James bishop iii, who is not capable of setting all of the car fires according to his father, appeared behind a metal and glass partition before a judge this morning in superior court in martines, and he answered yes as the judge asked if he understood he was about to give up his right to a speedy arraignment. Bishops public defender advised his client not to enter a plea so he could have more time to review the discovery material in this case. Bishop is scheduled to enter a plea a week from tomorrow at 8 30. His bail has been set at 1. 5 million. Bishop faces several criminal charges surrounding 11 incidents of arson including the seven cars set on fire overnight last week here in martinez, walnut creek, lafayette and brentwood. No one was hurt, no nearby homes burned down and Arson Task Force arrested bishop this past saturday morning in venetia not far from where another car fire was set. The prosecutor in this case explained to us why she agreed to delay his arraignment. The case is fairly complex. There are a number of counts from a number of different dates. The fire service, from my understanding, is still investigating a number of offenses. So the defense needs to have time to review the material. They are not approved by the faa and they can hurt people if they fail. A continuing investigation discovered bogus parts find their way on to airplanes. And private and commercial plains even, and it is happening more only than you might think. Heres senior investigator stephen stock. Reporter we dug through a decades worth of records and uncovered thousands of instances where unapproved airplane parts were used on commercial aircraft. Though the faa sanctions repair shops and manufacturers who install these bogus parts, we also found that doesnt always stop some companies from staying open even after the faa tells them to stop. Too lone, terrain, pull up. Reporter the computerized voice you are hearing in the cockpit is known as a t cast. Traffic Collision Avoidance system used for 30 years to keep planes from flying into each other or into the ground. Traffic, traffic. Reporter our investigation found the faa issued this warning in 2012 that an unapproved part had been used in a tcas system which could cause them to fail. Unapproved parts are parts that have not been tested oraa proved by the faa to be used during the stresses of flight. In the tcas case the unapproved part had been put into 2500 different commercial airplanes used around the world. 30,000 feet, a bogus part, yeah, it is scary. Reporter steven pantokos has worked as an airplane mechanic his entire adult life. A lot times the operator doesnt know what is going on. He brings an airplane to me and trusts im going to do the right thing. Reporter we found there are some mechanics in repair shops who cut corners and use unapproved or bogus parts. Digging through ten years of federal records we found at least 172 different official reports involving thousands of airplanes where the faa caught suspected unapproved parts or sups on the plane. One record shows a repair station fraudulently put car parts on airplanes, a big nono according to the faa. Is it a problem . Yeah, i mean bogus parts are a problem. Reporter of the 172 reports, at least 17 involved commercial domestic u. S. Carriers, including alaska airlines, delta, jetblue, southwest and us airways. Often the sups are put on commercial airplanes without the companys knowledge. But there are cases like this one. An faa investigation that American Airlines had a, quote, lamp installed in their anticollision light assembles after knowing it was a suspected unapproved part. In its response to the faa in the investigation, American Airlines said its mechanics, quote, removed the part as soon as practicable. You have something manufactured incorrectly, not per spec, it is going to fail. You have a failure, it is going to a problem and it could be a catastrophic one. Reporter in fact, the National Transportation safety board investigators officially ruled unapproved parts played a role in 26 different airplane crashes that caused eight deaths and 20 injuries between 2006 and 2015. So there are unapproved parts floating around out there . Oh, yeah. Reporter rory and sally silva own on call services, buying and selling parts from this hangar in van nuys. Reporter when in doubt, you destroy it. Without a doubt. Reporter he says not everyone is as conscientious or careful as he is. If it doesnt have a good data plate, i dont want to buy it. Nothing we can do about it. Reporter we learned that first happen in april when we bought this fat, an emergency locator transmitter over the internet for 300. Two years ago the faa issued a cease and desist order against the company that makes and sells this elt, ameriking based out of huntington beach. Regulators say they falsified documents used to show compliance with faa regulation goes and ordered Company Officials to stop advertising, manufacturing and selling the elt. Reporter with the doors wide open we saw a worker putting parts in a box and a stack of boxes that looked identical to the one containing the elt we purchased about. While a bad elt wont make an airplane crash, it can delay rescue crews from finding it after it does. Unfortunately, there are a lot of people that, you know, want to make a quick buck and buy something off ebay. Reporter in an emailed statement American Airlines said, quote, we are always vigilant to validate parts against the manufacturers specifications. In the very rare instance we come across an sup, we immediately take action to remove the parts from our system. Delta Airlines Told us theyre cooperating in the faa in the case involving a part on their airplane and that each part they purchase goes through an faaapproved inspection process. We first brought you the story as breaking news on today in the bay starting at 4 30. It all began before midnight when witnesses say two neighbors got into some sort of argument. Thats when one fired multiple shots and proceeded to barricade himself inside his home. Neighbors say that there have been problems at that house before. I dont know why. Came out, fired his gun, broke one of the windows at the house, and shot and the sheriffs came and pretty much took over from there. Reporter you see the sheriffs presence there. This went on for about five hours in materially morning hours, the suspect finally surrendering peacefully about 5 00. Nobody was hurt. It is a Violent Crime at a poplar park. San Francisco Police right now investigating a stabbing at delores park. Police say somebody was stabbed several times during an attack by five to six young people, and it is not like it happened late at night. This was early in the evening yesterday, about 5 00. The victim was rushed to a hospital and were still awaiting word right now on their condition. The sfpd is asking anybody that saw something to please call them. It was an emotional day in the sierra lamar murder case. Today her parents testified very tearfully. Angelina garciatorres was convicted of first degree murder. Now the jury is deciding whether he spends rest of his life in presson presson prison or gets the death penalty. The judge recently overturned a murder verdict in a different case after determining the lead detective gave false testimony in that one. Well, the contract said he could get a refund if he didnt make any claims, and he didnt. So when the warranty was up, duncan sought his refund, but the Warranty Company had gone belly up. He said that they would refund the warranty but it never happened. We reached to to Stevens Creek office and they cut a check for 1500. The company did not respond to our request for comment. On some of the country s top sunscreens. A new study by Consumer Reports is throwing shade on some of the countrys top sunscreen. So with beach season around the corner, this new study by Consumer Reports is trying to help sunscreen buyers avoid getting burned. The surprising results found a lot of the spf numbers on the outside of the layer are higher than the protection on lotion and sprays in the bottle. Reporter a major notice on sunscreen just in time for summer. A new study says the advertised level of spf protection on labels could be critically off. In a report released this morning, Consumer Reports says some sun veens failed to provide the level of protection on the package. Of the 58 evaluated by Consumer Reports this year, 20 tested at less than half their labeled number. You potentially have the risk of really damaging your skin if you are relying on it to protect yourself. Reporter according to the study, five products labelled with an spf of 50 or 50 plus a an actual level between zero and nine. Consumer reports called out natural sunscreens as well. We found that the natural sunscreens, and those are the ones that contain either titanium dioxide or zinc oxide as active ingredients, consistently do not perform as well as the products with a chemical active ingredient. Reporter the fda reportedly does not regularly test sunscreens on the market, leaving that responsibility to the manufacturers themselves. The fda echoing that policy in a statement to nbc news saying, manufacturers of all drug products, including sunscreens, are subject to fda inspection and may be subject to fda action if they are found to be not in compliance with federal law. Also troubling to consumers, inconsistency within brands themselves. We had some products that of one particular brand that did very well in our test and came in higher in our ratings and others that didnt. Reporter the personal Care Products council which represents many poplar sunscreen brands disagrees with the findings saying in part it appears Consumer Reports testing methods are not consistent with those used by the fda and therefore are not the same testing as required by the product manufacturers to assign the spf designation. Several products got high marks. 60 melt in sunscreen milk and traileder joe spf 50 got perfect. Equate walmarts brand and copper tone water babies were rated excellent with at least 85 of advertised spf. That was jo ling kent reporting.
