed a bipartisan bill with a significant number of republicans voting for it. Its a moderate bill. It took the middle course and i think the president rightfully is in a position where he wants to stop what is a policy that, frankly, americans dont want to see and that is the division of families. And from an economic standpoint, of course, if we passed a comprehensive immigration bill it will give a very substantial shot in the arm to the economy which is going pretty well, much better than it has in the past. We had good numbers today. So im hopeful that whatever actions the president takes, and whenever he takes them, it will not undermine the ability to move forward constructively in a congress for which the American People probably have pretty low expectations but very high hopes. New allegations first reported by the New York Times claim tests were done as far back as 2004 and revealed to management that the danger of air bags rupturing and violently spraying shrapnel in all directions was real. They are actively investigating the manufacturer, they demanded internal documents and say they want very specific questions answered under oath. Well, speaking of under oath, there have been lawsuits, civil lawsuits, filed against takata and honda, the automaker most affected by the faulty air bag recall. How does this news affect those lawsuits . I spoke with a few attorneys today representing some of those individuals who say they were injured as a result of that shrapnel once the air bag explodes. And they tell me at this point in light of this new information theyre actually amending their lawsuits. They say that this information of a coverup, theyre adding that language in to reflect they believe this manufacturer knew about it a long time ago and didnt do anything about it. The pentagon spokesman, general kirby talking about the deployment of 1,500 additional traps to iraq. Lets take a listen. Id like to 0 put out this afternoon as well and well dive into whatever is on your minds. First, the department of defense issued today im sorry, issued supplemental medical care guidance today for those employed to Ebola Outbreak areas. Those deployed in support of Operation United assistance who become ill, contract diseases or are injured are authorized to receive medical care at a military Treatment Facility at no cost to the civilian employee. Additionally those treated in theater will be eligible for care in a military Treatment Facility or civilian medical facility upon their return at no cost to the employees. Second, as directed by secretary hagel, the chairman of the joint cheiefs of staff issued guidanc for the 21day controlled monitoring period. This was the implementation guidance that he asked the chiefs to come back and put into place while we continue to assess the efficacy of this controlled monitoring. This policy applies to all military services against the fight of ebola at its source. In addition to providing guidance for how control monitoring will occur, the policy states which installations have been approved as controlled monitoring sites. And they are ft. Bliss, el paso, texas, joint base langley in hampton, virginia, ft. Hood in texas, ft. Bragg, north carolina, mccord out in washington, and then overseas the u. S. Army garrison and bomb holder germany and u. S. Army garrison in italy. Selection creigh teiteria is th capable of treating ebola and to conduct twice daily temperature checks, medical screening and controlled movement and access. The commander of u. S. Northern command has requested 30 additional personnel be identified and trained to provide backup capability to our existing 30 person ebola medical support team this is currently being sourced and we expect they will come from each of the services. I want to stress this is not being driven by an anticipation of additional need and it is not a second team per se. Its rather an effort to establish additional cadre of personnel that will be given the same training of those we trained last month. Training that focuses on helping them train civilian medical professionals on equipment while assisting with patient care. This Additional Group will begin their training in san antonio around november 17. With that, ill take questions. Thanks, admiral. For the purpose of television it would be helpful if you did have a brief statement on what youve announced today in your paper statement and what the pentagon has decided to do with regard to these troops and why. Sure. Commander in chief has authorized secretary of defense chuck hagel to deploy to iraq up to 1,500 additional u. S. Personnel over the coming months. In a noncombat role. To expand our advise and assist mission, initiate a comprehensive training effort for iraqi forces. Secretary hagel made this recommendation to the president base d on the request of the government of iraq, u. S. Central commands assessment of iraqi units, the progress Iraqi Security forces have made in the field and in concert with the development of a Coalition Campaign plan to defend key areas and go on the offensive against isil. Central command will have advise and assist Operation Centers in locations outside of baghdad and erbil. To provide support for the iraqis it at the brigade headquarter level and above. These centers will be supported by af appropriate array of force capabilities. U. S. Central command will establish several sites that will accommodate the training of 12 iraqi brigades specifically nine iraqi army and three peshmerga brigades located in northern, western, and southern iraq. Coalition partners will join u. S. Personnel at these locations to help build iraqi capacity and capability. The training will be funded through the request for a train and equip fund that will be submitted to congress and iraq. Over the coming weeks as we finalize the site locations, the United States will work with Coalition Members to decide how Many Coalition personnel will be required at each location for the training effort. Ultimately thats iraqi forces will enable iraq to better defend its citizens, its borders and interest against the threat of isil and it is perfectly in keeping with the mission that weve been assign ed there to assist isil from Peshmerga Forces as they improve their capability against isil. It is helpful. Last week general dempsey said, he hinted at this need. And he said the precondition for that is that the government of iraq is willing to arm the tribes in anbar. Do you have any assurances the government of iraq is going to work closely with these sunni tribes and arm them and is part of this plan to arm them yourselves or pay them or do anything akin to the awaken iin the previous strategy . Through the iraqi train and equip fund the department requested funding to provide training to tribe operating under the ministry of defense. We expect they will be able to conduct some of the training at the same locations we will train iraqi army and peshmerga brigades. I would also add that the Prime Minister intends to continue outreach with the sunni tribes. He was out in anbar doing exactly that, encouraging his leadership to do the same, to continue that outreach, and while i cant put a fine point on exactly what all that cooperation will look like, we certainly, as i said at the outset of my answer, expect there will be a role for sunni tribes in this effort. Admiral, can you tell us when the Iraqi Government made this request for this additional deployment of troops . I dont have an exact time and date on that. This is something in discussion for several weeks, though. On another question, has secretary hagel committed to staying for the final two years of the Obama Administration . The secretary is fully committed to his job as defense secretary and leading this department, and he looks forward to doing that for the remainder. Different than ten years ago, they ran away. They didnt all run away. We did spend a lot of money and effort training the iraqi army. And when we left in 2011, we left them capable and competent to the threat they faced. That opportunity they were given, the skills, the leadership were squandered by the maliki government. They werent kept properly trained and that led that and a lack of will, both political and military will at the top in some units youve been listening to general kirby, the spokesman for the pentagon, going into some of the details about the Obama Administrations decision to double the number of u. S. Troops in iraq from 1,500 to 3,000. Lets talk about this now with jim sciutto and, jim, it seems like, to me, this is a pretty big announcement. Theres no question. Some of the reporters might have been nonplussed because theyre used to covering deployments all the time. A war president obama campaigned on ending seems rather right. And more than doubling. We talked about this earlier. Its double where the troops are now but its ten times as many advisers as the president initially sent in june this year describing a very limited mission at the time. Thats the number of troops. And then its also greatly expanding where those u. S. Force 0s will be on the ground. To this point confined, baghdad and erbil, as close as you can come in the iraq space to relatively safe ground. Now theyre going to be at two additional Operation Centers, most likely, were told, in Anbar Province, a very dangerous part, and taji. Very close to baghdad. Thats one reason its so important, it is close. Also a possibility north of the capital in taji. You have them at several other sites where they can train these 12 iraqi brigades in closer quarters, in effect. This is greatly expanding their footprint on the ground. They will be closer to combat by being outside of those two main Population Centers in erbil and baghdad. Elise at the state department, what are your sources telling you about this announcement . Oh, shes not there, okay. Never mind. Jim, lets talk about this right now because the administration has these terms of no boots on the ground, no combat troops. But there are now going to be 3,000 u. S. Troops wearing boots. And by the laws of gravity on the ground. Armed and in the middle of combat in some cases whether theyre there as advisers, whether theyre there to gather human intelligence, do reconnaissance, whether theyre there to train. The american peel should be prepared for the fact that its quite possible there will be some combat and hopefully not but the worst might happen. If not combat, they will be closer to combat. But they will be facing danger. U. S. Pilots flying over the zone are facing danger today, even in jets. U. S. Helicopter pilots, weve talked about this before, apache aircraft, low flyers, slower flyers, theyre facing danger. Now youre putting these advisers in more places around the can country which while not on the front lines are not necessarily insulated from the kind of attacks that isis is capable of carrying out. Speaking of pilots flying jets in iraq, joining us on the phone is congressman Adam Kinsinger who flew for the army in iraq. Congressman, did i get that right . Are you army or air force . Im air force. Im sorry. In any case, more importantly what is your reaction to the announcement today . Well, you know, its not overly surprising to me. I said at the beginning few, maybe 1,000 troops as advisers and some air strikes are not going to stop this explosion of isis in the middle east. Frankly, the more success they get, the more theyre able to recruit. Success leads to success. I support the president and what hes doing. I support him in understanding the needs there and we have to stop it. The problem is i do think he needs to very much level with the American People and say, look, this is a threat that we have to defeat and were going to use whatever force is necessary. I think where the concern is people are going to start hearing echoes of vietnam where we advise and advise and were in a fullblown war. The president needs to take the bull by the horn, explain to the American People what hes doing and the real issue. This is something we cant walk away from. Congressman, do you think 3,000 troops is enough . Probably not. Look, im a believer i dont think we need 200,000 troops in iraq again. I do believe we have to have an option on the ground to head off movements where its happening. To stop isis. I got back from iraq a month ago and the peshmerga themselves, the kurds, have a 1,000 ki kilometer border with isis. On top of supposedly being the ground force or one of the Ground Forces that were going to expect to liberate iraq when it took us years to do it with the best marines and army in the world. I think this is going to be a long time war and it will take more troops. The president ought to level and say hey, this is a big dael. Its going to take a lot. I know you dont want to go back to iraq, but here is whats at stake. Congressman, where are our arab allies . I understand the emirates and jordan and sawed yeah theres another country im forgetting have been flying missions and contributing to the coalition. But some of them have boots on the ground that they could send in. Why arent they doing so . Well, look, i agree they need to step up. A lot have stepped up in a big way. Arab troops on the ground, its easy for us to say they need to have the large force or whatever, be but it has a very different ring. People talked about this being a civil war. I think this is something different. But to the extent that you have a sunni country that now puts troops in the middle of a shia area or vice versa, its a huge problem and that has the potential of exploding and not just in iraq. Keep in mind each of these arab partners have their own Jihadist Movement theyre worried about, jordan specifically and their refugee camps. They have their own borders that they have to defend. And the last thing in the world weigh want is to lose another arab ally in the middle east. That would be devastating. Thank you so much for calling in. We appreciate it. Were getting some new insights today into the reclusive leader kim jong un of north korea. He limped back on to the world stage, you might recall, after vanishing from public view more than a month. What were learning from one man who should know is the dictator of the hermit kingdom is a dangerous man, a bodyguard who worked under kim jong uns late father spoke with Cnn International correspondent paula hancock. Listen to how he described two different sides of the father, kim jong il. Are. Reporter when hes happy he will give gold bars to people. When hes not, he could kill you in an instant. So what is the significance of the story from the bodyguard . Well, this is another dehe forgetter from north korea. There are lots of defectors. Sometimes theyre highup people like this. There have been even higher level people who have defected. And every time we learn just a little bit more about this cult of personality around the kim family and basically the way it works in north korea is theres a small percentage of people who get everything of what little there is and theres everybody else who get nothing and many of whom are starving. So when somebody from the elite deflects, that reflects badly and certainly could weaken the kim regime. Theyre certainly very firmly entrenched. And the United Nations is talking about crimes against humanity, north korea being charged with that. So earlier this year, in february there was a special commission on human rights in north korea. The kirby commission. They submitted their report to the General Assembly saying that the crimes against humanity they compared it to the nazis. Hundreds of thousands of people in terrible conditions starving to death in prison camps. Now theres a u. N. General Assembly Resolution put forward by the e. U. And japan calling for a referral to the Security Council and ultimately to the International Criminal court. So theres a lot thats happening now in new york around this issue. They are a source of mystery. A source, sometimes, of bem bemoussement. Theyre really horrific. What can be done to stop this . Its really horrendous. Sometimes its entertaining and you see stories of people smashing things on their heads. But really the core story is one of the worst violations systemic violations of peoples human rights in the world. We need to put pressure on china. As long as china wants this regime in control of north korea, it will be there. Thats really the pressure point. And do we do enough . Does the United States do enough to put pressure on china . Do we have enough issues with china on our own without trying to get them involved with north korea more. We would say were not doing enough. Because we have so many issues to deal with china on, it makes it very difficult for us to balance how much pressure should be exerted on north korea versus iran, south china sea, versus a host of other issues. The key thing is this is just an issue of monumental significance. I dont know if youve ever been to south korea i have. You fly into china airport and youre 20 miles away from the north. Youre shopping duty free and living this life. There are people, hundreds of thousands of people in terrible prison camps. Its really its terrible.
