The District Office is much smaller than it was yesterday, maybe 50, 60 people, half of what we saw yesterday. But the real impact is the number of absences. District was working on the total from yesterday, and is giving that number in a half hour. Well get that to you later. At last count, 1,200 absences yesterday, four times the normal number, costing the district more than 44,000 in one day. The Teachers Union is threatening a strike. It wants a 6. 2 base pay raise. While the district says it can only give 1. 5 . Now heres where the core of the disagreement is. The teachers believe theres 25 million in new revenue. The last three years the district can use to boost their pay. But we spoke with superintendent fred bril this morning. He says thats not how it works. That money is not general fund. It must go to increasing services and programs to boost learning for students, who are English Learners and low academic performance, a group he says makes up more than 60 of the entire student population. He says the last eyears the district has offered more than 9 in ongoing salary and benefit increases and thats the best it can do right now. I cannot make support decisions that will bankrupt the district and put us into state receivership. I worked in oakland when they were under state receivership. I do not want to have a bureaucrat or accountant making decisions that are based on numbers and not children. If we do have a strike, where am i going to do with my kids . Allow them to go into classrooms with teacher substitutes who really arent familiar with their learning . And sonja was also here yesterday, youre looking at video from yesterday. She pulled her three kids out of school and said parents are protesting because they already lost highquality teachers. Talks started spring last year. Now both sides are waiting for the factfinding process where a panel hears both sides and makes a decision. That hearing is set for january 20th. If talks dont work out, thats when a strike could happen. And it will be more than a month after that until findings are made public. The superintendent is hoping to come to a resolution before that. Day two here, plenty of students out of school and with their parents. People not giving up on what they say is right for their district. Well start to clear out by friday afternoon. Saturday will be a dry day. But then as we head towards sunday, another storm system moves this way. And thats going to mean for a wet commute for your monday morning. Heres how much rain were expecting. This could be the biggest system of the year. An inch at the valley floor. Thats where we could see 1 to 3 inches of rain in the coastal mountains in the north bay could measure 3 to 5 inches of rain, just from this system alone. Were implementing new curriculum to go with the new standards, to go with the new tests. And today we visit those sections. Reporter and a new different way to evaluate schools. State law now requires a move away from standardized test scores. It needs to be more than just include more than just the commission. Reporter for 15 years, the api, the academic performance index, has been the yard stick for school success. Its a threedigit number based on test scores. Take this Blue Ribbon School in the east bay. Its api was 945 out of 1,000. A Suburban School in the peninsula, 831. A highpoverty school in San Francisco, 726. It gives one number, and its nice because you can take that number and compare it to another number. But really, its kind of misleading. Reporter the head of the largest Teachers Union in the state is involved in the head of the overhaul. They may not see an api at all. They wont be a ranking system, because theres no point in comparing one school to another school. Its what you really want to look at is the school itself, and then look at multiple indicators in that school. Reporter those multiple indicators could include attendance records and graduation rates. You want to look at all the different kinds of things that actually indicate whether students are learning in that school. So its more than just looking at a test score. Im sympathetic to folks saying we dont want to just be judged on a couple of numbers. I get that. But on the flip side, you know, we accountability is essential to having confidence in our education system. Reporter many advocacy groups across the state say the new system should be first and foremost, easy to understand. The api, with all its faults, was a very simple way to see how your school was doing compared to other schools in the area. And throughout the state. Reporter theyre pushing for a combo that would, they say, blend the best of both worlds. Cant we have a system where sort of similar to the api you can quickly see how your school is doing with a few numbers and then delve deeper. Reporter while experts debate the best way to Measure Schools, this much is clear. It is the dawn of a new era in education. And that was Jessica Aguirre reporting. She lived inside this modest home with a couple and their baby, where the fbi now says they stock piled 19 potential pipe bombs. The attack, well planned, but was it wellknown . Reporter as the fbi pushes forward with its investigation, it is difficult to look past the bloodshed. The doors flew open, and the gunmen came in. San mateo police are looking into two strange incidents at grocery stores, which were both caught on camera. As nbc bay areas pete sa ratto shows us, its a man dressed as an officer. How the uniform is presented. Reporter the san mateo uniform is warn by pride with officers. Thats why this video, seeing a man impersonate a fellow member of Law Enforcement is upsetting. Hes set to exploit the very trust the public has in our uniform. Reporter Surveillance Footage from november 24th shows a man posing as a san mateo sheriffs county deputy inside of the Crystal Springs shopping center. Police are working closely with the Sheriffs Department to catch him. He was patrolling the store. So he walked all the aisles. Reporter Ricardo Garcia is a manager at the safeway. He says the suspect told the clerk he was there to investigate a theft. The clerk didnt fall for it. And then the suspect asked where the store kept its cash. And thats when she panicked and was like, you know what, im going to call the police. I think just the outfit threw her off is what she told me. It was too baggy. No he had San Mateo County sheriffs patches on, the vest he had had a police patch on the back. He got away before police arrived. Police say he could be connected to an attempted robbery on november 18th at another safeway. But its too early to tell. Certainly if someone wasnt paying closer attention, they might not have caught the discrepancies and could have carried out whatever his intentions were. Well, another health scare linked to chipotle straunlts, this time in boston. We now know 80 Boston College students were sickened on monday. They had all eaten at the same chipotle near campus. And nbcs Natalie Morales goes from there. Reporter this morning, School Officials are confirming that about 30 Boston College students, including members of the mens basketball team, became sick after eating at chipotle mexican grill. The students reported to the Campus Health center with gastrointestinal symptoms. Officials say the common factor, they all ate at the chipotle near campus. The restaurant has been closed temporarily. A slightly annoying and frightening. Reporter it comes amid a nationwide e. Coli outbreak, first identified in portland, oregon, and seattle in october. When chipotle voluntarily closed all 43 of its restaurants in that area out of an abundance of caution. Federal Health Investigators say the outbreak has now expanded to at least six states with 47 of the 52 people suffering from e. Co coli, reporting they ate at the chain. Late monday, chipotle released a statement, saying in part, we do not have any evidence to suggest that this incident is related to the previous e. Coli incident. There are no confirmed cases. E. Coli connected to chipotle in massachusetts. Residents say they hope the outbreak does not permanently affect the popular eatery. I ate there about three weeks ago and i hope its not something endemic to this chain or the restaurant in general. We know the number has been bumped up to 80 people. Everybody knows about the sinking of all the ships, especially the arizona. But another boat in the harbor that day came to the bay area. Nbc bay areas joerisotto jr. Shows how what was once called a hero boat slowly became a ghost ship. I raised up and looked out and all hell was breaking loose. Reporter among the Unsung Heroes of the attack on pearl harbor. I heard him, my god, this is war. Reporter is a tug boat. The hoga raced through the harbor, rescuing sailors and burning ships. Sleeping in the pilot house, awakened by the dropping of the bombs. Reporter years later, the hoga was sent here near bow neegs to live out days in the massive reserve. Reporter ron patterson, the owner of Dolphin Charters would take his passengers to see the acres of decaying military ships which became known as the ghost or moth ball fleet. We used to do the moth ball fleet when there were as many as 96 ships, i guess. The tug master was shaving. Reporter he would relay the history of the retired vessels, which included famous warships like the hoeinga and uss iowa. Every ship was like a little textbook of history. Reporter aside from being an attraction seen from the shorelines of martinez and beau nearbia, the ghost fleet became a sacred place for those who served in the military like russ. I saw ajc couple of the same kind of ship i served aboard in 1950s. Reporter several ago, environmental groups including bay keeper sued the federal government, saying the 57 languishing ships were polluting the sassoon bay. The paint was beginning to ship. 20 tons of heavy metal pollution into the bay. As a result, the government began removing the ships, one by one. Theyre being removed from the bay, which means theyre no longer polluting the bay. Reporter the iowa went to Southern California to become a tourist attraction. The hoeinga to a museum in arkansas. But most were dismantled on a nearby island and sold for scrap. There are three left of the original 57. Reporter this once mighty fleet of reserve ships is now down to a trio. Cape blanco, the brighten and the boarda waiting out their final days. These last three ships ared to be removed and dismantled in the coming year, leaving phantoms of memory in place of ghosts. We dont do trips to the moth ball fleet any longer. Theyre just too few ships. I miss being able to talk about them, because they were quite interesting. Reporter it seems this historic fleet has finally set sail for its next mission, forever navigating the waters of history. The submarines in vallejo and all of that. But things do change, they, anthony . Yes, just like the weather. We had the fog and the clouds today. I want to show this time lapse from ocean beach and you can definitely see something brewing across the pacific. Yes, a big change headed our way. In fact, the biggest storm system of the season could be moving this way, as we head towards wednesday and thursday. As soon as tomorrow. The north bay will see the showers first, and the storm door beginning to open from this storm system here. Our storm is actually right there. So its going to be a fastmover. Its going to be moving this way as we head towards wednesday night into thursday. Right now were looking at cloud cover across the entire bay area. 50s for the most part across the entire bay from the south bay to the north bay, even in San Francisco. San francisco, youll manage 59 degrees today with a few peeks of sunshine. But generally cloudy real in every microclimate today. The tri valley, back in the mid 60s. 65 degrees, same deal for the south bay. As we move to futurecast into motion, the cloud cover with us all day long. We start to see our first showers arrive across the north bay around midnight. This will be very light, nothing organized until about thursday. Tomorrow youll get some light showers in the north bay, on and off right around lunch time. And then well continue through the evening hours. For the rest of the bay area, not until thursday when we do see showers pull in. Your microclimate for today, keep things dry, but cloudy from the peninsula to San Francisco. The south bay youll see more sunshine, 65 for san jose. 67 for morgan hill. 57 in pacifica. And, again, cloud covering on tightly in San Francisco. Same deal for the north bay. Temperatures will be right near 60 for petaluma. Even sausalito. Towards the east bay and tri valley, more sunshine, especially for the tri valley. Mid 60s expected there. Fast forward. This is thursday morning. Youll showers across the north bay. Heres that fastmoving system i was telling you about. Thursday morning, 7 00, the entire bay area looking at some very heavy rain, ponding on the roadways will be likely, because were talking about a couple inches of rain, especially in the north bay. May get a good inch in the south bay. Thursday night, the system continues to give rain, even the potential for thunderstorms as we move towards friday morning. Friday afternoon, we clear. A dry day. Same deal for saturday. Sunday, another storm fastmoving, moves back into the bay area. So here are rain totals. What were expecting from the first system on thursday. A half inch to an inchandahalf at the valley floor. South bay, tri valley, even the peninsula. San francisco, you may manage an inch out of this. And head to the north bay, 1 to 3 inches expected at the valley floor. Coastal mountains up of 3 to 5 inches of rain, just from this system alone. So as we head towards the sierra, theyre expecting snow as well. Winter storm watches posted, all the way through friday morning. Ths when we could see upwards of 2 feet of snow, even at lake level. The potential of 15 inches. So this is going to be a big storm system, probably the biggest we have seen all year, if the computer models actually do hold together. Youll notice the rainy day here, thursday for most of the bay area. And as we move towards the next couple days, even in, well hang on to the cloud cover each and every day. By thursday, youll see the rain as well. Friday and saturday, dry days. But kris and scott, if youve got weekend plans, sunday were looking at more rain in the bay area. Its really taking a lane for each contestant, and letting it grow and develop, and as they mature as an artist, i keep on pushing the envelope just a little bit with them. Reporter sometimes that means designers go hunting for that one perfect element for a contestant. We scour the city. We go to department stores, retail shops, consignment shops, thrift stores, we the internet. Reporter often theyll put special touches on what they do find.
