The fbi says he committed a hate crime by causing Bodily Injury to a person based on the individuals race. Investigators say, in january, 40yearold Randy Metcalf assaulted a then 30yearold African American male at the northside bar in dubuque. The criminal complaint States Metcalf stomped and kicked the victims head after making racially disparaging comments and racial slurs. City Council Member lynn sutton said, at the time of the assault, she was told there was not enough evidence to constitute a hate crime. 41 10 it took me back a minute and, here we are, 2015, and were still battling this. Im not nave enough to think that problems dont arise but we still have it. If convicted on the federal charge of a hate crime, metcalf could face a sentence of prison. A dubuque man faces charges after police say he stabbed his girlfriend during a fight in their home. 55yearold robert white faces assault, harrassment and false imprisonment charges. Police say around 6 30 tuesday morning, white stabbed his girlfriend in the arm, held her down with a knife to her throat and threatened to kill her. They say this argument escaped and called 9 11 from a neighbors apartment. Cameras are likely watching in dubuque. Visitors to downtown have likely been recorded. Police monitor hundreds of surveillence cameras in the name of safety. If its going to help solve crimes if its going to help solve and helpfully deter some crimes. I think its a win win for the people of dubuque. Last month, the Dubuque City Council agreed to spend 500 hundred thousand dollars to install 216 new led cameras and 40 traffic cameras. Right now the Fayette County Sheriffs Office is searching for a missing sex offender. Hes 31 year old Mark Macinnis of west union. Authorities issued a warrant for him yesterday for a second offense for failing to comply with the sex offender registry. The Sheriffs Office says they discovered he was not living at his registered address during a stolen vehicles investigation. Authorities say he stole a vehicle from oelwein on november 8th, then stole another from rural sumner. Officials found it two days later in west union. If you know where macinnis is, call the Fayette County Sheriffs Office at the number on your screen. Many places in the iowa county community of marengo now have to rebuild after high winds left a trail of destruction. An Outdoor Power equipment business saw the most damage. Iowa Outdoor Power on court avenue was a total loss. Thats on the south side of marengo. But there was other damage along a line through the city from the south to the north. The National Weather service said a microburst hit the area just after two oclock yesterday morning with a peak speed of 85 miles per hour. Some wondered if it was a rare tornado, based on the amount of damage. As many as 20 to 25 volunteers helped with clean up. The manager says Straight Line winds have damaged the same building before. If you look, debris went a different direction than where the debris went from the building. We have 2 by 4s driven in the ground some of our debris ended up 12 blocks away downtown so i have a feeling its more than just a wind. The capper auto dealership that owns the Outdoor Equipment business also saw some significant damage with a trailer rolling over the top of a new car. A 110foottall grain leg also ripped off the side of the brooklyn elevator facility in marengo. The business is closed for now. Wind also caused damage to some of the trailers in the Kirkwood Estates Mobile Home Park on the southwest side of cedar rapids. Wind data didnt record any significant wind gusts in the area. Residents can come on december 1 and learn more about an Online Public database which showcases location and characteristics of local Historic Properties. The new tool will allow residents, Property Owners, and local developers the opportunity to learn if a property has been surveyed for historic significance, see if it is potentially eligible for tax credits, or simply learn more about a local historic property. The information in the database has been collected from multiple architectural and historic surveys, which includes nominations to the National Register of historic places. When you think of Historic Preservation, the word technology doesnt usually come to mind, says city planner jeff hintz, staff liaison to the Historic Preservation commission. This is a unique tool that allows historic information to be much more accessible to all residents. One man went to the hospital with a gunshot 5 minutes before 10 oclock last night, police were called out to west 8th and leavitt streets for gun shots. Thats on the west side of the river in waterloo. When police got to the scene they found a man with a gunshot wound. First responders took him to the hospital last night. He is expected to be okay. 10 minutes before officers were called to that shooting, they were already on scene of an armed robbery. That was across the river at 1975 franklin street. Police say someone used a gun to rob rays supermarket. The waterloo Cedar Falls Courier says the clerk and the suspect both fired guns. No one was hurt the suspect ran away. The city of cedar rapids is asking for feedback on an ordinance aimed at reducing police calls to certain properties. Safecr stands for safe and friendly environments in cedar rapids. The city adopted the ordinance two years ago. It penalizes Property Owners for police calls or criminal activity on their properties. An open house highlighted some changes a focus group is proposing. City Officials Say those changes clarify who receives violation notices. 14 51 27 we also wanted to highlight that safe cr does not penalize victims of domestic abuse, including those victims of domestic violence. We really want to encourage Self Reporting from Property Owners, tenants, landlords, neighbors. We want to make sure everyone knows if they call the police that property is not going to be designated a nuisance. Program leaders plan to present proposed changes to city council soon. Last august, Officials Say dororthy dillinger set the Community Building on fire one day before the state Auditors Office was going to review the citys finances. Asking for a city audit in 2013. They were suspicious of activity in the clerks office. An audit found dillinger stole nearly 300 thousand dollars of taxpayer money. Even the mayor says he had no idea what was going on. In a small town where everyone knows everyone and you think you can trust eveyone and that temptation is there and people need to pay attention. Im just disappointed in everything thats happened and i hate to see our community go through that dillinger will make her First Court Appearance november 30th. State officials are withholding funding from an Energy Research center at the university of iowa over questions about how it has spent money. The center for global and Regional Environmental Research Works with researchers to study the impact of global warming. It operates out of the Iowa Advanced Technology laboratory on campus. The Center Receives tens of thousands dollars each year in funding from electric and gas utilities. But the iowa utilities board is withholding more than 772thousand dollars over concerns about how the center has spent money. The chair of the board has requested an analysis of Grant Programs and copies of audits. Critics argue the boards action is illegal. French authorities still dont know if the mastermind behind the paris terror attacks is alive or dead. French president Francois Hollande says his country is in a battle with isis. French police went to an apartment in a northern paris suburb. Their information led them to believe ab delhamid abaaoud the suspected isis ringleader of fridays attacks could be in the apartment. After gun fire and explosions, two suspects are dead and eight more are in custody. Officials say they will use dna analysis to determine who was killed. A sorority at the university of dubuque is holding a candlelight vigil tonight for the 129 victims of the paris attacks. The search for a missing waterloo teen has now extended to outside the city. 18 year old moe sed went missing about a month ago. He left his familys home on october 22nd without a cell phone or money. Hes a waterloo west student and a refugee from burma and has special needs. There have been several organized searches for him. The man who shot a Dubuque Police officer during a 2009 robbery will be resentenced today. Eddie chest has appealed his sentence twice. Last month, the iowa court of appeals ruled in chests favor. Earlier this month in court, chest said he has stage four cancer. Hes getting cancer treatments while he today, high school and middle School Students in iowa will have the chance to caucus even if theyre not voting age. Almost two dozen counties and 16 hundred students are participating in the first ever bi partisan student caucus. Today, students will learn about the president ial candidates, participate in both parties mock caucuses, and cast their votes for the candidates of their choice. The counties that are involved in the student caucus in eastern iowa are allamakee, buchanan, johnson, jones, keokuk, linn, and winneshiek. Registration begins at 430 this afternoon, and the youth caucus starts at 5 30 today. Dozens of people in North Liberty are helping neighbors who are in need during the winter months. About 150 people attended a lunch fundraiser to benefit the North Liberty Community Pantry yesterday. They raised about 15 hundred dollars to help families pay for home heating, as well as meals and gifts during the holidays. The North Liberty group plans to hold another lunch in december benefiting another charity. Thanks to your donations, this years Compassion Fund radiothon topped last years total and set a new record. The radiothon for variety the Childrens Charity raised 37thousand472 dollars for the Compassion Fund. That fund benefits very Sick Children and their families.
