President as their partys presumptive nominees, first in American History. We want to welcome our viewers in the United States and around the world to our studios in atlanta. This is the cnn president ial debate. This debate is being produced by cnn and is coming to you live on cnn, cnn international, cnn. Com, cnn max and s daniel. This is a Pivotal Moment between President Joe Biden and former President Donald Trump in their rematch for the nations highest office. Each will make his case. The American People with just over four months until election day. Good evening im dana bash and coanchor of state of the union. Im jake tapper, anger of the lead and coanchor of state of the union. Dana and i will comoderate. Our job is to facilitate the debate between the two candidates tonight. Before we introduce then we want to share the rules of the debate. Former President Trump will be on the left side of the screen, President Biden will be on the right. A coin toss will determine their position. Each candidate will have two minutes to answer a question and one minute each for responses and rebuttals. An additional minute for clarifying response is that the moderators discussion. When its time for the candidates to speak, his microphone will be turned on and the opponents microphone will be turned off. Should the candidates interrupt when his microphone is muted, it will be difficult to understand for the viewers at home. At the end of the debate, each candidate will get two minutes for a closing statement. There is no studio audience tonight. Pre written notes, props or contact with Campaign Staff are not permitted to during the debate. By accepting our invitation, both candidates and their campaign agreed to accept these rules. Now please welcome the 46th president of the United States, joe biden. And please welcome the 45th president of the United States, donald trump. Gentlemen, thanks for being here. Lets begin the debate and start with of the issue voters consistently say is their top concern, the economy. President biden, inflation has slowed but prices remain high. Since you took office the price of essentials has increased. For example a basket of groceries that cost 100 then now cost more than 120. And a typical home prices have jumped more than 30 . What do you say to voters who feel they are worse off under your presidency then they were than they wereunder president t . You have to take a look at what was left when i became president , what mr. Trump left me. We had an economy in freefall and so badly handled. Many people were dying and all he said is its not that serious. Inject a little bleach into your arm. Youll be alright. The economy collapsed. The Unemployment Rate rose to 15 . It was terrible. So what we had to try to do is put things back together again. That is exactly what we began to demand created 15,000 new jobs and brought a position where we have 8,000 new manufacturing jobs. But theres more to be done. The working class people are still in trouble. I come from scranton, pennsylvania. A household where at the Kitchen Table things were not able to be met wasnt a problem. The price of eggs, gas, price of housing, all things. Thats why im working so hard to make sure i deal with those problems, and we are going to make sure to reduce the price of housing. We are going to make sure we build 2 million new units and cap randy so corporate greed cant take over. The combination of the corporate greed is the reason we are in this problem right now. In addition to that, we are in a situation where if you take a look at all that was done in this administration, he didnt do much at all. By the time he left, things were in chaos, literally chaos. So we put things back together and created jobs and made sure we had a situation where we now put down the price of prescription drugs, which is a major issue for many people. Fifteen dollars for an insulin shot as opposed to 400. No senior has to pay more than 200 for any or all drugs beginning of next year. The situation we are going to make that available to everybody, all americans. We are working to bring down the prize around the Kitchen Table and thats what we are going to get done. Thank you. President trump. We had the greatest economy in the history. Weve never done so well. Everybody was amazed by it and other countries were copying us. We got hit with covid, and what we did we spend the money necessary so we wouldnt end up in a great depression, the likes of which we had in 1929. By the time we finished we did a great job and had a lot of credit for the military and no wars and so many other things and everything was good. We should have credit for getting us out of that covid mess. He created of mandates that wasa disaster for the country. We have given back a country where the stock market was higher than pre covid and nobody thought that was even possible. The only jobs he created are for Illegal Immigrants and bounce back jobs, bounce back from covid. Hes not done a good a job. He did a poor job and inflation is killing our country. Its absolutely killing us. Thank you. President biden. The greatest economy in the world, hes the only one that thinks that. I dont know anyone else that thinks he had the greatest economy in the world. The fact of the matter is we pride ourselves on the situation where his economy, he rewarded the wealthy. He had the largest tax cut in history, 2 trillion. He raised the deficit larger than any president has in any one term. The only president other than Herbert Hoover that has lost more jobs than he had when he began, since Herbert Hoover. The idea that he did something significant, and the military you know, when he was president , they were still over killing people in afghanistan and he didnt do anything about that. When he was president , we didnt have a notion we are a safe country. The truth is im the only president this century that doesnt come of this decade, that doesnt have any troops abiding anywhere in the world like he did. President trump, i want to follow up if i can are you going to let me respond to him . You can do whatever you want with of the minute we give you. You want to impose a 10 tariff on all goods coming into the u. S. How will you ensure that doesnt drive Prices Higher . Not going to drive them higher, just drive the countries ripping us off for years like china and many others in all fairness to china, forced to pay more money, reduce the deficit tremendously and give us a lot of power for other things. But he made a statement the only thing he was right about his i gave you the largest tax cut in history. I also gave you the largest regulation cut in history. Thats why we had all the jobs and the jobs went down and bounced back and hes taking credit for that. You can do that. He also said he inherited 9 inflation, no, he inherited almost no inflation and it stayed that way for 15 months and then it blew up under his leadership because they spent money like a bunch of people that didnt know what they were doing and they dont know what they are doing. It was probably the Worst Administration in history. And as far as afghanistan is concerned, i was getting out of afghanistan but getting out with dignity, with strength, power. He got out and it was the most embarrassing day in the history of our countrys life. President trump, over the last eight years under both administrations the debtor soared to record highs and according to a nonpartisan analysis, your administration approved 8. 4 million while so far President Biden, youve approved 4. 3 million. Former President Trump, many tax cuts are set to expire next year. You want to extend them and go even further. With the u. S. Facing deficits and record debt, why should top earners and corporations pay even less in taxes than they do now . Because the tax cuts spurred the greatest economies weve seen prior to covid and even after covid it was so strong we were able to get through covid better than just about any other country but we spurred that. When we cut the taxes, as an example the Corporate Tax was cut down to 21 to 39 , plus beyond that. We took in more revenue with much less tax, and companies were bringing back trillions of dollars back into the country. The country was going like never before and we were ready to start paying down debt and using the liquid gold right under our feet, the oil and gas right under our feet. We were going to have something nobody else has had. We got hit with covid, we did a lot to fix it. I gave him an unbelievable situation with all of the therapeutics and all the things we came up with. We gave him something great. Remember, more people died under his Administration Even though we had largely fixed it. More people died under his administration van our administration and we were right in the middle of it, something a lot of people dont like to talk about it but he had a far more people dying in his administration. He did the mandate which is a disaster, mandating it. When the vaccine went out he did a mandate on the vaccine, which is the things people most objected to about the vaccine, and he did a poor job, a very poor job. And i will tell you not only poor they are but throughout the entire world would no longer respect as a country. They dont respect our leadership, they dont respect the United States anymore. We are like a third world between weaponization of his election was trying to go after his political opponents. All the things hes done, weve become like a third world nation and its a shame. The damage hes done to our country and id love to ask him and well, why he allowed millions of people to come here from prison, jail and Mental Institutions, to come into our country and destroy our country. President trump, we will get to immigration later in this block. President biden, i want to give you an opportunity to respond to the question at the national debt. He had the Largest National debt of any president in a fouryear period, number one. Number two, it benefited the very wealthy. For example, we had a thousand trillion acres in america, i mean, billionaires in america and whats happening . They are in a situation theres 8. 2 in taxes. If they paid 24 , 25 , either of those, they would raise 500 million, billion dollars i should say, in a ten year period. We would be able to help make sure that all the things we need to do, child care, elderly care, making sure we continue to strengthen our healthcare system, making sure we are able to make every single solitary person eligible in dealing with everything we have to do with look, if we finally beat medicare thank you, President Biden. President trump. Hes right, he did beat medicated to death and hes destroying medicare because all these people are coming in and putting him on medicare and putting him on Social Security. They are going to destroy Social Security. This man is going to singlehandedly destroy Social Security. Millions and millions of people coming in, trying to put them on Social Security. He will wipe out Social Security. He will wipe out medicare. So he was right in the way you finished the sentence and its a shame whats happened to our country in the last four years is not to be believed. Foreign countries have friends with a lot of people. They cant believe whats happened to the United States of america. We are no longer respected. They dont like us. We give them everything they want and they think we are stupid. They think we are very stupid people. What we are doing for other countries and they do nothing for us. What this man has done is absolutely criminal. Thank you, President Trump. Dana . This is the first president ial election since the Supreme Court overturned roe v wade. This morning the court ruled on yet another abortion case, temporarily allowing emergency abortions to continue in idaho. Despite the states restrictive ban. Former President Trump, you take credit for the decision to overturn roe v wade, which returned the issue of abortion to the states. However, the federal government still plays a role in whether or not women have access to abortion pills. They are used in about two thirds of all abortions. As president , would you block abortion medication . First of all, the Supreme Court just approved the abortion pill, and i agree with of the decision to have done that and i will not block it. And if you look at this whole question that youre asking, complex but not really complex. Fiftyone years ago, youve got roe v wade and everybody wanted to get it back to the states, everybody without exception. Democrats, republicans, liberals, conservatives. Everybody wanted it back. Religious leaders. And what i did is put three great Supreme Court justices on the court, and they have and to vote in favor of killing roe v wade and moving it back to the states. This is something that everybody wanted. Now ten years ago or so they started talking about how many weeks and how many this and getting into other things, but every legal scholar throughout the world, the most respected wanted it but back to the states. I did that. Now the states are working it out. If you look at ohio, it was a decision that was an end result that was a little bit more liberal than you would have thought. Kansas i would say the same thing. Texas is different, florida is different. But they are all making their own decisions right now. And right now the states control it. Thats the vote of the people. Like ronald reagan, ill be leaving the exceptions. Im a person that believes, and frankly i think its important to be leaving the exception some people you have to follow your heart, some people dont believe in that but i believe in the exceptions for rape, incest and the life of the mother. I think its very important. Some people dont. Follow your heart, but you have to get elected also and because that has to do with other things, you have to get elected. The problem they have is they are radical because they will take the life of a child in the easement, ninth monday and even after birth, after birth if you look at the former governor of virginia, he was willing to do this. He said we will put the baby aside and determine what we do with the baby meaning we will kill the baby. What happened is we brought it back to the states and the country is now coming together on this issue. Its been a great thing. Thank you. President biden. Its been a terrible thing what youve done. The fact is the vast majority of the scholars supported roe when it was decided. And thats this idea that they were all against it is ridiculous. And this is the guy that said that the states should be able to have it. A state where into six weeks you dont even know if youre pregnant or not but you cannot see a doctor and have him decide on what your circumstances are when you need help. The idea that states are able to do this is like saying we are going to return civil rights back to the states, let each state have a different rule. Theres so many young women that have been, including a young woman who was just murdered and he went to the funeral and the idea that she was murdered by an immigrant coming in. They talk about that. But heres the deal, theres a lot of young women raped by their inlaws, by their spouses, brothers and sisters, just its ridiculous and they can do nothing about it. They tried to arrest them when they cross state lines thank you. Thereve been many young women murdered by the same people he allows to come across our border. We have a border thats the most dangerous place anywhere in the world, consider the most dangerous place anywhere in the world and he opened it up into these killers are coming into our country and they are raping and killing women and its a terrible thing. As far as the abortion is concerned its now back with the states, the states are voting and in many cases its frankly a very liberal decision in many cases it is the opposite. But they are voting, and its bringing it back to the vote of the people, which is what everybody wanted including the founders, if they knew about this issue, which frankly they didnt. But everybody wanted it brought back. Ronald reagan wanted it brought back. He wasnt able to get it. Everybody wanted it brought back, and many president s have tried to get it back. I was the one to do it and again, this gives the vote of the people, and that is where they wanted it. Every legal scholar wanted it that way. Staying on the topic of abortion, President Biden, seven states, i will let you do that this is the same topic, seven states had no legal restrictions on how far into a pregnancy a woman can obtain an abortion. Do you support any legal limits on how late a woman should be able to terminate pregnancy . I support roe v wade. Theres three trimesters. The first time, between a woman and a doctor, second time between a doctor and an extreme situation. The third time between the doctor, i mean, between the woman and the state. The idea that the politicians, that the founders want the politicians to be the ones making a decision about a Womans Health is ridiculous. No politician is making that decision. A dr. Should be making that decision. Thats how it should be done. Thats what we are going to do it if im elected im going to restore roe v wade. So that means he can take the life of the baby in the ninth month and even after birth because some states, democrat run, take it after birth. Again, the former governor of virginia put the baby down, then we will decide what to do with it. So, he is willing to, as we say, ripped the baby out of the womb and the ninth month and kill the baby . Nobody wants that to happen. Democrat or republican, nobody wants it to happen. That is simply not true. Roe v wade does not provide for that. Thats not the circumstances. If the womans life is in danger and shes going to die thats the only circumstance. But we are not for lateterm abortion, period, period. Under roe v wade you have a late term abortion. You can do whatever you want depending on the state, you can do whatever you want. We dont think thats a good thing. We think its a radical thing. We think the democrats are the radicals, not the republicans. For 51 years that was the law. Scholars said it was the law. Fiftyone years and was taken away because this guy put a very conservative member on the Supreme Court. He takes credit for taking it away. Whats he going to do, in fact if the republicans he gets elected and control the congress and they pass on the universal ban on abortion, period, across the board at six weeks or seven, eight, ten, something very, very conservative . Is he going to sign the bill . I will veto it, he will sign it. Thank you. Lets turn to immigration and border security. A Record Number of migrants have illegally crossed the southern border on your watch. Overwhelming border states and overburdening cities such as new york into chicago and in some cases causing safety and security concerns. Given that, why should voters trust you to solve this crisis . Because we work very hard to get a bipartisan agreement that not only changes all of that, it made sure that theres no there is nocircumstance where te across the border where the Border Police are now. We increased the number of asylum offices. The Border Patrol endorsed me, and endorsed my position. In addition to that, we find ourselves in a situation where when he was president , he was separating babies from their mothers putting them in cages, making sure the families were separated. Thats not the right way to go. What ive done since i changed the law, i have changed it in a way that now you have a situation where 40 fewer people coming out across the border, its better than when he left office and im going to continue until we get the total ban, the total initiative relative to what we are doing with more Border Patrol and more asylum officers. President trump. I dont know what he said at the end of the sentence. I dont think he knows what he said either. Look, we had the safest border in the history of the country. All he had to do is leave it. He decided to open up our border, open our country to people that are from prisons, people that are from Mental Institutions, insane asylums, terrorists. We have the largest number of terrorists coming into the country right now, terrorists all over the world not just south america, all over the world, from the middle east, everywhere. All over the world they are pulling in. And this guy just left it open and he didnt need legislation. I didnt have legislation. I said close the border. We had the safest border in the history and that final couple of months of my presidency, we had according to Border Patrol and by the way, who endorsed me for president but i want to say that they endorsed me for president , just to speak to them. But look, we had at the safest border in history. Now we have the worst border in history. Theres never been anything like it and people are dying all over the place including the people coming up President Biden . The only terrorist that has done anything across the border is the one that came along and killed and his administration killed three american soldiers, killed three american soldiers. Thats the only terrorist. Im not saying no terrorist ever got through, but the idea they are welcoming these people is simply not true. There is no data to support what he said. Once again, hes exaggerating and lying. President trump, staying on the topic of immigration, you said youre going to carry out, quote, the largest domestic deportation operation in American History, unquote. Does that mean you will deport any undocumented immigrant in america including those that have jobs, including those whose spouses or citizens, and including those whove lived here for decades . And if so, how will you do it . Just one second, he said we killed three people. The people we killed our alibi e greatest terrorists in the world that had a huge impact on everything not just a border, on anything. He is the one that killed people at the border including hundreds of thousands of people dying and also killing our citizens when they come in. We are living right now in a rats nest they are killing our people in new york, california, and in every state in the union because we dont have borders anymore. Every state is now a border and because it is ridiculous, insane and very stupid policies, people are coming and killing our citizens at a level that weve never seen. We call it migrant crimea. I call it biden migrant crime. Killing our citizens at a level weve never seen before and its like these three incredible girls over the last few days, one of them i just spoke to the mother and just had the funeral for this girl, 12yearsold. This is horrible whats taking place. Whats taking place in our country, we are literally an uncivilized country now. He doesnt want it to be. He just doesnt know. He opened the borders, nobodys ever seen anything like and we have to get a lot of these people out and fast because they are going to destroy our country. Take a look at where they are living. We are living in Luxury Hotels in new york city and other places. Our veterans are on the street to dying because he doesnt care about our veterans. He doesnt like the military at all and hes a doesnt care about our veterans. I had the highest Approval Rating for veterans taking care of the va. He has the worst. Hes gotten rid of all the things ive approved. Of all the Different Things that ive approved, they abandon. We had by far the highest and now its down to less than half because hes done all these great things that we did and i think he did it just because i approved it, which is crazy but he has killed so many people at our border by allowing all these people to come in. Its a very sad today in america. President biden, you have the microphone. Every single thing he said is alive. For example, veterans are a hell of a lot better since i passed to the act. 1 million of them now have insurance and their families have it, because what happened when there was agent or range or they were burned because they are all being covered now, and he opposes. We are also in a situation where we have Great Respect for veterans. My son spent a year in iraq and came back with stage four blessed oma. I was recently in france. I went to the world war ii cemetery, world war i cemetery. He was standing with a fourstar general and told me i dont want to go in there theres a bunch of losers into soccers. My son wasnt a loser. That is a madeup. Failing like many of the magazines, he mailed it up, put it in commercials. We had people that said i didnt say that. Who what to say im at a cemetery were talking about our veterans, because nobodys taken better care of. Im so glad this came up and he brought it up. If theres nobody that has taken better care of our soldiers than i had. To think that i would in front of generals and others say that they are suckers and losers and theres people that said it was never said by me. It was made up just like russia was made up and the 51 intelligence agents are made up, just like the new thing with the 16 economists talking, the same thing. Fiftyone intelligence agents said that the laptop was russia disinformation. It was indicated that came from his son, hunter. It wasnt russia disinformation. He made up this suckers and losers, so he should apologize to me right now. A fourstar general was on your staff and said you said it, period. Thats number one. Number two, the idea, the idea that i have to apologize to you for anything along the line, weve done more for veterans than any president in American History. The only obligation we have as a country is to care for our veterans when they come home and their families and equip them when they go to war. Thats what we are doing and with the va is doing now. They are doing more for veterans than ever before in history. Thank you so much. On the topic of Foreign Policy i want to begin with russias war against ukraine, which is now in its third year. Former President Trump, russian president Vladimir Putin says he will only end this war if russia keeps the ukrainian territory it has already claimed and ukraine abandons its bid to join nato. Are putins terms acceptable to you . First of all, our veterans and their soldiers cant stand this guy. They cant stand him. They think hes the worst commanderinchief, if thats what you call him, that weve ever had. They cant stand him so lets get that straight. And they like me more than just about any. Thats based on every single bit of information. As far as russia and ukraine, if we had a real president , a president that was respected by putin, he would have never, he would have never invaded ukraine. A lot of people are dead right now, much more than people know. They talk about numbers. You can double the numbers, may be trouble the numbers. He did nothing to stop it. In fact i think he encouraged russia from going in. He was so bad with afghanistan, it was such a horrible embarrassment, the most embarrassing moment in the history of our country that when putin watched that and hes all the incompetence that he should, you should have fired the generals like i fired the one you mentioned. So hes got no love lost but he should have fired those generals. No general got fired for the most embarrassing moment in the history of our country, afghanistan, where we left billions of dollars of equipment behind. We lost 13 beautiful soldiers, and 38 soldiers were obliterated into by the way we left people behind, and american citizens. When putin saw that he said you know what, i think we are going to go in and maybe i talked to him about it, the differences he never would have invaded ukraine, never just like israel would have never been invaded in a million years by hamas. You know why, because iran was broken. I wouldnt let anybody do business. They ran out of money. They were broke, they left him no money for hamas or anything. Thats why you had no terror at all during my administration. This place the whole world is blowing up under him. President biden . Ive never heard so much malarkey in my whole life. The fact is we are in a situation lets take the last first, iran attacked american troops, caused brain damage for a number of the troops and he did nothing about it. He said they are just headaches thats all it is. He didnt do a thing. Number one. Number two, weve got over 100,000 americans out of afghanistan during that lift. Number three, finding ourselves in the situation where take a look at what trump did in ukraine. He told trump do whatever you want, do whatever you want, and thats exactly what trump did, do whatever you want. Listen to what he said when he went in. We are going to take kiev in five days because its part of the old soviet union. Thats what he wanted to reestablish. And he in fact didnt do it at all and they lost thousands and thousands of troops. Thank you. For one minute i just want to go back to my original question which is our putins terms acceptable to you . Know they are not acceptable, but look this is a war that never should have started if we had a leader in this world he lead everybody along and hes given 200 million now or more to ukraine. 200 billion, that is a lot of money. I dont think theres anything like it. Anytime that zelenskyy comes into the country and walks away with billions is the greatest salesman ever and im not knocking him or anything. The money that we are spending on this war, and we shouldnt be spending, it should have never happened. I will have that war settled between putin and zelenskyy as president elect before i take office on january 20th. I will have it settled. People being killed so needlessly, so stupidly, and i will get it settled and fast before i take office. You have a minute. The fact is putin is a war criminal. Hes killed thousands and thousands of people, and hes made one thing clear he wants to reestablish what was a part of the soviet empire. Thats what he wants and you think he will stop there, do you think he will stop if he takes ukraine . What do you think happens to those nato countries and so if you want a war you want to find out what hes going to do because if in fact he does what he says and walks away, by the way, all that money we give the weapons and not the money at this point and our nato allies produce as much funding for ukraine as we have. Thats why we are strong. Thank you. Moving on to the middle east. In october, hamas attacked israel killing more than a thousand people and taking hundreds of hostages. Among those are five americans. Israels response has killed thousands of palestinians and created a humanitarian crisis in gaza. President biden, you put forward a proposal to resolve this conflict, but so far hamas has not released the remaining hostages and israel is continuing its military effect. So, what additional leverage will you use to get hamas and israel to end the war . You have two minutes. Number one, everybody from the United Nations Security Council straight through to the g7 have endorsed the plan i put forth. Which is three stages. The first is the hostages for the ceasefire. The second ceasefire with additional conditions. The third phase is no the end of the war. No one wants the war to continue with hamas. They are the only one standing out. We are still pushing hard to get them to accept and in the meantime, whats happened in israel the only thing denied was 2,000pound bombs. They dont work very well in populated areas. They kill innocent people. We provide all the weapons they need and when they need them and by the way, im the guy that organized the world against iran with a fullblown Ballistic Missile attack on israel. No one was hurt, we saved israel and are the biggest supporter so there are two Different Things. Hamas cannot be allowed to continue. We send our experience like we got bin laden, you dont have to do it by the way theyve greatly weakened hamas. They should be eliminated. Youve got to be careful for using certain weapons among the population centers. Back to ukraine for one second. We have an ocean separating us. The european nations together have spent 100 billion or maybe more than that, less than us. Why doesnt he call them and as a youve got to put up your money like i did with nato. I put up hundreds of billions of dollars the secretarygeneral of nato said the trump did the most incredible job ive ever seen. They wouldnt have any, they were going out of business spending almost 100 of the money that was paid by us. He didnt do that. Hes getting all, youve got to ask these people to put up the money. Over 100 billion that has a bigger impact on them because of location because we having an ocean in between. As far as israel and hamas, israel is the one that wants to go. The only one that wants to keep going is hamas. Actually israel is the one and you should let them go and finish the job, he doesnt want to do it, hes become like a palestinian but they dont like him because he is a bad palestinian, he is a weak one. President biden, you have a minute. Ive never heard so much foolishness. Hes going to pull out of nato . The idea we have our strength that lies in our alliances as well and if we are able to avoid a major war what happens if in fact you have putin continue to go into nato, we have an article five agreement attack on one is an attack on all. He keeps talking about go ahead, let putin control ukraine and then we will move on to other places. What happens then . He has no idea what hes talking about. And that is 50 other nations around the world to support ukraine including japan and south korea because they understand this has a serious threat to the whole world peace. No major war in europe has been able to be contained just to europe. Just to follow up, would you support the creation of independent Palestinian States in order to achieve peace in the region . I would have to see but before we do that, the problem we have is if we spend all the money, so ive made great trade deals with the european nationals because if you add them up, they are about the same size economically, the economies are about the same size as the United States and they dont want anything that we have but we are supposed to take their cars, their food, their everything of their agriculture. I changed that. But the big thing i would change, the only reason he can play games with nato is because i got them to put up hundreds of billions of dollars. And hes right about this. I said no im not going to support nato if you dont pay.
