The 7,900 32nd meeting of the Security Council is brought to order. This meeting is for nonproliferation, democratic peoples republic of south korea. I wish to warmly welcome the secretary general, ministers and other distinguished representatives present in the Security Council chamber. Your presence underscores the importance of a matter well discuss today. In accordance with rule 37 of the councils provisional rules of procedure, i invite the representative of the republic of korea to participate in this meeting. It is so decided. On behalf of the council i welcome his excellency, minister for Foreign Affairs of the republic of korea, welcome. The Security Council will begin its consideration of item two of the agenda. I wish to draw the attention of Council Members to document s 2017 337. A letter dated 18 of april, 2017, from the permanent representative of the United States of america to the United Nations, addressed to the secretary general, transmitting a concept paper on the item under consideration. I give the floor to the secretary general, his excellency, mr. Antonio gutierrez. Thank you, mr. President , allow me to first thank the United States and to thank you personally for convening this meeting. The situation on the Korean Peninsula is one of the longest standing and most serious issues before the United Nations. The Security Council first adopted the resolution on the democratic peoples republic of korea, dprk, Nuclear Issue, in 1993. When it urged the dprk not to withdraw from the treaty of nonproliferation of Nuclear Weapons. 24 years later, and despite extensive efforts, the challenge has defied resolution. In response to the dprks accelerated nuclear and Ballistic Missile activities, the Security Council has adopted two sanctions resolutions and met 11 times in emergency consultations since january 2016. During this period, the dprk conducted two Nuclear Tests, more than 30 launches using Ballistic Missile technology and various other activities relating to the nuclear and Ballistic Missile programs. Its launches using Ballistic Missile technology have included tests of short, medium, intermedium range and submarine launch Ballistic Missiles as well as the placement of a satellite in orbit. These are clear violations of Security Council resolutions. In the absence of coordination and notifications in advance of these launches, other than the space launch of 7 february 2016, are also contrary to internationally accepted regulations and standards adopted by the International Maritime organization and International Civil organization. Aircraft and ships have been prevented from planning their routes to steer clear of these activities. And states have been prevented from promulgating danger, restricted or prohibited areas in the areas of responsibility. The International Atomic Energy Agency remains unable to access the dprk to verify the stockpiles of its Nuclear Program. The agency continues to monitor developments through satellite imagery and has observed signatures consistent with the reactor and centrifuge enrichment facility. Analysis has indicated continued activity of the nuclear test site, which is believed to be maintained in a state of readiness to conduct Additional Nuclear test explosions. The dprk is increasingly stressed the importance of Nuclear Deterrence in its military doctrine. At the Workers Party of korea in march of 2016, dprk leaders described the country as a responsible Nuclear Weapons state. More recently, in a statement in the United Nations report, the dprk stated, and i quote, ogoing Nuclear Armed is the policy of our state, end of quote. The dprk is the only country to have conducted Nuclear Tests this century. We must assume that with each test or launch, the dprk continues to make technological advances in its pursuit of a nuclear military capability. Mr. President , i condemned in the strongest terms the dprks repeat violations of the resolutions. The dprks continued pursuit of its Nuclear Weapon programs in defiance of repeat demand by the Security Council to cease such activities, clearly threatens regional and International Security and seriously undermines nonproliferation efforts. Im alarmed by the risk of military escalation in the region. Including by miscalculation or misunderstanding. And im particularly concerned by the possibility that efforts to offset the stabilizing activities of dprk could result in an increase of tensions further prohibiting the International Community to maintain unity and achieve a peaceful resolution. The onus is on the dprk to comply. The International Community must step up its efforts to manage tensions. The absence of communication chams with dprk could be dangerous. Armed conflict in northeast asia, which is home to one fifth of the worlds people and Gross Domestic Product would have global implications. We need to avoid miscalculation and misunderstanding. We need to act now to prevent conflict and achieve sustainable peace. This means dprk refraining from further testing, complying with relevant Security Council resolutions and exploring the resumption of dialogue. And this means reopening communication channels, particularly military to military to lower the risk of miscalculation or misundersta misunderstandi misunderstanding. These means all Member States implementing relevant Security Council resolutions. Ive taken note of the Security Councils commitment to a peaceful diplomatic and political solution to the situation. Its up to Member States to facilitate dialogue and the importance the council has placed in working to reduce tensions. The council has tools at its disposal frdiz posa pos posal. I stand ready to assist in any way possible, but i would welcome guidance and assistance from the Security Council in this regard. Mr. President , i welcome the councils understanding of the importance of the humanitarian imperatives of the present situation. On the 21st of march wea releasd documents for International Ngos operating in the dprk are calling for 114 million to meet the needs of Vulnerable People of the countrys population. The people of dprk needs our generosity and help. I also call on the dprk authorities to engage with human rights mechanisms and with International Communities to address the grave human rights situation and improve the Living Conditions of its people. I therefore welcome the visit by the United Nations visit as we discussed on the 18th of april, improvement in human rights will not only protect and dignify the people in dprk but promote stability in the region and beyond. I would like to conclude by underlining our priority. We must remain committed to pursuing a peaceful and diplomatic path. For a denuclearized Korean Peninsula. Thank you very much. Thank you, secretary general for that most helpful briefing. I shall now make a statement in my capacity as secretary of state of the United States. I thank you for the opportunity to address the Security Council. According to u. N. Security Council Resolution 2321, the stated objective of this counsel is north koreas abandonment of its Nuclear Weapons and Ballistic Missile programs. For the past 20 years, wellintentioned diplomatic efforts to halt these programs have failed. It is only by first dismantling them that there can be peace, stability, and Economic Prosperity for all of northeast asia. With each successive detonation and missile test, north korea pushes northeast asia and the world closer to instability and broader conflict. The threat of a thornorth korea attack on seoul or tokyo is real. Its only a member of time before they develop the capability to strike the u. S. Mainland. The dprk has claimed it plans to conduct such a strike. Given that rhetoric the United States cannotidally stand by, nor can other members of this council who are within striking distance. Having for years displayed a pattern of behavior that defies multiple Security Council resolutions, including 2321 and 2270, and erodes global progress on Nuclear Nonproliferation, there is no reason to think that north korea will change its behavior under the current framework. For too long the International Community hads been reactive in addressing north korea. Those days must come to an end. Failing to act now on the most pressing security issue in the world may bring catastrophic consequences. With have said this before and it bears repeating. The policy of strategic patience is over. Additional patience will mean acceptance of a nuclear north korea. The more be bide our time, the sooner we will run out of it. In light of the growing threat, the time has come for all of us to put new pressure on north korea to abandon its path. I urge this council to act before north korea does. We must Work Together to adopt a new approach and impose increased diplomatic and economic pressures on the north korean regime. The new campaign the United States is embarking on is driven by our own National Security considerations and its welcomed by many nations who are concerned for their own security. And question why north korea clings to Nuclear Capabilities for which it has no need. Our goal is not regime change. Nor do we desire to threaten the north Korean People or destabilize the asia pacific region. Over the years, we have withdrawn our own Nuclear Weapons from south korea. And offered aid to north korea as proof of our intent to deescalate the situation and normalize relations. Since 1995, the United States has provided over 1. 3 billion in aid to north korea. And we look forward to resuming our contributions once the dprk begins to dismantle its Nuclear Weapons and Missile Technology programs. The dprk for its own sake must dismantle its Nuclear Missile programs if it wants to achieve the security, the economic development, and International Recognition that it seeks. North korea must understand that respect will never follow recklessness. North korea must take concrete steps to reduce the threat that its illegal weapons programs pose to the United States and our allies before we can even consider talks. I propose all nations take these three actions beginning today. First, we call on u. N. Member states to fully implement the commitments they have made regarding north korea. This includes all measures required in resolutions 2321 and 2270. Those nations which have flanot fully enforced resolutions fully discredit this body. Second, we call on countries to suspend or down grade diplomatic ripgzs with north korea. North korea exploits diplomatic privileges to fund its Nuclear Programs and constraining diplomatic activity will cut off a flow of needed resources. In light of north koreas recent actions, normal relations with the dprk are simply not acceptable. Third, we must increase north koreas financial isolation. We must levee new sanctions on dprk individuals and tighten those that are already in place. The United States also would much prefer countries and people in question to own up to their lapses. And correct their behavior themselves. We will not hesitate to sanction third country entities and individuals supporting the dprks illegal activities. We must bring maximum economic pressure by severing trade relationships that directly fund the dprks Nuclear Missile program. I call on the International Community to suspend the flow of north korean gust workers and to impose bans on north korean imports, especially coal. We must all do our share. But china accounting for 90 of north korean trade. China alone has economic leverage over pyongyang that is unique. Its role is therefore particularly important. The u. S. And china have held very productive exchanges on this issue. We look forward to further actions that build on what china has already done. Lastly, as we have said before, all options for responding to future provocation must remain on the table. Diplomatic and financial levers of power will be backed up by willingness to counteract north korean action with military action if necessary. We prefer a negotiated solution to this problem. Were committed to defending ourselves and allies against north korean aggression. This new Pressure Campaign will be swiftly implemented and painful to north korean interests. I realize some nations for which a relationship with north korea has been in some ways a net positive may be disinclined to implement the measures of pressure on north korea. But the catastrophic effects of a north Korean Nuclear strike out weigh any economic benefits. We must be willing to face the hard truths and make hard choices right now to prevent disastrous outcomes to the future. Business as usual is not an option there is amorally dimension to this problem. Countries must know by now that helping the north korean regime means enabling cruelty and suffering. North korea feeds billions of dollars into a Nuclear Program it does not need while its own people starve. The regimes pursuit of Nuclear Weapons does not serve its National Security or the wellbeing of people trapped in tyranny. I ask the community of nations to help us preserve security and protect human dignity. In one of my first trips as americas secretary of state i looked across the dmz at the haunted land of north korea. Beyond the border is nation of sorrow, frozen in time. While the words sees the gleaming buildings of pyongyang the blight of starvation has swept this land for over 60 years. Even though the present condition of that country is bleak, the United States believes in a future for north korea. These first steps toward a more hopeful future will happen most quickly if other stake holders in the region and the Global Security join us. For years, north korea has been dictating the terms of its dangerous course of action. It is time for us to retake control of the situation. We ask the members of this council and all other partners to implement a new strategy to denuclearize north korea, thank you. I resume my function as president of the council. I would like to begin my expressing my sincere appreciation to you for convening this timely meeting on the denuclearization of north korea. I would also like to thank secretary General Gutierrez for his information. Mr. President , the threat posed by north Koreas Nuclear and Ballistic Missile development has reached a new level. Since january 2016 alone, it has conducted two Nuclear Tests and at least 30 Ballistic Missile launches. This threat is not just hypothetical. For ordinary citizens, its only too real. On 6 of march, north korea launched four Ballistic Missiles, three of which landed within japans exclusive economic zone. This was no advanced notice and the consequence of these reckless launches could have been catastrophic for innocent fishing boats, sea vessels and aircrafts. These launches are intentionally meant to be a provocation, as evidenced by north korea media reports, which states that the north korean units responsible for striking u. S. Bases in japan in contingencies were involved. It is therefore increasingly important for countries in the region to strengthen the deterrence to insure peace and security. Mr. President , now is a good time to recall the commitments north korea has made on denuclearization in the past. In 2005, north korea, together with china, japan, the republic of korea, the russian federation, and the United States quote unanimously we are affirm that the goal of the Six Party Talks in the denuclearization of Korean Peninsula in a peaceful manner, end of quote. In Six Party Talks joint statement. All parties expect north korea remain committed to this position. There is no doubt that dialogue is necessariy to achieve the peaceful denuclearization of the Korean Peninsula. However, under the Current Situation, where north korea continues to advance its nuclear and Ballistic Missile problems, meaningful dialogue is clearly not possible. In order to bring north korea back to the negotiating table, the International Community must send a strong message that provocation comes at a high price and that no Bright Future awaits north korea without its denuclearization. With this in mind, japan calls on all Member States to increase pressure on north korea through rigorous and thorough implementation of relevant Security Council resolutions. Japan has been implementing additional measures against north korea which go beyond the obligations and the Security Council resolutions to severely restrict the flow of people, goods and funds, including the total ban of exports and imports. Japan has also actively assisted the Capacity Building for asean countries in order to harness the effectiveness of the Security Council resolution. No states should allow itself to become a loophole in the north korea sanctions regime. Japan calls on all Member States which have not already done so to submit National Implementation reports to the north korea sanctions committees as required by Security Council resolution. Any further provocation, includi including nuclear tested should be meant promptly by an even more stringent resolution by Security Council. Mr. President , north korea has defiantly dismissed Security Council resolution as illegal and refused to be bound by these obligations. This has real humanitarian consequences. The regimes pursuit of Nuclear Weapons and Ballistic Missile Development Comes at the expense of the welfare and basic needs of the people in north korea. These people include international abductees. In the past north korea infill treated japan and abducted citizens, including a girl as young as 13 years old. Abdicties have been which undermines the sovereignty of japan and casts fear over the lives of our citizens. Victims of abduction are not limited to japanese citizens. This is a universal issue facing the International Community. And a violation of fundamental human rights. In urging north korea to take concrete action on this issue, japan asks for the International Communitys support and understanding. Mr. President , regrettably, the possibility of further provocations by north korea is high. The council must send a clear message that such actions will only lead to more rigorous responses from the International Community. Japan strongly urges north korea to demonstrate its seriousness as well as concrete actions of denuclearization. Japan looks forward to continuing to work closely with all of our colleagues here today on this matter. I thank you, mr. President. Thank you, his excellenciacy mr. Kishida. President , i would like to thank you for having taken the initiative to organize this debate on the important issue of Nuclear Nonproliferation. I would also like to thank secretary general with the United Nations whose statement has made it possible to enrich our discussions. Sir, the question of Nuclear Disarmament is among the global priorities. As we see in the first resolution adopted in january 1946 of the United Nations General Assembly to eradicate all nuclear bombs. Our country has wanted the total eradication of Nuclear Weapons. Its the only way that would protect the world. We would want to guarantee the future of the world. Free from the specter of thermal nuclear disaster. Along with these clearly identified threats, sir, we can add as well the increase in the risk of proliferation linked to nonstate actors due to the rise of terrorism. As well as the new danger posed by the wrongful use of rapid progress in science, technology, and international trade. Its in the light of all these challenges that my country thads condemned with the greatest firmness the Nuclear Tests carried out by the dprk in january 2016 as well as the different Ballistic Missile launches which are serious violations of that countrys International Obligations under resolution 1718 of 2006, 1874 of 2009, 2087 of 2013, 2094 of 2013. 2270 of 2016 and 2321 of the Security Council. These actions clearly reveal the pursuit by dprk of its programs in the area of Nuclear Weapons and missile production and its determination to acquire a nuclear force. This is not only a threat for the population on the peninsula and in the region, but also a grave violation of the nonproliferation regime. Senegal urgently calls upon the dprk to respect its International Obligations. Mr. President , in 2016, the Security Council adopted unanimously two resolutions. 2270 and 2321 substantially strengthening the sanctions already in effect. Were forced to acknowledge that these measures, along with those opposed by certain countries have not always managed to make the country come back to its senses and to abandon its nuclear military ambition. All these sanctions have not prevented the gradual enhancement and expansion of the Nuclear Capabilities as well as Ballistic Missiles in north korea. Which continues to flagrantly violate the resolution and repeat requests of the Security Council. Indeed, senegal has ratified the main instruments in light of the nonproliferation regimregime. Stemming from resolution 1540 of the Security Council, and today were celebrating the 13th anniversary. Similarly, senegal presented its report on the implementation of the provisions of resolution 1718, 1874 and 2093 and 2370. My country is finalizing its report on resolution 2321 which well send to the chairman of the 1718 committee. Sir, today its important to stress that north korea respects its obligations. Once again, before concluding, id like to say how grateful we are to your commitment and that of your country to contribute through dialogue for the search for a political solution to the crisis which disrupts the course of world affairs. The continued escalation of tensions on the Korean Peninsula in the recent period has caused widespread concerns and worries of the International Community. If the issue of the peninsula fails to be put under control, a case of unexpected events, the situation is highly likely to take a drastic turn for the worse and spiral out of control. There is no lack of such painful lessons in history and we must put it on high alert. In view of this, china believes todays meeting of the council is necessary. And that we thank secretary gutierrez for his briefing to the council. We hope the parties could form consensus and more strictly and fully implementing dprk resolutions, intensifying efforts to promote peace talks and bringing the Nuclear Issue at the Korean Peninsula back to the track of the negotiated solution. Chinas position regarding denuclearization on the peninsula is clear cut. Now matter how the situation may change, we must stick to the basic directions. First, we must stay committed to the goal of denuclearization. Denuclearization is the basic precondition for long term peace and stability on the peninsula and what we must accomplish to safeguard the International Nonproliferation ruzeegiregime. No matter what happens we should never waiver to that commitment to the scope. To this end, chinas position of opposing the dprks research, development, and possession of Nuclear Weapons remains rock firm. We urge the dprk to stop its nuclear and Missile Development activities, come back to its commitment of denuclearization and its obligations. Meanwhile, we also call on other parties concerned to demonstrate the political wisdom, make a political decision, and work constructively together toward the denuclearization of the peninsula. Second we must stay committed to the path of dialogue and negotiation. The use of force does not solve differences and will only lead to bigger disasters. As the only way out, dialogue and negotiation also represent the sensible choice for all parties. Our past experiences have shown when dialogue were going the situation would have stability. During the five years between 2003 and 2007, when parties were engaged in dialogue and negotiation, three documents were adopted. In particular, the september 19th joint statement in 2005 set out the road map for the dprks abandon of all Nuclear Programs and the realization of peace. The joint statement carries major positive significance and has been reaffirmed and acknowledged by the council. Since dialogue and negotiation came to a halt in 2008, the situation on the peninsula has gradually gone out of control and the dprk has accelerated its Nuclear Development process and has performed tests and dozens of missile launches. We are seeking a settlement through dialogue as priorrequir. Mr. President , china is not a focal point of the problem on the peninsula and the key to solving the Nuclear Issue on the peninsula does not lie in the hands of the chinese side. That said, as close neighbor to the peninsula and with a positive attitude and in the region, china has over the years made efforts and played a unique paro role in promoting peace. Through chinas efforts and the support of our parties that the three party talks on the peninsula Nuclear Issue was expanded to Six Party Talks. Under the current circumstances, china is still prepared to work with all parties to make new contribution to the resolution of Nuclear Issue on the peninsula. In view of the recent developments on the peninsula, china has put forward the proposal of suspension which is the dual track approach we proposed earlier. The dual track approach aims to promote parallel progress in the denuclearization of the peninsula and the establishment of peace mechanism on the peninsula in the synchronized and reciprocal manner ultimately achieving both goals together. The suspension of the proposal which calls for the suspension of nuclear and missile activities by the dprk and the suspension of large scale military exercises by the u. S. And seeks to bring the two sides back to the table initiating the first step of the dual track. Chinas proposals have taken into consideration both the short term and long term goals and made them complimentary to each other. While theyre designed to address the most pressing concerns of the parties, they also paved the way towards denuclearization. Theyre consistent with the Council Resolution and the fundamental interest of all parties, including the u. S. And the dprk. The proposals are objective, impartial, reasonable, and practical. And are gaining understanding support for more and more countries. Of course, we also know that some countries may still have thoughts of sorts. The point i want to make is, the most urgent task now is to stop the dprks nuclear and Missile Development. To achieve this its necessary to put aside the debate over who should take the first step and stop arguing who is right and who is wrong. Rather we should stop low hanging fruits, remove flash point and creates conditions for stability in the region. Also, i want to stress here that the state of affairs of the peninsula issue is not caused by any single party. Nor is it realistic to ask any party alone to take responsibilities for resolving the issue. As president xi said with the parties meeting each other halfway will there by a resolution. We call upon all parties, namely the dprk and the u. S. To demonstra demonstrate sincerity for dialogue. We look for the council to build further consensus and speak with a more united voice. China will be open to all useful proposals from the parties. All ideas conducive to resuming dialogue and negotiation, achieving denuclearization and maintaining peace and stability on the peninsula can be explored in our discussion. Colleagues, as we meet for the special session, china calls upon all parties to make conc t concerted efforts to address two urgent tasks. First, cooling down temperature on the peninsula as quickly as possible. Given the grave situation on the peninsula, china strongly urges all parties to remain calm and exercise restraint and avoid provocative rhetorics or actions that would lead to miscalculation. What i want to stress is that there is and should be no double standard on this issue. Why we demand the dprk to observe the councils resolutions and stop advancing its nuclear and Missile Development. We also demand the u. S. , and other parties to refrain from conducting or even expanding military exercises against the dprk. Second, all parties should comprehensively appreciate and fully implement dprk related Security Council resolutions. In addition to introducing sanctions under dprk, the resolutions dopted to date is the reassumption of Six Party Talks and commitment to dialogue, in other words, imposing sanctions. We cannot choose one over the other. Well implement what we see fit. As a response to the accelerated progress of dprks nuclear and Missile Development, the International Community needs to step up nonproliferation efforts to prevent thee es escalation of tensions. These two stepping ups can help promote a peaceful settlement of the Nuclear Issue. The chinese word for crisis contains two characters which means danger and opportunity. It shows that in chinas view, now is the time to seriously consider resuming talks. Before i conclude, i want to reach a Firm Opposition against the deployment of thaad. Its a move that seriously undermines the security of china and other countries in the region and damages the trust amongst the parties and the peninsula issue. It is detrimental to achieving denuclearization and maintaining long term stability on the peninsula. China urges parties to immediately stop the deployment process. Let us make joint efforts to promote denuclearization and uphold peace on the peninsula on the basis of Mutual Respect and mucheral trust. Places of mutuad mutual trust. Mr. Wong, and now i give the floor to mr. Boris johnson, secretary of state, for foreign and Commonwealth Affairs of the United Kingdom. Thank you, mr. President. The charter defines the supreme task of this council as the maintenance of chief and International Security. There could hardly be a clearer threat to world peace, more demanding of a unified response than the activities of one member of the United Nations, north korea, breaking its treaty obligations, ignoring council and threats to grievous harm to people of other countries. For decades, north korea has doggedly pursued the means to act on these threats. In a nation whose entire gdp is about 25 billion, and where its people have over recent decades been exposed to terrible suffering, reduced to eating leaves and the bark of trees. The pyongyang regime has devoted its energies to developing Nuclear Weapons and the missiles to convey them. Last year alone, north korea tested two Nuclear Devices and more than 24 Ballistic Missiles. This year, we witnessed more missile tests, and i remind the council that every one of those tests breaks seven u. N. Resolutions stretching back to resolution 1695 passed unanimously in 2006. So we should reject, im afraid. We should reject any claims of moral equivalence between north koreas actions and the defensive and precautionary measures of other nations. The second, the latter are legitimate. The first are not. And in spite of the strenuous efforts of some to obscure that distinction, that distinction cannot be ignored or i will identified. So the United Kingdom believes it is vital for this council to stand ready to take further significant measures to bring about a peaceful resolution. And sooner or later, the north korean leadership must realize, their isolation not only holds back their own people, if the regime really cares about their own people, but also weakens their own grip on power. This council has been united in its demand that the present course cannot continue. And britain is proud today to join its allies to lead the enforcement of sanctions and seek a peaceful solution. We urge other partners with direct influence on north korea to use their leverage to the full, with the aim of easing tensions and ensuring compliance with the expressed will of the u. N. There is a vital role for china and russia, both of whom are neighbors of north korea, with influence on pyongyang and its permanent members of this council. Special responsibility they have for preserving International Peace and security. The u. K. Calls on russia and china and other Member States to use whatever influence they possess to restrain north korea and guide its leaders towards a peaceful settlement. Last year, this council decided to turn sanctions, including by restricting the regimes access to foreign currency. But the u. N. Panel of experts has shown that not every member state is fully enforcing those resolutions. Most members of the u. N. Have yet to obey the requirement in resolution 2270 to submit a National Report on their implementation of sanctions. The u. K. Believes that all Member States should reaffirm their commitment to enforcing u. N. Sanctions against north korea. We also have no doubt the negotiations must at some point form part of the solution. But first it is reasonable to expect north korea to make verifiable progress towards meeting its obligations to denuclearize the Korean Peninsula. Such sanctions are the reasons for a serious deterioration of the Living Conditions of the North Koreans. And by the way, this is something that the that we have the most recent report of the office of the coordination for human affairs. They are justifilibly alarmed by this. Let us also accept the humanitarian exceptions provided for in the council do not work. Because of the ban on corresponding relations with the dprk, because of that, it has become impossible to purchase goods and food stuffs abroad. Mr. President , of course, the dprk is conducting itself in an inappropriate way, it refuses to abide by the laws of the International Community, which we have contained in the Security Council resolutions. At the same time, options of using force are completely unacceptable and can lead to catastrophic consequences to the Korean Peninsula, and to the region of northeast asia as a whole. Our choice should be in favor of using our diplomatic tools to the maximum extent possible. In current conditions, all countries, parties involved, should display calm and restraint. And not undertake steps which could lead to the escalation of tension. We need to view the settlement of the situation in the context of the whole gamut of issues amongst parties and thus create the conditions to denuclearize the dprk. And this isnt possible without normalizing the general military and political situation without refusing to build on military infrastructure without scaling down maneuvers without Building Trust among states in the region. We are convinced there is no alternative to the political settlement of the Nuclear Issue of the Korean Peninsula on the basis of the joint Statement Issued by the participants of the sixparty talks dated 19th september 2005. Tensions have risen in recent months, and the potential for mistakes, misunderstandings and miscalculations is high. For this reason, it is important that this council sees its opportunity to reflect on how tensions can be reduced and how this council can facilitate a solution to the situation. Mr. President , despite repeated unanimous condemnations by the Security Council and the adoption of a number of unsc resolutions, leading actually to the most rigorous sanctions regime under the u. N. System, the dprk persists in accelerating its Nuclear Weapons and missile program. In doing so, the dprk continues to show blatant disregard for its International Obligations and continues to threaten International Peace and security. Its actions are incompatible with the existing norm against nuclear texting embodied in the comprehensive nuclear test treaty, and they go against nonproliferation work. Therefore, we call on the dprk to take immediate steps towards a complete, verifiable and irreversible dismantlement of its Nuclear Weapons and Nuclear Program. This will help pave the way for peaceful and Prosperous Development on the Korean Peninsula. In addition, it is clear that there is a need for a Regional Security arrangement in the term to be able to realize this goal in full. Meanwhile, sanctions must be duly implemented to have the desired effect. This is also a matter of credibility for the entire u. N. System. Yet, the implementation of the sanctions against the dprk remains insufficient and highly inconsistent, as highlighted in the latest report of the panel of experts to the sanctions committee. The recommendations provided by the panel must be followed up, and there is a need for Stronger Political commitment by all u. N. Members in this regard. We need additional capacity at all levels to ensure better compliance with a letter and the spirit of the resolutions adopted by this council. By sanctions alone will not solve the situation on the Korean Peninsula. Now diplomacy is crucial. Intensified and creative diplomatic efforts are urgently needed to prepare for a peaceful diplomatic and comprehensive solution. The press statement in response to the latest Ballistic Missile launch, that statement confirms the continued commitment of this council to dialogue. The situation must be approached without prejudice and we must be prepared to consider both new and previous proposals and agreements. Sweden is ready to do its part to fulfill this goal. Sweden and our embassy in pyongyang is the protecting power of u. S. Interests in dprk, and also for canada and australia. We are also a member of the neutral nations supervisory mission, nnsc, and this context encourage the dprk to resume contact with that commission at the border station. This could also contribute to reducing tensions and increase, trust and transparency. Mr. President , i would also draw attention to the extremely worrying human rights situation and precarious situations in the dprk. It is duty to continue to highlight the atrocities committed against its own people. And the International Community should continue to pursue accountability for these crimes. But we should also look to the humanitarian situation of the people, of the dprk to avoid increased suffering as we implement the sanctions. Mr. President , the pursuit of weapons of mass destruction represents one of the gravest threats. Preventing their development and use is a crucial responsibility of this council. There is no military solution to the situation in the Korean Peninsula. And we again call on the dprk to reengage in a credible and meaningful dialogue with the International Community. I would like, first of all, to thank the presidency for conveying this timely meeting on such a key and pressing priority for the United Nations Security Council. I think that this body muddy employ an impossible effort to solve the crisis exacerbated by the democratic peoples republic of korea. Persistent ambition to pursue its military Nuclear Program. Italy condemns in the strongest terms all the Nuclear Tests and Ballistic Missile launches carried out by the dprk. Its nuclear and Ballistic Missile problems pose a grave and increasing threat not only to the regional intermission peace and security but also to the global nonproliferation regime. Sanctions must remain an instrument of broad strategy, not an end in themselves. Such a regime requires Member States awareness and dedication in good faith. As chair of the 17, 18 committee, illustrate hee is committed to help all u. N. Member states to implement the relevant u. N. Security Council Resolution and, in particular, resolution 2270 and 2321. Mr. President , we all agree that existing challenges related to the dprk nuclear and missile ambitions should be addressed collectively, decisively and without any further delay. Apparently, the existing sanctions regime is not effective enough. To prevent the dprk from acquiring technologies, materials, equipment and Financial Resources for the further development of its nuclear and missile programs. Sadly, we are witnessing steady evolution of north korean tricks to evade sanctions. It has been proven many times, most recently by the pictures of military parade in pyongyang, with the whole range of new weaponry never seen before. We all know that the north korea regime continues to build up its military arsenal at the expense of its own people. The impact of diverting resources has already produced a downward spiral of the steady reiteration of the quality of life for ordinary citizens. But does the regime care . Absolutely not. Mr. President , ukraines stance in this regard has been consistent. The council should increase pressure on the north korean regime to respond to its reckless, unabated behavior. We do believe that only robust steps by the council could put an end to the systematic and brutal violations of International Law and eradicate the threat in southeast asia. We must not allow opinion to continue discrediting the role of the Security Council in the context of global, nonproliferation efforts. What could be ways to effectively curb the north korea threat . You outlined them in your own statement. Undoubtedly unconditional and faithful compliance to prevent new provocations. Yet the council may have to take additional robust measures with the view to compelling dprk to abandon its prohibited activities. That includes the development of Nuclear Weapons, Ballistic Missiles and other types of weapons of mass destruction. We need to use every tool and avenue at the disposal of Council Members to contribute to deescalating the highly volatile situation. Second, we fully share the necessity of further neighboring states defense capabilities against the threat. In this regard, i wish to reiterate that ukraine stands firmly by the side of japan, the republic of korea and as well as other countries which are facing the growing Nuclear Threat. Third, it is high time to think what we can do to prevent any Nuclear Threat in the future in any part of the globe. As a country that had denounced its arsenal and strictly abiding materials, technologies and their means of delivery, we are convinced that the World Without Nuclear Weapons should remain a policy goal for all concerned parties and not a theoretical concept which is sneered at by some. If Nuclear Powers are serious about disarmament, they could strengthen immensely by making disarmament a success story. Based on ukraines experience from the nuclear state, this aspect is of particular importance to my own country. The brutal violation of the International Obligations, including the 1994 budapest memorandum who put its signature, the system created after world war ii. The International Community has collective responsibility to restore respect to International Law and to find Lasting Solutions to the most urgent threats to global peace and security. Uruguay has stressed the urgent need to bring to an end the vicious circle where the dprk violates resolutions, imposes sanctions and issues, communiques and as reiterated its the responsibility of the states that have sufficient leverage to develop a new negotiating track in order to resolve this impasse. Uruguay sees no other solution that does not include dialogue, negotiation and political commitment. In this respect, mr. Secretary general, i would like to thank the american presidency of the Security Council for having taken the initiative to have this important meeting, and i would like to welcome, in particular, mr. Rex tillerson and the secretary general of the United Nations. It is my honor to read to you the statement by the french minister of Foreign Affairs and International Foreign development detained by a european meeting and therefore could not be in new york today. And what follows is a text of his statement. Mr. President , secretary general, france remains particularly concerned by the continued nuclear and Ballistic Programs in north korea. They constitute today one of the main threats to International Peace and security. By the becoming engaged a methodical effort at the highest level of the regime to acquire Nuclear Arsenal, north korea defied all of the interdictions and repeated demands by the International Community to give up on that goal. We note today a constant and rapid progression in the development of proliferation programs of north korea. And this brings them closer and closer to international capacity. This is an unacceptable situation. France has condemned systematically and firmly each act which led to this. It called upon north korea at every opportunity to give up on the development of a Nuclear Weapon. And this appeal, i launch it again today. This headlong rush forward cannot continue. It feeds a dangerous and provocative spiral, and represents an open challenge to the nonproliferation regime. And thats why we have to react to each new development to recall the standard, the norm, of nonproliferation and to avoid sending a message of impunity to the stage, which contempted to follow the suit of this irresponsible and provocative strategy. We are also concerned by the reemergence of chemical weapons in the region, the attack in malaysia on the 13th of february should have been an alarm, especially given the global context of the resurgence of chemical weapons, and the repeated and continued violations of the ban on this in syria. We hope to be lucid. The goal of north korea is to become a Nuclear Weapon state, and to upset this strategic equilibrium in the far east and the world by directly threatening the security of every one of us. Tomorrow, any country could find itself within reach of north korean missiles. And i would like everyone to understand the urgency of the matter. We have to collectively be able to rise to the level of our responsibilities and members of the council and show our determination to fight these unjustifiable activities. Lets not forget, the Ballistic Program is at the price of sacrifice by the north Korean People who are victims of Human Rights Violations and 70 live in the situation of food insecurity. These are violations of the systemic nature and are an precious of absolute totally totallyian nature where things take precedence of the overrule of law. The world cannot be content with this situation. It tramples everything we have tried to create, in particular leer, the United Nations. Given such a threat, the commitment of the international Security Council has to be firm, clear, has to be visible. Our goal can only be complete denuclearization of the Korean Peninsula. The council reacted energetically to the irresponsible activities of pyongyang. It condemned Nuclear Tests and put together a sanctions regime, which is fast and consistent. This was reinforced and each test, and twice in 2016 through resolutions 2270 and 2321. France contributed towards the adoption of these resolutions and welcomed them. As was done yesterday, visavis iran, sanctions obviously are not a goal in and of themselves. They are just a means of bringing north korea to reason, and making them accept the denuclearization of the peninsula. We can regret the uneven sanctions. This undermines the effectiveness. We call upon all states, without exception, to ensure they are implemented rigorously and without reservation when it comes to the decision of the Security Council by all actors. As is required by the charter. I understand there may be technical and practical difficulties here. It is up to the council to continue sending assistance for those who need it. As north korea continues proliferating and the danger that it presents to peace and security is growing, our position has to remain determined to the pyongyang International Community and the Security Council. When this happens, we have to be ready to react to measures. North korea has to understand that continuing with their programs, new tests will have a serious cost, in particular through new sanctions. All the while trying to protect the population who are victimized by their leaders. But we cannot simply be acting in reaction to what north korea does. We need to take initiative to make sure that north korea does not have operational Nuclear Weapons. International community has to strengthen without delay in a joint and coordinated manner. Diplomatic and economic pressure on north korea to make sure that ultimately they abandon their proliferation activity. The resumption of discussions is in order to find and negotiate a solution. A dialogue cannot continue, provided the dprk gives up on goals. France, as far as we are concerned, is determined. We will be fully engaged as a permanent member of the Security Council, but also within the European Union to ensure that the United Nations and europe draw consequences from this unacceptable threat to International Peace and security. Bolivia would like to thank the presidency for convening this meeting. We would also like to thank the secretary general for the report he has given us on this occasion. Bolivia would like to highlight the main purpose of the u. N. Charter. With respect to taking a collective measures which are effective to prevent and to eliminate threats or other breaches to peace and to eradicate acts of aggression. And to settle disputes. The state of bolivia, in compliance with its political constitution, reaffirms its position as a passive state, injecting any aggress as an instrument to resolve disputes and conflicts. In that respect, the government established a policy to reject any kind of bellicose confrontation. Sir, with a view to avoiding bellicose confrontations, we see the need to move towards Nuclear Disarmament throughout the planet. My region is a nuclear latin america, my region, is a nuclear free zone, thanks to the signing of a treaty, which in 2017 is celebrating its 50th anniversary, and its the first region which is free of Nuclear Weapons. Sir, in that respect and following this same line of nonproliferation, we reiterate our firmest condemnation of the launching of Ballistic Missiles and the Nuclear Tests which were carried out by the dprk, the last one took place on the 15th of april. This attitude is a threat to International Peace and security, and in that respect, we call for the unity of the Security Council in order to tackle the situation. Compliance with the resolutions of this council is crucial in order to come ply with this objective. Likewise, we recall that sanctions are not an end in themselves, but rather a means in order to achieve an objective. As recalled by the recent meeting of Foreign Ministers of the g77, bolivia also rejects unilateral sanctions. In this, as well as in any other case, and for that reason we think that the Security Council through multilateral mechanisms must take the necessary action. Sir, in recent weeks, the world has seen an escalation of tension both due to tests carried out by the dprk, as well as the military deployment of the United States. The Current Situation can be considered the greatest threat, the greatest threat of nuclear war, which has taken place in this century. We urge all of the parties involved to avoid the escalation of rhetoric in actions, which would increase tension and which would endanger International Peace and security, especially in the Korean Peninsula. In that respect, we support the proposal of china to carry out an action to deactivate the crisis in the Korean Peninsula. The dprk must abandon its Nuclear Tests program, Ballistic Missiles programs, at the same time the United States must avoid the use of military exercises in that region. Its necessary for the parties involved to restore negotiations. The sixparty forum is the most appropriate forum for that and is crucial, as well, for countries in the region to take part in negotiations with a positive spirit and which would make it possible to diffuse current tension. The only solution to this conflict is a political solution. We must rule out once and for all any alternative which would be of a military nature at the present time of tension, reason must prevail, we must avoid any position which could leave us to provocations and misunderstandings and place priority and respect for dignity of people and as well as lives of those people who live on our planet. Sir, war is the failure of this council. War is the failure of policy. War is the failure of diplomacy. We have the obligation, the internationally recognized obligation, to negotiate. I reiterate, we have the internationally recognized obligation to negotiate. We must set aside warlike equations, because once we unleash the demons of war, the only who benefit are those who profit from it. Thank you. I thank the representative of bolivia for his statement. President , allow me at the outset to thank the secretarygeneral of the United Nations for his valuable briefing before the council today. Especially his vision was takes into consideration in a balanced manner all the dimensions of this issue under discussion today. Mr. President , the Current Situation on the Korean Peninsula is one of the major challenges to the Nuclear Nonproliferation treaty regime. Egypt is deeply concerned at the increasing tension following the recent developments. Which has become one of the gravest threats to International Peace and security. Egypt reiterates its full support for all efforts aimed at reaching a peaceful solution to the crisis of the dprk Nuclear Program. And achieving a sustainable peace on the Korean Peninsula. Including all reunification efforts. Given the unique and historical ties between egypt and the people of northeast asia. Egypt calls once again on the dprk to comply fully with all of its International Commitments under relevant Security Council resolutions. To eliminate its Nuclear Weapons and to rejoin the nonproliferation treaty as a nonnuclear state without delays or conditions. Egypt is committed to taking every necessary step at the National Level to implement all Security Council sanctions related to the dprk. Mr. President , egypt calls on the International Community and the Security Council to address all mpt challenges comprehensively and without selectivity or double standards. This is necessary if we are to preserve the credibility and effectiveness of the nonproliferation regime and relevant Council Resolutions, including resolution 687. Especially in light of the continued erosion of the credibility of this regime, which is the cornerstone of the wider International Security architecture. The continued erosion in the mpt credibility and effectiveness came to light when a certain number of states decided and with no clear justification to prevent the mpt review process from reaching any objective results. By breaking the consensus reached by the majority of state parties. They did so in service of political agendas that are state Party Obligations under the mpt and to the unified message that we should all send, namely that International Community is committed to achieving the university of the treaty and is committed to dealing with all Nuclear Nonproliferation and disarmament challenges in a comprehensive and balance the manner without any selectivity. Mr. President , in closing, we encourage all parties to exercise self restraint and to resume talks to reach a peaceful settlement as soon as possible. In this regard, we call on the dprk to respond to the calls for the resumption of the talks and to cease any activities that would lead to further tension and escalation. We also urge all other International Parties to provide the necessary conditions for an agreed settlement that would ensure regional and International Peace and security in a manner consistent with the goals and principles of the u. N. And the npt. Egypt stands ready to make every possible effort to support such a peaceful settlement to this crisis and maintain peace and security in the region and beyond. Thank you, mr. Mr. President , secretarygeneral, distinguished ministers and representatives, thanking secretary tillerson for convening this very timely meeting and secretaryGeneral Gutierrez for his comprehensive briefing. This ministerial meeting of the Security Council, the first ever on the denuclearization of north korea, demonstrates the sense of gravity and urgency showed by all members of the International Community. North korea is now at the final stage of Nuclear Weaponization and claims to be a Nuclear Weapons state, as it has declared in its amended constitution. Since the first north Korean Nuclear crisis a quarter century ago, north korea has made huge advancements in all areas of its Nuclear Weapons and missile programs through five Nuclear Tests and numerous missile launches. We have witnessed first an exponential growth in its Nuclear Weapons capabilities from what used to be a few kilograms of plutonium back in 1992, to significant Nuclear Arsenal now. Second, a Rapid Development of Ballistic Missiles of all types and ranges, they are now threatened to reach every corner of the world, and finally, its willingness to actually use wmds, as was manifested in the assassination of the north korean leaders half brother. In a nut shell, north koreas capability, coupled with the intent to actually use them, bring us ever closer to the tipping point. Its no wonder that some experts say the world is facing its greatest Nuclear Emergency since the cuban missile crisis. A Nuclear Armed north korea will significantly disrupt the Security Landscape in the northeast asia and the world. It also will deal a fatal blow to the global nonproliferation regime based on the mpt and increase the risk of north Korean Nuclear material or related Technology Falling into the hands of terrorists. In order to avoid this nightmare scenario, we must act now. We are racing against time. So, what should be our response . Extraordinary circumstances require extraordinary responses. A pundit once said, uncertainty is doing the same thing over and over again and expecting different results. What we need is a new approach led by the Security Council, not allowing north korea to dictate the timeline. Security Council Resolutions 2270 and 2321 are milestone measures that illustrate such a new approach. Based on these most comprehensive and robust resolutions, International Community has built and solidified a united front against north korea over the past year. For each part, my government also took a series of unilateral measures in line with the councils efforts. We are seeing evidence that sanctions are biting by cutting off north koreas high currency income, deepening pyongyangs diplomatic isolation, and blocking its ill icit activitie on all fronts. The Community Must thoroughly implement these resolutions. Moreover, the Security Council must discuss additional punitive measures to take against a future provocations proactively, not reactively, as was the case. The council has repeatedly warned that it will take further significant measures, including sanctions in the case of future provocations, but pyongyang still harbors the illusion the Security Council will only take limited action, and that it can disregard and ridicule the authority of the United Nations. In order to change such strategic calculus of pyongyang and induce changes from within, we could take important measures such as halting the export and supply of crude oil to the north korea, completely cutting off north koreas hard currency earnings by, for instance, suspending all imports of coal from north korea. And seriously considering whether north korea, a serial offender, is qualified as a member of the United Nations, as well as downgrading diplomatic relations with north korea. Let me be clear, our goal is not bringing north korea to its knees, but to bring it back to the negotiating table for denuclearization. We must be cleareyed about pyongyangs intent. Its not interested in negotiating for denuclearization. Instead, its game plan is to be recognized as a Nuclear Weapons state and to negotiate Nuclear Disarmament as such. Just last week the north Korean Deputy permanent representative to the United Nations himself made it clear that any denuclearization talks are a nonstarter. Under these circumstances, dialogue for the sake of dialogue cannot be an option. If history teaches us anything, its that we must never repeat the tried and failed approach of the past 20some years we have left no stone unturned, yet negotiations and agreements with this rule breaker have led us nowhere but back to square one, due to north koreas deception. They have only borrowed time for the regime to advance its wmd capabilities. We must break this vicious cycle of provocations, negotiations, provocations, and rewarding north koreas bad behavior once and for all. Our goal is not to compromise on half measures for peace. Our goal is to verifiable and disarmament of the Nuclear Weapons and programs. Finally, in dealing with the north Korean Nuclear issue, we must not lose sight of another serious threat emanating from north koreas chemical and biological weapons programs. Security resolution 2270 decided that north korea should abandon all chemical and biological weapons and weapons related programs. In this regard, i welcome the secretarygeneral and director general of the opcw calling up on north korea. Mr. President , history tells us how in the first half of the 20th century the failure to counter nazi ambitions led to the outbreak of the second world war. If we do not respond to north koreas repeated provocations in the resolute manner now, we only further feed the appetite of the regime in pyongyang. In this regard, north korea conducts a sixth nuclear test or launch an icbm, it will be a game changer for all of us. This is why it is critical that this time the entire International Community continue to maintain the unprecedented unified front against north korea. This is the last opportunity to break and verse this process. The heavy responsibility is on all of us. With regard to the deployment of the system in my country, it is purely a defensive measure in the face of such existential threat from north korea. Its not aiming at any country. Furthermore, annual south Korean Military exercise is a defensive and transparent exercise. This cannot be on par with north koreas recent obligations under the u. N. Security Council Resolutions. Mr. President , as this is my last appearance in this Security Council, i would like to take this opportunity to express my deepest gratitude, but unflinching support members of the Security Council have rendered to me and my government over the past four years in confronting north Koreas Nuclear and missile challenges. I assure you that the republic of korea will continue to be a stable partner in the councils efforts to safeguard International Peace and security. Thank you very much. First, i appreciate all of the statements that have been made by you and i had received those statements in the constructive spirit in which i know theyve been offered. This has been stressed repeatedly in many of your statements today. North korea has failed to honor its commitments of the past. It is making promises which it has broken. Had this body fully enforced and stood behind resolutions it had enacted in the past, vigorously enforcing sanctions with full compliance, perhaps we would not have found ourselves confronted with the high level of tension that were faced today. We will not negotiate our way back to the negotiating table with north korea. We will not reward their violations of past resolutions. We will not reward their bad behavior with talks. We will only engage in talks with north korea when they exhibit a good faith commitment to abiding by the Security Council resolutions and their past promises to end their Nuclear Programs. And that is why we must have full and complete compliance by every country to the resolutions that have been enacted by this body in the past. No relaxation in the vigorous implementation of sanctions, and we have called for those sanctions to be extended to other areas, as well, on a voluntary basis, and were calling globally for all countries to participate in exerting pressure on north korea. This is the way you make your voice heard. Is through action. Any failure to take action diminishes your vote for these resolutions of the past. It diminishes your vote for future resolutions, and it devalues your seat at this council. We must have full, complete compliant by all members of the council. I thank you.
