Jon hes got broad plans but i think hes discovering that its very hard to work with a congress with all of these people with conflicting interests, its much different than running a corporation when youre sitting at the top and you can say get this done and everybody beneath you needs to get it done. He has to get all the competing interests in congress to work with him and has not. He has done one thing with congress, the republicans we wanted to use the Congressional Review Act to undo a lot of the rules from the Obama Administration. The house and the senate have passed and the president has signed 12 of these things. Dagen right. Thats an actual case he can make. Maria as many of the companies that we talked about who have created jobs or announced that they will put factories in the u. S. , i think hes had much of the victory in the first 100 days in foreign polls yi. I think he has come out strong in terms of messages to north korea, syria and russia. Holdup has been weve given up on trying to get this bill repealed basically but we weve been demanding at least lets repeal some of the provisions that we know will bring down rates within two years and so thats i think we are going to get there, but i think in another few weeks you will be talking about a great, maybe a month, but you would be talk about another great victory with regard to taxes. Maria, all of you in the panel, you know the United States has the largest tariff in the industrialized world on goods that we produce. Nobody is crazy enough to have a tariff like we do otherwise known as the Corporate Tax. Maria right. The president called me last week and hes a hoot to talk to, but we are in 100 agreement it need to be 15 if its not lower, 15 , you will see jobs returning and all these people that have been saying that, gee, weve evolved into a service economy, look, if you cant manufacturer what you need in a time of war, you wont stay a National International power after the next war. Maria how do you pay for it . [laughter] maria youre laughing because we shouldnt have the conversation about revenue neutral. We ought to forget about a score, phil graham said, if you ask the Congressional Budget Office how much federal revenue you would bring in with 200 income tax, they say youll bring in twice as much as everybody earns. The fact is when theres a major tax decrease, you have raises in the federal revenue. Maria right. I understand what i guess what im getting to the border wall and this conversation. Right. Maria raising revenue somewhere at the border, today the news of the day is the Trump Administration moving to impose 20 tariff on lumber from canada. Connect the dots, is that where you are looking to perhaps raise revenue during the trade part of the Economic Policy and maybe just forget about a border tax or import tax or reciprocal tax, whatever you want to call it in the tax reform package . I think youve put the finger on the big holdup on the tax bill and that would be the border adjustment. Theres a lot of conflict back and forth. We are all hearing from people back home adjustment tax socalled. Thats going to be problematic, but i the wall is going to get built. I really dont doubt that and, you know, its kind of like the bible says, youll ask god for wisdom, when, mexico is going to pay for the wall, he didnt say exactly when. Thats going to happen. Maria i like that, ask god for wisdom. Thats very good. I still dont have it. I know i will some day. Maria we are trying to connect the dots, dagen. On the border wall what youre seeing from the administration a realization that theres so much flexibility in where some money is spent. I mean, obama took money all over the place and found a great deal of flexibility. I think youre going to see that here and built with some money thats been appropriated and others that will be coming, that gives him the flexibility he could get it over. Dagen theres no flexibility when it comes to the rules governing reconciliation in congress. Right. Dagen any changes made to the tax code, just focusing on Corporate Tax cuts, they cant add to the deficit beyond the decade, so youre potentially you laugh when we ask about how youre going to pay for it thats right. Dagen youre looking at having sunset tax cuts and they lose effectiveness as Jon Hilsenrath pointed out last hour, they lose their effectiveness in a Company Think that is the tax cut is going away in ten years. Thats right, we dont need them to go away. We need them there and we need them permanently but cbo couldnt find the rear end with both hands. These guys have been wrong about 400 plus margin of error on obamacare and the guys shouldnt be counted on. We need to start having competitive scoring and then cbo would not have any role because they are so far out of what actually happens in the real world. Jon congressman, to come thank what dagen is saying, the rules are the rules, you to rely on the projections from the joint committee on taxation. How are you going to get it done . [laughter] well, i thinkle if we i think if we look at the real numbers historically, its just tragic. Of course, the thing that you would like to see us do, get rid of cbo and the joint Tax Commission and use history as the best indicater of where we are going. Its just insane that we have to be locked in to these ridiculous rules that dont take into account when you have a major tax decrease, you have a major raise in revenue. And instead, we are trying explain how we are going to make up for revenue thats actually increased in reality. I think thats absurd. Im all for putting a provision in there that just suspends that rule so we can see what the federal revenue actually getting increased. Maria congressman, thank you so much. Maria yeah, this was something that we knew president obama actually had been pushing this forward. What do you think changed the Trump Administrations mind in terms of pursuing this and why do you think this is so bureaucratic . Well, everyone felt the rule was really misguided. The intent, of course, everyone endorses, you want to have good advice for people that are investing. It would take a lot of the small investors and actually preclude them from getting advice at all and closing small accounts because of costs of running them. The Trump Administration said we want to delay this and think about it and write a rule that makes sense. Unfortunately the folks at left by the Obama Administration delayed the rules that has to go in effect in 60 days, they didnt get a time to do a new study and sensible rule n. The end a victory of bureaucracy over the new administration. Maria when you look at what the president has done so far in terms of executive orderers and you take a look at the Business Done this week, characterize where we are. The administration has said many times we will not see a Government Shutdown, how do you see them getting there this week and do you think we will see a big tax plan announcement tomorrow that will be reformed . I think the Government Shutdown, theres no interest in shutting the government down not by the administration or republicans, i think they reach a deal. They reach a deal that reflect the president s priorities, enhanced Border Security if not funding if for border wall. Additional defense spending and they turn to fiscal 2018 which is in and of itself going to be a big lift. On the tax front, i think this discussion is 15 rate is quite interesting. We know that the rate is too high, 35 is way out of align of competitors, getting to 15 or 20 would be a sensible thing but i think the devil really will be in the details. This probably cant be permanent both because some future administration could just turn around and raise it back up, or worst, in reconciliation, special introductions need today get through the senate, you cant create deficits so they wont be able to keep this for very long. Indeed, some talk that you couldnt keep it down for more than two years, you to ask yourself to do all of this and get a twoyear reduction in in corporate rate . Doug, youre former read of the cbo, can you give us a preview of Donald Trumps coming encounter with the cbo over this tax plan, obviously republicans had a lot of trouble with the cbo about obamacare, whats going to happen with them this time . Well, the key here will actually be the joint committee on taxation, they score all tax bills. Theyre going to take a look at this plan and i think the key question will be is it revenue neutral, all the indications are that it will not be, if not, it cant get through the senate and be permanent. Itll have to be sunsetted at some point. There will be a big fight as to how long they will keep rates in place. As i mentioned, a surprising result is it appears they cut corporate rate two years in reconciliation. You go to year three, you cant get the protection. You need eight democrats to get a 15 rate permanently. Thats a real hiccup in the administration. Maria it really is. Jon a tax cut will produce a 3 growth or more, because that they will pay for themselves and be revenue neutral. Can we get a 3 growth out of tax cuts . I dont think, if its just a rate cut, i dont think you get there. You dont get a full percentage and it certainly doesnt pay for itself and the joint committee is not going to say it pays for itself. To me, the litmus test for genuine tax return we have the same problem with headquarters going abroad, same problem with a preference reform production over domestic production. You havent solved the structural problems. I understand theres lots of piece that is people have individual contention with whether its interest deductible or at the border, incentivize firms to invest in america, grow in america, thats really what we need. Maria whats the most important structural change that you want to see in the tax reform bill . I think moving to a territorial system, taxing firms on the basis of what they eastern in the u. S. And not globally. Maria thats a prior fbi for the president. That has to be important and i want to see that in there. Maria doug, good to see you, thank you so much. Sure. He has a very tortured history with this issue. He was a supporter of comprensiv Immigration Reform in 2006 and 27 until such time it came to a vote and without telling the bill sponsors or the white house, to whom he had pledged his support, he voted for every killer amendment to comprehensive Immigration Reform in 2007. Then we got elected, he did nothing on the issue when he had huge majorities in the house and senate and could have easily passed a bill and it wasnt until 2012 after he had lost control of the house, was in a reelection battle and had little enthusiasm for him, his campaign in the latino Immigration Community that he finally issued the doca order and tried to make it during the summer of his campaign a big deal. President obama has a weird relationship to this issue. He claims to be an advocate, but he had a chance to do something about it, he didnt. Karl, let me ask you about the border wall. If there was one promise that donald trump was associated with in the campaign, it was to build a wall. Now you have unanimous democratic opposition. The wall doesnt poll all that well. How does he go forward with the key promise of his . I thought it was smart the white house last night said were not going to tie wall money to the continuing resolution. That is to say, well fight this battle in the appropriations process this fall and not hold out the prospect of shutting down the government in order to get money. They dont have a budget for this. They dont have a design. The cost estimates are much higher than the president said were acceptable and, look, im from texas. Were tough on border down there, but you will find not a single border congressman, republican or democrat, that im aware of, even in new mexico and arizona who is in favor of the wall. President trumps first step to reforming the tax code is a hit for investors. Expecting to announce a move slashing the Corporate Tax rate to 15 . Theyre expecting that tomorrow. Joining me now Stuart Varney with that. Stuart good morning, maria. As you can see on the lefthand side of the screen, i think the market approves of this 15 Corporate Tax rate. I think mainly because, maria, i think this is doable. If the president had come to the table with sweeping tax reform, get rid of the entire tax code, wed all be saying, you know, you cant really do that. But if you come with a narrowly focused 15 tax rate, bring the money back from overseas, stimulate the domestic economy, you do that and i think the market loves it. I think thats one of the two big reasons why were going to see the dow get within, what, 200 points of the alltime closing high, a little later on this morning. Thats what i think is going on. Maria are you in the camp that you say, you know what . Forget about all of these deductions and debate over border adjustment tax, just keep taxes. This coming as a New Washington postabc poll Shows Americans are split on the president S Performance so far 35 of those polled say that he is doing better than he expected. Another 35 saying he is doing worse than they expected. Joining me now is Ohio Governor and the author of two paths, america divided or united john kasich is with us. I wonder about that, America United or divided. Did you see that poll . Unbelievable. Maria that basically underscores the whole reason youre writing this book . Well, its not just about politics, its about my observations of whats been happening to our culture, maria. Were not treating each other with respect. We are divided. We only consume that that we agree with and this is not just the way our country works best. Im not just talking about politics, but united. How could they have treated somebody like that on that airplane. Maria incredible. We see it across the board, whether its sports, entertainment, the media. Its an issue. So we need to assume control, each one of us, because we all matter and were all powerful. Believe me, even if youre turning off the lights at night and youre not the ceo, you matter. Maria i want to ask you about that, write in the book, we all have a responsibility. I want to talk about that in terms of what we should be doing. Let me get you to grade the first 100 days. Too early, incomplete. When i became governor i had rocky times in the beginning and my wife came to me, youre the governor, youre the father of ohio why dont you act like it. So it created a change in me and i told the president that when i was in the oval office what my wife said to me. It takes a while to adjust and get strong and we all want him to do well. And so when he does well, we all ought to say hes doing well and snot be siloed. And if he does poorly that we dont like that policy. Thats the way that America Works best. Maria he has signed in more executive orders or new laws than his predecessor, but as far as the big legislative issues were still talking about a Health Care Bill getting done and tax reform getting done. See, i think that health care a major victory is gorsuch on the supreme court. I think so. Look, what they really should do on health care, theyve got to involve the democrats. If they dont, look, obamacare passed, it was just one party. And what happened . Its not sustainable. If the republicans turn around and do the same thing its not sustainable. Theyve got to work together, maria, were talking Peoples Health care and a good plan to reform this obamacare, because it is, as you know, being a business person, you know whats happening to the exchanges. They need to be fixed and the democrats have to be willing to work and the republicans have to ask them to participate. Maria youre urging congressional leaders to basically adopt medicaid reforms instead of pushing to replace obamacare entirely. Well, i mean. Maria let me get to you explain that. A few minutes ago we had hhs secretary tom price on the program. Listen to what he said about medicaid. Get your reaction. Everybody understands in the majority, that the system right now isnt working and they know that we need a medicaid system that works for the medicaid recipient, we need an Exchange System for the individual and Small Group Market that works, thats bringing down premiums and make it go so folks can actually see their own doctor and get the kind of treatment that they want and that they need and currently, thats not the case. Maria so, governor well, i agree with everything he said. We need to reform all of this and it can be done. I, along with or republican governors have talked to some democratic governors about a program that will reform the system. Medicaid is important in our country and we have to reform it, we have to improve it. Maria and your state alone added 700,000 people to the medicaid program. Why do you think this is so important. You know why . Because they didnt have any health care. So, you know, what do you want to do with the mentally ill, the drug addicted and chronically ill . You cant not treat them . They live in the Emergency Rooms which drives all of our costs up. Our medicaid is 3 and per capita increases are flat so were managing the program and i want to reform medicaid, theres a way do it to give us more control and ability to lower pharmaceutical costs, but i believe we need reform of the exchange. So, its not like, no, i dont want any changes, but i also want to tell you, i cant im not going to sit around and let 700,000 people get cut off. Where are they going to go. Maria good for you. You say hes got to involve the democrats. If he keeps getting obstructionism from the other side and pushing back on everything and even pushed back on gorsuch a couple of years ago they were in love with. I think they made a terrible mistake. Maria what is he going to did . Youre going to work it, maria. You have to work it. We didnt get here overnight. Think how divided that place has been fors last 20 years and its not fixed overnight. You have to be patient and you just simply have to have a thicker skin. It isnt going to be easy to change, but its also us. If were yelling at our if were yelling at the people that represent dont you compromise, thats a horrible thing, dont you work with anybody else, do exactly what i want, and what people are doing and tom perez is adding a few expletives. Here is what your sweet mother always told you, keep your ears open, maria, listen to what others say, dont shut your mind to other people and were doing too much of this and i keep referring to united for this reason. That man on that airplane was not a widget. We need to love our neighbors as we love ourselves, bring ourselves together. Fight the drug problem in the neighborhood. Mentor kids in the neighborhood. We need to help the veterans returning home. Maria you mentioned in the book the 2016 election where you looked back. What was your big lesson . My lesson was it was crazy and people yelling and screaming and insulting, thats not america. And you know, for me, what was the lesson for me . I am very happy with the way i conducted myself. I didnt go out and yell and scream and attack people. Maybe i didnt get the attention, but you what . Getting plenty of attention now. [laughter]. Maria yeah, you are. John kasich.
