Well introduce legislation, i along with a lot of my colleagues to basically get america in a position at the federal level thats fairly consist with the rest of the world. Can we we have charts. Shows you how serious we are. 15 weeks. A baby at the 15 week period. What does that mean . It means if youre going to operate on the baby, which happens to save the childs life, to provide medical treatment, the Standard Practice in medicine is to provide anesthesia. Why would you do that . You provide anesthesia because the science tells us the 15 week period, the nerve endings of the baby are pretty well developed and the child feels pain. So heres our point, if you have to provide anesthesia to keep the baby from feeling pain to save its life, should we as a nation be aborting babies that can feel excruciating pain from a abortion . I think we should have a law at the federal level that would say after 15 weeks, no abortion on demand except in cases of rape, incest, to save the life of the mother, and that should be where americas at. What would that mean if we adopted that position . The next chart. Pull the chart, people. If we adopted my bill, our bill, we would be in the mainstream in the world. 47 of the 50 European Countries have a ban on abortion from 12 to 15 weeks and i pick 15 weeks, which is a little longer than germany and spain longer than france, denmark, and norway. Why did i do that . Because i feel comfortable at 15 weeks, the science tells us that the nerve ending are developed to the point that the unborn child feels pain. Its not to be like europe so much because living in america, we try to prohibit abortions during the birthing stage thats clear from the science and our world this should be a no go. Its extraordinary and we would be introducing this bill as of light right now. People will join and one will be bipartisan and well have a debate if were allowed to bring it up. Doing what were doing and abortion is a contentious issue postdobbs, america has to make some diggs decisions. I would say abortion is not banned in america, its left up to elected officials in america to define the issue. You have states have the ability to do it at the state level and we have the ability in washington to speak on this issue if we choose. I have chosen to speak. I have chosen to craft lets legislation that i think is eminently reasonable in the eyes of the world and i hope the American People that 15 weeks pretty much Strong Majority of americans believe abortion should be the exception, not the rule. Now, my bill follows my democratic colleagues attempt to define abortion at the federal level. Right after the repeal of vow v wade, my democratic colleagues introduced legislation in washington to create a National Standard. They have every right to do so. So they chose to do that. Heres what they chose. The bill allows abortion on demand like north korea, iran and a few others. About 10 of americans support abortion late term abortion like the democratic bill so my legislation, our legislation is a counter to their proposal. I hope we get to debate on it and vote on it. They had a chance to vote on their bill. Im asking for a chance to vote on my bill. And im hoping that the more we talk about this issue and what were trying to accomplish at the federal level, we can rally the public nationally to put our country in better standing to realize that if theres no real were not a better nation here of aborting babies at 15 weeks that can feel excruciating pain unless theres a real extreme exception that we would be in the company of most civilized nation would get out of the club at 7 like our democratic colleagues would put us into. Were going to have an election of 2022 and the Inflation Report today was in my view bad news for the American Consumer and custom inflation is not Getting Better any time soon. In fact its going to get worse. Crime is on the rise, we have a broken border but having said all that, the abortion in america is always part of the political discourse that well continue to be so this is my position. We should reject the most radical bill ive ever seen and introduced by senator schumer and his colleagues that would allow abortion up to the moment of birth. That is extreme in every fashion, and we should be talking about legislation for the nation as a whole that would put us in line for the science and the civilized world. In the house and senate, i can assure you on the bill and the democrats are in charge and i dont know if youll ever have to vote on that. Thank you and ill turn it back over. So for 50 years, we have been fighting for the moment that we could allow the will of the people of this nation, state by state and on the federal level, to make its way into the law on this issue that has divided us for 50 years. Polarized our politics, has made consensus building impossible, so we begin, june 24th of this year was the first day of building that consensus. Your had that privilege europe had that privilege, every nation state had that privilege that we did not and took them awhile to land at a civilized place and we are just beginning now. Therefore it shouldnt be too surprising theres a lot of vitriol, a lot of anger and ways to get in the reality of this contrast that senator graham communicated and one thing is very clear and that is that our opponents and Senate Battlegrounds and house federal battlegrounds and the democratic leadership of this body is not interested at all in consensus. Theyre not interested in the democratic process. Theyre interested in imposing one view, a 10 view on the rest of the country and once again wiping laws off the books that are beginning to build that consensus in states. If youre a pro american and pro democracy, youve got to be for allowing the will of the people to make its way into the law. 75 of women according to the Harvard Harris poll recently support this bill. So this idea that somehow womens rights demand 100 abortion up into the end denying the instinct of mothers and the instinct of any Civilized Society is just plain wrong. Its womens rights can never be billed on the broken rights of other people and 75 sounds about right in this country. Thank you and next is carol [inaudible]. Thank you, marjory. I am carol tobias and on the national right to Life Committee and im here to express our strong support for this bill and we commend senator Lindsey Graham for introducing this legislation and this bill, very reasonable bill would protect unborn children at 15 weeks. A point which science shows the unborn child is capable of feeling great pain when killed by dismemberment or other late abortion methods. It stands in stark contrast to the democrat support of radical legislation like the socalled Womens Health protection act. The whpa would establish abortion on demand where no limit throughout pregnancy as federal law. While promeants of the whpa claim the bill would codify roe v wade, dont be fooled, it goes much, much further. Reasonable limits like parental consent or womens right to no laws, which were possible under roe v wade would not be allowed under the whpa. In addition tax dollars would flow throughout the country to pay for abortion. In a fox news poll conducted this spring, respondents were asked about a law banning abortion after 15 weeks of pregnancy except in the case of medical emergency, would you favor or oppose in your state. Of those responding, 54 favored such a law and only 41 opposed. Disregarding the will of the American People. The only thing the democrats are offering to this country are more babies killed by abortion. The findings in this legislation clearly footnoted provide detailed information about the development of the unborn child and the ability of that child to feel pain. We work with advocates and lawmakers to advance the human right to life in culture, law and policy. The Supreme Court has finally reversed roe v wade and we celebrate that important step. But it is only a step. We were at an inflection step in American History and were at the turning point of the human right to life and the Supreme Court righted a historic wrong in roe and the tragic effects and deadly consequences of the Supreme Court juries prudence remain with us today. In 1947, no one believed the constitution contained any right to abortion and no state permitted abortion in any circumstance. Today more than two dozen States Embrace nearly unlimited abortion. Why . Because the law is a teacher and the states and the American People took seriously the wrong headed lessens of roe v wade. Americans in too many states have been taught that unlimited extreme proabortion laws are not simply worth defending but worth celebrating so roe is gone but its consequences live on. In dobbs, the Supreme Court handed authority over abortion to lawmakers to protect human life. Today we take that next step in the cause for the human right to life. We must enshrine authentic and lifegiving policy that moves us closer to liberty and justice for all. Were here today to advance the law that will protect the lives of millions of americans yet unborn and were here today because were knowing that america can join our appearance aligning the law with autoleast our European Partners where abortion is widely prohibited at 15 weeks or even earlier. To achieve a brighter american future, a future full of hope, we must achieve consensus on the common sense of pain capable protections for american children. We must enshrine in law protection for our most vulnerable citizens. I am proud to stand alongside senator Lindsey Graham and every friend of life in Congress Ready to take this important step today. We have our work cut out for us at this particular day and age, and at the march for life, we work for the day when abortion is unthinkable but in this day, with this bill, we will work to protect the unborn women and families. As weve heard is one of just a handful of countries, including china and north korea that that allow this gruesome late term elected abortion this late. Democrats want to interject race . These devicive tactics of race and codifying abortion into national law are offensive and should be rejected and curepolicy. I want to be a nation as a whole that recognizes that 15 weeks the baby feels pain, that to save the babies life you have to provide anesthesia because you dont want to hurt the baby in the process of saving its life, and were not a better nation by dismembering that child. Through the abortion process. So lets have the debate. Lets vote. On may 3 after the initial [inaudible] im wondering how you square those. Was pretty easy. After the the built to defined as they are, i thought it would be nice to introduce a bill to define who we are. The democrats wanted a National Standard and their standard was basically abortion up to the time of birth, putting you in the iran, syria club. So now well talk about what the nation should be like. I have introduced this bill and i am ready to debate and vote on it. [inaudible question] the Supreme Court case dealt with the mississippi case, so the Supreme Court ruled that 15 week proposal, mississippi, passed muster, and adjusted accordingly and, quite frankly, probably did know we are a little to the left of france. Generally speaking, being as bold as a french is probably a good thing. So we a little less bold than a french on this issue but i feel like were on solid ground. Ladies, i know many would like to do more reasonable position. The site is with us here. Theres really no scientific debate at 15 weeks which again is a little bit different than europe that the baby feels pain. Thats one of the principles of this. Yes, sir. [inaudible question] i dont know how theyre going to gets to 60 on their bill, but i think well do better than they did it i think there are a couple democrats that will be with us may be, hope, pray, right . I think the public is with us. You know, you know, Lacy Peterson law, remember that . That took like 15 years. So it took 50 years to get to where we are at today so i think you start the discussion and it is started right now. Theres a discussion going on in america about abortion. We are not afraid to talk about it. Were proud to be prolife. Were not going to apologize to anybody but being prolife. We respect people disagree with this. We just want to vote. We want to have the discussion. We want a vote to his what i think over time to more people know about what were trying to do their going to be with us and not the radical position proposed earlier on. Two more questions. [inaudible question] i think if you running for the United States senate and you were asked if you went to washington and it was a bill that would limit abortion after 15 weeks because the baby can feel pain at that point in time, and that is a little more liberal than what the europeans do, that that might be a a god discussion for the voters to engage in. So what were going to be doing during the process of running for federal office in the house, in the senate, im sure this will come up. And what i try to tell my colleagues that there is a consensus view by the most prominent prolife groups in america that this is where america should be at the federal level. I dont think this is going to hurt us. I think we will more likely hurt them when you try to explain to some reasonable person why its okay to be more like iran and less like france on abortion here. When President Biden spoke, he was asked whether or not [inaudible question] theres no doubt in my mind that a 15 week unborn baby has a developed heart, has when you have a soul, if you have one, thats one of the great mysteries, we can talk about when gee become you, at what point in time do you become a you are. We are trying to basically normalized america here. Other countries have concluded for whatever reason that at this point, like 12 weeks and 14 weeks, the baby is well developed enough that you would basically limit abortion to exceptionally rare circumstances. We think that analysis is right. And i would urge President Biden to take a look at this and see if we can Work Together to get america where most people in the world are. [inaudible question] ive spoken to my colleagues. I think the ladies behind me are going to speak to my colleagues. I think, i think they will be listened to. And this took a lot of effort, right, guys . If anyone wants to say anything to jump in. I mean, weve made a decision as a group here. We have worked too hard too long could you say okay its over. Its not over. Its not over, right . You cut issues at the state level, at the federal level. Were trying to take a position we think will rally the country to be more sympathetic to an unborn child, and i am confident that if this bill came to the floor it would get a lot of support among republicans and hopefully a handful of democrats. Ill make a prediction. We stay on this and keep talking about it, maybe less than a decade from now this will be law. One more question and then i have to run to vote. [inaudible question] yeah, have you all spoken to them . They have spoken to him. Yeah. No, id like mitch but no, i just sort of like spoke to the ladies behind me and they said would you go from 20 to 15 weeks . I i said yeah. And here we are. Thank yall very, very much. [inaudible question] heres what i would say to the world premature spoken on this issue. The developed world has said at this stage in in a pregnancye child feels pain, and we are saying we are going to join the rest of the world cannot be like iran. As to your particular case there will be exceptions for life of the mother in rape and incest, but [inaudible] well, there are 55,000 abortions after the 15 week period, and i think we are resolved to get america back in line with the rest of the world. And we wont know where america is until we vote, until we debate. Answer to my democratic friends, you are going around calling all of us every name you can think of. We are a bunch of wackos. Your idea is wacko, not ours. Lets vote. Lets vote. Give me a chance to vote on this bill. We will take the considerations and vote. I guarantee if we have a debate on the floor of the United States said it would be can explain what we are doing versus what they would do, we will do really well with the American People.
