Two mens bodies were found is not on lockdown. Police are now letting residents come and go but many people are showing up alarmed wondering whats going on. I asked police if there were any previous domestic issues or any information they already knew going on here at this housing, and they say they have nothing on record. As of right now, they are investigating who the men are. They have not released that information so far. They are very much just getting on top of the situation right now still here. The coroner has not yet arrived. This is what police had to say. What we know at this time is we have two adult deceased males and a firearm thats been recovered. Some of them say they didnt even know about this Radio Technology at all and fear there is the potential for an invasion of privacy. Reporter the union says after the deadly tiger mauling in 2007 the zoo put in a code red system. There were complaints, so they went to radios with code red buttons. Recently they say a manager came forward claiming he heard people listening to employee conversations on the radio. They were making fun of him, laughing at him. The governor though says hes happy with the water boards decision this week to order cutbacks and how often people can water their lawns, but admits criticism thats not enough, he also says dont worry, there will be, quote, more to come. This is a struggle. Reporter were not at a point where mandatory rationing is required unless california enters its fourth Consecutive Year of drought. Governor brown warns residents its going to get tougher. Were going to increasingly control the use of water to the point we have to get a lot more efficient. Its going to be expensive. And everybodys got to do their part. And they will. Reporter expensive, yes. The Northern California farmers say they are not planting this year because theyll make more money selling their water to southern california. 700 per acre foot. It was under 300 in 2010. Assemblyman and farmer Frank Bigelow doesnt want to sell his water but doesnt want to give up his crops either. There wont be any more planting for us at this time until we get to a better place where we can look at more reliable water. We need to act now. Reporter the governor did roll out a new plan today, but some wonder if its enough. He joins legislative leaders to speed up the spending of 1. 1 billion in bond money. The money is meant to help california deal with the effects of the drought. In the shortterm that means out of work farmers will get food and housing assistance. In the longterm, the money will help pay for the completion of water recycling, flood control, and other projects but thats still years away. Minority leader Christian Olsen acknowledges more needs to be done. But i would be remiss if i didnt point out this is a bandaid. This is a temporary, small step towards fixing a monumental problem. Several ideas will be put to the test during wrestlemania on march 29, with crowds that will almost match crowds for the super bowl. At the event, the city says it will be looking for unlicensed food vendors. Theres a concern. One, we dont know who they are, their background and what health risks they can pose for the selling of food. Antioch police say a man died this morning when his car collided with a tridelta transit bus at davison and burrwood way. The driver was thrown into traffic by the impact. He died on the scene. Reporter the meat farmer in south korea was considering a Career Change when he worked for the International Humane society, and that farmer gave up all of the dogs. And now they are here in San Francisco and need loving homes tonight. The San Francisco spca welcomed dozens of dogs to america today. They had a long journey from south korea. This girl has never been around people. She spent her life in a dark cage alongside 57 other dogs that were all being raised for their meat. There is a belief that the dog meat is beneficial for your health. Particularly during the hot months. Reporter the spca provided this video. They say these dogs are being raised for slaughter. It shows the animals kept in cages at markets where their meat is sold for a couple hundred dollars. You can see the guy pick up the electrocution stick. You can see you can hear the dogs screaming. Reporter according to the humane society, an estimated 2 million dogs are killed in south korea every year for food. These dogs were rescued from a meat farmer trying to get out of the business. Marys cathedral. But here on Market Street the city used to regularly douse Homeless People with water and disinfectant. Now they spray right up to them and then tell them to move along. This is the way the city used to do it. A water truck throwing gallons onto the sleeping bodies and parts of the tenderloin on Market Street. These pictures were taken in 2008. Now the city sprays water from a hose onto the sidewalk. Nicholas komura is with the coalition on homelessness. This has been going on for over a year now. Reporter he says it happens between 3 00 and 4 00 in the morning, and that the city is targeting homeless camps on Market Street. Telling them to pack all of their belongings, they throw out a lot of stuff. They spray down the area with soap and disinfectants. Al jazeera did a piece on the spraying last year. Reporter Alameda County pest control says just last week four bats have tested positive for rabies. Its a little unusual for this early in the year. Reporter on average, between two and nine rabid bats are found in Alameda County every year. The unfortunate thing, we really dont understand what goes on in the bat population. This is a passive surveillance. So all we know is when people turn in bats to be tested. Reporter the health Department Says if you find a dead or injured bat, leave it alone and call animal control. Any contact with saliva could be enough to transfer the disease to humans. Headaches or tiredness or fatigue. But then it can progress to confusion, agitation, seizures, and then usually its pretty much almost always a fatal disease. And within a couple of weeks, people are in a coma and die. Reporter so far, no person has had to be treated for rabies exposure, and officials want it to stay that way. Dont touch wild animals. They might be cute but dont touch them.
