Lets at least try to mitigate for the circumstances we may not be able to control entirely, the mental condition of someone, but at least limit the capacity to kill that that person has. We can do something about it to prevent it from happening again to this extent, maybe we cannot prevent the fall from happening, but if were going to take care of the people, we have to take care of them in many ways.
