I dont think the attack coming from foreign fighters returning to england or europe or the United States would ever be anything spectacular like we saw on 9 11 more do i think they can sustain these kind of attacks as they did in baghdad and other places in the east in. But they are dangerous and obviously people could be hurt and tragically killed by them. Our Intelligence Services are working hard on the situation. We are very good at detecting these things and the u. K. Is excellent at it themselves. I wouldnt be surprised if they are not able to detect whats taking place. Martha why do you say you dont think they are capable of sustained attacks to the extents they are able to pull them off in baghdad . You need a logistical infrastructure and safe houses to do all that and bomb making. The terrorist threat was not created by the iraq war 10 years ago. It existed even before the horrific attacks on 9 11. This threat cannot be solved simply by dealing with the grievances over western foreign policy. Nor can it be dealt with by addressing politics, or instability in the region as important as these things are. The root cause of this threat to our security is quite clear. It believes in using brutal terrorism to accept people to accept a warped world view and live in a medieval state. We saw it with the moment grown 77 bombers who blew up two trains and busses. The links between what happened overseas and what happens here has also always been there. Many of those who sought to do us harm in the past have been foreign nationals living in britain or british citizens who returned from terrorist Training Camps in pakistan or elsewhere around the world. But what we are facing in iraq in isil is a great and deeper threat 0 our security than we have known before. In afghanistan the taliban were prepared to play host to al qaeda, the terrorist organization. With isil we are facing a terrorist organization not being hosted in a country but actually seeking to establish and then violently expand its own terrorist state. And with designs on expand something jordan and lebanon up to the Turkish Border we could be facing a terrorist state on the shores of the mediterranean. We cannot apiece this ideology. We have to confront it at home and abroad. We knees a tough and intelligent and comprehensive approach to defeat the terrorist threat at its source. Tough in we need a Firm Security response whether that is action to go after the terrorists, International Cooperation on intelligence and counterterrorism and uncompromising measures against terrorists at home. But it must also be an intelligent political response. We must use aid, difficult moment i and our military. Learning the lessons from the past doesnt mean there isnt a place for our military. The militaryr were vital in driving al qaeda from afghanistan and we support the u. S. Airstrikes against isil in iraq. Military force is one element of what we can do and we need a wider approach working with neighbors in the region and addressing not just security but politics, too. We know terrorist organizations thrive where there is political instability and week or dysfunctional political institutions. We must support the Building Blocks of democracy, the rights of minorities, freed media, preassociation, a proper place in so tight for the army and we must show perseverance. Not because these Building Blocks takes time to put in place, but because we are in the middle of a generational struggle against a poisonous and extremist ideology i believe well be fighting for years and probably decades. We will take whatever action is necessary to keep the british people safe here at home. Britain as some of the finest and most security and Intelligence Services anywhere in the world. Well always act with urgency where needed as we did with the Emergency Data attention which is yielding results. And we have taken a whole range of measures to keep our people safe. We are stopping suspects from traveling by seizing passports. We are barring foreign nationals from reentering the u. K. We are depriving people of citizenship and we are going to prosecute people for terrorist activity even when it takes place over seas. We stepped up our operational response. We have seen port stops and cash seize ours. We have taken down extremist material off the internet including 46 isilrelated video. Those who seek to recruit to isil will be arrested and their material seized. And we have seen a 58 increase in our decad rallization program. People are concerns from foreign fighters coming back to threaten our security here at home. The and of this threat is growing. I said last week there will be no kneejerk reactions. Well respond calmly and with purpose and well do so driven by the evidence and the importance of maintaining the liberty that is the hallmark of the society we defend. But we have to listen to the security and Intelligence Officers who do so much every day to keep us safe. I chaired a meeting with our intelligence and Security Services and we agreed it is becoming clear that there are some gaps in our armory and we need to strengthen them. We need to do more to stop people traveling, to stop those who do go from returning and to deal decisively with those who are already here. Ill be making a statement in the house of commons monday. This will include further steps to stop people traveling with new legislation that will make it easier to take peoples passports away. We also need to take a comprehensive approach. Dealing with this threat is not just about new powers. Its how we combat extremism in all its forms. We need to tackle that ideology of islamic extremism at root before it takes the form of violence and terror. That means challenging the thinking of extremist ideologues. And countering them by empowering the overwhelming majority who believe in British Values of democracy and respect for minorities. Thats why as Prime Minister i have driven a new approach of attacking counter extremism focusing on all times of extremism, not just violent ensuring that every part of government and state from schools to universities are all focused on beating it. We cannot stand by and allow our openness to be confused for the tolerance of extremism. All encouraging different cultures to live separate lives and behave in ways that run counter to our values. For what were doing to deal with the problem at source, were focused on humanitarian aid drops, focus on intelligence gathering and working with our partners to help with the work they are doing and the americans have taken the lead of the more committed action in terms of airstrikes against isis, so that has been the situation and i think that is the right approach to take. I would always do i what i belie is necessary to keep the british people safe, that is the way i make these judgments about what we should do. In terms of linking back, i would not over analyze that. It was about a proposal to take limited military action in response to the use of chemical weapons in syria. They made the determination that is made, widespread dislocation of the chemical weapons and a lot of those have been removed, so i would not over analyze a connection between that vote by chemical weapons and what we face today. And can i follow up final question, you are saying the threat comes from abroad, comes from syria and iraq, and yet you appear to be saying there will be no British Military action against isil forces in that region. If not, why not . First of all, what does this threat level mean . Lets be clear on the terms, we were under a threat level or substantial, attack a strong possibility, it is being highly likely, from the most intense threat level which is critical, it is expected imminently. What this means for the british people, we should all continue to go back about our daily lives in a normal way. They have overcome them before, weve always shown resolve and perseverance that is exactly what we should do on this location. The purpose of moving the threat level is a series of actions from police and other parts of life to make sure they put in place the extra securities they can. So you might see some changes in terms of policing and the numbers of police and things like that. That is the point of having them independently judged so the authorities in the private sectors know the level of threat they face. You say this threat comes from iraq and syria and of course the threat we face today, in large part does come from iraq and syria. My argument is me have to go a bit deeper than that, the threat we face today comes from the narrative of this extremism, wherever there is a broken sta state, wherever there is grievance, you see the extremist agenda being pushed further and faster, that is why we have problems in somalia and parts of nigeria, and indeed syria, iraq. The source the problem is the extremist and that is why the right approach to this is to identify the problem we face, the extremist narrative, and you have to take it on everywhere including at home, and when you take all that home, not just about targeting those who want to do harm, but those who put forward the extremist narrative that provides a background for bringing people into this violence. That is the approach we take. Now do we need with allies to be sure isil cannot succeed in iraq and syria . Yes, of course we do, but we have to be clear of what has brought this about. One of the principal courses of what has brought this about. Ungoverned space in iraq caused by the fact for too long they we not govern on behalf of all countries, only half of one part of the country. So our strategy for combating isiisil has to have every one of those functions. Making sure they have the arms they need, the intelligence gathering that they want, we should be working to ensure Iraqi Government that can govern for the people of iraq, and we are. All the time while we do that recognizing even if you sold the problems of isil and iraq and syria, you still have a problem of poisonous extremism and you see that problem in our country even before that problem came and went, identifying dealing with the source is absolutely key. That is not an issue for me, i am very satisfied and look at this in a comprehensive, independent and rigorous way. They base their judgments on all the intelligence they see and all the assessments they make. Clearly we have had a problem of isil in iraq, foreign fighters traveling from britain to iraq and indeed the problem as ive said not just of isil but also other al qaeda franchises in the area. It is their assessment, politicians dont make this assessment, it is independently made and given, we have there is possibly working with all the agencies including intelligence, security, police, british transport police, aviation, all the rest of it, how do we make sure to put everything in place .
