Dan kellie is an infection disease specialist who cofounded a nonprofit based in sierra leone called the well body alliance. They just received a shipment of protective gear. He was in sierra lyonne last month and says because theres no cure for ebola, and the death rate is between 50 and 90 many west africans brief they are powerless against the disease. They feel if its going to kill them they would rather be in the comfort of their home in the arms of their family. Families of the dead want to wash the body and care for the body, but the way the disease is spread is through bodily fluids. Reporter he is an expert who also returned from sierra leone and says that people have a misplaced fear that professionals there to help are themselves spreading the disease. I heard about doctors being attacked, being prevented from entering the communities where this outbreak is out of control. Fedex trucks transporting packages all across the country, but not all of those trucks and drivers actually block to fedex. Alise kirschner found out that it could come at the cost of safety. Were talking about Third Party Contractors. Theyre vetting those companies, they say, but we found its not always the case. And some contractors are acting ill legally on our roads, potentially putting other drivers in danger. It begins here, a Federal ExpressDistribution Center, a major hub in california where hundreds of trucks come in and out every day. Some with the recognizable purple and green fedex logo on the side, others with names youve never heard of. This was a Third Party Contract with fedex smart post. Transporting only fedex goods. Thats what this driver was doing on august 8, 2011. After picking up packages from the Distribution Center just outside of sacramento, quinn tear owes failed to stop his box truck for stalled traffic along interstate five. He crashed into donalds parents car at around 70 Miles Per Hour. Their bodies were burned beyond recognition. Reporter the High School Sweethearts were killed instantly. The accident also killed a toddler, injured six others and totaled six cars. The truck driver survived. According to this accident report, quinn tear owes had no valid license, let alone a commercial license to deliver fedex packages, and he was doing business without a valid operating authority. Just a multitude of things that should have been red flagged. Reporter quinn tear owes was found guilty of misdemeanor manslaughter and other charges. He was sentenced to 14 years in prison. But because quinteros was considered an independent contractor, the corporation was not held responsible. Did not want to discuss the situation. We made several attempts to contact them. Reporter we reached out to fedex to respond to the accident. We were told that a Freight Forwarder contracts with Third Party Vendors for Transportation Services to agree to maintain their own d. O. T. Operating authority, meaning fedex had nothing to do with the accident. They basically told us, not our problem, go away. Reporter fedex says they also make sure that Third Party Contractors are working properly. They use a website. But remember, this Trucking Company did not have the required operating authority, and records show they also had safety violations against them before that deadly crash in 2011, even so, drivers continued transporting fedex goods what has to happen, enforcement of good rules, accountability by the companies. Reporter ann pharafaipharaf the Distribution Center, we spoke to this contracted driver who talked about transporting fedex goods. We looked up the department of transportation number on the side of the companys truck and discovered they have no insuran insurance. And in may, the government revoked their operating license. Fedex told the Investigative Unit they stopped using that company in june after finding out it lost its authority. But in july we saw them transporting goods in and out. Anger. Just flatout, pissed off. Reporter its a Business Model that donald says allows fedex to distance themselves when things go on. The. His route is only a fedex route. Therefore they should have immediate control. Reporter now Donald Taylor decided not to sue fedex because his lawyer advised him that they are allowed to hire Third Party Contractors.
