You dont have 200 to pay, you dont stay in jail simply because you are poor. Its also meant that we have asked our city council to reallocate a significant portion of our corrections budget towards communitybased programming. Because after we close our Detention Center to i. C. E. , it gave us an opportunity along with the elimination of cash bail bonds to begin to reimagine and to begin the work to transform our city jail into a center of equity, health, and wellness. And i believe that it is more important than ever that we continue that work in earnest. As we continue to work with our Advisory Council on the use of force, we expect our first recommendations by june 24th with final recommendations by july 24th. And it is my assurance to you that we will continue to do the work that we need to do to make sure that all of our communities, each and every person in our community is treated with dignity and respect. We saw the worst happen on friday night with mr. Brooks. It angered me and it saddened me beyond words. But i know that it is my responsibility as mayor of this great city for us to continue to work to put that anger and that sadness into action. And so this is the first of a series of actions and steps that we will take. And i continue, i look forward to continuing to work with all of our Community Stakeholders so that we can begin to heal as a nation and as a city. But as someone who has experienced a sudden death of a loved one, i know that there are no words and no actions that will ever bring them back and will ever fill that void. But i do hope that the public and all of our Community Partners know that there is a deep and abiding commitment on behalf of this administration to make sure that were doing all that we can do so that another child does not miss the opportunity to have her father present on her birthday. So, with that, ill take any questions that you have, and ill also turn it over to chief bryant and to captain price. So, let me just say based on what we saw happen on friday, it became abundantly clear very quickly that there is a need for us to take an immediate look at our training policies. So, some of these policies, in my opinion, while we are speaking these policies, they are not necessarily integrated into our training. Im going to let chief bryant speak in more detail on the difference on what our current Standard Operating Procedures are and what the difference will be given this administrative order. Good afternoon. Welcome to the lead. Im jake tapper. And youve been listening to Atlanta MayorKeisha Lance Bottoms expressing condolences publicly for the Police Killing of Rayshard Brooks on friday and calling for Police Officers to be guardians, not warriors in the city of atlanta. The mayor announced she will sign a city of administrative orders to address policing in atlanta, specifically the use of force by police and requiring deescalation tactics by police. 27yearold Rayshard Brooks was shot by a Police Officer as he ran away following a scuffle with the officers. The video shows that brooks gained control of one of the officers nonlethal tasers and fired it at the police before turning to flee. Brooks died from two gunshot wounds to his back according to the Fulton County medical examiner, to his back. The mayor said the use of deadly force was not justified, and the officer was fired as cnns ryan young reports. This is going to be a long time before i heal. Its going to be a long time before this family heals. Reporter a family grieving frustrated and angry. There is no justice that can ever make me feel happy about whats been done. I can never get my husband back. I can never get my best friend. I can never tell my daughter, oh, youve come to take you skating or swimming lessons. Reporter the widow of ray shard brooks and her family say they are just trying to process the tragic death of her husband. It started when an officer responded to a call about a man sleeping in the car at the drivethru at wendys. The officers body camera and dash cam video show them talking to brooks for more than 20 minutes after Authorities Say brooks failed a sobriety test, one of the officers tried to arrest him, and things escalated. I think youve had too much to drink to be driving. Will you put your hands behind your back for me . Reporter the footage shows a struggle between brooks and the officers. Brooks takes one of the officers tasers. He points the tasers at one of the officers. Thats when officer Garrett Rolfe opens fire. Who shots hit brooks killing him. An autopsy says he died from organ damage and blood loss from his wounds. The official manner of death is listed as homicide. Since the incident, officer rolfe has been fired. The other officer, Devin Brosnan reassigned. And the chief officer erika shields stepped down. There were two firearms involved in the incident, one of them was not fired. So we are waiting to confirm the ballistics before we make some final decision in this matter. Reporter one day after brooks was killed, protesters gathered outside the same wendys, which was later in flames. Today a more peaceful scene. Protesters filled the streets of downtown atlanta marching from the federal courthouse to the State Capitol demanding justice and an end to systematic racism. No one walking this green earth is supposed to be shot and killed like trash for falling asleep in a drivethru. Reporter brooks window says she regrets leaving himself by himself after spending a long day with the family. I wish i could just apologize for going home. I wish i could apologize for not staying with him. I wish i would have never left. I feel so guilty for leaving. Reporter as you can imagine, the pain in this community can be felt almost on every street corner. They are saying they are going to continue marching throughout the day. And of course they wanted to hear from the mayor and what she was going to do next. They want to see policy change within the next 30 days. Jake . All right, ryan young in atlanta. Thank you so much. Joining us now to discuss this, former Philadelphia Police commissioner Charles Ramsey. And much more, first, i want to get your reaction to the mayor of atlanta who Just Announced the series of administrative orders that will look into the way that police use force in atlanta. Well, yes, jake. The mayor of my hometown, atlanta, Keisha Lance Bottoms, moving swiftly, as she has done i think throughout this National Reckoning around policing and the need for reform and policing with regard to africanamericans, but now that conversation for atlanta, a city that is known for black leadership, a city with the reputation as a city too busy to hate. And, yet, this city is not immune to the systemic racism that is, you know, present in Police Departments around this country, including the Atlanta Police department. She is taking swift action, as mentioned in ryans report, the police chief who, you know, just a few weeks ago was among the first to condemn George Floyds killing, now stepping aside, you know, within hours of Rayshard Brooks killing. The officer who shot mr. Brooks fired, you know, promising action within the next month on a lot of these issues related to policing with the Atlanta Police department. And she is doing what she can as mayor just in a few days, there could be charging for these officers in under a week. The speed with which this city is responding, i think is something thats new in this environment. We also saw a similar swiftness out of minneapolis after George Floyds killing. And i think that that speaks to a climate we are in where accountability and action is what is being demanded for the folks that are calling for change around policing and black americans. And, chief ramsey, let me just ask you, i know that use of force guidelines are different city by city, state by state. After brooks grabbed the officers taser, its nonlethal, is there any school of policing that says, oh, he fired a taser at you, therefore you can shoot him with bullets in the back . No, it isnt. A taser is a dangerous weapon, not a Deadly Weapon. And earlier in that video when mr. Brooks first steps out of the car, hes asked if he has any weapons. He asks i mean, the officer asked if its okay if he pats him down. He agreed. So he already knew he didnt have a gun or any other Deadly Weapon on him. Even if he turned and he fired that taser, once you fire it, it has to recycle, you have to really know what youre doing. Its pretty much useless after that until you do rearm it. So, no, there was no justification in that particular instance, in my opinion, that deadly force was not justified. And, errin, according to a study by reuters, black americans disproportionately die in police taser confrontations. Is the issue the training you think here . Well, i think, you know, what we see in this instance and in some other instances, we talk about this being a splitsecond decision, but this was a 22minute exchange with Rayshard Brooks and these officers. There were so many minutes to make a different decision here, you know, prior to 2016 i would say or i would say during the Obama Administration when there was a conversation around Police Reforms. A lot of that conversation was about deescalation and how police could be trained to deescalate and actually kind of rewarding and promoting deescalation as a best practice and highlighting departments that were incorporating those tactics into their training and into how they were responding to people. Just really making deescalation more part of the conversation around Public Safety so that these encounters did not end up being deadly. Because, to chief ramseys point, a taser, that does not imply lethal force. And, in fact, the thing that i think is so egregious for so many people watching this video, you see Rayshard Brooks not only with a taser, which is not a lethal, not necessarily a lethal device but is running away. That evokes a memory of the walter scott video, which was so egregious for so many people. And so someone running away with a taser, it seems like the use of force, you know, if its not surprising that people would see that as being excessive because he did not seem to be posing an imminent threat to those officers. And, chief ramsey, within 48 hours of the deadly shooting, the atlanta officer who shot brooks was fired. The city police chief stepped down, as errin mentioned. How do you think the city is doing when it comes to the handling of this . Well, i mean, the mayors taken immediate action, which is a good thing. And now the District Attorney apparently is taking immediate action too, which, quite frankly is very unusual. Now, i dont know atlanta because i dont have a lot of experience there. But my experience with District Attorneys where i have worked, and even the u. S. Attorney when i was chief in d. C. , ive had to wait a year, two years, for a decision to be made around an officerinvolved shooting and get a letter of declination or in some cases moving forward with some prosecution, which again is rare. But this is moving along very swiftly. So, maybe a new standard is being set. I think its important because confidence on the part of the public is essential. And when you wait a year or two years or six months, whatever it might be, thats just far too long. Officers are entitled to due process. You dont want it to be so fast that youre taking action without knowing all the facts. But in some cases minnesota is one, minneapolis. And certainly here you have Video Evidence to go along with other evidence that you may have at your disposal. You dont have to wait as long. That could mean reversing some of the things that weve done. Reporter sunday in miami, some nascar fans were back in the stands, but not all wore masks. The Surgeon General tweeted some feel the mask infringes on their freedom. But if they wear them, well have more freedom. Reporter may 4th, the day florida began to reopen, they reported 819 new cases. This past saturday, a new record high, 2,581. In south carolina, the average new case count near tripled these past 11 days. You are seeing all across the nation the virus actually increasing. Reporter uks counts climbing in 18 states. California seeing more than 3,000 new infections a day. But the numbers are falling now in the northeast. We were the second hardest hit state in america. I would hope to get to some degree of real normality within a year or so, dr. Anthony fauci just told a british newspaper. But i dont think its this winter or fall. Apparently, the teams were following protocols. No comment from the cowboys to us. They, quite brightly, cited privacy laws. Weve also heard today that ohio state Football Players signed risk waivers before they returned to practice. Jake . All right, nick watt in los angeles, thank you so much. How much worse could this get . I want it bring in dr. Ashish, the director of the Harvard Global health institute. With 8 to 900 americans dying every day, the u. S. Will likely hit 200,000 dead in september. Is there any way the u. S. Can take steps to reopen our country while also doing so in a smart way so we avoid hitting 200,000 deaths by september . Jake, thanks for having me on. Absolutely. Like, we are not fated to that number. Its also worth remembering that the pandemic wont be over by september. We have many, many, manies to go. So if we dont want to end up with hundreds of thousands of americans dead and if we dont want to end up with a wrecked economy, there is a lot we need to do. Modest amount of social distancing, face mask, and then a really rigorous testing and tracing infrastructure. It just feels like weve kind of lost our will to do it. And i think thats unacceptable. Is anyone doing the weve been talking about this for months, the kind of testing and tracing infrastructure where somebody has the virus and you figure out everywhere theyve been. You reach out to them. Youre able to societies and other countries have been able to reduce the virus. Is any part of the United States doing this the way that people like experts like you have been calling for . Yeah. So there are a few states that are trying. The one big problem is that states are hitting Testing Capacity limits because we dont have the federal government helping them. So states are all competing against each other for testing supplies. So its going to be very hard. Will some states pull it off . I think eventually yes. Massachusetts, rhode island, some of the other states in new england are making progress. There are other states like michigan and california that are making some progress. But its going to be very hard and its very patchwork. Whereas there are lots of countries in europe and in east asia that have been able to do this. Their economies are open, and they have far fewer deaths and theyre just in much better shape than we are. Weve seen these videos of massive crowds at bars and restaurants. People clearly not Wearing Masks or social distance. And this is the epicenter of the u. S. Outbreak. When you see this, whats your first reaction . Yeah. I think theyre just a bunch of folks who are done with the pandemic. The problem is the pandemic is not done with us. And so i get peoples desire to put it all behind us and get back to life. But i look at that and especially in new york city given how hard hit it was, as you said, jake, and i worry a lot that its going to lead to more outbreaks in the city and more people getting sick and dying. Why do you think there isnt the push on the federal level by the president or whomever to do the testing and tracing that Health Officials are pretty unanimous in saying this is the way we reduce the number of deaths and we contain the virus . Why is there no will for this . I mean, even today the president was tweeting that, you know, he basically is bemoaning that we have too many tests and too much testing means you can find cases. There is sort of almost a mental block there that if we test a lot of people we will find a lot of cases. I think thats a good thing. We want to find all the cases so we can isolate them so when youre out at a coffee shop or a bar, youre not worried whether or not the guy next to you has got infection. The president is worried that our numbers will look bad. Its a mentality i dont understand. But i think its permeating the entire federal response. When i talk to federal folks on the White House Task force, they all agree the science on this is pretty clear and there just seems to be no political will to turn around and actually do something about this. Its crazy. And in terms of the numbers we should worry about, the United States is like 4. 5 of the worlds population and like 30 of the worlds deaths on this. It just doesnt make any sense. For the first time, President Trump has addressed the killing of Rayshard Brooks by a shiver. Ta Police Officer. Im not going to compare things, but i thought it was a terrible situation. I studied it closely. Im going to get some reports done today, very strong reports. And well have a little more to say about it tomorrow. But certainly it was very to me it was very disturbing. President trump is expected to sign a new executive order on policing reform soon. This coming as Cnns Kaitlan Collins reports as the president faces new criticism over his Upcoming Campaign rally in tulsa as covid19 cases there spike. Reporter President Trump moved his Campaign Rally in tulsa by one day so it no longer falls on the holiday marking the end of slavery. But now a top Oklahoma Health official is urging him to move it again. This time over growing Health Concerns. Tulsa Health Department director bruce dart told tulsa world its an honor for the president to visit but not during a pandemic. Trump claimed that the campaign has seen nearly a million ticket requests though the venue only holds 20,000 people. Campaign Officials Say precautions will be taken, but masks wont be required as coronavirus cases have been on the rise in tulsa. Theyre doing temperature checks, giving everybody a face mask and hand sanitizer. Reporter this comes as trump is expected to sign an executive order on modest Police Reforms in the coming days, establishing a National Database that would track excessive use of force but largely leaving most of the heavy lifting to congress. Theres a better way to do policing and we have great examples. Reporter instead of leading the way on police reform, trump has focused most are on stoking culture wars, including his belief that nfl players shouldnt kneel to protest Police Brutality. The only black official in his cabinet, dr. Ben carson, suggested that hes trying to change that. I think we just continue to work with him. Hell get there. Reporter one day after he turned 74, questions about the president s physical condition are also back at the forefront now that hes defending walking slowly and awkwardly down a ramp saturday at west Point Military academy. Trump says the ramp was very long and steep, had no hand rail, and most importantly was very slippery. He made no mention of how he also appeared to have difficulty holding up a glass of water during his address. Now, jake, the president did just take questions from reporters. He talked about that book from his former National Security adviser john bolton thats scheduled to come out on tuesday. The president said he believes bolten will have, quote, criminal problems if that book comes out as is as theres been this fight back and forth between the white house and boltens camp over whether or not it contains classified information. The president said he believes every conversation with him is highly classified, though, of course, that is certainly not the case and not how that works. He also talked about that upcoming rally in tulsa. He said that hes looking forward to it. He thinks its going to be a big rally. And he also said he doesnt want any empty seats at that rally, jake, meaning there is likely not going to be any social distancing between those people who attend the rally. And an indoor arena that has not held events for months. Kaitlan collins, thank you so much, appreciate it. I want to bring in cnns chief medical correspondent dr. Sanjay gupta. Take a look at these numbers for the president s rally in tulsa. The facility can hold little more than 19,000 people. The president s Campaign Manager tweeted that more than a Million People have requested tickets to attend. And i want to point out that rally attendees are being told to register for the event early. They must agree to not sue the campaign if they contract coronavirus. How dangerous could an overpacked rally be in the middle of this pandemic . Well, i mean, this is the worstcase scenario, jake. We put this together from the cdc. We can talk about the Different Levels of risk. This might sort of give people an idea. When youre talking about gatherings of any sort, obviously the lowest risk possible thing would be some sort of virtual gathering where people could stay at home and meet virtually. After that the risk increases each step of the way. More risk is going to be small outdoor inperson gatherings. People still coming from different places. They may go back to their homes. They do a good job hopefully of wearing face masks and socially distancing. The risk increases each step of the way then. The highest risk sort of scenario would be sort of the situation were talking about here. Indoors, attendees coming from all these various areas, difficult to practice physical distancing, and who knows about what the mask sort of wearing is going to be. Theres no question. I mean, this is a contagious virus. Indoors is going to be far worse than outdoors. Not Wearing Masks a lot worse than Wearing Masks. Not keeping distance if theyre filled to capacity. There is no magic here. There is no scientific proclamation where youre going to have some sort of revelation about this. Thats the worstcase scenario. Thats basically if there is a person there who has the virus, the idea that it could spread and turn into a super spreading event would be a big concern, jake. And speaking of concerns, what did you make of President Trump . You see the video of him walking down that ramp at west point really slowly, really haltingly. And then you also saw the video of him seeming to have difficulty lifting a glass of water to his mouth, needing the help of his other hand. Obviously its always tricky diagnosing somebody i dont want you to do that. And im not making light of this. These are issues to be concerned about. What goes through your mind when you see this . Yeah. I get a lot of calls from my colleagues in the neurology, neurosurgery world, like, hey, did you see that video . People pointing out certain clues. But to your point, jake, no conclusions can be made, i think, by looking at a 20second video of him going down the ramp. If we can play that, i can tell you what some of the folks again, these are just conversations that are happening. No conclusions whatsoever. Hes looking down at his feet the whole time. Is this a balance issue . Does he have a hard time feeling his feet . Thats a type of neuropathy. Maybe his shoes are slippery. Who sort of knows in that situation. Its hard to say. I would want to know how is he doing, you know, an hour after that, the next day and by all accounts, he was fine. So, i think its really difficult to read into that. But i think, you know, its against the backdrop of we dont know a lot about his health history. So theres not a lot of context to put that in, jake. Yeah. And also the backdrop of the president being rushed to Walter Reed Medical Center with little explanation in november. We still dont know the full story on that. The spotlight is on that citys longstanding issues with racism pardon me, and police violence, especially given the horrific tulsa massacre of black americans 99 years ago this month. A study from 2018 finds that black residents of tulsa are more than twice as likely to be arrested than white residents of tulsa. And as one activist tells Cnns Abby Phillip whos in tulsa for us, many blacks in tulsa feel as targeted now as their ancestors did 100 years ago. Were twins, yes. Three minutes apart. He came out first, and he calls me his little big sister. Reporter before george floyd, before nationwide protests against Police Brutality swept the country, tiffanys brother was killed by a tulsa Police Officer in 2016. Terrence just needed help that day. Reporter he was unarmed and the officer who shot him was charged with manslaughter but later acquitted. For tiffany, the anger in tulsa over policing dates back to 1921 when her greatgrandmother was one of many who ran for their lives. The neighborhood was burned down known then as black wall street. The same culture that burnt down black wall street and killed innocent people and ran my great grandmother from her home is the same policing culture that killed terrence. Reporter now, President Trump is coming here at a time when black tulsa residents still feel like their voices arent being heard. The fact that im having a rally on that day, you can really think about that very positively as celebration. Reporter most of the citys black residents are concentrated in north tulsa, literally divided from the rest of the city by train tracks. A 2018 Human Rights Watch report found that black tulsa residents are 2. 3 times more likely to be arrested than white residents. The report also found traffic stops are more likely to happen in the black poor parts of the city. Tend to last longer, and are more likely to result in search, questioning, and arrest. But its not just drivers. My clients who are 13 and 15 have been walking on this road minding their own business. Reporter earlier this month in tulsa, two black teenagers arrested for jwalking in a neighborhood with no sidewalks. Their story Getting National attention when police video of the incident was released. Donna corbett lives just around the corner and also recorded what she saw. The video showing both teens in handcuffs, one struggling with officers and at one point an officer kicking him inside of the police car. And later the teen demanding that they call his mother. It really made me very sickened in myself as a great burden to see such brutality on a childlike that. Reporter Tulsa Police Say the arrest is being investigated. Corbett and the younger teens mother returning to the place where her son was arrested. It just broke my heart that they felt comfortable harassing, abusing, and humiliating him. Reporter echos of countless other viral videos that have laid bare the pain of black america. I just lost it. All i could think about is that baby thinking he was going to be the next george floyd or the next terrence crutcher. Reporter now, recently a Tulsa Police Major said he believed black residents here probably should be shot more based on the crime being committed. Those comments were widely, widely denounced. And he is now being investigated. But the black residents i spoke to here in tulsa fear that that kind of mentality is far more pervasive. The Tulsa Police Department says that they patrol to stop crimes before they happen but black residents here believe that that feels a lot more like harassment to them. Jake . In our National Lead today, a historic day and a major milestone for the lgbtq community. The Supreme Court ruled that lgbtq employees cannot be discriminated against at work, not legally anyway. Conservative Justice Neil Gorsuch wrote the decision. Gorsuch writing, quote, congress adopted broad language making it illegal for an employer to rely on an employees sex when deciding to fire that employee. We do not hesitate to recognize unnecessary consequence of that choice. An employer who fires an individual merely of being gay or transgender defies the law. Richard, let me start with you on the basics. How big a deal is this . Well, jake, i think its usually its a usually consequential decision. I would say for 50 years the right not to be fired for being gay has been at the center of the gay rights movement, especially here in the United States. And, yet, this right has proved completely elusive until now. So its really hard to overstate the importance of the decision today. And, jeffrey, was a 63 opinion written by neil gorsuch joined by chief Justice Roberts. Roberts voted against the courts gay marriage decision in 2015. How do you make sense of that, and how significant is it, i think, that gorsuch and roberts supported this ruling . Well, roberts, i think chief Justice Roberts vote is a bigger surprise than neil gorsuch. Gorsuch gave a hint at how he feels about this. And this whole case was about one word in the Civil Rights Act title vii discrimination on the basis of sex. Well, what did sex mean . Does it mean just i wont hire you because youre a woman . Or does it mean also people who are gay and transgender . And the court said sex also means discrimination on the basis of Sexual Orientation and being transgender. That was something that neil gorsuch, you know, he just came at it by analyzing that one word. I just would offer a brief word of caution. Dont think that gorsuch and roberts have become bornagain liberals. This was not a constitutional decision. It was only about this meaning of this one word in this one statute. Its a very important decision. But i wouldnt overstate its significance for the future of the court. Can i say, jake, go ahead. I wasnt necessarily surprised by the decision because i agree with what jeff said. It was a simple matter of statutory interpretation. I was surprised that we got six votes, both roberts and gorsuch. But i do think what this is about also is that, you know, the rights of gay people are kind of becoming a lot more mainstream and more widely accepted. Gorsuch, when he went on the court, you know, he was a younger person, he has a bunch of gay friends. Roberts is kind of considered a modernist, even though a conservative. I think that a lot about what this decision was that it just, you know, it was kind of headscratching, right, that you could be married in this country everywhere but that you could still be fired simply for being gay. So i think that the court did really today what a lot of conservatives have urged. They said take a look at the statute and interpret it in its plain meaning. I think thats why we were able to get gorsuch and roberts. But i also think its symbolically a major milestone in that i think it can be a turning point. Because coming out is such a fundamental thing to the gay rights political movement. Its often said that the most important political act you can take as a gay person is to come out. But in many places you couldnt come out because you would lose your job for half the states simply for being gay. That changes today. And, jeffrey, i just want to get your quick take on what associate Justice Samuel alito wrote in his dissent. It sails under a textualist flag, that courts should update old statutes so that they better reflect the current values of a society. Your correspondence quickly, if you could, jeffrey. Justice alito has been perhaps the single most hostile to gay rights on the Supreme Court. So its not surprising he wrote that with Justice Clarence thomas. Interestingly, the other dissenter, brett kavanaugh, almost apologized for his vote in his dissenting opinion. And i think that reflects a little bit of what richard was saying that the notion you can discriminate against gay people in 2020 america is becoming increasingly intolerable. And even though kavanaugh voted against protecting gay peoples rights, he felt obligated almost to apologize for it. I think that is indicative of the way the wind is blowing, at least on this one issue. But remember, jake, there are a lot more controversial decisions coming from this court in the next few weeks. And dont look for necessarily more liberal decisions as they talk about abortion and the dreamers. All right, jeffrey and richard, thanks to both of you. Really appreciate your time today. Marine was arrested for accepting a usb flash drive which Russian SecurityOfficials Say contained classified material. Whelan has always denied any wrongdoing. That im a victim of political kidnap and ransom. Reporter something the kremlin vehemently denies. But the idea has been floated by russian officials in the past, and whelans own lawyer now says that the sentencing could be used to push for an exchange with a russian in u. S. Jail.
