Report card prayer initiative. We are asking parents to make copies of their report cards and turn them in the offering goes around. We believe those are offerings. We want the congregation to pray over them and children see this intersection of faith and study. We will have educational liaisons that help churches and parents improve the educational success of their students. They can be contacted. It is a strategic move on our part. Those are a couple of new initiatives. The faith and education education website is new. We are emphasizing that we are not pushing Public Education away any longer. This is the first time in th history of evangelicalism that we are not embracing secularism if it exists, 95 of our students are educated in public schools. This is our system. We want to embrace Public Education and let them know that we are here to support you. How can we help . Can pastors offer their churches for afterschool programs . Thank you for the question. Thank you. I am caitlin from politico. I know governor huckabee is in support of the common core. I am wondering if youre still behind the common core . How do you raise standards in schools . Raising the standards is about having standards like the common core standards state to state. We know the implications of a student in chicago being raised in a home and then going to a school where the standards are different or lower than they would be elsewhere. We believe that while there is a lot of politicization of common core, go to the standards. Have you read the standards . Dont read the political things. Go to the standards themselves. How can knowing how to round numbers off or understanding polynomials, how can it be political . That is a standard that every thirdgrade student should know. We believe they are redeemable. We think that is the core of what it is all about. We believe that as a state led initiative. That is why states like connecticut are represented here today. States will join this. I want you to graduate from my english class, i am not going to change the standards for any other motive because i care about you. Im not going to speak for the governor, these are redeemable and he stands behind high standards. I salute the efforts in the College Scholarships in the churches for every baptism and christening. I dont like the idea turning in the report cards. I am thinking back to my own student days. I want to address the common core question. I think it has become toxic and radioactive. It is a controversial topic on both the left and right. You have equal disregard or repulsion from people on the left and right when it comes to common core. I dont want to fight over a program. I want to fight for students. The fight is not about what it is called. It is making sure that we elevate to the highest level challenging academic standards for students. If we are going to divide ourselves over common core, lets stop that. Lets not stop the fight whether we you are on the right or left for saying we want our students to achieve to the highest level theyre capable of. They cant do that if we dumb down the schools. I dont know any conservative who wants to dumb down america schools. If a student moves, the expectations of what they are going to experience academically in one state is comparable to the other. It is no different than when we play basketball. If you are playing in california and then play a team in kentucky, a Kentucky Team will probably beat you. You want to make sure the goal is still 10 feet off the floor and the ball is inflated to the same level and the dimensions of the court of the same. Lets say in california lower the goal down to six feet and they make sure everybody can slamdunk the ball, have they created a better team . They have artificially lowered standards to make it appear they are successful. I want those kids to be able to succeed in any state. They wont be so far had their board or so far behind that they give up and quit because they cant catch up. That is what i will fight for. Im not going to fight over a program that has so many sticky notes put all over it about things or never a part of common core which is a very simple thing you. The controversy is over Data Collection and curriculum and specifics. Stop the fight. Lets not make this something we are going to shed blood for no particular value to the students. The students first. We have time for one more question. Make it good. I am Jeffrey Scott with the christian post. Are there plans in the initiative to ramp up scholarships for hispanic students who are already in school but they might be dropping out because they can afford tuition . Are there any plans to ramp up scholarships in that way . We continue to work with our academic partners to make scholarships available. If that is part of it. That is only one piece. Our hope is that these educational liaisons will help fill in some of those gaps as well. Financial difficulties are important part of the entire holistic approach to education. Most Research Indicates there are other factors bring students down and make them drop out. Remediation is not the least. We know it helps prepare those students for college life and the rigors of college education. I cant tell you how many students i knew personally that felt they are taking these classes and paying for them but i get no credit. Before long they become a statistic. Ending remediation and america is a huge goal. Thank you all. We appreciate your time and being with us. We will followup with many of you as this initiative is just taking off. Thank you so much. On september 18, scotland plans to vote on an Independence Research dempster whether to end their 305yearold Political Union with england. Warnings that scotlands north sea oil reserves could deadline in 15 years, and that could lead to major damage to their economy. This is half an hour. Thank you. Presiding officer, the first minister and i can agree on two things. He is the preeminent expert on north sea oil. He reluctantly entered the debate, saying he did so as a father and grandfather and saying he didnt want future generations to ask why he stood silent. He warned the Scottish Government had overestimated gas and Oil Production by between 45 and 60 . He warned the first minister had over estimated tax revenue by two thousand Million Pounds a year. We would ask him to explain to him and his grandchildren why he is wrong. I hope john and i can agree on more than two things. We agreed just two weeks ago that scotland had the potential to be a prosperous, independent country. I think everybody agreed with that in this chamber. Let me agree that ian wood is an authority on oil and gas, but not the only one. There are other authorities. But i think what ian has to say should be considered very carefully indeed. The figure i have quoted of up to 24 billion barrels of oil and gas equivalent remaining in the north sea is not the government figure source. It was the figure that the industry has produced and has produced for a number of years and i think is a robust figure. It shows the extraordinary potential that remains in the waters around scotland if the policies are pursued and the stewardship is correct to make sure that the resources work for the scottish people. Two things. The first minister recognized that ian is an authority. But if he says something he doesnt want to hear, he simply ignores it. That is not good enough. And secondly, i would have imagined that ian knew exactly what the first minister said about these figures. He is offering a critique that we must addressed. It is for the public to judge why he disagrees with him now. He said and i quote, relevant to scotlands independence is how long offshore oil and Gas Production will last. He says young waters mathieu be fully aware that by the time they are of full age, scotland will have finished production and this will hurt things. Can the first minister tell our children and grandchildren why he was wrong to give them that warning . My headline message for the youth of today, get involved. The oil industry will see you through your lifetime. Ian wood, bbc, november 9, 2012. Yes, he is an authority, and he has been foremost in pointing out the future potential of the oil and gas province. I listened to him on the radio, and he said, and i think he was right to do so, because alec kemp is a foremost authority of modeling of oil and gas and what remains. He said he felt that the figure of 15 to 16. 5 billion barrels was own appropriate estimate. Incidentally, that come pairs with the o. B. R. Estimate of 10 billion over the next 30 years. That is 60 higher than the one offered by the agencies of her majestys government. But it came over the last few days. So i consulted professor alec kemp he is website, and ive got it here. That is absolutely correct. He and his Research Partner have conducted substantial modeling for future production of oil and gas. He says if target and tax incentive were reduced, it could increase to 15 billion barrels of oil quintavious harrow leapt. It goes further. But there is potential for further develop after 2050. They found in the year 2050, no less than 25 existing known discoveries remain undeveloped. Order. Lets hear the first minister. And finishes, thus the ultimate potential of 24 billion barrels of Oil Equivalent appears plausible. So now we have a point of agreement. 16. 5 billion to 2050, and 24 billion barrels as the total value. That is a lot of billions of barrels, and scotland should welcome it. [applause] well, that will give a lot of confidence to people. Because obviously the first minister said he listened to ian. He willfully refused to hear what he was hearing. He deflected the fact that woods said he failed to interserena in the debate because he was misquoted. That is the hallmark of a first ministers approach to persuading people to support his lifelong political project. Whatever is said in the moment, they ignore the substance of the argument. But in his warning, in his warning, ian envisioned far from an independent scotland exporting oil to the rest of the united kingdom, but scotland having to import oil from the united kingdom. He said this preempt expert identified, unfortunately i think scotland will lose on renewables. U. K. Is subsidizing pricing. He added of the oil industry most operators let us hear, please. This is about the future of our country. Order. He added of the oil industry most operators would feel more confident if scotland was to remain part of the u. K. So i ask the first minister again why use ian drawn to say that in the interest of our children, grandchildren and the generations to come . First minister . Well, i have already pointed out that wood is on the record saying the oil will see you through your lifetime, and he is right to say so. 2050 is not the limit of the oil industry. It will go long beyond that. Ive got the transcript of his interview this morning. I spoke to alec kemp two or three times, and he is right on the 15 billion to 16. 5 billion that i have quoted is the right sort of range. That is exactly the point i was making. Yes, alec kemp says 15 billion to 16. 5 billion up to 2050. He goes on to say it will be up to 24 billion if you take a future resource in the reserve. This country of scotland with only 16. 5 billion barrels of oil, up to 2050, worth one trillion pounds in wholesale value over that period. Or to go low, 1. 5 trillion. This come has a great curse of 15 billion barrels of oil. Every other country in the world would give their eye teeth for such a substantial resource. Why did labor party and the labor partys allies think it was a great curse on scotland. Incidental, having 25 of the off shore Energy Renewable continent offshore for europe is not a disadvantage. Order. The knighted country is not. It is a wonderful country that deserves not to have its intelligence insulted. Order. It is not a debating point between me and the first minister. It is what a senior person in the oil industry is saying about the future of our country. So lets review the record over the last two years. The first minister said there was legal advice. That is not true. Order, order. It is uncomfortable. Carry on. It has been established that that wasnt true. John swinney said he was in discussions with the bank of england on a union, and that wasnt true. Nicolas told s. N. P. Conference the n. H. S. In scotland couldnt be privatized. Now he says it isnt. Order. We will get through this a lot quicker if the applauding and jeering will stop. There is your last question. Will you just get to it. Well, let me hope in all optimism you get an answer to the question. Scotlands greatest oil expert says it would be bad for scotland. Alec doesnt have a plan b on currency, or europe or oy. The trouble is this is a case that scotland doesnt trust him because he is a man without a plan. First minister. Order. Can i just put on the record that in answer to the first question, wood, i respect his authority, as alec and donald, who have analyzed the Scottish Government figures and produced their own estimates, which are similar to the estimates of the scottish figure. The up to 24 billion figure is an industry estimate. It has been used by many people. I pointed out the first 16 billion barrels it up to 2050, and alec kemp says there is more to come, and the 24 billion looks entirely plausible. On the question of the Health Service, perhaps if john cant bring himself to agree with me, how about agreeing with unison. That means they cant run down and privatize that from london the way they are doing in england. But what they can do is starve it. They are cutting back on the money provided to the Scottish Government and putting the Scottish Government under pressure. Unison of the union. John asked me who is to blame for that. I was struck, encouraged and excited by ian davidsons comments of only this week. He identified that labors failures was the reason for the success and spoke out. The reason are why s. N. P. Has done well has more to do with the failure of the labor party, the lack of organization. The s. N. P. Have become what the labor party should have been. His argument was scottish waters moved from glasgow to scotland. Many of them became supporters. They didnt want the politics of labor. Order. Conclusion, first minister. I am available to quote ian davidson against joe and. Perhaps the reality is the labor party in scotland dont have a plan a, never mind a plan b. Order. Order. Question two. Thank you. To ask the first minister when he will next meet the Prime Minister . No plans. Wood is the most respected business figure and for 2 1 2 years in this debate, he has kept his own council. He has stayed neutral. As he said yesterday, he had no wish to get involved. Now i just heard all the things the first minister has been firing at sir ians critique yesterday. What i havent heard and what i am asking the first minister is this. Why does he think sir ian feels so compelled to speak out. Sir ian wood wanted to clarify that his opinion was that the oil reserves were between 15 billion and 16. 5 billion, his estimate. I am pointing out that i think that is based on the forecasts of professor alec kemp, who points out today in his Aberdeen University blog, that that applies up to 2050. There are already ole fields on the west coast, which are going to produce beyond 2050. Alec kemp has identified over 100 Oil Discoveries that are not in the calculations to 2050. He and industry figures believe that therefore the overall value in terms of reserves in the oil province is up to 24 billion, which is the industry estimate that u. K. Oil and gas have. U. K. Oil and gas, individual companies gave us a briefing from british petroleum, from tim smith, the Vice President. 41 billion barrels produced at 2012. Potentially 27 billion barrels yet to produce, beyond 2050. So if the industry estimate is up to 24 billion, and if Major Companies are saying 27 million. They they not bring themselves to realize that whether it is 16. 5 billion in 2050, whether it is 27 billion confront 2050, that is many, many bills of barrels of oil and in wholesale terms worth trillions of pounds. Every country in the world would believe that is a tremendous asset. Why would the labor party believe it is a liability . With all due respect to the first minister, that is not why sir ian said he felt the need at this critical time to speak out. Sir ian has no worlds left to conquer. He is not trying to win any votes. He just wants the scottish people to know the facts before they make this irreversible decision the throughout this whole debate, the first minister has twisted facts and simply closed his ears to inning that doesnt fit his lifelong obsession of independence. But not everybody out there is like that. People want to know what is best for their children and their grandchildren. So can the first minister just have the decency at this late stage to concede sir ians point, that our young voters be fully aware. Order. For goodness sake, this is an important argument. Order. Settle down. Forecast blog today points out, theres 125 known willing discoveries which 2050. Be undeveloped in this is a longterm business that will be with us for come. Tions to the westminster government have underestimated significance of we underplayed the value of the resource. Of the t given the history and track it notof westminster, is sible that i think most people in scotland say lets use the resources for the benefit of the scottish people. Order. Scottishked how the government will ensure the future of ship building. Tuesday i met with, i spoke tomorrow ill visit the shipyard itself. We all express a very serious sucht that the yard with closed. L was theres no question of the that they wish to continue ship building. The view is shared, and how a climatesure that for 12 new vessels and the using investment will be support of fergusons and the economy. When he made his statement on i did think he there have been substantial orders placed with this yard and opportunity given the new generation of ly, and we have great hopes that well revise a that can where. Ontinue under new ownership two things encourage me. One is that the determination of work force. One thing has been unanimous, every commentator around this issue, that no one has thetioned the skill, dedication, application and resolve of that work force. Person in thise chamber should give them maximum support. That encouragings me greatly. Second thing is i was encourage by the statement of receiver, because he made it quite clear that he was moving deadline in terms of offers to be analyzed at 5 00 this evening. And in that statement he said he was moving to that deadline because he wanted to make sure aat there was the chance continuation of fergusons as an ongoing concern. Particularly looking at holding the swat force together, and making sure that are prospects for the few. So although we have not, although there will still be more anxious days for the work fore, that we have prone substantial encouragement and that encouragement is founded not just on the determination of this government and the support of everyone this chamber, but the resolve and the resilience of the Shipyard Workers themselves. Thank you. Scottish government says to the we welcome it. Local government will be an essential element of independent scott land. A statement that can onlying guaranteed by written constitution. First minister for his reply. Hes aware that the previous in 2012, the first that theagree with me only way to get our Democratic Society in scott lab is by voting yes on the 18th of september to ensure that westminster governments do not interfere in the democratic struck thursday that we within a future scott land. I agree with that position. Of john wilsons question, i any, is very opposite. Of vital a range institutions, which could, with constitution have the protection aat is one of the benefits of written constitution. Commonwealthad the games, and it was 71 nations and territories competing in this games, with the exception of new seal lab which has a basic plow, of thesegle one independent countries has a written constitution which preserves and protects the rights of their citizens as well rights. Iating clear i agree that the position of local government would be a written in constitution. Set out, independence offers the opportunity to potential ofast scott lands talented population. A jobsek we published plan for scotland, we can get more and better job opportunity helping our young people to realize their ambitions here in scotland. It does seem to me that while we offer a declaration of opportunity and neil finley and in theleagues conservative party have nothing whatsoever to declare. We know that the forecast is a mere 60 out. Has said itnister was voodoo economics that would scotland. Rate and while he apologized to what dr. Anna greg or says, is a complete and utter lie about any privatization and the event of a new vote. First minister. Well, i know its extremely for him, to try and deflect on the position that lots of people in scotland agree for the surge of support protecting our National Health service through independence for scott lab and a written constitution. Attention, play close making the point that as the Health Service budget and public budget is reduced in england, that he surely doesnt that privatization is intended to increase the Health Service budget in england. As that happens, it will happen, as identified through financial pressure. Luckily of course order. What has happened in wales. 3 decline. So i believe that the labor to reduceales wanted real term spending on the national melt service, which believe. Nt but we believe that theyre the financialrom pressure from westminster. So i agree with the labor party england, that englands privatization is endangering the and i agreece with [applause] order. Order. Question six. You. Ank what progress has been made in mortality rates. First minister . Onwe we come the figures monday the 18th of august. Showing the mortality rates observe 25 in the last 20 years. Research,of cancer and we endorsed the new strategy, aimed at pushing cancer survival to three and four within the next 20 years. In recent years weve been to improve scotlands Cancer Treatment infrastructure, including 22 Million Pounds for the new center now being built to help meet the rising demand for radio therapy treatment over the next 10 years. Spoking havele contributed to the reduce in death rates. Does the first minister agree that the gap between the lowest and highest groups is still far for too many cancers, and that programs that help earliestncer at the stage are absolutely vital to ensuring that everyone in savingd receives a life treatment they need, which only a publicly funded and clinically service canh provide. Why thei do, and thats government is putting an investment into early cancer detection. And invest a further 12 million program. Eening recognizes the signs and symptoms of cancer and people to get checked if theyre worried. Shows that every patient regardless of where they live receives timely treatment and followup. Thise that everyone in chamber understands the importance much protecting and national melt service in scott land. It is absolutely vital, we believe that can be done through scottish independence. If theres an alternative route it, then it better get spelled out. But the Labor Party Members the remember, now move to members business. Members who wish to leave should quickly and quietly. I remember frank from the early days of homed security, because not leavem rich did home without Frank Cilluffo with him. So frank was one of the closest advisors to secretary tom ridge as the department was being stood up, in the early 2000s. The whitein office at house, called the office of Homeland Security, which is a shop. And grew into, as we her earlier, 40 billion enterprise the department of Homeland Security today. Before the wows frank was involved with the center for strategic and international studies. Could go on and on about franks background and resume. Let me now introduce our next speaker, Frank Cilluffo. Frank . [applause] thank you, joe, for that overly kind introduction. If i were to introduce myself it sticker, franker cilluffo, he who displays varying delays of ignorance in lots of subjects. The environment were facing today plays to one a. D. D. ,rengths, to my since if you were to close your eyes, have a map in front of anyplace, anyplace on the map and all likelihood youre going to fall into a bulls eye of a crisis that we are facing right now. And im going to spare the obligatory lawyer joke. Thing, il you one normally like lawyers behind me, to be in front of all of you is threatening. But i also have the greatest respect and appreciation for what the American Bar Association does, for what joe one of my good colleagues jim turner and all of collectively do, to advance our National Security and security. R homeland youve done great work over the that youd i mope continue to do this great work because our country needs it. What i thought id do quickly is, again, if you were to close your eyes to point to anywhere map, whether its the ukraine, crimea, whether its pyongyang, north korea, whether its whats unfolding so tragically in syria and iraq, broader, wheree vast, vast territory under the control of islamists terroristn organizations. Whether its the e body will africa, whether its cyber fleets. The reality is a lot is unfouledding and it feels like faster, olding quicker, and more dangerously than ever before. I dont if youve had an tub to read general flynns outgoing interview, but it is well worth taking five to 15 minutes to read some of his views. Of the Defense Intelligence agencies, and the away, i ask you to read it, but was simply that its dangerousthe most team in his lifetime in terms of andra, in terms of threats, comparative exraps to world war ii where you had some of the most evil manifestationings of has seen. Ity it is worth looking at, but i think that accelerating all of speed and the connection of technology. Media, ifs social you start seeing just how effective social media has been our adversaries to radicalize and recruit syria, uals, just look in just look in iraq. Youve got a surge, a surge, got 13,000 foreign fighters joining the ranks of jihaddist organizationings in the region. These are big numbers. And obviously when youre talking about foreign fighters, at least three thousand of which westerners, that adds a whole new level of concern to to thislands and changing threat environment. Are individuals are familiar with hair countries, they know our culture, they know know everybodyy about is. So and it some point many of thatseople return, so something that perhaps we dont feel the full effect of what it means right now. But two, tree, four, five years from now, i any youre going to very new andst in dangerous sorts of ways. But if you were to look at the now,t environment right and if you were to try to understand the terrorism environment, it really does come in various shapes, sizes and forms. Ranging from al qaeda senior in business, still how effective are nay, have they eclipsed by isis in iraq. I think thats the wrong set of whations, because i any youre starting to see is a con of s a conflation. Open source of model where theyre working with, between and among one another. A con flyings of conflict zones. Straight the from what youre seeing unfold in syria and iraq. Youre starting to see vits who are being talent intoeded by the who be turned around and sent back home. Because of their passports, familiarity. Because of their recognition of the region. A major study in 2008, i can remember exactly, but looking at some of andforeign fighter trend trajectories, and at that time we started looking at this of one particular days. Anyone here heb the case of wenturalized american to to afghanistan, his intent was to fight alongside taliban. Intercepted by al qaeda, turned around and you said you have much greater val to tagger the United States. Ad he was behind the plot, very sinister plot to basically suicide bomb side bombings on the new york subway. Was the time i think our red. Ry was blinking really and unfortunately he got further along with any of us in would with. Omfortable in part because we didnt have some of the sing wrongization and integration. Materialize in denver, made it to new york, had an overseas component, so it was caming for the holes in our thes, basically looking for wholes. So we went out and started doing and thelysis on this, simple take away was foreign fighters are nothing new. You go back to afghanistan fight,st afghanistan against the soviets, youll see that there were a number of long side fighting a threats in that region. The difference is the numbers are actually growing in terms of scale. The feed speed is quicker, the changing and many of them are coming back to the even so when you look at the al qaeda threat, think everyone would have liked to donning the rich is dead, lets go home and worry about all of the challenges that country, ourr economic situation. And Everything Else we all a daily base i. The reality is the threat was not dead, and i think part of that is getting to the recognition and understanding that its not about networks organizationings alone. Its about the ideology. Hepar phrase bill clinton, said its the economy, stupid. In this case its the ideology, stupid. And its propelling these organizationings and its faster, and resonates with a percentage of people that i thinkrld should warrant a lot concern. Push need to continue to the nfl militarily, tackity cloudy. Also recognize that until we address the underpinnings of the threat, tacticsing to have massacre rating as strategy. So we have to collect to that expose theirble to narrative. Acting is an action, and unfortunately that vacuum is our adversaries today. Then when you start looking into africa, why the. Atah why the mcgrab. These are vacuums that are being adversaries. Our they are afforded the time, and the ability to maneuver, train, and plot attacks. So i think one of the challenging vexing issues weve tried to address in recent years is take drones, ill bring up. Probably not a good topic in front of a bunch of lawyers. But at the end of the day i would rear our enemies look over their shoulders than giving them plot execute, maneuver, recruit, and engage in terrorist activity. Is it the pan asee a, absolutely not. But is it an important yes, it is. But it has to be combined with other instruments that quite all thatwere not comfortable as a country or as a world addressing. And i think thats something we need to worry about. Looked atan if you the tragic, tragic news in recent days in terms of the beheading of an american, this is part of their narrative. Their narrative is to department trait that we are vulnerable, we willd an trade and that taken continue to engage in this sort of activity. I would advice no one to watch video. Because in a way were giving them the oxygen they look for for to be able to full till those objectived. Cant ignore also these particular issues. To sea it, but i think youre going to see more lines. Ts along these its actually very reflective in of what zarkawi was doing, he was terrorist iraq, he ran am kead acin iraq. Actually crossed the line, some would say, by bombing a jordannian welding where he killed a number of the wedding well as their family members, obviously. Ended up seeing what is basically a push back that he crossed the line, he was behind of beheadings and grew some videos, and ultimately it and sell in the way he was looking for. It did for a small person, but overall. It even got to the point where leader was sending notes to him, suggesting that, werehis is too violent, never going to be able to win the socalled hearts and minds were trying to in their obscure and twisted kind of way do. So im not sure this thinkaying power, but i thats almost your relevant. Because the sickle is so fast, looking for small numbers to engage in activity quickly. If youre to believe what you of recent reporting out 500britsk. , youve got fighting a long side isis and grifts and iraq and syria. Youve got 900 french according their security services. Youve got up to approximately americans fighting a long side these individuals, so these are big numbers. The thing you have to realize is terrorism business small numbers a business. We cant afford small incidents. Something weats need to be thinking about, especially in terms of threats homeland. So even the foreign fighter isis aside, if you look at its morably the most well funded terrorist organization in history. Theyve robbed banks, think have a fields. This, which iing think should be the next why wen, i hoe thats start squeezing some of that. And theyve got this sense of and most importantly they have some point theyre going to be turning the cannons away from media z the immediacy. As we can ramp up our activity, do importantere i air strikes. Because i dont see better alternatives. Frightening thing for me was i do think there was a thiswhere a threat level dropped. Right now, and i think we got ofled into a false sense complacency for a while. Look at the threat level, it does mimic the pre9 11 environment. That weot to suggest have more capabilities, but in ofms of intent and in terms numbers, weve got to take it incredibly seriously. Of the actual counterterrorism state craft to bear, need to bring to me it really is about addressing some of the narratives. There are some great programs people arm aware of at state department, the cscc and other entities, are actually forward leaning in back, evenf pushing using humor to defeat the of the adversaries message. To do a whole lot more. Safe haven that warrant great concern for a lot of folks. The french deserve a lot i never thought id say vive la france. In a counterterrorism standpoint they were able to prelively get in front of what was going to be a much greater terms of immediacy. But that too doesnt last forever. The question is how do we issues. Dressing these this is one of the most gruesome organizationings, one of the brutal, bar bearing, around. Tions i, you want to turn off the tv, you want to stop reading your feed, you want to stop reading the newspapers, because it really is a through some organization. And youve got people being a regular basis. Youve seen really vicious i. D. Region, youree seeing swaths of girls and now what, eing kidnapped for for trying to be humans, for trying to study, be part of society. Not sure how we best get our arms around, that but we capacitiesld up the at some of these countries. On ground should be the in someion we ever had of these places. Lightfoot frints, yes. Heavy footprints not so much. In somalia theres been good there, but im not sure, i think stum of that is already beginning to fade. Here you also have a very vicious terrorist organization that can easily make inroads perspective, its perhaps the community that has been least integrated into the states, thats why you saw so Many Americans traveling shabab much some found their alongsideen to fight al qaeda. But were not out of the woods there yet either. Aqap is still a very, had u. S. In its cross hairs for a very long time, and seen unfold weve in iraq would have been the most foreign trif organization from a u. S. Homeland perspective. Weveate to say it, but got a lot to worry about over seas. Then what youre starting to he with whats old is new and old. S new is russia is back. Dust off all your papers, but we do need to start fabling about and all of that means, their use of proxies, if you in the 80s again when i first started some of in the 90s, we were worried about state sponsored terrorism. Back. Whether its iran facilitating or supporting hamas, hezbollah, and of course some of the more autonomous organizations. Whether its russia in terms of youre seeing providing some veneer of plausible their proxies, which is not knew. Attacked there cyber means, but why russia is of greater concern, got nukes, lots of them. Changer typesape of incidents. S with brutal and gruesome as terrorism is, when youre with a nuclear threat, that can be a game changer very quickly. Youve got bio defense issues, i think that perhaps is to look at it from an instrument ality perspective. The area we have done the least amount of work that we ought to do more, whether its outbreaks and disease like oa body la or whether its ebola, or whether its Foreign Terrorists engaging in biological warfare agents, these keep giving. That these could be Tipping Point types of threats we need to be cognizant of. And then of course we still have a home grown threat. That comes in various striems forms, but i think that here were going to be so focused on many of these folks traveling jeff seas, so youre going to have some that don travel that will stay off anyones radar screens screens that are still going to be significant threats. Long winded way of saying we aint out of the woods. Is some think there potential for optimism here. A lot of this is coming at a i think Americans Trust in government is at alltime lows. Got to figureve out how we can engage in these instrument alitys and try to maintain that right balance, because we dont ever want to tip it too far in one direction same time wehe need to acknowledge and not wish threats away. In terms of cyber, which is gobbling up most of my time these days, i think were at a early stage in recognizing some of the threat and what it means. Were not going to defeat cyber. Were going to have to get to where we understand how our adversaries use cyber to objectives. R whether its what were seeing on the counterradicallization of recruitment, or whether its more computer i. E. Espionage, or Computer Network attack, i. E. Using cyber as a weapon to attack our systems. Media see the read the here, i am less depressed because i dont think they understand it yet. I call it kids soccer, everyone is chasing that shiny ball. Hat were not seeing the spreading out of the field yet. If youd were to read a couldnt delineate the difference between a web hack, which is graffiti in and more so first indicated computer attacking. So we have have to get a little more clarity. In terms of what were most concerned about. Image ourmirror adversaries. At the top of the list would be the russias, the chinas, the United States. Allies. H our but by and large, their intent, unless escalating in a military sort of situation, is not to an attack systems, unless their threatened. Gulf, ing happens in the maybe that will trigger something out of china, a natong happens in country, maybe that will force to computer to turn network attack. By by and large its exploit. Of tallyingusiness secrets, which matters. It matters. Thats ourur jobs, en novation that keeps america going forward. Is vulnerable and its being stolen at humid, huge that. S like if youre in the chinese mind, would defer you from not this . Ng in savedt use the money toward marking products. Snowdenook at the post discussion, all this moral equivalency discussion, oh, im shocked theres gambling going casino. E but were not engaging in that apple for ab mi or ford or any american company. The din is there you have naflt assets and resources being benefitand used to companies. Thats an unfair playing field. Playing field a anyone should want to play on, it gets to very core of who we are as a society. As a country. To me thats a marketplace issue dressed. S to an and i am somewhat optimistic we can get to some of those solutions. Take the russias and chinas, are they engaging in computer attack military pups, absolutely. Are they going to continue to beento physical cyber, the of things, i cant sprite whats more, butnd cyber any who are the countries we need to be most worry about from an perspective. Thats iran. Thats north korea. Physically, ngage they can try through cyber means. And they are attempting and the equivalent of intelligence preparations on the battle field and eve than a company like city or goldman sax or bank of america. They werent built to defend against nation states or capabilities, but thats the bats feel were in today. Whats thete government and whats the private sector, so thats, if i to tell you who him a most concerned from an atan stack would probably be the governor of iran, through assigner hez bow low or some of his other proxies. Russians are doing this every day. I dop know who is behind the key bore at the time. Tribute, ting better at but by no means 100 . Finally youre starting to see enterprises. S. Iminal candidate these are largely russia shan speaking urasian criminal enterprises. Just at the target, thats what youre seeing. If you think thats the only thing thats going on right now, putses it a board room, it some ownership in executives to theess the issue, but here ones who got caught k. If you think theyre alone, think again. And the reality is that this is handinged or to be hacked and those that arent been hacked so to me when youre starting to look at some of the corporate some of thend business challenges and executives, signers at the top the list list going forward. From a National Security from a foreign, Counter Intelligence cyber is need to bebut you engage inthat will attacks. Clarifyed to use more and decision. Going to be the equivalent of cyber driveday absolutely. Are they going to cause harm, yes. At its not the same as foreign nation engaging in an attack. Im still more worried about kin attackings, bus that fumes their recruiting. Visuals. But are they going to engage in cyber, absolutely. Were to half to take worse the sceb are whys, its convergees of thats what we need to be worrying about going forward. Reallyt said and done, i dont mean, i think it was, i know it was yog i berra who said the future aint what it used to be. Since the end is of the cold war, the threat forecasting has made astroll look respectable. I dont have a crystal ball. What i can tell you though, the pay to predict anything, to s is to shape it. In reactl like were mode, were tired the. Were reacting the crises. Everywhere. We need to be in the business of the environment, and yes, im a proud american to our interest. And then do so in a way thats beneficial for society. Ill leave it at that. Long, i want to engage in questions, but thank you. [applause] when you were talking about france having citizens and great having citizen as long with ours fighting isis and the likeh going into mali, id your opinion on can we ext on our western allies like great france, at all, to come in and help us . Isause my big concern theres a lab grab going on. Its a great question. When itell you that comes to the five eyes canada, news, u. K. , seal lab and toss trail yeah, theres in sun right light. But whether it has the capacity is another question. Do think that they have a lot of kind ability in there, up allies,h our closest and if they have something are they will provide it. Quite honestly the brits are with the likes. The french, thats a as iex, because as happy was in terms of what we saw in way, there wase support at the time of sphrench engagement. So polls of hisst the own country. Still sellhey are stuff for the russians. Who is buying this oil, that be the question we ned to be asking because once you dry funding well,ir obviously you minimize their project power and deploy forces in the same kind of way were seeing right now. When you start looking at our allies on counterterrorism think u. S. Ctually france has been a strong partnership. Perfect, no much but the politics of it all doesnt the, really affect the relationships on the ground where it matters, because we have great sws to address these issues. But it was also a frecialg man back and shot up Jewish Museum so i you lookoncerned, if at the numbers of brits that are even beforeeas, isis, you saw a number of brits southeast asia, joining up pen al qaeda in the arabian inpla. The way the brits security folks was they knewit that the authorities were onto them if they kept traveling to pakistan, so they go there, they come back and have the same credits to their audiences. So we got to make this stuff not awful, people die. Yet theres this cool factor thats triggering some of this their twisted little world. So bottom line is with the brits, i have every bit of can do theyhat they will bring to the fight. Been, otheractually than russia id like to see them get stronger on some of the russian investment this their country. But i think theyve been a good partner, and in terms of amntertism issues, optimistic that our relationship with france is strong. Us do we know everyone who has gone overseas . Numbers until we tarted seeing some of them on the battlefield . Probably not. Thank you. Frank, for an excellent presentation. Basically two questions. To do with the efficacy of counterterrorism squeezingwhether its the reach donors in the gulf Terrorism Financing allegedly again, or the preeminence and the lack of that. Te measures against thats one question. Whats your take on the efficacy the in terms of implementation and countertism personners. Second a post nailt withdrawal in afghanistan, what kind of threats do you see to our allies and the home. Questions. E great im not making a political weision on whether or not should have huge boots on ground. But there are measures short of ebbing r can be take en, must be taken and we cant take our eye off that ball. Because that vacuum could be filled really fast. Neglected to discuss when i mentioned the fatah region, youve got a number of thenizations, these are bads of the bads. Of if theres one sense optimism its that they are looking a little bit over their shoulder. If they stop looking over their shoulder, theyre going r going time not to that our best interest. On your first question was the financial side. You know, you know this better do because i think you teach at some of the finance issues. But its not just countries, it and when we can get the precision to be able to matters, they are effective. Have individuals that are fueling some of this, and some so alled allied countries. So i am concerned about some of that. Isis situation, they dont need that. Thats what makes it that much more frightening. They dont have to appeal to anyone because they robbed the got the oil. Thats very different than what weve seen in the recent past. In the past deck a of socalled war. Very open had a ability to maneuver in daylight. Organizationings. That there, it well financed on their own, its well technology, took the they took the weaponry of heavily armed, and you unfortunately theyve got a of Training Experience soed on their activities. Theyre adaptive. Think that they dont learn. Learn, lity is they do and they become more resilient on recentve based history. So thats something we need to try to stay ahead of the curve. I think thats all instruments. [applause] next, a conversation with Chicago Tribune columnist clarence pain on the situation missouri. Join the cspan conversation, like us on facebook, follow us on twitter. Next, a conversation with columnist Clarence Page on the situation in ferguson, missouri. From washington journal, this is just under an. Host Clarence Page joins us. We want to get your take specifically on how this white house is handled the ferguson crisis. He wrote this week that even president obama seems trapped by the racial divide over what is happening in ferguson and around the country. Guest is remarkable will that they would be able to handle it. This president had a mandate during his candidacy of helping american resolve this racial turmoil. This is unwritten subtext to his election. Every now and then we get and are up show him like this. This time compared to previous , he seemed a bit more somber and cautious and reserved at this time. Agents. In 40 fbi that doubled the population almost. It was interesting to watch. Histter what he does, critics are going to say he has done too much. His supporters say he is not doing enough. Host if you look at this in the context of the history of civil , cant in the United States you talk about was happening then and any similarities to this situation . The few am one of people around who remembers that. Riotsrs ago this summer, broke out in harlem and Bedford Stuyvesant in new york. This was five years of urban riots. The next year was the watts riots in los angeles. There was terrible loss of life and property and went on for a week. The dr. King in 1968. A hundred cities went up in flames, including washington dc and chicago. I like to think we have learned some things from that. Double shock when he saw the fires in the night over ferguson, missouri. Perspective, ferguson didnt Pay Attention to the lessons of the 60s. The number one lesson is never under estimate the impact of Police Brutality allegations in the africanamerican community. Host Lyndon Johnson want to learn things from the riots in the mid60s and had a commission to study that issue. Here is president johnson from 1967 talking about that commission. The only genuine longrange lies in an attack on the spare. Ons of all of us know what those conditions are. Discrimination, slums, poverty, disease, not enough jobs. We should attack these because we are fired by conscience. We should attack them because there is no other way to achieve a decent and Orderly Society in america. The commission that he was talking about is known as the Kerner Commission. These are some of their findings. The nation is moving towards two societies. How did Lyndon Johnson take those conclusions and those recommendations . Guest he ignored them. He appointed this commission because he was convinced he had just passed the Voting Rights act and the civil rights act. He appoints this commission in 1967 after more riots. He was wondering why this was eventsng after so many in civil rights. He thought that it was possible that the soviets could have stirred this up. J edgar hoover was convinced of it. Matched with his Great Society programs. We have to improve schools and housing. Was going to pursue anyway. He ignored the commissions findings. I was in college at that time. I was the only black journalism at ohio university. Africanamericans were not flocking to journalism schools. It turned out to be fortuitous. Newsrooms across the country were looking for reporters and photographers they could send out to the ghetto that wasnt too conspicuous. I was flooded with job offers. I had about five of them when i was graduating. This fits me very personally. An important breakthrough point for africanamericans across the country. View, there was more going on in the rabbit sector. There were so many changes going on in the 60s. Host what do you mean about the private sector . I am talking about the building of a black metal class. We had been suppressed since the civil war. Watch madmen. ,ne of the subtexts of madmen you dont see any people of color. When they get the first black secretary, it was a big deal. Andas in newsrooms middleclass workplaces across the country. Its comical to think back now to those days. Things were a bit tense. People thought how white evil would accommodate this kind of variation. People bent over backwards to demonstrate how they were not the racists who are trying to keep why people out of the place. With we are talking Clarence Page from the Chicago Tribune. We want to think about the context of civil unrest. Our phone lines are open. Before we get to the calls, we have seen other commissions. Almost every city has had a commission after a riot. The attentionet of the president . Does congress ever act on these recommendations . Everybody comes to these commissions with their own agendas. If you are liberal you have one agenda and conservatives have another. The ideas get all mixed together. That makes sense. We are talking about a very complex problem as far as Racial Discrimination an opportunity which is ari ben americas original send. Which is americas original sin. I think that what we see 50 years after havent even more isolated black underclass. A Nice Community you drive through ferguson and it looks like a nice workingclass community but look at the percentage of kids on the free lunch program, these are the indicators that tell you you have poverty problems underneath. This is what the trigger is when we talk about riots. It almost every case, with the exception of dr. Kings assassination, it gets touched off by Police Confrontation either in a fatality or somebody getting beat up. Host we are talking with Clarence Page of the Chicago Tribune. David is calling in from st. Joseph, missouri, on our line for republicans. Caller look, i am so fed up with this idea that people because of their race or misfortune are entitled to commit violent acts, and when they commit violent acts and a cop has to shoot them it doesnt matter anymore they can practically kill the cop and if you manages to shoot them and stop them, he is the bad guy, the perpetrator is always the good guy. And you are seeing it in these bloody protests. The more the evidence forensic evidence and other witnesses go to support the cops version of events, the more agitated protesters get. You even get the complaint wing that the film shows the problem is that it is not the cop that was attacked. The cop that was attacked is that the hospital. This is another officer going around and they are trying to claim the cop that was attacked, which is, of course, another lie. Host some of the issues the caller brought up are also brought up in a column in the Washington Times by Thomas Sowell. Your response to the caller . Guest i will respond to Thomas Sowell as well. The caller is expressing it widespread sentiment. When we talk about the people who make accusations of police misconduct, contrast ferguson with st. Louis, where we have a shot to a man being death by 2 Police Officers here in recent days. Look at the difference in ferguson. We see people accusing the police of possibly murdering this time matt i was murdering this young man who was killed. The Ferguson Police department has made it worse by not releasing information about it. Any Government Agency that keeps a lid on something this important is inviting negative public backlash. Public backlash in st. Louis, where you see police opening fire on this man who looks deranged, in all honesty. Some people are calling it suicide by cop. But within 90 minutes, the police chief was in front of the press, there on the scene answering questions, letting people know just what happened, why this young man was shot. Meanwhile, over in ferguson, after the young man there was killed, his body lay out their industry for 4 hours and police thel lay out there in street for 4 hours and police still have not let reporters see the police report. It took him a week to release the name of the Police Officer who did the firing, etc. , etc. All the lessons of the Kerner Commission days have been lost on the ferguson authorities, and i can only imagine that if history precedes the wait has in the past, we will see ferguson voters wake up and turn out to may see the administration there in ferguson replaced next time around. Host were some of those communication issues brought up Commission Report . Guest absolutely. They talked about the bad relations between the police and every community where riots broke out. Long simmering stories of brutality, misconduct, just a disrespect for the local community. There were very few, if any, officers of color on the police. Orces there you saw some real changes in subsequent years. But what do we see in ferguson now . When the police chief was asked oh, thats not true, we have a couple of asianpacific islanders i am not quoting him directly, but that was the response. Like the caller who called and sick and tired of minorities complaining about this thing, minorities are sick and tired of complaining about this. A New York Times cbs poll this week shows the same kind of divide as an o. J. Simpson and the Kerner Commission in the 1960s. Host we do not know what happened when Michael Brown was shot by a policeman in ferguson. We know what a seven since then and it has been a complete his grace by politicians, the media, disgraced by politicians, the media, and mobs of rioters and looters. This is why we have courts of relying on the media and mobs. Guest i actually agree with Thomas Sowell, which doesnt happen everyday. The wheels of let justice turn, but why dont they . Whythe countries so is the countries so fed up about this . These things are about long simmering issues that have been building up for a while, and it takes something really dramatic like a Police Officer shooting somebody to make things explode into the front page headlines. Otherwise they just simmer in the background. Host some of the headlines coming out of ferguson. This in usa today. Tov. Nixon orders guard withdraw from ferguson. Holder sees chance for reform in the city. We are talking to Clarence Page of the Chicago Tribune. Lets go to betty in illinois on our line for democrats. Caller good morning. I am a 75yearold. When president obama ran the first time, he ran on hope, and he gave a lot of young black men hope. And once he got in, even my grandkids could say oh, granny, i could be president. But once president obama got in and the young people saw how he has been treated, disrespected, people howling you lie, if he tries to defend black people, he hase mr. Page says on him. Arty aunt all the hope is gone, i think that is what happened in missouri. They have no more hope because they thought they had hoped with black president. And thank you, mr. Page, for being on. Guest thank you for the call. There is always hope. Maybe i am a cockeyed optimist. But i was a realist when obama was elected. I was delighted to see the country has matured enough to be able to elect a president of color, and soon, i imagine, a woman who will be president as well. That is the promise of america. Many of my friends, liberal and conservative alike, rejoiced whether they agreed with Barack Obamas politics or not. I also knew that the morning after he was elected and inaugurated, it is a whole new narrative. Yes got to govern, and i knew there were going to be problems. I was not expecting the ferocity of the backlash that occurred on the eruption of the tea party and the way that it did. I have been to tea party rallies and all, and they were forming before barack obama was elected, but Barack Obamas election energized the backlash. But im old enough to remember the reforms of the 60s. George wallace energized a backlash at that time. Inntually Ronald Reagan won 1980, and this is well chronicled by various historians. Swing one wayto too far without swinging right back in the other direction. We are in that backward swing period as far as the rise of conservatives. At the same time, i dont think that barack obama energization is going to go away. I know that because i look at my own son, who is in his 20s, and his generation. These millennials that come along dagnab these kids you all have different attitudes than us older folks do. Realists more of a about Barack Obamas election than i am. Host good morning, lawrence. Caller good morning. I would like to say, when are we going to stop all of this foolishness . We are a mixed nation of people. Ehere is no pure white and pur black in this country could we have been together for 400 years . You actually believe that there is blackandwhite . What is the real push behind that . It looks like agreed him and that is what it looks like it looks like greed, thats what it looks like. Host what do you mean by greed . Caller some people want to be in charge, they want to have control. One who is out of this in a big way is the natives who were already here. They are on the reservation. We are mixed. Guest i think the gentleman is talking about politics. Maybe it is my chicago background. Thethe fact is, politics is mutilation of our the manipulation of power. Answering the question of who controls on who was in charge, we find that race has and will be for the perceivable future as a tool for political manipulation, either by the right or the left. Colbert makes fun of the notion that i dont see race, ha ha. That is a joke. Wake up. Everybody from the age of 4, psychologists tell us, can see race. Parents to give value to young people and tell them that race isnt supposed to make a difference. But you dont want for yourself or anybody else to say that race is not important in our society. It certainly is. Host how far have we come since the Kerner Commission . Guest the doubling of the black middle class the poverty rate when i went into college was at 65, over 60 black poverty rate. By the middle 80s, it was down to a little over 30 . By the mid1990s, it was down to 24 . In recent years it has risen again to 27 . Economicshing is never stable. They move up and down. But economically, we have come a long way. But todays black poor, as henry lewis henry loui s gates says, the gap between black rich and black poor is greater. Host a few notes on the Kerner Commission on washington journal. Million this was a best seller at the time. Sexink the kinsey report on was the only book that sold more at the time. Host paul in connecticut on our line for republicans. Caller good morning, and thank you for the program. First thing i want to say is half the problem right now is that Everyone Wants to say president obama is not an american. Paul . What do you mean, caller we used to say he is atto because his father his mother is white and father is africanamerican. Guest why is that useful, by the way . Why is it useful to point that out . Caller because you cant say he is a black man or white man. He is an american president elected by the people of this country to help us resolve issues before he was in office come up during his presidency, and hopefully his leadership after office. This whole blackwhite thing is a bunch of garbage. You had a young man get killed. Unfortunately, it is happening all over the country. Why is nobody saying, wait a minute, this is a lack of communication . You cant have people get mad at the police when the police are not being brought to their community as friends, as people who will protect them from true criminals. Guest that is very true. The reason i wonder why that is important is none of us is pure black or white in this country. We are a mulatto nation. That has been said by a number of perceptive people. Rule ifis one drop you have one drop of black blood, you are black. That is awful powerful blood there. It is as economics talk about, who is as academics talk about, who is mulatto and who isnt, you have 2 races in this country, the race you assigned yourself, and when people look at barack obama, the first thing they see is that this man is not white. That is really what matters in politics, plus and minus. It is safe to say that barack obama was elected in part because he turned his race into a plus, or i should say races, into a plus factor because of what it represented. It isnt just because he is black that he was elected, as is more cynical detractors say. But it is good to know that advanced enough that a man whose birth would have been illegal at the time he in born, before the decision 1967 on interracial marriages. Barack obama was born an illegal in this country. I it was ok could im not one of those who thinks he was born in kenya. It shows you how much the country has advanced since the 60s. Host we are talking with Clarence Page, columnist with the Chicago Tribune, Pulitzer Prize winner for commentary, and a collection will be released, culture worrier. Guest youve got to say it right, culture worrier, not warrior. [laughter] i am worried about our culture. Host he is taking comments on washington journal. Glen on our line for democrats. Caller good morning, how you doing . Host good, glen. Caller my issue is i have a question and a comment. The thing that gets me looking at this entire situation with ferguson, since it started, i noticed that as far as the media all catered towards black people. You have the mayor of the city, mayor of the town, city council members, all elected officials that are white. 67 africanamerican population. Leadership is white. They dont get talked to by the media. The media doesnt interview them. You havent seen them out there. The captain from the state police and the governor this has gone international. The bottom line is that the power structure of that city does not they have given a pass. They are not given the responsibility of actually being out there with the people and answer questions. It is all most like you have all the black people over here and the white folks in the power structure, they are not being tasked with any response ability as far as answering questions. I made reference to that earlier, this anomaly of having a predominantly black city with an overwhelmingly White City Council. . Hy is that ech election turnout. They have local elections in the spring. National elections the last National Election in 2012, black turnout was only a percentage point less than the light turnout. For then the white turnout in ferguson. That was the barack obama election. The next local election in springtime, the turnout for blacks and whites was way down, but much lower for blacks than for whites. As a result you have this overwhelmingly White City Council and white police department, etc. I am interested to see what happens in the next election because in towns like ferguson i have seen this happen in chicago and dayton, ohio, and other cities when local people feel upset, that is when they turn out and vote, when they feel they can make a difference. The people of ferguson, black and white, needed to let democracy work for them. I will be interested to see what happens now that so much attention has been given to the the racial makeup. Host how quickly do you think this story fades into the background and people start forgetting what happened during august 2014 .
