Happen, everybody has different viewpoints. Our goal is to get down to the truth, to make sure all of the facts come out. And quite frankly, expand on this conversation in the sense of Law Enforcement. Dont release some information, dont play hide the ball. If youre going to release what happened, release everything. So there are a lot of different factors to this. Can i ask you a question. [ inaudible question ] mr. Scott, in speaking with his loved ones, i want you to understand that this man was loved by his family and he loved his family. He has been married for 20 years. He has seven children. They have a very big family. And they are a closeknit family, okay. Its hard because, when these things happen, we end up in a situation where were talking about another person that just got shot, but we have to remember that they are human. And at the appropriate time you will find out a lot more about who mr. Scott was, what he meant to his family. What he meant to his community. And that is best to come from those that were closest to him. What about the gun found next to mr. Scott. In the picture being circulated there is a gun near the body. What does the family say about that . We cant speak on what is here and what is there because there are a lot of things floating around. I personally have seen different photos. I dont know the origins of the photos. It would be irresponsible of me and, quite frankly, irresponsible of anybody to rush to judgment about what they see. Pictures pop up online all the time. They come from different sources. We hope, and we will be working to get these answers and know exactly what happened as time goes on. The police chief has said that a gun was found. Plain and simple. What is the direct response to the assertation by the chief. Our direct response is this. That is what the chief says. I havent seen any evidence none of you all have seen any evidence that a gun was there. That is what people are saying. [ inaudible question ] i cant speak on conversations that anyone has had with the police that i have not had. Did he have a legal right to possess a gun . Did he own a gun and did he habitually carry a weapon in his normal course of activities . My understanding is that he did not own a gun. That he did not habitually carry a gun. And we still dont know if there was or was not a gun even there. There are witnesses saying that no gun was there. There are witnesses who say a gun was put there. There are witnesses who say a gun may have been pulled out of the car, or they saw something on the ground beside. There is too much talk. Were here to get answers and were not going to deal in skepticisms. You are unequivocally saying he did not own a gun. As far as we know at this point in time, no, he did not own a gun. Did he have a permit . I dont know whether he had a permit. Will you commit to us, mr. Bamberg, that youll address the media after you view the video . I would be lying if i said i am going to commit to addressing the media after i view the video. I cannot answer hypotheticals when ive havent had the opportunity to see whats there. Stoked the situation by saying he was holding a book. [ inaudible question ] can we not at least setting that issue . Wouldnt that be the greater good for the community . At the end of the day, my priority is the greater good of this family first. That has to be understood. You also have to keep in mind that this concept of transparency, the police shot mr. Scott. The police are the Public Servants. He is a citizen. So this concept of transparency, you know, yes, we want trai transparency. We dont create the facts. We live with the facts. But you cant take the burden that is placed on Law Enforcement as sworn officers and Public Servants and put that on a deceased person for their family who is in mourning. I will say that, upon reviewing what is there, we dont know how many hours of footage there is. And one thing is, we like to speak and answer facts that we know and have seen. And not hypothesize. Would you release a photo of mr. Scott that we can use . Yes, sir, we can do that. Weve heard repeatedly that mr. Scott had a disability. Can you describe his disability in detail. Mr. Scott was involved in a very bad accident approximately a year ago. Suffered some pretty severe bodily injuries as well as some head trauma in that. I have not looked at his medical records. That is something that has to be looked at in further detail on our end. But tauat the end of the day, h was disabled. That is our understanding. Again, were still in the early processes of evaluating everything thats there. One more question. Did anyone in his family witness the shooting . Yes. Its my understanding that his wife saw him get shot and killed. And thats something that she will never, ever forget. Thank you. Police and city officials about this . The extent of the conversation with the Public Officials here in charlotte has been our request that we be able to review this video that theyve been referencing. Theyve been responsive. Lets get right to ryan young, who is in uptown charlotte, where we saw the protests and riots last night. Ryan, the familys lawyers said very specifically that they hope mr. Scotts family can see whatever video the police have of this deadly incident later this afternoon. Reporter thats what theyve been saying all day. I can tell you, jake, as weve been here everyone has been asking us when are we going to see the video. Social media has been doing a lot out here saying the video doesnt exist or a gun was placed there. And there were witnesses putting out other stories and narratives besides what the Police Department is saying. There are a lot of people saying now, prove it. Thats adding to the fuel. Other young man saying, look, if they dont show us the video were coming back tonight. You have people using that sort of language Walking Around the streets of charlotte. As we have stood here its been calm and weve seen people helping others clean up. Even at this business behind us. I can tell you, as tonight focuses down, people want to know whats on that video. Look out. Reporter city on edge after protesters erupt a second night. Were not going to tolerate the behavior. Reporter charlottes police chief saying theyre reviewing the footage. I do not believe we have all the criminal suspects to charge with various crimes at this point, and well not rest until we bring all people to justice. Reporter and the city is preparing for what could be another night of protests. The National Guard arrived this morning to provide support to the citys overtaxed police force. Primarily their responsibility is to help protect the buildings and other structures in and around the charlotte area so the Police Department here can do their job. Are we standing with the scott family . Reporter wednesday night began with a peaceful protest in front of police headquarters. Later that night, community emotions escalated to violence around 8 00 p. M. And continued through the night. Prompting the governor to declare a state of emergency. I came out here to support, and they rushed me. Reporter in all, 44 people were arrested. Businesses looted, cars smashed. Tear gas deployd by police, hitting our boris sanchez. Oh okay. They clearly want us out of here. Reporter and ed lavandera attacked by a protester during a live report. Someone taking out their frustrations on me. Reporter the protester later apologized. Today police and residents gathered to start to clean up their city. Tons of people were out here last night doing what they do. People are out today doing what we do. I want to do what i can for anybody. Its not just one side. Reporter while the city has yet to announce if there will be a curfew tonight, they say they are monitoring the situation. I want to reiterate the city is open for business today. Our Transit System is running. Our businesses are open. Our center city is here to welcome you. Family attorneys say that scott decidedly did not have a gun. That obviously conflicts with what police are saying. The police are saying he did have a weapon. The city is bracing for more protests and riots this evening. Joining me now, South Carolina senator tim scott. He is the only africanamerican republican in the senate. Senator, thank you for joining us. We appreciate it. Good to be back on the show. In response to the charlotte shooting you reiterated your call for more Police Body Cameras nationwide. Its interesting. The shooting was tuesday. Here we are two days later. The video, the dashcam video, has still not been released and there are there are a lot of members of the community that are now wondering why it hasnt been released. I wonder if you think, shouldnt more body cameras be also paired with some sort of requirement of transparency . Well, the good news is, if we had a body camera on the officer, there is no question that we would have greater clarity Going Forward to what actually happened. As relates to the timing of the release. The lavatories of democracies 7,000 agencies throughout the country, will come up with better policies. The closer we are to getting body cameras the better off well be. I am not a Law Enforcement officer. Weve seen different agencies do it in different timing. I will say, however, that the releasing of the video can defuse some of the tension if what we see on the video is helpful. Exactly. You cant help but compare what happened in charlotte to what happened in tulsa this week. In tulsa, smaller, more peaceful crowds. That city has also tried to be as transparent as possible. They released two videos of the shooting of Terence Crutcher as soon as they could. I know theyre completely different situations, but it would seem to suggest more transparency suggests to the community that they care and they take it more seriously. Jake, i cant and wont speak on the intentions of each communitys heart or the Law Enforcement officers involved in the process. I say, however, that it is clear that the oklahoma situation is, on surface, significantly worse than the first reports coming out of shorcharlotte. One of the things that helped in tulsa and in charlotte when weve had those situations, is once the video was out, there was an opportunity for the community to come together with Law Enforcement and create a path Going Forward. Part of the pain and suffering that happens without clarity is people jump to conclusions, and sometimes its the wrong conclusion. So the faster the information gets to the surface, the more information that provides clarity, hopefully the greater the calm will be. But there is never a reason for violence in response to a situation. Violence for violence only begets more violence. This is the wrong direction and the wrong path. Lets talk about the opportunity coalition. You and a group of republicans launching this effort to address prosperity in america. You proposed legislation specifically to give incentives to those who invest in areas of poverty such as pockets in charlotte. How would your legislation change whats going on in these communities, do you think . One of the things i would hope that i could do is bring my own personal story and the personal impact that people that came in and provided assistance to me to the surface. A kid growing up in a singleparent household. Not doing very well in school. Disillusioned and hopeless. Hope is a very important ingredient to defusing the situation. My legislation would provide significant resources, Capital Gains somewhere above 1 trillion, to be redirected into communities that are in distress, providing more jobs, more opportunities, and it would be a private sector focused initiative that would not require a single additional employee in the government, but it would provide more Employment Opportunities in the community. When i sit down with community groups, trey gowdy and myself are going throughout South Carolina meeting with local Law Enforcement and local Community Leaders jobs, training, skills, education. These are the issues that Community Leaders continue to bring up beyond the issue of Law Enforcement. Were going to improve the interactions with Law Enforcement and the Community Leaders in my state, but i understand that the foundation for success starts with the sense of significance. Your ability to contribute to your community. So were going to try to deal with both paths. Theyre parallel paths. I think we can do both at the same time. The broader issues incredibly important. In terms of Law Enforcement, you cannot escape the fact that there is a Community Versus Police Climate in so many parts of the country right now. Yes. In charlotte alone, six policeinvolved shootings. All ultimately ruled justified. You recently held a roundtable between police and black communities in South Carolina. Do you feel like both sides are listening to the other . That is a challenge. The challenge is to stop talking and start listening and do not listen waiting for your turn to talk. I have seen a remarkable thing occur in South Carolina. It is folks first establishing rapport and credibility. And then transparency is happening, trust is built, and then we get to the source of the problem. You cannot rush that conversation. Weve tried to rush it over the last 40 or 50 years. We have not made enough progress, but we have made significant progress. Both sides need to take a step back, sit down at the table, and figure out what the issues are. The republican nominee, donald trump, recently said he would like to bring back stopandfrisk as a policy, as i am sure you know, a federal judge said that that policy wasswa was unconstitutional because it targeted minority young men in a way that was unfair and contrary to the constitution. What did you think of that, sir . Well, i am glad he has started the process of walking back those comments. The reality of it is you dont have to violate the constitution to keep communities safe. Were seeing an increasing and an improvement in quality of life in South Carolina because weve figured out how to work together. We still have issues. We still have challenges, but were working in the right direction. The reality is that you dont have to violate someones rights to keep the community safe. A poll shows 81 of africanamerican voters prefer Hillary Clinton compared to 7 who back trump. And trumps pitch has come with stumbles. Like insisting africanamerican communities have never been worse off. Our africanamerican communities are absolutely in the worst shape that theyve ever been in before, ever, ever, ever. But obviously trying to go after millennials who, as of right now, she has a problem with, jackie. This is the latest thing theyve done. She went to temple university. She adopted parts of Bernie Sanders college plan. She is bending over backwards to get millennials out. The enthusiasm is not there yet. Its not that she is worried about them flocking to donald trump. Its them showing up. Thats going to make a big difference in sort of uniting that piece of the Obama Coalition to beat donald trump in the fall. Thats one of the interesting things, john, the millennials are not sold on trump, but theyre inclined to go too many are inclined to go to stein or johnson or just stay home. Theyre contemptuous about trump, dont like him at all, but dont have affection for Hillary Clinton. Thats one of the over riding concerns now at the Clinton Campaign. The flirtation of the Younger Voters with jill stein and gary johnson. Its making the race a lot closer than they would have assumed. In 29yearold voters, hillarys advantage is nowhere near what obama had with the same demographic in the region. You have the two other thirdparty candidates is part of of the reason. The pitch has to be prohillary to a degree, not just antitrump. She is also running up against the crony capitalism pieces that millennials dont like and are not buying. When ive talked to kids on campuses thats what they bring up. They think this is all part of the system and someone like a jill stein or A Gary Johnson isnt and might be part of a protest vote. Just no connection whatsoever to the current political establishment. No real ties to either party. No real investment, necessarily, in sort of party loyalty. Its not of their thinking. Speaking of struggles, lets talk about donald trump and the africanamerican community. First of all, if a law is, like stopandfrisk, is unconstitutional in new york, presumably it would also be considered unconstitutional in chicago. But beyond that, for a candidate to say that africanamericans have never had it worse, never ever, ever, ever, as he said, shows an appalling ignorance of the history of race in this country. Its preposterous. Its just its just an ignorant thing to say. And stopandfrisk was not only it didnt work. Its unconstitutional and its reviled by the black community. So why he thought i know Rudy Giuliani is one of his closest advisors. That might be advice he would have wanted to pass on. Trump speaks off the cuff and says things that pop into his head and were kind of used to that. But jake, whats remarkable is the level of tolerance for this among people in his party. The fact that he can say in North Carolina africanamericans have never, ever, ever had it so bad and you dont hear a peep from other people in his party, a party thats concerned in some respects about their struggles with nonwhite voters. They let it go. The reason is because this is now a more competitive race. They dont want to undermine donald trump because the closer he is in this election the better their odds are to hold the senate and the house. So the tolerance level for trump and the things he says is now much greater among folks in his own party because there is a closer race. Its all politics. It does underline the question that a lot of trump critics have. Is his socalled outreach to africanamericans legit or is he just trying to convince white people, hey, you can vote for this guy. He is not racist. It seems to be the latter. You would have to talk to people and get their point of view. He was asked this morning what the black Community Wants from white voters. He couldnt answer them. He talked about the event he had yesterday and how many great people were there. I dont even know that hes talking to the people he is visiting. This seems all for show. I havent seen anything, in the polls or anything that he says, that proves he talked to any of the people he visited. For the record, hundreds of years of slavery. Attorney now here in manhattan has issued the subpoena to take a look at those records of the phone and any other devices that he may have been using to communicate with this person. Again, the allegation is simply that this is a 15yearold high school girl, purportedly, who was exchanging these messages with Anthony Wiener. So now this has drawn the attention of the u. S. She is the white officer who killed Terence Crutcher last friday. Here is the announcement. It came in just minutes ago. In the matter of the death of Terence Crutcher, i determined that the filing of the felony criminal of manslaughter in the first degree against tulsa Police Officer betty shelby is warranted. Officer shelby, although now charged, is presumed to be innocent until a judge or a jury determines otherwise. A warrant has now been issued for officer shelbys arrest. And arrangements are being made for her surrender. Two police cameras, a helicopter and a dashcam showing Terence Crutcher with his hands up seconds before she shot him. An attorney for officer shelby says she had an exchange with crutcher before the shooting and, according to her, she could tell crutcher was under the influence of something. Since that shooting, police said crutcher had pcp in his suv. Authorities have not said whether pcp was found in crutchers system at the time of his death. Shifting back to politics.
