We are meeting today for a nomination hearing to consider david j. Glowy to be under the secretary of analysis for the u. S. Department of security and admiral david kousky. These are two incredibly important positions, particularly at this point in time with all the threats we face to our transportation of sect sector as well as across the globe and the threats to our homeland. So the secretary for intelligence and analysis, the department of Homeland Security is responsible for leading and also serves as the departments chief Intelligence Officer. In those roles of intelligence and analysis to develop a common operational understanding of threats to homeland. As departments chief Intelligence Officer the under secretary is also responsible for over seeing intelligence across dhs and collaborating with Intelligence Community partners. Multiple reviews by this committee, watchdog organizations and others have raised concerns about the quality and intelligence and the low morale and Human Resource challenges facing the office. The next under secretary has the opportunity to strengthen the intelligence program, and therefore help secretary kelly secure the nation. The dhs assistant secretary also known as the transportation security administrator is responsible interest the safety and security of the contres traption systems, ensuring the flee flow of people and commerce. And protecting hundreds of millions of travelers each and every year. It was created to aviation remains a target for foreign and domestic terrorists. To achieve its mission the tsa needs to continue to address its capabilities. The next direct has the opportunity to increase the tsa screening capabilities, improve work force morale. Im particularly happy to serve today given the strong qualification of the nominees today. We need individuals like you. We need our Homeland Security and intelligence agencies. You both have difficult jobs ahead of you. The offices you seek to lead are essential ones for the protection of our homeland. Tsa has the visible role of protecting air travel as well as the less wellknown job of securing ground, rail, and maritime security. Its charged with sharing intelligence for local, state, and tribal governments in addition to the challenges youll face in executing the mission for these organizations youre fatesed with significant challenge given the current morale in the work force. Both tsa and ina are seen as the worst places to work in the federal government. Tsa is doing only slightly better ranked at 303 out of 305. Strong leadership will be necessary to strengthen the work force at these offices and ensure these components are recruiting and maintaining. They enormously contribute to hiring and keeping the best personnel who are in turn working hard. With the threat to our Transportation System on the rise, tsa has a role in protecting our homeland. The president s proposed cuts to the tsa budget particularly when it comes to cuts, once confirmed i expect to make clear at the highest levels what you need to do your job. Mr. Glowway, i expect you to ensure the work force of your Office Remains apolitical. It is your office that has the data and the analytic tools to make sure that the policy decisions are sound. Im honored to have been tominated for this position by President Trump and honored to receive the support by all. Before we begin, id like to take a moment to recognize my family. With us today is the bedrock of my life, my 20 year partner and husband. Foremost in our mind are our two wonderful children, alexis and wyatt. Dhs faces a complex threat and environment and must work across the federal government and in concert with our state, local, tribal and territorial partners. As art of the community charged with sharing information with our state, local, and tribal and private sector partners, im determined to execute this mission. Ive over 24 years in Law Enforcement and intelligence experience. And if confirmed ill work to apply that knowledge ive acquired and the Lessons Learned to make ina information sharing, and delivery of unique analysis, operators and Decision Makers that enables to identify vulnerabilities, position resources and multiimately to mitt dpat threats. Meeting the many and varied dmsds of those customers is a challenge. I intend to focus inas political capacity on areas to add value. Areas like trade, cyber, marine and aviation security. After retiring from the coast guard he was Group President for the National Security group at ant solutions. Coast Guard Academy and holds two masters degrees. And vice admiral, i just have to say reading your Opening Statement which youll be presenting here, your expensive experience, i cant think of someone more qualified at this point in time to lead the agency. Crime honored to have been nominated by President Trump for this National Security position. And i like forward to working with the entire team at the department of Homeland Security. I thank them for their support for this important event in my professional life. Let me begin by recognizing the men and women of the transportation administration. Each and every works tirelessly to earn the trust and respect of the american people. Their work is critical to security of our aviation and Transportation Systems. And they have in my opinion done an outstanding job of protecting us from an ever present and dynamic threat. It would be my privilege to bring my leadership skills and experience directly to effort of securing our homeland. Tsa could not have accomplished this mission if not for the strong partnerships it has with state and local agencies, the airline industry, the Government Service industry, airport, owners and operators, and International Partners. Throughout my professional career ive seen firsthand the importance and enormous value of strong partnerships and relationships. This is the extended tsa team. And it would be me privilege to join them as well in the protection of security of the United States. I am forever grateful to my coast guard colleagues for their investment in my leadership and professional development. My career in the coast guard provided me with the background and experience that are very relevant for tsa administrator. I have experience in operational Risk Management and richg mitigation. And i have experience working with other federal, state, and local Law Enforcement agencies, industry kwsh and Interest Groups and International Partners and International Standard setting bodies. Following my coast guard service, joined a very successful service. I learned how government can be a better consumer of private sector and expertise support. Today we face a multitude of threats that are very persistent and ever evolving. Staying ahead of these threats and ensuring appropriate measures are in place to ensure Security Effectiveness will continue to be tsas most significant challenge. My over arching goal would be to lead tsa to an ever stronger position as an effective and efficient provider of security for our Transportation Systems, especially aviation with a strong and growing level of public confidence. I will articilate a clear vision for tsa to ensure all of our efforts contribute to the uhuhchievement. For as long as the president and secretary wish me to remain in this position. I think leadership continuity of tsa is very important. If confirmed i would be the 16th lead leader. Alexander hamilton issued these instructions in 1791. He said in part they will always keep in mind that their contreman are freeman and are such impatient. They will therefore refrain with the most guarded circumspection. I think this stage of guidance from one of our countrys Founding Fathers guides our security and operations today. Tsa is the face of the federal government to millions of air travelers every day. These travelers rightfully expect effective and efficient screening with minimal delay by the government officials who treat them with respect. I will work tirelessly with the tsa work force to ensure tsa meet the standard. In closing, i thank President Trump and secretary kelly for their confidence in my ability to lead tsa. And distinguished members of this committee, i thank you for our courtesy during this confirmation process and the opportunity to appear before you today. I look forward to answering your questions. No. Dune of anything personal or otherwise . Mr. Gloway . No. Again, i want to thank the Committee Members for showing up in attendance. And out of respect for your time, what ill do is hold off on my questions and turn it over to senator mccaskill. I will do the same since so many of my colleagues are here. I will be happy to defer and question at the end like you, mr. Chairman. Then itll be senator portman. Thank you. And weve all got crazy schedules, so i appreciate the way theyve conducted this committee. I appreciate the fact you both have expensive experience on the intelligence side, and in your case, admiral, that you had expensive experience on the security side. I was struck by one thing you said and that is theres been 13 people in your position in supervising the tsa operations in 16 years. And we have the over sight responsibility for this gargantuan agency that i think was necessary. In other words, we needed to have a better response after 9 11 from the federal government level. But we move people around a lot in this agency. And im concerned about the impact that has on morale, on readiness in terms of your responsibilities. Youre in a confirmation process here. I know youre not going to be able to say as much as maybe can tell us once confirmed, but can you just for a second talk about that . Are you concerned about the amount of churning, amount of changes in positions . I know sometimes in the federal government system its advantageous for individuals to change and what can we do to address that . Can you just talk about that for a second particularly as it relates to tsa . Yes, sir. One of the things that was important to me is that whatever i agreed to do in the future i did it not just for the very short period of time. Ask i committed to him and committed today at this hearing, that i will serve as long as im able to serve in that position. Senator mccaskill mentioned the morale issues with the work force. And i think thats one of my key focus issues if id be confirmed is place a lot of focus onto that issue. See if we cant raise Job Satisfaction and both will improve Security Effectiveness and security efficiency. So im committed to doing that. And im committed to spending a lot of time with the work force. But for the leaders that support that top leadership also have some level of continuity. And if confirmed, i will Pay Attention to that very carefully. Well, thank you. Again, i think a number would like to follow up with you on that if confirmed. Thanks for your service. One of my big concerns about your department and how it aucherates is how the centers are getting their infers. A constant concern i hear back home in ohio is sometimes information is not disseminated in an appropriate way. Not quickly enough or in a way thats helpful. Can you talk to us about that challenge and how you intend to deal with it . I know youve already been in an acting capacity but, one, are they working, and two, how can be better disseminate that question . Senator, thank you for the question. And if confirmed, look forward. I was fortunate enough to be on the Richmond Joint Terrorism Task force with the fbi. So i was intimately aware of Fusion Centers with state and local Law Enforcement and then watching it progress over essentially the next 13, 15 years or so. And the relationship with state and locals is coming from those organizations and working with them throughout my career is critical. Ive met with all the major chiefs, National Future association. And i hear the critical thing. Theyre absolutely necessary, but having the enterprise approach, disseminating intelligence from them and also receiving from them is critical. What i did get if confirmed to work with them in an integrated approach to come up with an enterprise that has some consistency and recognizing every Fusion Center is different. Its going to be critical how you want that enterprise approach. So i look forward to working on that. So Business Enterprise in your mind means consistency, reliability. What does it mean in terms of the level of detail that you can provide . One of the complaints i hear sometimes is that our Fusion Centers are not able to get that information they really find actionable. And theyre sometimes told after the fact. And weve been blessed not to have more terrorist attack. And had we had a better information flow from a federal level or Even International level and federal level and down to state and local level. So talk to us about that for a minute. How can the business approach youre advocating help get that information in the right hands . The tactsical intelligence thats needed by the Fusion Centers, so as threats are fluid and dynamic and changing to disseminate that intelligence and have an enterprise be starting at dhs,ish ina so its accurate, correct, and timely is the critical note squch ean emerging hybrid, infusing that intelligence so its appropriate. But getting it out quickly. So its got to be tacticals, so they can adjust resources, readjust personnel, readjust their posture in their communities. We have to improve tactical level enterprise timely intelligence down range. And thats going to be a change of our Business Model. The ina employees are incredibly dedicated. They want to do this. Again, once youre confirmed, and you will be and im not saying theres a cookie cutter approach. But i do think theres nor continuity with regard to the Fusion Centers. Disseminating information in a reliable way, consistent way, and ensuring we cant work these attacks on the homeland. Thank you, mr. Chairman. And i also want to thank you you and the Ranking Member for your courtesy. Thank you for stopping in. Yesterday we talked a little bit about partnerships with other Law Enforcement agencies that tsa utilizes. Could you briefly tack about how important those partnerships are . Briefly please. Yes, sir. And thank you for your time yesterday. Partnerships are absolutely critical to the success of tsa security mission. Theres no easier way to say it. Theyre absolutely critical. And i greatly appreciate the work that state and local Law Enforcement agencies, public and private agencies have provided with tsa. 1 of the things if im confirmed and i get the opportunity to travel out to the work force, which i will make as a high property the next couple of months and throughout my tenure is meet with local and state partners. Okay, as the budget applies, the Law Enforcement officer Reimbursement Program, leo, program was zeroed out in the president s budget. That money is used to basically help Law Enforcement support your mission. Do you know if theres any other grants out there that could replace the leo grants, or is that the only game in town when it comes to supporting local Law Enforcement . Senator, i dont know if thats the only game in town, but if confirmed i will take a very close look at that and get back but you agree its critical those partnerships are there and i can tell you that local government, really State Government downtown have the local rurss to be able to add value to your operation. Yes, sir, those partnerships are critically important. You said you wanted to increase Job Satisfaction and reduce attrition. How much do you think that the pay for your front line folks has to do with keeping them on the job . Sir, i think its certainly a factor. To say otherwise, i think, would be silly. I have not spent enough time with the tsa work force. My only time with the tsa work force has been really as a passenger going through the screening line. I pledge if confirmed to spend a great amount of time early onto really understand what the issues are. For me, just from what ive read, some of the issues pertain to leadership at all levels of administration. Recognizing good performance when good performance is performed, providing the work force adequate training. And for those that see a career in tsa, providing them the counseling and support but make their expectations realistic. I would just say leadership is critically important. And you know that coming from your previous job. But i would also hope that as you look at the turn over of your front line folks, that you take loua look at where theyre moving to if pay a toejs problem. If were in a mode of continually retraining folks in the front lines, thats not healthy if the organization. And i dont think thats healthy for security either, by the way. What is your perception on that . Sir, i agree. And one of the things that concerns me pertaining to the Job Satisfaction votes, is turn over is very high. What id like to do if confirmed is look at the attrition rates and really get a handle on that. I think its good. And i think the reassignment, too, is critically important. Were starting to see that in agencies if they come out with a decision that they dont like or the white house in particular, they get reassigned. And you want people that are able to make decisions and support them in that decision. So thank you on that. As far as cyber crime and cyberexperience is concerned, which country do you see as our biggest adversary. Senator, thank you for the question. Clearly the Intelligence Community report on the rgsa what i would say in this setting that did illuminate a vulnerability from active foreign intelligence organizations that are on the homeland. And russia is not the only game in town is what i would say. And we in the intelligence and Law Enforcement and Intelligence Community are going to have to work on those. And if confirmed ill work on that. I appreciate that. Im not saying russia is the only game in town. Weve got to deal with these issues because theyre real. But the president tweeted outon sunday that he and the russian president putin had discussed forming an impan trbl Cyber Security unit so that russian hacking and many other things would be guarded and safe. Ill just give you my opinion, want to talk about epitome of the fox guarding the hen house, this is it. What do you seek as the head of the dhs office when it relates to russia and cybersecurity. Go ahead. Senator, if confirmed, i look forward to aggressively working with our intelligence, our Law Enforcement, our private sector partners to glean the intelligence and our vulnerabilities on our Critical Infrastructure especially in the cyber arena. The electoral system is one, but there are others that are vulnerable as well. Especially with the private sector,en my predecessor under secretary taylor had worked for the ge, and hes vocalized his concerns about the private sector. So i look at if confirmed to really focus on that, and what our pousture currently is and whether we have some business processes and Tactical Response responses to improve our posture in the United States. One of the questions is what youre each going to do to break down silos between the federal partners . I appreciate you guys. I fully intend to vote for your confirmation. I think youre two kwoilt candidates. Thank you very much. Senator, langford. Thank you, mr. Chairman. I want to pick up on the silo issue. Youve been in Law Enforcement for a long time, mr. Gloway. That is especially true when we deal with intelligence operations. Most of our intelligence operations are forward facing, being able to figure out what happens and whats coming out, we have a big responsibility trying to see what are threats are coming at us, but theres also over lap. Help us understand that portion of that. Where do you think you can add value first, and where do you think there might be dupeication we can help with . We want to help with both of those. Senator, thank you for the question. And thank you for meeting with me regarding the nomination. The dhs enterprise is very uniquely posed, i think, in the laufrmt and Intelligence Community space, in the marine, the trade, the travel and the Border Security environment. No one else, i would argue, has that type of infrastructure to collect intelligence, to identify threats from that arena. So thats where i see in conversations with numerous staff and committee pebs thats a unique posture by dhs, we could enhance value. I think theres room for improvement in the terrorism arena. There is a lot of organizations that report on International Terrorism and the effects on the homeland including the dhi and nsa cooperation. Maybe we will partner and move our resource in a little bit other areas where theres not as much coverage. I would say we would be very good to help you with that as well. We have a lot of threats. We need to be able to focus our dollars on the areas we need to be able to deal with those threats. If were duplicating dollars, that means were not doing Something Else, and were missing. You also focus on your testimony on Transnational Criminal Organizations. Obviously there are multiple inties that are dealing with that part of it as well. Where do you see your unique section dealing with Transnational Criminal Organizations . Senator, thank you for that question. And im very passionate about transnational organized crime as well as the secretary has spoken about it. The threats that are on the homeland from Transnational Criminal Organizations by its nature starts in a foreign space. The overwhelming amount of narcotics flowing into the United States from mexico and synthetic narg synthetic narcotics from china are devastating us. The deaths are compiling. I view the dhs enterprise as the last line of defense at the borders, repelling these threats coming inbound, but also pushing these threats out. How do we create an intelligence enterprise and partnership with foreign countries, with the embassies in identifying these threats, empowering intelligence organizations to mitigate those threats . Because its quite apparent they are infiltratesing with the narcotics. Others are cyber as well, the dark web. Again, senator, if confirmed it would be a great opportunity to work with the community on those threats, have a longer discussion if were postured correctly and some adjustments that could help wage our consolidated. Welcome the conversation. This is essential for us as were working through this. So well see each other often. You have a tough job. You have a lot of folks who are scattered all over the nation. They deal with angry travelers every day. They deal with folks sick of standing in liep. And theyre all free people and they want to be treated with respect. I will tell you if youre traveling after confirmation post confirmation we welcome you to oklahoma. Theres a great team of folks there that work for tsa, that their head is up and engaging with people in a friendly way and have done it exceptionally profession. I would love to say i see that in every airport. I dont. In the airports ive had the opportunity to travel in, i will occasionally see folks in tsa, just the whole organization, head down, everything slow, just whole different attitude. So as youre dealing with that place to place, you have different responsibilities. Im sure you have seen testing as well of people helping with tsa to evaluate weaknesses. That is something our team is continue to track. My specific question for you is how do we deal with the acquisition issues at tsa, because we be at times done multimillion dollar acquisitions we decide that was a bad idea and youre coming back to the table to start again. Thank you for your comments on the tsa work force and for your invitation to travel to oklahoma. I really appreciate doing that, and will place that as a priority if confirmed. With acquisition, i think that is also one of my highest prierpts. The three of us have worked together before, and from my perspective i would really like to see Greater Technology insertion in what we do in tsa and getting that Technology Insertion to the work force faster. And i think that, too, from the work force will help them do their jobs from a morale perspective. And seeing the agency be responsive to what they, im sure, have articulated as a need and putting it out in the field and getting it in place. Tsa has an Innovation Task force. I led the Innovation Task force for the coast guard when i was a commandant. When we determine what a threat is, we cant wait four year years. Senator harris. Thank you. Mr. Gloway, thank you. Im sorry i dont get to see your children again. They were a great addition when you came to see myself and the Intelligence Committee before. I would appreciate if we can kmt those answers to the written, in our record. But i appreciate you asserting that it is, quote, it is never i also appreciate your assurance when you wrote you would resist any attempts by the white house or anyone else to politicize dhss intelligence analysis. On the different point, recently the Supreme Court partially lifted the stay on the implementation on the muslim ban. However, the court said individuals with the bona fide connection with the United States could not be subject to the ban and must be subjected entering the United States. On implementing this, the dhs defined which families and excluded grandparents, aunts and uncles from that definition of close family. So my question for you is there a rationale for excluding grandparents, aunts, and uncle uzfrom the definition of close relationship . Senator, thank you for the kind words and thank you for the questions. I am not aware of the rationale that went behind that, so id have to take that back for the record on that. So im not aware of the criteria that was used for that policy decision. Thank you, i appreciate you looking at it. And id like you to also consider that even in our country that definition of what a family is has change as wave moved around. Aunts and uncles in many cultures including our own grandparents are also equal to parent. Thank you, i appreciate that. Mr. Pukousky, is that correct . As you probably know one tsa officer was killed and three others were wounded. Snafgt, i wept there right after and it was a tragedy as you can imagine, for all of us. So in regards to that march 2014 report, in contrast the president s current budget proposes eliminating the Law Enforcement officer Reimbursement Program which helps local Law Enforcement keep airports safe. What is your perspective on that recommendation as it remts to the budget . Senator, i have not involved in the build of the fiscal 2018 budget. I would reiterate that i think the partnership with state and local Law Enforcement is absolutely critical to tsas mission. And the incident in los angeles on march 2014, really illustrated the risk that tsa officers and state and local officers face every day. So that would be a very high prierpt for me, and i will take a close look at that. I appreciate it. And that tragedy highlighted also the courage that tsa officers display every day and the work they do. And their readiness to actually stand in the face of fire and protect civilians. Another recommendation made in that 2014 report following the lax shooting was to, quote, extend theredeployment of teams. That had been temporarily regloireglo redeployed in the aftermath but budget reduces number of teams from 31 to 8. Are you familiar with that . Yes. And could you tell me if you support that and why . Ive worked with viper teams in the past and found them a deterrent. Strong supporter of the teams. Will you confirm that you will work to improve that recommendation and not reduce that number . I will commit to look carefully at rationale for that number and commitment of the viper teams. I dont want the folks to feel under appreciated because the work they perform is critical for our security. I will reinforce that with him. And like to talk about tca wait times, something we all appreciate that folks its frustrating for folks who are trying to travel for a variety of reasons, business, family relationships. Dhs recently announced new screening rules which require additional screening for safety reasons. And theres no doubt that security of our travelers is the highest priority. But we can also expect that these new rules will add to wait times or not . Senator, i would think they might slightly add to wait times but wait time from what i understand is something carefully watched by tca across the entire enterprise and in my view tca did a superb job last summer redeploying assets from one airport to another based on expected throughput. And also mention important to encourage more travelers go into the trusted Traveler Programs. Decreases wait times and improves effectiveness and efficiency. One thing i will do is see if we can get more involved in the programs. I have two of the largest airports in the country, sfo and l. A. X. And continues to be a concern for the travelers. I hope senator langford wasnt think of one of them recalling frustrations around the country. But i appreciate nachthat. You have innovative ideas. I have nothing else. Thank you mr. Chair and Ranking Member. Good morning to you both. Thank you for being here. Wanted to start with a question for you mr. Galloway. Dhs created in part to ensure all Homeland Security Administration Parts of the government were under one roof and attempted to have intelligence more effectively shared between the agencies. Dhs office was empowered to facilitate the intelligence sharing however undersecretaries come before you have encountered resistance from dhs componenting with intelligence sharing within the broader dhs. As former head of the intelligence office, you had a front row seat of this. What steps will you take to ensure that dhs components are fully sharing intelligence with the dhs office of intelligence and analysis. Thank you for the question and meeting with me prior to testimony today. I am uniquely postured to answer that question. I did lead the largest component in dhs intelligence enterprise. Couple of things that my predecessor if confirmed would add, undersecretary taylor had approach that brought in operational components, intelligence apparatus in clb rattive environment. Going to be a Business Model of integration. When i was with customs and immigration i had a model similar to what i learned under the fbi and jim clapper. Its similar model. Not creating what is new but tweaking what works for other organizations. Going to be a big machine and heavy lift and look forward to partnering with the committee if confirmed on helping to do that as partnership. Thank you very much. And vice admiral, wanted to touch with you a little bit on an issue that i know others have asked questions about already today, about the morale in both of the agencies that you are nominated to lead. Wanted to follow up with you vice admiral because of the questions that the tca morale issue begs is way theyre treated compared to other federal employees. Would you consider making tca employees fullfledged Public Employees with all the benefits of other employees . I would like to get a feel myself for the issues that the work force faces. As i said in Opening Statement and in our Office Meeting several weeks ago. I intend to spend great teefl time to understanding this issue. I think its critical. And open to looking at any way to address it. I think can be addressed with leadership at all the levels of the organization. Some airports have operational efficiencies better than others. Something to look into. Hampering jobs, constraints, technology, Something Else . Thats something i want to Pay Attention and get to the root of. Being at bottom of Employee Satisfaction is not where i want to be and from coast guard experience, were used to being at other end. Thank you for that answer but ask you to talk about tca employees being uniquely positioned as noncivil servants, relating to the morale issues. If you would commit to talking with them about that and considering. It would be helpful. I commit to that. I want to understand that issue better than i do too. And one last question for you mr. Glawe. As office in charge of analyzing the threat to homeland, analysis plays a big rule in understanding recruitment to leverage attacks within the United States. Given experience as local officer, fbi agent and intelligence official, what is best way of u. S. Government to prevent recruitment of young people by these groups . Thank you for the question. Ive thought about that problem or that threat for years and in discussion with partnerships in the Intelligence Community and Law Enforcement. At the very tip of the answer would be integrated approach. With Law Enforcement, private sector, communities at lowest common denominator i was a Community Police officer when i started in houston 25 years ago. Communication with the communities at risk and developing partnerships. Not going to be solved by Intelligence Community, Law Enforcement, private sector or communities alone but a partnership. Ive seen success at identifying violent acts or activity in communities as communitybased approve. We have a challenge with the online callivate. But its a consolidated approach and communities in partnership with local leadership. Seen success with the somali communities. Follow up quickly. Heard testimony from the former director of the National Terrorism center who spoke about the need for the u. S. Government to embrace what i think youre describing, engagement strategy with communities. I know im out of time but would like you to think about maybe we could follow up what officers could be in that effort. Senator carper. Thanks for years of serious and willingness to serve more. Have you had the opportunity to talk about general taylor and looking at initiatives that he launched successfully to completion and others maybe not completed or fully implemented . What are things started under his watch you think should be continued or improved upon . Met with all the prior lot of taylors. How did you slip in . So secretary undersecretary, general taylor, had a couple of tremendous programs i hope to continue with. He had integrated intelligence, surveillance and Reconnaissance Program with dhs, u. S. Border protection, coast guard aspects on the air and Marine Environment to align services so not duplicating. And how Law Enforcement data is acquired and integrated among the dhs and shared with u. S. Community and private sector partners. General taylor did a tremendous job and i hope to continue with that. Also functional Mission Managers assigned to threat environments. Trade and travel space, improvements with Mission Managers involving that. General taylor was heading in the right path and look forward to continue down those paths to the things he started. I was delighted to get to know admiral neffinger in his time as administrator of tca, i was disappointed he didnt continue under this administration as leadership role. Hope he will have the opportunity again. I suspect you know him pretty well. Yes, sir. And that your time in the coast guard overlapped, probably know him a long time. I was impressed with his leadership that he provided at tca. I would say that leaderships most important ingredient and success of any organization ive seen or been part of. Including tca. I go through Airport Security and thank the folks at tca for the work they do and encourage others to do the same. I think they have a very difficult job and need our thanks, especially when they do it well. I would like you to answer, as i asked david, looking at what the admiral was attempting with tca administrative the last year or two that you think was especially promising, bearing fruit. We talked a fair amount about morale and lot has been done in that regard, i dont know if you need to reinvent the wheel but what things do you want to carry on, improve upon or things you would like to do. I know peter very well. Served for many years together in the coast guard and had many of the same positions. I he and i have talked extensively since i was nominated by the president to succeed him. He shared with me blueprint for tca. And think he set skalktly right foundation for tca and view my job to build on a lot of things he had done. Placed emphasis on the work force, including establishing tca academy. New employees came in, week or two at glenko, georgia to be assimilated into the organization ive been there and seen the work done. Thank you. I think its been successful and initiated training for the work forces in home airports. Starting Innovation Task force that i will continue and expand. I think on the right track. Organizational changes to tca which are important to reduce control and increase accountability and expand oversights in the agency which had not been done before and allowed tca to move resources around to respond to predicted wait times around the country. Rest assured, peter and i will have a ongoing dloichlgt were great friends and i have Great Respect for him. Couple of weeks ago my wife and i flew in and out of ohare and i recall a year ago the place was bedlam. And admiral neffinger determined what caused that. Should they have seen the tidal wave coming and answer was yes and what to do about it, change out leadership and he did over a period of couple months, changed it right away. And i am very i was very impressed at the time about how important leadership is. And he provided great leadership and made sure that folks at ohare did it pretty much like that. Want you to talk to us a little bit about the partnership between federal government and airlines with respect to the work that tca does. Hand in glove operation. Particularly talk about technology and how were maybe change the way the experience that we have when we go through checkins at airports using technology. To be able to get through quickly in secure way. Partnership with the airlines is critical. If confirmed and get out into the field as i intend, make it a priority to visit the Airline Headquarters around the country. Choose those airports initially so i get that opportunity. I think the partnerships are critical to their success and tcas and to the passenger safety and security. Airlines have helped a lot with Technology Insertion around the country. There are screening lines where you can put down the checked bag, several at the same time. That fixes a known process problem in the security checkpoints. Additionally airlines very supportive of putting Better Technology into check baggage so they can do with more confidence and quicker. Those are things i look forward to continuing. Many of those were things that peter had started with his relationship with the airlines. Look forward to robust relationship with them and strong partnership. Good for you. Admiral pekoske, with regard to security in general and philosophy at our airports, for about a decade after 9 11, the Bush Administration opposed a frequent Traveler Program and thought everybody would be treated the same. I thought a mistake because spend more time where theres more risk and cant possibly give all scrutiny to all the passengers. I like your approach. Frequent flier programs and such. I think theres also a question of how much resources we spend on the random screening at airport and how much looking at risk of people before they get to the airport. What is your opinion on whether spending enough before get to airport versus when they get there and mix and whether we need changes. Thanks for the question and your time yesterday. What fr what i understand as passenger not briefedly tca on the classified portions of those reviews but something i would pay a lot of attention to if confirmed. I said earlier today, putting more people in the trusted Traveler Programs is important. Improves the experience and makes screening more effective. It allows the Airline Traffic increasing about 4 per year. To the extent become more efficient but not suffer a loss in security. Are you aware of the programs for veterans that are amputee . Not very much. Im a little bit. I think it may recall calling in advance. We have a lot of veterans that are amputees. I would like you to specifically look at this program. Should be Pretty Simple way. If you can present a medical i. D. , dont have to take prothesis off. Having my friend take that off is labor for him and less likely to want to fly basically. I agree and think its not right. Ill look at it. Mr. Glawe. One of the things that really bothered a lot of us that care about privacy is now citizens detained at border and not entering into their country without a password to their phone. Im a believer you accuse somebody of something, you get a warrant from judge and theres a process. Do you think our current process is consistent with the due process clause of the constitution, demanding their password and denying them entry to their country . Senator, the thank you for the question. And policy decision on the border search has not fallen under any of my prior capacities. With that said in 25 years of Law Enforcement, constitution is bedrock of everything ive done. 1st and 4th amendment specifically. And people being secure in privacy is utmost and i will continue if confirmed as intelligence head for dhs. And would adhere to policies and procedures and precedents set. There is a significant portion of the country concerned about it. We have a bipartisan bill saying get a warrant. Not against going after threats or looking at phone but you have to ask a judge first. People already talking about cant take phone abroad because cant be allowed back into the country without searching it. Theres more extensive documents on the phone than anybody had in papers in the house during the revolution. Cant willy nilly say you cant come back in. Also not telling you whether downloading contacts, searhisto and internet browsing. I brought it up with general kelly and i dont think he shared the same concern. But theres a significant amount of the public not happy about the idea you can come back i think if youre not lily white and look like a standard version of what you think is american youll have phone searched. Kind of what its looking like now. If you have a risk negotiated and ask a judge, by all means but i dont think should be stopping people coming back into the country and demanding to look at everything on their phone. Thanks. Thank you. Think you mr. Pekoske because you indicate you would respond to reasonable request from members of congress regardless of party. Mr. Glawe, you didnt receive the questionnaire and couldnt answer that question before. Would you also agree to respond to any reasonable request from any senator of any party . Absolutely. Thank you. Whistleblowers and retaliation, think thats part of the problem youll have to confront. There was information sent to employees in tcas office of security capabilities. They were told recently any and all documents related to oig or gao request must be cleared by tca leadership before sent to investigators. I want to give credit to the acting administrator because once he realized this had gone out immediately corrected that and sent out guidance that concurred with the igs recommendation they should not do that. Someone at tca thought it was appropriate to tell employees that any information given to ig or gao had to be cleared. Then once the acting person realized this they corrected it. But i want to get to that person who issued that guidance in the first place. Reason i want to challenge you to find out who that was and take action is because of the issue i discovered on whistleblower retaliation. Last year i asked former administrator how many senior executors of tca had been found guilty of retaliation by he responded in last five years neither osc or any u. S. Court has made a finding of such with respect to any seniors at tca. I was surprised because i knew obtained corrective action for seven employees in 2015 alone. And there had been 20 tca whistleblower claims in last five years. Didnt match up. I was told by administrator and what we knew to be the reality. And what we believe happened it these cases got settled and managers retaliating against subordinates received no discipline. No action taken against them. No record they had been disciplined for whistleblower retaliation even though the cases had been settled under that rubric. I think thats part of the problem here. What i think everybody that works there knows, they can retaliate against you and nothing is going to happen to them. So i would like you to commit to looking at this issue. Fact that somebody at tca sent out that email you cant give anything to the ig or gao without telling the boss is exhibit a that culture is one of the reasons the people that work there have no confidence in the leadership. Senator, thank you. I will make that commitment to you. Whistleblower issue is one that concerns me greatly in tca. I havent been briefed on this in detail but seems like the complaints are out of range and requires a senior level look at issue. Retaliating against whistleblowers is against the you law, cant be done and anybody that does that needs to be held accountable. Creates absolutely toxic environment in the work force and one of the things i think is key role of the administrator coming in, to try and fix that. Get at it. I will do as you suggest. Yeah. Especially when no one is publicly disciplined. That i know based on your background. If military or coast guard operated that way, you talk about morale issues. There is a sense that if you screw up, somethings going to happen. And it doesnt appear to me at tca that has been the case. I really hope you will. Well follow up with you after your confirmed to work on this specific issue because i think its really important. And what i will further commit to you is one of the first meetings i have is with osc and ig to understand from their perspective what the issues are. Want to have Good Relationship with them. They perform a very valuable function for the agency. I appreciate a third party look at things that have been going on. Well the people who as former auditor, people who respond to audit looksee with thank you, this is good, we can do better, end up at much better place than those who circle wagons and tell employees not to tell anybody anything negative. Just doesnt work out. Going to ask about the viper programs but you already addressed that. But you mentioned russian interference. Based on what you know, do you have confidence the russians are going to continue to interfere in elections next year and 2020 . Thank you for the question. The Russian Intelligence Services are aggressive. And not going into classified response, i would anticipate, being intelligence official for years, looking at statesponsored or foreign Intelligence Forces theyll ge active and aggressive Intelligence Service for some time and we need to be postured as intelligence enterprise to address not just russia but others. As senator tester brought up, theres many foreign intelligence organizations that are risk to the United States and we need to be postured to address all of them and identify them before they become a substantial issue. I guess based on your experience in the Intelligence Community, would you be comfortable partnering with russia and giving them access to intelligence capabilities or task force would you consider them a viable partner in terms of letting them into our systems to somehow Work Together in a task force against cybersecurity . Would you consider that a valuable idea . Thank you for the question. My understanding that was recently discussed at Senior Executive level. What i would say about partnerships with intelligence organizations, foreign intelligence organizations, would have to have significant oversight and checks and balances to whatever agreements and partnerships we have. Maybe have common goals with terrorist organizations and things of that nature but would have to be a strict and regimented type of infrastructure built around any partnership with an intelligence zblorgs head scratcher to me. Just voted 982 to put more sanctions on russia and then somehow might be good idea to partner up . Very confusing to me. Tha just say this. Thank you mr. Chairman for your indulgence. As somebody who travels a lot. I call southwest my school bus, coming back and forth to washington every week. Im in airports a lot and have seen a dramatic improvement in the tca personnel and their professionalism and processes. And i think they have a really difficult job. And its always going to be easy to call out a bad situation. There are bad situations going to happen every day. We have a lot of people flying and people get frustrated and angry and nobody likes to wait in a line. Think overall if i compare and contrast what i was going through six or seven years ago versus now, there has been dramatic improvements and i dont think we pause often enough to thank the men and women of tca for the very difficult job theyre doing under very difficult circumstances. Just wanted to end my time at your confirmation hearing, you can carry that with you. People that appreciate good work theyre doing. I do think precheck lines are getting too long because usually its quicker to go in regular line than precheck. Thats something youll have to deal with but all in all very few bad experiences and lot of professionalism going on. Ill pass that along. It mirrors my experience as well. And one of the very important things with respect to the work force. Good things happen every day and we dont hear about them. Leadership at airports needs to highlight the good performance. Thank you very much. Senatjust pick up on my experience. Millions of on its of plastic going by workers could be monotonous. But it was material for medical devices. Couldnt have defects. Similar with tca. Can be monotonous. And big difference this is where i appreciate the tremendous improvement. Impressed with the reaction last summer. Flexible deployment. Within the military never served in the military, espree de corp. , they understand what theyre doing. Something that the admiral and yourself can continue to bring to the organization. Esprit de corp. , to the members, whatever their position, they can save lives. Mission is so critical. Ive not been to the tca academy. Would love to accompany you down there. I think its a good starting point. We have to be looking at Continuous Improvement to instill in every member of the tca. Shift them more and more into overall culture weve instilled in the finest among us, in the military, would be a step in right direction. Innovation, how do you implement it . I make a suggestion, pilot programs, there are differences between airports. Could be differences in the labor pool. Leadership makes a big difference. But i think metrics, measuring, incentivizing, empowering management. Then highlighting best practices. Can you speak to those concepts . First thanks for your comments on the work force. Greatly appreciate them. Similar to the nasa example. Every person who worked there put man on the man. Every tca employee contributes to the safety of the american public. Almost 800 Million People per year travel by year. Not even mentioning the work with the owners and operators of the systems. With respect to innovation, i look at it two ways. First is technological innovation, inserting technology rapidly. Prototyping is key to that but when you have successful prototype you have to get it implemented. Programs start off strong but work force doesnt see what they contribute to finding way into the field, that program wanes a little bit. Cycle time and taking a little bit of risk with respect to acquisition is important to get that deployed. Im really talking about work force innovation, how you schedule shifts and relieve people. How long are they on the screens . How do you move people around . I think from my standpoint its even more critical. That would be the second. Process innovation. When you work a process day in and day out, five to seven days a week, you know where it can be improved. I will put a process in place where the work force can put those recommendations up online. In the coast guard we had a virtual innovation forum. If you had a good idea, mostly from more junior members doing the job day in and day out, post on website, put your name to it and others could make comments on it. Crowdsourced the ideas. Took the best with a lot of positive votes and implemented them rapidly. And i think cycle time is important from time someone comes up with good idea and see its implemented. Can be be two or three years. You compare military, not zero tolerance but people held accountable in the military. So important. One of the reasons you have the result. In civilian federal work force, not that level of accountable. Its shocking level of retaliation. Even with laws in the books for 100 years and offense of special counsel and yet retaliation occurs unbelievably often. I think its got to be a top priority. I agree. Weve got to root it out. Can be no tolerance for it whatsoever. That alone will improve morality. If you allow bad apples to infect the organization, thats exactly what ends up happening. Mr. Glawe, we had a hearing about a month or two ago an Transnational Criminal Organizations. Focused on ms 14, with your background, priorities on the Homeland Security side of this committee, protecting Critical Infrastructure, combatting islamic terrorists and other violent actors. Its become so apparent that primary root cause for unsecure border is insatiable demand for drugs. Led to the creation of the drug cartels. As i traveled around wisconsin on a National Security tour talking to local, state, federal Law Enforcement. Biggest problem . Drugs. Speak a little bit about that as your priority in terms of getting intelligence and analyzing that to attack it effectively. Thank you for the question and meeting with me too. Im extremely passionate about it. I would argue that im sure our friends and family, everyone has been impacted by narcotics or Substance Abuse addition. Threats are emanating in foreign space. We have issues with demand mirror how its addressed but empowering state and local partners and using centers to identify the threat vekters of how the cartels are moving into the communities. Using dark web and encrypted organizations. Theyve been sophisticated. Fortune 500 organizations with nexus to move people and resources worldwide. Department of defense and Law Enforcement in Community Approach will be critical. Look forward to working with committee if there are stovepipes or policies or legal impediments to drive through because its epidemic problem in the United States. Thanks for raising it. Cartels are brilliant sophisticated adversaries and will take a network to face them. Youve seen one Fusion Center youve seen one Fusion Center. Depends on personnel and leadership. How can you bring things to the table, cant think of better niche for you to operate. Transnational organizations, drug organizations, gangs. Just a scourge on our society. Last one for you vice admiral. Im a huge supporter of k9 units. I think youll find bipartisan support in congress for increasing number of units we have. Dont come cheap but weve held hearings on this. No technology can beat the nose of a dog. And new emerging threats with explosives in smaller devices, i think its critical. Want to work with you to do everything we can to find the resources. Just looking for a commitment to k9 units. Im also a huge fan of k9 units. Experience working with them in coast guard background. Superb at detecting and deterring behavior. You have my commitment to look at that. I think its one of the ways to improve the effectiveness of the security. One of the things i like about the committee is they attend, ask questions, we kind of let colleagues ask questions, ive run out of them.
