Downtown oakland they are doing some work on the tracks there. So 10 to 15minute delays in both directions too plan for that. Well let you know when it clears. Once you get across the peninsula there, you can see traffic is moving along nicely according to our sensors. Along 101, an early flight to catch at sfo no problems both directions. Happening today, San Francisco police chief greg suhr will introduce a revised use of force policy for his officers. Kpix 5 reporter anne makovec joins us live at Police Headquarters with more on these proposed changes. Anne reporter yeah. A lot of eyes on what we might see in this proposed use of force policy that would be brandnew to the sfpd to be unveiled tonight at the Police Commissioners meeting. An integral part of chief suhrs plan is asking for tasers. It could be a tough request. He has tried to arm officers specifically trained in crisis intervention in the past and the city has been against it. But this is one of the key reform proposals now being considered along with other deescalation practices all in an effort to prevent officers from using lethal force. I want them to rush to the danger. But if you get there and its not actively going on, i also think be smart enough to then stop and back up. Reporter the u. S. Department of justice is working with the sfpd on its review of policing practices. This was all spurred by the Fatal Shooting of mario woods in the bayview on december 2. He says if his officers had tasers that day, woods would likely still be alive. Thats very controversial. We can expect protestors outside of the Police Commission meeting tonight. Live in San Francisco, anne makevoc, kpix 5. New this morning, the city council in ferguson, missouri is defying the Justice Department. Its calling for several revisions to an agreement that revamps its Police Department and court system. The suburb has been in the spotlight since the Police Shooting of michael brown. After the councils vote, the Justice Department said it might consider legal actions against ferguson to ensure the original agreement is enforced. Looks like San Francisco taxpayers may have to pay for the legal fees of 10 Police Officers accused of sending racist and homophobic text messages. In december a judge ruled that the officers would not be punished for the texts because the department waited too long. Lawyers for all 10 of the officers in the case say they will file civil suits against the city to pay their legal fees. The fees could be at least 100,000 for each client. The number of job openings in the u. S. Is just short of a record. The Labor Department says there were 5. 6 million Unfilled Positions in december and thats just under an alltime record set in july. The trouble, many u. S. Workers lack the skills required to fill those positions. Experts say one snag is some entry level Jobs Require College degrees. In politics a rough time for establishment candidates in the New Hampshire president ial primary. Among the democrats, Bernie Sanders beat Hillary Clinton 60 38 . Right around grant line. Then past there is where it eases up a bit heading towards the dublin interchange. Now, we still have bart delays were dealing with this morning. 10 to 15minute delays for track maintenance out of downtown oakland in both directions. The rest of mass transit though is on time. Ace train no delays. Caltrain and muni metro checking in with no problems. We were seeing slight delays out of antioch westbound 4 but that cleared up quickly off the antioch bridge. No delays westbound. Youre clear all the way into pittsburg this morning and traffic is freeflowing along the eastshore freeway. Taking a look at the nimitz freeway right now. Both directions not a bad ride. 237 to the maze about a 16 minute ride for your drive time. Southbound 880 looking good. More volume on the southbound side hayward, working your way southbound towards fremont. But so far no problems. A few more cars at the bay bridge. No metering lights so we are starting to see a few more folks head out of oakland into San Francisco. No troubles across the span into San Francisco. Elsewhere, san mateo bridge looks good. Westbound 880 to 101 still only 13 minutes. Its been a nice ride through there all morning long. If you are commuting out of foster city to hayward no troubles. The peninsula off to a good start. Drive times about 10 minutes north 101, 380 to the 80 split. 101 through burlingame, san bruno headed towards San Francisco, no problems. Out the door this morning, we are off to a relatively mild start clear skies and patchy fog later today more of the same if you like the warm weather. It is here to stay for the foreseeable future. We learned the commissions executive director could be fired today and some commissioners say Charles Lester is an ineffective leader. For 40 years the commission has entirely controlled development along the shoreline. People have strong feelings about what a leadership change might bring. Im afraid that whats happening right now is an assault on the integrity of the commission. Do have friends in the Development Business and i think they have the patience of job because it takes them forever to do the development projects. Next month the commission is set to vote on one of the largest Coastal Development proposals its ever faced. Project involves 1100 acres near newport beach. Reporter there was a High Surf Advisory in effect last night. It has since expired but you really couldnt tell by looking at the surf out here. The waves are pounding the shoreline. This as the coroner has released the identity of the victim named larry moore and he was 60 years old reporter on an unusually warm february day at the beach, with no el nino storms in sight, people were in short sleeves and wandering near the pounding surf at the pacific. People go out there and see people surfing. Oh, its safe for me and they get in trouble and dont realize it. Reporter around 2 p. M. A couple met the oceans fury near the pacifica piers. The wave came and grabbed her and so they were holding on to each other, took her out. The guy went in after her. Reporter the woman wearing a swimsuit correctly went against her natural human instincts and didnt resist. She let the riptide take her all the way out and she was floating way out there but i could see her head and feet. Reporter she eventually got back to shore. Hours later, surfers like greg enjoyed 7 to 8foot waves hitting every 10 seconds and said the beach here is not to be trifled with. Its like 10 feet deep right there. The waves slam up on the beach. The water drains off the beach. That waterric ises underneath into that sucks underneath into that deep hole as the next wave comes. So its a cycle effect where people just get hammered. Rises, federal Health Officials are calling it a Serious Health threat. There are now 66 confirmed cases of the virus here in the u. S. The mosquitoborne virus causes birth defects. It can be prevented by the use of insect repellent. We found that the insect repellent that was most effective against the type of mosquito that carried the zika virus were the ones that contained 20 [ indiscernible ] and 25 deet. President obama recently asked congress for more than 1. 8 billion in emergency funding to respond to that zika virus. Three Santa Clara University students infected with a rare strain of meningitis bacteria are all back home. The county Health Department announced the final two were discharged from oconnor hospital. They got sick late last month leading to a rush to vaccinate all students at scu nearly 5,000 students receiving the shots and will need to get followup vaccines in a few weeks. A dog was pulled from the rubble in taiwan after an earthquake that struck four days ago. The 6. 4 magnitude quake killed at least 44 people. Authorities believe nearly 100 people are still trapped in debris. But most of the 320 people who have been rescued were saved within hours of the quake. That definitely helps your drive as you work your way through that. You want to use ace everything is on time. No troubles along the eastshore freeway. Heads up going there by antioch or pittsburg slower speeds often the antioch bridge 36 Miles Per Hour in some spots. Westbound a break this every and then bog down in pittsburg. Along the peninsula, we are getting word of an accident southbound 101 at oregon expressway possibly over to the right shoulder maybe blocking the right lane. Chp is heading out to the scene. Multiple vehicles involved in this accident. Northbound is the commute direction and we are not seeing any troubles out of the south bay, northbound into the peninsula. San jose a few delays northbound side 101. 92 looking good. San mateo bridge 880 to 101 still 13 minutes this morning. Lets take a look at the dumbarton bridge. Traffic is clear in both directions. So if you are commuting over to 880 into fremont, traffic is nice along the nimitz freeway, as well. Bay bridge metering lights are on. So youre stacked up and youre backed up to at least the foot of the maze starting to see delays now on your approaches to the bay bridge. Lets get a live look at conditions in the south bay. But cooler than what we saw, say, yesterday. Now, futurecast shows the storm track will be slowly moving back in. But unfortunately, pointing to our north. So were still going to stay mainly dry even though we have this upper level trough moving into the pacific northwest. Its going to bring showers to them but look at that rain line. It stays north of us, maybe the northern portions of Sonoma County seeing showers most of us though staying completely dry for the foreseeable future.
