celebrating a huge victory last night. >> last night was historical, of course, it was fantastic. >> reporter: as the dj played people partied at the oracle arena in celebration. crews are busy today glady cleaning up all the confetti left over but they'll be back tomorrow night for the warriors viewing party. tickets sold at $15 apiece. we met a few fans who were lucky enough to get them. >> i think it's just going to be as big as the game. >> i haven't told anybody that i have tickets. >> on purpose? >> on purpose yes. >> reporter: tickets are sold out for those who really want to go the resale market starts at $50 and goes as high as $800 on stubhub. game officials are expecting another big party come tuesday, as the warriors are just one game away from winning it all. gary and gilda remember what that was like in 1975. >> that night we went for our honeymoon up to tahoe. while we were there, i said i want room service at 9:00 a.m. so i could watch the warriors win the championship. >> and they did. 40 years ago. >> 40 years ago. >> reporter: the couple is rooting for another win that would make their 40th anniversary even more memorable. >> he's very superstitious. he has to watch it the same place, everything has to be the same. i can't talk. so that's what we do. >> and i wear the same outfit. >> the same outfit yes. >> reporter: and that couple certainly had a lot of great stories to share. there will be 19,000 people at the viewing party tomorrow at the oracle arena watching the game on the jumbotron, all except gary of course, who said he has to keep with tradition and watch the game from home. but wherever you will be watching the game the warriors will be proud to know strength in numbers truly can be seen and felt here at home. live in speaking of low clouds, we have low cloud ceilings at sfo producing 30-minute delays in flights right now but no problems at oakland or san jose airports. here's the viewf kykyykú now. you can see it's breezy there as well as it is around much of the bay area. 59 in san francisco, mountain view 66 67 at san jose, 79 in morgan hill and 55 at half moon bay. here's a nice view of more blue sky looking southeastward from our southeast camera in san francisco. it's 76 at santa rosa napa 79, 70 in petaluma, mid-70s at concord and livermore. check out this view from mt. tam showing a few clouds at various levels of the atmosphere and lots of clear skies as well. here's the first forecast. low clouds will be near the coast and bay this evening. it will be breezy, temperatures ranging from mid-50s to mid-60s. early tomorrow morning mostly cloudy with lingering fog. by afternoon tomorrow mainly sunny. warm inland with high temperatures climbing into the lower 90s in our warmest inland spots. only low 60s on the coast and there's only more warm to hot weather coming our way. i'll have the complete forecast in just a moment. >> all right, spencer thank you. investigators are looking into a suspicious crash down an embankment in castro valley. sky 7 hd was overhead near anthony jebaeu regional park. no victims were found. investigators are looking into the possibility the car was deliberately pushed off the cliff, then set on fire. three people are in custody in hayward after police moved into a residential neighborhood with their guns drawn. the streets were closed down around wright drive and west winton avenue this morning. officers carrying rifles combed that area along with search dogs. they tracked down the suspects but officers won't say what they're accused of doing. the police dogs bit one of the suspects who went to the hospital for treatment. today marks the third anniversary for the immigration program for foreign nationals who were brought to the country and can apply for legal status. >> sergio is live in the newsroom. this is a program that is still facing legal challenges. >> reporter: that's right, larry. in fact a federal judge recently issued an injunction preventing the president from expanding that program. that judge's order has caused some confusion about the validity of the original program. it's unusual for the representatives of so many countries to come together in support of a united states program. this was an event organized by the consul general of mexico to commemorate the third anniversary of the deferred action for childhood arrival program or daca. >> a lot of people that are eligible for daca, they could actually gain another kind of status that's even better and stronger. so this is the biggest opportunity. >> reporter: a federal judge in texas recently prevented the obama administration from expanding the program which is aimed at people who were brought to the u.s. as children and grew up here. today's event is an effort to educate potential daca applicants that even with this court action foreign nationals can still apply for the original program. >> the daca requirements that were in place in 2012 are still in place, so those who are eligible under the 2012 requirements can still apply. >> reporter: the president's efforts to issue executive orders over immigration is controversial. opponents say the president is pandering to a key political group, latinos, and is making an already broken immigration system even worse. >> they were brought here illegally by their parents and both they and their parents should be returned to their native country. >> reporter: but those who have benefited from daca like irving va velasquez says daca has helped make people productive members of society. >> we're just here to work and provide to this country. >> reporter: he says he was able to complete his degree at san francisco state and is now working and paying taxes here legally. now, the mexican consul general and his colleagues are telling foreign nationals to have all their paperwork ready just in case u.s. federal courts overturn the legal challenge to the president's expansion of daca. the leaders of 26 states oppose that program. in the newsroom now back to you. >> sergio, thank you. oakland police are intensifying their efforts to solve cold case murders. >> family members of crime victims joined police to launch a new campaign that encourages witnesses to come forward. iana's parents say people have a duty to speak up and keep their community safe. >> you can assist in removing a murderer off the street or murderers, because they'll continue to kill. >> oakland police will put up billboards with information on those unsolved murders. the fbi is also helping the department set up a website about these cold cases. a woman accused of lying about her race resigned her post today as president of the naacp in spokane, washington. >> rachel dolezal stepped down just days after her parents said she's actually white. aditi roy has the latest developments. >> reporter: after a firestorm of criticism, monday embattled naacp leader rachel dolezal announced she's stepping down. the spokane chapter president posting a statement on facebook saying this is not me quitting this is a continuum. just two hours earlier national naacp president cornell william brooks refused to take questions on the controversy. >> it's important for us to focus on not reality tv but to focus on real issues, real challenges. >> reporter: dolezal came under the national spotlight late last week after this interview with abc station kxoy. >> are your parents, are they white? >> reporter: while dolezal would not answer that question today on "good morning america" her parents did. >> just for the record rachel dolezal is your birth daughter? >> that's correct. >> reporter: they say this is what their daughter looked like growing up blonde, fair skinned with freckles. >> it identifies as black. >> i do consider myself to be black. >> reporter: but city authorities in spokane are now investigating this, whether dolezal allegedly misidentified her race on a government doctor or pharmacist about you and your family getting a whooping cough vaccination today. fr an investigation is underway in southern california to figure out what sickened 13 people aboard a flight from fiji. the plane landed at l.a.x. just about 90 minutes ago. the fire department, u.s. customs and cdc are all on the scene right now. nobody is allowed off of the plane until all of the respond agencies give the all clear. l.a.x. is telling our sister station it has procedures in place to respond to flights with several sick passengers. two north carolina teens each lost an arm in two separate shark attacks. the beaches are open but people have been warned about the danger in the water. abc news reporter elizabeth herr has more. >> reporter: with their eyes on the water from choppers and boats, officials in oak island, north carolina are keeping vij vigilant vigilant, saying shark attacks are extremely rare. >> i have not encountered in my 16 years one shark attack. >> to have two in almost the exact same place -- >> completely out of the ordinary. >> reporter: but after two attacks in less than two hours two teens doctors say, face a long recovery after losing limbs in just waist-deep water. >> what is your emergency m. >> oh my gosh. >> hello? >> he's been bit by a shark. >> reporter: the first attack happened at 4:00 sunday afternoon. a girl bit in the arm and leg had to be dragged out of the water bye-bye bystanders. after that a 16-year-old was also attacked. >> they said the head was that wig. it came up and took his arm. >> reporter: officials say if not for randy milligan and those who rushed to help the outcome could have been much worse. there have now been six incidents on the atlantic coast in the last three weeks, three of them in the last four days in this north carolina county. in a statement, the mother of the 16-year-old boy thanked everyone for helping to save his life. doctors say he is now out of surgery and his condition has been upgraded from critical to fair. elizabeth herr abc news new york. well for the first time a pastor known around the world is bringing his message to san francisco. pastor joel osteen and his wife, victoria, are hosting their annual america's night of hope event at at&t park on august 8th. this is youtube video of the osteens television show. their event is expected to draw tens of thousands from across the nation. >> it's about faith and being inspired, letting go of the past, believing that god has something great in your future. so not necessarily a religious event, it's just an event to inspire people in life in faith and motivate them to move forward. >> more than a million people have attended the osteens night of hope event since they began back in 2004. well, the tough times continue at gap. the retailer is planning to close 175 stores in north america. most of them by january of next year. gap also plans to layoff 250 workers at its san francisco headquarters this year. the stores have about $300 million in annual sales that comes out of gap's total of $16 billion. the closures are based on factors like location and performance. tesla's ceo elan musk has an ambitious goal for his car company. he wants a million cars on the road by the year 2020. the palo alto company made that bold announcement today at a conference in washington, d.c. right now tesla has just the model s sedan. it's believed to be on track to produce 40,000 to 50,000 cars this year but the model x crossover is scheduled for later this year and a mass market more affordable car that sells for around $35,000 is expected sometime in 2017. a report says google is eyeing property in san francisco. sources tell the san francisco business times that google is in talks with a developer to set up shop at the hunters point ship yard. no deal appears imminent, but the sources say google would buy or lease a slice of the planned 3 million square feet of office and r & d space at the abandoned naval base. the the the develop plan calls for apartments and offices in addition. back to work under favorable conditions, at least i think they are. here's live doppler 7 hd. we have mounszstly sunny skies and it's pretty breezy. as a matter of fact here's a look at current gusts. we have gusts up to 33 miles per hour at fairfield, 28 at sfo, where we also have some flight delays. 24-mile-per-hour gusts at san carlos, 25 at hayward so it's pretty breezy all around the area. here's the view from our 'em ree emeryville camera. these are our forecast features. clouds will move inland tonight. it will be warmer in most areas tomorrow and we'll have an even bigger warmup at the end of the week. our satellite image shows a ridge of high pressure building in right now. that's going to generate the warmer pattern we can expect for the remainder of the week. it's not going to approach the triple-digit extreme heat we had last week but it's going to be warm. here's a look at the seven-day temperature trend in livermore as an indicator of what most inland areas can expect. the highs will top out about 90 in livermore on wednesday and then temperatures will drop off a few degrees on friday before bouncing back at the end of the week. saturday looks like the warmest day area wide, up to 94 at livermore and then temperatures will gradually taper off after that. that's the pattern most of our inland communities can expect over the next week. tonight look for fog at the coast moving locally across the bay. some inland areas will remove mostly clear like the north bay. lows overnight will be mainly in the mid-50s. then tomorrow this is how things will shape up. in the south bay sunny and warm with highs in the upper 70s to mid-80s. 86 at morgan hill. on the peninsula we'll see mid to upper 70s. low 60s on the coast where fog will persist in some spots. in san francisco tomorrow a high of 65 is expected. up in the north bay look for mid to upper 80s. 85 santa rosa 80 napa and mid-90s cloverdale. low to mid-70s, 72 at oakland 75 at castro valley. the inland valley will sizzle with low 90s at antioch and brentwood. here's the seven-day forecast. once again a little dropoff in temperatures thursday but they'll bounce back on friday. saturday will be the warmest day across the bay area. sunday, father's day, looks like a lovely father's day. at 4:30. the warriors left for cleveland this morning for game six of the nba finals looking to win the title in ohio. sky 7 hd was overhead when the team boarded their plane in oakland. carolyn tyler tweeted that oakland police department is preparing for city celebrations if the warriors win the finals tomorrow night. carolyn will show you what else the city is preparing for at 5:00. 25 teachers at a cupertino elementary school have been told to reapply for their jobs. abc 7 news reporter david louie tweeted there is upheaval at the school. david will have a full report at 5:00. today the california supreme court ruled that cities and counties can require developers to provide affordable housing. the unanimous decision came from a challenge of an affordable housing challenge passed five years ago. lyanne melendez is live with the impact this will have on the bay area. >> more than 170 cities in california already have a similar ordinance. now, the one in san jose basically says if you're a developer with 20 or more housing units, you have to sell 15% of those at below market rates or pay into a city fund. now, developers and real estate groups really didn't like that and tried to block it. today the state says california has a housing shortage with demand exceeding supply and there is no reason, they said, why a municipality pay not require new developments to set aside a percentage of its units to low income households. this decision is important because it really solidifies all the other ordinances that are in the state that are out there. in other words, there is no going back. >> in san jose it will allow us to have a tool that will require and increase the supply of affordable housing. but it's not unique to san jose. >> reporter: now those who opposed it like the association of realtors, have said that in the long run it will drive up housing prices because developers will pass on the cost of subsidizeing these units to new home buyers. this decision is for units being sold. it does not affect the rental market. now those on both sides of the issue agree that the battle doesn't end here. developers will try to get the u.s. supreme court to weigh in on it. in the newsroom, lyanne melendez abc 7 news. the city of oakland started its annual blitz on potholes today. work crews will spending the next seven weeks filling hundreds of potholes throughout the city. city officials admit the only way to get rid of them is repave the entire street but that's an expensive task because oakland has hundreds of miles of major streets that need attention. an investigation is under way in southern california to figure out how a 10-year-old girl died after riding a roller coaster at a popular theme park. the 10-year-old was found unconscious after riding the revolution roller coaster friday at six flags magic mountain in southern california. she later died at the hospital. the revolution roller coaster reaches heights up to 113 feet. it travels at speeds up to 55 miles per hour. the ride is back open to visitors at the park. san diego police responding to police about the use of a taser on a 13-year-old runaway. cell phone video posted on facebook shows a deputy trying to handcuff the teenager. the boy's mother reported him missing. when the officer tried to take him home, the teenager refused and even bit the officer on the hand. witnesses say the deputy went too far. >> they said put your hands behind your back and he said high can't because you guys are stepping on them. >> it is not a choke hold. it is not a carotid restraint. it is simply keeping him, he's still moving and breathing and yelling. and he does tase him because he's trying to use less lethal to bring the situation under control. >> the sheriff's office has launched an investigation. the teen is being charged with felony assault on an officer. pope francis has accepted the resignation of the archbishop of st. paul minnesota, whose archdiocese is embroiled in a pedophilia scandal. the resignation comes after prosecutors accuse the archdiocese of turning a blind eye to reports of inappropriate behavior by a priest who was later convicted of molesting two boys. >> i ask your prayers for the healing of the archdiocese and most especially for the healing of all victims and survivors of clergy sexual abuse. >> no individual was named in the indictment. an auxiliary bishop has also resigned. the search for two convicted killers who escaped from an upstate new york prison is now entering its second week. today the prison employee accused of helping them with their escape plan was back in court. joyce mitchell is a prison tailor shop instructor. she's accused of sneaking the contraband into the building and offering to drive their getaway car for inmates david sweat and richard matt. >> there may be additional criminal charges involving miss mitchell but at this point in time those issues are also being investigated. >> mitchell had planned to meet the pair at a nearby power plant and drive seven hours from the prison. then she backed out at the last minute and checked herself into a hospital with a panic attack. the whereabouts of the escapees remains unknown. jeb bush is now officially the 11th republican campaigning for the gop nomination. karen travers is in washington with more. >> reporter: jeb bush is trying for a family trifecta. >> i'm a candidate for president of the united states of america. >> reporter: the son and brother of former presidents has been exploring a run for six months. today, he made it official. but there was no mention of his political pedigree. today his message focused on how he would lead the country in a new direction. >> we need a president willing to challenge and disrupt the whole culture in our nation's capital, and i will be that president. >> reporter: back in march bush was the clear front runner polling at 21% among the republican field. but since then he's fallen to the middle of the pack now getting the support of just 10% of republican voters. hillary clinton, fresh off her big kickoff rally this weekend, hit the campaign trail today in new hampshire, and just like bush, she can't escape her family ties. >> i'm not running for president obama's third term or my husband's third term. i'm running for my first term. i will pay attention to what they did, which i think on balance was good for the country. >> reporter: even if jeb bush isn't leading the republican field, he still held up next to hillary clinton in what sounds like a familiar general election race. right now clinton leads bush by three points. clinton and bush have the same challenge. they can capitalize on their name recognition but they're trying to and pleasant afternoon. we have some very warm days coming our way and i'll have the accuweather forecast in just a well this is what our abc 7 news crews are dealing with as they travel to cleveland for tomorrow's game six of the nba finals. reporter laura anthony tweeted this video of pouring rain at chicago's o'hare international airport. their scheduled flight has been changed and turned into a weather delay. laura tweets that's called rain, for all of you in california. i'll say this if you go anywhere with mike shumann he is the human delay, the human rain delay. wherever he's going, take a different route. >> you want no part of it. well there's still no rain here in the bay area forecast but there is a change coming. >> spencer christian with more on that. >> that's right. we have changes coming our way. i wish i could say they were rainy changes, but they are not. here's a look at live doppler 7 hd. we have a dry pattern right now and the dry pattern will continue, but it's going to get warmer as we get later into the week. meanwhile, not much change likely tomorrow over in the midwest but first let's travel down to the tropics where you can show you hurricane carlos just off the coast now. it's a category 1 hurricane, maximum sustained winds 75 miles per hour. it's going to travel along mexico's west coast for the next day or two and then weaken just a tad to a tropical storm. but still going to be a significant rain producer and could produce flooding along coastal areas of western mexico as it travels northward. here's a look at that national weather picture for tomorrow. thunderstorms are likely in the midwest tomorrow all up and down the central part of the country and in the northeast where it's going to be hot and humid tomorrow. meanwhile in the west it will be mainly dry, especially across the state of california. once again sunny skies tomorrow highs of 98 at chico, 94 sacramento, 112 down at palm springs tomorrow 100 in fresno. here in the bay area, our inland warming will begin with highs reaching into the upper 80s to low 90s inland tomorrow mid-70s around the bay low 60s on the coast and it's going to get even warmer as we get toward the end of the week. it will feel like summer as summer arrives officially on sunday. >> thank you, spencer. well an enormous blast of fire, look at this, forced evacuations in texas last night. a gas pipeline ruptured in a rural area east of san antonio. the stream of fire could be seen from 20 miles away. seven homes were evacuated. emergency crews had the fire out around midnight. inspectors are not yet sure what actually caused that rupture. still ahead on abc 7 news at 4:00, check out the brave balancing act by a wild animal that now is getting huge attention online. but up first stranded with nowhere to go. airline passengers trying to make it to london, instead end up in a remote part of canada. i'm 7 on your side's michael finney. we're talking credit card debt today. more in today's wellness report. >> reporter: a new study from the harvard school of public health has revealed more than half of children and teens in the u.s. do not get enough hydration, likely because they're not drinking enough water. the researchers whose study was published in the american journal of public health said that the statistics raise concerns because inadequate hydration can have crucial implications on the physical and mental health of children. the doughnut business is resilient, despite many people trying to eat healthier, doughnut sales are up for a third straight year. restaurants say doughnuts remain popular because they're a cheap treat, bringing in a box for co-workers won't break the bank. the average american woman weighs 166.2 pounds. that's according to the centers for disease control and prevention. as recently pointed out, that's almost exactly as much as the average american man weighed in the early 1960s. men don't look too hot in this scenario either. over the same time period men gained nearly 30 pounds from 166 in the '60s to 195 today. a new study has found an association between hydraulic fracturing or fracking and smaller babies. scientists used data on 15,000 live births in southwest pennsylvania from 2007 to 2010. they categorized the mothers by how close they lived to gas wells and the concentration of wells in the area. babies born in the highest exposure areas were not at higher risk of being born prematurely, but they were 34% more likely to be small for gestational age than those born in areas of least exposure. the analysis was published. from the nasdaq, i'm jane king. here's to your health. united airlines is promising to refund the faresv of 176 passengers following a flight that some called traumatic. the passengers had to spend some 22 hours07aaaaa stranded at a military base in northeastern canada after their flight from chicago to london was diverted becausex$ %)ykykl]]j p mechanical issue. the airline put the flight's crew up in a nearby hotel. the passengers they get to sleep in a military barracks some without heat. all of this while receiving little or no information from the airline. >> we have spent the last day and a half in a really traumatic manner. i don't think i'm ever going to fly united again. >> the normally eight-hour trip took 33 hours. i'd be calling michael finney after that. time for ask finney, answering questions from facebook, twitter and e-mail. the first question via facebook, i was told if you owe back taxes, the irs can put a hold on you getting a passport. is this possible? >> no, it's not possible. but a lot of people think so. you know why? because a lot of u.s. senators have been suggesting this for quite some time as a way to make sure they get all the money the feds are owed. they just say oh you can't leave the country. or if you're out of the country you can't come back in until you pay up. that's never been passed into law yet. so not yet, anyway. >> okay. well we have another tweet saying airline won't let me check in online without seat assignment but showing only premium seats, so pay up or don't check in. >> isn't this interesting? i've been getting some complaints about this. here's the deal. now when you sign up for coach on many airlines, united, delta and others, you don't just get a coach seat because some of the coach seats, if they're aisle you'll pay more if they're window seat you'll pay more if they give you extra leg room if it's up close, so they are premium seating that you have to pay more. so you go to sign up and sometimes you will find there are no seats available for you to get without paying the premium cost which is normally $10 or $12 one way, sometimes up to $97 one way. so what do you do? okay. so we've been checking into this. airlines don't much like to talk about this. as a matter of fact, they get kind of ticked off when we ask the question. the bottom line is you just have to wait until you show up to the airport and you say i haven't been given my assigned seating yet. i would like to get it and then they'll give it to you there. you can try calling early in advance, sometimes that works. often it doesn't. here's the problem with this. families are really griping about this because they get on and end up in four different middle seats. >> they can't sit together. >> so keep that in mind. new world. one more question. what's the statute of limitation in california for collecting credit card debt? it's not on my credit report but a collection agency is still calling. >> okay, here's the deal. it stays on your credit report for seven years. they can only sue you to get the money back for up to four years. after that, there's not much they can do to get their money. however, you still owe the money. if they want to keep bothering you in hopes that you'll pay, they can. the debt is still there. they just don't have a legal way to get it from you. the one thing you have to be careful, once you go past that four years don't pay don't talk to them because a lot of them say you restart the debt. that's still in dispute but be very careful. >> thank you michael. parents are going to meet tonight to find out what's going on. this is a story you'll see only on abc 7 news. >> reporter: well, dan and cheryl, all this has to do with dissent. we're not finding out what it is but we did hear from one teacher that they dressed up in white shirts one day as a form of protest. if they reapply for their job and get rejected, then they'll be sent to other schools. even though its test scores are high, the morale at west valley elementary has been characterized as low. >> there was a little bit of tension between the staff and the administration. we thought that we had resolved those pretty well. >> reporter: they found out otherwise last thursday as classes let out for the summer. letters were given to all 25 teachers plus a dozen support staff that they need to reapply for their jobs. that was a blow to fourth grade teacher, katie burnett, who has been at west valley for 17 years. >> it's been very emotional. heart wrenching and just an attack on all of us. >> reporter: the internal issues which no one is willing to detail went to mediation. >> it apparently was not successful according to the district. and because of that, they decided to move forward with this action. >> reporter: reapplying means going through an interview to see if they match new goals of reimagining andin vagt. those rejected will fill vacancies at other schools. they have reassigned principal to a central office job. >> there were a lot of complex issues surrounding this and us feeling that we really needed to have a different type of commitment in order to get through this. >> reporter: parents say they are shocked by the upheaval. >> basically we've all been blindsided by this. no one had an idea this was happening. parents weren't consulted about this. >>
