From our earliest days, hispanic americans have enriched our country and helped shape our history. Their contributions through the generations through art and music and literature to science, scholarship and exploration are extraordinary. The spirit and creativity that shines through i had spanish heritage is woven into the very fabric of our great nation. Our amazing hispanic American Communities embody our Great American values of faith and family and security and hard work and freedom. Thats whyless citizens served in uniform to defend our country and our citizens and our flag. 60 hispanic americans have been awarded the congressional medal of honor for outstanding bravery in battle. Did you know that . 60. Thats a lot. Thats so fantastic. Do you mind if i go up and shake hands . I want to shake hands with somebody. I heard you were here. Im glad i got to meet you. The medal of honor, thats the big deal. Thank you for being here. We appreciate it. Today we are grateful to have more than a quarter of a million hispanic americans serving in the military. We salute all of those who defend our nation and who defend our way of life. Each of you represents a vital part of the fabric of this nation and the nation that i love and that you love. You teach our children and you lead our churches. You protect our communities. You defend our nation. Among you are leaders in government, faith, and business. Fantastic people in this audience. I know some of them. Believe me, they are very tough and very smart. Sometimes too tough. Thats okay. I have to deal with it. I have to deal with it. Fantastic people. In fact today hispanic american owned Small Businesses are growing at a rate among the la tinas. Raise your hands. Go ahead. Its tough to compete with, i will tell you. And once we pass our historic tax reform plan and we are having not only reform, we are having the largest tax cuts in the history of our country. Does ghb this room mind getting a massive tax cut . The tax cut and tax reform is going very well and will be a boost for our country including the fact that with the highest taxed nation in the world and we will go from that to the lower rung on taxes. We will be paying far, far less. Thats important for keeping our businesses and our jobs. We are working every day to secure the future of peace, prosperity and sovereignty for every american citizen and we hope for a future of freedom and prosperity throughout the western hemisphere. So there is the president of the United States speaking during this moment in the east room of the white house celebrating hispanic heritage month. Im wolf blitzer and we want to welcome our viewers in the United States and around the world. Lets unpack a little bit of what we just heard from the president. David gregly, our political analyst is with us. Our cnn political analyst and correspondent for the New York Times is with us as well. For an audience like this who touched all the right notes. He spoke about whats going on in puerto rico and said the u. S. Has 15,000 federal personnel on the ground and spoke about the help given mexico following the earthquake. Obviously the mass murder in las vegas and went on to attack the regimes in cuba and venezuela. For this audience, those are welcome words. Absolutely. A lot of his supporters within the hispanicamerican community are cuban american exiles who are against the castro regime and were happy to say he was going to take a harder line. When the United States announced they were going to expel the 15 cuban diplomats and he had a message of inclusion. You mentioned he hit all the notes but he didnt mention immigration at all. When you have a gathering like this, thats an issue that president s have talked about. He has been on a few sides of the immigration issue. They are in the midst of this negotiation with democrats on whether he is going to cut a deal on that. He stayed clear on that. A lot of sensitive issues like the dreamers. Didnt mention the dreamers or the wall. There was one individual in the audience with a hat that said build the wall. What he mentioned was to the 200 or so he mentioned. Pretty welcome words. He is talking about issues that affect a lot of family members who may be living in america, but have family in mexico and puerto rico who are affected by immigration. Thats been a mixed bag for the president in terms of how he has been received on the issues. Important to touch on them here. There is a lot more we need to touch on. Stand by. We have a lot more coming up. Breaking news we are following. New orleans right now bracing for a possible hit from a killer storm spinning in the gulf of mexico. Tropical storm nate is already blamed for more than 20 deaths in central america. Now new orleans and louisiana on alert with hurricane warnings on the coast extending east to the alabamaflorida line. Nate is expected to be a hurricane before making landfall late tomorrow night. Saturday night into sunday morning. Joining us now from atlanta, our meteorologist. Allison, whats the latest forecast on what is still a Tropical Storm, but expected to develop into a fullscale hurricane . Thats right. The models are starting to come together on this and lineup in terms of the track. What that means is if you are in the track, you need to get the ball rolling on evacuation plans and things like that. Winds about 50 Miles Per Hour and gusting up to 65. The big concern will be once it crosses over the yucatan and gets out over the open water of the gulf of mexico. This is 1 that one expected to intensify. We have the watches and warnings as well as hurricane watches and warnings from areas like lafayette towards panama city, florida. We talked about when it gets back over open water. This is where the intensification process will take place. The question is how much can it intensify before it ends up making landfall . At this point in time, the Hurricane Center believes it will likely end up being a category one storm, but some models think it could be a low end category two or its not going to be able to intensify that quickly. Once it makes landfall, it will continue up over portions of the eastern u. S. , bringing with it strong winds and very heavy rainfall in spots. This wont just be a problem for where it makes landfall, but for a dozen states in the eastern u. S. Just what we dont need. Another hurricane. We will stay in close touch with you. Especially in las vegas where we learn the man responsible for the countrys deadliest mass shooting wanted to make his aim more accurate and arsenal more lethal. A Law Enforcement official told cnn just weeks before the attack, the shooter tried to buy tracer ammunition. Its a type of bullet that would show the gunman where he was shooting and what he was hitting. Around the same time, he tried to buy the deadly ammo. He booked two rooms overlooking popular Music Festivals including one in chicago and another in las vegas. Frightening details add more pieces to an already complicated puzzle. Even as they learn more about the shooter and what he did in his final weeks, they still cant find a clear motive. They are hoping, however, that this single note left on the table in the gunmans hotel suite will offer answers. The note reportedly contains numbers that investigators are currently trying to decipher. Certainly that could be critically important. Lets go straight to brian todd who is live in las vegas. You went inside a room at the mandalay bay and got a similar view to the that the killer would have had. Tell us about that. Reporter right, wolf. We got access to a room on the 34th floor, two floors up from the killers room and down the hall with a similar view. We brought a former s. W. A. T. Team member up there. What struck him is within moments of seeing the view the killer had was that he positioned this. He planned his acquisition of this room so that snipers, Police Snipers couldnt get to him. Across from his room there is no building opposite where a sniper could get a level position to fire. There are buildings to the left and the right and part of the mandalay bay just to the right of this mans room, but you are firing where the bullets may bounce off. There was no angle opposite at a level position from his room where Police Snipers could take him out. The s. W. A. T. Team member said that was by design. He believes the killer Stephen Paddock knew that would be the case. They may not be able to take him out because of the positioning of his room. Also all of this really speaks to the detailed nature of this killers planning. You talked about the tracer bullets he tried to purchase. This Law Enforcement official with knowledge of the investigation told cnn in the weeks before the killing he tried to buy tracer bullets and for some reason he couldnt purchase those. He bought a lot of other ammunition, but these are coated with phosphorus and glow in the dark. We are told by experts they allow you to see what you are hitting and possibly be much more accurate. One former s. W. A. T. Team member said the count could have been worse had he had the tracer bullets and with the ammunition he did use, he was probably spraying bullets and couldnt see his targets that accurately. 47 guns and thousands of rounds of ammunition. Lots of explosives and Electronic Devices and fbi local authorities are going through all of that right now. Thank you very much. I want to bring in someone who worked closely with the men and women leading this investigation in las vegas. Retired from the Las Vegas Metropolitan Police department. Joining us live from las vegas. Let me show you a picture of the note in the hotel room found on a table under what looks like a roll of tape. He was a gambler and could the numbers on the note have something to do with that or does it seem likely this paper was left there intentionally . Reporter well, we dont know whats on that note yet. The Police Department has that information and it will eventually come out. Its hard to say what the story is with the note at this time. The situation like this, does a mass murderer or killer of this nature normally leave some sort of note or evidence or some sort of explanation of why . Reporter yes. From what we have seen from Mass Shootings around the country, the more famous or deadlier shootings, there is a manifesto left behind that lets us know what that motive is. On this one at this point that doesnt appear to be the case. They are looking for it. Very, very hard. A Law Enforcement official told cnn the gunman tried to buy tracer ammo before the attack. What does that tell you . Reporter well, it tells me he knew what he was going to be doing. Tracer ammunition is the type of ammunition that allows for more accuracy. If you are shooting from great distance with automatic or semi automatic type of firing. It probably would have made his shooting even more deadlier than it was. One of the downfalls from his point of view with tracer ammunition is that it also allows people on the ground to see where the shooter is. Thats Something Else for him to consider. We dont know why he didnt research that tracer ammo. Do you have an explanation of why he looked at it and asked questions and didnt buy it . No, i have no idea. Tracer ammunition is not illegal. It can be bought on the internet. There may be states where it might be illegal, but its readily available. Thanks very much. We will get back to you as well. President trump sets off alarm bells with a c cryptic remark about a coming storm. It came in a photo op with military leaders and spouses ahead of a white house dinner. Its frightening and obviously cryptic and pretty flip. I dont like it. I dont like it when the commander in chief talks that way at a time when he National Security team seems to be fallingfal falling apart and a time when we are on the brink of a confrontation with north korea and iran for that matter. A lot of americans have to look up and wonder whats going on inside this president s head and in this white house at a time when its volatile. It raises a lot of questions. Your correspondent for the New York Times, its unusual to all of a sudden after they say no more photo opes gathered together a small group of reporters to go in and clearly the president wanted to say something. Its clear he wanted that picture and also he volunteered that comment. It wasnt that somebody shouted a question and that was his response, but he said do you know what this represents and volunteered the calm before the storm. He was trying to get at something and he said its very unusual for a president to make an ominous sounding comment in the presence of his military team when all the threats are on the world and the questions on the table in front of him as to what to do about him. Rather than doing what a president normally does which is to calm the public and make it clear that everything is under control and he is making deliberate decisions, he seems to be telegraphing the opposite. He is refusing to clarify precisely what he meant. Was it a flipped comment or some serious problem that is just awaiting . Thats because we have to allow for the possibility that dhfs showmanship. He decided to wrap himself in a cloak. Thats all this was. The commander in chief of the most powerful military in the world, there is consequences to the things you say and at no time which sha president issue a idle or vague threat like that. Your former pentagon spokesman, maybe he was trying to send a message to iran or north korea. He is always trying to send messages, but he doesnt think through them. I saw it no more than a verbal tweet and a lot of them are just out there and you cant figure out what they mean. This may be one of the cases. He was right in the middle when he talked about being surrounded by americas finest and he was. Another comment he made with the military brass. Their public criticism of his own military. Listen to this. Moving forward, i expect to you provide me with a brought range of military options when needed at a much faster pace. I know that government bureaucracy is slow, but i am detend on you to overcome the obstacles of bureaucracy. Thats pretty unusual. A public criticism of the top military leadership. You have to work. We need you at a much faster pace. Even if hes right. There is an argument that he may not be right. Even if hes right, the time and place is not in front of cameras. You dont rebuke them like that. And i bet you. They still had the trust in confidence. This is pretty astounding to hear the commander in chief speak like this about his military leadership. It is astounding and frankly surprising as well. For the president to come out and tell his generals and admirals the most senior members of his staff they are moving too slow is not something we have ever seen before. I dont think its a place for it either. These guys work very hard to get the plans put together as rapidly and effectively as possible. For them to be criticized like that is very unusual. Can we pull back and look at the state of affairs and get together and are stunned by what this president says or tweets. The fact that he cannot get along with people who he worked with and top leaders and everyone in power is reluctant to take him on for fear of how he might criticize them. Thats the state of affairs in a volatile time when our own government is divided in the future of this deal. Even though there seem to be smart negotiations we hope going on with north korea, this is volatile and most of the volatility comes from this transpare transparent, volatile speech from our president. Lets not forget he publicly chastised the secretary of state for engaging in back channels saying dont waste your time with that kind of diplomacy. Stand by. There is much more we need to discuss. New signs of tension between the president and the secretary of state after Rex Tillerson doesnt deny calling his boss a moron. Is their relationship beyond repair. The tensions between President Trump and secretary of state Rex Tillerson spilled into the open this week. Tillerson refuted reports he threatened to resign, however he didnt directly deny he privately called the president of the United States a moron. What does all this mean for the future and diplomats believe right now his days are numbered. Lets get back to the panel. The former spokesman at the state department, the spokes woman right now did later deny her boss called the president a moron, but he had an opportunity to say that and he didnt. That was striking to me that he did it at all. He should be talking about Foreign Policy and he denied that he called the president a moron. Thats extraordinary. He had to do that under a duress. He got told to do that. We are having that discuss instead of with meaningful discussions. This is what we are focused on. I dont know if he is in real trouble or not, but any effort he tried to make in a Foreign Policy front has been undermine and made more difficult by the president himself. Its clear that the secretary of defense and other National Security officials are very nervous about what would happen if the secretary of state walked away. We are nervous. They made it a point to join himself at the hip with the secretary of state. Secretary mattis said i am reporting secretary tillerson and he makes it clear that military and the diplomatic go hand in hand. All you have to do is study history. We have been talking about the vietnam war and this series that pbs has done. And his team. People who had a great deal of experience in the military and in politics and government work made hideous mistakes when it came to getting into wars. We have a president with no experience who is incredibly thin skinned and volatile. The Security Team appears to be divided. That should be a cause of concern and it is to republicans like bob corker who feels free to speak his mind. It could be chaos and people should worry about that when we have somebody the likes of kim jung un. What im hearing is there has been months toxicsity in this happy. This dates back to before this moron comment was supposedly made. The feeling is that yes, there are many substantive differences between Rex Tillerson and President Trump like north korea and the iran dealer. There are differences between him and secretary mattis, but there is a more stylistic problem between the two of them where the president and frankly many of his senior staff feel that Rex Tillerson has been ineffective and not been trying to be a team player and they point out that he has other aides who disagree with him on many issues who manage not to publicly air the differences and feel that Rex Tillerson should have done a better job. He is part of a team and has to speak his mind. This notion that he could paper over the differences with the president and that would heal the divisions, i dont think its really likely. The energy being applied. Energy being applied to not upsetting him, trump, and to try to manage the institution by not getting in trouble publicly. Secretary mattis is not talking to the press because he doesnt want to set himself up to not agreeing with the president. I did agree that tillerson has not done himself a favor by the way he has been managing this. Leaders dont position themselves to where their immediate subordinates and secretaries of cabinets are speaking under their breath about their leader. Leaders dont put themselves in that position. To be fair, there is often this kind of tension within the administrations and within National Security teams. That can be a bad thing. It doesnt mean that it still happens it. Still does happen. I think johns point is really important. There is so much energy being spent not setting off the volatile guy at the top. That is misspent and dysfunctional. I thought that mr. Businessman trump was supposed to have the best team and be functional and efficient and america was going to win all the time. In the meantime, its a revolving door at the white house. Always tension, as there should be. People argue and publicly it doesnt spill over where the president of the United States is criticizing and be rating and undermining. You served how many years in the u. S. Military . 30 years. 30. Did you see when it was bill clinton or george w. Bush or barack obama were they undermining their secretary of state . I have never seen anything like this. It was extraordinary that the president got asked what he thought of tillersons comments saying he is not a moron and this made news. They should be embarrassed. A, that you have to deny you called the president a moron and b, that he said i like that he didnt call me a moron. This is a full time. They made it a white house that can proactively get things done and not be in a crisis mode all the time. That is what he is spending all the time and how he spent most of this week. Like all of us, we remember katrina. We get worried. What is louisiana doing right now for a possible hit by nate . We are preparing for this knowing its only proposed to be a category one, but when it gets into the gulf with the warm waters, it has the potential to strengthen. We wont have a chance when it gets in the gulf to make more preparations. We are preparing for the worst and hoping for the best. It approaches, i assure. We are in the direct line of this storm and are preparing for the worst. Have evacuation orders been issued yet . For grand isle and the lower areas, you know the point of louisiana that sticks out in the gulf that got hit first by katrina, there is over a Million Dollars in levies being. They have no dirt or grass on them. We are concerned about the levees under construction because they will not take storm surge very long on the newly constructed levies. That is a big concern. What are worries me and you as well, the city of new orleans as you know they remember 2005 and katrina is below sea level. Are the pumps and the levies that you have there working efficiently to protect the city from several inches of rain even if its a hurricane category one. Its going to be bad. After the last flooding, they worked very hard to get the pumps back online. The National Guard is there to back up new orleans pump operators. We are as prepared as we can be. All but one is online and hopefully we will be able to get through this one without major flooding. We heard a lot about the hurricane categories three, four and five. Are you concerned that the folks in louisiana may not be taking this storm as seriously as they should simply because they are saying its a category one . Absolutely. We are still talking to groups that were talking about cancelling events and they are waiting to see how bad its going to be. When it gets in the gulf and strengthens, we wont have time to get people out of lowlying areas. We asked the people to get out of harms way before its too late. It looks like it will hit late saturday night. Not that long from now. 36 hours or so from now. Not a lot of time left.
