Described as the mastermind, the lynch pin, whatever word you use, he is the man french authorities believe was behind the attacks in paris, the massacre that killed 129 people. [ gunfire ] reporter yesterday they raided that third floor apartment. Two people were killed, a woman and a man. They were not able to identify the man because his body was so badly damaged by the fire fiegtd, so they had to use fingerprint identification to establish that it is, they believe, abaaoud. It is a very, very Important Development not least because the french believe that terror cell was planning another attack in paris and at the same time they will be stunned that he had managed to make his way here to the center of europe. Prior to that believe he was with isis in syria and that he perhaps planned this plot from there. Instead it now appears that he had managed to make his way right to this capital city of france. And himself orchestrate those attacks. As for Abdelhamid Abaaoud they believe yesterday killed in those raids and another attack on paris soil. Back to you. Thank you. The paris attacks have created questions in washington about whether to allow more refugees. Syrians specifically into the United States. Within the past 15 minutes a majority of u. S. House members voted to tighten restrictions on syrian refugees. All refugees to america regardless of their country of origin must already be screened by the fbi, the counterterrorism center, the department of defense and homeland security. The president says he will veto this bill if it reaches his desk. Back here at home a grim discovery this morning. The coast guard and napa county sheriff investigators found a body floating in the napa river. And they cannot confirm the identity, but it is believed to be that of a 48yearold local woman who was reported missing after 10 00 last night. Nbc bay areas Stephanie Chuang is live along the river. And investigators were out there. Stephanie, the woman seen jet skiing last night. Reporter thats right. And, scott and kris, of course this is not what we want to hear, but all indications are that the body recovered this morning is that of the woman who went missing last night. Now, a sheriffs captain also told me that vessel accidents here are very rare so this appears to be a tragic but isolated situation. Here at this launch here at cud dis wharf. But over there by the bridge, thats where we were live all morning. And thats where investigators think the woman may have crashed into the bridge last night. For much of this morning this coast guard chopper focused its search for the missing 48yearold woman around these waters south of the bridge, a drawbridge that stands over the napa river. At about 8 53 this morning we did recover a body from the river. Reporter napa county captain says the woman lives with her husband and two roommates off this road. The woman was riding her jet ski about a mile up the river to this boat launch to put it into a trailer for storage. But she never showed up. A trefriend, a roommate of t victims discovered her jet ski floating up against the bridge. Reported there was major damage to the jet ski. Early indications might suggest that maybe she collided with the bridge itself. Reporter snvrgts say the woman was familiar with the river. Fishermen and kayakers we spoke with routinely out on this water were surprised to hear the news. They say the water is generally calm and very safe to navigate. Its possible she hit a floating log. We see those all the time f. You flip, three strokes youd be on the bank again. Maybe she got caught when the tide was really low and objects were more of a risk. Reporter and of course thats speculation. But what we do know is youre not supposed to ride your jet skis after dark. We know deputies searched the womans house last night and theres no indication of any fight or altercation. The Coroners Office is now set to do its investigation and will determine whether alcohol or drugs played a role in that tragic crash last night. Los angeles county investigators say one person is now under arrest and other arrests are imminent. Officer ricardo was in his personal car at the headquarters of the Downey Police department when two gunmen opened fire. Another officer heard the gunfire and then pursued the suspects as they fled into the los angeles area. Investigators arrested the suspected getaway driver. Detectives are now interviewing others who have been detained. Galdez was a fiveyear veteran of the Downey Police department. Investigators have not said whether he was targeted for personal reasons or just because he was a Police Officer. He was also a veteran of the United States marine corps and did two tours of duty during Operation Enduring freedom. Just into our newsroom, three drifters accused of shooting and killing a marrin hiker say they are innocent. After several delays the two men and woman pleaded not guilty this morning to murder charges. You will recall the three were arrested in portland after allegedly shooting and killing 67yearold man while he was walking his dog on a trail in fairfax. And accused and killing a canadian backpacker just a few days earlier. If convicted they could face life in prison without parole or death penalty. Now to our continuing coverage on guns stolen from Police Officers. It is a problem that our Investigative Unit dove into earlier this week. And as we saw this summer in the case of kate steinle, we know sometimes stolen guns are used in the commission of violent crimes. Now a local supervisor hopes to prevent that. Later today here at city hall the citys Public Safety committee will consider an amendment that was just put forward by supervisor david compost in a News Conference here on the steps of city hall. Hes already proposed a law that will require offduty Police Officers who store their guns in vehicles to lock them up. Now he wants to build on that and make it mandatory for anyone who leaves a gun in a vehicle to store in an enclosed trunk with the auto release disabled or secure it in a lock box that is attached to the vehicle. Now, this is in response to the murder of kate steinle, the young woman who was shot and killed this past july on pier 14. The gun in that car was clearly visible in an open backpack. Theres been several instances of stolen guns in the bay area since. This morning Paulette Brown showed us pictures of her son shot and killed nine years ago in this city. Oakland based center for Environmental Health says that 14 tobacco and ecigarette Companies Fail to warn customers and consumers that ecigarettes contain nicotine and that they fail to warn some ecigarette products contain unsafe levels of one or both of the cancer causing chemicals in those. Now, the lawsuit argues that that is a violation of californias proposition 65, a law that requires companies to disclose that kind of Public Health information. The tobacco vapor Electronic Cigarette corporation say only show when someone misuses the product represented. According to many studies it is 95 less harmful than conventional tobacco. So why adamant about attacking a category that potentially could save 4 million lives a year. A judge has made a ruling in the high profile court battle over embryos, but the fight is still far from over. A San Francisco judge decided mimi lee cannot use the embryos she froze back in 2010 with her thenhusband. The couple froze the embryos after lee was diagnosed with cancer. Both signed an agreement to destroy those embryos if they ever got divorced, and they did get divorced. But lee argues that the Cancer Treatment left her infertile and that the embryos were her last chance to have her own biological children. The judge ruled against her, but heres why its not over. Lee is expected to appeal. A San Francisco woman venting her frustrations on social media after facebook suspended her account because of a name. Psychologists testifying on his behalf said fogle suffered from a, quote, mild pedophilia, his attorney saying he traded a horrible food addiction for a horrible sex addiction. They are also working to add more Campus Housing and are taking action against students caught throwing house parties. In this calendar year weve gotten somewhere in the neighborhood of about 30 students. This 23yearold woman from spain said that she answered an ad in december to work at the tapa ole restaurant and utopic salon in saratoga. She doesnt want to reveal her identity because shes a witness in a Human Trafficking investigation, but she did talk with us and told us that the owners of the salon and the restaurant paid her air fare from spain and put her to work. But then didnt pay her. My friends ask to go close it can be like 11 00 or 12 00 so 10 00 in the morning until midnight. Now, in july she and five other workers told authorities investigators served search warrants at utopik yesterday. They arrested the owner, his wife and another man. The Santa Clara CountySheriffs Department says the sixty victims are getting assistance. This morning a convicted sex offender with a criminal record is free in vallejo. Police tell us Frazier Smith was released from prison yesterday, but put there after he pled no contest to attempted rape. Hes now living in a motel 6 in vallejo. For the last two years the states been trying to find smith a permanent home in solano county, but neighbors fought back. Smiths Attorney Says his client will wear a gps device and will have somebody with him monitoring his behavior 24 hours a day. Vallejo Police Say Smith did register with the department and is required to do so every 30 days. Santa clara county now under new legal fire from inmates at its jail. This is the issue this time is solitary confinement. Attorneys yesterday filed a Class Action Lawsuit accusing staff at county jails of keeping inmates in solitary confinement for months, sometimes even years. That suit alleges the practice constitutes a violation of basic human rights. Attorneys are seeking an injunction to change conditions that those inmates are facing. Government records and new testimony from Service Members reveal overdue requests in every single state in the nation. The militarys known about the problem for years but has yet to fix that backlog. Door dash has been using a similar version of a trademarked innout logo on the website and thats the basis of the website. But innouts real beef is that door dash drivers are not licensed food handlers and it has no control over the condition of the food when its delivered. If consumers have a negative experience with foods that they receive from innout, they may associate that with innout and choose to continue to not eat at that establishment or not eat the food. Were seeing before and after photos and mentions of curology all over facebook, instagram, twitter, pinterest, its really all over the place. Reporter and thats why curology. Com is taking off. The company only treats acne and antiaging and does it all from a cell phone and computer screen. Anybodys phone can take a photo that can give me a perfect picture of how their skin looks at any time. Reporter a year and a half ago the company had basically three people. Now theres nearly 20 and they treat hundreds of patients every day. I think its the way of the future. I think almost all dermatologists are going to incorporate this into their practice at some point in the future. Reporter dr. David started the company with his mother whos also a dermatologist and his brother who works on the technical side. For 20 a month patients get a diagnosis, followup and prescription medication. But what about that personal contact . The relationship that were able to build with our patients longterm here is something that i never would have expected. And i think what really happens is the Technology Sort of disappears and all thats left is a relationship between the patient on one end and the doctor on the other end. I have to say my motherinlaws a Nurse Practitioner and ive sent her a couple of pictures myself. Like is this weird to you. It would be terrible if you texted the wrong person. Oh, geez. Lets check in with kari. Beautiful weather. Lets take a look at this shot from the north bay in belvedere. All clear out there and feeling much more comfortable compared to early this morning. A look at all the microclimates now. Were right at about 60 degrees for most of us. But lets take you to the east bay. Where its warming up now dublin 65 degrees and walnut creek is at 62 degrees. 65 also now in livermore. And San Francisco at 60 degrees. As we go hour by hour in san jose were up to 66 degrees at 1 00. And a nice light wind and a lot of sunshine as the roads get more congested everyone can just roll the windows down and relax. It will be 65 degrees and a lot of clear skies heading into tonight as our temperatures drop into the lower 50s. Cool once again heading out early tomorrow. So were heading into the upper 60s to lower 70s today. A few more 70s on the map here than we had for the past couple of days. And this is the trend weve been on. Our temperatures going up a degree or two each day as High Pressure sits just off to the west blocking any chance of rain from coming into the bay area. At least for now. But this High Pressure will slowly start to weaken and break down. And then well see the cold fronts rolling through heading into next week. But weve also seen a lot of rain farther to the north up around washington. And its been rolling off to the east. So heading into the weekend we stay dry. Our temperatures more of the same into the low to mid70s for the trivalley as well as the north bay and the south bay. The peninsula topping out at 70 degrees on saturday. And sunday 68 degrees. It will be coming down a degree or two, but really no major changes in those temperatures until next week. And there will be another front moving in, warm weather at least on monday. Tuesday is when the front comes in. And well start to see some scattered showers moving into the bay area between tuesday and wednesday and right in time for many people to hit the road in time for thanksgiving. So heres an early look at the thanksgiving forecast. Our temperatures coming way down. Now, we are feeling 70s today, but in a week or so we could only see those high temperatures possibly reaching into the mid50s. So some much cooler air coming in. And were also tracking the chance of some more rain and some more snow in that forecast. So youll want to keep checking in as we get ready for some major changes to move into the bay area. But for now we can just take in this warmer than average weather until next week when it will be cooling down, scott and kris. All right, kari, thanks. Well be right back. Three hub caps, like a black eye for your car. He lived that marked life for months until yesterday, he found it. Where do you think it was at first . I thought it was going to be something bad. Reporter there on his windshield well, lets have greg do the honors. Starts out, yo, dog, i noticed your car only had three hub caps. My car at one time also only had three hub caps. Reporter someone, a stranger, had replaced his hub cap. Pretty small gesture. Wait until you hear what happened to him a few months earlier looking for a fresh start he moved from georgia in that honda. Shut down in kentucky because a tractortrailer full of chickens caught on fire, hit a tornado in kansas. Reporter did you ever think maybe we made a mistake . I definitely thought about that day of the tornado. Reporter the gesture sure didnt feel small to greg. Made my day, made my week. Reporter its amazing what a circle of molded plastic and kindness of a stranger could do. He needed it, and maybe right now we all do. Anything that starts yo dog, is going to be a good letter.
